Pursuant" to the adjournment of the meeting of July 10,
1973, the Roanoke County Board of Supervisors met this day and
convened in open session at the Salem-Roanoke Valley Civic
Center, Salem, Virginia.
MEMBERS PRESENT: C. Lawrence Dodson, Chairman,
John G. Seibel, Vice-Chairman, J. Thomas Engleby, Richard C.
Flora, R. E. Hilton, Jr. Mr. William F. Clark, County Admini-
strator, and Mr. Edward A. Natt, County Attorney, were also in
attendance.
Chairman Dodson called the meeting to order at 5:00 p.m.
IN RE: ADOPTION OF POSITION CLASSIFICATION
AND PAY PLAN PREPARED BY YARGER AND
ASSOCIATES, INC.
Mr. Jack LaFlame, representing the Consulting Firm of
Yarger and Associates, Inc., appeared before the Board and sub-
mitted a brief summary of the Position Classification and Pay
Plan for Roanoke County employees for the Board's consideration.
Discussion followed among the Supervisors, Mr. LaFlame and the
County Administrator.
Supervisor Engleby moved that the County adopt the
Yarger Report.
Supervisor Hilton offered a substitute motion that the
County postpone taking action on the Yarger Report until the
August 14 meeting of the Board so that the Supervisors can
further study said Report and make any necessary adjustments.
The substitute motion was defeated by the following
recorded vote:

Supervisor Flora offered an amendment to the original
motion that the County adopt the position Classification and
Pay Plan prepared by Yarger and Associates with the following
conditions:
I
1. The Yarger Report becomes effective July 15, 1973
for employees hired prior to January 1, 1973.
2. Those persons employed since January 1, 1973, will
come under the Yarger Plan on January 1, 1974.
3. Employees hired between July 16, 1973 and January 1,
1974 will start at a salary no more than the lowest
paid person in a similar position, to be adjusted
to the Yarger Plan January 1, 1974.
4. Future adjustments will be effective July 1, 1974
or one year from the date of employment (whichever
occurs last).
The amendment to the original motion was adopted by
the following recorded vote:

IN RE: SALARIES OF CONSTITUTIONAL OFFICES
Supervisor Flora moved that the salaries of the
Constitutional Officers and personnel in said offices, which are
included in the Yarger Report, be set according to the present
budget approved by the State Compensation Board and that the
Compensation Board be requested to adjust to the position
Classification and Pay Plan adopted by the County.
Supervisor Hilton offered a substitute motion that the
County pay the Constitutional Offices included in the Yarger
Report the amount set out in said Report and that the State
Compensation Board be requested to adjust the salaries awarded
by said Board to conform to the Yarger Report adopted by Roanoke
County.

IN RE:
EXPANDING VOCATIONAL EDUCATIONAL FACILITIES
Supervisor Seibel moved that the Roanoke County School
Board be authorized to designate a committee to meet with
representatives of the Roanoke City School Board for the purpose
of discussing expanding vocational educational facilities and
further that an analysis be made of the number of former students
of this Program who have continued in a job endeavor closely
related to their original course of study and also ascertain fro
members of the business community, who have employed graduates of
this Program, opinions and expressions as to the quality and
reliability of students graduating from the County's Vocational
Education Program.
The motion was adopted by the following recorded vote:

IN RE: A RESOLUTION INDICATING THE DESIRE OF
THE BOARD OF SUPERVISORS TO WORK WITH
THE CITY OF ROANOKE IN AN EXPANSION OF
THE CITY JUVENILE DETENTION HOME
WHEREAS, the City of Roanoke presently operates
Detention Horne facility to house juveniles from various politica
subdivisions situate in the Roanoke Valley including Roanoke
County; and
WHEREAS, the facilities are inadequate at certain times
to accommodate all of the juveniles necessary to be detained
there; and
WHEREAS, Roanoke County is desirous of working with the
City of Roanoke in constructing a ten bed expansion to said
Juvenile Detention Horne.
THEREFORE, BE IT RESOLVED by the Board of Supervisors
of Roanoke County that said Board hereby indicates its desire to
work with the City of Roanoke in the City's construction of a
ten bed expansion of the Juvenile Detention Horne facility of the
City of Roanoke.

BE IT FURTHER RESOLVED that said Board requests that at
least five beds in said detention home be reserved for the use
of Roanoke County, unless extenuating circumstances exist so as
to make this impossible.
BE IT FINALLY RESOLVED that the Clerk transmit a
certified copy of this resolution to the Mayor and the Members
of the City Council of the City of Roanoke.
On motion of Supervisor Seibel and adopted by the
following recorded vote:

This concluded the business before the Board at this
session, and on the motion of Supervisor Hilton and the
unanimous voice vote of the Board, the meeting was adjourned
at 6:55 p.m.
