The Board of Supervisors of Roanoke County, Virginia met this day in a
joint meeting with the Western Virginia Water Authority and the Franklin County Board
of Supervisors at Boones Mill Elementary School, 265 Taylors Road, Boones Mill,
Virginia, for the purpose of approving an agreement.

Vice-Chair Lawson called the meeting to order for the Western Virginia
Water Authority at 4:13 p.m. The roll call was taken.

WELCOME
Mr. Lawson welcomed everyone to the meeting. Following the call to
order, a moment of silence was observed in recognition of the events that occurred at
Virginia Tech today.

the County of Roanoke into the County of Franklin.

Vice-Chair Lawson recognized Gary Robertson, Executive Director of
Water Operations, and Mike McEvoy, Executive Director of Wastewater Operations.
Mr. Robertson advised that the Western Virginia Water Authority (WVWA) was formed
to be a regional solution to providing utilities in the area; he stated that today, we are
joined by the Board of Supervisors of Franklin and Roanoke counties to announce a
water line extension project that will provide safe, reliable drinking water and fire
protection to citizens in the Route 220 corridor in Franklin and Roanoke counties.
Mr. Robertson reported that discussions regarding this project began
approximately one year ago focused on how to best meet the needs. He stated that
following the approval of the agreement being presented to the Boards today, the
WVWA will spend approximately six months conducting the necessary design and
engineering work to make a 12" diameter water main a reality. He stated that following
completion of the design work, construction will begin and is estimated to take 18 to 24
months. Currently, the WVWA lines end in the Clearbrook section of Roanoke County
near the Kingery Store and Suncrest Heights subdivision. This project will extend the
line approximately 12 miles to the Wirtz Plateau area in Franklin County. It is the intent

of the WVWA to install these lines in the Virginia Department of Transportation (VDOT)
right-of-way along Route 220. The WVWA will design, build, and maintain the water
lines, as well as service the customers that would be connected to the water line. Mr.
Robertson advised that existing customers of the WVWA will not bear the cost of the
water line extension, and he noted that part of the agreement will allow the project to be
funded by Roanoke County and Franklin County through bonds that will be issued by
the WVWA. He indicated that this will allow the WVWA to use existing surplus water to
maximize the WVWA facilities, thus enabling them to provide water to a more regional
area. He stated that the WVWA is pleased to be part of a regional solution to this issue.

adopt the resolution. The motion was second by Supervisor Quinn and carried by the

(c) Roanoke County Board of Supervisors: Supervisor McNamara moved
to adopt the resolution, authorize the County Administrator and staff to conduct a 2232
planning review of the Route 220 corridor area, authorize the County Administrator and
staff to conduct a corridor study which will which address a number of items including
traffic impact and areas for preservation, economic development and residential use,
and authorize the County Attorney to begin work on a contract with the Western Virginia
Water Authority and Franklin County. The motion carried by the following recorded
vote:

Supervisor Wray advised that he owns property in this area, and therefore
would abstain from voting.
