The Board of Supervisors of Roanoke County met this day in
open session at the Salem-Roanoke County Civic Center in Salem,
Virginia, this being the fourth Tuesday and the second regular
meeting of the month.
Members Present: Chairman May W. Johnson, Vice Chairman
Robert E. Myers, Supervisors R. Wayne Compton, Edward C. Park,
Jr. and Lawrence E. Terry.
Chairman Johnson called the meeting to order at 6:10 p.m.
and announced that opening business will include only routine
matters; public hearings and other public agenda items will not
begin before 7:00 p.m.
IN RE: CONSORTIUM DELEGATION AGREEMENT
County Executive Clark advised that the Supervisors will
likely want to act on the proposed 1980 Consortium Delegation
Agreement at the 7 o'clock session, but did briefly explain the
proposed agreement noting only a few proposed differences in thi~
agreement from previously approved agreements. Mr. Clark did notE
that the Consortium is changing its name to the Fifth District
Employment and Training Consortium. No action was taken at this
session.

IN RE: HIDDEN VALLEY SCHOOL LIGHTED ATHLETIC COMPLEX
The communication enclosing the decision of the Roanoke
City Board of Zoning Appeals stating that the lighted athletic
complex being maintained by Roanoke County on Hidden Valley
School property is a permitted use in residential districts was
this date received and filed on motion of Supervisor Terry and
a unanimous voice vote.
IN RE: REFERRALS TO PLANNING COMl1ISSION
The County Executive, in a report to the Board, advised
that the following petitions have been referred to the County
Planning Commission since the Supervisors' meeting on June 26,
1979;

Petition of Ay1ett B. Coleman, Fred P. Bullington, George
B. Cartledge, and T.D. Steele requesting the extension of
Starkey Road, from Route 419 in a northeasterly direction
about 2,063.87 feet to Ogden Road. Petition further request
that, upon completion, the extension of Starkey Road be
accepted by the County as a public road and by the State
Highway Department as a part of the State Secondary System
of Highways. Cave Spring District.
Petition of Roadway Express, Inc. for rezoning from R-1 to
M-2 of 3 acres, more or less, at the northwest corner of
Enon Drive and Walrond Drive, adjoining Jamison Industrial
Park in the Hollins District so the property may be used
for a trucking terminal.

Petition of George L. and Judity S. Gross, and Gary L.
Rothrock for rezoning from B-1 to B-2 of one acre on the
south side of the new right of way line in the 3500 block
of Brambleton Avenue (the remaining portions of lots 5 and
6, block 3, Mount Vernon Heights) in the Cave Spring
District so that a barber and beauty shop may be operated
in the existing building thereon.
Petition of SALCO, Limited for rezoning from R-l to B-1
of 1.15 acre on the west side of Route 419, adjacent to
the Oak Grove Elementary School in the Windsor Hills
District to permit construction of an office building to
accomodate professional offices.

The Departmental Activities Reports for the month of
June, 1979, as submitted by the County Executive, were for
information of the Supervisors and are filed with the minutes of

JAIL REPORT
On motion of Supervisor Myers and a unanimous voice vote,
the Jail Report for the month of June, 1979, was this date
received and filed.
IN RE: EXECUTIVE SESSION
At 6:23 p.m., on motion of Supervisor Terry and the
following recorded vote, the Board went into Executive Session
to discuss legal and real estate matters and a matter involving
potential litigation.

Chairman Johnson recognized County Executive William F.
Clark, who offered the invocation. The Pledge of Allegiance to

IN RE: APPROVAL OF MINUTES
On motion of Supervisor Terry and a unanimous voice vote,
the minutes of the regular meeting of June 26, 1979 and the
special meeting of July 6, 1979 were this date approved as
presented.
IN RE: REQUEST OF KINNIE C. AUSTIN FOR RENEWAL OF A SPECIAL
EXCEPTION TO PARK A MOBILE (OCCUPIED BY KINNIE LEE
AUSTIN) ON A 1 ACRE TRACT AT THE END OF ROUTE 678,
0.35 MILE SOUTHWEST OF ROUTE 804 (LEFFEL ROAD) IN

County Zoning Ordinance as it pertains to mobile homes, which
motion was adopted unanimously.

WHEREAS, this matter come to be heard before the Board of
County Supervisors of Roanoke County at its regular meeting held
at the Salem-Roanoke County Civic Center on Tuesday, July 24,
1979, at 7:00 p.m., the same having been previously filed with
the County Zoning Administrator and referred to the Planning
Commission of Roanoke County, and upon notice and public hearing
before the Board of County Supervisors of Roanoke County advert-
ised to be held on the 24th day of July, 1979, at 7:00 p.m., and
upon the appearance of interested citizens and with the recommend
ation of the Planning Commission, and the Board having heard and
weighed the evidence in the case and being of the opinion that
the granting of the petition herein for the use of the premises
described herein for the String Band Festival on his property
located along Route 221 on Bent Mountain in Roanoke County is in
accord with the laws of the Commonwealth of Virginia and consist-
ent with the Zoning Ordinance and policy of the County of Roanoke
Virginia, it is accordingly ORDERED as follows:
The property is situate on Bent Mountain on the west
side of Route 221 and on the east side of State Route
889 joining both roads and contains approximately 130.71
acres;
A more complete description of the property may be found
in Deed Book 711 on Page 378, Deed Book 649 on Page 283,
Deed Book 735 on Page 174 and in Deed Book 476 on Page
523 in the Clerkts Office of the Circuit Court for Roanoke
County
together with all rights of ingress and egress over the lands
of the Petitioners and such other persons as he has a right by
the law to use.
This permit is granted with the following conditions:
(a) The "Use Not Provided For" granted herein shall remain
in force and effect for one three-day weekend event to
be conducted between August 31, 1979 and September
2, 1979.
(b) On the weekend of the event, the hours of operation will
be from 6:00 p.m. to 12:00 Midnight on Friday, 12:00
Noon to 12:00 Midnight on Saturday and from 12:00 Noon
to 6:00 p.m. on Sunday.
(c) That police protection for the events be provided for
at the expense of the petitioners by following the
recommendations of an in close cooperation with the
Sheriff of Roanoke County.
(d) Petitioners will provide one (1) privy for each
100 persons present at the event, one sewage dump
station to serve campers, (trailers), adequate
dumpsters and trash containers to contain trash
pending removal and an approved water supply.

(e) The property shall be used in accordance with the
plat submitted by the petitioner.
(f) A woven wire fence at least 54 inches in height with
at least two strands of barbed wire will surround the
spectator area and four gates shall be installed for
the entrance.
(g) A sign shall be posted at each entrance gate depicting
restrictions specified by the Sheriff of Roanoke Count
(h) Additional lighting will be added to the spectator
area to insure that the grounds are sufficiently
lighted.
(i) White signs with black lettering shall be permanently
displayed on the restrooms to enable spectators to
know where they are located and permanent inside
lighting shall be installed in the same restrooms.
The Zoning Ordinance and Zoning Map of Roanoke County as
they relate to the premises in question shall and are hereby
accordingly amended to reflect the adoption of this resolution.
Chairman Johnson opened the floor for public comments and
recognized MS.Julie Hollyfield, who presented the request to the
Supervisors. No one spoke in opposition.
This concluded the public hearing and Supervisor Terry
moved that the Board concur with the recommendation of the
Planning Commission and approve the "Use Not Provided For" permi
subject to the conditions enumerated above and contained within
the Final Order, which motion was adopted by the following
recorded vote:

IN RE: REZONING OF CERTAIN PROPERTY IN THE CATAWBA * FINAL
MAGISTERIAL DISTRICT OF ROANOKE COUNTY, * ORDER
VIRGINIA (ROGER A. HARRISON) *
NOW, THEREFORE, BE IT RESOLVED AND ORDERED by the Board
of Supervisors of Roanoke County that pursuant to the provisions
of law, the present zoning of Industrial District M-2 be changed
to Agricultural District A-l for that property located in
Roanoke County, Virginia, described as follows:
Beginning at a point marked by an old iron at the
northermost corner of the property of Grover A. Harrison
(See Deed Book 773, page 583) which point adjoins the
property now or formerly owned by Lewis Jones and the
property now or formerly owned by Guilliams; thence
partly with the Guilliams property and partly a new
line through the Harrison property S 46 deg. 00' W
passing the Guilliams corner at 160.5 feet, in all 250
feet to a point marked by a set iron; thence with two
new lines through the Harrison property S 50 deg. 27'
30" E 233.3 feet to a point marked by a set iron; N
42 deg. 58' 30" E 224 feet, crossing a roadway to a
point on the Jones line marked by an iron; thence with

Chairman Johnson opened the floor for public comments and
recognized the petitioner. Mr. George R. Walton, Attorney, was
also present at the hearing. It was noted that Mr. Harrison
plans to construct a single-family dwelling on the property in
question. No one appeared in opposition.
This concluded the public hearing and Supervisor Myers
moved that the Board concur with the recommendation of the
Planning Commission and approve the rezoning, which motion was
adopted by the following recorded vote:

Chairman Johnson opened the floor for public comments and
recognized Jack V. Place, Attorney, who advised that rezoning
is requested for the operation of an AAMCO Transmission Shop.
Mr. Place noted that the site would contain an inside operation
and general offices and stated that the shop would be in
character with the present industrial and business uses in the
general area.
Mr. Place then advised that the petitioners had agreed to
proffer the following conditions to which the requested rezoning
be subj ect:
(1) That the Industrial District M-l designation requested for
the subject parcel not be effective until an AAJ1CO Automobil
Transmission Shop commences business thereon; and
(2) That the Industrial M-l designation for the subject parcel
remain in effect only for as long as an AAMCO Automotive
Transmission Shop is being operated thereon and, should
the operation thereof cease, that the zoning designation
automatically revert back to its present Business District
B-2 designation.
At the request of Supervisor Terry, County Planner Gubala
read his original staff report to the Planning Commission which
was unfavorable to the rezoning. Mr. Gubala noted that this
recommendation had been made prior to the petitioner profferring
the above conditions, after which Mr. Place noted that the
Planning Commission did recommend approval of the rezoning
subject to the profferred conditions. No one appeared in
opposition to the rezoning.
This concluded the public hearing, and Supervisor Terry
moved that the rezoning be denied since the present B-2

Fred P. Bullington, George B. Cartledge and T. D. Steele,
requested that Starkey Road be extended for a distance of
approximately 2063.87 feet in the manner and upon the terms
and conditions set forth in said petition; and
NOW THEREFORE BE IT RESOLVED and ORDERED at this meeting
of the Board of Supervisors of Roanoke County held on the 24th
day of July, 1979 at 7:00 O'Clock p.m. that Roanoke County
accept the dedication of the extension of Starkey Road for
public use over and across the right-of-way shown on a plat of
survey prepared by Buford T. Lumsden and Associates, Va. CLS,
under date of March 22, 1979, which plat has heretofore been
filed in the Office of the Planning Commission of Roanoke
County, subject, however, to the conditions that; a) said
road be constructed at petitioners expense; b) petitioners
enter into bond with appropriate surety conditioned upon the
completion of construction in accordance with plans previously
submitted to the Offices of the Roanoke County Planning and
Engineering Departments; and c) that said construction be in
accordance with the requirements of the Virginia State
Department of Highways to the end that it be accepted into the
Virginia State Secondary Highway System upon its completion.
This concluded the public hearing and Supervisor Terry
moved that the Board concur with the recommendation of the
Planning Commission and approve the request, which motion was
adopted by the following recorded vote:

Chairman Johnson opened the floor for public comments on
the petition of Aylett B. Coleman and Fred P. Bullington and
recognized Jack v~ Place, Attorney, who advised that the
Highway Department and County Engineer have reviewed the plans

and profiles and that the Highway Department has approved them.
Mr. Place further advised that the public hearing was necessary
in order to comply with Article 15.1-456 of the Code of Virginia.
No one appeared in opposition.
IN RE: RESOLUTION NO. 2363 APPROVING A NEW DELEGATION
AGREEMENT FOR THE FIFTH DISTRICT EMPLOYMENT AND
TRAINING CONSORTIUM AND AUTHORIZING THE CHAIRMAN
OF THE BOARD OF COUNTY SUPERVISORS TO EXECUTE
SAID AGREEMENT
BE IT RESOLVED by the Board of County Supervisors of
Roanoke County as follows:
1. That the new Delegation Agreement, a copy of which is
on file in the office of the Clerk to the Board, for the Fifth
District Employment and Training Consortium be, and the same is
hereby, APPROVED; and
2. That the Chairman of the Board of County Supervisors be,
and she is hereby, authorized and directed to execute, upon form
approved by the County Attorney, and the Clerk of the Board to
attest, the said agreement.

ROUTE 221 (BRAMBLETON AVENUE)
The communication from D. L. Eure, State Programming and
Scheduling Engineer, Virginia Department of Highways and
Transportation, responding to Supervisors' Resolution No. 2328
requesting the Highway Department to reconsider its decision to
delete the proposed construction project on Route 221 (Bramb1eton
Avenue) between the Roanoke City Limits and Garst Mill Road from
the proposed improvement program was for information of the
Supervisors and is filed with the minutes of this meeting. Chair-
man Johnson did note that Mr. Eure's letter did assure the Board
that the Highway and Transportation Commission has no intention
of eliminating the section of Route 221 in question form the
Improvement Program, but the Corrmission has not received a
resolution from the City of Roanoke requesting improvement of
Bramb1eton Avenue within the Corporate Limits and the other
improvements to Route 221 have made it fiscally impossible to
fund the improvement at the Corporate Limits at this time.
IN RE: WOMACK PROPERTY-EXTENSION OF BUFFER
Supervisor Myers moved that the motion made at the June 12,
1979 meeting (See Page 245, Minute Book 28) agreeing to sell a
100 foot strip of land to be used as a buffer to five (5)
North Lakes property o'VImers abutting the Womack property as the
rate of $4,250 per acre be amended by extending the width of the
buffer to 108 feet, more or less.

IN RE: RESOLUTION NO. 2364 RELEASING A CERTAIN WATER LINE
EASEMENT IN THE FAIRWAY FOREST SUBDIVISION AND AUTHORIZIN(
THE COUNTY EXECUTIVE TO EXECUTE A CERTAIN RELEASE

BE IT RESOLVED by the Board of County Supervisors of Roanoke
County as follows:
1. That a certain ten (10) foot wide water line easement
running across lots 3 and 4 of proposed block 1 of the Fairway
Forest subdivision be, and the same is hereby, released as a
public utility easement; and
2. That the County Executive be, and he is hereby, authorizE
to execute a certain agreement releasing said easement, upon
form approved by the County Attorney.

1. That that certain bid of Hub Uniform Company of Virginia
for the purchase of uniforms for use in the fire service by the
volunteers, upon all and singular the terms and conditions of
the invitation to bid, the specifications of the County of
Roanoke, Virginia, the bidder's proposal and the provisions of
this resolution be, and the same is hereby, ACCEPTED; and

2. That the County Executive be, and he is hereby,
authorized and directed to enter into contract with Hub Uniform
Company of Virginia for the purchase of uniforms as aforesaid;

notify such bidders and express the County's appreciation for
such bids.

BENT MOUNTAIN AND CATAWBA FIRE STATIONS

Supervisor Myers moved that the Board receive and concur
with the joint report of the County Engineer and Fire Coordinator
recommending that the County use the method of obtaining design-
construct builders for construction of Bent Mountain and Catawba
fire stations, which motion was adopted unanimously.
IN RE: SIGNING OF WATER AND SEWER CONTRACT
Supervisor Terry announced that the formal signing of the
proposed water and sewer contract with the City of Roanoke will
take place on August 13, 1979, at 11:00 a.m. in Roanoke City
Council's Conference Room, fourth floor of the Municipal Buildin~
IN RE: WELFARE BOARD
Mrs. Johnson advised that Mr. Von Jones, a member of the
County's Welfare Board, has moved from the area and therefore
will need to be replaced. She then asked the Supervisors to give
consideration to nominating someone to fill Mr. Jones' unexpired
term on this Board by the Supervisors' next regular meeting.
IN RE: ELECTRICAL EXM1INING BOARD-APPOINTMENTS
When appointment of the Roanoke County Electrical Examining
Board was made on June 12, 1979, consideration of appointment
of the alternate utility representative was deferred since it
was the Supervisors' understanding that Mr. William M. Mills,
who formerly served in this capacity, had recently become
disabled. The Electrical Inspector was directed to provide the
name of someone else qualified to serve on the Board as a utility
representative. The Supervisors were advised that the Electrical
Inspector phoned the County Executive's Office on July 13, to
strongly urge the reappointment of Mr. Mills advising that he
had telephoned Mr. Mi+ls and was informed that he has recovered,
is returning to work and would be willing to continue to serve
if reappointed.
Supervisor Terry moved that Mr. William M. Mills be
reappointed to serve as the alternate utility representative on
the Roanoke County Electrical Examining Board for a one-year

term covering the period July 1, 1979 through June 30, 1980,
which motion was adopted unanimously.
IN RE: ROANOKE COUNTY SCHOOL BOARD-CATAWBA MAGISTERIAL
DISTRICT REPRESENTATIVE
Since the Board of Supervisors did not elect a person to
the position of Catawba Magisterial District member on the
County School Board on June 26, 1979, consideration of this
appointment was again before the Board. The six applicants were
interviewed by the Supervisors at an informal public session
which began at 5:00 p.m., prior to the Board's regular meeting
held this date. Chairman Johnson advised that the interview with
the candidates went well and commented favorably on the well-
qualified candidates and thanked each one for their interest in
this important position.
Catawba District Supervisor Myers also thanked each
candidate who applied for the position, stating that all six
were certainly qualified for the position.
This concluded the discussion and Supervisor Myers
nominated Mr. C. Wayne Taliaferro to fill the Catawba District
vacancy on the Roanoke County School Board. There being no other
nominees at this time, the election of Mr. Taliaferro was
approved by the following recorded vote:
AYES: Mr. Compton, Mr. Myers, Mr. Park, Mr. Terry, Mrs. Johnson
NAYS: None
