ADMINISTRATOR'S DECLARAT1aN OF A LOCAL
EMERGENCY DUE TO FORESTAND BRUSH FIRES, HIGH
WINDS, AND ELECTRICAL OUTAGES
WHEREAS, Virgir~ia Code Section 44-146.21 provides that "in the event the
governing body cannot convene due to [a] disaster or other exigent circumstances, the
[local] director [of emergency services] .may declare the existence of a local
emergency, subject to confirma~kion by the governing body at its next regularly scheduled
meeting or at a special meeting within fourteen days of the declaration, whichever occurs
first; a n d
WHEREAS, in conformity with the Commonwealth of Virginia Emergency
Services and Disaster Law of 2000 (Virginia Code Section 44-146.13 etseq.), the Board of
Supervisors by adoption of Resolution No.111198-2, adopted an Emergency Operations
Plan for Roanoke County, and designated the County Administrator as the Director of
Emergency Services; and
WHEREAS, by virtue of the authority vested in him by Section 44-146.21, the
County Administrator, as the County's Director of Emergency Services, issued a
Declaration of Local Emergency on February 10, 208, in response to forest and brush
fires, highs winds, and electrical outages.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
SUPERVISORS OF ROANO~CE COUNTY, VIRGINIA:

That pursuant to Virginia Code Section 44-146.21 Board of Supervisors
hereby ratifies and confirms the declaration of Local Emergency issued by the County
Administrator, ire his capacity as the County's Director of Emergency Services, on February
10, 2008, a copy of which is attached hereto as Exhibit A and is hereby incorporated by
reference.

DECLARATION ~F LOCAL EMERGENCY
I, the undersigned, as County Administrator and Director of Emergency Services for
the County of Roanoke, find the imminent threat of disastrous weather thigh winds, fire
conditions, and loss of electricity, serious and extensive property damage, and Loss or
interruption of vital County services caused by high winds to be of sufficient severity and
magnitude to warrant coordinated loc2,l government action to prevent ar alleviate any
potential damage, loss, hardship or suffering. Therefore, pursuant to Virginia Code Section
44-145.1, I hereby declare the existence of a Local Emergency in the County of Roanoke.
In accordance with this Declaration, the C~fficeofEmergencyServices and all other
appropriate County agencies are hereby vested with, and authorized to carry out, all
powers, duties and functions prescribed by state and local law, rules, regulations and plans
as may be necessary to adequately and appropriately respond to said Local Emergency.

BLOXOM, COMMISSIONEROF REVENUE'S OFFICEANDDEPARTMENT
OF FINANCE, UPON HER RETIREMENT AFTER FIFTEEN YEARS OF
SERVICE
WHEREAS, Jacqueline S. Bloxom was employed by Roanoke County from
November 1o,199~, until June 4,1995, and from July $, 1996, until December 31, 2aa7,
where she held positions in both the Commissioner of Revenue's Office and Department of
Finance; and
WHEREAS, Ms. Bloxom retired on Jan~~ary 1, ~oa8, as a Tax Clerk for the
Commissioner of Revenue's Office after fifteen years and one month of service to Roanoke
County; and
WHEREAS, during her tenure in the Commissioner of Revenue's Office, Ms.
Bloxom maintained the highest level of customer service and accuracy in the assessment
of personal property; and
WHEREAS, during hertenureintheDepartmentof Finance, Ms. Bloxom assisted in
the processing of purchasing card statements and utility bills; and
WHEREAS, Ms. Bloxom was a dedicated employee who always provided a nigh
level of service to customers wr~ile maintaining an outstanding quality of work; and
WHEREAS, Ms. Bloxom, through her employment with Roanoke County, has been
instrumental in improving the quality of life and providing services to the ci~fizens of
Roanoke County,
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke
Co~~~ntyexpresses its deepest appreciation and theappreciation ofthe citizensof Roanoke
County to JACQUELINE S. BLOX~M for more than fifteen years of capable, Ioyal, and
dedicated service to Roanoke County; and
FURTHER, the Board of Supervisors does express its best wishes for a happy and
productive retirement.

SUMMARY OF INFaRMATIC~N:
In 2001, the Con~~munity Development Department purchased new maps including aerial
photos of the Co~~nty Of Roanoke from Sanborn Map Company, Inc. which were
coordinated by the Virginia Geographic Information Network ~VGIN~. Topography maps
were excluded from the original purchase due to cost constraints.
In an effort to share information and resources, an agreement was secured with the
VIlestern Virginia WaterAuthority ~WVWA~ to share the cost of purchasing the topography
maps. The total cost of the maps is $31,000, and with UWUVA contribution of $15,000, the
Department of Community Development is able to cover the remaining cost of $15,000 out
of ourc~~irrentbudget. Purchasing these mapswould enhance ourGlSand be avaluable
tool forthe citizens of Roanoke County and the development community.
FISCAL IMPACT:
No additional appropriation of funds is required from the Department of Community
Development.
ALTERNATIVES:
Alternative #1: Accept the funds and appropriate the $~ 5,DOD to the Department of
Community Development.
Alternative #2: Decline the Western Virginia Water Authority contribution of $15,000.

SUMMARY OF INFaRMATION:
The following two grants from the Division of Motor Vehicles have been awarded to the
Roanoke County Police Department to be used to support traffic enforcement and training;
• A grant in the amount of $20,000 was accepted by the Board of Supervisors on
August 1~, 2007, to be used to reduce alcohol related fatalities and serious injuries
in traffic crashes. The DMV has awarded the Roanoke County Police Department
an additional $6,000 in regards to our original grant application. No matching funds
are required.
• Amulti-jurisdictional grant in the amount of $5,000 to be used to support the Police
Department's efforts in targeting, and traffic enforcement of, aggressive driving on
Interstates 581 and 81. There is no cost to Roanoke County.
These grants are for fiscal year 2008 (October 1, 207 through Septerriber 30, 2008).
FISCAL IMPACT:
None.
ALTERNATIVES:
None.
STAFF RECOMMENDATION:
Staff recommends the acceptance and appropriation ofi two Division ofi Motor Vehicle
grants in the amount ofi $~ 1,000.

Roanoke County Schools requests that the Board accept and appropriate the following
grants and contributions:
~. The Division of Teacher Educai:ion and Licensure, Virginia Department of
Education, has officially forwarded a request for Mentor Teacher Program
allocations to Roanoke County Schools. These funds are used to support a new
teacher induction program for new teachers to Roanoke County Schools.
The allocation is the amount of $13,357.Q8. The grant also requires a 50 percent
match in the total amount of $6,678.54 from accounts 73202Q-1121 of $3,339.27
and 73203Q-1121 of $3,339.21.
2. The Horace Mann Company and Jeremiah Seagle of Horace Mann have currently
donated $1,150 and pledged to donate an additional $850 to have the toys in all of
Roanoke County preschool classrooms tested for lead.
The testing will be conducted by HDH Technical, Inc. Results will be immediate and
any toys found will be removed and replaced.
FISCAL IMPACT:
1. The personnel budget will be increased by $13,357.08.
2. The preschool program budget will be increased by $2,000.

Request to amend the policy for the use of the Roanoke
County Administration Center Board Meeting Room

SUMMARY OF INFORMATION:
In 1992 the Board amended its policy governing the use of the Board meeting room by
non-governmental groups. The policy has not been reviewed or amended for over 15
years. Triis amendment proposes an increase in the hourly janitorial fee from $15 an
hour to $20 an hour charged to non-governmental users. For many of these events the
County is paying overtime to the custodial staff.
This amendment also proposes an additional $50 per hour fee for any non-
goverrimentalevent that extends beyond 10:00 p.m. The purpose of this amendment is
to encourage those groups to complete their activities in a timely fashion,
STAFF REGOMMENDATION:
It is recommended that the Board favorably consider the adoption of these amendments
to the policy governing the use of the Board meeting room.

8. organizations holding meetings assume responsibility for any damage to room or
contents. The room must be left in a neat and orderly condition. If additional
cleanup is required, the organization will be notified and charged for this service.
The organization will inderr~riify and hold harmless Roanoke County from any and all
claims for damages or injuries arising out of the use of the Board Meeting Room.
9. Neither the name nor the address of the Roanoke Co~.,~nty Administration Center
may be used as the official address or headquarters of an organization.
10. No additional furniture or equipment otherthan that si~ruated in the Board Meeting

RESOLUTION 021208-3 CERTIFYING THE CLOSED MEETING WAS
HELD IN CONFORMITY WITH THE CODE OF VIRGINIA
WHEREAS, the Board of Supervisors of Roanoke County, Virginia has convened a
closed meeting on this date pursuant to an affirmative recorded vote and in accordance
with the provisions of The Virginia Freedom of Information Act; and
WHEREAS, Section 2.2-3712 of the Cade of Virginia requires a certification by the
Board of Supervisors of Roanoke County, Virginia, that such closed meeting was
conducted inconformity with Virginia law.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke
County, Virginia, hereby certifies that, to the best of each member's knowledge:
