The Board of County Supervisors met this day t~ open sessior
at the Salem-Roanoke County Civic Center in Salem, ~irginia,
this being the second Tuesday and the first regular meeting of
the month.
Members Present: Chairman May W. Johnson, Vice Chairman
Robert E. Myers, Supervisors R. Wayne Compton and Edward C. Park,
Jr., Supervisors Lawrence E. Terry arrived at 6:20 p.m.
Chairman Johnson called the meeting to order at 6:00 p.m.
and announced that opening business will include onLY routine
matters; public hearings and other public agenda items will not
begin before 7:00 p.m. Mrs. Johnson then advised that Items A-2
and A-3, B-1 through B-8a, and C-l, would be deferred until the
7:00 p.m. session.

IN RE: RESOLU'.lION NO. 2354 APPROVING VARIOUS IMPROVEMENTS TO
STATE SECONDARY ROUTE 646 BY THE VIRGINIA DEPARTMENT
OF HIGHWAYS AND TRANSPORTATION
BE IT RESOLVED by the Board of Supervisors of Roanoke
County as follows:
1. That the portions of Secondary Route 646 and 612, i.e.,
Section 8, 9, and 10, shown in red on the sketch titled,
"Changes in Secondary System Due to Relocation and Construction
on Route 646, Project 0646-080-166, C50l, dated at Richmond,
Virginia, May 23, 1979", a total distance of 0.32 mile be,
and the same is hereby, added to the Secondary System of State
Highways, pursuant to Section 33.1-229 of the Code of Virginia
of 1950, as amended; and I
2. That the new connection of Secondary Route f12, i.e.,
Section 11, shown in brown on the aforementioned skl~tCh, a total
distance of 0.04 mile be, and the same is hereby added to the
Secondary System of State Highways, pursuant to Section 33.1-229
of the Code of Virginia of 1950, as amended; and
3. That the sections of old location, i.e., Sections 2 and
4, shown in blue on the aforementioned sketch, a total distance
of 0.10 mile be, and the same is hereby abandoned

1950, as amended; and
4. That the State Highway Commission be,

and 6, shown in green on the aforementioned sketch, a total
distance of 0.13 mile be, and the same is hereby renumbered and
retained as a part of the Secondary System of State Highways;

hereby requested to renumber the sections shown on the
aforementioned sketch as follows: Sections 8 and ll-Route 612,

IN RE: INACTIVE PETITIONS FOR REZONING
Supervisor Park moved that the Board concur with the
recommendations of the County Planning and Zoning Department
in withdrawing certain petitions for rezoning which are listed
in a report to the Board, a full copy of which is filed with the
minutes of this meeting. The motion was adopted unanimously.

to discuss personnel, real estate and legal matters.

At 6:20 p.m., Supervisor Lawrence Terry arrived and
immediately joined the other Supervisors in Executive Session.
At 7:00 p.m., the Supervisors returned to the meeting
room and on motion of Supervisor Park and a unanimous voice vote,
the Board reconvened in open session.
7 O'Clock Session
Chairman Johnson recognized the Reverend H. Fleet Powell,
Jr., Colonial Presbyterian Church, who offered the invocation.
The Pledge of Allegiance to the flag was recited in unison.
Chairman Johnson then advised that she did not have her
glasses with her and turned the Chair over to Vice Chairman
Myers, who proceeded with public hearings as the next item of
business.

IN RE: REQUEST OF DAVID L. DORSETT FOR RENEWAL OF A SPECIAL
EXCEPTION TO PARK A MOBILE HOME ON AN 8-ACRE TRACT
LOCATED ON A PRIVATE GRAVEL ROAD RUNNING NORTH OFF
ROUTE 615 ABOUT 1 MILE WEST OF ROUTE 220, CAVE
SPRING DISTRICT
Acting Chairman Myers opened the floor for public comments
and recognized Mr. Dorsett, who was present for the hearing.
No one appeared in opposition.
This concluded the public hearing and Supervisor Johnson
moved that the renewal request be approved beginning June 10,
1977, subject to the provisions of the County Zoning Ordinance as
it pertains to mobile homes, which motion was adopted unanimously
IN RE: REQUEST OF JERRY L. PARRISH FOR A SPECIAL EXCEPTION TO
PARK A MOBILE HOME ON A 1.5 ACRE TRACT LOCATED 1.5 MILE
BEYOND THE END OF STATE MAINTENANCE OF ROUTE 603 (COVE

This concluded the public hearing and Supervisor Johnson
moved that the request be approved subject to the provisions
of the County Zoning Ordinance as it pertains to mobile homes,
which motion was adopted unanimously.
IN RE: REQUEST OF RALPH L. GILES FOR A SPECIAL EXCEPTION TO
PARK A MOBILE HOME (TO OCCUPIED BY SANFORD L. GILES)
ON A 1.85 ACRE TRACT, WITH AN EXISTING HOUSE, ON THE
EAST SIDE OF ROUTE 311, 0.12 MILE NORTH OF ROUTE

Acting Chairman Myers opened the floor for public
comments and recognized Mr. Giles, who was present for the
hearing. No one appeared in opposition.

Acting Chairman Myers opened the floor for public comments.
Edward A. Natt, Attorney, appeared on behalf of the petitioners.
Mr. Natt advised that the rezoning is requested for use as a
parking lot in connection with the motel situated adjacent to
the property. No one appeared in opposition.
IN RE: ORDINANCE NO. 2356 AMENDING THE CODE OF THE COUNTY OF
ROANOKE BY ADDING A NEW SECTION TO BE DESIGNATED AND
NUMBERED SECTION 5.1 FILING FEE OF CHAPTER 17 SUBDIVISIO~8
AND BY ADDING A NEW SECTION TO BE DESIGNATED AND
NUMBERED SECTION 8.1 FILING FEE OF CHAPTER 17 SUBDIVISIO~S
AND PROVIDING FOR AN EFFECTIVE DATE OF THIS ORDINANCE.
BE IT ORDAINED by the Board of Supervisors of Roanoke
County as follows:
1. That the Code of the County of Roanoke, Virginia, as
amended, be and it hereby is amended by adding a new section to
be designated and numbered Section 5.1 Filing fee of Chapter
17 Subdivisions to read and provide as follows:
Section 17-5.1 Filing fee. There shall be a reasonable
fee charged for the review of a preliminary plat. Such
fee shall be established by resolution of the Board of
Supervisors, a copy of which shall be maintained in the
agent's office.
2. That this Ordinance shall be in full force and effect
from and after July 10, 1979.
On motion of Supervisor Johnson and adopted by the

Acting Chairman Myers opened the floor for public comments
on the proposed ordinance. County Planner Gubala was spokesman
and briefly explained the proposed amendments to the County
Code. Mr. Gubala advised that these amendments to the Subdivisich
Ordinance will allow the County to charge fees for review of

preliminary and final plats. He further stated that there were
two questions to consider-(l) should a fee be charged, and (2)
what fee should be charged.
In response to question (1), Mr. Gubala stated that these
revisions are intended to allow the County to charge suitable
fees for the review of subdivision plats since considerable time
is spent on these reviews and the fees would offset the numerous
steps involved.
In response to question (2), Mr. Gubala referred to the
recommended fee schedule for review of subdivision plats,
adopted by the County Planning Commission. Mr. Gubala noted
that these fees must be set by resolution of the Board of
Supervisors.
Mr. Wilbert Tester, President, Roanoke Valley Home Builders
Association, appeared before the Board and asked that the matter
of setting fees be deferred so that concerned persons may have
input into setting such fees. Mr. Tester did state that he was
not opposed to adoption of the ordinance allowing the County
to charge fees. ~1r. John Parker, Land Survey and Civil Engineer,
agreed with Mr. Tester reg~rding the matter of fees.
IN RE: SUBDIVISION PLAT REVIEW-FEE SCHEDULES
Acting Chairman Myers entertained a motion that a committee
be formed consisting of Supervisors Compton and Park, the County
Planner along with appropriate County staff and interested
citizens to study and investigate charging fees for the review
of preliminary and final plats and make a recommendation back
to the Board for its consideration.
Supervisor Johnson moved that such a committee be formed,
which motion was adopted by the following recorded vote:

NAYS: None
IN RE: IMPROVEMENTS TO ROUTE 651 (CHESTNUT MOUNTAIN DRIVE)
On motion of Supervisor Park and a unanimous voice vote,
the letter from Salem District Engineer, Virginia Department of
Highways and Transportation, giving notice of willingness for
location and design public hearing on proposed improvements to
Route 6.51 (Chestnut Mountain Drive) in the Vinton District was
this date received and filed.
At this point in the meeting, Acting Chairman Myers
relinquished the Chair to Mrs. Johnson.
IN RE: GRIEVANCE PANEL
County Attorney Buchholtz advised that before the Supervisors
adopted a resolution setting forth the County's grievance
procedure, the County was under the State grievance procedure.
Due to this technicality, the grievance procedure had to be
readopted and this subsequently called for reappointment of a

Grievance Panel. Mr. Buchholtz then gave the list of the curren
members of the County's Grievance Panel to the Supervisors for
consideration.
Supervisor Myers moved that the current members of the
County's Grievance Panel be reaffirmed for the balance of their
respective terms, which motion was adopted unanimously.
IN RE: ORDINANCE NO. 2357 AMENDING CODE OF THE COUNTY OF
ROANOKE, VIRGINIA, AS AMENDED, BY ADDING A NEW
SECTION TO CHAPTER 20.1 WATER TO BE DESIGNATED
AND NUMBERED SECTION 27.2 LIEN FOR WATER CHARGES,
AND PROVIDING FOR AN EFFECTIVE DATE OF THIS
ORDINANCE.
BE IT ORDAINED by the Board of Supervisors of Roanoke
County as follows:
1. That the Code of the County of Roanoke, Virginia, as
amended, be, and it is hereby amended by adding a new section
to Chapter 20.1 Water to be designated and numbered Section
27.2 Lien for Water Charges to read and provide as follows:
Section 27.2 Lien for Water Charges. Charges hereafter
made, imposed ior incurred for water or use thereof in the
County of Roanoke, Virginia, shall be a lien on the real
estate served by a County of Roanoke water line.
2. That this Ordinance shall be in full force and effect
from and after July 10, 1979.

County Attorney Buchholtz briefly explained the proposed
ordinance and advised that the ordinance would be an additional
method of collecting water charges by the Public Service
Authority.
IN RE: REQUEST TO ADD AUTUMN WOOD LANE IN THE WOODLANDS
SUBDIVISION, SECTION 4, INTO THE STATE HIGHWAY SYSTEM
On motion of Supervisor Myers and the following recorded
vote, the Virginia Department of Highways and Transportation
was this date requested to accept the following street in The
Woodlands Subdivision, Section 4, into the State Secondary
System of Highways in Roanoke County.
Autumn Wood Lane from Cross timbers Trail to end, a distanc
of 0.14 mile.

County Engineer Gene Robertson introduced two new members
of his staff who are Messrs. Fred Cerak and John Peters, III.
Both gentlemen will serve as Civil Engineers for the County.
IN RE: RESOLUTION NO. 2358 ACCEPTING THE CONVEYANCE OF A
CERTAIN EASEMENT UPON CERTAIN TERMS AND CONDITIONS
AND AUTHORIZING THE COUNTY EXECUTIVE TO AUTHENTICATE
SUCH ACCEPTANCE AS 11ADE AND PROVIDED BY LAW
BE IT RESOLVED by the Board of Supervisors of Roanoke
County as follows:
1. That a certain deed of easement and assignment made by
and between Timberline Condominurn Associates and the Board of
Supervisors of Roanoke County conveying a certain easement more
particularly described in said deed be, and the same is hereby
ACCEPTED: AND
2. That the County Executive be, and he is hereby authorized
to authenticate the acceptance of said deed, as made and provide!
by Section 15.1-286 of the Code of Virginia, 1950, as amended.

IN RE: RESOLUTION NO. 2359 AUTHORIZING THE COUNTY OF ROANOKE
TO ENTER INTO A CERTAIN REIMBURSEMENT AGREEMENT UPON
CERTAIN TERMS AND CONDITIONS: AND AUTHORIZING THE
COUNTY EXECUTIVE TO EXECUTE SAID AGREEMENT ON BEHALF
OF THE COUNTY OF ROANOKE
BE IT RESOLVED by the Board of Supervisors of Roanoke County
as follows:
1. That the Couhty of Roanoke be, and it is hereby authorize
to enter into a certain water extension reimbursement agreement
by and between the County of Roanoke and one Bill Morris for
the extension of the County water system along U.S. Route 221,
upon all and singular the terms, conditions and provisions more
fully set out in said agreement; and
2. That the County Executive be, and he hereby is authorized
and directed to execute, upon form approved by the County
Attorney, said agreement on behalf of the County of Roanoke.
On motion of Supervisor Park and adopted by the following
recorded vote:

NAYS: None
Considerable discussion took place on whether to charge
Mr. Morris old connection fees or the current fees. Mr. Leonard
Leask, staff member of the Public Service Authority, was present

at the meeting. In response to a question raised by Mrs. Johnson
Mr. Leask advised that negotiations on this project were started
approximately six (6) months ago.
Supervisor Park moved adoption of the prepared resolution.
Supervisor Terry offered a substituted motion to continue the
matter to the next regular meeting of the Board for further
consideration and possible review of the minutes taken at the
June 21, 1979, Public Service Authority Board meeting. Superviso
Myers stated that he concurred in such continuance.
Following more discussion, Supervisor Terry withdrew his
substitute motion and Supervisor Park's motion to adopt the
prepared resolution was approved.
NOTE: After adoption of the foregoing resolution, the Board
clarified that it was their intent that unless Mr. Morris
paid connection fees prior to July 1, 1979, he would be
expected to pay the current fees (from and after July 1,
1979 )
IN RE: RESOLUTION NO. 2360 APPROVING OF CERTAIN REQUEST FOR
RECLASSIFICATION OF AN EMPLOYEE IN THE SERVICES DIVISION
OF THE OFFICE OF THE SHERIFF
BE IT RESOLVED by the Board of Supervisors of Roanoke
County as follows:
1. That the request for reclassification of Mrs. June
Hoffman, an employee in the Services Division of the office of
the Sheriff, from Records Clerk/Data Processing-Grade 22 to
Records Clerk/Data Processingf Programmer-Grade 28 be,. and the
same is hereby, APPROVED; and
2. That this resolution shall be in full force and effect
from and after July 10, 1979.

IN RE: COUNTY NEWSLETTER
Supervisor Compton commented favorably on the County's
newsletter entitled "The Bulletin Board" which has just recently
come into being. It was noted by the County Executive that his
secretary, Miss Mary E. Hicks, was responsible for the
publication of the newsletter.
IN RE: TRANSITION STUDY COMMITTEE
Supervisor Compton also requested the County Executive to
contact the Chairman of the Transition Study Committee and
inquire as to when the committee anticipates submitting a final
report for the ,Board's review and consideration.
IN RE: SERVICE PINS-PSA EMPLOYEES
Supervisor Compton advised that the had tried to get an
insert for the service pins for the employees of the Public

Service Authority which would differentiate their pins from the
County's but had been unable to do so.
He then moved for the Supervisors' approval for the Public
Service Authority employees to keep service pins as they are,
which motion was adopted by the following recorded vote:

IN RE: RESOLUTION NO. 2361 RECOGNIZING THE SERVICES OF JOSEPH
C. THOMAS AS A MEMBER AND CHAIRMAN OF THE ROANOKE COUNTY
SCHOOL BOARD
WHEREAS, Joseph C. Thomas was first appointed to the
Roanoke County School Board by the Board of Supervisors of
Roanoke County on July 1, 1975; and
WHEREAS, Mr. Thomas served, prior to his term on the
Roanoke County School Board, as a member of the Board of Director
of the Roanoke County Public Service Authority and as a member

service to the County, its citizens, and its government; and
WHEREAS, Mr. Thomas served as Chairman of the Roanoke
County School Board from July 1, 1977 to June 30, 1979; and
WHEREAS, Mr. Thomas throughout his term as Chairman,
displayed excellent leadership in said capacity, and discharged
the duties and responsibilities imposed upon him with great
ability, giving many hours of his own time in an effort to resolvE
the problems confronting the Roanoke County School System; and
WHEREAS, Mr. Thomas' dedication to the Roanoke County School
Board, displayed the highest quality of public service at all
times, which service the Board of Supervisors of Roanoke County
desires to recognize.
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors
of Roanoke County that said Board does recognize Joseph C.
Thomas for his outstanding dedication and service to Roanoke
County as a member of the Roanoke County School Board; and
this Board does further congratulate Mr. Thomas upon the
exemplary manner in which he accomplished the duties imposed upon
him as Chairman of said School Board.

distinction until June 30, 1972; and
WHEREAS, Mr. Williams was again appointed to the Roanoke
County School Board by the Board of Supervisors of Roanoke
County on September 30, 1976;
WHEREAS, Mr. Williams was appointed Chairman of the
Roanoke County School Board on July 1, 1978, and has served

IN RE: APPOINTMENT-VIRGINIA WESTERN COMMUNITY COLLEGE BOARD
Supervisor Park moved that Mrs. Sylvia Faw, 723 Finney
Drive, Vinton, be appointed to serve as one of Roanoke County's
three representatives on the Virginia Western Community
College Board for a term of four years ending on June 30, 1983.
The motion was adopted unanimously.
IN RE: WATER AND SEWER CONTRACT WITH ROANOKE
Chairman Johnson thanked and commended Supervisor
Terry for his part in negotiations with the City of Roanoke
for water and sewer (both the City and County in recent meeting
adopted resolutions approving the entering into of a contract).
Mrs. Johnson also thanked the County Executive, County Attorney
and Clifton Woodrum, legal counsel.

Mrs. Johnson stated that the next step would be to pursue
negotiations with the City of Salem for a similar agreement and
requested the County Executive and County Attorney to contact
Salem officials on the subject. Mr. Wilbert Tester, President
of the Roanoke Valley Home Builders Association, congratulated
the Supervisors on the water and sewer contract with the City of
Roanoke.
IN RE: ROANOKE COUNTY SCHOOL BOARD-CATAWBA DISTRICT REPRESENTATIVE
Supervisor Myers announced that the Board will hold an
informal public session to interview candidates for the Catawba
District representative on the Roanoke County School Board on
July 24 at 5:00 p.m. at the Civic Center. This is the second
such session since the Supervisors were unable to obtain a
majority vote on any of the candidates on June 26, and therefore
by resolution duly adopted extended the deadline for receiving
applications for the position.
