Good afternoon and welcome to our meeting for October 9, 2007. Regular meetings
are held on the second Tuesday and the fourth Tuesday at 3:00 p.m. Public hearings
are held at 7:00 p.m. on the fourth Tuesday of each month. Deviations from this
schedule will be announced. The meetings are broadcast live on RVTV, Channel 3,
and will be rebroadcast on Thursday at 7:00 p.m. and on Saturday at 4:00 p.m. The
meetings are now closed-captioned. Individuals who require assistance or special
arrangements to participate in or attend Board of Supervisors meetings should contact

SUMMARY OF INFORMATION:
The 2007 Glenvar High School (GHS) Softball Team had an outstanding season with a
record of 21 wins and 5 losses and placed second in the state. The team was undefeated
at the Group A level for 18 games, with the winning streak ending at the state final.
In recognition of their outstanding play during the season, the Virginia High School League
named Meredith Buckley and Kelley Knoebel, both juniors, to the Softball All State First
Team, Group A. Spike Harrison, GHS head softball coach for 22 seasons, was named
Group A Coach of the Year, and Art Lawrence, former GHS Athletic Director, was named
Athletic Director of the Year, Group A.
Ms. Buckley, Glenvar's ace pitcher, recorded 18 wins and 3 losses with a 0.67 earned run
average. She has been named to the Softball All State First Team three times and
selected Co-Player of the Year during her freshman year.
Ms. Knoebel's position was shortstop. She had a batting average of .325 and averaged 15
stolen bases.
Ms. Buckley and Ms. Knoebel and their parents have been invited to attend the meeting.
Also attending will be Marion Roark, School Board Chairman; Dr. Lorraine Lange, School
Superintendent; and Coach Harrison.
Joe Hafey, GHS Principal, and Richard McElwee, GHS Athletic Director, are unable to
attend due to a prior commitment.

SUMMARY OF INFORMATION:
Roanoke County has received the 2007 Achievement of Excellence in Procurement Award
from the National Purchasing Institute. This;s the second consecutive year in which the
award has been received.
The award was established in 1995 by the National Purchasing Institute and recognizes
organizational excellence in public procurement. The award is earned by organizations
that demonstrate excellence by obtaining a high score based on standardized criteria. The
criteria are designed to measure innovation, professionalism, productivity, e-procurement,
and leadership attributes of the procurement organization.
Accepting the recognition will be Rebecca Owens, Director of Finance; Diane Childers,
Finance Manager of Operations; Pat Chockley, Purchasing Supervisor; Don Karnes,
Contracts and Major Projects Specialist; Kay Johnston and Marcha Powell, Buyers; and
Jan Killgore, Program Support Specialist.

SUMMARY OF INFORMATION:
At the 2007 Virginia Recreation and Parks Society (VRPS) annual conference held this
past September in Williamsburg, the Roanoke County Parks, Recreation and Tourism
received five state awards. These awards are very competitive with over 100 applications
received in several different categories. Judged by a jury of peers, Roanoke County was
the most awarded organization at this year's annual conference.
Below are listed the five awards:
Best New Program: Therapeutic Recreation Services Mingle
Best New Professional: Amanda (Mandi) Smith
Best Promotional Effort Circular/Flyer:

Best Promotional Effort: Therapeutic Recreation Service, 30th Year Celebration
Program Guide
Best New Special Event: US Challenge
The County was recognized for its excellence in providing Therapeutic Recreation
programs for citizens with disabilities, by receiving awards for the Best New Program and
Outstanding New Professional. The Best New Program was awarded for the "Mingle"
programJ a transition program for young adults with disabilities to develop social skills and
leisure education. Mandi Smith, who was recently promoted to the Therapeutic Recreation
Supervisor position was recognized as the Virginia Recreation and Parks Society's
Outstanding New Professional for her commitment to the parks and recreation field by
providing leadership as an active member of the VRPS Therapeutic Recreation Resource
Group since 2004, and is currently the Therapeutic Resource Group Chair in 2006, serving
a four year term. She has made numerous contributions to the service delivery of parks
and recreation therapeutic services to the citizens Roanoke County and beyond.
Roanoke County also received two awards for outstanding promotional publications,
including the Camp Roanoke program brochure and the 30th anniversary program brochure
for the Therapeutic Recreation Program.
The fifth award was a regional award for the US Challenge as the Best New Special Event.
This award was jointly accepted by Roanoke County and the City of Roanoke on behalf of
the local institutions that made the event possible; which included the municipalities of
Roanoke County, Roanoke City, Salem, Botetourt, Vinton, and Franklin, as well as the
Roanoke Valley Convention and Visitors Bureau, Roanoke Regional Chamber of
Commerce, Challenger World, and Roanoke Valley Economic Development Partnership.
These awards are a tribute to the hard work of our staff and community partnersJ and
reflect a commitment to improving the quality of life for our residents and would ask that the
Board join us in congratulating the hard working staff who has made this all possible.

SUMMARY OF INFORMATION:
The originally recorded plat for Samuel's Gate Subdivision, Section 16, of F & W
Community Development Corporation, recorded in the office of the Clerk of the Circuit
Court of the County of Roanoke, Virginia, in Plat Book 30, Page 193, dedicated a 30 foot
access and waterHne easement for purposes of access to a water tank situated on
adjoining property of the developer. Subsequent to the development of this subdivision
property and adjoining property of F & W Development Corporation, the deveroper has
agreed to relocate this 30 foot access easement to adjoining property owned by it to permit
road dedications and building of houses. The new location of this 30 foot access
easement has been approved by the County's development staff as part of the review
process for adjoining subdivision development.
Construction of the required infrastructure improvements, including the building of
Crumpacker Drive and Tolman Circle to state mandated standards, for this subdivision
have been completed. Because the platted 30 foot access and waterline easement runs
under both Crumpacker Drive and Tolman Circle, it must be relocated and action must be
taken by the Board of Supervisors in accordance with Section 15.2-2271 of the Code of
Virginia, 1950, as amended, to accomplish this relocation. This formal action is required by
the Virginia Department of Transportation in order for Crumpacker Drive and Tolman Circle
to be accepted into the Virginia Secondary Road System.
The County's Department of Community Development and the Western Virginia Water
Authority have reviewed this request and support the relocation of this 30 foot access and
waterline easement and the vacation of that portion of the easement located in Samuel's
Gate, Section 16, and crossing Crumpacker Drive and Tolman Circle and lots 27 and 28.
A new access easement to the Western Virginia Water Authority water tank serving this
area will be located on an adjoining parcel, being developed by F & W Community
Development Corporation, currently in the review process with the County's Department of
Community Development. The County will require that the new access road be
constructed and the new access easement plat prepared by Lumsden, dated March 12,
2007, be recorded prior to this easement vacation being effective.
Pertinent information is shown on Exhibits "A" & "B" and attached hereto and titled "Plat
Showing PORTION OF EXISTING 30' ACCESS & WATERLINE EASEMENT (D.B. 1640,
PG. 1942) TO BE VACATED Located in SECTION No.16, SAMUEL'S GATE AT "THE

EXISTING 3D' ACCESS EASEMENT (D.8. 1640, PG. 1942) TO BE VACATED across
Roanoke County Tax # 040.01-01-04, Botetourt County Tax # 107-254 & Lots 27 & 28,

FISCAL IMPACT:
The cost and expenses associated herewith, including but not limited to publication, survey

AND TOLMAN CIRCLE AS SHOWN ON THE PLAT OF PROPERTY OF F & W
COMMUNITY DEVELOPMENT CORPORATION, RECORDED IN PLAT BOOK
30, PAGE 193, AND THE RELOCATION AND VACATION OF A 30'ACCESS
EASEMENT LOCATED UPON REMAINING PORTION OF PROPERTY OF

WHEREAS, a 30 foot access and waterline easement for purposes of access to a water
tank was dedicated to the County of Roanoke by deed recorded in Deed Book 1640, page 1942,
and by plat for subdivision of property of F & W Community Development Corporation, recorded
in the Clerk's Office of the Circuit Court of Roanoke County, Virginia, in Plat Book 30, page 193;
and,
WHEREAS, the said 30 foot access and waterline easement for purposes of access to a
water tank is shown as crossing various lots of Samuel's Gate, Section No. 16, subdivision and
underlying Crumpacker Drive and Tolman Circle, public streets proposed for acceptance into
the Virginia Secondary Road System, aU as shown on "Plat Showing Portion of Existing 30'
Access & Waterline Easement (D.B. 1640, PG. 1942) TO BE VACATED Located in Section No.
16, SAMUEL'S GATE AT "THE ORCHARDS", Situated Along Crumpacker Drive and Tolman
Road, Hollins Magisterial District, Roanoke County Virginia", dated February 28,2007, prepared
by Lumsden Associates P.C.; and,
WHEREAS, in consultation with the Roanoke County Department of Community
Development and the Western Virginia Water Authority (WVWA), F & W Community
Development Corporation has agreed to the relocation of said 30 foot access and waterline
easement upon its adjoining property, which proposed new easement location is acceptable to
the County's engineers and to WVWA; and,
WHEREAS, the Virginia Department of Transportation (VDOT) has requested that this
easement relocation be accomplished by formal action of the Roanoke County Board of
Supervisors in accordance with Section 15.2-2272 (2), Code of Virginia, 1950, as amended, in
order to permanently vacate that portion of the easement underlying Crumpacker Drive and
Tolman Circle so as to permit the proper acceptance of Crumpacker Drive and Totman Circle
into the State Secondary Road System; and,
WHEREAS, this formal Board action of vacation will serve to remove potential title
questions affecting potential property owners in Samuel's Gate subdivision, Section No. 16; and
WHEREAS, the developer, as the Petitioner, has requested that, pursuant to Section
15.2-2272 of the Code of Virginia (1950, as amended), the Board of Supervisors of Roanoke
County, Virginia, vacate the existing 30 foot access and waterline easement dedicated in Plat
Book 30, Page 193, and relocate said easement as now shown on the attached Exhibits "A" &
"B"; and,
WHEREAS, this vacation will not involve any cost to the County and the affected County
departments and WVW A have recommended this easement relocation and formal vacation;
and,
WHEREAS, notice has been given as required by Section 15.2-2204 of the Code of
Virginia (1950, as amended), and the first reading of this ordinance was held on October 9,
2007, and the second reading and public hearing was held on October 23,2007.
THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke County,
Virginia, as follows:

1. That pursuant to the provisions of Section 18.04 of the Roanoke County Charter, the
acquisition and disposition of real estate can be authorized only by ordinance. A first reading of
this ordinance was held on October 912007, and a second reading and public hearing of this
ordinance was held on October 23,2007.
2. That pursuant to the provisions of Section 16.01 of the Roanoke County Charter, the
subject real estate, a 30 foot access and water line easement, is hereby declared to be surplus
and the nature of the interests in real estate renders them unavailable for other public use.
3. That the 30 foot access and waterline easement, being designated and shown as
"PORTION OF EXISTING 30' A. E. & W.L.E.(DB.1640, PG.1942) BOUNDED BY CORNERS 1
THRU 21 TO 1 INCLUSIVE WITHIN STREET RIGHTS-OF-WAY TO BE VACATED" on Exhibit
"Au attached hereto, and having been dedicated on the subdivision plat for F & W Community
Development Corporation and recorded in the aforesaid Clerkrs Office in Plat Book 30, page
193, in the Hollins Magisterial District of the County of Roanoke, be, and hereby is, vacated
pursuant to Section 15.2-2272 of the Code of Virginia, 1950, as amended.
4. That the 30 foot access easement, being designated and shown as "EXISTING 30'
ACCESS EASEMENT.(DB.1640, PG.1942) TO BE VACATED" on Exhibit uB" attached hereto,
and having been dedicated on the subdivision plat for F & W Community Development
Corporation and recorded in the aforesaid Clerk's Office in Plat Book 30, page 193, in the
Holtins Magisterial District of the County of Roanoke, be, and hereby is, vacated pursuant to
Section 15.2-2272 of the Code of Virginia, 1950, as amended.
5. That a new 30 foot access easement substantially in accordance with the location as
shown on "Plat Showing EXISTING 3D' ACCESS EASEMENT (D.B. 1640, PG. 1941) TO
BE VACATED across Roanoke County Tax # 040.01-01-04, Botetourt County Tax # 107-
254 & Lots 27 & 28, Section # 16, Samuel's Gate at "The Orchards" (P.B. 30, PG. 193)

and CREATING HEREON A NEW 30' ACCESS EASEMENT Across Roanoke County Tax
# 040.01-01-04, Botetourt County Tax # 107-254 Hollins Magisterial District, ROANOKE
COUNTY, VIRGINIA." shall be dedicated to the County of Roanoke, Virginia, upon the
construction of the new 30 foot access easement and the approval and recording of the
aforesaid plat in the Office of the Clerk of the Circuit Court of Roanoke County, Virginia.
6. That all costs and expenses associated herewith, including but not limited to
publication, survey and recordation costs, shall be the responsibility of the Petitioner.
7. That the County Administrator, or any Assistant County Administrator, is hereby
authorized to execute such documents and take such actions as may be necessary to
accomplish the provisions of this ordinance, all of which shall be on form approved by the
County Attorney.
8. That this ordinance shall become effective upon the completion of construction of the
new access easement and the prior recording of the plat identified as Exhibit "A" above, and a
certified copy of this ordinance shall be recorded in the Clerk's Office of the Circuit Court of
Roanoke County, Virginia, in accordance with Section 5.2-2272 of the Code of Virginia (1950, as
amended).

three-year terms, the terms of appointments were extended to four years by the

This appointment was discussed in closed session at the Board meeting on September
25, 2007, and it was the consensus of the Board that Gray Goldsmith be appointed
effective December 1 , 2007, to serve a four-year term which will expire June 30, 2011.

SUMMARY OF INFORMATION:
The Virginia Association of Counties (VACo) annual conference will be held November 11-
13,2007. They have requested that each county designate a representative of its Board of
Supervisors to cast its votes at the annual business meeting on Tuesday, November 13.
The voting credentials form must be submitted to VACo by November 1, 2007. All
members of the Board of Supervisors are planning to attend the conference this year.
STAFF RECOMMENDATION:
It is recommended that the Board of Supervisors designate Chairman McNamara to serve
as Roanoke County's voting delegate and that the voting credentials form be forwarded to
VACo. If Chairman McNamara is unable to attend the business meeting. Vice-Chairman
Flora has requested that the Board designate Supervisor Michael W. Altizer to serve as its
alternate delegate.

RESOLUTION EXPRESSING THE APPRECIATION OF THE BOARD OF
SUPERVISORS OF ROANOKE COUNTY TO SHARON BROWN
DOETSCH, POLICE DEPARTMENT, UPON HER RETIREMENT AFTER
TWENTY-FIVE YEARS OF SERVICE
WHEREAS, Sharon Brown Doetsch was employed by Roanoke County on
September 1, 1982, as a Communications Office in the Sheriff's Office; and
WHEREAS, Ms. Doetsch was retained by the Police Department when law
enforcement functions were separated in 1990, serving as Clerk, Lead Communications
Officer, and Communications Trainer; and
WHEREAS, Ms. Doetsch retired from Roanoke County on October 1, 2007, as
Communications Officer III, after twenty-five years of service; and
WHEREAS, Ms. Doetsch was an outstanding dispatcher and was always wiUing to
share her extensive knowledge with fellow workers in her capacity as a trainer; and
WHEREAS, Ms. Doetsch, through her employment with Roanoke County, has been
instrumental in improving the quality of life for its citizens.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke
County expresses its deepest appreciation and the appreciation of the citizens of Roanoke
County to SHARON BROWN DOETSCH for twenty-five years of capable, loyal, and
dedicated service to Roanoke County; and
FURTHER, the Board of Supervisors does express its best wishes for a happy and
productive retirement.

SUMMARY OF INFORMATION:
Park Place Developers, Inc., the developers of The Villas at Castle Rock, request that the
Board of Supervisors approve a resolution to the Virginia Department of Transportation
requesting that they accept 0.11 miles of Brahma Road, located in the Windsor Hills
Magisterial District, from the intersection with the existing Braham Road to its cul-de-sac.
The staff has inspected this road along with representatives of the Virginia Department of
Transportation and finds the road is acceptable.
FISCAL IMPACT:
No county funding is required.
STAFF RECOMMENDATION:
The staff recommends that the Board approve a resolution to VDOT requesting that they
accept the extension of Brahma Road into the Secondary Road System.
THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, IN REGULAR MEETING
ON THE 9th DAY OF OCTOBER 2007 ADOPTED THE FOLLOWING
RESOLUTION REQUESTING ACCEPTANCE OF AN EXTENSION TO
BRAHMA ROAD INTO THE VIRGINIA DEPARTMENT OF
TRANSPORTATION SECONDARY SYSTEM.
WHEREAS, the streets described on the attached Addition Form LA-5(A), fully
incorporated herein by reference, are shown on plats recorded in the Clerk1s Office of the
Circuit Court of Roanoke County, and
WHEREAS, the representative for the Virginia Department of Transportation has
advised this Board that the street(s) meet the requirements established by the Virginia
Department of Transportation's Subdivision Street Requirements, and
WHEREAS, the County and the Virginia Department of Transportation have entered
into an agreement on March 9, 1999 for comprehensive stormwater detention which
applies to this request for addition,
NOW, THEREFORE, BE IT RESOLVED, this Board requests the Virginia
Department of Transportation to add the street(s) described on the attached Additions
Form LA-5(A) to the secondary system of state highways, pursuant to 933.1-229, Code of
Virginia, and the Department's Subdivision Street Requirements, after receiving a copy of
this resolution and all outstanding fees and documents required of the developer,
whichever occurs last in time.
BE IT FURTHER RESOLVED, this Board guarantees a clear and unrestricted right-
of-way, as described, and any necessary easements for cuts, fills and drainage. and
BE IT FURTHER RESOLVED, that a certified copy of this resolution be forwarded to
the Residency Administrator for the Virginia Department of Transportation.

SUMMARY OF INFORMATION:
Wanda Wingo, a member of the Botetourt County Board of Supervisors, has capably
represented Region 11 on the Virginia Association of Counties Board of Directors for
several years. Ms. Wingo has advised that she will not seek re-election.
It has been several years since a member of the Roanoke County Board of Supervisors
has served in a leadership capacity with VACo.
Vice-Chairman Flora, a long-time and experienced member of the Roanoke County Board
of Supervisors, is well-known and recognized for his extensive networking with neighboring
governments, and thus would make an excellent candidate for this position.
Nominations for the Region 11 representative will be considered at the VACo annual
meeting at The Homestead in November. Region 11 includes the Counties of Bedford,
Botetourt, Craig, Giles and Roanoke.
STAFF RECOMMENDATION:
It is recommended that the Board approve the attached resolution endorsing Richard C.
Flora to serve as the Region 11 representative on the VACo Board of Directors, and
forvvard a copy of the resolution to the Region 11 localities.

WHEREAS, the Virginia Association of Counties (VACo) Board of Directors will
consider nominations at the VACo annual meeting in November 2007 for the Region 11
representative; and
WHEREAS, Region 11 includes the Counties of Bedford, Botetourt, Craig, Giles,
and Roanoke; and
WHEREAS, Wendy Wingo, member of the Botetourt County Board of
Supervisors, who has capably represented Region 11 for several years has advised that
she is not seeking re-election; and
WHEREAS, Richard C. Frora is a long-time and experienced member of the
Roanoke County Board of Supervisors, recognized for his extensive background of

NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of
Roanoke County, Virginia, fully endorses Richard C. Flora's candidacy for the position

and
BE IT FURTHER RESOLVED that the Board of Supervisors hereby directs the
Roanoke County Administrator to forward a copy of this resolution to the Board of
Supervisors in the Region 11 localities and encourages their support of Richard C.

DECLARING SEPTEMBER 24, 2007, AS
FAMILY DAY - A DAY TO EAT DINNER WITH YOUR CHILDREN
IN THE COUNTY OF ROANOKE
WHEREAS, the use of illegal and prescription drugs and the abuse of alcohol and
nicotine constitutes the greatest threats to the well-being of America's
children; and
WHEREAS, twelve years of surveys conducted by The National Center on Addiction
and Substance Abuse at Columbia University have consistently found
that children and teenagers who routinely eat dinner with their families
are less likely to smoke, drink and use illegal drugs; and
WHEREAS, teenagers who eat dinner with their families two times a week or less are
twice as likely to drink alcohol and smoke cigarettes compared to teens
who have frequent family dinners; and
WHEREAS, teenagers who eat dinner with their families are half as likely to smoke
cigarettes and marijuana and drink alcohol; and
WHEREAS, the correlation between family dinners and reduced risk for teen
substance abuse are well documented, and parental engagement is
known as one of the most crucial factors in determining the likelihood of
substance abuse by teenagers; and
WHEREAS, Family Day, which was established in 2001 and is celebrated on the
fourth Monday of September, emphasizes the importance of regular
family activities in parent-child communication and encourages
Americans to make family dinners a regular feature of their liVes.
NOW THEREFORE, WE, Joseph P. McNamara, Chairman, and Richard C.. Flora, Vice-
Chairman, of the Board of Supervisors of Roanoke County, Virginia, do
hereby proclaim and recognize September 24, 2007, as FAMILY DAY -

IN THE COUNTY OF ROANOKE
WHEREAS, mental health is essential to good health and every Individual, family and
community must understand that mental health Is a necessary part of overall
health care and suicide prevention must be Increased by reducing the
stigma of seeking care; and
WHEREAS, It Is essential to eliminate disparities in mental health care by promoting
well-being for all, regardless of race, ethnlclty. language, place of residence
or age and ensure equity of access, delivery of services and Improvement of
outcomes, through public and private partnership to ensure culturally
competent care to all; and
WHEREAS, individuals and families must have the necessary Information and the
opportunity to exercise choice over their care decisions, Including
Individualized plans of care, expanded supported employment, enhanced
rights protections, better criminal and juvenile Justice diversion and re-entry
programs, Improved access to housing, and an end to chronic
homelessness; and
WHEREAS, every individual must have the opportunity for early and appropriate mental
health screening, assessment and referral to treatment; and
WHEREAS, adults and children with mental Illness must have ready access to evldence-
based best treatments, services and supports leading to recovery; and
WHEREAS, the mental health system must provide consumers, providers and the public
with quality, accessible and accountable Information supporting Improved
care.

efforts in the valley and will anchor a new 200 acre business park in North Roanoke County (See North County

a) Planned bond sale in Spring 2008 and appropriation of funds

County Business Park
· Project is similar in size, quality and scope to IIRiverchasert model; space program has been reduced from
83,000 sq./ft. to proposed dimensions to reduce cost. Square footage presented does not include outdoor aquatic
space
· Land acquisition is currently being negotiated and will not exceed $1,800,000 ($150,000/acre)
· Guaranteed maximum price to be provided July 18,2008. Construction finished end of December 2009.

Description:
Provide a new fire and rescue public safety building in the area of Plantation and Hollins Road. This would be a
three-bay station to house a pumper and two ambulances. Also included would be adequate living areas such as
offices, male/female sleeping/restroom/shower areas, storage areas, and meeting rooms. This facility will more
evenly distribute fire and rescue calls currently handled by other stations in order to provide more efficient and
effective fire and rescue services for the citizens of Roanoke County.
Recent Developments:
· Design development began August 2007
· The presentation to the Board of Supervisors will be held at the first BOS meeting in October 2007
· Contract document preparation is set to begin in November 2007; bids will be solicited in January 2008 and
received in February 2008 (award in March 2008)
· The January 2009 completion date is aggressive; there is a possibility that compietion will be pushed to
February of 2009
· Rescue fees recently approved by the Board will generate revenue to pay for capital construction and off-set
some of the personnel costs

Description:
New fleet maintenance facility on Hollins Road that wiU reduce costs currently associated with maintaining two

provide a safer, more comfortable work environment for the garage staff.

Description:
This project would replace the existing Headquarters/419 Library with a 56,000 sq. ft. building constructed to meet
both current and anticipated needs for size, lighting, design, handicapped accessibility, and telecommunication
infrastructure. The amount of traffic received at the 419 Library and its lack of interior space ensures that the new
South County Library will provide a much needed update to the county's library system and wiU be of great use to
county citizens.

Extension of a water line from Clearbrook to Wirtz Plateau in FrankHn County along the Route 220 Corridor. The

SUMMARY OF INFORMATION:
On July 10,2007 the Board of Supervisors held a work session on amendments to Chapter
9 "Fire Prevention and Protection" of the Roanoke County Code. During this work session
staff discussed with the Board several issues concerning fire hydrants, improvements to
water lines, and extensions of water lines by the Western Virginia Water Authority
(WVWA). The Board asked numerous questions. The County Administrator and the
County Attorney met with representatives of WVWA to address the Board1s questions.
The purpose of this work session is to continue the discussion begun in July and to
address the following concerns: (i) the adoption of an ordinance and policies concerning
the requirements for fire hydrants, (ii) the adoption of an ordinance and policies concerning
the flow of water to these fire hydrants, and (iii) the adoption of an ordinance and policies
concerning apparatus access roads. A proposed ordinance is attached.
The Board's questions concerned the following issues:
1) Less than 20/0 (40) of the over 2000 fire hydrants in the County fail to meet the 500
GPM standard for single-family residential property, and more than half of those exceed
250 GPM (15 are at 494 GPM or better). A fire hydrant requires a 6" water line and 980/0 of
lines in the County meet that standard.
2) With respect to commercial and industrial property the situation is arso good with limited
problems in the Williamson Road area.
3) It is anticipated that the WVWA 5 year CIP ($3.6 Million) will address many of the
problem areas.
Fire Hydrants
The proposed ordinance establishes the requirements for the installation of fire hydrants
arising from the construction of new buildings or developments or the renovation of existing
structures in Roanoke County and the Town of Vinton.
9 508.5. Fire Hydrant Systems of the Statewide Fire Protection Code (SFPC) establishes
certain minimal requirements for these improvements. The SFPC authorizes local
governments to adopt policies or regulations that are more restrictive or more extensive in
scope than the SFPC. The proposed ordinance modifies the SFPC to conform to the water
system design and water flow capabilities of the Authority.
Fire Flow
Included in this ordinance are requirements for a minimum flow of water to supply each fire
hydrant so that it functions as intended. These minimum fire flows are adjusted based
upon the type of structures to be protected by the fire hydrant: residential, multi-family,
commercial, or industrial, and the occupancies of these structures. For example, a
minimum flow of 500 gallons per minute (GPM) is recommended for single-family
residential property; however, higher flows are required for multi-family. commercial and
industrial uses. It may be possible to provide 500 GPM flow from a hydrant but that flow
would be inadequate if the development was a commercial structure or apartment building.
Several situations have recently occurred during the development review process
concerning the lack of fire flow to serve a proposed development. The developer is willing
and able to install necessary improvements to the public water system to serve his/her
development; however, the proposed development will be connecting to older and smaller
water lines that cannot supply the required quantity and flow of water to support the
hydrants in or adjacent to the proposed development. Other developments have been able
to satisfy fire flow requirements through the use of higher and more expensive building
standards, e.g. the installation of sprinkler systems (Roanoke County Public Safety
Building-Cove Roadt Cox Communications addition, Vinton Public Safety Building.
Blueridge Gardens Apartments-Peters Creek Road).
S 508.5.1 provides that fire hydrant systems shall be located and installed as directed by
the fire department. Fire hydrant systems shall conform to the written standards of the
jurisdiction and the fire department.
Roanoke County has not adopted any written standards for fire hydrants and fire flows.
Prior to the establishment of the WVWA, the County had standards for domestic water
supply and fire flow, and the location of fire hydrants. With the creation of the WVWA, the
County repealed these provisions and incorporated by reference the Authority's design and
construction standards. However, these standards only apply to extensions of the public

water systems. The WVWA standards do not apply to water extensions that will not
become part of the WVWA's system.
It is recommended that the Roanoke County Board of Supervisors consider adopting an
ordinance amending Chapter 9 of the Roanoke County Code to establish specific fire
protection standards for the placement of fire hydrants and the establishment of fire flows
in Roanoke County. Without such an ordinance, the Fire Marshal lacks the necessary
authority under 9 508.5.1 to enforce such standards during the development review
process.
Access Roads
The Apparatus Access Road amendment establishes the requirements for constructing
fire or emergency access roads for buildings or developments in Roanoke County and
the Town of Vinton. These policies clarify the responsibility and authority of the County
and the WVWA for determining when and where access roads shall be required.
It is necessary for Roanoke County to adopt an ordinance amending Chapter 9 "Fire
Prevention and Protection" of the Roanoke County Code and establishing these public
safety requirements for the new construction of or renovations to facilities, buildings and
developments in Roanoke County and the Town of Vinton.
STAFF RECOMMENDATION:
It is recommended that the Board consider on October 23, 2007 the first reading of an
ordinance amending Chapter 9 of the Roanoke County Code to establish specific fire
protection standards for the placement of fire hydrants and the establishment of fire flows
in Roanoke County and for apparatus access roads.

WHEREAS, the Commonwealth of Virginia has adopted the Statewide
Fire Prevention Code (SFPC); and
WHEREAS, the 2003 edition of the Statewide Fire Prevention Code
became effective December 16, 2005; and
WHEREAS, 9 101.5 of the Statewide Fire Prevention Code provides that
any local governing body may adopt fire prevention regulations that are more
restrictive or more extensive in scope than the SFPC; and
WHEREAS, 9 508.5.1 of the SFPC provides that fire hydrant systems
shall be located and installed as directed by the fire department. Fire hydrant
systems shall conform to the written standards of the jurisdiction and the fire
department; and
WHEREAS, 9 508.1 provides that an approved water supply capable of
supplying the required fire flow for fire protection shall be provided to premises
upon which facilities. buildings or portions of buildings are hereafter constructed
or moved into or within the jurisdiction; and
WHEREAS. 9 508.3 of the SFPC provides that fire flow requirements for
buildings or portions of buildings and facilities shall be determined by an
approved method; and
WHEREAS. the Board of Supervisors of Roanoke County hereby finds
that by adopting this ordinance it will establish by these written standards
approved methods to provide fire protection to the citizens of Roanoke County;
and

(20) Fire Hydrant Placement and Flow Standards
The purpose of this ordinance is to determine the placement of fire
hydrants for fire protection to premises for facilities, buildings or portions of
buildings in accordance with 9 508.1 of the Statewide Fire Protection Code within
Roanoke County or the Town of Vinton. It applies to all major subdivisions (as
defined in Chapter 29. "Subdivisions" of the Roanoke County Code), new
construction, renovations that require a site plan, or changes in use of facilities or
buildings. This ordinance shall serve as the method of determining the required
fire flow in accordance to the Statewide Fire Prevention Code 508.3, and
authority for this policy is granted by 9 508.5.1 of the Statewide Fire Prevention
Code.
1. Minimum Water Main Sizes:
A. Fire hydrants shall not be installed on lines less than eight inches
(8") in diameter. No plantings or erection or other obstructions shaU be made
within a four-foot (4') radius of any fire hydrant. The surface shall be level within
this same radius.
B. For residential districts only, detailed design calculations may be
submitted for review and approval by the Fire Marshal and the Western Virginia
Water Authority (WVWA) to substantiate line sizes other than as specified above.
In any case, the minimum line size acceptable shall be six-inch (6"). For all
designs, the publiShed uC" factor shall be reduced to new pipe lieu factor minus
1 O. This reduced "e" factor shall be used to reflect more accurately the future
flow in aged pipe.
2. Fire Hydrant Locations:
A. In residential areas, at street intersections and at intermediate
locations where necessary, as determined by the Fire Marshal's Office. In no

case shall the distance between the fire hydrants, measured along the centerline
of accessible streets, be greater than one thousand feet (1 ,000).
8. Within one hundred feet (100') of any standpipe or sprinkler system
fire department connection, where those systems are required in buildings. Must
be located on an approved streeUaccess road. Hydrant must be within 25 feet of
streeUapproved access road. Elevation of streeUaccess road and elevation of
hydrant must not have more than a 50/0 grade. No physical barriers allowed
between access road and hydrant.
C. As required by the following schedule as given by use group, the
distance shall be measured to the most remote part of the structure the hydrant
will serve.

buildings other than single-family detached dwellings. The location of all new
and existing hydrants that are to serve the property shall be shown on the plans.
3. Water System Design:
Water systems shall be designed to adequately supply normal and peak
demands for all customers as required by the Western Virginia Water Authority
(WWlA). If the WVWA's regulations do not apply, then any water system or
lines required by this policy for the installation of a fire hydrant or for fire flows
shaH maintain a pressure of not less than twenty-five (25) pounds per square
inch at all points of delivery, without reducing the service to existing customers
below the foregoing requirement, and shall have adequate capacity to deliver not
less than the fire flows listed below, for a minimum of two hours, with a residual
pressure of not less than twenty (20) pounds per square inch to at least one (1)
point within two hundred fifty feet (250') of each building to be served or
proposed to be served by an extension.

Exceptions: The required fire flow may be reduced by a maximum of
500/0 if proposed structures are equipped with a sprinkler system that is
installed in accordance with Chapter 9. of the Virginia Uniform
Statewide Building Code, and NFPA 13 for Commercial (NFPA 13R for
residential). The required fire flow reduction shall not allow the total
fire flow to fall berow a flow of 500 GPM for residential and 750 GPM
for commercial/multi-family.
In areas of mixed-use development, the higher fire flow shall govern.
Fire flows indicated above are for all major subdivisions (as defined in
Chapter 29. "Subdivisions" of the Roanoke County Code), new
construction, renovations that require a site plan, or changes in use of

facilities or buildings. Where size and scope of the development
exceeds these requirements, additional flow shall be provided in
accordance with ISO (Insurance Services Organization) requirements
as reviewed by the Fire Marshal.
5. Paint scheme and color coding of hydrants:
A. Fire hydrants will have two classifications, public and private.
Public hydrants will be in the public right of way and maintained by the Western
Virginia Water Authority. Private hydrants will be on private property and will fall
under the responsibility of the business owner for the maintenance. To help
identify the two types of fire hydrants, the following colors have been assigned to
the barrels of the fire hydrants. Please note that the color of the bonnet wi" be
determined by the flow rates and can be found in 103.01-8.
1. Public fire hydrants will be identified by a silver colored barrel.
2. Private fire hydrants will be identified by a white colored barrel.
B. Color of the bonnet will be determined by the flow rate of the
hydrant. This color designation will be the same on both private and public tire
hydrants.

(21) Apparatus Access Road Standard
The purpose of this section is to determine the placement of Fire
Apparatus Access Roads for facilities, buildings or portions of buildings that are
hereafter constructed or moved into or within the jurisdiction of Roanoke County
or the Town of Vinton. It does not apply to roads constructed to Virginia
Department of Transportation standards or to roads constructed to County
private road standards. This policy was developed in accordance with 9 503.1 of
the Statewide Fire Prevention Code. Existing facilities and buildings are
addressed by 9 503.7 of the Statewide Fire Prevention Code and Chapter 9 of
the Roanoke County Code, as amended.

1. Location of access roads:
A. Fire apparatus access road shall be required to allow access within
150 feet of the most remote portion of the facility or building, in accordance with S
503.1.1 of the Statewide Fire Prevention Code.
B. Facilities or buildings equipped with a full sprinkler system installed
in accordance with NFPA 13 may increase the distance from 150 feet to 200 feet
of the most remote portion of the structure, however, the fire department
connection for the sprinkler system must be accessible for fire apparatus.
Additional increase may be granted due to topography, waterways, and non-
negotiable grades upon the approval of the Fire Marshal.
2. Construction of access roads:
A. Apparatus access roads must be designed and maintained to
support the load of the fire apparatus in Roanoke County. Pumpers have a gross
weight of 44,000 gvw.
B. The width of the access road must have minimum clear width of 20
feet.
C. The minimum overhead crearance of the access road shall be 13
feet 6 inches from finished surface.
D. The length of a dead end access road must have an approved area
for turning around a fire apparatus if it is greater than 150 feet in length.
E. The surface of a fire apparatus access road must be designed and
maintained so as to provide all weather driving capabirities. The surface can be
made of the following:
(1) Gravel
(2) Asphalt
(3) Concrete
Access road may be designed as two-wheel paths such as parallel
sidewalks. The pumper width is 99 inches for a Roanoke County fire apparatus.
No vegetation higher than 8 inches can be planted between the two paths or
sidewalks that have been designated an access road.
3. Marking of access road:
A. Access roads are to be marked with yellow painted curbs and
proper signage as defined in the S 9-21 of the Roanoke County Code.

B. Access roads that appear as sidewalks do not have to be marked
with paint and signs, with the exception of the entrance to the access road. The
beginning of the sidewalk/access road shall be marked with yellow paint and
signs as defined in 9 9-21 of the Roanoke County Code.
4. Security gates and Barricades:
A. The gate width of all newly-instarled gates shaH be approved by the
Fire Marshal to make sure fire apparatus can gain access to the access road.
B. Gates and barricades that are equipped with locks shall be locked

CENTER, 3568 PETERS CREEK ROAD, ROANOKE, VIRGINIA, ON TUESDAY,
OCTOBER 9, 2007
RESOLUTION CERTIFYING THE CLOSED MEETING WAS HELD IN
CONFORMITY WITH THE CODE OF VIRGINIA
WHEREAS, the Board of Supervisors of Roanoke County, Virginia has convened a
closed meeting on this date pursuant to an affirmative recorded vote and in accordance
with the provisions of The Virginia Freedom of Information Act; and
WHEREAS, Section 2.2-3712 of the Code of Virginia requires a certification by the
Board of Supervisors of Roanoke County, Virginia, that such closed meeting was
conducted in conformity with Virginia law.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke
County, Virginia, hereby certifies that, to the best of each member's knowledge:
1. Only public business matters lawfully exempted from open meeting requirements
by Virginia law were discussed in the closed meeting which this certification resolution
applies, and
2. Only such public business matters as were identified in the motion convening the
closed meeting were heard, discussed or considered by the Board of Supervisors of
