Proclamation declarinQ October !! throuQh October 14, 2006, as Fire Prevention Week in the County of Roanoke Chairman Wray presented the proclamation to Rick Burch, Chief of Fire and Rescue, and Captain Gary Huffman, Fire Marshal. IN RE: NEW BUSINESS .1 Adoption of .! list of interstate and primary road proiects and resolution to be presented at the Virainia Department of Transportation's (VDOT's) public hearinQ for the Fiscal Years 2008-2013 Six-Year Improvement ProQram. (Arnold Covey, Director of Community Development) R-1 01 006-1 Mr. Covey reported that the Commonwealth Transportation Board (CTB) is holding a public hearing to receive comments regarding which essential rail, public transportation, bicycle, pedestrian and highway projects (primary and interstate roads) October 10, 2006 823 should be included in the fiscal years 2008-2013 Six-Year Improvement Program (SYIP). He indicated that the public hearing for the Salem District is scheduled for October 17, 2006, at 6:00 p.m. at the Salem Civic Center, Community Room. He outlined the following items which are being presented as part of the County's resolution: Category 1 - Fiscal year 2006-2007 VDOT SYIP projects that County staff and the Board recommends for continuance of funding for the planning and construction of said projects: (1) 1-73: The County is still waiting to receive the record of decision on the environmental impact statement (EIS). (2) 1-81: VDOT is still receiving public comments on the Tier 1 EIS. (3) Route 11/460: Scheduled to purchase right-of-way in 2007 and at this time, the tentative construction date is 2011. (4) Route 221-Coleman Road to Cotton Hill Road: The only funding available at this time is for preliminary engineering. (5) Bridge on Route 116-Jae Valley Road: The only funding available at this time is for preliminary engineering. (6) Safety/mobility improvements-Route 220: The first round of improvements is currently being completed; it is hoped that once these improvements are completed, funds normally left over that were allocated to the program will be reassigned and an additional round of improvements will be examined for Route 220. Mr. Covey noted that this could include improvements such as turn lanes, wider shoulders, etc. Category 2 - Fiscal year 2006-2007 VDOT SYIP projects that County staff and the Board have identified as extremely important to the continued growth of 824 October 10, 2006 Roanoke County and/or for safety improvements. County staff and the Board of Supervisors request that the following list of prioritized projects be included in the FY 2008-2013 VDOT SYIP: (1) Route 221: Cotton Hill Road to Bent Mountain Road; (2) Route 11-Williamson Road: Peters Creek Road to the Roanoke City limits; (3) Route 115: Roanoke City limits to Route 11-Williamson Road; (4) Route 220-Franklin Road: Route 419 to the Franklin County line; (5) Route 116: Roanoke City limits to the Franklin County line; (6) Route 460 East-Challenger Avenue: Roanoke City limits to Botetourt County limits. (7) Route 419: Salem City limits to Roanoke City limits. Category 3 - Fiscal year 2006-2007 VDOT SYIP projects that County staff and the Board feel deserve consideration for spot improvements: (1) Route 419: intersection improvements throughout the corridor; (2) Route 118-Airport Road: construction of left turn lanes at the intersection of Dent Road; (3) Route 24-Washington Avenue: intersection improvements at William Byrd High School; (4) Route 311: construct turn lanes at the intersection of Route 864-Bradshaw Road in the Mason Cove area. Mr. Covey advised that staff recommends that the Board of Supervisors adopt the list of projects and resolution to be presented at the VDOT update hearing for the fiscal years 2008-2013 SYIP on October 17,2006. Supervisor Wray requested an update on funding for the projects. Mr. Covey reported that legislation has been approved for a maximum allocation of $50 million for the revenue sharing program, with each locality being allowed to contribute October 10, 2006 825 up to $1 million in matching funds. He indicated that at this time, it is at the discretion of the CTB to determine whether the total allocation will be $50 million or $15 million. He noted that the legislation allows cities and towns to participate in the matching fund program, which reduces the share for counties proportionately. Mr. Covey stated that he does not have additional information at this time regarding funding for the six-year secondary road program; however he noted that this information will be presented to the Board in early 2007. He advised that he has been attending the transportation conference currently being held at Hotel Roanoke and he indicated that Governor Tim Kaine was a featured speaker. Mr. Covey stated that there is gridlock in Richmond and a long-term funding solution for transportation has not been resolved. Supervisor Church expressed appreciation to Mr. Covey and the Community Development Department for their efforts in addressing transportation concerns. He voiced support for meeting with elected officials and expressing the needs of Roanoke County at every opportunity regarding transportation needs. Supervisor Altizer stated that in last year's budget, cities and towns were added into the revenue sharing program. The initial funding allocation was for $50 million; however, the 2006 Session of the General Assembly authorized the CTB to grant approval of up to $50 million but left it up to VDOT to find funding for this purpose. He stated that VDOT has indicated that they will only allocate $15 million for the revenue sharing program. Supervisor Altizer further advised that in the 2006 General Assembly, a tier process was implemented that favors localities in Tier 1 that 826 October 10, 2006 appropriate more than $1 million in matching funds. He stated that it is his opinion that every dollar of revenue sharing will be distributed to Northern and Eastern Virginia localities under this funding formula, thereby causing Southwest Virginia to continue losing needed transportation funding. He noted that the Board will be addressing the 2007 legislative program in work session tonight, and he stated that serious consideration should be given to making transportation and revenue sharing part of our legislative efforts. Supervisor Flora stated that he supports all the projects on the list; however, he is not certain what is occurring with 1-81 and he noted the increasing number of accidents on this roadway. He advised that Route 460-Challenger Avenue is not currently on the list but it is experiencing difficulties due to the increasing volume of traffic. He stated that this will need to be considered and coordinated with Roanoke City because to improve the section of the road in the County will not be beneficial unless the Roanoke City portion of the road is also improved. He stated that the County needs to continue voicing their concerns to legislators regarding transportation funding. Supervisor McNamara congratulated staff in the Community Development Department for their expertise in addressing the areas that the County can control, and he noted that they have done a good job of prioritizing road projects and addressing the need for bike lanes. He commended Anthony Ford, former Transportation Engineering Manager, for his previous work with respect to roads. He inquired about the status of filling this vacant position. Mr. Covey advised that it has proven difficult to fill this October 10, 2006 827 position and he indicated that there IS a problem state-wide with recruitment of transportation and civil engineers. Supervisor Wray noted that the transportation situation in Virginia is very frustrating for local officials. Supervisor Church moved to adopt the resolution. The motion carried by the following recorded vote: AYES: Supervisors McNamara, Church, Altizer, Flora, Wray NAYS: None RESOLUTION 101006-1 REQUESTING THE VIRGINIA DEPARTMENT OF TRANSPORTATION, VDOT, TO CONTINUE FUNDING PROJECTS CURRENTLY IDENTIFIED IN THE FISCAL YEAR 2006-2007 VDOT SIX- YEAR IMPROVEMENT PROGRAM AND TO ADOPT THE PRIORITIZED LIST OF INTERSTATE AND PRIMARY ROAD PROJECTS HEREIN IDENTIFIED AS "NOT INCLUDED IN THE FISCAL YEAR 2006-2007 VDOT SIX-YEAR IMPROVEMENT PROGRAM" FOR INCLUSION INTO THE FISCAL YEAR 2008-2013 SIX-YEAR IMPROVEMENT PROGRAM WHEREAS, the Six-Year Improvement Program is the Commonwealth Transportation Board's plan for identifying funds anticipated to be available for highway and other forms of transportation construction; and WHERAS, this program is updated annually to assist in the allocation of federal and state funds for interstate and primary roads. BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia as follows: 1. That the following projects identified as "included in the Fiscal Year 2006- 2007 VDOT Six-Year Improvement Program" are recommended for continuance of funding for the planning and construction of said projects. . Interstate 73 - In a letter dated June 3, 2001, the Board of Supervisors encouraged VDOT to work closely with the impacted citizens to address their concerns and mitigate any negative impacts to them. This is in addition to the resolution 120500-2 passed December 5, 2000 reaffirming the Board's support for 1-73. 828 October 10, 2006 2. . Interstate 81 - Roanoke County continues to support VDOT's proposed plan to widen 1-81 from its present four lanes. We look forward to continuing our partnership with VDOT to develop regional cooperation for storm water detention facilities, potential utility crossings, and other design issues that could impact Roanoke County's future. . Rte. 11/460 (West Main St) - From: Salem City limits, To: 0.10 mi west Rte 830, Technology Dr. - Roanoke County continues to support the ongoing design for improvements in this important commercial and residential development area. Improvements will provide an increase in the level of service, bringing it up to standards required for the expected growth. . Rte. 221 (Bent Mtn Rd) - From: Rte 735, Coleman Rd., To: Rte 688 Cotton Hill Rd. - This project had been removed from the Six- Year Improvement Program but was reinstated in FY 05-06. The residential development that has occurred/expected to occur within this area will place additional demands on the road system that is currently providing an inadequate level of service. . Bridae Re"lacement Rte. 116 (Jae Vallev Rd.) over Back Creek- The VDOT Salem Residency has notified staff that the bridge over Back Creek is in need of repair and we wish to offer our support for improvements to the approaches and bridge replacement. . Rte. 220 Safety/Mobility Im"rovements - We support continued funding of safety and mobility improvements and crossover closures and desire the continuance of that work. That the following projects identified as "not included in the Fiscal Year 2006-2007 VDOT Six-Year Improvement Program" have been identified, prioritized, and selected by the Board of Supervisors as extremely important to the growth of Roanoke County and/or for safety improvements and are requested to be included in the Fiscal Year 2008- 2013 VDOT Six-Year Improvement Program. 1. Rte. 221 (Bent Mtn Rd) - From: Rte 688 (Cotton Hill Rd), To: Rte 694 (Old Bent Mtn Rd) - Portions of the Rte 221 corridor have been funded for Preliminary Engineering. Roanoke County is requesting Right-of-Way and Construction funding for the extension of the project to extend to the base of Bent Mountain. The much needed improvement project is due to increasing residential demands on corridor. October 10, 2006 829 2. Rte. 11 (Williamson Rd) - From: Rte 117 (Peters Creek Rd), To: Roanoke City limits - Now that Rte 11 has been widened from Plantation Road to Hollins College, this particular section of three-lane road remains to be improved. Additionally, the existing bridge over Carvins Creek does not meet current standards, and the alignment of Florist Road with Rte 11 creates additional congestion and safety concerns. The existing section of road, 1.52 miles in length, is currently a three-lane road with the center lane used for turning movements. Ninety percent of the tracts adjacent to Williamson Road are developed for commercial use. 3. Rte. 115 (Plantation Rd) - From: Roanoke City limits, To: Rte. 11 (Williamson Rd) - This two-lane section of Plantation Road is approximately 2.43 miles in length with numerous secondary road connections. If full funding were not available, various spot improvements, such as turn lanes, alignment and grade improvements would help with safety issues. Additional land is available along the road for future development, which will increase traffic and construction costs in the future. 4. Rte. 220 (Franklin Rd) - From: Rte 419 (Electric Rd), To: Franklin Co. line - Increasing commercial and residential development and commuter traffic have placed transportation demands on this corridor. Additional lanes, improved vertical alignment, and/or spot improvements are needed. 5. Rte. 116 (Jae Vallev Rd) - From: Roanoke City limits, To: Franklin Co. line - This road is serving the growing commuter traffic from Franklin County and recreational traffic to Smith Mountain Lake. We need to provide safety and capacity to its users (Note: there is funding for the bridge on Rte 116 in FY 05-06; however need road improvements, as well). 6. Rte. 460 (Challenaer Ave) - From: Roanoke City limits, To: Botetourt Co. line - The continued residential, commercial, and industrial growth within this corridor has increased traffic demands. 7. Rte. 419 (Electric Rd) - From: Salem City limits, To: Roanoke City limits (US 220) - The need is based on existing traffic volumes, current and anticipated economic development, and accident history. Could focus on operational 830 October 10, 2006 improvements (e.g. turn lanes, signal coordination, etc.) from Salem City limits to Rte 221; need to add capacity from Rte 221 to US 220. 3. That the following projects identified as "not included in the Fiscal Year 2006-2007 VDOT Six-Year Improvement Program" are recommended for spot improvements and for inclusion in the Fiscal Year 2008-2013 VDOT Six-Year Improvement Program. . Route 419 (Electric Road) - Intersection improvements throughout corridor . Route 118 (Airoort Road) - Construct left-turn lane at intersection with Rte. 623 (Dent Rd.) . Route 24 (Washinaton Avenue) - Improvements at the intersection of William Byrd High School . Route 311 (Catawba Vallev Road) - Construct left-turn lane at intersection with Route 864 (Bradshaw Road - Mason's Cove area) On motion of Supervisor Church to adopt the resolution, and carried by the following recorded vote: AYES: Supervisors McNamara, Church, Altizer, Flora, Wray NAYS: None IN RE: APPOINTMENTS 1. Buildina Code Board of Adiustments and Appeals (Fire Code Board of Appeals) Chairman Wray advised that the four-year term of Richard L. Williams will expire on October 24, 2006. 2. Capital Improvement Proaram (CIP) Review Committee (Appointed !rl District) Chairman Wray advised that Supervisor Flora has nominated Steven A. Campbell, Hollins Magisterial District, to serve a one-year term that will expire on August 31, 2007. He indicated that confirmation of this appointment has been placed on the consent agenda. October 10, 2006 831 3. Economic Development Authority Chairman Wray advised that the four-year terms of Craig W. Sharp and Allan Robinson, Jr. expired on September 26, 2006. He indicated that a closed meeting has been scheduled to discuss these appointments. BAILEY, SHERIFF'S OFFICE, UPON HER RETIREMENT AFTER TWENTY-FIVE YEARS OF SERVICE WHEREAS, Delores J. Bailey was first employed by Roanoke County on July 1, 1980, as a Deputy Sheriff in the Sheriff's Office; and also served as a Deputy Sheriff- Master Deputy; and WHEREAS, Deputy Sheriff Bailey retired from Roanoke County on October 1, 2006, after twenty-five years and seven months of service; and WHEREAS, the public safety of Roanoke County citizens is assured by dedicated employees such as Deputy Sheriff Bailey; and WHEREAS, Deputy Sheriff Bailey, through her employment with Roanoke County, has been instrumental in improving the quality of life for its citizens. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County expresses its deepest appreciation and the appreciation of the citizens of Roanoke County to DELORES J. BAILEY for more than twenty-five years of capable, loyal, and dedicated service to Roanoke County; and FURTHER, the Board of Supervisors does express its best wishes for a happy and productive retirement. Jones was first employed by Roanoke County on August 5, 1996, as a solid waste equipment operator in the General Services Department; and WHEREAS, Mr. Jones retired from Roanoke County on October 1, 2006, after ten years and two months of service; and WHEREAS, Mr. Jones was an outstanding and extremely dependable employee who exemplified the highest standards of positive public service; and October 10, 2006 833 WHEREAS, Mr. Jones, through his employment with Roanoke County, has been instrumental in improving the quality of life for his fellow employees and citizens. Statement of the Treasurer's accountability per investment and portfolio policy as of September 30, 2006 IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS Supervisor Wray: He noted that the County is in the process of relocating to the new Public Safety Building and that Mr. Hodge is attempting to alleviate some of the work load of the staff involved in this move. He stated that the staff is working very 834 October 10,2006 hard to complete this move. Mr. Hodge commended staff for their efforts and advised that they have already begun the relocation to the new building. IN RE: CLOSED MEETING At 3:45 p.m., Supervisor Wray moved to go into closed meeting followed by the work sessions pursuant to the Code of Virginia Section 2.2-3711 A (3) discussion or consideration of the acquisition of real property for public purposes, namely Southwest County Library; Section 2.2-3711 A (1) discussion of the appointment of specific public officers, namely appointments to the Economic Development Authority; and Section 2.2-3711 A (5) discussion concerning a prospective business or industry where no previous announcement has been made. The motion carried by the following recorded vote: AYES: NAYS: IN RE: IN RE: Supervisors McNamara, Church, Altizer, Flora, Wray None ABSENCE Supervisor Church left the meeting at 3:45 p.m. CLOSED MEETING The closed meeting was held from 3:55 p.m. until 4:44 p.m. October 10, 2006 835 IN RE: WORK SESSIONS ~ Work session to present draft recommendations for the Parks. Recreation and Tourism Master Plan. (Pete Haislip. Director of Parks. Recreation. and Tourism; Leon YounQer. PROS ConsultinQ) The work session was held from 4:52 p.m. until 5:37 p.m. Mr. Haislip advised that the Master Plan is a comprehensive document that addresses the County's needs for the next ten years. He indicated that core services and maintenance programs have been thoroughly evaluated with the goal being to establish new standards to be used as a management tool. Mr. Younger outlined the following key issues: (1) identification of core programs; (2) operational policies-business model; and (3) capital planning and maintenance. Core recreation services: Mr. Younger recommended establishing the following core recreation services: (1) youth and adult athletics; (2) special events and cultural art activities; (3) outdoor recreation and environmental education; (4) therapeutic recreation (city and county-wide); (5) lifestyle services; (6) youth and teen services; (7) wellness and fitness; (8) aquatics; (9) family recreation; and (10) tourism services. He advised that the results indicate that adult fitness and wellness programs are the top needs not currently being met. He provided a ranking of the core program 836 October 10, 2006 priorities and noted that it is important that the facilities match up to the core program priorities. Operational policies: Mr. Younger recommended that the County move towards a business model to encourage financial sustainability. This approach will focus on the following: earned income opportunities, management by performance measures, update the organizational structure to support core programs and services, develop partnerships, evaluate regional strategies for efficiency, and concentrate on customer service. To accomplish this, he outlined the following recommendations: (1) develop a financial plan to become less dependent on the General Fund; (2) develop business plans for all facilities; (3) develop a market-based pricing strategy; and (4) update and formalize park maintenance standards (including schedules, frequencies, quality, etc.). Mr. Hodge emphasized the need to evaluate these proposed changes in conjunction with what is occurring in neighboring localities. There was general discussion regarding pricing policies. Capital improvements: Mr. Younger stated that the County has invested in capital maintenance but has not invested sufficiently to protect the capital investment in parks and facilities. He recommended that the County develop a CIP funding strategy over the next 10 years to bring the County up to the recommended standards while continuing to increase capital maintenance funding. He stated that to support the development of a multi-generational center, the following funding options should be October 10, 2006 837 explored: (1) sell naming rights; (2) establish public/private partnerships for food service, fitness, catering, and event management; (3) seek other service providers to invest in the building; (4) price admissions, programs, memberships, and services to market value; and (5) manage the site to 70% capacity. With respect to trail development, Mr. Younger outlined the following proposed funding strategies: (1) trail financing through the sale of development rights below the trail for fiber optic and utility easements; (2) seek sponsorships for trail development and maintenance operations on a per mile basis (adopt a trail); and (3) seek SAFETU funds for trail development that link school sites to parks, as well as to the broader greenway system in the Roanoke Valley. Mr. Younger proposed the following general funding strategies: set up a parks foundation; establish a maintenance endowment; seek partnership fairness of user groups; sell naming rights to existing facilities; establish a business development district; seek land leases for cell tower and commercial use; seek food and beverage revenue for sports complexes through a lease program; and create a developer proffer program for neighborhood parks and other improvements. Supervisor Flora inquired about the feasibility of creating a Greenway Authority that would have the ability to lease land and fund development of the trails, thereby removing government from the process. Mr. Younger advised that this has been done in other localities. 838 October 10,2006 2. Work session to consider adoption of ~ resolution for ~ leaislative proaram for the 2007 Session of the Virainia General Assembly. (Paul Mahoney. County Attorney: Eldon James. Special Assistant for Leaislative Relations) The work session was held from 5:50 p.m. until 6:30 p.m. Mr. Mahoney advised that he and Mr. James met with the Board in work session in June 2006 to develop ideas for the 2007 legislative agenda. He indicated that based on these discussions, he has identified the following priorities for the 2007 legislative agenda: (1) legislation to establish an independent law enforcement training academy including removal of the moratorium on the creation of new independent academies or the provision of a waiver for Roanoke County, and amending ~9.1-106 to allow the assessment of certain court fees to support a training academy; (2) funding for Explore Park ($300,000 for operating expenses, 2nd year of biennium); and (3) request the Governor to include start-up costs for the Western Virginia Regional Jail Authority in the budget for the 2008 Session. He stated that since the work session was held in June, the special session on transportation has failed to reach a short or long-term solution with respect to transportation needs in Virginia. He questioned whether the Board wished to re-visit inclusion of this matter in the legislative program. Mr. James reported that VDOT has advised that of the $50 million maximum allocation allowed for the revenue sharing program, only $15 million is available after all other funding needs have been met. Supervisor Altizer noted that the October 10,2006 839 addition of towns and cities into this funding allocation has adversely impacted counties. This is further exacerbated by the decrease in funding from $50 million to $15 million, as well as the new tiered approach which favors Northern Virginia localities. There was general discussion regarding issues related to transportation funding for the revenue sharing program including the option of counties partnering with towns to aggregate their funding. Mr. Mahoney noted that this approach might be able to garner the support of the Virginia Municipal League since towns will benefit from this approach. There was a consensus of the Board to include a request for transportation funding in the 2007 legislative agenda. Supervisor McNamara inquired about the frequency of re-evaluating the Virginia Retirement System (VRS) allocation. Mr. James advised that this is generally reviewed as part of the biennial budget process; however, he noted that it is sometimes re-evaluated if a major change occurs. Diane Hyatt, Chief Financial Officer, noted that the General Assembly did not fully fund the school portion of VRS last year. Following discussion, there was a consensus of the Board to include this as a legislative agenda item. There was discussion regarding proposals to devolve responsibility for secondary roads to counties. Mr. James advised that he views this as a very real possibility in the future; he stated that he has been advised that if this occurs, counties will not be given equal taxing authority to cover the cost of maintaining secondary roads. 840 October 10, 2006 There was also general discussion regarding impact fees to fund road improvements needed due to growth. Mr. Mahoney advised that he will revise the resolution to include the addition of transportation concerns and VRS funding, and he will present the revised resolution for adoption by the Board on October 24. 3.
