I A joint Public Hearing of the Board of Supervisors of I Roanoke County and the Planning Commission of Roanoke County wasl held at 1:00 p.m. this date at the Salem-Roanoke Valley Civic Center with the Chairman of the Board of Supervisors, C. Lawrence Dodson, presiding. The purpose of the joint Public Hearing being to consider applications for uses not provided for for the placement of mobile homes on certain properties situate in Roanoke County pursuant to the provisions of Section 21-7 of the Roanoke County Code. Members present from the Board of Supervisors: Chairman C. Lawrence Dodson, Vice-Chairman, John G. Seibel, J. Thomas Engleby, Richard C. Flora and R. E. Hilton, Jr. Members present from the Planning Commission: Chairman Robert L. Miley, Vice-Chairman M. E. Maxey, L. S. Elder, and David A. Updike. Mr. William F. Clark, County Administrator, and I Mr. A. A. Guepe, Secretary to the Planning Commission, were also I present. IN RE: USES NOT PROVIDED FOR Public Hearings were held on the following applications for uses not provided for: 1. Jack Ray Bowyer and Gail Rowe Bowyer to park 1 trailer on a 3-acre tract on Beaumont Road at Hollin . Those speaking in opposition were: Mrs. Thelma Hale, who presented signed petitions to the Board from residents of the Beaumont Road area and Mrs. H. J. Burnette. I I I 1""" I I I 7-16-73 45 2. Lindsay G. Collins to park 1 trailer on a I-acre tract opposite Bent Mountain Assembly of God Church. There was no opposition. 3. Charles L. Radford to park 1 trailer on a 6-acre tract in Fort Lewis Hollow. Those speaking in opposition: Mr. R. R. Wimmer, an adjoining property owner, and also representing Mr. Walk, an adjoining property owner. 4. Buddy R. Caldwell and Joan P. Caldwell to park 1 trailer on a 6-acre tract on Route 624 (Newport Road) about l~ mile off Route 311. There was no opposition. 5. Madge B. Twine to park 1 trailer on a I-acre tract on Route 778 behind Blue Jay Restaurant and north of Route 81. There was no opposition. 6. Lazarus Simmons to park 1 trailer on a I-acre tract on Route 778 behind Blue Jay Restaurant and north of Route 81. There was no opposition. 7. Marie R. Kingery to park 1 trailer on 3/4-acre tract on west side of Route 311. Those speaking in opposition were: Mr. and Mrs. Delbert Nichols. 8. James Maxey and Barbara Maxey to park 1 trailer on a ~-acre tract off Alleghaney Drive near McVitty House. There was no opposition. 9. Richard L. Ricks to park 1 trailer on a I-acre tract on Route 622 about 10 miles west of Mason Cove Grocery. Mrs. Lois Ferguson spoke on behalf of applicant. There was no opposition. 10. Preston Wayne King to park 1 trailer on a 60-acre tract owned by Mrs. Emmer King and located on Route 639, about 3 miles from Lawrence's Market. There was no opposition. 11. Daniel Lee Ray to park 1 trailer on a I-acre tract on Buck Mountain Road. There was no opposition. 12. Ralph Keen to park 1 trailer on a 4.62-acre tract on a private road off Route 688, which turns south off Route 221. 13. Carl Taylor and Janie Taylor to park 1 trailer on Route 603 in Cove Hollow. Griggs to park 1 trailer on l~-acre tract 1,000 feet north off Route 1150. There was no opposition. 17. Gene Allen Mitchem to park 1 trailer on a 7~-acre tract owned by Clarence E. Kesler and located at Mount Pleasant. 18. Frank W. Hale to park 1 trailer on a 87-acre tract owned by Fred A. Hale and located on Mill Creek at Bent Mountain. There was no opposition. 19. Danny Leon Clark to park 1 trailer on a 4.3-acre tract on Route 603, about 1 1/8 mile off Route 460. 20. Louis C. Prillaman to park 1 trailer on a 4-acre tract in Riverdale Farm map, on north side of Highland Road. There was no opposition. At 2:40 p.m., Supervisor Hilton moved that the Board of Supervisors take a recess. Motion carried unanimously. At 3:20 p.m., the Supervisors returned to the Civic Center and on the motion of Supervisor Flora and the unanimous voice vote of the Board, reconvened in open session; whereupon, the Planning commissi.on made its recommendation on the above- mentioned applications. The Planning Commission stated that on all applications for which it recommends approval, the following conditions apply: 1. All mobile homes shall be located on a tract of land containing at least one acre situate in either a Residential Estates District RE or Agricultural District A-I. 2. The site on which the mobile home is placed shall meet with the standard requirements of the local Health Department as to water and/or sewage usage. 3. The site shall be properly landscaped with at least eight pieces of shrubbery not less than 18 inches in height and to include one shade tree not less than five feet in height. '~. 7-16-73 47 4. within 60 days, the mobile home shall be completely skirted with a termite-resistant material in such manner as to be attractive. Metal skirting must be pre-painted. 5. Site shall contain a storage facility adequate for lawn equipment, garden tools, autho parts, etc. I 6. All fuel tanks shall be located at the rear of the mobile home and, if adjacent to another dwelling, a screen is to be provided around tanks so as not to look unsightly and of a material that is fire resis- tant; and no such fuel tanks shall be smaller than 270 gallons. 7. No other building other than a storage facility, as set out in paragraph 5, for use as a residence or for any other use shall be permitted on the tract of land defined as a mobile home space. 8. All mobile homes and modular homes shall come within the minimum standards prescribed in the Roanoke County Building Code for single-family dwellings. 9. These permits issued herein shall be valid for a period of two years. Upon the expiration of any permit herein issued, the owner shall apply for a new permit should he desire to continue the use of the land as a mobile home space. Supervisor Flora moved that the application of Jack Ray I Bowyer and Gail Rowe Bowyer be granted upon the conditions set forth by the Planning Commission. Supervisor Seibel offered a substitute motion to deny the application of Jack and Gail Bowyer. The substitute motion was defeated by the following recorded vote: AYES: Mr. Seibel NAYS: Mr. Engleby, Mr. Flora, Mr. Hilton ABSTAINING: Mr. Dodson After the substitute motion was defeated, Supervisor Flora's motion was adopted by the following recorded vote: AYES: Mr. Engleby, Mr. Flora, Mr. Hilton NAYS: Mr. Seibel I ABSTIANING: Mr. Dodson Supervisor Engleby moved that the application of Lindsay G. Collins be granted upon the conditions set forth by the Planning Commission. Radford. The motion was adopted by the following recorded vote: AYES: Mr. Engleby, Mr. Flora, Mr. Hilton, Mr. Seibel, Mr. Dodson NAYS: None Supervisor Hilton moved that the application of Buddy R. Caldwell and Joan P. Caldwell be granted upon the conditions set forth by the Planning Commission. The motion was adopted by the following recorded vote: AYES: Mr. Engleby, Mr. Flora, Mr. Hilton, Mr. Seibel, Mr. Dodson NAYS: None Supervisor Hilton moved that the application of Madge B. Twine be granted upon the conditions set forth by the Planning Commission. The motion was adopted by the following recorded vote: Mr. Engleby, Mr. Flora, Mr. Hilton, Mr. Seibel, Mr. Dodson AYES: NAYS: None Supervisor Hilton moved that the application of Lazarus Simmons be granted upon the conditions set forth by the Planning Commission. Kingery. AYES: NAYS: The motion was adopted by the following recorded vote: Mr. Engleby, Mr. Flora, Mr. Hilton, Mr. Seibel, Mr. Dodson None Supervisor Hilton moved that the Board concur with the recommendation of the Planning Commission and deny the applica- tion of James Maxey and Barbara Maxey. AYES: NAYS: The motion was adopted by the following recorded vote: Mr. Engleby, Mr. Flora, Mr. Hilton, Mr. Seibel, Mr. Dodson None Supervisor Hilton moved that the application of Richard L. Ricks be granted upon the conditions set forth by the Planning Commission. AYES: NAYS: The motion was adopted by the following recorded vote: Mr. Engleby, Mr. Flora, Mr. Hilton, Mr. Seibel, Mr. Dodson None Supervisor Hilton moved that the application of Preston Wayne King be granted upon the conditions set forth by the Planning Commission.
