The Board of County Supervisor of Roanoke County, Virginia, met this day
in open session at the Salem-Roanoke County Civic Center in Salem, Virginia, this

being the second Tuesday and the first regular meeting of the month.
Members Present: Chairman Robert E. Myers, Vice-Chairman R. Wayne
Compton, C. Lawrence Dodson, May W. Johnson and E. Deal Tompkins.
Chairman Myers called the meeting to order at 7:00 p.m. and recognized
Reverend Robinson H. McAden, Cave Spring United Methodist Church, who offered the
invocation. The Pledge of Allegiance to the flag was given in unison.
IN RE:
APPROVAL OF MINUTES
On the motion of Supervisor Compton and the unanimous voice vote of the
Board, the minutes of the regular meeting of December 14, 1976, and the regular

meeting of December 28, 1976, were approved as spread.
IN RE:
RENEWAL APPLICATION OF LEWIS WOOLDRIDGE FOR A
SPECIAL EXCEPTION TO PARK A MOBILE HOME ON A
6.9-ACRE TRACT LOCATED ON THE EAST SIDE OF STATE
ROUTE 603, 1.2 MILES SOUTH OF U.S. ROUTE 11-460
IN THE COVE HOLLOW COMMUNITY
CONTINUED
In relation to the above request, Chairman Myers advised that the shell
of a second mobile home on the applicant's property had not yet been moved. Mr.
Myers suggested continuing the public hearing to the next Board meeting.
On the motion of Supervisor Compton and the unanimous voice vote of the
Board, the public hearing on the renewal application of Lewis Wooldridge was con-
tinued to the January 25, 1977 Board meeting.
IN RE:
REDISTRICTING
I
A public hearing was this date held on adoption of a proposed ordinance
establishing and adopting magisterial districts, precincts and voting places for
Roanoke County. Mr. Edward A. Natt, County Attorney, briefly explained the redis-
tricting proposal. Mr. Natt stated that due to annexation by the City of Roanoke,
a redistricting of the County is required by law. He further advised that a com-
mittee had been heretofore appointed by the Board to study realignment of the

magisterial districts and precincts. Mr. Natt noted that the committee's recommen-
dations and proposals are within the requirements of law and as few changes as
possible from existing lines were made.
Supervisor Tompkins, Vinton District representative on the Board, com-
mented on the proposed division of the Mount Pleasant community between the Vinton
and Cave Spring Districts. Mr. Tompkins stated that the proposed change would not
effect taxes, schools, or fire rescue services. This proposal is only a paper
change or technicality to meet Federal guidelines he advised.
At this point, Chairman Myers opened the floor to public comments. Mr.
Michael Ferguson, Attorney representing certain citizens in the Mount Pleasant
community, stated that this is a closely knit community and should not be split.
He requested the Board to redraw the lines, allowing the Mount Pleasant commjnity
to remain within a single magisterial district. Mr. Ferguson further suggested
the alternative of shifting the Bonsack precinct into the Hollins District. Super-
visor Compton advised that the Bonsack Ruritan Club has already stated its objectio s
to being moved to the Hollins District.
Mr. Gene Wagner, Mount Pleasant Volunteer Fire Chief, objected to splitti g
Mount Pleasant into two districts along Route 116. Mr. Wagner stated that this is
not a natural boundary. Mr. Morton Brown stated that the psychological effect of
having to move children to a rival school should be taken into consideration. Mrs.
Gene Wagner, resieent of Mount Pleasant, raised objections to the proposed split.
Mr. Wayne Wray, President of the Mount Pleasant P.T.A., stated that Mount Pleasant
doesn't wish to be moved to the Cave Spring District any more than Bonsack wishes
to be moved to the Hollins District. Mr. Harry Dickens stated that the Mount
Pleasant Elementary School would be inadequate for use as a voting precinct.
Supervisor Tompkins reiterated his previous comments that the proposed
splitting of the Mount Pleasant community would be a technical change on paper, and
will not be detrimental to the community or effect the day-to-day lives of the
residents. Chairman Myers also expressed his sympathy with the feelings of the
community and noted that the redistricting of the County is mandated by Federal
law due to annexation, and not something the Board is doing of its own accord.
There being no further public comments, Supervisor Johnson moved that the
proposals in the Mount Pleasant area be amended by moving the magisterial district
line back to Yellow Mountain Road and other roads as the line presently exists; and
further, that the name of the Boxley Hills precinct be changed to Plantation precin t

and that the East and West Vinton precincts be changed to the North and South Vinto
precincts as appropriate and that the Clearbrook Elementary School be the voting
place in the Clearbrook precinct.
The motion was adopted by the following recorded vote:

Mr. Lawrence Terry, Windsor Hills District resident, raised a question
on splitting the Poages Mill precinct. Mr. Terry was advised that the majority of
the Poages Mill precinct will remain intact.
This concluded the public hearing on redistricting, and Supervisor
Compton moved adoption of the following ordinance, with the above changes incor-
porated therein:
IN RE:
ORDINANCE NO. 1684 ESTABLISHING AND ADOPTING MAGISTERIAL DISTRICTS,
PRECINCTS AND VOTING PLACES FOR ROANOKE COUNTY
WHEREAS, a portion of Roanoke County containing approximately 16 square
miles was annexted to the City of Roanoke as of January 1, 1976; and
\VHEREAS, pursuant to the requirements of law, since the boundaries of the

County have changed, a redistricting of the County is required; and
\VHEREAS, the Board of County Supervisors of Roanoke County has heretofore
appointed a committee to study realignment of the magisterial districts and pre-
cincts; and
WHEREAS, said committee has reported to the Board its recommendations and
has advised the Board that said recommendations, in the opinion of the committee,
comply with the requirements of law; and
WHEREAS, a Notice of Intention to adopt an Ordinance establishing said
magisterial districts, precincts and voting places as proposed, and public hearing
thereon have been advertised and posted in accordance with law.
NOW, THEREFORE, BE IT ORDAINED by the Board of County Supervisors of
Roanoke County that the magisterial districts, precincts and voting places of

WHEREAS, the County Executive, in report dated January 11, 1977, has
advised that Blue Cross/Blue Shield of Southwestern Virginia has notified the
County of a projected rate increase, based upon experience-rating, for all County
employees covered under said insurance program; and
WHEREAS, the County Executive has recommended that the Board approve a
new agreement with Blue Cross/Blue Shield of Southwestern Virginia at new rates as
set out in said contract, with the County paying the first $22 per month of the
premium of each employee, with the employee being responsible for any additional
premium for himself or his dependents; and
WHEREAS, the Board concurs in said recommendation and desires to autho-

WHEREAS, the City of Roanoke, the County of Roanoke, and the Town of
Vinton have heretofore entered into an agreement under date of July 29, 1975,
providing for the joint operation of a regional landfill on a site or sites to be
provided by the governing bodies of said localities; and
WHEREAS, said agreement provided that the Board of County Supervisors
was to hold title to a 31.2% undivided interest in any real estate utilized in said
operation; and
WHEREAS, the City of Roanoke has heretofore acquired a parcel of land,
originally containing approximately 273 acres, out of which 16 acres was conveyed
to the U.S. Government for use in the Blue Ridge Parkway, leaving a residue of 258

acres, more or less; and
WHEREAS, there has been prepared a deed dated December 20, 1976 by which
the City of Roanoke conveys to the County its 31.2% undivided interest in said
parcel of real estate; and
WHEREAS, the Board of County Supervisors desires to accept said deed and
to authorize its recordation in the Clerk's Office of the Circuit Court of Roanoke
County.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of
Roanoke County that said Board hereby accepts the conveyance of a 31.2% undivided
interest in a 258.077 acre tract of land utilized as a Regional Landfill in the
Mayflower Hills Section of Roanoke County, said conveyance being made by the City

tion No. 1667 which authorized the acquisition of four water companies pursuant to
the terms of an agreement dated November 19, 1976; said water companies being Pine
Mountain Water Company, Delaney Court Water Agency, Inc., Southern Rural Water
System, Inc. and the Hollins Community Water Company, Inc.; and
WHEREAS, certain factors have occurred since the adoption of said resolu-
tion which have resulted in a revised recommendation concerning the acquisition of
said water companies; and

WHEREAS, the Board desires to amend Resolution No. 1667 to reflect said
changes.

NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of
Roanoke County that said Board hereby amends Resolution No. 1667 providing for the
acquisition of Pine Mountain Water Company, Delaney Court Water Agency, Inc.,
Southern Rural Water System, Inc. and the Hollins Community Water Company, Inc.,
in the following respects:
(a) The acquisition price for said systems shall be a total County expense of
$95,000, with Virginia Water Projects, Inc. paying a sum equal to the amount
by which the outstanding deeds of trust on the properties of said companies
exceed the sum of $95,000.
(b) Taxes shall be pro-rated as of the date of closing with the County paying its
share of the 1977 taxes.
(c) The outstanding deeds of trust shall be paid off as of the date of closing.
(d) An operations agreement shall be entered into from the period of December 15
through the date of closing which provides that the County shall collect the
revenue for the water systems for said time period upon County water rates,
with the County assuming all costs for electric current necessary to run said
water systems. The operations agreement shall remain in effect during the
period of closing.
BE IT FURTHER RESOLVED that the County Executive be and he is hereby
authorized and directed to enter into any necessary operations agreement providing
for the above and he is further authorized and directed to execute on behalf of the
Board of County Supervisors any documents necessary to be executed in order to
provide for said acquisition.
BE IT FINALLY RESOLVED that the County Executive be and he is hereby
authorized and directed to accept the deeds of the real estate owned by said
companies and, upon certification by the County Attorney that the County is
acquiring the fee simple title to said real estate, to record the same in the
Clerk's Office of the Circuit Court of Roanoke County.

should be established providing a manner under which funds received from vending
machines located at various County facilities are utilized; and

recommended a procedure, in which procedure the Board concurs.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of
Roanoke County that the following be and it is hereby adopted as a policy relating
to the handling of funds derived from the operation of vending machines at various
County facilities:
(1) The department head, with concurrence of the County Executive, shall
report to the Board the manner in which the funds received from the vending machine~
are utilized together with the name of the individual or individuals who are res-
ponsible for the handling of said funds.
(2) Said individuals shall keep a record of funds received and disbursed,
which records shall be available for inspection upon the request of the Board of

(3) The funds received from the vending machines shall not accrue to the
benefit of any individual County employee or any other individual but shall be used

County Supervisors of Roanoke County to serve as Chairman of said Board for a term
of one year, which term was completed on December 31, 1976; and

leadership in said capacity in a period of time in which Roanoke County was involvEd
in many critical situations affecting the future of the County and its citizens; aId

other areas; and
WHEREAS, the Board of County Supervisors is of opinion that the expendi-
ture of said funds for a metro rail system in Northern Virginia should not be
approved by the General Assembly as being in the best interests of the Commonwealth
and therefore said Board desires to express its opposition to said proposal.
NOW, THEREFORE, be it resolved by the Board of County Supervisors of
Roanoke County that said Board hereby expresses its opposition to the expenditure
of any funds by the Commonwealth for the construction or operation of a metro rail
system in Northern Virginia.
BE IT FURTHER RESOLVED that a certified copy of this resolution be

transmitted to all area legislators with the request that they oppose any legisla-
tion which would appropriate funds for such purpose.
On motion of Supervisor Dodson, seconded by Supervisor Johnson, and
adopted by the unanimous voice vote of the Board.

At 9:55 p.m., the Supervisors returned to the Civic Center and on the
motion of Supervisor Tompkins and the unanimous voice vote of the members, the
Board reconvened in open session.
IN RE:
REQUEST TO REPLACE DEPUTY SHERIFF
Supervisor Tompkins moved that the Board concur with the request of the
County Sheriff for permission to replace County Police Officer David Bates who
resigned December 31, 1976. The motion was adopted by the unanimous voice vote of
the Board.
This concluded the business before the Board at this time and on the
