Good afternoon and welcome to our meeting for April 10, 2007. Regular meetings are
held on the second Tuesday and the fourth Tuesday at 3:00 p.m. Public hearings are
held at 7:00 p.m. on the fourth Tuesday of each month. Deviations from this schedule
will be announced. The meetings are broadcast live on RVTV, Channel 3, and will be
rebroadcast on Thursday at 7:00 p.m. and on Saturday at 4:00 p.m. The meetings are

SUMMARY OF INFORMATION:
The Roanoke County Police Department has requested that the Board proclaim the week
of April 8 through 14, 2007, as National Public Safety Telecommunicator's Week in the
County of Roanoke.
Special guests at the meeting will include Mrs. Lorna Wanner and her infant daughter
Hannah Danielle. Also attending will be Roanoke County Dispatcher Christy Gorth who
provided guidance by telephone on March 21 to Mrs. Wanner as she delivered her
daughter by herself at home. Dispatcher Gorth was subsequently selected as Roanoke
County's Dispatcher of the Month for March 2007 as the result of her actions during this
call.
Chief Ray Lavinder, Lt. David McMillan, and Roanoke County communications officers will
attend the meeting to accept the proclamation.

PROCLAMATION DECLARING APRIL 8 THROUGH 14, 2007, AS
NATIONAL PUBLIC SAFETY TELECOMMUNICA TORS WEEK IN THE
COUNTY OF ROANOKE
WHEREAS, the week of April 8 through 14, 2007, has been declared "National
Public Safety Telecommunicators Week" by the Senate and House of Representatives
of the United States of America; and
WHEREAS, the President of the United States issued a proclamation calling
upon the people of the United States to observe that week with appropriate ceremonies
and activities; and
WHEREAS, problems of crime, fire and other disasters touch and affect all
segments of our society, and if unabated, can undermine and erode both moral and
economic strengths of our community; and
WHEREAS, men and women are engaged In the operation of emergency
response systems for the County of Roanoke; and
WHEREAS, these individuals are responsible for responding to stressful
telephone calls from the general public for police, fire, and emergency medical
assistance, and for calmly and professionally dispatching appropriate assistance to help
save the lives and property of our citizens; and
WHEREAS, our telecommunications personnel daily serve the public In
countless ways without the recognition by the beneficiaries of their services.

NOW, THEREFORE, WE, the Roanoke County Board of Supervisors do hereby
proclaim the week of proclaim April 8 through 14, 2007 as "NATIONAL PUBLIC

assistance during the 2007 session of the Virginia General

SUMMARY OF INFORMATION:
This time has been set aside to publicly recognize and thank the Roanoke Valley
legislators for their outstanding work on behalf of the citizens during the 2007 session of
the Virginia General Assembly. Their unwavering assistance and ability to network with key
members of the General Assembly was an assetto the County not only with respect to law
enforcement, but also on behalf of public education and recreation.
During the 2007 session, Delegates William Fralin, Morgan Griffith, and Onzlee Ware
along with Senators Brandon Bell and John Edwards succeeded in securing $300,000 in
funding for Virginia's Explore Park for FY 07 -08. This contribution in funding will help keep
this historic and beautiful park open for people of all ages to continue to enjoy. Our local
lawmakers also deserve much credit for their efforts in ensuring continued excellence in
public education and for increases in 599 funding to benefit law enforcement.
We would also like to recognize and thank the legislators for their hard work and invaluable
assistance in helping the County establish a law enforcement training academy. This was a
complicated issue that took a great deal of time to understand and work through. In order
for this project to succeed, it was crucial that we secure the support of delegates and
senators outside of our jurisdiction. Delegates Fralin, Griffith and Ware, and Senator Bell
are to be commended for the countless hours they spent with us, and the many doors they
opened on our behalf to gain the backing we needed. Roanoke County's mission is to
provide the highest quality professional training available for our police officers and sheriffs
deputies, and with our own criminal justice training academy we will be able to continue to
do so with the flexibility we have long needed.
I am sure that each of you will want to thank them and perhaps identify some of our
priorities for next year.

SUMMARY OF INFORMATION:
The Board wishes to express their appreciation to Mr. Whittaker for his service on the
Roanoke Regional Airport Commission representing Roanoke County for twelve years and
four months. Mr. Whittaker was first appointed to the Commission on October 11, 1994,
and was reappointed for three consecutive four-year terms which expired on February 11,
2007.
Including his service on the Airport Commission, Mr. Whittaker has been associated with
the Roanoke Airport for approximately sixty years. He started flying in 1947 and worked
with Piedmont Airlines from 1948 until 1999 when he retired as Roanoke's Station
Manager.
Mr. Whittaker plans to be present at the meeting to accept a Certificate of Recognition.

SUMMARY OF INFORMATION:
The Mennel Milling Company is currently constructing a new 73,480 square foot flour mill
on 26.96 acres located at 5185 Benois Road. Mennel has invested nearly $30.8 million in
state-of-the-art equipment and real estate in Roanoke County. They have completed an
application for funding assistance in the amount of $450,000 to the Department of Rail and
Public Transportation to make needed improvements to the rail access to the site. This
represents their Phase II funding request with the state. The Board of Supervisors
previously adopted a resolution supporting Mennel's Phase I funding request (Resolution #
041106-3) on April 11 , 2006. As is customary with state rail funding requests, a resolution
of support is required by the local governing body to complete the company's application
package.
FISCAL IMPACT:
While there are no matching funds required from the County, it is necessary for the locality
to authorize payments for rail access funding in Virginia. All funds are transferred directly
to the applicant.

STAFF RECOMMENDATION:
Staff recommends approval of the attached resolution supporting the utilization of industrial
access railroad track funds for the Mennel Milling Company.

RESOLUTION SUPPORTING THE UTILlZA liON OF INDUSTRIAL
ACCESS RAILROAD TRACK FUNDS FOR THE MENNEL MILLING
COMPANY
WHEREAS, the Mennel Milling Company has expressed its intent and desire to
the County of Roanoke to locate its industrial operations in Roanoke County, Virginia;
and
WHEREAS, the Mennel Milling Company and its operation will reqUire rail
access; and whereas, the officials of the Mennel Milling Company, have reported to the
County their intent to apply for industrial access railroad track funds from the
Commonwealth of Virginia's Department of Rail and Public Transportation in the
amount of $450,000 and;
WHEREAS, Section 33.1-221.1: 1 of the Code of Virginia declares it to be in the
public interest that access railroad tracks and facilities be constructed to certain
industrial sites, that financial assistance for such construction be provided by the
commonwealth, and that applications for such funds be approved by the local governing
body; and
WHEREAS, the Mennel Milling Company, has requested that the County of
Roanoke provide a resolution supporting its application for said funds which are
administered by the Virginia Department of Rail and Public Transportation.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of the
County of Roanoke hereby endorses and supports the application of the Mennel Milling
Company, for $450,000 in industrial access railroad track funds for the purpose of
locating its industrial facility in Roanoke County, Virginia.

SUMMARY OF INFORMATION:
Unified Human Services Transportation System, Inc. (RADAR) provides the paratransit
services of CORTRAN on behalf of Roanoke County. Riders must be at least 60 years of
age or be physically or mentally challenged as per the Americans with Disabilities Act
(ADA) requirements. The CORTRAN program provides service to qualified County
residents during the hours of 7:00 a.m. to 6:00 p.m., Monday through Friday. Reservations
are made on a first-come, first -served basis, utilizing any of the vehicles available through
the RADAR system. Each passenger pays a fee of $3.50 per one-way trip. The new
contract with RADAR is based on a $35.50 per hour rate, less the fares received. The
average one-way trip for County residents is approximately 45 minutes. By comparison,
the hourly rate for last year was $34.00 per hour. The rate increase by RADAR is
necessary to cover the increased cost of labor, fuel, and insurance.
The CORTRAN service provides curb-to-curb service for qualified County residents to any
destination within the outer perimeter of Roanoke County (including points inside the Cities
of Roanoke and Salem and the Town of Vinton). County Staff helps determine the
eligibility of the users of the CORTRAN system in an effort to contain costs and prevent
abuse.
FISCAL IMPACT:
$404,712 is included in the fiscal year 2006-2007 budget for the net cost of this program.
No new appropriation of monies is requested at this time. Staff feels that the enrollment
process and monitoring of any abuse of the system will continue to improve the availability
of this program to the citizens of the County needing such service.
RECOMMENDATIONS:
Staff recommends authorizing the County Administrator to sign the renewal contract for
CORTRAN service based on the $35.50 per hour rate for the March 1, 2007 - February 29,
2008 service period.

SUMMARY OF INFORMATION:
The Roanoke Regional Airport Commission is required to submit their budget to the
Roanoke County Board of Supervisors and the Roanoke City Council for approval before it
can be formally adopted by the Commission. At its meeting on March 23, 2007, the
Commission approved the attached budget for fiscal year 2007 -2008 to be forwarded to
the governing bodies of the two localities.
The fiscal year 2007-2008 budget for the Roanoke Regional Airport Commission shows
revenues of $8,384,653 and expenditures of $8,153,331. This reflects that airport
operations are self-supporting and do not require any additional supplement from either the
County or the City.
The Commission also adopted the attached proposed capital expenditure budget program.
The capital expenditures total $700,000. These expenditures will be funded with State
Grant Funds and Commission funds.
Dan Neel, the Director of Administration and Finance of the Roanoke Regional Airport
Commission, will attend the Board of Supervisors meeting to answer any questions that the
Board may have.
FISCAL IMPACT:
On June 30, 1996, the County made its final payment of $264,640 which completed our
original ten year capital contribution to the airport. There will not be any additional monies
needed as a result of this budget.
STAFF RECOMMENDATION:
Staff recommends adopting the attached resolution approving the Roanoke Regional
Airport Commission budget for the fiscal year 2007-2008.

A. Phase 1: Rehabilitation ofPubliG Parking Lots:
1. Description: Overlay and remark the 1000 space Short/Long tenn parking
lots located in front of the tenninal.
2. Justification: Both parking lots are showing increasing wear, tear and
cracking after more than seventeen years ofuse. Later Phases
of the Parking Lot Rehabilitation are expected to include
improved access from the lots to the ternlinal, modifications
to the center walkway and possible reorganization of the
rental car lot.

Description: Construct a cuncrete pad, propane source and access for the
location of the airerall incident simulator.

Justification: At least tWlce a year the Aircraft Rescue and Firefighting
(ARFF) crew ananges for the state's aircraft simulator to be
brought to Roanoke Regional Airpon for training related to
aircraft fire and rescue. The simulator has been located on
ramp space needed and used by aircraft for parking. In order
to serve the needs of aircraft operators and the ARFF crews, a
pad is planned for construction on the northwest quadrant of
the airport.

report and accompanying attachment hy the Executive Director dated March 23, 2007, is

RESOLUTION APPROVING THE ROANOKE REGIONAL AIRPORT
COMMISSION BUDGET FOR FISCAL YEAR 2007-2008, UPON
CERTAIN TERMS AND CONDITIONS
WHEREAS, Section 24.B of the Roanoke Regional Airport Commission Act and
Section 17. (a) of the contract between the City of Roanoke, Roanoke County, and the
Roanoke Regional Airport Commission provide that the Commission shall prepare and

WHEREAS, by report dated March 23,2007, a copy of which is on file in the office
of the Clerk to the Board, the Executive Director of the Roanoke Regional Airport
Commission has submitted a request that the County approve the fiscal year 2007 -2008
budget of the Roanoke Regional Airport Commission.
TH EREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia that the fiscal year 2007-2008 budget and proposed capital expenditures for the
Roanoke Regional Airport Commission as set forth in the March 23, 2007, report of the
Commission Executive Director, a copy of which is incorporated by reference herein, is
hereby APPROVED, and the County Administrator and the Clerk are authorized to execute
and attest, respectively, on behalf of the County, any documentation, in form approved by

The three-year term of Richard Kelly expired on April 8, 2007. Mr. Kelly has advised
that he does not wish to be reappointed to serve another three-year term.
2. Western Virginia Water Authority (WVWA)
John Williamson, at-large member, resigned from the Board effective November 16,
2006. This four-year term will expire on June 30, 2008. At-large members are
selected by the majority vote of the other six members of the Board and confirmed by
Roanoke City Council and the Roanoke County Board of Supervisors.

PROCLAMATION COMMEMORATING THE 60th ANNIVERSARY
OF THE FREDERICK CHOPIN NATIONAL MUSIC SCHOOL,
OPOLE, POLAND
WHEREAS, the County of Roanoke, Virginia, USA, entered into a partnership
with Opole, Poland, in 1994 to become a sister city to create an
exchange of cultural and social information for the enrichment of
both communities; and
WHEREAS, in 2006, the County of Roanoke was delighted to have a student
delegation from the Frederick Chopin National Music School visit
and perform at the County's high schools and Roanoke College;
and
WHEREAS, the County of Roanoke desires that its relationship with its sister
city Opole continues to thrive and develop in all areas, including
musically; and
WHEREAS, the Frederick Chopin National Music School is celebrating its 60th
anniversary with year-long events and a ceremony on April 14,
2007.
NOW, THEREFORE, I, Joseph P. McNamara, Chairman of the Board of
Supervisors of Roanoke County, Virwnia, do hereby issue this
proclamation to commemorate the 60 H ANNIVERSARY OF THE
FREDERICK CHOPIN NATIONAL MUSIC SCHOOL, OPOLE,
POLAND, and extend congratulations to the students, faculty and
administration upon reaching this significant achievement; and
FURTHER, on behalf of my fellow Board members, express our best wishes

OF CONGRATULATIONS TO THE GENERAL FEDERATION OF
WOMEN'S CLUBS OF VIRGINIA UPON ITS 100TH ANNIVERSARY
WHEREAS, General Federation of Women's Clubs of Virginia (GFWC Virginia)
was established in 1907 with 10 clubs and approximately 700
women in Lynchburg, Virginia; and
WHEREAS, in 1910, GFWC Virginia became a member of the General
Federation of Women's Clubs which was formed in 1890 and is
one of the world's oldest nonpartisan, nondenominational
women's volunteer service organizations; and
WHEREAS, in 1913, the GFWC Virginia adopted the motto of "Service, The
Debt of Education"; and has both general and junior clubs with a
total membership of over 7,000; and
WHEREAS, Kathryn Sowers, Vinton, is serving as the 49th and current state
president with the theme for her administration of "Learning from
the Past 100 Years to Create the Future"; and
WHEREAS, Virginia clubwomen support many initiatives which include:
libraries; health organizations; Canine Companions for
Independence; Camp Easter Seal West in Craig County, Camp
Easter Seal East in Carolina County; Operation Smile; all levels of
education; and fund two scholarships for women; and
WHEREAS, GFWC Virginia is celebrating its 100th anniversary during a
convention at Hotel Roanoke in the Roanoke Valley during the
weekend of April 20-22, 2007.
NOW, THEREFORE, I, Joseph P. McNamara, Chairman of the Board of
Supervisors of Roanoke County, Virginia, do hereby offer
congratulations to the GENERAL FEDERATION OF WOMEN'S

DECLARING APRIL 27,2007, AS
NATIONAL ARBOR DAY IN THE COUNTY OF ROANOKE
WHEREAS, in 1872, J. Sterling Morton proposed to the Nebraska Board of
Agriculture that a special day be set aside forthe planting of trees;
and
WHEREAS, this holiday, called Arbor Day, was first observed with the planting
of more than a million trees in Nebraska; and
WHEREAS, 2007 is the 135th anniversary of Arbor Day which is now observed
throughout the nation and the world, and will be celebrated in
Roanoke County on Friday, April 27, 2007; and
WHEREAS, trees can reduce the erosion of our precious topsoil by wind and
water, cut heating and cooling costs, moderate the temperature,
clean the air, produce oxygen, and provide habitatforwildlife; and
WHEREAS, trees are a renewable resource giving us paper, wood for our
homes, fuel for our fires, and countless other wood products; and
WHEREAS, trees in our county increase property values, enhance the
economic vitality of business areas, and beautify our community;
and
WHEREAS, trees, wherever they are planted, are a source of joy and spiritual
renewal.
NOW, THEREFORE, I, Joseph P. McNamara, Chairman of the Board of
Supervisors of Roanoke County, Virginia, do hereby proclaim April
27,2007, as NATIONAL ARBOR DAY in Roanoke County; and urge
all citizens to celebrate Arbor Day and to support efforts to protect
our trees and woodlands; and
FURTHER, urge all citizens to plant trees to gladden the heart and promote
