The Board of County Supervisors of Roanoke County, Virginia, met this
day in open session at the Salem-Roanoke County Civic Center in Salem, Virginia
this being the second Tuesday and the first regular meeting of the month.
MEMBERS PRESENT: Chairman Robert E. Myers, Vice-Chairman R. Wayne
Compton, Supervisors C. Lawrence Dodson, May W. Johnson, and E. Deal Tompkins
(arrived 7:08 p.m.)
Chairman Myers called the meeting to order at 7:02 p.m. and recognize
Reverend Glenn G. Fletcher, Bonsack United Methodist Church, who offered the
invocation. The Pledge of Allegiance to the flag was given in unison.

APPROVAL OF MINUTES
On motion of Supervisor Johnson and the unanimous voice vote of the
members present, the minutes of the regular meetings of August 9 and August 23,
1977, were approved as spread.

In relation to the above request, Mr. John Renick, Attorney, appeared
before the Board and stated that the property owners in the area own large tract
of land and are not opposed to Mr. Lucas placing a mobile home on the property i
question but are opposed to any further such requests being approved. Mr. Renic
was advised that adjoining and adjacent property owners are notified prior to al

There being no further comments, Supervisor Dodson moved that the

A publ ic hearing was this date held by the Board of County Supervisorc
on the petition of Jack Waldeck.

Chairman Myers opened the floor for public comments. Mr. (Edward A.
Natt, Attorney, appeared on behalf of the petitioner. Mr. Natt explained that
area citizens were concerned about safety should Wayburn Drive ever become a
through street.
Chairman Myers asked Mr. Natt if Mr. Waldeck would be willing to pro-
vide curb and gutter. Mr. Natt stated that he thought Mr. Waldeck would be
agreeable, but due to a prior committment, Mr. Waldeck was not able to attend
the meeting.

It was the consensus of the Board that the Public hearing be continue
to the next regular meeting at which time Mr. Natt will advise the Supervisors
of Mr. Waldeck's decision.
There being no further comments, on motion of Supervisor Johnson and
the unanimous voice vote of the members, the public hearing on the above petiti
was continued to the September 27, 1977 meeting of the Board.
IN RE:
PETITION OF A. T. WILLIAMS OIL COMPANY, INC. FOR REZONING FROM B-2 TO
B-3 OF PART OF LOTS 7, 8, AND 9, SECTION 2 OF RICHARD HEIGHTS (3144
BRAMBLETON AVENUE) IN ORDER TO OPERATE A SERVICE STATION FOR THE RETAI
SALE OF PETROLEUM PRODUCTS
A public hearing was this date held by the Board of County Supervisor
on the proposed rezoning.
Chairman Myers opened the floor for public comments. Mr. Charles H.
Osterhoudt, Attorney, appeared on behalf of the petitioners. Mr. Robert Smith,
real estate broker, was also present. Mr. Osterhoudt stated that the property
in question is already zoned B-2. He further advised that the proposal was for
a self-service retail gasoline outlet with no repair services. He stated that
there would normally be one or two attendants on duty and that two pump islands
are proposed. Mr. Osterhoudt pointed out that the zoning in the area is all B-
and B-3. At this point, Chairman Myers asked if any opposition was present.
Supervisor Johnson advised that the opposition had telephoned her and asked tha
the hearing be continued since they were unable to attend tonight's meeting. Th
Secretary to the Planning Commission also stated that there was opposition pres t
at the Commission's hearing. Supervisor Johnson moved that the public hearing
on the above rezoning be continued to the September 27, 1977 Board meeting.

NOW, THEREFORE, BE IT RESOLVED AND ORDERED by the Board of County
Supervisors of Roanoke County that pursuant to the provisions of law, the pro-
perty described in Exhibit A attached hereto be reclassified and rezoned as

BE IT FURTHER RESOLVED AND ORDERED that the Clerk transmit a certifie
copy of this Final Order to the County Engineer so that the zoning maps of
Roanoke County be amended to reflect this rezoning.

IN RE:
RESOLUTION NO. 1863 APPROVING THE DEPARTMENT OF HIGHWAYS AND TRANSPOR-
TATION'S SECONDARY ROAD SYSTEM BUDGET FOR THE FISCAL YEAR 1977-78 FOR
ROANOKE COUNTY
WHEREAS, the Resident Engineer of the Virginia Department of Highways
and Transportation has submitted to the County Executive the proposed secondary
road system budget for Roanoke County for the period commencing July 1, 1977 and
extending through June 30, 1978; and
WHEREAS, the Board of County Supervisors is of opinion that said budge
should be approved in order that said Department of Highways and Transportation
may accompl ish the work described therein during said period.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of
Roanoke County that the Commonwealth of Virginia Department of Highways and
Transportation's secondary road system budget for Roanoke County for the period
commencing July 1, 1977 and extending through June 30, 1978, said budget being
in the amount of $1,022,421.00, be and the same is hereby approved.

IN RE:
ENERGY CONSERVATION MONTH
I
The report of the County Executive advising that the Virginia Energy
Office, in cooperation with local community colleges, will sponsor home energy
cost cutting clinics throughout the State and submitting a schedule of local
public clinics to be held was for the information of the Supervisors and is file
with the minutes of this meeting.
IN RE:
COUNTY-WIDE WATER SYSTEM - EXPLORATORY WELL DRILLING
Supervisor Tompkins moved adoption of the prepared resolutions autho-
rizing the employment of consultants and appropriating funds for a study of
possible water sources in the County.
Chairman Myers stated that spending money at the present time would be
premature. He further stated that the possibility of a bulk water contract with
Roanoke would make this an unnecessary expenditure. Supervisor Tompkins stated
that the County needs the knowledge the study will provide.
There being no further comments, the motion was defeated by the follow
ing recorded vote:

IN RE:
RESOLUTION NO. 1865 REQUESTING THE CIRCUIT COURT OF ROANOKE COUNTY TO
APPROVE AN ADDITIO~JAL EXPENDITURE FROM THE UNEMCUMBERED BALANCE IN THE
SCHOOL CONSTRUCTION PROGRAM BOND ISSUE HERETOFORE APPROVED BY THE
VOTERS OF ROANOKE COUNTY

WHEREAS, the voters of Roanoke County did, in a bond referendum held
on May 27, 1968, approve a $15.8 million bond issue by the Board of County Super
visors of Roanoke County to provide for school construction within Roanoke
County; and
WHEREAS, because of certain factors, including the recent annexation
by the City of Roanoke and shifting population trends, the Roanoke County School
Board adopted a resolution requesting that the school construction program be
modified to allow for the construction of certain facilities deemed necessary b
said School Board; and
WHEREAS, the Board of County Supervisors did on December 14, 1976, ad t
a resolution concuring in the request of the Roanoke County School Board for th
construction of an addition to the Roanoke County Educational Center at a cost
approximately $1,320,000.00; and
WHEREAS, the architects' report made to the Roanoke County School Boa
on August 11, 1977, and September 8, 1977, indicates an additional $500,000.00
will be necessary to furnish the heating system and the other necessary improve
ments to the said addition; and
WHEREAS, the Roanoke County School Board di, at its meeting on Septem r
8, 1977, adopt a resolution for an increase of $500,000.00 from the unemcumbere
balance of the approved $15.8 mil lion bond issue to be made to the $1,320,000.0
previously allocated for the construction of an addition to the Roanoke County
Educational Center; and

WHEREAS, the Board of County Supervisors for Roanoke County is of the
opinion that said improvements are necessary in order to properly utilize the
addition to the Roanoke County Educational Center.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of
Roanoke County that said Board hereby concurs with the Roanoke County School
Board that the heretofore-described increase in the school construction program
as approved by the voters on May 27, 1968, should be made.
BE IT FURTHER RESOLVED that the Board of County Supervisors of Roanoke
County respectfully requests the Circuit Court of Roanoke County, in accordance
with the provisions of the Code of Virginia, to schedule a hearing on the above-
proposed changes in order to proceed with the construction of facilities that ar
urgently needed in order to fu1fi 11 the educational requirements of the students
in the Roanoke County School System.

On the motion of Supervisor Compton and the unanimous voice vote of
the members, the Board concurred with the recommendation of the Director of
Finance to reject all bids received for the purchase of one (1) four-wheel drive
vehicle.
IN RE:
RESOLUTION NO. 1866 ACCEPTING BIDS FOR PURCHASE OF SIX (6) MISCELLANE-
OUS AUTOMOBILES
WHEREAS, on August 30, 1977, bids were received and opened in the
Department of Finance for the purchase of six (6) miscellaneous automobiles for
use by various County departments; and
WHEREAS, the Director of Finance has, in report to the Board dated
September 13, 1977, recommended that the acts hereinafter set out be accepted; a d
WHEREAS, the funds for the six (6) miscellaneous automobiles herein-
after accepted are included in the 1977-78 budget.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of I
Roanoke County that the following action be taken with reference to the bids for
miscellaneous vehicles received August 30, 1977:
A. That the bid for four (4) intermediate-size sedans of Salem Motors, Inc.,
Salem, Virginia, in the amount of $4,696.05 per unit be accepted; said vehicles
to be used by the Recreation Department and the Public Works Department, Bui 1dir s
and Grounds and two (2) by the Inspections Division.
B. That the bid for two compact size vehicles of Salem Motors, Inc., Salem,
Virginia, one in the amount of $4,078.71, and one in the amount of $3,777.21 be

GROUNDS DIVISION AND GARAGE DIVISION
WHEREAS, on August 30, 1977, bids were received and opened in the
Department of Finance for the purchase of four (4) 1/2 ton pickup trucks for use
of the Public Works Department, Buildings and Grounds Division and Garage Divi-
sion; and

mended that the acts hereinafter set out be accepted; and

WHEREAS, on August 30, 1977, bids were received and opened in the
Department of Finance for the purchase of one (1) dump truck for use by the
Publ ic Works Department, Buildings and Grounds Division; and
WHEREAS, the Director of Finance has, in report to the Board, recom-
mended that the act hereinafter set out be accepted; and
WHEREAS, the funds for the dump truck hereinafter accepted are include
in the 1977-78 budget.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of
Roanoke County with reference to the bids of one (1) dump truck received August
30, 1977, that the bid of Magic City Motors, Inc., Roanoke, Virginia, in the

IN RE: RESOLUTION NO. 1869 ACCEPTING BID FOR TWO (2) REFUSE PACKERS FOR USE
OF THE PUBLIC WORKS DEPARTMENT, REFUSE DIVISION.
WHEREAS, on September 6, 1977, bids were received and opened in the
Department of Finance for the purchase of two (2) refuse packers for use by the
Public Works Department, Refuse Division; and
WHEREAS, the Firector of Finance has, in report to the Board, recom-
mended that the act hereinafter set out be accepted; and
WHEREAS, the funds for the refuse packers hereinafter accepted are
included in the 1977-78 budget.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of
Roanoke County with reference to the bids for refuse packers received September
6, 1977, that the bid of Truxmore Industries, Inc., Richmond, Virginia, in the
amount of $20,050.00 per unit be accepted; said refuse packers to be used by the
Public Works Department, Refuse Division.

RESOLUTION NO. 1870 ACCEPTING REQUEST FOR PURCHASE OF ONE (1) SIDE
LOADER PACKING AND EJECTION CYLINDER FOR SANITATION TRUCK
WHEREAS, on September 7, 1977, the Purchasing Division submitted a
request to the Department of Finance to purchase one (1) side loader packing and
ejection cylinder, Model 86-16B DA, being a replacement part for an liEasy-pack"
sanitation truck and is a factory rebuilt, stating that this truck is out of
service until this item can be purchased; and
WHEREAS, the Director of Finance has, in report to the Board dated
September 13, 1977, recommended that the acts hereinafter set out be accepted; a d
WHEREAS, the funds for the side loader packing and ejection cylinder,
Model 86-16B DA, hereinafter accepted are included in the 1977-78 budget.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of
Roanoke County with reference to the request of the Purchasing Division to pur-
chase one (1) side loader packing and ejection cylinder, Model 86-16B DA, that
the request be accepted to purchase said packing and ejection cylinder in the

IN RE:
BICENTENNIAL COMMISSION
Chairman Myers read a letter to the Board from Mr. William K. Craft,
who is one of Roanoke County's representatives on the Roanoke Valley Bicentenni
Commission. Mr. Craft's letter advised that he had been requested by the City
of Roanoke to also be their representative on the Commission and would like to
so if the County had no objection to his being a dual representative. Chairman
Myers took a verbal poll of the Board, and there were no objections to the requ t.

LEGAL BILLS - PUBLIC SERVICE AUTHORITY

The Director of Finance was instructed to prepare the necessary appro
priation resolution for the next meeting appropriating the sum of $2,090.17 for
legal services rendered by Hunton & Williams for the Public Service Authority.

SENIOR CITIZENS - BONSACK AREA
Mr. John G. Seibel, resident, appeared before the Board on behalf of
certain senior citizens in the Bonsack area of east Roanoke County, and request
Board's consideration of funding a full-time senior citizens program in that ar

Supervisor Tompkins directed the County Executive and the Director of
Parks and Recreation to study the request and report their recommendation back
to the Board.

APPOINTMENT - FIFTH PLANNING DISTRICT COMMISSION
Supervisor Didson moved that R. Wayne Compton be appointed to fi 11 th
unexpired term of James M. Colby on the Executive Committee of the Fifth Planni
District Commission, which term expires July 1, 1979.

Mr. Richard Evans, County resident, appeared before the Board and ask
the Supervisors to state their position on the County Executive form of govern-
ment, which is presently the form under which Roanoke County operates.

EXECUTIVE SESSION
At 8:50 p.m., Supervisor Dodson moved that the Board go into Executive
Session to discuss personnel and legal matters.

vote of the members, the Board reconvened in open session.
IN RE:
BACK CREEK RESERVOIR
Supervisor Tompkins moved that the County's Attorneys be authorized to
continue the County's suit against Roanoke City's proposed impoundment of the
Back Creek reservoir and that Edward A. Natt, former County Attorney, be retaine
as legal counsel for the County in this matter.
Chairman Myers opposed the motion stating that such action couldendan er
the present negotiations between the County and the City over water and sewer Ii es
in annexed areas.
