The Board of County Supervisors of Roanoke County, Virginia, met

this day in open session at the Salem-Roanoke County Civic Center in Salem,
Virginia, this being the fourth tuesday and the second regular meeting of
the month of May.

CALL TO ORDER
Chairman Terry called the meeting to order at 5:55 p.m. and the
Board went immediately into Executive session on motion of Supervisor Johnson.
Chairman Terry again called the meeting to order at 6:30 p.m.
IN RE:
TREASURER'S REPORT
REQUEST OF BANK OF VIRGINIA FOR A REPURCHASE AGREEMENT
TO BE SIGNED BETWEEN COUNTY OF ROANOKE AND BANK OF VIRGINIA
William F. Clark, County Administrator, informed the Board that I
funds deposited with the banks can be sold for a short periods of time, one
day to 30 days, which yield a high rate of interest return for the customer
and we now have a Repurchase Agreement with First National Exchange Bank, and
in his opinion, the Board should sign such an agreement with the Bank of
Virginia in order to realize a higher rate of interest for the County's money.
A full copy of letter from the Bank of Virginia is filed with the
minutes of this meeting.
RESOLUTION NO. 2575 DESIGNATING THE BANK OF VIRGINIA
AS A BANK WITH WHICH CERTAIN AGREEMENTS BY AND BETWEEN
SAID BANK AND THE COUNTY OF ROANOKE MAY BE EXECUTED.
BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That the Bank of Virginia is hereby designated as a bank with

which certain agreements by and between said bank and the County of
Roanoke may be executed, it being recommended by the Finance Board of
the County of Roanoke that it is in the best interests of the County of
Roanoke to enter into deposits of funds of the County pursuant to appropriate
repurchase agreements with the several banks doing business in the
Roanoke Valley community; and

2. That upon receipt of appropriate bids for the deposit of such
funds and repurchase agreements the Bank of Virginia be, and it hereby
is determined to be authorized to provide such repurchase agreements for

execution by the County of Roanoke as made and provided by law.

The invocation was offered by Rev. Robinson McAden, Cave Spring
United Methodist Church, 4505 Hazel Drive, S. W., Roanoke, Virginia, and the
pledge of allegiance to the Flag was recited in unison.
Rev. McAden spoke briefly of the County regarding the opportunities
offered, the excellent living conditions, the good job done by the Supervisors
and the beauty of the Roanoke Valley. Since he is leaving the area he wanted
the Supervisors and citizens to know his feelings about the community.

in opposition. Supervisor Matthews asked what type of operation would be
conducted; Mr. Schaefer stated he repairs business office equipment and that
his business would consist of orders by phone for repair service. Supervisor
Matthews moved that the permit be granted for a one-year period, which motion
was adopted by the following recorded vote.

IN RE:
TRUCK TRAFFIC ON ROUTE 601 (HOLLINS ROAD) IN THE *
HOLLINS MAGISTERIAL DISTRICT *
Mr. T. M. White, citizen of the area, spoke on behalf of residents
regarding the heavy truck traffic problem on Route 601. He stated that the
majority of the residents are elderly and retired people and that area plants
with shifts changing makes it difficult for residents to get in and out of
the area. He passed out to the Board members copies of a letter to Mrs. R. W.
Floyd from Dudley Emick, Attorney, which provides a list of steps to be
followed by a local governing body in order to have traffic restricted on
any part of a secondary route.
Supervisor Matthews moved to have this letter submitted to the
County Attorney for necessary proceedingsj adopted by unanimous voice vote.

PUBLIC TRANSIT SERVICE--TANGLEWOOD AREA
The Supervisors stated they had received several phone calls con-

cerning the proposed Valley Metro Service to the Tanglewood mall area. If
the Valley Metro is to extend a route into that area, a 5 or 10 cent increase
in fare would be required in order that the County not share in a deficit
due to this extension.
Emory Pendleton, president of Pendleton Lines Ltd. was present
at the meeting and expressed concern for the citizens of the Starkey area.
He
informed the Board that he could not continue service to that area if Valley
Metro is allowed to extend their route as proposed. Most of the residents
of that area are senior citizens and depend entirely upon the bus service.
Valley Metro would not be servicing the Starkey area.
The Supervisors heard several citizens comment in support of the
Pendleton Lines service for their area; after which Supervisor Park moved to
have Administrator Clark meet with Mr. Pendleton and representatives of
Tanglewood mall to see if some arrangement can be made for better service
to this area.
IN RE:
ENGINE REPLACEMENT IN THE PARKS & RECREATION DEPARTMENT *
1975 VEGA STATION WAGON (#7515) *
Administrator Clark informed the Board that Parks & Recreation
Department had two Vega station wagons and that one of the wagons was demol-
ished in a recent accident. The remaining wagon had previously given problems
and was in need of repairs or replacement. Now, it is suggested that the
insurance money from the accident be used to replace the engine in the
remaining station wagon. An estimate in the amount of $812.67 was received,
but on motion of Supervisor Park and a unanimous voice vote, it was decided
that more estimates should be obtained for this repair. Funds for this
repair was appropriated on motion of Supervisor Park and the following
recorded vote.

IN RE:
ADDITION TO STONEBRIDGE PARK
Administrator Clark stated that the County now has an opportunity
to purchase 39.7 acres of property adjoining Stonebridge Park for the sum of
$119,100. He informed the Board that it would be necessary to adopt a
resolution committing Roanoke County to fifty percent of the total amount
for acquisition before applying to the Commission on Outdoor Recreation for
matching funds to purchase said property.
RESOLUTION NO. 2577 AUTHORIZING THE COUNTY OF ROANOKE
TO ACQUIRE A CERTAIN PARCEL OF REAL ESTATE UPON CERTAIN
TERMS AND CONDITIONS.
BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia,
as follows:
1. That the County Administrator be, and on behalf of the County of

Roanoke, he hereby is authorized to enter into a contract to purchase a
certain piece or parcel of real estate situate, lying and being in Roanoke
County adjacent on the southwest side of the County's Stonebridge Park
property, said parcel containing 39.7 acres, more or less, at a total purchase
price not to exceed $119,100.00; and
2. That such contract of purchase shall contain among other provisions
an express provision that the acquisition of such property shall not be
consummated unless and until the State Commission of Outdoor Recreation
agrees in writing to participate to the extent of fifty percent of the
aforesaid purchase price; and
3. That upon receipt by the County of Roanoke of the said Commission's
commitment to participate in such acquisition as hereinabove set forth the

County Administrator is authorized and directed to proceed with the
acquisition of such property and to do all things needfull and necessary
to consummate such purchase as made and provided by law.

IN RE:
RELEASE OF TITLE--MASONS COVE FIRE DEPARTMENT VEHICLE
Administrator Clark stated a request from the Chief of the Masons
Cove Volunteer Fire Department for the County to release title to a 1968
Chevrolet carryall which is no longer in service. This vehicle was originally

purchased by the volunteer firemen and they would like to sell the vehicle.
Mr. Clark also requested that the County establish policy to keep
title to old equipment which the County replaces at its expense.
On motion of Supervisor Myers and the following recorded vote, the
title was released and the County Attorney was requested to draft a resolution
in keeping with the recommended policy.

IN RE: PURCHASE OF PROPERTY
RESOLUTION NO. 2579 AUTHORIZING THE PURCHASE OF
A CERTAIN PARCEL OF REAL ESTATE UPON CERTAIN TERMS
AND CONDITIONS; AND AUTHORIZING THE CHAIRMAN OF THE
BOARD OF SUPERVISORS TO DULY AUTHENTICATE SUCH ACCEPTfu~CE
AS MADE AND PROVIDED BY LAW.
BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That that certain offer of Coles Egg Farms, Inc. to sell and
convey that certain parcel of real estate more particularly described as
1.924 acres situate, lying and being in the County of Roanoke, Virginia,
to the Board of Supervisors of Roanoke County for a site upon which to
construct a fire and rescue building be, and it hereby is accepted, the
Chairman of the Board of Supervisors to execute on behalf of the County
of Roanoke such documents embodying the terms and conditions of sale as
may be appropriate in form approved by the County Attorney and consistent

Report - Zoning Fees
Tim Gubala, County Planner, submitted a report which reflects the
1979 zoning matters handled by the department. Since each public hearing
requires an advertisement it creates more paper work for the department,
County Treasurer, and Director of Finance to process these advertisements and
collect for same from the individuals applying. It costs an average of
$21.00 for an ad and in some cases is never collected. Therefore, the Plannin!
and Zoning Department would like to charge a fee of $25.00 for each applicant.
County Attorney, James Buchholtz, informed the Board that in his
opinion, it would be advisable to amend the County Code to provide for the

who have filed a request for inclusion in the Secondary Highway System of
Roanoke County.
This Board of County Supervisors orders that the County Engineer view
the grounds and report to this Board the convenience and inconvenience that
will result to individuals as well as the public if such road shall be opened
to the public and especially whether any yard, garden, orchard, or any part
thereof will in such cases have to be taken and that no road or landings
shall be established on or through the lands of any cemetery or through
the lands of any seminary of learning without the consent of the owners
thereof; and the said County Engineer shall also ascertain and report to this
Board whether the said road will be of such mere private convenience as to
make it proper that said road should be kept open and kept in order by the
person or persons for whose convenience they are desired. He shall also
assess and report what damages, if any, the landowners are entitled to and
accompany his report with a plat or diagram of said roads.
And it further ordered that the Clerk of this Board be, and hereby is,
directed to notify the State Highway Commissioner of Virginia as to these
road proceedings. Notification may be given to the Resident Engineer of

IN RE:
HIGHWAY DEPARTMENT
Larry Garber, Assistant Resident Engineer, was recognized by
Chairman Terry. He informed the Board that he had received a letter from the
Commissioner of the Highway Department dated May 23, 1980 and that they would
be receiving same regarding the Secondary Highway System allocations. The
final allocation for 1980-81 will be in the amount of $757,559.00. The
priority list prepared for 1980-81 calls for funds of $799,986.00. The old
budget, 1979-80, has not been completed, therefore, a shortfall of $224,461.00
for funds which did not come in, must be deducted from the new budget amount
leaving $533,098.00 actual amount for the 1980-81 budget.
Mr. Garber suggested that a definite priority list be approved by
resolution for the Secondary Highway construction and improvements.
Supervisor Myers moved to have the County Attorney prepare a
resolution to adopt the priority list at the June 24 meeting; which was
adopted by the following recorded vote.

the method of distribution of funds to various counties, Supervisor Myers

and amount of taxes paid by that particular county; motion was adopted by the
