The Board of County Supervisors of Roanoke County, Virginia, met this
day in open session at the Salem-Roanoke County Civic Center in Salem, Virginia,
this being the fourth Tuesday and the second regular meeting of the month.
Members Present: Vice-Chairman R. Wayne Compton, Supervisors C. LawrencE
Dodson, May W. Johnson, and E. Deal Tompkins.
Absent: Chairman Robert E. Myers.
In the absence of Chairman Myers, Acting Chairman Compton called the
meeting to order at 7:00 p.m. and recognized Reverend Edwin Wallace, First
Wesleyan Church, who offered the invocation. The Pledge of Allegiance to the
flag was given in unison.

WHEREAS, this Board after giving careful consideration to said petition and
to the recommendation of the Planning Commission and after hearing evidence touch-
ing on the merits of said proposed amendment to the County Zoning Ordinance (1970)

and special exception being of the opinion that said County Zoning Ordinance shoulc
be amended as requested in said petition and the special exception granted all as
recommended by said Planning Commission.
NOW, THEREFORE, BE IT RESOLVED AND ORDERED that at this meeting of the Board
of Supervisors of Roanoke County, Virginia, held on the 22nd day of February, 1977
the said County Zoning Ordinance (1970) be and the same is hereby amended so as to
classify as B-3 Business all that tract or parcel of land described as Lots 1 and
2, Block 1, Map of Yostland Heights; and
IT IS FURTHER ORDERED AND RESOLVED that the Clerk of this Board shall forth-
with certify a copy of this resolution and order to the Secretary of the Planning
Commission of Roanoke County, Virginia, and a copy to Plunkett & Logan, Attorneys
for the Petitioner.

NOW, THEREFORE, be it resolved and ordered that at this meeting of the Board
of Supervisors of Roanoke County, Virginia, held on the 22nd day of February, 1977
a Special Exception be and is hereby granted to the petitioner, Eugene B. Knighton
for the operation of an automobile car wash and used car lot on that certain tract
or parcel land described as Lots 1 and 2, Block 1, map of Yostland Heights, subjec

to the following restrictions:
1. Private automobiles and pickup trucks no larger than 3/4 ton may be sold
from the lot.
2. Directional lighting which shields residential property must be provided.
3. The used car lot may be open until 9:00 p.m.
4. Residential properties adjoining the rear of the area must be screened
by a six foot high visual barrier before cars can be placed on the lot. This
visual barrier must be of a type that can not be seen through at any time of the
year.

5. The permit is to be revoked if all the restrictions are not followed.

This matter carne on to be heard before the Board of County Supervisors of
Roanoke County at its regular meeting held at the Salem-Roanoke County Civic
Center on Tuesday, February 22, 1977, at 7:00 P.M., the same having been previous-
ly filed with the County Zoning Administrator and referred to the Planning Commis-
sian of Roanoke County, and upon notice and public hearing before the Board of
County Supervisors of Roanoke County advertised to be held on the 22nd day of

February 1977, at 7:00 P.M., and upon the appearance of the Petitioner in person,
and the appearance of interested citizens and with the recommendation of the
Planning Commission, and the Board having heard and weighted the evidence in the
case and being of the opinion that the granting of the petition herein for the
use of the premises described herein for the sale and servicing of new and used
recreational vehicles, (i.e., travel trailers, motor homes and camping trailers)
on leased property located on the South side of U.S. Route 11, Lee Highway, being
portions of Lots 204 and 205, Section 30, in the Catawba Magisterial District is
in accord with the laws of the Commonwealth of Virginia and consistent with the
Zoning Ordinance and policy of the County of Roanoke, Virginia, it is accordingly
ordered as follows:
That the petitioner, his heirs, successors and assigns be and they hereby

are granted permission to operate a recreational vehicle sales and service busines
on the following described property:
The property is situate in the Catawba Magisterial District on the
South side of U.S. Route 11, Lots 204 and 205, Section 30

On motion of Supervisor Tompkins and the unanimous voice vote of the members
present~ the following petition was this date received~ filed~ and referred to the
Planning Commission for recommendation:
Petition of Steve Waldrop for rezoning from R-l to M-l a tract of land
containing 1.002 acres and located on the east side of Plantation Road
(Route l15)~ opposite the intersection of Vista AVenue in order to allow
the construction of a building to be used for the sale of commercial
machine bearings.
IN RE:
RESOLUTION NO. 1715 ACCEPTING THE BID FOR THE PURCHASE OF A 5~000 GALLON
PRESSURE TANK FOR THE NORTH COUNTY WATER SYSTEM IMPROVEMENTS
WHEREAS~ funds are included in the 1976-77 budget for the purchase of a 5~000

gallon pressure tank for the North County Water System Improvements; and
WHEREAS~ one bid has been received from Fred M. Hunnicutt~ Manufacturers Sales
Representative for General Industries~ Inc.~ in the amount of $2~967.00.
NOW~ THEREFORE~ BE IT RESOLVED by the Board of County Supervisors of Roanoke
County that the bid of Fred M. Hunnicutt~ Manufacturers Sales Representative for
General Industries~ Inc.~ for a 5~000 gallon pressure tank in the amount of
$2~967.00~ be and the same is hereby accepted, the County Executive to notify the
bidder of the acceptance of said bid and to complete the necessary purchase order
for said pressure tank.

Supervisor Dodson moved that the Board concur with the report of the County
Executive which recommended the following in regard to personnel in the Department
of Finance:
1. Filling of vacant Clerk Typist I
2. Filling of vacant Account Clerk III
3. Reclassification of Clerk Typist I to an Account Clerk II
4. Deletion of Clerk Typist I position

IN RE:
1976 BOND REFERENDA - ROll~OKE COLLEGE CLASS SURVEY
I
Dr. William B. Hill and several students from his political science class
appeared before the Board and made a summary presentation regarding a recent surve
of County citizens conducted by the class concerning the bond issue referenda in
November, 1976 which was defeated. A full copy of the report is filed with the
minutes of this meeting.
IN RE:
RESOLUTION NO. 1716 RELATING TO THE COUNTY'S SHARE OF THE COST OF A GRAN
FOR THE DEVELOPMENT OF WALROND PARK
WHEREAS, the Virginia Commission of Outdoor Recreation provides funds to
localities to assist in acquiring and developing open space and park lands; and
WHEREAS, the Board of County Supervisors of Roanoke County has directed that
there exists an urgent need in Roanoke County to develop additional park lands and

that the North County area is a high development priority; and
WHEREAS, the County has heretofore filed a grant application for funds to
assist in the development of Walrond Park in the North County area, said funding
to be 50% by the Virginia Commission of Outdoor Recreation and 50% by the County
of Roanoke.

NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of
Roanoke County that the County Executive be and he is hereby authorized to cause
such information or materials as may be necessary to be provided to the appropriat~
state agency to permit the formulation, approval and funding of the Walrond Park
I
project.
BE IT FURTHER RESOLVED that said Board hereby assures that the funds required
as the County's proportionate share of said cost, in an amount not to exceed
$110,000.00, shall be provided.
BE IT FURTHER RESOLVED that said Board hereby assures that Roanoke County
will abide by all applicable state and federal regulations regarding the expen-
diture of said funds.
BE IT FINALLY RESOLVED that the Bureau of Outdoor Recreation, U.S. Department
of Interior, and the Virginia Commission of Outdoor Recreation are hereby respect-
fully requested to assist in the prompt approval and funding of the Walrond Park
project in order to enhance the standard of recreational enjoyment for the citizen3
of Roanoke County.

IN RE:
RESOLUTION NO. 1717 AWARDING A CONTRACT FOR PROVIDING COMMUNICATIONS
MAINTENANCE SERVICE TO THE COUNTY
WHEREAS, a sum of money was included in the present budget to provide for
communications maintenance service and the Board has appropriated additional funds
to provide for the service in the manner recommended by the County Executive in
report to the Board dated February 22, 1977; and
WHEREAS, bids were received on December 20, 1976 for the service of providing
communications maintenance to the County of Roanoke for a period of one year; and
WHEREAS, as a result of said bids, the contract hereinafter set out and

described was deemed to be the best alternative available to the County and the
Board desires to award the contract as hereinafter set out.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of Roanoke
County that said Board hereby authorizes the execution of a contract with Lucky's
Mobile Communications whereby said firm will provide routine maintenance on all

County radio mobile equipment at a total cost to the County of $2,421.50 per
month; said contract containing provisions under which additional equipment may
be added or equipment originally included may be deleted; said contract further
being on a per item basis as follows:

5 Encoders (per month) 6.00 each

REDISTRICTING
The County Attorney advised, in a report to the Board, that the u.S. Depart-
ment of Justice approved the redistricting of Roanoke County as adopted by the
Board of County Supervisors on January 11, 1977. A full copy of the report is

filed with the minutes of this meeting.
IN RE:
FINANCIAL STATEMENT
The Financial Statement for the month of January, 1977, as submitted by the
Director of Finance, was for information of the Supervisors and is filed with the
minutes of this meeting.
IN RE:
RESOLUTION NO. 1719 REVISING THE DATE OF THE ABOLISHMENT OF THE OFFICE
OF COLLECTOR OF DELINQUENT ACCOUNTS
WHEREAS, the Board of County Supervisors has heretofore adopted a resolution
authorizing the abolishment of the office of Collector of Delinquent Accounts as
of March 1, 1977; and
WHEREAS, the Finance Director, in report to the Board dated February 22, 1977,

has recommended that the effective date of the abolishment of said office be July
1, 1977; said date being selected upon the recommendation of the Auditor for the
County, in which recommendation the Board concurs.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of Roanoke
County that said Board hereby revises the effective date for the abolishment of
the office of Collector of Delinquent Accounts from March 1, 1977 to July 1, 1977.

WHEREAS, funds were authorized by L.E.A.A. under Grant 76-A3565 for the
purchase of ten (10) Vehicular Repeaters for use by the Sheriff's Department; and
WHEREAS, the units are available from Harris-R.F. Communications Division
of Rochester, New York on a "single source" purchase, the price of the units bein~

County that said board hereby authorizes the purchase of ten (10) Vehicular Re-
peaters from Harris-R.F. Communications Division of Rochester, New York, in the
total amount of $9,106.50, the County Executive is hereby authorized and directed
to notify said company of the acceptance of this purchase and to execute the

necessary purchase order for the units.

REJECTION OF BID - PORTABLE RADIOS
Supervisor Johnson moved that the Board concur with the report of the
Purchasing Supervisor and reject the entire bid for portable radios and that new
bids be solicited. The motion was adopted by the unanimous voice vote of the
members present.
IN RE:
COMMERCIAL REZONINGS
I
The report of the County Engineer regarding the effect of commercial re-
zonings on storm drainage around Route 419 and Colonial Avenue was for the infor-
mation of the Supervisors and is filed with the minutes of this meeting.

JAIL REPORT
The Jail report for the month of January, 1977, was for the information of
the Supervisors and is filed with the munites of this meeting.
IN RE:
RESOLUTION NO. 1721 APPROVING ONE NEW POSITION IN THE CLERK'S OFFICE
AND RECLASSIFICATING AN EXISTING POSITION
WHEREAS, as a result of certain personnel changes within the Clerk's Office
and the Circuit Court, it has become necessary to make certain changes in the
personnel in said offices; and

WHEREAS, the Board of County Supervisors desires to approve one new position
in said office and to reclassify an additional position in order to provide for
the proper operation of said office.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of Roanoke
County that said Board hereby approves the following changes in personnel in the
Office of the Clerk of the Circuit Court:

1. The employment of one new Clerk-Stenographer II, Grade 23, Step B,
at a monthly cost of $630.00 per month.
2. The reclassification of a Clerk-Typist II, Grade 18, Step A to Clerk~

I
At the request of Acting Chairman Compton, the County Attorney was directed
to prepare for the next meeting a notice of intention to hold a public hearing on
adoption of a solicitations ordinance for the County.

REFUSE COLLECTION STUDY COMMITTEE
The County Executive was directed to schedule a meeting of the previously
appointed refuse collection study committee.

IN RE:
SALARY OF CIRCUIT COURT CLEIDZ
Due to a tie vote at the February 8, 1977 Board meeting, consideration of
increasing the salary of the Circuit Court Clerk was again brought before the
Board.
Supervisor Johnson moved that original motion made by Supervisor Dodson to

increase the salary of the Circuit Court Clerk be continued to the March 8, 1977
Board meeting in order that all Supervisors may be present when the matter is
again discussed. The motion was adopted by the unanimous voice vote of the
members present.

EXECUTIVE SESSION
At 8:15 p.m., Supervisor Dodson moved that the Board go into Executive
Session to discuss possible litigation.

of Supervisor Tompkins and the unanimous voice vote of the members present, the
Board reconvened in open session.
IN RE:
RESOLUTION NO. 1723 MAKING AN OFFER TO THE TOWN OF VINTON FOR THE
SETTLEMENT OF THE NET LOSS REVENUE PAYMENTS FROM THE ANNEXATION
PROCEEDING
WHEREAS, the annexation decree in the recent annexation case provided in
part that "The Town of Vinton shares in the local sales tax and will suffer a
loss of revenue by reason of the annexation. The loss of sales taxes to the
Town of Vinton having been considered and included in our computation of the net
tax loss set forth above, the County should compensate the Town of Vinton out of
the amount fixed above." and
WHEREAS, the Board of County Supervisors, after considering the above matter

is of opinion that the offer herein made fairly reflects the compensation due to
the Town of Vinton pursuant to said decree; and
WHEREAS, the Board of County Supervisors, in an effort to resolve said
matter, desires to make the following offer of settlement.

NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of
Roanoke that said Board in an effort to resolve the question concerning the
amount of compensation due to the Town of Vinton pursuant to the annexation decreE
hereby offers to pay to the Town of Vinton the sum of $25,000.00 per year for a
period of five years, the first such year being 1976 and the last year being 1980.
BE IT FURTHER RESOLVED that the Clerk transmit a certified copy of this
resolution to the Town Council of the Town of Vinton with the request that they
concur in said offer of settlement.
