A special meeting of the Board of County Supervisors of Roanoke County, office at 306-A East Main Street in Salem, Virginia. I Virginia, was held this day in the conference room adjoining the County Executive's Members Present: Chairman May W. Johnson, Vice-Chairman E. Deal Tompkins, R. Wayne Compton, C. Lawrence Dodson and Robert E. Myers. Chairman Johnson called the meeting to order at 3:37 p.m. IN RE: CONSIDERATION OF TERM OF CHAIRMAN AND VICE-CHAIRMAN On the motion of Supervisor Myers and the unanimous voice vote of the Board, the terms of office for Chairman and Vice-Chairman were set for a period of one year each. IN RE: ELECTION OF CHAIRMAN I Chairman Johnson opened the floor for nominations for Chairman for the calendar year 1977. Supervisor Compton nominated Supervisor Myers. There being no further nominations, Supervisor Tompkins moved that the nominations be closed. The motion was adopted by the unanimous voice vote of the Board. Robert E. Myers was elected to serve as Chairman of the Board of County Supervisors for the calendar year 1977 by the unanimous voice vote of the Board. Before turning the Chair over to Chairman Myers, Mrs. Johnson made the following comments regarding the major accomplishments of the Board during 1976: 1. Implemented the county executive form of government. 2. Settled County's legal suit against the Federal government for revenu I sharing funds in the amount of $386,979. 3. Entered into an agreement with the City of Salem for the construction of a jail. 4. Appropriated $150,000 towards a firehouse for the Town of Vinton. 5. Established a Criminal Justice Task Force. 1-4- 77 403 I 6. Accepted State grants for equipment for the Sheriff's department to improve criminal investigations; for the purchase of an emergency stand-by generator; for upgrading the communication system in the Sheriff's department; for planning relative to the construction of a jail facility. 7. Adopted County of Roanoke Water Ordinance establishing construction and operation standards in all new water systems in the County. 8. Acquired public water systems previously owned by the Roanoke County Public Service Authority, in furtherance of the establishment of a County-wide water system; temporarily contracted with the Public Ser- vice Authority for operation and maintenance of these water facilitie~ pending the establishment of a County Utility Department. 9. Placed on the November ballot 11 million general obligation bonds for administrative complex, jail and sheriff's office and 4.1 million bonds for recreation and library facilities. 10. Authorized the County Executive to file an application for Federal funding under the new Public Works Employment Act for renovation work on the courthouse, sanitation headquarters, and water system improve- ments. I 11. Has been in the process of implementing and meeting with area govern- ing bodies to establish Valley-wide cooperation among the jurisdic- tions in the areas of recreation, emergency services, library facili- ties and purchasing procedures. 12. Rejoined the Fifth Planning District Commission. At this point, Chairman Myers made a short speech of acceptance and thanked fellow Board members for their confidence in electing him Board Chairman. He also commended Mrs. Johnson for a job well done during her year as Chairman. I IN RE: ELECTION OF VICE-CHAIRMAN Chairman Myers opened the floor for nominations for Vice-Chairman for the calendar year 1977. Supervisor Tompkins nominated Supervisor Compton. The motion was seconded by Supervisor Dodson. There being no further nominations, Supervisor Johnson moved that the nominations be closed. The motion was adopted by the unanimous voice vote of the Board. 1-4-77 404- R. Wayne Compton was elected to serve as Vice-Chairman of the Board of County Supervisors for the calendar year 1977 by the unanimous voice vote of the Board. IN RE: CONSIDERATION OF RULES OF PROCEDURE Supervisor Johnson moved that the Board operate under "Roberts Rules of Order" as its rules of procedure, modified so as not to require a second to motions. The motion was adopted by the unanimous voice vote of the Board. I IN RE: CONSIDERATION OF DATE, TIME, AND PLACE OF REGULAR BOARD MEETINGS Supervisor Tompkins moved that the Board's regular meetings be held at 7:00 p.m. on the second and fourth Tuesdays of each month at the Salem-Roanoke County Civic Center. The motion was adopted by the unanimous voice vote of the Board. IN RE: APPOINTMENT OF COUNTY ATTORNEY Supervisor Johnson nominated Edward A. Natt to serve as County Attorney for the calendar year 1977. There being no further nominations, Supervisor Tompkins moved that Edward A. Natt be appointed to serve as County Attorney for the calendar year 1977 by acclamation. The motion was adopted by the unanimous voice vote of the Board. I At 3:50 p.m., Supervisor Johnson moved that the Board go into Executive Session to discuss matters involving real estate. The motion was adopted by the following recorded vote: AYES: NAYS: Mr. Compton, Mr. Dodson, Mrs. Johnson, Mr. Tompkins, Mr. Myers None At 4:27 p.m., on the motion of Supervisor Tompkins and the unanimous voice vote of the members, the Board reconvened in open session. I PUBLIC FACILITIES Supervisor Tompkins moved that the Board appropriate $1,000 to employ real estate agent or agents to seek real estate for acquisition by the County for IN RE: public facilities. 1-4-77 405 AYES: NAYS: The motion was adopted by the following recorded vote: Mr. Compton, Mr. Dodson, Mrs. Johnson, Mr. Tompkins, Mr. Myers None I This concluded the business before the Board at this time, and on the motion of Supervisor Tompkins and the unanimous voice vote of the members, the meeting was adjourned at 4:30 p.m. CHAIRMAN I I
