The Board of County Supervisors of Roanoke County, Virginia, met this day
in open session at the Salem-Roanoke County Civic Center in Salem, Virginia, this
I
being the second Tuesday and the first regular meeting of the month of February.
Members present: Chairman Lawrence E. Terry, Vice-Chairman Edward C. Park
Jr., Supervisors May W. Johnson, Robert E. Myers, and Paul B. Matthews.
Chairman Terry called the meeting to order at 6:40 p.m. and announced that
opening business will include only routine matters; public hearings and other
agenda items will not begin until 7:00 p.m.
DIRECTOR OF FINANCE:
Chairman Terry recognized John M. Chambliss Jr., Director of Finance, who
submitted a report of accounts paid for the month of January.
Report is filed with the minutes of this meeting.
TREASURER'S REPORT:

Chairman Terry then recognized Alfred C. Anderson, Treasurer, and asked
for his report. Mr. Anderson then submitted his report which was accepted by
the Board and filed with the minutes of this meeting.
REPORTS AND REQUESTS OF DEPARTMENTS, OFFICERS AND COMMITTEES:
Chairman Terry recognized William F. Clark, County Administrator, who
then submitted to the Board a Departmental Activities Report, which consists
of a statement of activities for the month of December for various County
Departments.
REFERRALS TO PLANNING COMMISSION
In a report to the Board, the County Administrator advised that the follow-

ing petitions for rezoning have been referred to the County Planning Commission
since the Supervisors meeting on January 8, 1980.
1. Petition of Dr. James O. Roberson and Dorothy S. Roberson and Leisure
Hills, Inc. requesting rezoning from R-l to R-3 of 13.51 acres on the
north side of Cresthill Drive (Route 798) about 1,400 feet west from
its intersection with Garst Mill Road (Route 682). Rezoning is
requested to allow construction of townhouses. Windsor Hills District.

2. Petition of Julia Frances Proctor requesting rezoning from M-2 to
RE of 8 acres, more or less, bounded on the east by the Norfolk and
Western Railway tracks and on the west by the former Virginia
Railroad tracks in the Wabun community. If the rezoning is granted,
the petitioner will apply for a special exception to park a mobile
home on the property. Catawba District.
3.
Petition of William D. and Viola W. Kessee requesting rezoning from
B-2 to RE of 0.753 acre located on the northeast side of Smith Gap
Road (Route 940), between U. S. Route 11/460 and Interstate Route 81
in the Dixie Caverns area. Rezoning is requested to allow construction
of a single-family dwelling. Catawba District.

4. Petition of Ralph D. Mabes and Maury L. Strauss requesting rezoning
from R-l to B-1 of 12.26 acres presently owned by I.F.S. Industries,
Inc. (formerly International Funeral Services, Inc.) and located on
the north side of Route 419 about 700 feet west from its intersection
with Route 221. Rezoning is requested so the petitioners may
establish a campus-style office park on the said tract. Windsor
Hills District.
On motion of Supervisor Johnson, these reports were received by the Board
and adopted by a unanimous voice vote.
Reports are filed with the minutes of this meeting.
PETITIONS AND COMMUNICATIONS:
County Administrator, William F. Clark, advised the Board of a letter

he received from the Roanoke Valley Science Museum, Roanoke, Virginia, informing
him that the Science Museum had entered into a contract with Mr. Donald M.
Lunetta to begin design of a Tilted-dome Planetarium-Omni Theater to be con-
structed in the proposed Southwest Virginia Center for the Arts and Sciences.
Mr. Clark also submitted a copy of letter from the Department of Health
Regulatory Boards, Board of Pharmacy, to Ms. Eunice Skinnell, Pharmacist,
Roanoke County Health Department Pharmacy, regarding hot and cold running water
within the compounding and dispensing area of the pharmacy building. The
letter specifically allowed 90 days from January 29, 1980 for installation of
hot and cold water.
The required report from Roanoke Valley Cablevision, Inc., was submitted
at this time to the Board; report containing recap of subscribers, future
plans, etc.

A report from Greater Roanoke Transit Co. (Valley Metro) regarding the
"Tell Us Where To Go" campaign was submitted to the Board for information
purposes.
On motion of Supervisor Johnson, these reports were received by the Board
and adopted by a unanimous voice vote.

Chairman Terry opened the floor for public comments and recognized

Mr. Smith, who advised that he would like to operate a small engraving business
in his home for laminated plastic name plates, plaques, etc.. He stated that
he did not plan to advertise his business or his address; his orders for
business would be by telephone and mail orders. Mr. Smith also stated that
it would be a quiet business with no traffic problems.
At this point, Chairman Terry recognized Mr. Robert Barrens who
stated he was opposed to any business being conducted in the area since it is
strictly a residential area. Approximately 10 persons from the subject area
were present in opposition to the request.
Chairman Terry asked Mr. Tim Gubala, County Planner, to give
his recommendation. He stated that he had no recommendation but that he had
inspected the site and all of the potential business would be covered by the

home occupation ordinance.
This concluded the public hearing and Supervisor Matthews moved
that the request be denied, which motion was adopted by the following recorded
vote.

Chairman Terry opened the floor for public comments and recognized
Mr. Snider, who advised the Board that he would like to operate a small repair

shop in a small building on his property for the purpose of repairing automobiles
or any small equipment. He stated that he has in the past, made a few wood-
burning stoves to sell and would not make others to offer for sale.
At this point, Chairman Terry recognized Mr. Robert Barrens
who stated again that he was opposed to any business of any kind being conducted
in this residential neighborhood. Approximately 10 persons from the subject
area were present in opposition to the request.

Chairman
Terry asked Mr. Tim Gubala, County Planner, to give his
.re~ommendation. He stated that the code prohibits a repair shop or a metal shop.
He suggested that if a permit be granted, it be for a two-year period to allow
monitoring the business for compliance.
This concluded the public hearing and Supervisor Matthews moved

that the request be denied, which motion was adopted by the following recorded

PETITIONS AND COMMUNICATIONS

REQUEST OF JOE BANDY & SON, INC. FOR A "SPECIAL USE

Chairman Terry asked if anyone was present to represent the
petitioner, no one responded.
Supervisor Myers moved that this request be held over to the
next meeting of the Board of Supervisors, which motion was adopted by a unanimous

voice vote.

REQUEST OF E. L. AND O. S. MEEKS FOR A "SPECIAL USE *
PERMIT" FOR THE PURPOSE OF A LANDFILL ON THEIR * DENIED
PROPERTY LOCATED AT LEMON TREE ROAD (ROUTE 709) IN *
THE VINTON MAGISTERIAL DISTRICT *
Chairman Terry opened the floor for public comments and recognized
Mr. Meeks who advised that the purpose of this landfill is to fill in with
natural materials, a ravine approximately 100 feet deep between two hills in
order to create a more level ground space.
Chairman Terry recognized Mr. Cecil Bolinger who expressed his
opoosition to this request. He stated that in the past, debris has been spread
over the road because of trucks hauling to the regional landfill and dumps in
the area, and there is a constant struggle to keep the road in reasonably good

condition since the trucks tend to create problems for the road condition.
Chairman Terry then recognized Mr. Donald Fell who stated that
there is a subdivision in the planning and felt this landfill would not be in
the best interest of possible future owners of the proposed subdivision. Several
other residents of the area were also present in opposition to the request.

Chairman Terry asked Mr. Tim Gubala, County Planner, to come
forward to give his recommendation. He suggest that if a permit be granted,
it be for a period so that the hollow could be filled in with dirt and stumps
and that it be monitored to insure that only those materials be used to fill in.

RESOLUTION NO. 2495 ACCEPTING A CERTAIN PARCEL OF
REAL ESTATE FROM THE ROANOKE COUNTY SCHOOL BOARD AND AUTHORIZING
THE COUNTY ADMINISTRATOR TO DULY AUTHENTICATE SUCH ACCEPTANCE
AS MADE AND PROVIDED BY LAW

BE IT RESOLVED by the Board of Supervisors of Roanoke County as
follows:
1. That that certain parcel of real estate known as the Lloyd
property and containing 37.863 acres situate, lying and being in the
City of Salem, Virginia, having been offered by the School Board of
Roanoke County to be conveyed to the County of Roanoke in consideration
of $225,000.00 heretofore appropriated by the Board of Supervisors of
Roanoke County to the Roanoke County School Board as more fully set
forth in a resolution of the School Board of Roanoke County dated January
10, 1980, be and is hereby accepted.
2. That upon receipt of a duly executed deed from the Roanoke
County School Board conveying the hereinabove-mentioned real estate to
the Board of Supervisors of Roanoke County, the County Administrator is
hereby authorized to authenticate the acceptance thereof, as made and
provided by Section 15.1-286 of the Code of Virginia, 1950, as amended.

IN RE:
REPORTS AND REQUESTS OF DEPARTMENTS, OFFICERS AND COMMITTEES
At this point, Chairman Terry recognized County Administrator, William
F. Clark, who then presented a proposal for certain alternative insurance
coverage to employees not presently taking advantage of the $22.00 per month
contributed by the County toward hospitalization insurance. Mr. Clark suggested
that at least 15 employees sign up for anyone of the proposed policies; cancer
I
care, dental,income protection, etc. After some discussion by the Board,
Supervisor Myers moved that the report be accepted with the condition that at
least 20 employees sign up for anyone of the proposed policies, which motion
was adopted by the following recorded vote. The full report is filed with the
minutes of this meeting.

IN RE:
HOLLINS PUBLIC SAFETY BUILDING
County Administrator, William F. Clark, presented to the
Board a report regarding the style of the Hollins Public Safety Building and
future County Administrative center for the same site.
Chairman Terry then recognized Mr. Bob Frye and Mr. Dan Bolt
of the VVKR Partnership, who presented a sketch and plan for the new center and
Public Safety Building.
The Board received Mr. Clark's report and concurred with him
the style to be used in the future Administrative Center.
County Administrator Clark asked that the Board go into
Executive Session for legal matters, when convenient to the Board.

COUNTY ATTORNEY
James E. Buchholtz, County Attorney, asked that the Board go
into Executive Session to discuss a matter of litigation, when convenient to
the Board.

BE USED IN THE ROANOKE COUNTY JAIL UPON CERTAIN TERMS AND
CONDITIONS AND AUTHORIZING AND DIRECTING THE COUNTY ADMINISTRATOR
TO ENTER INTO A CONTRACT WITH THE SUCCESSFUL BIDDER
BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That that certain proposal of Fries Correctional Equipment
Company, Bromley, Kentucky, in the amount of $8,088 for 14 four man
dining/recreation tables to used in the Roanoke County Jail, upon all
and singular the terms and conditions of the invitation to bid, the
specifications of the County of Roanoke, Virginia, the bidder's proposal
and the provisions of this resolution be, and the same is hereby, ACCEPTED;
and
2. That the County Administrator be, and he is hereby, authorized
and directed to enter into contract with Fries Correctional Equipment
Company, Bromley, Kentucky, for said dining/recreation tables; and
3. That all other bids for the purchase of said dining/recreation
tables are hereby REJECTED and the County Clerk is directed to so notify
such bidders and express the County's appreciation for such bids.

BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That that certain bid of Hartwell Fence Company, Salem, Virginia,
in the amount of $4,960 for the furnishing and installation of fencing
for the Roanoke County Educational Center and Hidden Valley School
Ballfields, upon all and singular the terms and conditions of the invitation
to bid, the specifications of the County of Roanoke, Virginia, the
bidder's proposal and the provisions of this resolution be, and the same
is hereby, ACCEPTED; and
2. That the County Administrator be, and he is hereby, authorized
and directed to enter into contract with Hartwell Fence Company, Salem,
Virginia, for said fencing; and

3. That all other bids for the purchase of said fencing are hereby
REJECTED and the County Clerk is directed to so notify such bidders and
express the County's appreciation for such bids.

RESOLUTION NO. 2499 AUTHORIZING THE EXTENSION OF A CERTAIN
MAINTENANCE CONTRACT FOR SERVICING COUNTY RADIO EQUIPMENT AND

COUNTY TO EXTEND A CERTAIN EXTENSION AGREEMENT ON CERTAIN
TERMS AND CONDITIONS
BE IT RESOLVED by the Board of Supervisors of Roanoke County,

Virginia, as follows:
1. That that certain radio maintenance contract with Lucky's
Communications providing for the maintenance and servicing of all of the
County's radio equipment having heretofore been proposed by the Contractor
to be extended for one year commencing March 1, 1980, and ending February
28, 1981, at the monthly charge of $2,451.50 be, and the same hereby is,
accepted; and

2. That the County Administrator be, and he is hereby, authorized and
directed to execute on behalf of the County of Roanoke a certain extension
agreement with Lucky's Communications as hereinabove set forth upon form
approved by the County Attorney.

RESOLUTION NO. 2500 ACCEPTING A CERTAIN BID MADE TO THE
COUNTY OF ROANOKE FOR PRINTING TAX TICKETS UPON CERTAIN TERMS
AND CONDITIONS AND AUTHORIZING AND DIRECTING THE COUNTY
ADMINISTRATOR TO ENTER INTO A CONTRACT WITH THE SUCCESSFUL
BIDDER
BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That that certain bid of Standard Register, Roanoke, Virginia,
in the amount of $3,702.66 for the furnishing to the County 78,000
personal property and real estate tax tickets, upon all and singular the

terms and conditions of the invitation to bid, the specifications of the
County of Roanoke, Virginia, the bidder's proposal and the provisions of
this resolution be, and the same is hereby, ACCEPTED; and
2. That the County Administrator be, and he is hereby, authorized
and directed to enter into contract with Standard Register, Roanoke,
Virginia, for said tax tickets; and
3. That all other bids for the purchase of said tax tickets are
hereby REJECTED and the County Clerk is directed to so notify such
bidders and express the County's appreciation for such bids.

1. That that certain proposal of Harris Corporation, Rochester,
New York, to sell to Roanoke County nine portable radios at the total
price of $6271.29, upon all and singular the terms and conditions of the
invitation to bid, the specifications of the County of Roanoke, Virginia,

the bidder's proposal and the provisions of this resolution be, and the
same is hereby, ACCEPTED; and
2. That the County Administrator be, and he is hereby, authorized
and directed to enter into contract with Harris Corporation, Rochester,
New York, for said portable radios.

APPOINTMENTS:
Supervisor Matthews moved that Mr. Weldon Lawrence Jr., 1142 Ridgecrest
Drive, Hollins, Virginia, be appointed as a regular member to the Library Board
for a two-year term.

Supervisor Matthews moved that Mr. William L. Whitwell, 1108 Ridgecrest
Drive, Hollins, Virginia, be appointed as a regular member to the Planning
Commission.
Chairman Terry recommended that Supervisor Paul B. Matthews, be app-
ointed as a regular member to the Fifth District Planning Commission to fill
the remainder of the term for R. Wayne Compton who resigned upon his election
as Commissioner of Revenue.
All ~ppointments were approved by a unanimous voice vote.

ORDINANCE NO. 2476 ABOLISHING THE FINANC[ BOARD AND VESTING THE
BOARD OF SUPERVISORS WITH ALL AUTHORITY, POWERS AND DUTIES OF
THE FINANCE BOARD AND PROVIDING FOR AN EMERGENCY

BE IT ORDAINED by the Board of Supervisors of Roanoke County as
follows:
1. That pursuant to Section 58-940 of the Code of Virginia of
1950, as amended, the Finance Board directed to be created for the
County of Roanoke is hereby abolished; and

2. That the Board of Supervisors~ the governing body of Roanokef
County~ is hereby vested with all the authority~ powers and duties
formerly vested in the Finance Board as made and provided by law; and
3. That in order to appropriately organize a new government for

the County of Roanoke~ an emergency is declared to exist in order that
this ordinance shall be immediately effective upon its passage; and
4. That an attested copy of this ordinance be forthwith transmitted
to the Circuit Court of Roanoke County, Virginia.

RESOLUTION NO. 2502 ACCEPTING THE EMPLOYEES OF THE SEVERAL
CONSTITUTIONAL OFFICES OF THE COUNTY OF ROANOKE INTO THE PAY
AND CLASSIFICATION PLAN AND THE PERSONNEL-MANAGEMENT RELATIONS
SYSTEM OF THE COUNTY OF ROANOKE
BE IT RESOLVED by the Board of Supervisors of Roanoke County as
follows;

1. That the employees of the Treasurer, Commissioner of the
Revenue, the Sheriff and the Commonwealth's Attorney, each of said
elected officers having heretofore requested in writing that their
employees be accepted into the pay and classification plan and the
personnel-management relations system of the County of Roanoke, as fully
set-forth in Chapter 13 of the Roanoke County Code~ be and such employees
hereby are accepted into the pay and classification plan and the personnel-
management relations system of the County of Roanoke; and
2. That all and singular the terms, provisions and conditions of
the pay and classification plan and the personnel-management relations
system of the County of Roanoke as fully set-forth in Chapter 13 of the
Roanoke County Code shall from and after the adoption hereof be applicable
to each of the employees of the aforesaid offices; provided, however

that the elected officers in each said office and the Deputy ':_'reasurer,
the Deputy Commi~sioner of the Revenue, and the Chief Deputy Commonwealth's
Attorney shall be and remain unclassified employees; and
3. That a~ attested copy of this resolution be forthwith transmitted
to each of the aforesaid constitutional officers.

IN RE: REPORTS AND INQUIRIES BY BOARD MEMBERS
Supervisor Park handed Administrator Clark a letter and petition he
had received from residents of the Hampden Hills area regarding the problem
of unleashed dogS running in the neighborhood and requesting the County to
enforce the leash ordinance in that area.
Supervisor Park also stated that trailer permits which are due for
renewal every two years, in his opinion, should not be required by the owners
to be re-advertised and brought before the Board as a public hearing. He
suggested that the Planning and Zoning Department check to see if the owners
have complied with the ordinance and if so to renew the permit administratively
without the necessary steps being taken for renewals. He felt by requiring
advertisement, it is an expensive and unnecessary step to be taken by the
owners, especially since the Board rarely turns down a renewal permit.
Chairman Terry recognized County Planner, Tim Gubala, who stated
that Mr. Claude Lee, Zoning Inspector, physically checks the sites of owners
applying for a renewal to see if they are complying with the ordinance and
makes a report on same. Mr. Gubala offered to make a study and report within
a month on this situation.
At this point Mr. Park asked for Executive Session to discuss a
matter of real estate.
Supervisor Myers read aloud a resolution, No. 2505, commending Mr.
Harry T. Layman for his service as a member and as Vice-Chairman of the Board
of the Roanoke County Public Service Authority.
On motion of Supervisor Myers and adopted by a unanimous voice vote.
Supervisor Myers also asked for an Executive Session.
Supervisor May Johnson read aloud a resolution, No. 2506, commending
Mr. C. F. Birkhoff for his service as a member of the Board of Roanoke County
Public Service Authority.
On motion of Supervisor Johnson and adopted by a unanimous voice vote.
At 8:25 p.m. on motion of Supervisor Park, the Board went into
Executive Session to discuss personnel, legal and real estate matters.
