The Board of Supervisors of Roanoke County, Virginia met this day at the
Roanoke County Administration Center, this being the second Tuesday and the first
regularly scheduled meeting of the month of March, 2007.

Chairman McNamara called the meeting to order at 3:00 p.m. The roll call
was taken.

PROCLAMATIONS, RESOLUTIONS, RECOGNITIONS AND AWARDS
1: Recoanition of the Fire and Rescue Department for receivina the
Governor's Award for Excellence in Virainia's Fire Services
Support in the Private Sector and the Virainia Fire Chiefs
Association Award for Best Practices in Fire Service Health and
Safety for their wellness and phvsical fitness proaram
Chairman McNamara recognized the following individuals from the Fire
and Rescue Department: Chief Rick Burch; Paramedic/Firefighter David Jones; and
Firefighter/EMT Payton Mayhew.
Supervisor Wray advised that he attended the Celebration of Heroes
event this morning, and he stated that he was very proud of the Roanoke County
employees who were recognized. The celebration recognizes individuals who have
saved a life, performed an act of courage, or displayed unusual leadership that benefits
the community. He advised that the following individuals were recognized: (1) Beverly
Orange, Communications Officer, received a dispatch hero award for her assistance in
helping to deliver a baby at home; (2) Police Sargeant Michael Villarini received the law
enforcement hero award for averting a potential disaster at a local high school by
apprehending a teenager with a firearm prior to the individual making it on to the
campus of the school; and (3) Paramedic/Firefighters Jeff Yopp and Robert Ruble and
Lieutenant Mike Smith were recognized for their efforts in saving the life of motorist
Mike Christian in September 2006. Mr. Yopp accepted the firefighter hero award on

behalf of all three honorees and he acknowledged the efforts of all personnel who
responded to this incident.
2. Recoanition of Leadership Roanoke Vallev representatives
Chad Sweeney, Project Portfolio Manager - Information Technology
Department, advised that he is an adviser with Leadership Roanoke Valley (LRV) and
he introduced the following members of the education group who were present at the
meeting: Steve Anderson, Andrew Gentiluomo, John Hull, Kim Vosskamp, Kim
Bennett, Scott Collins, and Deborah Lindsay. He noted that a requirement for
participating in LRV is attendance at a local government meeting.

BRIEFINGS
1. Annual report from the Roanoke Vallev Economic Development
Partnership. (Phil Sparks, Executive Director)
Mr. Sparks gave a PowerPoint presentation to the Board and he advised
that in 2006, the total number of economic development announcements in Virginia was
374, with 42 of those being in the Valley Region. The Roanoke Valley had six of the
total Valley Region announcements, which is 1.6% of the state total. He reported that
total investments in the State of Virginia in 2006 totaled $2.1 billion, with $368 million
being the total for the Valley Region and $177.9 million for the Roanoke Valley. He
advised that 23,368 new jobs were announced in Virginia; 1,734 of these were in the
Valley Region, and 575 were in the Roanoke Valley. He noted that the Valley Region
numbers were the lowest in the state. He reviewed the state and Roanoke Valley

statistics for non-manufacturing, expansion, and foreign-affiliated projects, and indicated
that the Roanoke Valley is still attractive to the manufacturing and foreign-affiliated
sectors. He stated that more new investment and fewer new jobs may be indicative of
higher quality projects and jobs.
Mr. Sparks provided an overview of the services that have been provided
by the Roanoke Valley Economic Development Partnership in 2006. He indicated that
there are currently 4 prospect proposals pending, and 8 prospects actively considering
the region. He provided a forecast for 2007 and noted that there is expected growth,
but that it will be slowing.
Supervisor Wray referenced the four pending prospects, and noted that
technology based companies are highly sought after. He inquired if Mr. Sparks could
comment on these prospects. Mr. Sparks advised that the RVEDP targets biomedical,
biomedical devices, electro-optic, and microelectronics companies. Following this first
tier, they target automotive, automotive parts, and megatronics.
Supervisor Church requested additional details regarding the $178 million
new investment in the Roanoke Valley. Mr. Sparks reported that this amount includes
the buildings and capital equipment for companies that locate here. He stated that this
does not include the $150 million in commercial and office space investment that
occurred in Roanoke County last year. He noted that Roanoke County is "hitting on all
cylinders". Supervisor Church noted the natural beauty of our area, and stated that if

we can continue to promote job growth it will help us to retain the youth who are
entering our work force.
Supervisor Flora congratulated Mr. Sparks and the RVEDP on their
successes and stated that the County is pleased to be a part of this partnership. He
indicated that when any jurisdiction secures a new economic development prospect, it
benefits the entire region.
Supervisor McNamara also extended congratulations to the RVEDP. He
stated that it is a regional agency and it is working well. He encouraged them to keep
up the good work.
IN RE: NEW BUSINESS
1. Reauest to advance capital funds in the amount of $450.000 for
renovations to the existina Roanoke County-City of Salem Jail
into the current fiscal year. (John M. Chambliss. Assistant

Mr. Chambliss advised that one of the projects included in the current
capital improvements program (CIP) is improvements to the existing jail. Roanoke
County's share of this cost is approximately $2.5 million, based on a 2004 study
provided by Hayes, Seay, Mattern & Mattern (HSMM). He stated that when the County
began to examine the regional jail concept, it was determined that each locality would
keep their existing jails in service for holding inmates until they are sentenced. He

advised that the County's existing jail was constructed in 1980 and began service with
108 cells that initially housed approximately 85 inmates. Currently, there is an average
of 300 inmates housed in the facility. He stated that the equipment is 25 years old and
experiencing mechanical failures; therefore, upgrades are needed to keep it operational.
Mr. Chambliss reported that the first phase of improvements will be for the
cooling tower and the beginning replacement for the heat pump system. He advised
that the Board has approved $500,000 in the current fiscal year for this purpose, and he
noted that the engineering work has been completed. He advised that staff would like
to begin work on the project this spring and at the present time, it is requested that the
Board consider an advance of the funds for the next fiscal year in the amount of
$450,000 so that the entire contract can be awarded. He stated that the cooling tower
and approximately 6 of the 26 heat pump units will be replaced. Further, the pumping,
filtering, and control systems associated with the cooling tower will be replaced. Mr.
Chambliss noted that the windows in the facility can not be opened, so the mechanical
equipment needs to be operational to ensure movement of the air throughout the
building. He stated that it is crucial to begin these renovations during the cooler months
of spring to avoid the need to outsource inmates to other facilities during the renovation
process. He advised that the fabrication work is to begin in late spring with expected
completion by July 2007. He noted that this is not a request for additional funds; rather,
it is a request for an advance of funds anticipated to be approved in the upcoming fiscal
year. He indicated that it is recommended that these funds be taken from the minor

capital reserve account. Mr. Chambliss noted that Sheriff Gerald Holt was present to
answer any questions.
There was no discussion on this item.
Supervisor McNamara moved to approve the staff recommendation
(authorize the advance of the capital funding from the minor capital reserve account).

2. Request to authorize the filina of an application to rezone
approximately 400 acres in the Roanoke County Center for
Research and Technoloay (CRT), thus amendina the covenants
and conditions and Master Plan for the park. (Doua Chittum,

Mr. Chittum advised that this request involves the rezoning of property
owned by the County at the Center for Research and Technology (CRT). He stated that
in 1997, the County purchased approximately 450 acres in Dixie Caverns for the
purpose of a planned business technology park. He noted that the property was
previously zoned agricultural and it required a rezoning. During this process, a
consultant was hired to work with staff and the community regarding the proposed
development. He reported that after discussion in work sessions and with the

community, the property was rezoned to Planned Technology District (PTD) and
included proffers. He stated that the proffers included a master plan with covenants and
conditions that set forth how the property would be developed.
Mr. Chittum advised that the County began to develop and market the
park and since that time, Novozymes Biologicals and Tecton Products have located in
the park. He stated that the original covenants and conditions required the County to
re-examine the master plan once the park began to be developed to ensure that the
provisions of the plan were still relevant. He indicated that due to planned infrastructure
improvements at the CRT, staff deemed that it was appropriate to review the master
plan. The proposed revisions to the covenants and conditions are the result of input
received from the Economic Development and Community Development Departments,
the citizens' Design Review Team (DRT), the consulting firm of Hill Studios, and
Thompson and Litton engineering firm. He noted that the DRT unanimously supports
the proposed amendments to the covenants and conditions. He further advised that a
community meeting was held at Spring Hollow Reservoir that was well attended by
citizens in the area. At the conclusion of the meeting, there was support from the
citizens to proceed with the process of filing for an amendment to the master plan.
Following the community meeting, a work session was held on February 20 with the
Planning Commission which resulted in a decision to proceed with filing the application
for rezoning. Mr. Chittum stated that the request pending before the Board is to
authorize staff to file for the rezoning. He noted that the Board owns 400 acres of the

property at CRT; however, Novozymes Biologicals and Tecton Products are both
property owners and they have agreed to be a party to the rezoning to allow their
property to also be rezoned and brought under the umbrella of the new covenants and
conditions of the revised master plan. He advised that the remaining partner is the
Roanoke County Economic Development Authority (EDA) which purchased a 25-acre
tract of land that borders CRT.
Supervisor Church expressed appreciation to staff in the Economic
Development Department for their efforts. He stated that this location is one of the most
desirable sites in Roanoke County. He also thanked the members of the DRT and the
Planning Commission for their assistance with this revision of the master plan. He
stated that the revised plan is comprehensive but it has been simplified.
Supervisor Wray questioned how the 25 acres owned by the EDA fits with
the proposed rezoning. Mr. Mahoney stated that the goal is to bring all the separate
tracts of land together into one larger tract so that the same conditions apply to all of the
pieces. He stated that the purpose is to have a uniform set of covenants for all the
parcels of land.

RESOLUTION 031307 -2 AUTHORIZING THE COUNTY
ADMINISTRATOR TO INITIATE AN APPLICATION TO AMEND THE
COVENANTS, CONDITIONS, AND MASTER PLAN FOR THE
PLANNED TECHNOLOGY DISTRICT AT THE CENTER FOR
RESEARCH AND TECHNOLOGY (CRT)
WHEREAS, Section 30-14 of the Roanoke County Code and Section 15.2-2286
of the Code of Virginia provide that whenever the public necessity, convenience,
general welfare, or good zoning practice requires, an amendment to the zoning
regulations or district maps may be initiated by resolution of the governing body; and
WHEREAS, Roanoke County staff commenced an evaluation of the Master Plan
and the conditions in order to monitor the effectiveness of these requirements as more
extensive engineering and design had taken place and as businesses began to move
into the Center for Research and Technology (CRT); and
WHEREAS, County staff and the citizen design review team is recommending
that the Board of Supervisors initiate by resolution the procedures to amend these
covenants, conditions, and the Master Plan.
NOW THEREFORE, BE IT RESOLVED, By the Board of Supervisors of
Roanoke County, Virginia:
1. That the County Administrator, or his designee, be authorized to initiate an
application to amend the covenants, conditions, and master plan for the Planned
Technology District at the Center for Research and Technology.
2. That this application be submitted to the Planning Commission for its
review and recommendation, which shall be forwarded to the governing body.
3. That the public necessity, convenience, general welfare, or good zoning
practice requires these amendments.

Mr. Chittum stated that Ryan Companies has requested a waiver on
behalf of Oppidan Investment Company to the County's noise ordinance as it relates to
construction activities. He indicated that Ryan Companies, a Minnesota based firm, is
the general contractor for Oppidan, which is developing the 40-acre tract at the
intersection of Plantation Road and 1-81. He indicated that the first two tenants to locate
at this site will be Gander Mountain and Camping World. The request for a waiver to
the noise ordinance will allow Ryan Companies to gain one-half hour of construction
time Monday through Friday and several hours on Saturdays.
Mr. Chittum advised that the County's noise ordinance currently allows for
construction to begin at 7:00 a.m. Monday through Friday. The waiver request is to
begin work one-half hour earlier at 6:30 a.m., Monday through Friday. The ordinance
currently allows construction from 10:00 a.m. to 10:00 p.m. on Saturday. The waiver
request is to work from 6:30 a.m. to 8:00 p.m. on Saturday. There is no request for
waiver from the ordinance on Sundays. He indicated that the reason for the request is
to allow completion of the project on time, and the increased hours will allow a reduction
of four weeks in the proposed construction schedule. He indicated that this would also
alleviate the need for construction during Thanksgiving and Christmas.
Mr. Chittum stated that the company has advised that during the morning
hours, they will limit construction to activities such as staking the project, verifying grade
stakes, and site preparations to prepare for the construction day. He advised that the

company is aware that the project is adjacent to a residential neighborhood and they
have indicated that they wish to be a good neighbor to the community and work with
them during the construction process. He further advised that community meetings
have been held and the residents are aware that some blasting will occur during mid-
morning and afternoon hours. He stated that Ryan Companies is working with Kevin
Barnes, Lumsden Associates, who represents them locally.

RESOLUTION 031307-3 GRANTING A WAIVER UNDER SECTION 13-
23 OF THE ROANOKE COUNTY CODE TO THE PROVISIONS OF THE
COUNTY'S NOISE ORDINANCE, ARTICLE II. NOISE OF CHAPTER
13: OFFENSES - MISCELLANEOUS OF THE ROANOKE COUNTY
CODE, OPPIDAN INVESTMENT COMPANY
WHEREAS, Ryan Companies US, Inc., the general contractors for the
construction of the Gander Mountain and Camping World retail stores for Oppidan
Investment Company on a 40-acre site west of Plantation Road and south of Interstate
81 in Roanoke County, has requested a waiver of the County's noise ordinance as
contemplated under Sec. 13-23. Undue hardship waiver. to permit construction
activity beginning on April 15, 2007 and ending September 30, 2007; and
WHEREAS, Section 13-23 of the Roanoke County Code establishes certain
standards for the Board of Supervisors to grant waivers from the provision of the
Roanoke County Noise Ordinance, Article II. Noise of Chapter 13: Offenses -
Miscellaneous to avoid undue hardship upon consideration of certain factors set forth in
subsection (b) of Sec. 13-23 and after making certain alternative findings.
BE IT RESOLVED by the Board of Supervisors of the County of Roanoke,
Virginia, as follows:

1. In making its determination as to whether to grant the requested waiver to the
Ryan Companies US, Inc. from the County's noise ordinance, the Board of
Supervisors has considered the following factors:
a. The time of day the noise will occur and the duration of the noise:
Beginning not earlier than 6:30 a.m. and ending not later than 10:00 p.m.
on Monday through Friday. Construction on Saturday shall be done only
between the hours of 6:30 a.m. and 8:00 p.m.;
b. Whether the noise is intermittent or continuous: The noise produced will
be continuous.
c. The extensiveness of the noise: Construction noise may be extensive
from time to time. This schedule will allow for the least amount of
inconvenience possible to complete this project.
d. The technical and economic feasibility of bringing the noise into
conformance with the noise ordinance: To achieve the desired goal of
opening these retail stores by the first week of October, to complete
construction activities prior to the winter season, and to minimize
escalation of costs, this waiver is necessary.
e. Other matters related to the impact of the noise on the health, safety and
welfare of the community and the degree of hardship resulting from
enforcement of the ordinance: The hours of construction will minimize the
duration of the construction period, benefiting adjoining residences and
businesses.
f. The extent to which the noise is necessary and incidental to the
commercial and industrial use generating the sound: The noise to be
generated by this phase of construction of the Gander Mountain and
Camping World retail stores is normal and expected for this type of
operation.
2. The Board of Supervisors makes the following finding: Compliance with the
provisions of the County's noise ordinance concerning the specific act of noise
disturbance by construction machinery or operations under subsection (1) of Sec.
13-21. Specific acts as noise disturbance. or under the provision of Sec. 13-20.
General prohibition. would produce serious economic hardship for Ryan
Companies US, Inc. without producing any substantial benefit to the public either
living in the area of this construction or generally.
3. That the provisions of Sec.13-21. Specific acts as noise, subsection (1) and Sec.
13-20. General prohibition. of Article II. NOISE of Chapter 13. OFFENSES-
MISCELLANEOUS be WAIVED from April 15, 2007 until September 30,2007.
4. This Waiver is granted specifically to Ryan Companies US, Inc. its officers,
employees and agents for construction related activities at the Oppidan
Investment Company site located on approximately 40 acres west of Plantation
Road and south of Interstate 81 in Roanoke County, Virginia.

5. That this Waiver may only be extended upon written application and approval by
the Board of Supervisors.
6. That this Resolution shall be in full force and effect from its passage.

Mr. Covey reported that this is a request of five property owners for a field
correction of an existing easement to allow the property owners to expand their existing
homes. He advised that staff has no objections to the proposed changes and is
recommending that the Board approve the first reading of the ordinance.
Supervisor Altizer questioned why the County is paying the cost of
relocating the easement. Mr. Covey stated that at the time the North Meadows
subdivision was developed, the easement was created on the record map and
constructed by the developer. He indicated that over time, the County was involved
with corrective action to the easement and it is now outside of the recorded easement.

He stated that an amendment to the plat is necessary to correct the easement to move
it into the existing drainage way.
Supervisor Church moved to approve the first reading and set the second
reading and public hearing for March 27, 2007. The motion carried by the following

2. First readina of !n ordinance amendina the Roanoke County
Code ~ amendina Section 21-73. General Prerequisites to Grant
of Division 3. Exemption for Elderlv and Disabled Persons of
Chapter 21. Taxation to increase the total combined net worth
provisions for real estate tax exemption for the elderlv and
disabled. and extendina the application deadline for the current
tax year. (Paul M. Mahoney. County Attorney)
Mr. Mahoney advised that this is the first reading of an ordinance to
amend the tax relief for the elderly and disabled program; the second reading and public
hearing is scheduled for March 27. He noted that the Board had requested a revision of
this ordinance to increase the net combined worth provision of the program. He
outlined the following three elements of the tax exemption program: (1) applicants must
be elderly or disabled; (2) applicants must meet a total combined income threshold; and
(3) applicants must meet a total combined net worth threshold. At present, the total

combined net worth requirement is $125,000. Mr. Mahoney advised that last year, the
Board increased both the income and net worth ceilings for the program. He outlined
the following changes included in the draft ordinance: (1) increases the combined net
worth from $125,000 to $150,000; (2) sets forth a stair step approach to incrementally
increase the dollar amount up to the current state maximum of $200,000 (see page 3,
paragraphs 2 and 3 of the ordinance). He noted that paragraph 2 increases the amount
to $175,000 for the 2008 tax year; paragraph 3 increases the amount to $200,000 for
the 2009 tax year.
Mr. Mahoney distributed a chart showing the growth in the program from
2001 to 2006, as reported by the Treasurer's Office. He noted that the Clerk has
distributed a document that outlines a selected sampling of the income and net worth
requirements for surrounding localities and other localities comparable to Roanoke
County. He stated that he is recommending the stair step approach to increasing the
amounts, although he noted that there are advantages and disadvantages to this
approach. In discussing the issue with the Treasurer and Commissioner of the
Revenue, this approach provides them with a logistical advantage by allowing them
adequate time to work through the process of completing the requisite forms with
citizens. He noted that the forms are pre-printed and existing documents contain
information that will become inaccurate if the proposed changes are approved. He
reported that the disadvantages are as follows: (1) the proposed dollar limits may
exceed what are appropriate in the Roanoke Valley with respect to income and wealth

of the citizens; (2) Roanoke County is facing two potential fiscal impacts during the next
two years: (a) The proposal to be brought before the General Assembly (GA) in 2008 to
grant a homestead exemption that would provide a 20% real estate exemption for
owner occupied residences. He noted that with Roanoke County having a mix of 85%
residential and 15% commercial tax ratio, a 17% to 20% reduction in the real estate tax
levy will be experienced. He noted that while the homestead exemption will likely be
popular with the electorate, it could cause a future Board to have to raise taxes to
counter this loss of revenue. (b) If the transportation bill is not vetoed by the Governor
and is enacted, it will require the creation of a regional transportation district to address
these issues. He noted that the GA has suggested that localities can increase real
estate, personal property, or recordation tax rates to fund transportation improvements
in our area.
With respect to the fiscal impact of this proposal, Mr. Mahoney stated that
based on data provided by the Commissioner of the Revenue's office, staff is
recommending that the Board add $50,000 to the 2007-2008 budget to accommodate
the amendment. He stated that the Board should anticipate an increase of 50% from
year to year as a result of these changes. He advised that this amount will likely
accelerate with increases in the income and total combined net worth limits.
Supervisor Altizer inquired if the amendments will be retroactive if
approved. Mr. Mahoney responded in the affirmative and advised that the amendments
will be made retroactive to January 1, 2007. He noted that the Commissioner of the

Revenue has indicated that her staff will utilize their best efforts to work with citizens to
ensure that even though the Code of Virginia deadline is March 31 for requesting tax
relief, staff will assist in addressing any eligibility and qualification requirements for the
amended Board action.
Supervisor Altizer stated that if the stair step approach is adopted, it
provides greater clarity and reduces unnecessary duplication of work for the
Commissioner of the Revenue. He stated that $150,000 to $200,000 is a lot of money;
however when you are 65 years old and you are planning for the costs of long-term
care, this amount of money might only be sufficient to cover 18 months. He stated that
the Board has a lot to consider in making its decision, and he voiced support for doing
what the Board feels is possible to take care of the citizens.
Supervisor Church stated that the Board should focus its efforts on
assisting the citizens who are least able to afford to pay their taxes. He stated that he
does not think Roanoke County or any jurisdiction should base tax relief decisions on
what they anticipate will occur with transportation legislation in Richmond. He
referenced the data provided by Mr. Mahoney and stated that it appears that the
difference in the amount of taxes relieved between 2005 and 2006 was approximately
$90,000. Mr. Mahoney concurred that this was correct. Mr. Church stated that $90,000
will not harm Roanoke County's financial situation, and he indicated that the Board can
assist many citizens with the tax relief program. He voiced support for increasing the
combined net worth threshold to $150,000.

Supervisor McNamara referred to the tax relief totals, and he requested
information regarding the amount of the County's total combined net income and total
combined net worth thresholds prior to the establishment of the current levels of
$56,566 and $125,000, respectively. Mr. Mahoney advised that the Board adopted an
amendment in 2006 that increased the net income from $50,000 to $56,566; the net
worth increased from $100,000 to $125,000. Supervisor McNamara inquired if the 2006
totals reflect a full year of the tax relief at the increased levels. Mr. Mahoney reported
that the amendments adopted by the Board in 2006 were made retroactive for the 2006
tax year. He stated that if a citizen becomes eligible for tax relief, their taxes become
frozen at the rate that is in place at the time of the freeze. He stated that the tax freeze
builds progressively in future years.
Supervisor McNamara questioned when the tax relief program was last
amended prior to 2006. Mr. Mahoney responded that the last amendment prior to 2006
was in 2004, and he advised that he did not recall the amount of the increase at that
time. Supervisor Church stated that in 2004, the net worth level increased from $35,000
to $50,000. Supervisor McNamara stated that the Board is discussing a potential
$50,000 addition to the budget with this proposed change; however, he feels that there
will be a $50,000 impact to the budget without making any change to the rate because
the cost of this program grows annually. He stated that while the number of participants
in the program has only grown marginally in recent years, the true cost of the tax relief
increases proportionate to the increase in real estate assessments. He requested that

staff prepare a thorough analysis of the revenue impact of this decision prior to the
second reading of the ordinance. He advised that he thinks the true cost of this
program is far greater than what is being reflected. He requested data which included
projects for a five-year time frame with an assumption of a 7.5% increase in market
values from year-to-year, and the same increase in net new applicants per year as if the
program stayed identical to the way it is currently. Finally, he would like an analysis of
the various changes so that the Board can determine the true cost of the proposed
amendments.
Supervisor McNamara requested clarification regarding what comprises
combined net income and how is it determined. He inquired if this is a line item on an
individual's tax form and if so, where is it. He questioned if this includes items such as
tax exempt interest, social security benefits, etc. Nancy Horn, Commissioner of the
Revenue, advised that combined net income includes social security benefits, bonds,
investments, insurance policies, etc. She indicated that the Commissioner of the
Revenue's Office requests that individuals provide a copy of their income tax return
when applying for tax relief. She stated that the data would have to be based upon a
formula in order to estimate the cost to the County because the number of people who
will qualify under the new guidelines is not known. She advised that data available from
the Weldon-Cooper Center does not provide information regarding income levels.
Supervisor McNamara inquired if tax exempt interest is included in the net
Income. Ms. Horn advised that it is included. Supervisor McNamara questioned how

this data is captured. Ms. Horn reported that the data will be captured from the
application and she stated that if any additional information is needed, it is discussed
with the citizen.
Supervisor McNamara stated that there is a median income for Roanoke
County families. He inquired if staff can gather comparable information for median
family assets. Mr. Mahoney advised that the latest data from Weldon Cooper is
December 1, 2005; there is no data available that is more current. He indicated that the
December 1, 2005 data is for the 2003 tax year and is based on individual income tax
returns. Mr. Mahoney stated that he is not aware of any source of data that would
provide information on combined net worth. Supervisor McNamara indicated that there
might be national studies which reflect average net worth for the United States that can
be utilized to arrive at a net worth estimate for Roanoke County. He referenced the
chart distributed with this agenda item, and he requested that the analysis provided by
staff also be expanded to include additional localities, as well as all localities adjacent to
Roanoke County such as Lynchburg, Montgomery County, and Blacksburg.
Supervisor Flora requested that staff also consider the impact of the
pending retirement of baby boomers in their analysis. He noted that this could have a
significant impact on the program.
Supervisor Church stated that he feels that the County should be focusing
their efforts on assisting the people who are least able to afford to pay the tax.

year; increase to $175,000 in the second year; and increase to $200,000 in the third
year. He inquired if this was correct. Mr. Mahoney responded in the affirmative.
Supervisor Church stated that the clarification requested by Supervisor
Altizer addressed his concerns. He requested clarification regarding whether this is
based on one acre of land and excluding the home. Mr. Mahoney advised that this is
correct.

Chairman McNamara advised that the three-year term of Joanne
Thompson, alternate member, is vacant due to Ms. Thompson's recent appointment as

Supervisor McNamara requested that staff provide clarification regarding
the telecommunications tax report. Rebecca Owens, Director of Finance, advised that
the report is a comparison of data for 2006 and 2007. In February 2006, the County
received the consumer utility tax for land line, wireless, and E-911. In 2007, the County

received taxes that were for December 2006 that were collected in February 2007. She
stated that she has an update from the state that shows that the County will receive the
January 2007 taxes on March 25. Supervisor McNamara inquired how much difference
will there be in the telecommunication tax collected on a monthly basis. Ms. Owens
stated that at this point, it is our understanding that the tax will be revenue neutral.
Supervisor McNamara requested that Ms. Owens advise the Board if the amounts
collected are not revenue neutral. Ms. Owens further reported that the cable franchise
fee is received quarterly, so there will be some variation for those amounts.

The work session was held from 5:17 p.m. until 6:00 p.m. The following
staff members were present at the work session: Elmer Hodge, County Administrator;
Diane Hyatt, Chief Financial Officer; Brent Robertson, Director of Management and
Budget; Ray Lavinder, Police Chief; Donna Furrow, Assistant Chief of Police; Mia
Nguyen, Accounts Coordinator; Rick Burch, Chief of Fire and Rescue; Steve Simon,
Todd Maxey, and Steve Poff, Fire and Rescue Division Chiefs; Dustin Campbell, EMS
Battalion Chief; and Sheriff Gerald Holt.
Mr. Hodge stated that this is the first of several departmental budget work
sessions, and he noted that staff has met with all departments. He indicated that the
budget has been developed within a projected two cent (2~) reduction in the real estate
tax rate. He outlined the following aspects of the proposed 2007-2008 budget:
General Qovernment revenues: Before adjustments, revenues are
$10,324,027. This is reduced by the following items: (1) proposed two cent tax
reduction ($1,460,000); (2) increase in Vinton gain sharing agreement ($150,000); and
(3) contractual incentives to Cardinal Glass ($150,000). Total net new revenues are
$8,564,027.
Expenditures: The following items were funded mid-year for 2006-2007:
(1) Police patrol district ($230,000); (2) Fire and Rescue volunteer retirement increase _
LOSAP ($150,000).

Joint Countv/School Capital: Both the County and Schools contribute an
annual incremental increase of $300,000 and there have been discussions concerning a
possible increase in this level of funding. Following evaluation, it was determined that
the funding could be increased by an additional $150,000, which would increase next
year's allocation to $450,000. Under this scenario, Roanoke County and the Schools
will each contribute $1,050,000.
School Operations: The same methodology will be used for allocating
funds as in prior years. The transfer to schools under this formula is $3,773,992.
Police Department: The Schools have requested an additional School
Resource Officer (SRO) at Arnold R. Burton. In addition to the SRO, the Police
Department is requesting an additional patrol unit (6 officers plus vehicles). Mr. Hodge
noted that due to limited funding, these positions are being added at mid-year. He
noted that the vehicles for the additional officers will be funded from the projected 2006
year-end surplus ($210,000).
Fire and Rescue: The Hollins station has the highest volume and there is
a need to move forward with the design and construction of an additional station for this
area. Staff is requesting an additional $200,000 to begin the necessary architectural
and engineering work. Mr. Hodge indicated that an additional ambulance crew is
needed for the Hollins station this year and they can be transferred to the new station
when it opens. He noted that this is not optimal and that staffing levels can be
evaluated in the intervening two years before the new station opens. These news

positions include an additional 4 paramedic firefighters. He noted that these positions
are also being added at mid-year. Further, he reported that staff is recommending
evaluation of the fee for transport and consideration of a possible increase in the fees,
which are currently lower than our surrounding localities.
Sheriff: The Sheriff has requested $800,000 to cover the cost of
outsourcing prisoners; however, $500,000 is all that could be funded within the existing
budget.
Information TechnoloQY: Final implementation of the HP migration project
will require $400,000 over the next three years; $150,000 is required for fiscal year
2007-2008 and will be allocated from projected year-end funds. In addition, two new
positions, a network engineer and a systems analyst, are being requested to support
new applications.
Operational costs: The following operational costs were discussed: (1)
utilities for the new Public Safety Center ($200,000); (2) CPMT increases ($600,000);
and (3) technology costs ($240,000). Mr. Hodge advised that the budget includes a
3.5% salary increase at a cost of $1,610,000; health insurance increases estimated at
11 % ($612,000); and dental insurance increases ($34,000). He noted that there is only
$500,000 included in next year's budget for revenue sharing, and no monies have been
allocated for extension of water and sewer lines. He noted that several departments
have requested additional equipment funds and if funds are remaining at year-end, he
would like to use them for this purpose.

Police Department Budqet Presentation:
Chief Lavinder advised that last year was a good year, and he noted that
staff is enjoying the new Public Safety Center. He expressed appreciation to those
associated with the construction of the facility. He noted that the Police Department
was reaccredited by CALEA last year and received a positive report regarding the
caliber of the Police Department staff. He advised that the County's crime rate is very
good and is below that of other jurisdictions in the Roanoke Valley; however, there was
approximately a 5% increase in the number of calls for service. Adequate staff is
needed to respond to the increasing level of calls. Also, violent crime is increasing
across the United States and staff is working to prevent similar increases in Roanoke
County. He advised that they are requesting six additional officers and vehicles for the
officers. If approved, this will satisfy the request for 18 officers that staff submitted in
the 2006-2007 budget, of which 12 were approved. Further, it is requested that an SRO
for Arnold R. Burton be approved, and grant funding for this position is being sought. In
addition, vehicles are needed for the new officers.
Fire and Rescue Department Budqet Presentation:
Chief Burch advised that in 2001, the Board established an Advanced Life
Support (ALS) response goal to provide response to 80% of the County's citizens within
6 minutes of a call to 911. He reported that currently, the County is at 75% and future
decreases are projected. He advised that there are 900 calls per year to the Hollins
station that are handed over to other stations, and he noted that the Vinton station

responds to approximately 52% of those calls. He indicated that this is a primary
reason for not meeting the 80% response goal because a call to the Hollins area which
is answered by the Vinton station can not be reached within the 6 minute response goal.
He also indicated that the Cave Spring station has heavy volume. Chief Burch reported
that almost one-third of all calls in the County are to the Hollins station (30.50%). If the
new North County station opened today, Cave Spring would become the busiest station;
Hollins would become second busiest; and the new station would be the 5th busiest
station. This would provide a more balanced call load for the stations and would reduce
the percentage of calls to the existing Hollins station to 17.98%. Chief Burch reviewed
incidents and responses for 2006 for each station, and projections through FY 2010-
2011 which are based on the current volunteer staffing levels.
Sheriff's Office Budqet Presentation:
Sheriff Holt noted that the Sheriff's Office received national reaccreditation
in August 2006. He stated that the County currently houses approximately 300
prisoners in the jail facility, and he noted that approximately 60 inmates are outsourced
to other facilities. He stated that the budget request to the local governing body is a
requirement in order for the Sheriff to make a request to the State Compensation Board
for funding. If the requests are approved and funded by the Compensation Board, he
noted that staff would request acceptance of these funds by the Board of Supervisors.
He indicated that John Chambliss had previously shared information with
the Board regarding proposed renovations to the existing jail facility. He advised that he

will make the best use of the $500,000 allocated for outsourcing of prisoners; however it
is possible that additional funds may be needed.
There was general discussion regarding the decrease in the number of
prisoners being housed in the jail, as well as the increase in the average length of the
stay.
2. Joint work session with the Roanoke County School Board to
discuss fiscal year 2007-2008 budaet development. (Elmer C. Hodae,
County Administrator; Diane D. Hyatt, Chief Financial Officer; Brent
Robertson, Director of Manaaement and Budaet)
The work session was held from 6:17 p.m. until 6:30 p.m.
The following members of the School Board were in attendance: Marion
G. Roark, Chair; Jerry L. Canada, Vice-Chair; C. Drew Barrineau; William A. Irvin, III;
and Michael W. Stovall.
Staff in attendance included the following: Dr. Lorraine S. Lange,
Superintendent; Allen W. Journell, Assistant Superintendent; Tom H. Hall, Assistant
Superintendent of Personnel; Penny A. Hodge, Assistant Superintendent of Finance;
Brenda Chastain, Clerk; and Darlene Ratliffe, Deputy Clerk.
Following welcoming remarks, Ms. Roark stated that the Schools were
hoping to agree upon a 3.5% salary increase. Supervisor McNamara stated that there
is support on the Board of Supervisors to do everything that can be done for School and
County employees, and he stated that the Board supports a 3.5% salary increase. He

noted the increases in dental and health insurance costs that are being absorbed by the
County, and stated that these are also benefits being provided to our employees.
Supervisor Wray stated that it is important to note that the County is still
increasing its capital allocation. Mr. Canada stated that the Schools are prepared and
willing to increase its capital allocations by $150,000 per year and may also be able to
support an increase to $200,000 per year. Following discussion, there was agreement
to support an increase of $200,000 for the County and Schools if this amount can be
funded; otherwise, the increase will be $150,000. Ms. Hyatt noted that the revenue
forecast needs to be reduced to reflect the proposed amendments to the tax relief for
the elderly and disabled.
Ms. Hodge provided an update on projected insurance costs and advised
that the latest forecast is for a 10% increase, which is reduced from the original estimate
of a 14% increase. She noted that the health insurance consortium has requested that
several other options be quoted and this may result in further reductions.
Supervisor Altizer noted that he is willing to look at additional increases to
the capital allocation, but stated that the County is only funding additional police officers
and firefighters for a half year and this is a concern. Chairman Roark noted that any
additional increase in capital will help allay increasing construction costs. Mr. Barrineau
noted that based on the original capital allocation formula, these additional monies are
Part B funds and represent a recurring but not incremental increase in the annual
capital allocation.

IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS
Supervisor Wray: He noted that the Board received letters from the third
grade students at Cave Spring Elementary School expressing their appreciation for the
installation of a recycling center at the school. He stated that the recycling drop-off
location has been very successful, and he thanked the Board for their support of this
pilot project. He voiced support for expanding this program to other areas of the
County.
Supervisor Flora: He stated that the Board has been receiving phone
calls regarding the proposed new Hollins fire station and expressing concerns that the
existing Hollins station will be closed. He advised that the existing station will remain

open, and the new station is being built to relieve the strain on the current Hollins
station.
Supervisor McNamara: He thanked Supervisors Wray and Altizer for
representing the Board at the recent graduation of the volunteer firefighters. He
extended congratulations to the graduates.
