The Board of Supervisors of Roanoke County. Virginia. met this day in
open session at the Salem-Roanoke County Civic Center in Salem. Virginia, this
being the second Tuesday and Their first regular meeting of the month.

Supervisors May W. Johnson and Robert E. Myers were members present.
NOTE: The Board of Supervisors met as a committee-of-the-whole
beginning at 5:00 p.m. for the purpose of interviewing persons who had expressed
interest in filling the vacancy on the Board from the Hollins Magisterial
District. These interviews, conducted in executive session, were held with
Thomas C. Fisher, Jr., Weldon Lawrence. Jr.. Donald Lee Mundy. Gary James Minter,
Barry L. Ward and T. M. White, and the Supervisors remained in executive session
until immediately preceeding the meeting.
Chairman Terry called the meeting to order at 7:10 p.m. and recognized
the Reverend John D. Cochran, Minister of Administration and Education at the

First Baptist Church in Roanoke. who offered the invocation. Then the Pledge
of Allegiance to the flag was given in unison.

Supervisor Myers moved that the minutes of the regular meeting held
November 27, 1979. be approved as submitted. The motion was adopted unanimously.

one responded. Mr. Barbe advised those present that he could not submit the
required Certificate of Publication as it had not been received from the news-
paper.
This concluded the public hearing. Supervisor Park moved that the

NOW, THEREFORE, BE IT RESOLVED and ORDERED that at this
meeting of the Board of Supervisors of Roanoke County, Virginia, held on the
8th day of January, 1980, the said County Zoning Ordinance be, and the same
hereby is, amended so as to reclassify the property described in said petition
from Agricultural District A-l to Industrial District M-l, in order that said
property might be more fully and reasonably used, the aforesaid property being

Chairman Terry asked if anyone present was opposed to adoption of the
resolution requested by Mayor Noel C. Taylor. Mr. R. Wayne Compton, County
Commissioner of the Revenue and former Hollins District Supervisor, was in the
audience and stated that citizens in the Hollins area are totally opposed to any
extension of runways at Woodrum Field. There was no further discussion, and
Supervisor Myers moved that the letter be received and filed. The motion was
adopted by a unanimous voice vote.
IN RE:
LETTER FROM ATTORNEY FOR WESTCLUB CORPORATION
REQUESTING WAIVER FROM THE COUNTY WATER ORDINANCE
SO THE CITY OF SALEM MAY PROVIDE WATER TO AN 80
ACRE TRACT ADJOINING THE SALEM CORPORATE LINE
No one was present as spokesman for Westclub Corporation, so the
I
County Attorney was asked to bring the Supervisors up to date on the request.
He reminded the Board that about six months ago they had adopted Resolution
No. 2341 providing that if the County could not provide water service to the
property by January 1, 1980, the County Water Ordinance would be waived so the
developers could ask the City of Salem to provide the service.

Supervisor Myers asked Mr. W. L. Rossie, Executive Director of the Public
Service Authority, why the County cannot provide water to the proposed subdivisio
Mr. Rossie responded that the Authority had originally had trouble finding a
site for the drilling of a well. When a site was chosen and the well drilled,
I
300 GPM were pumped but the water was muddy and would not clear up. This could
not be corrected so the well was drilled deeper. Samples of the water had been
sent to the State Health Department for analysis; results have not been received.
Mr. Rossie was of the opinion that the present well could serve 50 dwellings;
with a back-up well, probably 70 houses could be served.
Supervisor Myers asked when the samples were sent to the State Health
Department; Mr. Rossie said he believed it had been about a month ago and that
it was not uncommon to have to wait a month or longer for the results of
analyses done by the State Health Department.

Supervisor Johnson said she felt the Supervisors had committed themselves
by adoption of their original resolution and she moved that the requested
waiver be granted. The motion was adopted by the following, recorded vote:

LETTER FROM STATE AUDITOR OF PUBLIC ACCOUNTS
ADVISING THAT THE REPORT OF DANIEL A. ROBINSON

RECORDS AND ACCOUNTS FOR THE FISCAL YEAR ENDED
JUNE 30, 1979, HAS BEEN ACCEPTED
Supervisor Johnson moved that this letter be received and filed. The
motion was adopted by a unanimous voice vote.
The Director of Finance had copies of this audit available and distributed
a copy to each Supervisor; a copy is also filed with the minutes of this meeting.

REFERRALS TO PLANNING COMrlISSION
In a report to the Board, the County Administrator advised that the
following petitions for rezoning have been referred to the Planning Commission
since the Supervisors. meeting on November 27, 1979:

1. Petition of Alfred L. and Doris S. Hughes requesting rezoning from
R-l to RE of a 1.32-acre tract on the east side of Plantation
Road (Route 115) opposite it's intersection with Indian Road
(Route 1801) in Hollins District. If the rezoning is allowed,
the petitioners will apply for a special exception to park a
mobile home on the property.
2. Petition of LeRoy G. and Ann W. Lochner requesting rezoning from
R-l to B-1 of 1.77 acre on the noth side of Route 221 about 1.7
mile from it's intersection with Route 419 in Cave Spring District
Rezoning is requested so the existing dwelling may be converted
into an office building.

At this point in the meeting, the County Administrator reminded the
Supervisors of the need to discuss with the County's constitutional officers
their budgets. The County Treasurer, Commissioner of the Revenue, and Clerk
of the Circuit Court were present.
IN RE:
REQUEST FOR AN EXECUTIVE SESSION
The County Attorney advised that although the item was not on the
Supervisors' agenda, he would like to request an executive session for legal
matters
litigation and potential litigation.

FINANCIAL STATEMENT - JULY 1 THROUGH NOVEMBER 30, 1979
On motion of Supervisor Park and a unanimous voice vote, the Finan-

cial Statement for the period July 1 through November 30, 1979, was this date
received and filed.

This report, submitted by the Director of Finance, was for informatio
of the Supervisors and is filed with the minutes of this meeting.

Mr. John M. Chambliss, Jr., Director of Finance, distributed to each
Supervisor a copy of a report prepared by Daniel A. Robinson & Associates
entitled "Report on Turnover of Assets from John M. Chambliss, Jr., outgoing
Director of Finance, to Alfred C. Anderson, incoming Treasurer, and William F.
Clark, Local Delinquent Tax Collector, at December 31,1979." A copy of this

BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia,
as follows:
I
1. That that certain bid of Hartwell Fence Company, Salem, Virginia,
in the amount of $11,884 for the furnishing and installation of chain link fence,
both portable and permanent, for the Wispering Pines and Walrond Parks, upon
all and singular the terms and conditions of the invitation to bid, the specifi-
cations of the County of Roanoke, Virginia, the bidder's proposal and the
provisions of this resolution be, and the same is hereby, ACCEPTED: and
2. That the County Administrator be, and he is hereby, authorized and
directed to enter into contract with Hartwell Fence Company, Salem, Virginia,
for said chain link fence; and
3. That all other bids for the purchase of said chain link fence are
hereby REJECTED and the County Clerk is directed to so notify such bidders and
express the County's appreciation for such bids.

RESOLUTION NO. 2480 AUTHORIZING THE COUNTY OF ROANOKE
TO PARTICIPATE IN THE DEVELOPMENT OF A CERTAIN WATER
SYSTEM FOR A CERTAIN PROPOSED SUBDIVISION LOCATED ON
YELLOW MOUNTAIN ROAD IN ROANOKE COUNTY, UPON CERTAIN
TERMS AND CONDITIONS.
BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia
as follows:
1. That the County of Roanoke be, and it hereby is, authorized and
directed to enter into a certain agreement with Mr. Don Bandy whereby the
County of Roanoke shall agree to participate in the development of a certain
exploratory well for a certain proposed subdivision to be located on Yellow
Mountain Road in Roanoke County at a cost to the County not to exceed 50 percent

CERTAIN WATER LINE TO SERVE MEADOWRIDGE SUB-

BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia,
as follows:
1. That the Board does hereby approve the extension of a certain
water line from the transmission main of the City of Roanoke situate, lying and
being in Old Hollins Road, such extension to be made in order that the County
of Roanoke may provide water service to the Meadowridge Subdivision; and
2. That the County be, and it hereby is, authorized and directed
to participate in the aforesaid extension of the water line to Meadowridge
Subdivision in order that the water line size be increased from six (6) inches
to eight (8) inches; the County to pay the difference between the cost of 6-inch
pipe and 8-inch pipe and for the installation of a bulk water meter at a cost
not to exceed $5,750.00 without further authorization of the Board.

iron pipe sizes 3" and 4"; and Lynchburg Foundry for ductile iron pipe sizes
3" and 4" if 3" and 4" requirements are less than 30,000 pounds, or if freight
charges from New Jersey increase the costs above those of Lynchburg Foundry;
and American Darling Valve for gate valves sizes 4" through 10" be, and the
same are hereby, ACCEPTED: and
2. That the County Administrator be, that he is hereby, authorized and
directed to enter into contract with Lynchburg Foundry, Atlantic States Cast

1. That the Board hereby waives the requirements of the Roanoke County
Water Ordinance contained in Section 20.1-5 of the Roanoke County Code as they
pertain to only the right to provide service in regard to Carriage HIlls Sub-
division, said waiver being based upon a demonstration by the property owner
that strict compliance with the provisions of the above section of the Water
Ordinance would impose an undue hardship and burden upon the property owner,
the construction standards set forth in said ordinance to, however, remain in

2. That this Board shall authorize no further waiver unless and until
it has been demonstrated to said Board that the failure to grant such waiver

At 8:50 p.m. Chairman Terry asked for a motion that the Supervisors go
into executive session to discuss real estate and legal matters. Supervisor
Johnson made the motion, which was adopted by a unanimous voice vote:

IN RE: APPOINTMENTS:
After a brief discussion, the Supervisors agreed that until the vacancy
on the Board of Supervisors from the Hollins District is filled, appointment or
reappointment of citizens to represent the Hollins District on various boards
and committees shall be continued; the new Supervisor would thus be able to make
the appointments for Hollins District.
Supervisor Park moved that Mr. Burrell S. Whitlow, 1009 Hardy Road,
Vinton, be reappointed to the Air Pollution Advisory and Appeals Board for a
four-year term.
Supervisor Johnson moved that Mr. David E. Trout, 1825 Elbert Drive,
S. W., Roanoke, be reappointed as a regular member of the Grievance Panel for

a two-year term.
Supervisor Myers moved that Mr. Frank L. Pendleton, 3417 Fort Avenue,
Salem, be reappointed to the Highway Safety Commission for a four-year term.
Supervisor Johnson moved that Mr. Robert J. Humphrey, 3014 Merino

Supervisor Myers advised those present that the Supervisors had inter-
viewed several candidates for the Hollins District Supervisor vacancy resulting
from the election of former Hollins Supervisor R. Wayne Compton to the position
of Commissioner of the Revenue for Roanoke County. He stated that each candidat
had been discussed at length and that the Supervisors did not feel there is
presently a majority for any candidate. Supervisor Myers then moved that the
Circuit Court Judges be requested to fill this vacancy and his motion was
adopted by the following roll call vote:

IN RE: RESOLUTION NO. 2486 COMMENDING MRS. MAY W. JOHNSON FOR HER
SERVICE AS CHAIRMAN OF THE BOARD OF SUPERVISORS OF ROANOKE
COUNTY FOR THE 1979 CALENDAR YEAR
WHEREAS, on January 1, 1979, Mrs. May W. Johnson was elected by the
Board of Supervisors of Roanoke County to serve as Chairman of said Board
for a term of one year, which term was completed on December 31, 1979; and
WHEREAS, Mrs. Johnson, throughout her term as Chairman, displayed
excellent leadership in said capacity in a period of time in which Roanoke
County was involved in many ciritical situations effecting the future of the
County and it's citizens; and
WHEREAS, in said capacity of Chairman, Mrs. Johnson discharged the

duties and responsibilities imposed upon her with great ability, giving many
hours of her own time in an effort to resolve the problems confronting the
County; and
WHEREAS, Mrs. Johnson's dedication to the County, it's citizens, and
it's government displayed the highest quality of public service at all times,
which service the Board desires to recognize.

NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke
County that said Board does hereby recognize Mrs. May W. Johnson for her out-
standing dedication and service to Roanoke County as Chairman of the Board of
Supervisors for the 1979 calendar year; and this Board does further congratulate
Mrs. Johnson upon the exemplary manner in which she accomplished the duties
imposed upon her as Chairman of said Board.
On motion of Supervisor Myers and adopted by the following recorded
vote:

This resolution was read aloud by Supervisor Myers and received
applause from those present.
At this point in the meeting, Supervisor Johnson reminded the other
Board members that Messrs Fred Anderson and Wayne Compton, and Mrs. Elizabeth
Stokes, were present to discuss their budgets with the Supervisors. Copies of
the budgets for the offices of Treasurer and Commissioner of the Revenue were
distributed to each Supervisor. Supervisor Myers moved that a meeting with
these constitutional officers be scheduled for the purpose of discussing their
budgets. This motion was amended by Supervisor Park who moved that salaries
remain at status quo for the present, and was adopted by unanimous voice vote.
At 9:15 p. m. Chairman Terry asked for a motion that the Supervisors
go into executive session to discuss a legal matter. Supervisor Park made the
motion which was adopted by a unanimous voice vote.
At 9:50 p.m. the Supervisors returned to the meeting room and, on
motion of Supervisor Myers and a unanimous voice vote, reconvened and immediatel
adjourned.
