The Board of Supervisors of Roanoke County, Virginia met this day at the
Roanoke County Administration Center, this being the first Tuesday and the first
regularly scheduled meeting of the month of June, 2007.
IN RE:
CALL TO ORDER
Chairman McNamara called the meeting to order at 3:00 p.m. The roll call
was taken.

REQUESTS TO POSTPONE, ADD TO, OR CHANGE THE ORDER OF
AGENDA ITEMS
Mr. Hodge requested that Item F-1, first reading of an ordinance to accept
the conveyance of real estate from Sarah Martin, follow Item E-1, introduction of Ms.
Martin, since these items are related and Ms. Martin will be present for these two items.
It was the consensus of the Board that Item F-1 follow Item E-1.
Mr. Hodge requested the addition of two work sessions: (1) New County
garage; and (2) Digital Radio System. There was a consensus of the Board to add

Chairman McNamara requested the addition of a closed session pursuant
to the Code of Virginia Section 2.2-3711 A (1) discussion and consideration of
appointments of prospective candidates to the Western Virginia Water Authority. There
was a consensus of the Board to add this item to closed session.
PROCLAMATIONS, RESOLUTIONS, RECOGNITIONS AND AWARDS
.L Proclamation declarina June 15 and 16. 2007. as Relay for Life
Days in the County of Roanoke
Chairman McNamara presented the proclamation to Lori Hancock and
Brenda Harris, County employees who are Co-Captains of the ROCO Cruisers, and to
Don and Patti Love, volunteers with the American Cancer Society and Co-Chairs of
Roanoke Relay for Life.

Lori Hancock stated she has participated in Relay for Life for nine years.
In 2003, the ROCO Cruisers were formed, which is a team of Roanoke County
employees and friends. Ms. Hancock stated that she does Relay for Life because of
her mother who lost her fight to breast cancer in 2004. She thanked the Board for
recognizing Relay for Life with a proclamation. Don Love advised that he and his wife
Patti appreciate the support of Roanoke County and encouraged everyone to come to
Relay for Life at Green Hill Park on June 15 and 16.
The Board members expressed their appreciation to the organization and
the participants and welcomed them to Green Hill Park for this year's event.

NEW BUSINESS
1..:. Introduction of Sarah Martin who has offered to donate
approximately 14.6 acres of real estate adiacent to Happy Hollow
Park to Roanoke County. (Pete Haislip. Director of Parks.
Recreation and Tourism)
Mr. Haislip introduced Ms. Sarah Martin, a resident of Roanoke County
who has offered to donate land adjacent to Happy Hollow Park to the County. He
commended Ms. Martin for her desire to make this donation to the residents of Roanoke
County. He stated that Ms. Martin is not a wealthy person, but purchased the property
because she wants to help protect the viewshed and create wildlife habitat.

Ms. Martin stated that approximately three years ago she saw an
advertisement for 18 acres next to Happy Hollow Park and she thought it would be nice
to make this part of the park rather than it being developed, but the cost was more than
she could afford. She then became aware of the 14 acres and was able to purchase
that piece of property. She also stated that another six acres recently became
available, but it has been sold. She stated that this is a beautiful place to live and asked
that this donation be used to encourage other residents to save the land and
environment.
The Board members expressed their appreciation to Ms. Martin for the
donation of the property and thanked her for her generosity in donating the property to
the residents of Roanoke County.
Supervisor McNamara asked the County Administrator to inquire about
the six acres that Ms. Martin mentioned which is next to Happy Hollow Park to
determine if it is available for purchase.

Supervisor McNamara moved to approve the first reading of the ordinance
and set the second reading and public hearing for June 26, 2007. The motion carried by

2. Request for reappointment of Special Assistant for Leaislative
Relations. authorization to continue an aareement. and an
appropriation of funds. (Paul M~bQney. Counl:y Attorney)

Mr. Mahoney explained that Eldon James has been the Special Assistant
for Legislative Relations for the County, working with a team that keeps track of the
General Assembly sessions as well as events in Richmond following the close of the
General Assembly. He recommended that the Board reappoint Eldon James &
Associates, Inc. as Special Assistant for Legislative Relations and advised that the staff
is requesting an appropriation of $24,000 from the Board's FY 2007 -2008
Unappropriated Balance to fund these legislative initiatives. The contract with Mr.
James is $21,600, but the staff has built in some additional funds as the 2008 session of
the General Assembly is anticipated to be a very active one and may require some
additional time and funding.

Supervisor Altizer stated that over the course of the last week during
community and civic league meetings and at the election polls today, the veto of the
annexation bill is on many citizen's minds in his district. Supervisor Altizer further stated
that it was his hope that it would on the Board's agenda to extend the moratorium. Mr.
Mahoney explained that Roanoke County is one of seven or eight counties in Virginia
that was given total immunity from annexation by Court Order in the 1980s. One of the
legislative initiatives that Mr. James and the County staff will bring to the Board in
anticipation of the 2008 session of the General Assembly is to extend that moratorium.
Supervisor Church stated that he appreciated the work of Mr. Mahoney
and Mr. James. He further stated that he wanted to maintain the moratorium for
Roanoke County.
The question was raised as to how many years the County has had a
Special Assistant for Legislative Relations and it was determined that it had been five or
six years. Chairman McNamara stated he felt that funding for the legislative assistant
should be made a part of the budget in the future rather than be appropriated from the
Board's contingency fund.

Supervisor Altizer moved to approve the staff recommendation (reappoint
Eldon James & Associates, Inc. as Special Assistant for Legislative Relations, and
appropriate $24,000 from the Board's FY 2007-2008 Unappropriated Balance for these

3. ReQuest to accept and appropriate $252,502 from the Town of
Vinton for construction of ~ ball field at Vinyard Park. (Mark

Mr. Courtright stated that in 2003, when the Town of Vinton began
planning for renovations to the Vinton War Memorial, it was determined that the batting
cages needed to be moved for parking and to mitigate water issues. The Town of
Vinton graciously funded the construction of a new two lane batting cage system at
Goode Park and a four lane batting cage system at Vinyard Park for the Vinton Booster
Club softball and baseball program. After some additional design work it was
determined the Jaycees baseball field would need to be moved. Vinton Town Council
and the Vinton Booster Clubs decided to move the field to Vinyard Park, and the Town
of Vinton funded the move of the field and recently approved to appropriate $252,502
for construction of the field. The Parks Department has recaptured the soils on the old
field, stored them, and they will be put on the new field and will do the final seed

preparation, which will help defray costs. Mr. Courtright advised that this has been a
great partnership between the County Parks Department and the Town of Vinton.
Construction of the field has begun and it is anticipated the construction will be
completed in the fall of 2007 and the field will be ready for play in the spring of 2008.
Mr. Courtright stated that he would like to thank Vinton Town Manager Kevin Boggess
and the Vinton Town Council for their support and cooperation in helping to maintain the
Parks and Recreation facilities.
Supervisor Altizer thanked Vinton Town Council, Vinton Town Manager
Boggess and the Parks and Recreation staff for working together to accomplish this
project. Supervisor McNamara commented that he had an opportunity to review the
plans and progress for the Vinton War Memorial and stated that it is going to be a first
class facility.
Supervisor Altizer moved approval of staff recommendation (accept and
appropriate $252,502 from the Town of Vinton and authorize Parks and Recreation to

4. Reauest for approval and appropriation of arant funds on behalf
of Unified Human Services Transportation System {RADAR}.

Mr. Chambliss stated that that he was presenting a request from RADAR,
the Unified Human Transportation System, which operates the public transit system that
provides the buses and vans that operate under the County's CORTRAN program. Mr.
Chambliss explained that RADAR continuously applies for various grants and have
recently been notified by Virginia Department of Rail and Public Transportation that they
qualify for $7,700 as the State's share of a grant to purchase two additional vans and
software for their van system. He explained that Federal money can go directly to
RADAR, but State money must pass through a local government entity and they have
requested that Roanoke County accept the grant on their behalf. The local match
monies will be provided by RADAR from their funds.
Supervisor Wray advised that this is a vital service for some of our citizens
and this service will continue to grow as our population begins to age.
Supervisor Wray moved approval of staff recommendation (accept the
State grant on behalf of RADAR and appropriate $7,700 for the purchase of the capital
equipment). The motion carried by the following recorded vote:

5. Reauest for authorization to execute ! performance aareement
between Roanoke County, Roanoke County Economic
Development Authority, and Virainia Air Distributors. (DoUQ
Chittum, Director of Economic Development)

Mr. Chittum stated that this request is to approve a performance
agreement between Virginia Air Distributors, Roanoke County, and the Roanoke County
Economic Development Authority (EDA). He explained that Virginia Air Distributors is a
wholesale distributor of York HVAC equipment in Virginia, West Virginia, North Carolina,
Ohio and Pennsylvania. They have a current Roanoke location, but have experienced a
dramatic rise in sales, increase in employment and increase in revenue. He stated they
have chosen a site near Walrond Park that seems ideal for their location, but it had
some challenges in terms of public infrastructure especially storm drainage issues that
needed to be addressed. He explained that Virginia Air Distributors will be making
improvements to Walrond Park in order to address these issues and is working with the
Parks and Recreation staff which will result in a win-win situation for everyone by
improving the park and making a site developable which in the past had some problem
preventing it from its highest and best use.
Mr. Chittum stated the staff has negotiated a performance agreement
which allows for a grant through the EDA with funding from this Board in an amount
equal to one year of new revenue estimated to be between $80,000 and $100,000, and

will be capped at $100,000 and used for the purpose of the public infrastructure
improvements such as water and sewer.

Supervisor Flora moved approval of the staff recommendation (authorize
the execution of a performance agreement between Roanoke County, the Roanoke
County Economic Development Authority, and Virginia Air Distributors, Inc.). The

6. Reauest for authorization to execute ~ perforrrtanf:e Mlreement
between Roanoke County. Roanoke County Economic
Development Authority. and Kroaer Limited Partnership. (Doua

Mr. Chittum stated that about ten years ago the County had a vision for a
gateway into Roanoke County in the Route 460 area from the Bonsack area. Fralin and
Waldron developed the Valley Gateway Business Park which was to be a mixed-use
facility with industrial and commercial. Integrity Windows has been a great success and
they have recently doubled their facility. The front of the property has been purchased
by Kroger Limited Partnership. In addition to an 84,000 square foot Kroger store which
will be a flagship operation, they are planning a 22,000 square foot retail small shop

facility, and the development of four out-parcels for small shops and restaurants. Mr.
Chittum advised that Kroger is investing at least $22 million in their facility. It will take a
great deal of off-site and on-site infrastructure work, such as acceleration and de-
acceleration lanes, the widening of Valley Gateway Boulevard, water and sewer
extensions, and stormdrains improvements. Mr. Chittum stated that the staff has been
working with Kroger Limited Partnership for a long time to get it to this point, and he was
appreciative of the Community Development and Virginia Department of Transportation
(VDOT) staffs for their assistance. The agreement was negotiated under the Public
Private Partnership guidelines and will allow Kroger to build the facility as described and
provide a grant equal to one year of revenue to be returned to Kroger after they are
operational as compensation for the infrastructure improvements. Mr. Chittum noted
that the grant is for one year of revenue as stated in the report and not two years as
stated in the agreement that was included in the packet to the Board. He noted that the
County Attorney has revised the language in the agreement. Mr. Chittum presented a
rendering of the facility.
Supervisor Altizer recognized John Lucas and Fenton Childers from
Kroger who were present in the audience, and he stated that this is going to be a great
project. He advised that the citizens he had spoken with in the area are looking forward
to this new project. He stated that Roanoke County is business-friendly and open for
business.

Supervisor Church stated that Kroger is a great organization and he is
glad to have them in Roanoke County and is looking forward to working with them in the
future.
Supervisor Wray noted that Kroger had recently renovated several stores
in southwest Roanoke County and is a good partner in the community.
Supervisor Altizer moved to approve the staff recommendation with the
changes in the agreement by the County Attorney (authorize the execution of a
Performance Agreement between Roanoke County, the Roanoke County Economic
Development Authority, and Kroger Limited Partnership).
Supervisor McNamara stated that Kroger is not the largest taxpayer in the
County, but one of the top five in the County and if the performance agreement is not
approved it would be an injustice since performance agreements were approved for
other businesses in the area. He further stated that he has not supported retail
performance agreements in the past and this half million dollars could be put toward
trails and buying small pieces of land. He stated that a performance agreement, which
the Board has discussed a number of times, is designed to attract businesses and jobs
and he stated that he does not believe this would be an incentive for Kroger and they
would not base their decision to locate in the County on the funds the County is allowing
them on their tax revenues. However, he advised that he would support the consensus
of the Board and wished Kroger the very best. He further stated that Kroger is a great
organization and one the County is proud to have in the Route 460 area.

7. Reauest to appropriate funds for the construction of traffic
sianalization at the intersection of Challenaer Avenue and Vallev
Gatewav Boulevard. Vinton Maaisterial District. (Doua Chittum.

Mr. Chittum explained that this request stems back to 1997 when the
County partnered to get Valley Gateway under development and one of the critical
pieces of that was the construction of traffic signalization at the intersection of
Challenger Avenue and Valley Gateway Boulevard. Mr. Chittum stated that in the
performance agreement with Integrity Windows, the County stated that when the
warrants were met and as traffic increased in the Route 460 area, Roanoke County
committed to provide signalization at the intersection of Challenger Avenue and Valley
Gateway Boulevard. The County knew the warrants would soon be met and several
years ago the County funded the design of the signal light with VDOT. Recent traffic
studies have now satisfied VDOT and County traffic staff and warrants have been met
for traffic signalization. Mr. Chittum advised that there is a Valley Gateway
Infrastructure Capital Account with funding available for minor projects relating to

development of this parcel. He stated that it is requested that these funds be used and
that $125,000 from the Public Private Partnership Capital Account be appropriated to
the Valley Gateway Infrastructure Account for construction of the traffic signal.
Supervisor Altizer asked Mr. Chittum about the timetable for installation of
the traffic signal. Mr. Chittum explained that construction should begin by next spring
with the signal in operation by July 2008.
Supervisor Altizer moved the approval of staff recommendation
(appropriating $125,000 from the Public Private Partnership Capital Account to the
Valley Gateway Infrastructure Account - allowing for contingency - for the purpose of
constructing a traffic signal at the intersection of Challenger Avenue and Valley
Gateway Boulevard, thus honoring the County's commitment to provide this safety
enhancing amenity to the citizens and businesses that are affected by increasing traffic
in this area). The motion carried by the following recorded vote:

Mr. Covey explained that this is a petition from Jarrell and Goodpasture to
vacate a 50 foot wide, approximately 196 feet in length unimproved right-of-way known
as Dallas Road. He stated that it is the desire of the petitioners to use their portion of
the aforementioned right-of-way for improvements to their property. Once vacated the
property will be divided evenly and combined with the adjoining properties. There are
no adjoining landowners or other persons affected by this action. Mr. Covey advised
that County departments and local utility companies were contacted concerning the
vacation. Appalachian Power Company and Verizon requested to retain a public utility
easement for their utilities presently in the existing right-of-way. The cost and expenses
associated with the vacation, including but not limited to publication, survey and
recordation costs, are the responsibilities of the petitioners. Mr. Covey stated that it is
requested that the proposed ordinance be adopted authorizing vacation of the right-of-
way and establishing a public utility easement in its location and noted that this is the
first reading of the ordinance.
Supervisor Flora stated that this is a paper street that will never be
opened, and previously the Board had vacated the balance of the street which lies on
the other side of the creek.

3. First readina of an ordinance amendina Section 2-9. Court Costs
for Courthouse Security of the Roanoke County Code to increase
the court cost for individuals convicted in Roanoke County courts
to fund courthouse security personnel. (Paul Mahoney, County
Attorney)
Mr. Mahoney advised that this is the first reading of an ordinance that
would increase the fee imposed on certain court costs from $5.00 to $10.00. He stated
that the Board first adopted this ordinance in April 2003 imposing a $5.00 court cost with
the intent to fund courthouse security personnel. In the 2007 session of the General
Assembly local governments were authorized to increase that fee from $5.00 to $10.00.
The legislation would become effective July 1 of this year, therefore, if approved by the
Board, this proposed ordinance would be effective July 1,2007. The second reading is
scheduled for June 26, 2007. Mr. Mahoney noted that the use of these funds is to
defray some of the personnel costs for courthouse security personnel not funded by the
Commonwealth of Virginia. He stated that in 2003, staff initially estimated this fee
would generate approximately $160,000 and the Board at that time authorized the

sheriff to hire four additional bailiff positions. Unfortunately, the fee only generated
about $80,000. He explained that increasing the fee from $5 to $10 will generate
another $80,000 and that will off-set the costs of the existing four bailiff positions and
partially offset costs of some current part-time security positions for Juvenile and
Domestic Relations Court and General District Court not funded by the state.
Supervisor Church stated that not very many times does an item come
before the Board where the people who cause the damage pay for the damage and he
felt this is very appropriate. Supervisor Church then moved to approve the first reading
and set the second reading and public hearing for June 26, 2007. The motion carried

IN RE: APPOINTMENTS

Chairman McNamara advised that the two-year term of Dennis "Chip"
Harris will expire on June 30, 2007.

Criminal Justice Board
Chairman McNamara advised that the three-year term of John M.
Chambliss, Jr., will expire on July 1, 2007. Mr. Chambliss agreed to serve another
term. There was a consensus of the Board to make this appointment and the Clerk was

directed to place confirmation on the Consent Agenda.
Chairman McNamar~ advised that the two-year term of Sheriff Gerald Holt
will expire on July 1, 2007. The Clerk was directed to contact Sheriff Holt to see if he is
willing to seNe another term and if so, to place it on the Consent Agenda for the June
26,2007, meeting.
3. Parks and Recreation Advisory Commission (Appointed !!y
District)
SupeNisor Flora advised that Troy Kincer has agreed to seNe on the
Parks and Recreation Advisory Commission for the Hollins Magisterial District. There
was a consensus of the Board to make this appointment, and the Clerk was directed to
place confirmation on the Consent Agenda. SupeNisor Wray advised that he should
have an appointment to this committee from his district by the next meeting.
4. Western VirQinia Water Authoritv
Chairman McNamara advised this appointment will be discussed In
Closed Meeting.

RESOLUTION 061207-7.a EXPRESSING THE APPRECIATION OF THE
BOARD OF SUPERVISORS OF ROANOKE COUNTY TO ELIZABETH
DENNIS, PARKS, RECREATION AND TOURISM DEPARTMENT,
UPON HER RETIREMENT AFTER THIRTY YEARS OF SERVICE
WHEREAS, Elizabeth Dennis was employed by Roanoke County on September
16, 1976, as a Recreation Program Supervisor for the Parks, Recreation and Tourism
Department; and
WHEREAS, Ms. Dennis retired from Roanoke County on June 1, 2007, after
thirty years and nine months of service with the Parks, Recreation and Tourism
Department; and
WHEREAS, Ms. Dennis was responsible for developing the first publicly funded
recreation program for individuals with disabilities in Roanoke County and the Roanoke
Valley; and
WHEREAS, Ms. Dennis developed programs that were nationally recognized for
their excellence; and
WHEREAS, Ms. Dennis served the citizens of Roanoke County and the Roanoke
Valley as an influential advocate for persons with disabilities and worked tirelessly to
ensure access to County facilities for all citizens; and
WHEREAS, Ms. Dennis, through her employment with Roanoke County, has
been instrumental in improving the quality of life for its citizens with disabilities.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of

17,1984, as a firefighter in the Fire and Rescue Department; and
WHEREAS, Mr. Wood retired from Roanoke County on June 1, 2007, after
twenty-two years and eight months of service with the Fire and Rescue Department;
and
WHEREAS, Mr. Wood performed a crucial role in protecting the life and property
of citizens in one of the most hazardous professions, and Roanoke County is very
fortunate to have benefited from his dedication and many years of experience; and
WHEREAS, Mr. Wood through his commitment to firefighter safety has been
instrumental in the on-going certification and maintenance of the department's self-
contained breathing apparatus, including the incorporation of a new system in 2003;
and
WHEREAS, Mr. Wood, through his employment with Roanoke County, has been
instrumental in improving the quality of life for its citizens by providing continual fire and
emergency medical responses.

REPORTS AND INQUIRIES OF BOARD MEMBERS
Supervisor Wray: He inquired about the status of the installation of the
"No- Thru Trucks" sign on Clearbrook Lane. Mr. Hodge explained that the staff had
contacted VDOT about the installation of the sign, but this is a State decision and not a
County decision as to whether it warrants the installation of a sign. The County has
made the request, VDOT will advertise for public comments, and then it will go to the
Commonwealth Transportation Board for final disposition. Mr. Hodge advised that he
would contact VDOT and ask them to proceed as quickly as possible.
Supervisor Church: He requested that Mr. Covey schedule a meeting
with regard to citizens' concerns on the Bill Lee property.
Chairman McNamara: He advised that he received a congratulatory
letter for work done by Mr. Workman and his crew. He asked that Mr. Covey pass this
along to them and also asked that they receive some kind of recognition. He also
expressed appreciation to the gentleman who wrote the letter.
At 4:29 p.m., Chairman McNamara adjourned this portion of the meeting
to go into work sessions.

WORK SESSIONS
1. Work session to discuss uparade of radio system. (Elmer Hodae.
County Administrator)
The work session was held from 4:42 p.m. until 5:05 p.m. The following
staff was present at the work session: Elmer Hodge, County Administrator, Elaine
Carver, Director of Information Technology; and Bill Hunter, InfraStructure Services
Manager.
IN RE:
Mr. Hodge updated the Board on the upgrading of the radio system from
analog to digital. Motorola has informed the County that maintenance of the analog
controllers, which direct radio traffic, will no longer be supported by Motorola after 2009.
The cost of the device that would extend the life of the analog system through 2012 is
just under $500,000. However, Motorola has offered a proposal for the County to go
directly to digital without the interim step of buying the analog device, and the
equipment can be purchased at 2003 pricing. They have also agreed to provide two
years of warranty rather than one year. It was noted that voice quality and encryption is
much better with digital.

The question was raised as to whether Roanoke City is prepared to
upgrade to digital at this time. Ms. Carver advised that while it is possible that Roanoke
City could become digital, City staff does not feel they are in a position at this time to go
digital. However, she stated that inoperability will not a problem even if the County
becomes digital and the City stays analog.
Ms. Carver stated that when the County first anticipated going digital, the
cost was approximately $13 million, and the cost now is approximately $9 million.
It was the consensus of the Board to move forward with the proposal from
Motorola to go directly to digital without the interim step of buying the analog device,
and to purchase the equipment at 2003 pricing. Mr. Hodge advised that he would bring
this item to the Board in August.

Elmer Hodge advised the Board that the staff had looked at a site in
Valleypointe for the new County garage, but site distance and access is not good. Staff
is now looking at a site the County has an option on in the Hollins area. He stated that
he wanted to be sure the Board is comfortable with the Hollins area site rather than the
Kessler Mill site and requested that the Kessler Mill site be preserved. He advised that
he also wanted to talk through the general terms of the contract with the Western
Virginia Water Authority ryvvwA).
Mr. Hodge advised that the geotechnical and location is good at the
Hollins site, and if the Board approves, he would like to bring the purchase of this site to
the Board for first and second readings in July.
Supervisor McNamara stated that if we do not have a solid agreement
with the WVWA we should not be doing this.
Mr. Hodge and Ms. Green reviewed the conceptual drawings with the
Board. Ms. Green stated that they anticipate needing a certain size vehicle
maintenance facility. The WVWA will not make the core bigger, which includes
reception area, office area and locker rooms. She explained the number of light duty
and heavy duty bays needed, and advised that without the WVWA, three bays could be
eliminated which would save approximately $437,000 based on square footage cost.

Ms. Green stated that the WWVA lease will be approximately $121,000
per year and the agreement is for 20 years. If WWVA leaves before 10 years, they will
pay one-half of what they would owe for the remainder of the 10 years. If they leave
after 10 years, they will not owe the County anything; however, the County will have the
benefit of a larger garage.
Ms. Green stated that this cost is much less for the WWVA than what they
would have to pay if they constructed their own garage. The total cost of building the
garage including the land is $7.7 million.
Suggestions were made for reducing the size of the building. Supervisor
Wray asked about the cost of reducing a certain section of the garage. Ms. Green
stated that based on square footage she believed it would be approximately $200,000,
but she would ask Spectrum Design for the cost.
Ms. Green asked the Board if they are in agreement to go forward with
purchase of the Hollins area site. It was the consensus of the Board to proceed with
this site.
Supervisor Church stated that he would feel more comfortable with a 75%
"walkout" by the WWVA. Mr. Hodge advised that we have that almost at maximum.
Supervisor Church asked him to see what he could do.
Ms. Green advised that groundbreaking for the garage is scheduled for
January or February 2008.

The work session was held from 5:26 p.m. until 5:27 p.m. Mr. Hodge
advised the Board that Lenore Duncan and Chris Venable with Spectrum Design will be
in the conference room with plans for the renovation of the Board room. He stated that
he had a few concerns and he wanted the Board to review the plans.
