The Board of County Supervisors of Roanoke County, Virginia, met this

day in open session at the Salem-Roanoke County Civic Center in Salem, Virginia
this being the first regular meeting of the month of November.
Members Present: Chairman Lawrence E. Terry, Vice Chairman Edward C.
Park Jr., and Supervisors May W. Johnson, Robert E. Myers and T. M. White.

Chairman Terry called the meeting to order at 6:05 p.m.

On motion of Supervisor Park and a unanimous voice vote, the Board
immediately went into Executive session.

Invocation was offered by John C. Chambliss, Director of Finance
for the County; the Pledge of Allegiance to the Flag was recited in unison.

On motion of Supervisor Johnson and a unanimous voice vote, the
minutes of the meeting for October 28th were approved as submitted.

RESOLUTION NO. 2720 CONGRATULATING MAY W. JOHNSON ON HER
ELECTION AS PRESIDENT OF THE VIRGINIA ASSOCIATION OF COUNTIES
FOR THE YEAR 1980-81
WHEREAS, May W. Johnson has served on the Board of Supervisors of Roanoke
I
County for seven years with distinction and dedication during which period of
time she has twice been elected Chairman of the Board by her fellow members
of the Board; and
WHEREAS, May W. Johnson holds the honor and distinction of being the
first lady elected to the Board of Supervisors of Roanoke County by the voters
thereof; and
WHEREAS, May W. Johnson, during her service as a member of the Board of
Supervisors of Roanoke County, has actively participated in the furtherance
of services to the County and its citizens by her conscientious involvement
and participation in the activities of the Virginia Association of Counties,
having served in various official capacities with the Association, to-wit:
First Vice President and Second Vice President; and

ffiIEREAS, in recognition of her distinquished service the members of the
Virginia Association of Counties at the annual meeting held in November, 1980,
unanimously elected her President of the Virginia Association of Counties
for the year 1980-81, again affording her the opportunity and distinction of
being the first lady to serve in such capacity.
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke
County that the Board does extend to May W. Johnson its most'~inc~re and
heartfelt congratulations upon her election as President of the 'Virginia
Association of Counties for the year 1980-81 and does further extend its
continued best wishes for a most fruitful year in such office for herself,
Roanoke County, its citizens and the rest of the counties of this Commonwealth
through her most vigorous dedication to the cause of furthering the position

of County government in the Commonwealth of Virginia.

RESOLUTION NO. 2721 EXPRESSING THE APPRECIATION OF THE BOARD OF
SUPERVISORS OF ROANOKE COUNTY AND THE CITIZENS OF ROANOKE COUNTY
TO MR. PAUL B. MATTHEWS FOR HIS SERVICE TO ROANOKE COUNTY.
WHEREAS, PAUL B. MATTHEWS was employed by the County of Roanoke in October
1939, having served with distinction as draftsman to the Roanoke County Plannin
I
Commission; Secretary to the Roanoke County Planning Commission, County Enginee ,
Coordinator of Civic Defense, County Building Official, and Registrar for
Roanoke County; and
WHEREAS, PAUL B. MATTHEWS was named Executive Officer of the County of
Roanoke in 1943 and served in that position with distinction until his retire-
ment in 1973; and
WHEREAS, PAUL B. MATTHEWS has served as Hollins Magisterial District
Supervisor since January, 1980, filling an unexpired term on the Board of
Supervisors of Roanoke County, and has represented the citizens of the Hollins
Magisterial District in a distinguished manner.
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke
County that the Board does hereby, on behalf of its members and former Board

members who served and worked with
PAUL B. MATTHEWS
and on behalf of the citizens of Roanoke County, express to Mr. Matthews its
heartfelt appreciation for his dedication and efforts expended iIl,addr,essing
the needs and solving the problems of the citizens of Roanoke County oV,er, the
many years he devoted to Roanoke County government; and
FURTHER the Board of Supervisors does, on behalf of the citizens of Roanok
County, express its best wishes for a happy, restful, fruitful and productive
retirement.

Mr. Arthur appeared to support his request and several in attendance
were in opposition. Supervisor Myers stated that this permit was issued for
a two year period and Mr. Arthur had said he would be building a home on that
location within those two years. Mr. Arthur said he had planned to do so but
due to the inflation and a problem of getting drains into the road he has been

unable to begin construction.
Mr. Wayne Wright who appeared in oppositiont informed the Board that
he has a petition consisting of 40 signatures from nearby property owners who
are in opposition to the renewal. Mrs. Myrtle Amos and an unidentified
citizen spoke in opposition to this request.
After some discussiont Supervisor Myers moved to allow Mr. Arthur
an extension of his present permit until July 1, 1981 at which time he must
have the trailer removed from the property; approved by the following recorded
vote.

of Roanoke County that pursuant to the provisions of law, the following propert
be reclassified and rezoned from Residential District R-l to Residential
Estates District R-E sO that not more than three horses may be kept thereon for
non-commercial purposes; said 3.2 acre parcel of land is described as follows:

said he has a petition with 30 signatures opposing the rezoning.

Mr. Gil Twilley came forward to state his opposition.
After some discussion, on motion of Supervisor Myers and the following
recorded vote, the request was approved with the proffered conditions.
FINAL ORDER
NOW, THEREFORE BE IT ORDERED that the aforementioned tract of land,
more particularly described below, be rezoned from Residential District R-l
to Residential District R-3.
BEGINNING at Corner 1, S. 210 55' W. 819.82 ft. to
Corner 2; thence S. 670 02' E. 38.00 ft. to Corner 3
being an oak tree; thence N. 740 29' E. 251.07 ft. to
Corner 4; thence with a line crossing the center of the
west fork of Carvins Creek at 54 ft. in all N. 340 29' E.
509.00 ft. to Corner 5; thence N. 790 OS' W. 84.38 ft.
to Corner 6; thence lr 32' 40" E. 216.01 ft. to Corner

Burton Albert, Attorney, was present to support this request. He
presented a map of the area in question and pointed out the particular property
involved. Mr. Albert stated that when all of the area for that development
has been rezoned, there will be a proposal of 97 townhouse units. These units
will be single-family attached units to be sold and not rented.
After some discussion, on motion of Supervisor Johnson and the
following recorded vote, the rezoning for townhouses only and not apartments
was approved.

FINAL ORDER
NOW, THEREFORE, BE IT ORDAINED by the Board of Supervisors of the County of
Roanoke, that the Zoning Ordinance of the County of Roanoke be, and the same
hereby is, amended to reclassify on the Zoning Map of Roanoke County, Virginia,
from "Industrial District M-2" to "Residential District R-3" as defined by
the Ordinance, those parcels of land lying and being in the County of Roanoke,
Virginia, and more particularly described as fdllows, to-wit:
BEGINNING at an iron pin on the easterly line of Kenneth
B. Graham property; being the northwesterly corner of the
property of Double T Corporation and being the southwesterly
corner of property owned by William Mahone and Stephen H.
Sewell; thence with the easterly line of the Kenneth B.
Graham property N. 220 28' 47" E. 553.30 feet to an iron
pin; thence S. 790 52' 59" E. 256.48 feet to an iron pin
corner to the property of John Smith; thence with the

Mr. W. Frederick Bromme was present to support this request. No one

NOW, THEREFORE, BE IT RESOLVED and ORDERED that at this meeting of
the Board of Supervisors of Roanoke County, Virginia, held on the 12th day

of November, 1980, the said permanently closing and vacating of a portion of
North Garden Lane (O.Ol-acre) be, and the same is hereby permanently closed,
discontinued and vacated, said portion of North Garden Lane (0.01 acre)
being more fully described as follows:
BEGINNING at a point on the northern line of North Garden
Lane, at the southeast corner of Lot 1, Block 2, according
to Plat of Section No. 11, North Lakes, recorded in Plat
Book 8, page 32, in the Clerk's Office of the Circuit Court
for the County of Roanoke, Virginia; thence with the easterly
terminus of North Garden Lane, as shown on the hereinabove
map, S. 490 35' 35" E. 56.34 feet to a point; thence with the
northern line of Lot 9, Block 1, according to Plat of Section
No. 11, North Lakes, recorded as aforesaid, S. 670 52' 20"

IT IS FURTHER RESOLVED and ORDERED that the Clerk of this Board
mark permanently closed and vacated that portion of North Garden Lane as
shown on Plat of Section No. 11, North Lakes, recorded in Plat Book 8, Page
32, in the Clerk's Office of the Circuit Court for the County of Roanoke,
Virginia, referring to this Order, and the said fee simple title to the
vacated portion of North Garden Lane shall vest to the owners of New Lots
2 & 3, as their interest may appear, according to the Resubdivision plat
prepared by T. P. Parker and Son, Engineers and Surveyors, dated May 21, 1980,
as provided in Section 15.1-483 of the 1950 Code of Virginia, as amended,
reserving however, an existing 20 ft. water line easement granted to Roanoke
County Public Service Authority over said vacated portion of North Garden
Lane, said 20 ft. water line easement more fully shown on plat hereinabove
set forth.

2) No more than five (5) vehicles shall be on the premises for
purposes related to the operation of any permitted industrial
use.

3) Should the paint and body shop cease operation and/or if the
subject property should be sold or transferred in any manner,
the zoning shall revert to Residential Estates District RE.

Mr. Plunkett was present and stated that since this request was heard
at the meeting October 14th he felt the Board should approve this request to
install said car wash and begin operation without a connection fee. Since
the water is available on the property there would not be a connection as such.
After some discussion Mr. Knighton submitted his original offer of
$2~000.00 to be paid immediately as a connection fee and pay the additional
fees when established by the County.

PURCHASE OF CAR
Administrator Clark stated that from time to time the Board of
Supervisors and other County Officials go on out-of-town trips on County
business and it sometimes is difficult to find a car sizeable and comfortable
enough for the trip and would like the Board to authorize purchase of a 1979
Bonneville Pontiac from the Hertz Corporation in lieu of purchasing a car
for the Parks and Recreation Department which has already been budgeted. In
turn, the Parks and Recreation department will retain possession of the car
now used by Mr. Clark.
Approved by unanimous voice vote of the Supervisors.

SALE OF EXCESS PROPERTY

Administrator Clark informed the Board that the County now has some
excess property namely; (1) typewriter, (1) calculator, (1) clerical chair,
(5) map holders or plat books, (4) dictation machines, (1) copy machine,
(1) mimeograph machine, (2) trucks and (2) automobiles, Utility Department,
(1) refuse truck, Sanitation Department, (1) automobile, Inspections and (14)
automobiles, Sheriff's Department, and would request authorization to auction
said property on December 6, 1980.

sale was authorized.

County Attorney James Buchholtz informed the Board that since the
theory of a report of the necessity to change the due date for payment of
personal property taxes has been approved by the Board, that an advertisement

for approval for said advertisement for the first meeting in December.

TAX RELIEF
Mr. Buchholtz stated that Mrs. Johnson might like to address this
item of tax relief for the elderly. Mrs. Johnson said she asked Mr. Buchholtz
to check on data for the greatest relief for the elderly, disabled and dis-
abled veterans. Mrs. Johnson moved to allow the County Attorney to advertise
a public hearing for the first meeting in December on the issue of tax relief.

REPORTS AND INQUIRIES OF BOARD MEMBERS
Supervisor Johnson stated she had received a letter of resignation
from Mrs. Jean Taylor who is County representative on the Health Council of
Southwest Virginia Health Systems and she would like to nominate Mrs. Minna
Brownstein, 4815 Leawood Circle, S. W., Roanoke, Virginia, to serve in that
capacity from the Cave Spring District; approved by unanimous voice vote.
Supervisor Johnson further nominated Mr. Billy H. Branch to serve on
the joint Roanoke Valley Industrial Fact Finding Commission as representative
of Cave Spring District of the County; approved by a unanimous voice vote.
Mrs. Johnson also informed the Board that the Legislative branch of
I the Virginia Association of Counties will meet on November 25th which will be
the date of the next meeting for the Board of Supervisors and she would like
to reschedule the meeting of the Board to November 24th; adopted by a unanimous
voice vote.
