The Board of County Supervisors of Roanoke County, Virginia, met
this day in open session at the Salem-Roanoke County Civic Center in Salem,
Virginia, this being a special meeting in lieu of the second regular meeting
of the month of November.
Members Present: Chairman Lawrence E. Terry, Vice Chairman Edward
C. Park Jr., and Supervisors May W. Johnson, Robert E. Myers and T. M. White.

CALL TO ORDER:
Chairman Terry called the meeting to order at 6:00 p.m.
IN RE:
APPOINTMENTS
Supervisor White appointed Mr. Jerry C. Hayes, 1509 Hershberger
Road, N. W. to the Civic Center Insurance Committee for a three year term
beginning January 1, 1981 to January 1, 1984 and the Board on a unanimous
voice vote concurred in such appointment.
Supervisor Johnson appointed Mr. Stephen A. Musselwhite, 2706
Ogden Road, S. W., to the Civic Center Insurance Committee for a three year
term beginning January 1, 1981 to January 1, 1984, and the Board on a
unanimous voice vote concurred in such appointment.
Supervisor Park made the following appointments and the Board
concurred in such appointments:

COUNTY ADMINISTRATOR
The Departmental Activities Reports for the month of October were
submitted by Administrator William Clark; received and filed.
IN RE:
TANGLEWOOD BOOSTER STATION SITE DEDICATION
Administrator Clark informed the Board members in a report, that it
is necessary to purchase and dedicate a lot to the County Water System before
commencing the Tanglewood Booster Station construction. A prepared resolution
and deed was submitted.

RESOLUTION NO. 2724 AUTHORIZING THE ACCEPTANCE OF
THE DEDICATION OF A LOT THAT IS THE SITE OF THE TANGLEWOOD
BOOSTER STATION.
BE IT RESOLVED by the Board of Supervisors of Roanoke County as
follows:
1. That the County of Roanoke does hereby accept the dedication
of a certain lot which is the site of the Tanglewood Booster Station and
which lot is hereby determined to be a part of the Roanoke County Water
System, this lot being dedicated by Tanglewood Mall, Inc.; and
2. That the County Administrator is hereby authorized to execute
the necessary documents on behalf of the County for this purpose and
to take such further action as necessary to complete the requirements
of the Virginia Health Department concerning water system dedication.

IN RE:
NORTH LAKES WELL NO. 7
A report was submitted by Administrator Clark stating that North
Lakes Well No. 7 is being reviewed by the State Health Department for const-
ruction and connection to the County Water System. Prior to connection, the
County must designate and record the well lot and access.

RESOLUTION NO. 2725 AUTHORIZING THE DEDICATION OF
THE WELL SITE KNOWN AS NORTH LAKES WELL LOT NO. 7
AND THE ACCESS ROAD THERETO AS A PUBLIC WATER FACILITY.
BE IT RESOLVED by the Board of Supervisors of Roanoke County as
follows:
1. That the well site known as North Lakes Well Lot No.7, including
the well and a minimum of 100' x 100' rectangular lot with minimum 50'
radius around well casing, be dedicated by the County for a public water
supply; along with the access roadway to said lot; and
2. That the dedication instrument is hereby approved by the Board;
and the County Administrator is hereby authorized and directed to execute
the necessary document, approved as to form by the County Attorney, on

behalf of the County for this purpose.

Administrator Clark stated the desire to add North Garden Lane

Bids were received November 12, 1980 to contract for the purchase
of various pipe and fittings.
RESOLUTION NO. 2726 ACCEPTING A CERTAIN BID MADE TO ROANOKE
COUNTY FOR FURNISHING PIPE AND FITTINGS FOR THE UTILITY DEPARTMENT.
BE IT RESOLVED by the Board of Supervisors of Roanoke County as
follows:
1. That that certain bid of Griffin Pipe Products Company of
Lynchburg, Virginia, to furnish various pipe and fittings to be used by
the Utility Depa~tment, upon all and singular the terms and conditions
of the invitation to bid, the specifications of the County of Roanoke,
the bidder's proposal and the provisions of this resolution, be, and the
same is hereby ACCEPTED; the total amount of such purchase not to exceed

$45,000 without further authorization of the Board; and
2. That the County Administrator be, and he hereby is authorized
and directed to enter into contract with Griffin Pipe Products Company
for the purchase of various pipe and fittings; said contract to be on a
form approved by the County Attorney; and
3. That all other bids for said equipment are hereby REJECTED and
the County Clerk is directed to so notify such bidders and express the
County's appreciation for such bids.

AMBULANCE - MOUNT PLEASANT RESCUE SQUAD
Prepared resolutions were submitted for consideration for the
purchase of an ambulance to be used by the Mount Pleasant Rescue Squad. Last
year's budget contained funds amounting to $25,000.00 to be used toward this

purchase and the remaining $13,000.00 is to be paid by the using squad and
is readily available.
RESOLUTION NO. 2729 ACCEPTING A CERTAIN BID MADE TO
THE COUNTY OF ROANOKE FOR THE PURCHASE OF AN AMBULANCE
TO BE USED BY THE MOUNT PLEASANT RESCUE SQUAD.
BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That that certain bid of First Piedmont Corporation in the
amount of $38,000 for the purchase of an ambulance to be used by the
Mount Pleasant First Aid Crew, upon all and singular the terms and
conditions of the invitation to bid, the specifications of the County of
Roanoke, the bidder's proposal and the provisions of this resolution be,
and the same is hereby ACCEPTED; and

2. That the County Administrator be, and he hereby is authorized
and directed to enter into contract with First Piedmont Corporation for
the purchase of one ambulance; and
3. That all other bids for said purchase are hereby REJECTED and
the County Clerk is directed to so notify such bidders and express the
County's appreciation for such bids.

NOW, THEREFORE, BE IT ORDERED that the aforementioned tract of land,
more particularly described below, be rezoned from Agricultural District A-I
to Business-Commercial District B-2, subject to the conditions proffered

by Petitioners and thereby restricted to the construction, maintenance, and
operation of a grocery store and retail self-service gasoline pumps, and
gasoline storage tanks:
BEGINNING at a point on the north side of Virginia
Secondary Route No. 681, said Beginning Point being
682.39 feet along the north line of Virginia Secondary
Route No. 681 from the Joe Hinchey property; said Beginning
Point also being the southeast corner of Lot 5 conveyed
by Joseph R. Bandy and Ruth M. Bandy to James M. White and

BE IT FURTHER RESOLVED that a copy of this order be transmitted to the
County Planner and that he be and hereby is directed to reflect that change
on the official zoning maps of the County.
PROFFER OF CONDITIONS
1. The Roanoke County Planning Commission at its hearing held
October 21, 1980, resolved to recommend to the Roanoke County
Board of Supervisors that it rezone certain property known
briefly as Lot 6, Block 2, Ramsgate Subdivision in Vinton
Magisterial District, from Agricultural A-I to Business-
Commercial B-2.
2. In consideration of such rezoning, Petitioners proffer certain
conditions to be made a part thereof.

NOW, THERFORE, the Petitioners do hereby proffer to the Honorable
Board of Supervisors, pursuant to the rezoning of the aforedescribed property
from A-I to B-2 the following conditions:
"For use only for the construction, maintenance and operation of a
grocery store with retail self-service gasoline pumps and gasoline storage
tanks."

Mr. Wood was present and stated he would like to place his mobile

home on said property for two-to-four years after which time he plans to
construct a house. The adjoining property owner, Mr. Sowder, was present and
informed the Board that he has no objection to placing the trailer on this
property.
llr. Don Turner, who owns property approximately quarter-mile away
said his house and land was appraised recently at $100,000 and he objects
to the mobile home permit since it would de-value his property and that he
pays a substantially larger amount of taxes than would be required of Mr. Wood.
After some discussion, on motion of Supervisor Myers and a unanimous
voice vote, the decision on this request was held over until the meeting of
December 9th.

PETITIONS AND COMMUNICATIONS

Mrs. Mary Steinhardt was present and submitted a report containing
the programs and services offered by the Mental Health Services of Roanoke
Valley during the past year. Report was received and filed.
IN RE:
ADDITIONS & ALTERATIONS TO CAVE SPRING FIRE STATION NO. 3
Eldon Karr, Architect, was present and submitted a report of the
bids received on construction and alterations to the Cave Spring Fire Station
No.3. He informed the Board of the low bidder, Watts and Breakell Constructio
Company and asked their consideration for preparation of a contract for this
construction. The Architects report is filed with the minutes of this meeting.
RESOLUTION NO. 2731 ACCEPTING A CERTAIN BID MADE TO THE
COUNTY OF ROANOKE FOR CONSTRUCTION OF A CERTAIN FIRE
STATION IN ROANOKE COUNTY UPON CERTAIN TERMS AND CONDITIONS

BE IT RESOLVED by the Board of Supervisors of Roanoke County as
follows:
1. That the bid of Watts & Breakell, Inc., for construction of
alterations and additions to Cave Spring Fire Station No.3, in an amount
not to exceed $231,950.24 without further authorization from the Board of
Supervisors, be, and hereby is ACCEPTED as follows:

Tim Gubala, County Planner, informed the Board of a Data Maintenance

Report prepared each year with the Fifth Planning District Commission and in
order to complete the collection activity for this report by the deadline,
May 15, 1981, it is recommended that a vacant position in the Planning and
Zoning Department be filled since there is not enough manpower to handle the
workload.

County Administrator to enter into the agreement with Fifth Planning District
Commission regarding this data report.

PETITION OF ADAMS CONSTRUCTION COMPANY REQUESTING REZONING*
FROM RE TO M-3 OF A PARCEL OF LAND CONTAINING 63.1 ACRES *
LOCATED NORTH OF WOODHAVEN ROAD (ROUTE 628) AND TO THE *APPROVED
EAST OF INTERSTATE ROUTE 581 IN THE CATAWBA DISTRICT. *
This matter having been considered at public hearing on September 9,
1980 and having thereafter been continued their consideration and decision
by the Board to this date, on motion of Supervisor Johnson and the following
recorded vote, the rezoning of the 63.1 acre tract was approved with the
proffered conditions.

IN RE:
REPORTS AND INQUIRIES OF BOARD MEMBERS
SUPERVISOR JOHNSON informed those present that she has received
a petition from residents of the Starkey area regarding a request for bus
service in Starkey. Petition of 217 signatures was received and filed. Mrs.
Johnson requested that Administrator Clark join with her to look into the
matter with Valley Metro to see if there is a possibility of service to that
area.
SUPERVISOR WHITE stated that Mountain View School PTA is requesting
highway markings and lighted speed limit signs be placed in the school section
for traffic.
Gene Robertson, County Engineer, informed Mr. White that highway
markings are the responsibility of the State Highway Department which is
reviewing the request and that it would be the responsibility of the School
Board to secure the signs.
SUPERVISOR MYERS stated that a bridge on Woodhaven Road over Route
581 was damaged when hit by a tractor-trailer and now heavy traffic (over 15
tons) is re-routed onto Woodhaven which is a residential section. Mr. Myers
requested the Highway Department be contacted to see if the bridge could
be repaired to carry the original load.
CHAIR}~N TERRY stated that some residents on a private road running
off old Garst Mill Road would like to have their street brought up to standards
in order to be accepted into the highway system. He asked the County Engineer
if anything could be done by the County to accomplish this. Mr. Robertson
stated it would not be feasible since the cost would be a substantial amount
to the residents. Mr. Terry requested the County Administrator and County
Engineer fully explain the situation to the affected citizens.
