SUMMARY OF INFORMATION:
The Roanoke County Police Department has received the 2006 Governor's
Transportation Safety Award in the Impaired Driving Category in recognition of the
department's program for the prevention of driving under the influence (DUI), These
awards are given each year by the Virginia Transportation Safety Board to honor
individuals and organizations for their outstanding transportation safety contributions.
The award was presented to the department on May 10, 2006, at the annual conference
on traffic safety held at Virginia Tech. Chief Ray Lavinder, Assistant Chief Donna
Furrow, Sergeant Tim Wyatt, and Elmer Hodge attended the conference and accepted
the award.
The Police Department has been very proactive in its approach to DUllaw enforcement.
In the past, the department focused its efforts on major roadways using DUI sobriety
checkpoints. However, statistics indicated a need to also target secondary and
residential roads as well as the Blue Ridge Parkway. The department developed four
initiatives to address these needs.
The first initiative was extended DUI training for off jeers that included enhanced,
standardized field-sobriety testing classes; a two-hour sobriety checkpoint class; and
line-up DUf training. The second initiative was comprised of 17 DUI checkpoints on the
Blue Ridge Parkway some of which were conducted jointly with the National Parks
Service. These checkpoints were aimed at motorists who routinely use the Parkway to
avoid police and police checkpoints. The third initiative was a three-part program called
Operation Daily Watch that was designed to provide targeted speed, DUl, and other
violation enforcement on secondary and residential roads not typically saturated with
patrols. The final initiative was a series of seven sobriety checkpoints conducted in
November and December to combat the high incidence of DUI during the holiday
season. These checkpoints were located on routes typically used by teen drivers or on
rural and neighborhood roads.
Chief Ray Lavinder will attend the Board meeting to receive the recognition. Also
expected to attend are Lieutenant Mike Warner and Sergeant Tim Wyatt.

SUMMARY OF INFORMATION:
Police Sergeant Tim Wyatt has received the 2006 Governor's Transportation Safety
Award in the Youth Safety Category, which recognizes Sergeant Wyatt's multi-faceted
approach to promoting traffic safety primarily among the County's young-adult
population. These awards are given each year by the Virginia Transportation Safety
Board to honor individuals and organizations for their outstanding transportation safety
contributions. The award was presented to Sergeant Wyatt on May 10, 2006, at the
annual conference on traffic safety held at Virginia Tech. In addition to Sergeant Wyatt,
Chief Ray Lavinder, Assistant Chief Donna Furrow, and Elmer Hodge also attended the
conference.
Sergeant Wyatt, as supervisor of the County's student resource officers, has developed
the Why Math Matters program. This approach teaches teens traffic safety awareness
using math and physics that meets SOL guidelines, thereby making the program widely
accepted by the school system. This program has been so successful that Sergeant
Wyatt is developing another version for use with youth groups and their families.
As supervisor of the County's Checkpoint Strike Force effort, Sergeant Wyatt initiated
seven sobriety checkpoints in November and December to target impaired driving
during the holiday season on routes typically driven by teen drivers. As part of the
program, a County ambulance was converted into a command center and storage unit
for officers.
Sergeant Wyatt also instituted the Saved by the Belt/Bag Club to identify individuals
whose lives were saved or whose injuries were reduced because proper occupant
protection devices were utilized. This program promotes public awareness of the
importance of correctly using safety belts, air bags, and child safety seats and has
received extensive media coverage.
Sergeant Wyatt will attend the Board meeting to receive the recognition. Also expected
to attend are Chief Ray Lavinder and Lieutenant Mike Warner.

SUMMARY OF INFORMATION:
The Colonial Avenue, Route 720, road improvement project (0720-080-299, P-101, R-201,
C-501) was placed in the Secondary Roads System Six-Year Improvement Plan
approximately ten years ago and was priority number three (3) in the recently approved
fiscal years 2006-2012 plan. The purpose of this project is to bring a section of Colonial
Avenue (from near the intersection at Penn Forest Boulevard, Route 687, to Electric Road,
Route 419) up to current design standards and to replace the existing bridge over a branch
of Mudlick Creek with a pipe.
As proposed, Colonial Avenue, an urban minor arterial, will be widened from its current 20
feet to 24 feet. The road will have shoulders that are eight feet wide, four feet of which will
be paved. A distinguishing feature of this project is the proposed roundabout at the
intersection of Colonial Avenue and Penn Forest Boulevard. This traffic management
feature was subsequent to comments received from the design public hearing and should
address the needs of this particular intersection and corridor. VDOT has noted that as part
of this project, it may become necessary to temporarily close a section of Colonial Avenue
and a section of Penn Forest Boulevard.
VDOT held a design public hearing for this project on October 24, 2005. This was just one
of numerous meetings that has been held between VDOT staff, Roanoke County staff, and
interested citizens. Approximately thirty (30) people attended the October 2005 hearing,
with many of those providing comments to VDOT staff. VDOT staff feels they have
adequately addressed these concerns and that the project as submitted to the County
(including the roundabout at the Penn Forest Boulevard and Colonial Avenue intersection)
is the best possible design for the situation.
The anticipated schedule for the project, assuming that the County approves the resolution
in support of the project, is to begin right-of-way acquisition in late 2006 and to advertise to
accept bids from contractors for construction in late 2008, with construction planned to
begin in spring 2009.
FISCAL IMPACT:
The total project cost is estimated to be $5 million. This allocation is funded in the County's
Secondary Roads Six-Year Improvement Program with state and federal funds; there is no
County allocation to this project.
ALTERNATIVES:
1. Approve a resolution supporting the Virginia Department of Transportation project 0720-
080-299, P-1 01, R-201, C-501 (Colonial Avenue, Route 720), thereby allowing the
project to go to the next phase and come to completion.
2. Do not approve a resolution in support of the Virginia Department of Transportation
project 0720-080-299, P-101, R-201, C-501 (Colonial Avenue, Route 720), thereby
prohibiting the project from proceeding to the next phase.
STAFF RECOMMENDATION:
Staff recommends Alternative 1.

WHEREAS, the Virginia Department of Transportation held a design public
hearing on October 24, 2005 for the purpose of soliciting public comments on the
proposed improvements to Colonial Avenue (Route 720); and
WHEREAS, the Virginia Department of Transportation feels they have
adequately addressed the public comments as submitted to them for this project; and
WHEREAS, the Board of Supervisors does hereby approve and support the
improvements as proposed to Colonial Avenue (Route 720) as outlined in Roanoke
County's Secondary Roads System Six~ Year Improvement Plan for Fiscal Years 2006 -
2012.
NOW, THEREFORE, BE IT RESOLVED, that a certified copy of this resolution
duly attested be forthwith forwarded to the Virginia Department of Transportation, Salem
Residency Office, by the Clerk to the Board of Supervisors.

SUMMARY OF INFORMATION:
During the recent budget presentations, there was discussion regarding the current staffing
and space issues at the County garage. The garage, built in the 1980's and located on
Market Street in Salem, services almost all of the County fleet of 491 vehicles. This
includes passenger cars, ambulances, and heavy trucks. Some specialty work on fire and
rescue and solid waste vehicles is still outsourced, although those repairs are also tracked
in the garage's software system. When the Western Virginia Water Authority (WVWA) was
created in July 2004, the County offered to also provide service for those vehicles. The
Authority currently operates 219 vehicles, bringing the total serviced by the County garage
to 710. The garage itself has a shop space of only 4,300 square feet with four bays for
vehicle repair. There are 5 full-time and one part-time mechanic; a part time data entry
clerk; an office support specialist; and the fleet manager.
Due to the configuration of the property where the garage is currently located, a lot of time
is devoted to moving vehicles around in order to have them serviced. The parking lot is
always crowded, and some vehicles are parked on the street and at the vacant property
next door. Additionally, when vehicles are broken down for major repairs, bay space is
unavailable for regular maintenance and smaller repairs. This has resulted in a loss of at
least 15% efficiency according to a report done for General Services by Chatham
Consulting in December, 2005. That report also estimated that based on the number of
vehicles serviced, the garage should have between 9 and 11 full time mechanics and

between 13 and 16 bays, depending on how much work is done in-house. Twenty-five
percent of the work currently done at the garage is performed for the WVW A. If the County
did not service those vehicles, we would still need an additional 2 to 4 mechanics and 3 to 6
bays.
The stress level at the current facility is high and in order to service the fleet, the Fleet
Manager spends much time on the floor helping to work on vehicles, necessitating after
hours and weekend time to catch up on the necessary paperwork, particularly involving
updating of the repair records for accurate billing to the departments. Additionally, the
garage has overrun its overtime budget by 14% through the month of April and we are
beginning to experience turnover, which in an operation this small causes a serious impact
on service delivery.
A new County garage is at the top of the CIP list approved by the CIP committee and the
Board of Supervisors. The Board also agreed during the budget work session that a
temporary satellite facility is necessary to immediately address the inefficiencies of the
current facility and the stress on the employees. Maintenance of the County fleet,
particularly public safety vehicles, is critical to County operations and the safety and
security of employees and citizens. Staff atthe garage has a 99.9% satisfaction rating from
its users; but in order to maintain this level of service, something needs to be done
immediately to address crowding and overtime issues. The WVWA executive directors
have indicated support of the County garage and a willingness to enter into a long term
contract when a new garage is built.
A copy of the business plan and cost figures for the new facility is attached. The equipment
will generally be movable to the permanent building when it is constructed.
Staff has located a suitable building for a satellite operation on Carolina Avenue in Salem, a
few blocks from the current facility. It has three overhead doors and has been used as a
vehicle repair facility until recently. There is office space, room for parking, restrooms, and
storage space. The total area of the building is 2,880 square feet, and it is available
immediately at a rent of $1,350 per month. This building will allow the garage staff to
perform regular preventative maintenance service on light vehicles, such as police cars and
other sedans, quickly and efficiently without interfering with the heavy truck and other repair
work. This will also allow the garage to provide increased service on the solid waste fleet at
the Market Street facility, increasing revenue and improving turnaround time. The lease
agreement is for one year, with a one year extension and month to month thereafter.
The garage, while charging fees for service, is not a true enterprise fund. It is supported
not only through charges to the departments and to the WVWA, but also through the
general fund. This keeps the labor rates at the facility below the prevailing market rates,
and it is generally set up to break even. However, for the past several years, it has made a
profit, and the Finance Department anticipates a surplus of $70,000 for the current fiscal
year. These funds will be used for the equipment for setting up the new facility. Future
surplus funds from the labor rates will fund the increased staffing necessary for the
increased workload.

FISCAL IMPACT:
The rent for the satellite facility is $16,200 annually and it is anticipated that the County will
need the building for at least two years until a new garage is constructed. Funding is
available in the garage budget.
ALTERNATIVES:
1. Approve the first reading of the ordinance and waive the second reading so that lease
negotiations can be concluded and the facility can be up and running as soon as
possible.
2. Do not approve the first reading. Without the additional facility and staffing, the garage
will be unable to continue supporting the operations of the WVWA. The WVWA does
have the option of using the City of Roanoke's garage or private vendors to service its
fleet. Turnaround time for repairs at the garage will also increase because long term
reliance on overtime is not a realistic option.
STAFF RECOMMENDATION:
Staff recommends Alternative 1. This will be a good interim solution until plans for a new
County garage facility can be finalized.

County Garage Satellite Operation
Business Plan
Mission Statement
The purpose of the Garage Satellite is to provide much needed repair capacity and
alleviate gridlock at the main fleet repair facility at 622 S. Market St. It will also allow the
Garage to "gear up" for the new facility by hiring, training and equipping 3 mechanics.
Introduction
The Garage currently is struggling to maintain the County and WVWA Fleets out of the
4 bay, 5 lift facility in Salem. There are currently 5 full-time mechanics, an office support
specialist, a part-time mechanic and data entry clerk. Based on Chatham Consultants
recommendations we should have at least 9 mechanics and 14 bays for a fleet of over
700.
Functional Description
The satellite garage will be designated primarily for PM service, light repairs, light
vehicle tire work, and front-end alignments. Virtually all of the equipment will be
relocated to the new facility once built. Moving the majority of the light duty PM work to
the satellite facility will help alleviate gridlock at the main garage due to the high volume
and quick turnover of PM work.
OrQanization & Personnel
The Garage satellite will be a direct subsidiary of the main County Garage. The Fleet
Manager will oversee all operations, including scheduling, staffing, records
management and billing. However there will be an on-site supervisor (Lead Mechanic)
at the satellite,
OperatinQ Procedures
Actual hours of operation and shop procedures will be targeted to the needs of the
customers. Customers will call the garage main number when requesting repairs or
service and referred as needed to the satellite. Initially hours of operation will be as
follows:

The satellite garage will service customers from WVWA, Explore Park and the County.
The facility will be equipped to service cars and light trucks and therefore will handle
quite a few police patrol cars, and any other cars used by a variety of departments.
Light duty pickups may be run through as the need arises.
Pricing
PM services and minor repairs will be priced just like the main garage and all work will
be entered in the FASTER System. Billing will be done by the main garage.
Financial
The initial startup cost will be covered by Garage surplus. As can be seen from the
financial projections spreadsheet, it is anticipated that the operation will operate at a
slight deficit but this will be absorbed in the overall Garage budget. It is anticipated that
new efficiencies will result in an increased accountability at the main Garage and a
corresponding increase in billable hours.

WHEREAS, the County of Roanoke seeks to rent a facility for garage purposes

SUMMARY OF INFORMATION:
The County of Roanoke owns and/or rents several sites around the Roanoke Valley for the
purpose of maintaining towers and antennae for its public safety radio communications
system. The tower sites are part of a regional system that also serves the City of Roanoke
and the Town of Vinton. One of the tower sites is on Tinker Mountain in Botetourt County,
on property owned by Lee C. Hartman, Jr. This site, which has been used by the County
for over a decade, is important for reaching certain parts of the Valley and also helps to
provide back-up capabilities for the system.
The County is currently paying Mr. Hartman $3,400 per year rent based on a lease which
expires on June 30, 2006. Staff has negotiated a new lease with Mr. Hartman with the
following terms:
. Four year lease begins July 1, 2006, at a rate of $3,500 per year for the first year
. The rent increases by 5% each year thereafter for a rate of $3,675 in 2007; $3,858 in
2008; and $4,050 in 2009
FISCAL IMPACT:
The total cost of this lease over the next four years is $15,083. Funding is available in the
E-911 maintenance account.
STAFF RECOMMENDATION:
Staff recommends that the Board approve the first reading of the attached ordinance and
schedule the second reading for June 27, 2006.

FIRST READING OF AN ORDINANCE APPROVING A LEASE FOR
THE TINKER MOUNTAIN TOWER SITE
WHEREAS, the County of Roanoke rents a site is located on Tinker Mountain in
the County of Botetourt, Virginia, on property owned by Lee C. Hartman, Jr., for the
purpose of maintaining towers, antennae, and equipment buildings for the operation of
its public safety radio communications systems, said property being designated upon
the Botetourt County Land Records as Tax Map No.1 06-45; and,
WHEREAS, the County of Roanoke has leased this site for over a decade to
provide E911 coverage to critical areas and to provide back-up capabilities for the public
safety system; and,
WHEREAS, the most recent lease term has expired and staff has negotiated with
the property owner for a new lease of this site; and,
WHEREAS, the provisions of Section 18.04 of the Charter of Roanoke County
require that the acquisition of any interest in real estate, including the lease of real
property, shall be accomplished by ordinance; the first reading of this ordinance was
held on June 13, 2006, and the second reading of this ordinance was held on June 27,
2006.
NOW, THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That the lease of a parcel of land from Lee C. Harman, Jr., consisting of
0.0363 acre, more or less, as shown on Exhibit A attached hereto, together with the
non~exclusive right of ingress, egress and regress from Tinker Top Road (Frontage

Road) over the existing gravel access and private driveway to the site, for an initial term
effective as of July 1, 2006, through June 30, 2010, at an annual rental of Three
Thousand Five Hundred Dollars ($3,500.00), with an increase of five (5%) each year in
the annual rental rate, is hereby authorized and approved.

SUMMARY OF INFORMATION:
Charles S. Palmer of C.F.G. Corporation has requested the vacation of the slope easement
shown on the Lost Mountain Subdivision that was dedicated by the plat of record in Plat
Book 10, Page 55, to the Board of Supervisors of Roanoke County located adjacent to the
intersection of Split Rail Lane (Rte. No. 1966) and Lost Drive (Rte. No. 1958). The slope
easement currently prohibits placement of a proposed conventional drainage field suitable
for a three bedroom house on the subject lot. Since the easement is platted within lot 21 of
the Lost Mountain plat, all of the easement would transfer to the said petitioner. There are
no adjoining landowners or other persons that will be affected by this action.
No existing utilities are present within the easement. The Virginia Department of
Transportation (VDOT) has been notified of the vacation of the slope easement and has no
objections.
Pertinent information is shown on Exhibit A, which is attached hereto and titled "PLAT
SHOWING SLOPE EASEMENT - TO BE VACATED BY BOARD OF SUPERVISORS
ROANOKE COUNTY, VIRGINIA".

ORDINANCE AUTHORIZING THE VACATION OF A SLOPE EASEMENT

WHEREAS, the plat of Lost Mountain Subdivision prepared by Jack G. Bess, dated
November 21, 1985, recorded in the Clerk's Office of the Circuit Court of Roanoke County,
Virginia, in Plat Book 10, page 55, ("the Lost Mountain Plat") established a slope easement
of variable width along the front and side lot line of Lot 21; and,
WHEREAS, Charles S. Palmer of C.F.G. Corporation has requested the vacation of
this slope easement since it prohibits the placement of a proposed conventional drainage
field suitable for a three bedroom house on the subject lot; and
WHEREAS, no other property owner will be affected by the vacation of this slope
easement and the Virginia Department of Transportation has reviewed and approved this
slope easement vacation; and
WHEREAS, the developer, as the Petitioner, has requested that, pursuant to
915.2-2272 of the Code of Virg inia (1950 r as amended), the Board of Supervisors of
Roanoke County, Virginia, vacate this slope easement located on Lot 21 and designated on
the plat of Lost Mountain Subdivision, Plat Book 10, Page 55; and,
WHEREAS, this vacation will not involve any cost to the County and the affected
County departments have raised no objection; and,
WHEREAS, notice has been given as required by 915.2-2204 ofthe Code of Virginia
(1950, as amended).
THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That pursuant to the provisions of Section 18.04 of the Roanoke County Charter,
the acquisition and disposition of real estate can be authorized only by ordinance. A first
reading of this ordinance was held on June 13, 2006, and a second reading and public
hearing of this ordinance was held on June 27,2006.
2. That pursuant to the provisions of Section 16.01 of the Roanoke County Charter,
the subject real estate (slope easement) is hereby declared to be surplus and the nature of
the interest in real estate renders it unavailable for other public use.
3. That this slope easement of variable width being designated and shown as
"SLOPE EASEMENT TO BE VACATED" on Exhibit "A" attached hereto prepared by the
Roanoke County Department of Community Development dated May 30, 2006, said slope
easement being located along the front and side lot lines of Lot 21 (Tax Map No. 84.04-2-
21) located at the intersection of Split Rail Lane and Lost Drive and having been dedicated
on the subdivision plat of Lost Mountain Subdivision recorded in the aforesaid Clerk's Office
in Plat Book 10, page 55, in the Cave Springs Magisterial District of the County of Roanoke,
be, and hereby is, vacated pursuant to 915.2-2272 of the Code of Virginia,1950, as
amended.
4. That all costs and expenses associated herewith, including but not limited to
publication, survey and recordation costs, shall be the responsibility of the Petitioners.
5. That the County Administrator, or any Assistant County Administrator, is hereby
authorized to execute such documents and take such actions as may be necessary to

accomplish the provisions of this ordinance, all of which shall be on form approved by the
County Attorney.
6. That this ordinance shall be effective on and from the date of its adoption, and a

SUMMARY OF INFORMATION:
In June 2005, the Board adopted an ordinance to increase its salaries pursuant to the
provisions of Section 15.2-1414.3 of the 1950 Code of Virginia, as amended. This section
of the State Code and Section 3.07 of the County Charter require that any increase in
Supervisors' salaries be accomplished by ordinance after public hearing between May 1
and June 30. Any increase is limited to an annual five (5%) percent inflation factor.
The first reading of this proposed ordinance was held on June 13, 2006; the second
reading and public hearing is scheduled for June 27, 2006.
The current salary for Board members is $14,816. There is an additional annual
compensation for the Chairman of the Board at $1,800 and for the Vice-Chairman at
$1,200.
This ordinance increases salaries by 4%.
FISCAL IMPACT:
A 4% increase would cost $2,963.20 ($592.64 each). The new salary for each Board
member would be $15,408.64.

WHEREAS, Section 15.2~1414.3 of the 1950 Code of Virginia, as amended,
establishes the annual salaries of members of boards of supervisors within certain
population brackets; and
WHEREAS, the Board of Supervisors of Roanoke County, Virginia, has
heretofore established the annual salaries of Board members at $14,816 by Ordinance
062805-11 and further has established the additional annual compensation for the
chairman for the Board to be $1,800 and for the vice-chairman of the Board to be
$1,200; and
WHEREAS, this section provides that the maximum annual salaries therein
provided may be adjusted in any year by an inflation factor not to exceed five (5%)
percent; and
WHEREAS, the first reading on this ordinance was held on June 13, 2006; the
second reading and public hearing was held on June 27,2006.
NOW, THEREFORE, it is hereby ORDAINED by the Board of Supervisors of

The 2006 session of the Virginia General Assembly adopted Senate Bill 85 which
excluded from the sales price of meals all gratuities or service charges for
purposes of calculating the sales and use tax and the local tax on meals. This
legislation provided that mandatory service charges or gratuities in excess of
20% would still be subject to the sales and use tax and the local meals tax.
Therefore, it is necessary to amend the applicable provision of the County Code
in order to conform it to this State enabling legislation.
STAFF RECOMMENDATION:
Staff recommends that the Board approve the first reading of the attached
ordinance and set the second reading for June 27, 2006.

Where a purchaser provides a tip or gratuity for an employee of a seller, and the
amount of the tip/gratuity is wholly in the discretion of the purchaser, the tip/gratuity is
not subject to the tax imposed by this article, whether paid in cash to the employee or
added to the bill and charged to the purchaser's account, provided in the latter case, the
full amount of the tip/gratuity is turned over to the employee by the seller.
An amount or percent, whether designated as a tip, gratuity or service charge,
that is added to the price of the food and beverages by the seller, and required to be
paid by the purchaser that exceeds twenty percent (20%) of the sales price, is a part of
the selling price of the food and beverages and is subject to the tax imposed by this
article.
2. That this ordinance shall be in effect from and after July 1, 2006.

RESOLUTION EXPRESSING THE APPRECIATION OF THE BOARD OF
SUPERVISORS OF ROANOKE COUNTY TO NANCY S. MACKECHNIE,
LIBRARY SERVICES, UPON HER RETIREMENT AFTER FIVE YEARS OF
SERVICE
WHEREAS, Nancy S. MacKechnie was first employed by Roanoke County on April
2,2001, as Hollins Branch Librarian; and
WHEREAS, during her tenure as Branch Librarian, Ms. MacKechnie demonstrated
the highest standards of professionalism and positive customer service; and
WHEREAS, Ms. MacKechnie also acted as both mentor and leader to her staff,
encouraging them to meet and surpass citizens' expectations of service, to provide a
diverse collection of materials, to create interesting and content-rich courses in public
instruction, and to be an information resource to the community; and,
WHEREAS, Ms. MacKechnie's actions and those of her staff earned the respect,
affection, and appreciation of citizens, businesses, and colleagues; and
WHEREAS, Ms. MacKechnie oversaw the extensive reorganization and
refurbishment of the Hollins Branch Library, demonstrating care and thoughtful decision-
making, which helped to restore the library to a bright and appearing environment for
patrons; and,
WHEREAS, Ms. MacKechnie retired from Roanoke County on June 1, 2006, after
five years and two months of service; and
WHEREAS, Ms. MacKechnie, through her employment with Roanoke County, has
been instrumental in improving the quality of life for its citizens.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke
County expresses its deepest appreciation and the appreciation of the citizens of Roanoke
County to NANCY S. MACKECHNIE for more than five years of capable, loyal, and
dedicated service to Roanoke County; and
FURTHER, the Board of Supervisors does express its best wishes for a happy and
productive retirement.

SUMMARY OF INFORMATION:
Roanoke County schools requests that the Board appropriate the following funds:
1. Roanoke County Schools and Virginia Western Community College (VWCC) have an
agreement whereby the college provides college level courses in English, US History,
and certain vocational subjects. The courses are taught by Roanoke County teachers
who meet the college's criteria for adjunct professors. Monies that have been collected
exceed the expenses; therefore, a request for appropriation of additional funds is
necessary. Roanoke County Schools collected $84,210 in tuition from 923 students.
VWCC reimbursed $153,463.21 for services rendered. The school division owes
VWCC $204,617.62 for tuition, technology and college service fees. The difference
between what was collected and what was spent is $33,055.59.
2. Since the inception of student industry certification testing, the cost of tests has been
the responsibility of the individual students and/or the local school system. The 2005
General Assembly appropriated funds to reimburse the students and school system for
the expense. Roanoke County Schools is requested $2,878.40 in reimbursements.
FISCAL IMPACT:
The instructional budget will be increased by $33,055.59.
The Career and Technical Education budget will be increased by $2,878.40.

SUMMARY OF INFORMATION:
Subsequent to adjacent property owners' request, County staff has worked with the Virginia
Department of Transportation (VDOT) staff to extend the state maintained portion of Wilson
Mountain Road, Route 819, to a proposed cul-de-sac. The extension will be from the
existing end of state maintenance to the end of the proposed cul-de-sac, approximately
0.04 miles in length.
Note that acceptance of real estate to obtain the necessary right-of-way for the roadway
improvements was approved by the Board of Supervisors on February 14, 2006 (Action #A-
021406-3. F).
FISCAL IMPACT:
No additional County funding is required. Funding was allocated to this VDOT revenue
sharing project in fiscal year 1999-2000.
STAFF RECOMMENDATION:
Staff recommends that the Board approve a resolution to VDOT requesting that they accept
a portion of Wilson Mountain Road, Route 819, into the secondary road system.

WHEREAS, the street described on the attached Addition Form LA-5(A), fully
incorporated herein by reference, is shown on plats recorded in the Clerk's Office of the
Circuit Court of Roanoke County,
NOW, THEREFORE, BE IT RESOLVED, this Board requests the Virginia
Department of Transportation to add the street described on the attached Additions Form
LA-5(A) to the Secondary System of State Highways, pursuant to Section 33.1-229, Code
of Virginia, and the Department's Subdivision Street Requirements, and:
BE IT FURTHER RESOLVED, this Board guarantees a clear and unrestricted right-
of-way, as described, and any necessary easements for cuts, fills and drainage, and
BE IT FURTH ER RESOLVED that a certified copy of this resolution be forwarded to
the Residency Administrator for the Virginia Department of Transportation.

Additional technology trust funds, representing fees collected by the Roanoke County
Circuit Court Clerk's office, have been received from the state in the amount of $56,092.05.
These additional funds have been earmarked for the purpose of purchasing software,
hardware, maintenance, and related upgrades to the indexing software utilized by the
courts. These funds need to be appropriated to the Clerk of Circuit Court so that the
necessary computers and equipment can be purchased.
FISCAL IMPACT:
There is no fiscal impact; 100% state funds.
STAFF RECOMMENDATION:

SUMMARY OF INFORMATION:
In the past, the prosecution of criminal cases, including traffic infractions, misdemeanors,
and preliminary hearings of felony cases, for the Town of Vinton were heard in the Vinton
municipal building. Beginning July 1, 2004, the judges of the General District Court wanted
these cases heard in the Roanoke County courthouse in the City of Salem. This eliminated
the need for the judges, clerks, and sheriff's deputies to travel to Vinton for these cases. In
addition, by staying in the Roanoke County courthouse, the clerks had available computer
access.
While the cases were in Vinton, they were handled by the Town's Attorney; however with
the move to the County Courthouse, the travel became prohibitive for the Town Attorney.
The Town of Vinton approached the County Commonwealth's Attorney's, Randy Leach,
about handling the Town cases through his office. An agreement was reached to provide
these services to the Town for $6,000 annually beginning July 1,2004. This money is paid
as a salary supplement to the four Assistant Commonwealth's Attorneys, who added these
cases to their existing workload.
The arrangement has worked well for both parties, and they would like to renew the
contract again, for the year beginning July 1, 2006, with the same terms.
FISCAL IMPACT:
The Town will pay the County $6,000 to provide legal services for the 2006-2007 fiscal
year. This money will be paid to the four Assistant Commonwealth's Attorneys as a
supplement of $53.60 per pay period. The $6,000 will also cover the employer portion of
the FICA tax for these employees.
STAFF RECOMMENDATION:
Staff recommends the following:
1. Approve the attached contract for the County Commonwealth's Attorney Office to
provide legal services to the Town of Vinton for the 2006-2007 fiscal year
2. Appropriate revenue of $6,000 from the Town of Vinton; and appropriate increased
expenditure of $6,000 for salary supplements and FICA for the Commonwealth's
Attorney's Office in 2006-2007.
CONTRACT FOR PROFESSIONAL LEGAL SERVICES
BE IT KNO\VN THAT this agreement is entered into by and between the Town of Vinton,
Virginia (hereinafter sometimes referred to as "Town") and Roanoke County Commonwealth's
Attorney (hereinafter sometimes referred to as "Counsel").
Counsel hereby agrees to furnish the following services:
Representing the Town in the prosecution of criminal cases, including but not limited to traffic
infractions, misdemeanors, civil and mental hearings, and preliminary hearings of felony cases,
as well as cases in Juvenile and Domestic Relations Court, and in the Court of Appeals of
Virginia on petitions for writ of error. Counsel will also act as a legal advisor on criminal issues
for the local law enforcement (Town of Vinton Police Department).
The scope of this contract does not include litigation or proceedings arising out of or involving
tort or worker's compensation.
These legal services are to be provided under the immediate supervision of the Roanoke County
Commonwealth's Attorney, Edwin Randy Leach, III.
In consideration of services described hereinabove, the Town hereby agrees to pay the Counsel
$6,000 per annum to be used as follows:
1. Each of the four attorneys listed in Attachment A will receive a pay supplement of $53,60
per pay period. Based on 26 pay periods per year, this amounts to an annual supplement
of$1500 each (including the employer portion of FICA tax at $4.10 per pay period).
2. Any amounts remaining, due to turnover in the office, may be used by Counsel for other
office expenses, related to Vinton cases.
Upon execution of the contract, the Town should mail a check in the amount of $6,000 to the
County of Roanoke, Attention Ms. Diane D. Hyatt, PO Box 29800, Roanoke, VA 24018.
At least semi-annually, Council will provide a summary of cases handled by Council, showing a
breakdown of the cases handled on behalf of the Town of Vinton.
The County of Roanoke will include the pay supplement on the County payroll checks for the
attorneys listed on Attachment A. Any change in attorneys will require an amendment to
Attachment A, which will need to be signed by the County Chief Financial Officer, in order to
insure that the payroll change is made. A copy of this amendment will by mailed to the Town of
Vinton, Attention Mr. Kevin Boggess, 311 South Pollard Street, Vinton, VA 24179.
This contract is for a one year period only, commencing July 1, 2006 and ending on June 30,
2007. This contract may be renegotiated on an annual basis, This contract should be
renegotiated thirty days before the beginning of the new fiscal year in order to insure the
continuation of the payroll supplement to the individual attorneys.
All records, reports, documents and other material delivered or transmitted to Counsel by Town
shall remain the property of Town, and shall be returned by Counsel to Town, at Counsel's
expense, at termination or expiration of this contract. All records, reports, documents, pleadings,
exhibits or other material related to this contract and/or obtained or prepared by Counsel in
connection with the performance of the services contracted for herein shall become the property
Town, and shall, upon request, be returned by Counsel to Town, at termination or expiration of
this contract.
The Town and Counsel acknowledge and agree that the Department of Justice has the right to
review all records, reports, worksheets or any other material of either party related to this
contract. The Town and Counsel further agree that they or either of them will furnish to the
Department of Justice, upon request, copies of any and all records, reports, worksheets, bills,
statements or any other material of Counsel or Town related to this contract.
Counsel agrees to abide by the requirements of the following as applicable: Title VI and VII of
the Civil Rights Act of 1964, as amended by the Equal Opportunity Act of 1972, Federal
Executive Order 11246, the Federal Rehabilitation Act of 1973, as amended, the Vietnam Era
Veteran's Readjustment Assistance Act of 1974, Title IX of the Education Amendments of 1972,
the Age Act of 1975, and counsel agrees to abide by the requirements of the Americans with
Disabilities Act of 1990.
Counsel agrees not to discriminate in its employment practices, and will render services under
this contract without regard to race, color, religion, sex, national origin, veteran status, political
affiliation, or disabilities.

and to be good citizens; and

SUMMARY OF INFORMATION:
At the work session on February 28, 2006. the Length of Service Awards Program
(LOSAP) Board of Trustees discussed that the original LOSAP program was developed as
a retention program to encourage volunteers to continue to volunteer their time and
expertise to deliver fire and rescue services. The program was designed to take advantage
of the training and experience of those members who served their community and make
the reward something that could help them when they reached retirement age. The
program was established during a period of time when recruitment of volunteers was
declining. Overall, the LOSAP program was successful in retaining experienced volunteers
by rewarding them for their time and expertise; however, the program was not valued as a
recruitment model. In an effort to recruit and retain volunteer fire and rescue members, the
LOSAP program needs were reviewed, evaluated, and recommendations for changes
made.
The LOSAP Board of Trustees provided for a recommendation to freeze the LOSAP
program as of December 31, 2005, with the vested benefits at that time. They also
recommended establishing a replacement recognition program for current and future
volunteers whereby $150,000 per year would be divided among the volunteers using a
point system similar to the point system previously used for the LOSAP retirement program.
This time has been set aside to discuss the recommended replacement incentive program
for volunteer firefighters and EMS providers.
Proposed Name of the ProQram:
Volunteer Incentive Program (VIP)
Purpose of the Proaram:
To reward Roanoke County volunteer firefighters and EMS providers with an annual bonus
for meeting a minimum service requirement.
Proaram Components:
This program provides for a maximum benefit of up to $500 per volunteer annually to be
paid in April of the following year.
To receive the benefit, a person must accumulate 80 points per year based on responding
to calls, training, attendance at meetings, certifications, serving as an officer, etc.
Communication Plan:
The new Volunteer Incentive Plan (VIP) will be rolled out to the volunteers as soon as it is
given final approval. A VIP power point presentation will be devised by the Volunteer
Coordinator for roll out. A member of the LOSAPNIP Board of Trustees will visit each
volunteer organization and present the VIP program by using the standardized VIP power
point presentation. The new VIP brochure and VIP point record will be given to each
volunteer at this meeting.
All new members will receive this information during rookie orientation, and all Roanoke
County Fire and Rescue Department recruiting materials will be updated with the VIP
information.
Summary:
Currently, $200,000 is budgeted for the LOSAP program. An additional $58,000 was
included in the 2006-2007 budget approved at the May 23, 2006 Board meeting. During
2006-2007, $108,000 will be sent to VFIS to fund the old program and $150,000 used to
fund the new incentive program. In addition, any budgeted amounts unspent at the end of
the fiscal year should be rolled 100% to the following year and used to pay down the
unfunded liability of the old plan.
The VIP program was discussed and reviewed with Chief Rick Burch and he supports
these recommendations.
Members from the LOSAP Board of Trustees will be at the work session to review the
recommendations for the Volunteer Incentive Program and answer any questions.

Master Plan
The administrator, by signing this Master Plan, establishes the VIP, a defined annual
cash payout incentive plan, for volunteers of Roanoke County Fire &: Rescue Department to
be governed by the Roanoke County Board of Supervisors. The name of the Plan shall be The
Roanoke County Fire &: Rescue Volunteer Incentive Program. The terms of this incentive
program are defined in this Master Plan document, along with supporting documents
including a brochure and record sheet.
The following terms and conditions shall constitute the provisions of the VIP Plan as
set forth in their entirety.

BOARD MEMBERS
The LOSAPNIP Board of Trustees shall consist of the Chairperson of
the Fire Chiefs Board, the Chairperson of the Rescue Chiefs Board, the
Roanoke County Risk Manager, a member of Roanoke County Finance
Department, a volunteer fire representative, a volunteer rescue
representative, and two volunteer representatives at large.
The Chairperson and Vice~Chairperson are voted into office by the
Board of Trustees,
The Chairperson and Vice/Chairperson shall be elected in January of
each year.
The Chairperson and Vice/Chairperson shall serve the board from the
time of election until time of the next election,
In the event of death, resignation or removal from office, the vacant
office shall be filled at the next regular business meeting, by a simple
majority of board members present.
In the absence of the Chairperson, the Vice/Chairperson will preside
over the meeting.
The secretary for the board shall be the Volunteer Coordinator.
Board liaisons shall be requested to serve by the Board of Trustees.
Board Members will serve a four/year term.
The Roanoke County Risk Manager, Member of the Roanoke County
Finance Department, Chairperson of the Fire Chiefs Board,
Chairperson of the Rescue Chiefs Board, the Volunteer Coordinator
and the board liaisons shall be exempt from term limits and their term
indefinite through the duration of their position.
All new board members, with the exception of board liaisons and the
Volunteer Coordinator shall be confirmed by the Roanoke County
Board of Supervisors at a regular business meeting.
If, after expiration of a term, a position on the board is unable to be
filled by a new member, the said existing board member will continue
to serve until the new member is appointed and confirmed by Roanoke
County Board of Supervisors.

A representative of the Fire Chiefs Board and a representative of the
Rescue Chiefs Board shall be allowed to attend Board of Trustee

DUTIES
The chairperson shall preside over meetings.
The Vice~Chairperson shall act in the absence of the chairperson by

All members of the Board of Trustees shall be voting members, with
the exception of board liaisons, the Volunteer Coordinator, and
representatives of the Fire and Rescue Chiefs Board, should they
attend a meeting. In the event of a tie, the Chairperson will serve as
the tie breaking vote,
Board liaisons shall serve as advisors to the Board of Trustees.
ARTICLE IV
MEETING RULES
Meetings will be held on the third Thursday of every month at 1900
hours.
A quorum shall consist of the voting members present.

ELECTION PROCEDURES
Elections shall be held in January of each year.
The Chairperson and Vice~Chairperson are voted into office by the
Board of Trustees.
ARTICLE VI
BY~LAWS
No alterations or amendment shall be made to this constitution and
by~laws unless prepared in writing and presented at regular meeting.
The amendment, revision, or alteration shall be reviewed by the Board
of Trustees.

at two consecutive regular business meetings before votes are cast.

VI. Rules and Regulations of the VIP program
A. The VIP program is an incentive program that rewards Roanoke County
volunteer firefighters and EMS providers with an annual bonus for meeting a
minimum service requirement.
B. The maximum benefit as of January 2006 is $500.00 per volunteer annually to
be paid in April of the following calendar year.
c. You must earn a minimum of 80 points on the VIP point record during the
calendar year to be eligible for this program.
D. Refer to the Roanoke County Fire and Rescue VIP Point Record for criteria on
how to earn points.
E. To qualify for this program you must be a Roanoke County Fire and Rescue
Department Volunteer and you must be at least 16 years of age; and an active
member of a Roanoke County Fire and Rescue organization.
F. To remain eligible for this program volunteers must be in good standing with
Roanoke County as of the last day of the incentive year. Any disciplinary
action involving a felony would result in the volunteer being disqualified and
not eligible for the VIP benefit.
G. A VIP eligible member is defined as:
1. A volunteer member who is at least 16 years of age and has been approved
by the Roanoke County Fire and Rescue Department application process
as a Firefighter/Rescuer;
2. &: been accepted by a Roanoke County Volunteer Fire/Rescue
Organization as a Firefighter/Rescuer;
3. &: meet Firefighter/Rescuer SOP's, certifications, etc as indicated by
Roanoke County Fire &: Rescue Department and Fire/Rescue
Organization;
4, Firefighters/Rescuers must be certified at minimum level within 18 months
of acceptance into organization. This means a Firefighter must have
Firefighter I within 18 months of acceptance into organization; and
Rescuers must have EMT ~B within 18 months of acceptance into an

organization. Prior to 18 months a volunteer may earn their 80 points and
incentive if they are actively working toward becoming certified.
Additionally, a volunteer must remain certified at the minimum level to be
eligible for the VIP program.
5. The Department Chaplain shall be a VIP eligible member subject to the
following: The Chaplain is the designated department Chaplain as set
forth in County Policy if: A~0l~004. The Chaplain shall record monthly
points based on a point system constructed by the VIP Board specific to
the Chaplain position. Points submitted shall be verified by the Chief of
Fire/Rescue, or their designee in lieu of a volunteer Chief Signature.
H. All policies, procedures and the point system of this program are to be
interpreted as a whole, and individual statements shall not be construed so as
to undermine the overall intent of the documents,
I. The VIP Point Sheet should be filled out weekly or monthly in order to ensure
its accuracy.
J. If a volunteer is a member of multiple organizations, he/she must earn 80
points with one organization and is only eligible to receive one annual bonus
per year.
K. No points will be awarded for any activity performed for individual monetary
compensation,
L. It is the responsibility of the volunteer member to maintain an accurate record
of your points, which shall be verified by the leader of your organization and
authorized by their signature at the end of the year.
M. The principle reason for a member being at the station shall be used to
determine in which category points will be awarded. (i.e, training, business
meetings, station duty, running calls, etc...)
N. The VIP Board of Trustees recommends that the leadership of each
organization periodically review the point records to assure that each member
is given due credit for active participation.
O. A current roster of active members (as defined above) must be maintained in
the Fire/Rescue Office. It is the responsibility of the volunteer organization to
update the county roster as changes in membership and/or activity status
occurs.
P. VIP Point Records are subject to random annual independent audits,

and the point criteria, with adequate notice to the participants, in order to
maintain an effective program.

R. The VIP Board of Trustees shall be the ultimate authority on management,
policy making decisions and eligibility in the program.
S. All concerns with the program shall be handled through the VIP Board of
Trustees, A volunteer must put their concern in writing and send it to the
Official Board address listed on this master plan.
VII. VIP Record Sheet Categories and Criteria
A. Compliance with Organization By-Laws and County Policy - 12 points
maximum for this category
Each member must comply with Volunteer Organization By-Laws and
policies; while meeting all requirements of Roanoke County Fire &:: Rescue
Department Policies on a monthly basis. I point per month, If a member fails
to earn their point for anyone month- their points in this category for the
entire year are forfeited.
B. Alarm Response and/or Duty - SO points maximum for this category

. I time 20 point allowance for state or federal certification course upgrade

This 20 point upgrade bonus is awarded to those who become certified in
the following state/ federal certification courses: Firefighter/EMS level
upgrade, for approved certification in course sponsored by: FEMA, VDFP,
VA VRS, VDEM, National Registry of EMTs, and other course as approved
by the Board of Trustees. If you have any questions about a course
meeting the requirements to earn the 20 point upgrade you should call 561-
8060 prior to taking the course to verify if your certification meets these
requirements.
D. Administrative Functions - 30 points maximum for this category

SUMMARY OF INFORMATION:
The Board has requested this work session to discuss recycling in Roanoke County.
Currently, the County recycles office paper in various buildings and provides a drop off
recycling trailer at Hollins University. This is a joint operation and is open to Roanoke
County citizens. There are also drop off trailers at the Roanoke Valley Resource Authority
Transfer Station on Hollins Road.
There has been discussion on providing this type of recycling opportunity to the citizens at
other sites throughout the County. At the work session, staff will provide further information
about the recycling services in neighboring localities, and the plans and cost for expanding
our current operations.
