The Board of County Supervisors of Roanoke County, Virginia,
met this day in open session at the Salem-Roanoke County Civic
Center in Salem, Virginia, this being the second Tuesday and the
first regular meeting of the month.
Hembers present: Chairman May W. Johnson, Vice Chairman
Robert E. Hyers, Supervisors R. Wayne Compton, Edward C. Park, Jr ,
and Lawrence E. Terry.
Chairman Johnson called the meeting to order at 7:00 p.m.
and recognized The Reverend Paris E. Bain, Vinton Church of the
Brethren, who offered the invocation. The Pledge of Allegiance
to the flag was given in unison.
IN RE: CATV FRANCHISE-RECEIVING AND OPENING BIDS FOR
Only one bid was received for a CATV franchise to provide
service to a portion of the County, basically the area west of
Salem.
Supervisor Terry moved that the bid be received and that
the Chairman be authorized to appoint a committee to evaluate
said bid and make a recommendation to the Supervisors at a
subsequent meeting, which motion was adopted unanimously.
Chairman Johnson appointed the following persons to serve
on the committee:
County Executive Clark, County Attorney Buchholtz, and Supervisor~
Hyers and Terry.
IN RE: PUBLIC HEARING ON PROPOSED ROANOKE COUNTY BUDGET
FOR FISCAL YEAR 1979-80
Following a brief presentation and outline of the proposed
Roanoke County budget for fiscal year 1979-80 by County Executive
Clark, Chairman Johnson opened the floor for public comments.
Hr. E. Cabell Brand, President and Chairman of the TAP
Board of Directors, appeared before the Board regarding TAP's
Budget request. Hr. Brand then made a presentation regarding
the formation of TAP to its present day status and functions and
then requested the Supervisors to give consideration to restoring
to the agency the funds which had been cut by the Supervisors
during a recent budget study session. Hr. Brand then introduced
the following persons affiliated with TAP and who spoke in favor
of restoring fullfunding to the agency's original request:
Betty Desper, Director of Housing; Jane Thomas, former Director
of TAP Youth Program; J. C. Reynolds, Project Developer with
Virginia Water Projects; Lynn Adkins, Director of TAP Neighbor-

Supervisor Terry moved that the Board restore the sum of
$7,500 to the request, for a total budgeted amount of $27,500,
which motion was adopted by the following recorded vote:
AYES: Mr. Compton, Mr. Myers, Mr. Park, Mr. Terry, Mrs. Johnson

The following persons spoke in regard to Planned Parenthood
a service organization which presently is included in the budget
to receive a $2,000 contribution from the County. Reverend
Robert Alderman of the Shenandoah Baptist Church asked the
Supervisors to consider deleting any contribution to the agency
due to its abortion counseling and related services which he
felt violate the moral codes of many County citizens. Mr. Joe
Cupp, representing the Virginia Society for Human Life; and
Ms. Alexia Ripple, representing Citizens Against Unacceptable
Sex Education (CAUSE) both spoke against the organization.
Ms. Ripple questioned the constitutionality of using tax dollars
to fund abortion-related agencies such as Planned Parenthood.
Mrs. Cindy Trinkle, representing Planned Parenthood and its
Executive Director, was present at the hearing and requested
the Supervisors to consider contributing the full amount
originally requested by the agency which is $4,000. Mrs. Trinkle
then proceeded to answer questions and generally describe
certain functions the agency performs. Mrs. Trinkle explained
that people who come to Planned Parenthood are not encouraged
to get abortions, but are told that it is an option open to
them. Mrs. Trinkle stressed that the decision is made by the
client and no one esle. Reverend Alvord Beardsle, Minister of
the United Church of Christ, spoke in favor of the agency and
its request.
Supervisor Myers moved that the County eliminate any
contribution to Planned Parenthood from the budget.
Supervisor Compton offered a substitute motion to delay
any action on the request at this time, which motion was
adopted by the following recorded vote:

Mr. Dwight E. Blaylock, Dean of Financial and Administrativ
Services for Virginia Western Community College, and Mr. Charles
L. Jennings, a County representative on the VWCC Board, appear-
ed before the Board and requested the Supervisors to consider
fullfunding the College's original request.
Mr. Leonard Pick, representing the Roanoke Area Ministries
(RAM) asked the Supervisors to consider contributing the sum
of $2,000 to the organization.

Mr. Mike Kavanaugh, representing Clearbrook Rescue Squad,
asked the Supervisors to consider appropriating funds for a
truck-mounted modular advanced life support ambulance.
Mr. Richard Young, Director, League of Older Americans,
was present at the hearing and made some clarifying statements
concerning the organization.
Mr. Joe Cupp, representing the Virginia Society of Human
Life, requesting the Supervisors to delete any proposed
contribution to the Southwest Virginia Health Systems Agency
due to their pro-abortion, anti-family philosophy. Following
some discussion, the Supervisors directed the County Executive
to arrange a meeting of the agency and Mr. Cupp to clarify
certain allegations regarding the agency.
Mr. Stanley Reas, resident of the Cave Spring District,
suggested that all requests for funds from service organizations
should go directly to the citizens instead of the Supervisors.
There being no further comments, Chairman Johnson closed
the public hearing.
NOTE: Adoption of the budget for fiscal year 1979-80 will
take place at a subsequent meeting, since in accordance
with law at least seven (7) days must elapse from the
date of the public hearing to final adoption.
IN RE: RESOLUTION NO. 2293 ACCEPTING AND APPROVING THE
SCHOOL BUDGET AS HEREIN PROVIDED FOR THE 1979-80
FISCAL YEAR
BE IT RESOLVED by the Board of County Supervisors of
Roanoke County as follows:
1. That, pursuant to Section 11-127 of the Code of Virginia
of 1950, as amended, said Board does hereby accept the school
budget for the 1979-80 fiscal year as presented and considered
by said Board except as follows:
a. That no employee of the School Board of Roanoke County
shall receive an increase in payor salary in excess of
$1,765.00, for fiscal year 1979-80
2. That the sum of $14,720,013.00 be, and the same is
hereby appropriated to the Roanoke County Operating
Fund from the Roanoke County General Operating Fund;
it being the intention of the Board of Supervisors
that the school budget shall be approved as to the
major categories of expenditures with the aforesaid
sum equaling the total local appropriation.

RESOLUTION NO. 2294 RECOMMENDING AND URGING THE
INITIATION OF A PROJECT TO PROVIDE INDUSTRIAL
ACCESS TO A CERTAIN NEW INDUSTRIAL PLANT TO BE
LOCATED IN ROANOKE COUNTY
BE IT RESOLVED by the Board of County Supervisors of
Roanoke County as follows:

1. That said Board, having duly considered the request
and assurances of Corrugated Container Corporation, respectfully
urges and recommends to the Highway Commission of Virginia that
consideration be given, that immediate study be made and that
a project be approved and initiated pursuant to the provisions
of Section 33.1-221 of the Code of Virginia of 1950, as amended,
to provide approximately 1,650 feet of needed industrial access
improvements extending State maintenance from Virginia Secondary
Highway Route 613 (Merriman Road) along the N & W Railway
right-of-way to the property of Corrugated Container Corporation
situate in Roanoke County.
2. That Roanoke County, conditioned upon being advised
and having been assured in writing by Corrugated Container
Corporation that said company shall bear the expense of
guaranteeing the acquisition of any and all right-of-way and
vesting thereof in the public agency, the adjustment of utility
expenses in excess of a sum not to exceed $600.00 to be paid
by the County of Roanoke to raise manhole covers necessary for
the project, and any other expenses imposed on the County of
Roanoke by reason of said project, does hereby assure the
Virginia Department of Highways that such Department shall
incur no expense for such items.
3. That the Clerk of this Board forthwith transmit
certified copies of this resolution together with any necessary
appropriate supporting data to the State Highway Commission
of Virginia through the local office of the Virginia Department
of Highways.

IN RE: ROANOKE CITY RESOLUTION NO. 24593 REGARDING CERTAIN
SEWER INTERCEPTORS
Supervisor Terry moved to receive and file Roanoke City
Resolution No. 24593 concerning construction of the Tinker
Creek, Glade Creek, and Ore Branch sewer interceptors and
directed the County Executive to correspond with the City
reiterating the County's previous interest in being included
in these projects, which motion was adopted unanimously.
In relation to this subject, the County Executive also
noted that the County Public Service Authority is responsible
for the details as to capacities and financing the cost of
the County's share.

The Supervisors directed the County Executive to write a
letter to the City of Roanoke advising of the County's progress
to reduce the complaints created by the lights at Hidden Valley
Imtermediate School, adjacent to the Medmont Lake Subdivision.
*NOTE: Prior to adoption of Resolution No. 2294, Mr. Paul
R. Higginbotham, Vice President of Corrugated Container
Corporation, agreed to place any unpaid sewer charges to the
Public Service Authority in an Escrow Account to be worked out
with the County Attorney.
IN RE: RESOLUTION NO. 2295 DESIGNATING A ZONING
ADMINISTRATOR FOR ROANOKE COUNTY
BE IT RESOLVED by the Board of County Supervisors of
Roanoke County that Timothy W. Guba1a, County Planner, be, and
he is hereby, designated as Zoning Administrator for Roanoke
County effective this date, assuming all responsibilities, dutieE,
and obligations imposed upon the Zoning Administrator pursuant
to the provisions of law.

LIVESTOCK CLAIM - MR. JOHN B. SETCHEL, JR.
Supervisor Park moved that the Board concur with the
recommendation of the County's Director of Finance and approve
the Livestock Claim of Mr. John B. Setche1, Jr. for two (2)
calves killed by dogs on March 3, 1979, in the amount of $100
each for the two calves killed, for a total sum of $200, which
motion was adopted by the following recorded vote:

IN RE: REQUEST TO ADD STREET IN NORTH LAKES SUBDIVISION,

On motion of Supervisor Myers and a unanimous voice vote,
the Virginia Department of Highways and Transportation was this
date requested to accept the following street in North Lakes
Subdivision, Section 9, into the State Secondary System of
Highways in Roanoke County:
Pin Oak Drive from Wip1eda1e Avenue to end, a distance of
0.08 mile.

SECTION 2, INTO THE STATE HIGHWAY SYSTEM
On motion of Supervisor Park and a unanimous voice vote,

IN RE: PUBLIC HEARING ON WATER BUDGET-WATER ORDINANCE
Supervisor Terry moved that the Board hold a public
hearing on the water budget-water ordinance for the County of
Roanoke on June 12, 1979, which motion was adopted unanimously.
IN RE: REQUEST OF ROADWAY EXPRESS, INC. FOR WAIVER
OF COUNTY' 'S WATER ORD INANCE
Supervisor Compton moved that the Board concur with
the recommendation of the County Public Service Authority and
deny the request of Roadway Express, Inc. for waiver of the
County's Water Ordinance so that they may drill an individual
well to serve a development located at the intersection of
Tinkerdale Road and Loman Drive, which motion was adopted
unanimously.
IN RE: RESOLUTION NO. 2296 AUTHORIZING THE COUNTY
OF ROANOKE TO ENTER INTO A CERTAIN AGREEMENT
TO PROVIDE FOR THE DEVELOPMENT OF A WATER
SYSTEM IN ROANOKE COUNTY
BE IT RESOLVED by the Board of County Supervisors of
Roanoke County as follows:
1. That said Board does hereby authorize entry into a
certain agreement with Loeb Construction Company to provide for
the County's participation in developing a County water system
in the Lost Mountain Area of Roanoke County to serve a proposed
development to be known as Carriage Hills; and
2. That the County Executive be, and he is hereby,
authorized to enter into agreement approved as to form by the
County Attorney with Loeb Construction Company to develop such
proposed water system to require two wells and a storage
capacity of 13,200 gallons at an estimated cost of approximatel
$60,000, the County to participate therein to the extent of
fifty (50%) percent of the cost of a test well; provided
however the County's obligation hereunder shall not exceed
#3,000 without further authorization of the Board.

IN RE: RESOLUTION NO. 2297 AUTHORIZING THE ACQUISITION
OF CHEROKEE HILLS WATER SYSTEM
BE IT RESOLVED by the Board of County Supervisors of
Roanoke County as follows:
1. That said Board does hereby authorize the acquisition
of the :Cherokee Hills Water System from Mr. James E. Lyle,Jr.,
in order to provide adequate water service to residents in
Cherokee Hills Subdivision;

2. That the Chairman and the Clerk be, and they are hereby,
authorized and directed to enter into a contract with Mr. Lyle
in the amount of $60,000 providing for the acquisition of said
water system; and
3. That the County Executive be, and he is hereby,
auth0rized and directed to take whatever steps are necessary
in order to provide for the acquisition of said water system.

APPOINTMENT-HIGHWAY SAFETY COMMISSION
I
Supervisor Park moved that Mr. Charles L. Jennings be
appointed to fill the unexpired term of Mr. Thomas D. Wolfe, one
of two representatives of the Vinton Magisterial District on
the Roanoke County Highway Safety Commission, which term ends on
January 1, 1980. The motion was adopted unanimously.
IN RE: APPOINTMENT-COURT SERVICE UNIT ADVISORY COUNCIL
Supervisor Johnson nominated Mr. Ted R. Powell to serve as
a representative of the Cave Spring Magisterial District on the
Roanoke County Court Service Unit Advisory Council for a term of
two years ending on March 22, 1981.
Mr. Powell was appointed to this Council by a unanimous
voice vote of the Board.
IN RE: RESOLUTION NO. 2292 RECOGNIZING THE SERVICES OF
AUTHUR A. GUEPE AS AN EMPLOYEE OF ROANOKE COUNTY
WHEREAS, Arthur A. Guepe was first employed by the
County of Roanoke, Virginia, as Roanoke County Engineer on
May 1, 1973; and
WHEREAS, Mr. Guepe was appointed Secretary to the Roanoke
County Planning Commission on May 1, 1973; which position he

held until May 17, 1977; and
WHEREAS, Mr. Guepe served as Secretary to
County Board of Zoning Appeals from May 23, 1973;
17, 1977; and
WHEREAS, Mr. Guepe was appointed Acting Secretary to the
Roanoke County Planning Commission on January 1, 1979; and
WHEREAS, Mr. Guepe has at all times conducted himself in
a courteous, professional manner in service to the citizens
of Roanoke County; and
WHEREAS, Mr. Guepe has recently indicated his intention
to resign his position as Roanoke County Engineer and as
Acting Secretary to the Roanoke County Planning Commission
effective May 11, 1979, for the purpose of accepting the
position of City Engineer with Louisville, Kentucky.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Supervisors of Roanoke County that said Board expresses its
sincere appreciation to Arthur A. Guepe for his services to the
citizens of Roanoke County during the past six years, wishing
continued success and prosperity for him and his family, and
extending an open invitation to visit and maintain contact with
the many friends which they will always have in Roanoke County.
BE IT FURTHER RESOLVED that a certified copy of this
Resolution be presented to Mr. Guepe.

Chairman Johnson presented to Mr. Guepe, on behalf of
the Supervisors and citizens of Roanoke County, a plaque
expressing sincere appreciation for his services to the citizens
of the County during the past six years. All Supervisors then
wished Mr. Guepe continued success and prosperity in his future
endeavors.
IN RE: EXECUTIVE SESSION
At 10:20 p.m. on motion of Supervisor Terry and the
following recorded vote, the Board went into Executive Session
to discuss real estate, legal and personnel matters.

At 12:39 a.m., the Supervisors returned to the meeting
room and on the motion of Supervisor Compton and a unanimous
voice vote, the Board reconvened in open session.
IN RE: RESOLUTION NO. 2299 ACCEPTING A CERTAIN BID MADE TO THE
COUNTY OF ROANOKE FOR THE INSTALLATION OF LIGHTING AT
STONEBRIDGE PARK BALLFIELD, UPON CERTAIN TERMS AND
CONDITIONS AND AUTHORIZING AND DIRECTING THE COUNTY
EXECUTIVE TO ENTER INTO A CONTRACT WITH THE SUCCESSFUL

BE IT RESOLVED by the Board of County Supervisors of
Roanoke County as follows:
1. That that certain bid of Southeastern Electric
Contractors of Roanoke, Virginia, in the amount of $14,449.00
to install certain lighting at the Stonebridge Park Ballfield,
being property of the County of Roanoke, upon all and singular
the terms and conditions of the invitation to bid, the
specifications of the County of Roanoke, Virginia, the bidder's
proposal and the provisions of this resolution be, and the same
is hereby ACCEPTED; and
2. That the County Executive be, and he is hereby,
authorized and directed to enter into contract with Southeastern
Electric Contractors of Roanoke, Virginia, for the execution
of the work to be performed as aforesaid; and
3. That all other bids for the performance of said work
are hereby REJECTED and the County Clerk is directed to so
notify such bidders and express the County's appreciation for
such bids.

RESOLUTION NO. 2300 APPOINTING AN INDIVIDUAL TO
FILL THE POSITION OF ROANOKE COUNTY ENGINEER
BE IT RESOLVED by the Board of County Supervisors of
Roanoke County that Raymond Eugene Robertson be, and he is
hereby, appointed to the position of Roanoke County Engineer,
assuming all responsibilities, duties and obligations imposed
upon the County Engineer pursuant to the provisions of law.
On motion of Supervisor Myers and adopted by the following
