HomeMy WebLinkAbout12/21/1977 - Special - 12-21-77 33 Conference Room Office of the County Executive 302 East Main Street December 21, 1977 12:15 p.m. I A special meeting of the Board of County Supervisors of Roanoke County, Virginia, was held this date in the conference room adjoining the County Executive s office at 302 East Main Street in Salem, Virginia, called at the request of Chairman Robert E. Myers and Supervisor May W. Johnson for the purpose of discuss- ing award of a bid for microfilming equipment for the office of the Clerk of the Circuit Court. The meeting was called to order by Chairman Myers at 12:25 p.m. with the following persons in attendance: Chairman Myers; Vice-Chairman Compton; Supervisors Dodson, Johnson, and Tompkins; County Executive Clark; Clerk of the Circuit Court Stokes; Purchasing Supervisor Turner; County Attorney Foster; 4 representatives of the 3M Company; 1 representative of the Kodak Company; and 3 news media persons. Mrs. Johnson moved to reconsider Resolution No. 1917 adopted by the Board of County Supervisors at their meeting on Tuesday, November 22, I awarding various bids for microfilm equipment for the office of the Circuit Court Clerk. The move to reconsider was approved unanimously by voice vote. Mrs. Johnson directed several questions to Mrs. Stokes and discussion followed. Representatives of Kodak and 3M spoke briefly. Supervisor Tompkins expressed his personal opposition to changing the Board's previous decision. Mrs. Stokes reiterated her preference for Kodak equipment on bid items 1, 2, and 3 involving a planetary camera, film processor, and reader/printer respectively and Kalvar on bid item #4 pertaining to a film duplicator. At 12:50 p.m., Mrs. Johnson moved that the Board go into Executive Session to discuss a potential legal matter with staff. The motion was adopted by the following recorded vote: AYES: Mr. Compton, Mr. Dodson, Mrs. Johnson, Mr. Tompkins, Mr. Myers NAYS: None I Following the Executive Session, Mrs. Johnson moved to return to open session at 1:10 p.m. The motion was adopted by unanimous voice vote. - 2::\4 12-21-77 Supervisor Tompkins moved to readopt the original Resolution No. 1917 awarding bids for microfilm equipment. Supervisor Dodson moved a substitute motior to adopt a resolution prepared in advance of the meeting by the County Attorney which would rescind Resolution No. 1917 and award bids for the planetary camera, processor, and reader/printer to the Kodak Company and the duplicator to the Kalvar Company. Chairman Myers called for a roll call vote. Supervisors Compton, Johnson, and Tompkins voted against the motion. Supervisor Dodson and Chairman Myers voted for the motion and it was thus defeated 3 to 2. Returning to the original motion by Supervisor Tompkins which would readopt Resolution No. 1917, the Chairman called for a recorded vote which was approved 3 to 2 with Supervisors Compton, Johnson, and Tompkins in the affirmative; Supervisor Dodson and Chairman Myers in the negative. There being no further business to come before the special meeting of the Board, at 1:14 p.m. Supervisor Johnson moved to adjourn which was adopted unanimously. CHAIRMAN I I "'.~.~ ,t.. I
