The Board of County Supervisors of Roanoke County, Virginia,
met this day in open session at the Salem-Roanoke Civic Center
in Salem, Virginia, this being the second Tuesday and the first
regular meeting of the month.
Members Present: Chairman May W. Johnson, Vice Chairman
Robert E. Myers, Supervisors R. Wayne Compton (left meeting at
8:55 p.m.), Edward C. Park, Jr., and Lawrence E. Terry.
Chairman Johnson called the meeting to order at 7:05 p.m.
and recognized The Reverend Tom Long, College Lutheran Church,
who offered the invocation. The Pledge of Allegiance to the flag
was given in unison.
IN RE: APPROVAL OF MINUTES
Supervisor Terry moved that the minutes of the regular
meeting of May 22, 1979 and the special meeting of May 25, 1979
be approved as presented, which motion was adopted unanimously.
IN RE: WATER ORDINANCE
Chairman Johnson opened the floor for public comments on
the proposed ordinance amending Section 20.1-27 of the Roanoke
County Code, which amendment proposes an increase in County
water rates. W. L. Rossie, Jr., County Utility Director, acted
as spokesman and presented the proposal. Chairman Johnson asked
Mr. Rossie how this proposed increase will affect the average
residential customerts monthly bill and was advised that the
monthly charge would increase by approximately $1.40. There
were not citizen comments on the proposed rate increase.
County Attorney Buchholtz advised that the matter before
the Supervisors is not adoption of an ordinance, but the public
hearing on the proposed water rate increase and that the
Supervisors will not be asked to consider adoption of the
ordinance until the June 26th meeting.
There being no further comments, this concluded the public
hearing.

Chairman Johnson advised that the public hearing on the
Troutt mobile home request had been continued from the May 22,
1979 meeting due to certain area opposition and to allow Catawba
District Supervisor Myers the necessary time to make an on-site

inspection of the premises. Mrs. Adena L. Davis, Ro~te 4, Box 39
Salem, again appeared in opposition to the request. IThere was no
other opposition Mr. Troutt was also present at the hearing.
Supervisor Myers advised that he had visited Ithe site
and found Mr. Troutt t s request to be reasonable and Ithe site
suitable for the parking of a mobile home.
This concluded the public hearing and supervilsor Myers
moved that the request be approved subject to the pr~visions of
the County Zoning Ordinance as it pertains to mobilel homes,
which motion was adopted unanimously. '

Chairman Johnson advised that this public heari~g had been
continued from the May 22, 1979 meeting due to certa[n area

the hearing. Mr. and Mrs. Meador were present at the1hearing
,qnd in response to a question raised by Mrs. Johnson advised
that they do have their septic tank permit from the ~ealth
Department. No one appeared in opposition to the reqyest.
This concluded the public hearing, and Supervisfr Terry
moved that the request be approved subject to the pr6visions
of the County Zoning Ordinance as it pertains to mobile homes,
which motion was adopted unanimously. I

Chairman Johnson opened the floor for public comments.
The applicant was not present at the hearing. No one appeared
in opposition.
Catawba District Supervisor Myers noted a report from
County Planner Gubala advising that the skirting around the
mobile home has, in place, fallen away and suggesting that the
permit not be renewed until the skirting is either repaired or
replaced.
Supervisor Myers moved that the public hearing on the
Maxey renewal request be continued to the June 26, 1979 meeting
and that the applicant be notified of this continuance, which
motion was adopted unanimously.

IN RE: SIGN REGULATIONS
I
Mr. Gerard B. Bijwaard, President, Roanoke CounfY Joint
Council of Civic Leaques, appeared before the Board rnd present-
ed to the Supervisors a proposed revision to Article XVII-Sign
Regulations with a ten-minute color slide presentatibn dealing
with the various factors of sign control. I
The following persons spoke in opposition to th~ proposed
revision to Article XVII. Mr. Fancher T. Turner, Pre~ident,
Dominion Signs, Inc.; Mr. Gordon L. LaGarde, Governmtnt Re1ation~
Chairman, Advertising Federation of the Roanoke Va11fY; Mr.
Tom Martin, Martin Travel Agency; and Mr. Jim Bell, representing
the Roanoke Valley Board of Realtors. .
Considerable discussion took place on this subjlct, after
which Supervisor Terry moved that the proposal be reterred to

the County Planning Commission for study and recomme~dation
back to the Board, which motion was adopted by a una~imous

voice vote.

IN RE: STREET LIGHTS - NORTH LAKES AREA
Mr. Sam Toohig, representing the North Lakes Civic
League, appeared before the Board and requested that no more
street lights be installed in the North Lakes area at public
expense. Supervisor Myers moved that the County staff be
directed to notify Appalachian Power Company to cancel any
street lights which have been ordered for the North Lakes area,
which motion was adopted unanimously.
At this point, County Executive Clark asked for clarific-
cation as to the boundaries covered under the above motion and
was advised that the North Lakes area was meant to include the
subdivisions of North Lakes, Meadow Wood, Beacon Hills and
Deer Park.
IN RE: RESOLUTION NO. 2314 AUTHORIZING THE COUNTY OF ROANOKE
TO ENTER INTO A CERTAIN ELECTRIC POWER PURCHASE
AGREEMENT WITH APPALACHIAN POWER COMPANY UPON CERTAIN
TERMS AND CONDITIONS AND AUTHORIZING THE COUNTY
EXECUTIVE TO EXECUTE SAID AGREEMENT ON BEHALF OF THE
COUNTY OF ROANOKE
BE IT RESOLVED by the Board of County Supervisors of
Roanoke County as follows:
1. That the County of Roanoke be, and it is hereby,
authorized to enter into a certain electric power purchase
agreement dated May 17, 1979, by and between the County of
Roanoke and Appalachian Power Company to provide electric
service to Roanoke County as defined in said agreement, upon
all and singular the terms, conditions and prOVlSlons more
fully set out in said agreement for a term of three (3) years;
and

2. That the County Executive be, and he is hereby, directed
to execute said agreement on behalf of the County of Roanoke;
the same to be upon form approved by the County Attorney.

UPON CERTAIN TERMS AND CONDITIONS AND AUTHORIZING
THE COUNTY EXECUTIVE TO EXECUTE SAID AGREEMENT
ON BEHALF OF THE COUNTY OF ROANOKE
BE IT RESOLVED by the Board of County Supervisors of
Roanoke County as follows:
1. That the County of Roanoke be, and it is hereby,
authorized to enter into a certain extension agreement by and
between the County of Roanoke and Mechanical Maintenance, Inc.,
to provide maintenance service to certain properties and

months from and after July 1, 1979, as defined in Isaid agree-
ment, upon all and singular the terms, conditions and provision

TO EXECUTE A MEMORANDUM OF AGREEMENT WITH THE FIFTH
PLANNING DISTRICT COMMISSION FOR THE PURPOSE
OF CARRYING OUT DATA COLLECTION FOR THE ROANOKE
VALLEY AREA TRANSPORTATION PLAN IN RETURN FOR
$5,114 AND AUTHORIZING THE COUNTY EXECUTIVE TO
EXECUTE SAID MEMOP~NDUM ON BEHALF OF THE COUNTY
OF ROANOKE
BE IT RESOLVED by the Board of County Supervisors of
Roanoke County as follows:
1. That the County of Roanoke be, and it is hereby,
authorized to execute a Memorandum of Agreement with the Fifth
Planning District Commission for the purpose of carrying out
data collection for the Roanoke Valley Area Transportation Plan
in return for which Roanoke County will receive $5,114; and
2. That the County Executive be, and he is hereby, directed
to execute said Memorandum on behalf of the County of Roanoke,
upon form approved by the County Attorney.

In a report to the Board, the County Executive advised
that the following petitions have been referred to the County
Planning Commission since the Supervisors' meeting on May 22,

Petition of Donald W. and Debra D. Crosswhite requesting
rezoning from RE to A-I of 3.9 acres on the north side of
Route 622 (Bradshaw Road) just west of its intersection
with Route 699 in Catawba District. Rezoning is requested
to allow construction of a duplex dwelling.
Petition of American t10tor Inns, Inc. requesting rezoning
from R-l to B-2 of 1.371 acres on the southwest side of
Thirlane in Catawba District. Rezoning is requested to
permit the land to be used in connection with a motel
situate immediately adjacent.
Petition of Ralph D. and Karla L. Jones requesting
rezoning from R-3 to B-2 of 1.325 acres (northerly part
of Lot 2, Section 2, City View Heights) fronting on
Route 419 in Windsor Hills District to permit operation

OF ALERT MONITORS
Supervisor Park moved that the Board concur with the
recommendations of the County Executive and Fire Coordinator
for purchase of 150 new standard monitors for the volunteer
members of Roanoke County Fire departments, which motion was
adopted by the following recorded vote:

IN RE: RESOLUTION NO. 2319 AUTHORIZING THE COUNTY OF
ROANOKE TO ENTER INTO A CERTAIN AGREEMENT BETWEEN
CRAIGHEAD WATER COMPANY~ UTILITY SERVICES CORPORATION
AND ROANOKE SANITARY DISPOSAL CORPORATION AND
THE BOARD OF SUPERVISORS OF ROANOKE COUNTY AND THE
ROANOKE COUNTY PUBLIC SERVICE AUTHORITY
BE IT RESOLVED by the Board of County Supervisors of
Roanoke County as follows:
1. That said Board does hereby approve the purchase and
authorize entry into a certain agreement between Craighead
Water Company, Utility Services Corporation and Roanoke
Sanitary Disposal Corporation and the Board of Supervisors of
Roanoke County and the Roanoke County Public Service Authority
for the purchase of said utility companies for a sum not to
exceed $1,250,000; and
2. That the County Executive be, and he is hereby,
authorized to enter into agreement approved as to form by the
County Attorney with Craighead Water Company, Utility Services
Corporation and Roanoke Sanitary Disposal Corporation upon all
and singular the terms and conditions contained in said
agreement; and
3. That upon receipt of duly executed deeds and other
documents from Craighead Water Company, Utility Services
Corporation and Roanoke Sanitary Disposal Corporation conveying
the hereinabove-mentioned properties, certified as to title as
made and provided by law, to the Board of Supervisors of
Roanoke County, the County Executive is hereby authorized to
authenticate the acceptance thereof, as made and provided by
Section 15.1-286 of the Code of Virginia of 1950, as amended.

cash fund in an amount not to exceed Fifty ($50.0d) Dollars
to be used as a "Change Fund" by the Magistrates 04 the General

Roanoke for furnishing bread to the County jail, ufon all and

the specifications of the County of Roanoke, Virgifia, the
bidder's proposal and the provisions of this resolftion be,
and the same is hereby, ACCEPTED; and
2. That the County Executive be, and he is hefeby,
authorized and directed to enter into contract with Rainbo
Bread Company of Roanoke for the aforesaid purposel; and
3. That all other bids for the furnishing of pread to
the County jail are hereby REJECTED and the Countyl Clerk is
directed to so notify such bidders and express thel County's
appreciation for such bids. I

Supervisor Park moved that the Board concur w~th the
request of the Director of Finance for permission ,to negotiate

with Webb Oil Corporation for the purchase of gasdline and
also negotiate with Fuel Oil and Equipment Compan~ for the
purchase of diesel fuel and hearing oil; after haJing obtained

findings to the Board with a recommendation for awarding a

Virginia, in the amount of $9,787.00 for fencing the Lock Haven,
Hidden Valley and Algoma Park tank sites upon completion of the
tank construction, upon all and singular the terms and condition~
of the invitation to bid, the specifications of the County of
Roanoke, Virginia, the bidder's proposal and the provisions of
this resolution be, and the same is hereby, ACCEPTED; and
2. That the County Executive be, and he is hereby, authorizE~
and directed to enter into contract with Powers Fence Company of
Roanoke for the execution of the work to be performed as
aforesaid; and
3. That all other bids for the performance of said work
are hereby REJECTED and the County Clerk is directed to so
notify such bidders and express the County's appreciation for
such bids.

IN RE: RESOLUTION NO. 2327 REQUESTING THE SUPERINTENDENT
OF STATE POLICE TO ASSIGN ADDITIONAL STATE TROOPERS
TO ROANOKE COUNTY
BE IT RESOLVED by the Board of County Supervisors of
Roanoke County as follows:
1. That the Superintendent of State Police he, and he is
hereby, requested to assign at least two additional state
troopers to Roanoke County immediately and to assign additional
state troopers to Roanoke County as the assignment policy of
the Virginia State Police will allow;
and
2. That the Clerk of the County Board of Supervisors be, I
and he is hereby, directed to forthwith mail attested copies of
this resolution to the Superintendent of State Police.

IN RE: SHERIFFtS DEPARTMENT-ACCEPTANCE OF AUTHORIZED
COMPENSATION BOARD PERSONNEL
Supervisor Terry moved that the appropriate resolution
accepting three (3) new positions in the Sheriff's Department
as authorized by the State Compensation Board be prepared for
the June 26 meeting, which motion was adopted unanimously.
IN RE: APPOINTMENT-BOARD OF ZONING APPEALS
Supervisor Myers moved that the copy of the Order signed
by all Circuit Court Judges advising of reappointment of
Bowman N. Harris for a 5-year term beginning June 15, 1979 on the
Roanoke County Board of Zoning Appeals be received and filed,
which motion was adopted unanimously.
IN RE: TRAFFIC SIGNAL-PETERS CREEK ROAD
On motion of Supervisor Myers and a unanimous voice vote,
the County Executive was directed to write the Highway Department
and express the County's concern for the need for a traffic signa
installation on Route 117 (Peters Creek Road) at Wood Haven
Road (formerly Loch Haven Road).
IN RE: EMERGENCY WARNING SIGNAL-MOUNT PLEASANT
On motion of Supervisor Park and a unanimous voice vote,
the County Executive was directed to investigate the need for
flashing emergency signals on Route 116 in the vicinity of
the Mount Pleasant public safety building.

BOARD
On recommendation of Chairman Johnson, Supervisor Park
moved that Mrs. Lillion Utecht be reappointed to serve as one
of Roanoke County's three representatives on the Virginia
Western Community College Board for a four-year term beginning
July 1, 1979, and ending June 30, 1983, which motion was
adopted unanimously.
IN RE: INTERVIEWS-CATAWBA AND VINTON DISTRICT APPLICANTS FOR
ROANOKE COUNTY SCHOOL BOARD

The Supervisors scheduled an informal public session with
the candidates for Catawba and Vinton Magisterial District
representatives on the Roanoke County School Board for
Tuesday, June 26, 1979, at 5:00 p.m.
IN RE: EXECUTIVE SESSION
At 9:20 p.m., on motion of Supervisor Terry and the
following recorded vote, the Board went into Executive Session
to discuss matters involving real estate, potential litigation
and other legal matters.
AYES: Mr. Myers, Mr. Park, Mr. Terry, Mrs. Johnson
NAYS: None
ABSENT: Mr. Compton
At 12:02 a.m., the Supervisors returned to the meeting room
and on the motion of Supervisor Terry and a unanimous voice vote
of those members present, the Board reconvened in open session.
IN RE: PROCLAMATION-\iFIR RADIO STATION
Chairman Johnson advised that she had been requested to
sign a proclamation recognizing WFIR Radio Station for its 55
years of service to the Roanoke Valley community.
On motion of Supervisor Myers and a unanimous voice vote
of those members present, the Board concurred with the Chairman
signing the proclamation. A full copy of the proclamation is
filed with the minutes of this meeting.

IN RE: WOMACK PROPERTY
Supervisor Myers moved that the Board sell a 100 foot
strip of land to the five (5) North Lakes property owners
abutting the Womack property at the rate of $4,250 per acre.
