Resolution establishina ! meetina schedule for the Board of Supervisors of Roanoke County for calendar year 2008 R-010808-1 Mr. Mahoney presented the resolution establishing the Board meeting schedule for 2008. General discussion followed regarding the dates of the November 2008 meeting; however, no changes were made to the proposed resolution. Supervisor Altizer moved to adopt the resolution. Chairman Flora welcomed newly-elected Supervisor Moore to the Board, and welcomed back Supervisor Church following his re-election. IN RE: OPENING CEREMONIES The invocation was given by Pastor Jack Woods, Oak Grove Assembly of God. The Pledge of Allegiance was recited by all present. January 8, 2008 5 INRE: REQUESTS TO POSTPONE, ADD TO, OR CHANGE THE ORDER OF AGENDA ITEMS Supervisor Altizer requested a closed session item pursuant to the Code of Virginia Section 2.2-3711 (A) (7) consultation with legal counsel and briefings by staff pertaining to actual or probable litigation or other specific legal matter, namely enforcement of proffered conditions with Front Street Construction. It was the consensus of the Board to add this item as a closed session. INRE: PROCLAMATIONS, RESOLUTIONS, RECOGNITIONS AND AWARDS 1: Resolution of appreciation to Joseph P. McNamara for his service as Chairman of the Roanoke County Board of Supervisors in 2007 R-010808-2 Chairman Flora presented the resolution and a gift to Supervisor McNamara. Chairman Flora moved to adopt the resolution. McNAMARA FOR HIS SERVICE AS CHAIRMAN OF THE BOARD OF SUPERVISORS IN 2007 WHEREAS, Joseph P. McNamara served as Chairman of the Roanoke County Board of Supervisors during 2007; and 6 January 8, 2008 WHEREAS, during Mr. McNamara's term as Chairman, the following noteworthy achievements took place: > The ground breaking and construction of the Western Virginia Regional Jail scheduled to open in 2009 and the dedication of the new Public Safety Center; > New commercial and industrial investments of $53 million, another $84 million in residential investments, and the creation of approximately 2,000 new jobs; > Approval of a bond sale scheduled in early 2008 to complete the financing for a series of major capital improvement projects designed to promote public safety and improve the quality of life for County citizens including the South County library, new fleet maintenance facility, multigenerational recreation center, North County fire station, and the 800 MHz radio upgrade; > Donations of over 100 acres of land on Read Mountain and adjacent to Happy Hollow Park to expand the County park system as well as continued improvements in County park facilities and the expansion of the greenway system within the County; > Expansion and improvement of the County's water management through an agreement with Franklin County and the Western Virginia Water Authority to extend a water line along Route 220 into Franklin County and approval of Phase \I of the West Roanoke River Flood Mitigation project; > Amendment of the Roanoke County Comprehensive Plan to include a new chapter on stormwater management and the updated greenway conceptual plan; > School capital projects including the renovation of Northside High School, an upgrade of the technology infrastructure and telephone system, installation of security systems in all County schools, the installation of Astroturf at Bogle Stadium, and the purchase of land for a future school; > Various prestigious awards for the Departments of Parks, Recreation, and Tourism; Economic Development; the Purchasing Division of Finance; and Management and Budget; > The successful completion of Operation Titan Security, a multi-jurisdictional, full- scale exercise simulating a response to a school shooting/hostage situation conducted at Hidden Valley High School that enabled key agencies to evaluate the decision-making process for a coordinated response operation; and WHEREAS, Chairman McNamara worked diligently throughout the year to represent the citizens of Roanoke County by emphasizing sound financial strategies and practices and promoting regional projects and initiatives to benefit all the residents of the Roanoke Valley. Proclamation declarina January 21 throuah January 27. 2008. as Amateur Radio Appreciation Week and conaratulatina the Roanoke Vallev Amateur Radio Club upon its 75th anniversary Mr. Ron Ramsey, President of the Roanoke Valley Amateur Radio Club, and other club members were present to accept the proclamation. INRE: BRIEFINGS 1.: Briefina on Roanoke Vallev-Alleahanv Reaional Commission Comprehensive Work Proaram for Fiscal Year 2009. (Elmer Hodae. County Administrator: Shane Sawyer. Roanoke Vallev- Alleahanv Reaional Commission) Mr. Hodge introduced Shane Sawyer of the Roanoke Valley-Alleghany Regional Commission. Mr. Sawyer explained that each year the Regional Commission develops a work program that guides the projects and activities the Regional Commission works on throughout the year. He stated that the work program begins on July 1 of each year and a few months prior to that time, the Regional Commission requests input from the local governments on projects they would like to see considered for inclusion on the work program. He requested that the Board and staff forward ideas for projects to be included in the work program to the County Administrator. 8 January 8, 2008 2. Briefina to discuss 2008 real estate valuation aeneral reassessment. (Billv Driver. Director of Real Estate Valuation) Mr. Driver stated that real estate reassessment notices are scheduled to be mailed on January 11, 2008. He stated that as presented in the accompanying Power Point presentation, it is clear that Roanoke County is not experiencing a decline in this or any other market segment. He stated that total new construction in the County for 2007 was over $147 million. He noted that the County had $33,685,600 in new commercial and industrial construction in 2007, which represents about 23 percent of the total new construction which goes well with the tax base. Mr. Driver explained that from 2004 to 2007, construction of new single family homes remained between $100 million and $102 million. He advised that the number of single family properties sold in 2006 was 1,666; and the number of sales in 2007 was 1,386. He explained that even though the number of sales decreased from 2006 to 2007, the median sale price of a single family home increased from $197,250 in 2006 to $212,000 in 2007. He stated that in the Roanoke Valley and Roanoke County, unemployment and interest rates are low and it is a buyers' market. He advised that these will be monitored throughout the year as his department prepares for the next general reassessment. Mr. Driver stated that in the 2008 general reassessment, new construction was just over $147 million, and the market value was over $425 million. He stated that January 8, 2008 9 the percentage of the increase was attributed to new construction at 2.09 percent of the total value, and market value at 6.03 percent for new homes and existing properties. Mr. Driver explained the program for the Tax Relief for the Elderly and stated that the explanation of the tax relief program will be on the 2008 reassessment notices. Mr. Driver advised that citizens can call his office to schedule a time to meet with the appraisers to discuss their reassessment. Supervisor Church asked Mr. Driver if the net financial worth which shall not exceed $175,000 for persons applying for tax relief excludes their house and one acre of land. Mr. Driver answered that it does. Supervisor Altizer stated that Roanoke County has been proactive and generous in establishing its limits for tax relief for the elderly. He explained that the state mandates the way the County does their reassessments. Supervisor Altizer stated that it would be nice to get to the ratio of 75 percent residential and 25 percent commercial and hopefully the County is heading in the right direction. Supervisor McNamara requested that a summary of the information that has been presented be forwarded to the Board members as has been done in past years. Responding to a question from Supervisor Church, Mr. Driver stated that the Board of Supervisors does not direct the assessment ratio of Roanoke County. He stated that it is based on market value of sales in close proximity. 10 January 8, 2008 Supervisor Flora pointed out that the increase in commercial and industrial over the past four years is up 300 percent and residential is up about 10 percent which brings the County closer to the ratio mentioned by Mr. Altizer. He stated that the economy is very good in Roanoke County. INRE: PUBLIC HEARING .1: Public hearina to receive citizen comments reaardina ! proposed amendment to the fiscal year 2007-2008 budaet in accordance with Section 15.2-2507. Code of Virainia. (Brent Robertson. Director of Manaaement and Budaet) Mr. Robertson stated that this is a public hearing to secure citizen's comments concerning amending the fiscal year 2007-2008 budget by adjusting the aggregate amount to be appropriated during the fiscal year. He explained Section 15.2- 2507 of the Code of Virginia, as amended, provides that whenever such amendment exceeds 1 percent of the total expenditures shown in the adopted budget or $500,000, whichever is lesser, the County must publish notice of a meeting and public hearing. He advised that the notice was published on January 1, 2008. Mr. Robertson stated that the items relevant to the public hearing are: (1) request to appropriate $780,000 for the construction of a new burn building from a grant and other sources; (2) request to appropriate $75,674 to the Clerk of the Circuit Court from the state for fiscal year 2007-2008; and (3) request to appropriate $84,631.96 from the schools for various grants. January 8, 2008 11 Mr. Robertson stated that there is no fiscal impact as a result of the public hearing and that the requests for appropriations will occur later on this agenda. There were no citizens to speak on this matter, and there was no discussion. INRE: NEW BUSINESS .1:. Reauest to accept and appropriate ! arant in the amount of $430.000 from the Virainia Department of Fire Proarams and $350.000 from other sources for the construction of ! new burn buildina. (Richard E. Burch. Chief. Fire and Rescue) A-010808-3 Chief Burch introduced City of Salem Fire and Rescue Chief Pat Counts and John Prillaman who oversees training for the City of Salem at the Regional Training Center. He advised that Roanoke City Chief Hoback had been invited to attend the Board meeting, but apparently was unable to attend. Chief Burch stated that in 1998 the County entered into an agreement with Roanoke City, City of Salem, and the Town of Vinton for the creation of the Roanoke Valley Regional Fire/EMS Training Center. He explained that this was a significant event in the history of the fire and rescue service in the Roanoke Valley. He stated that it brought all four localities of Roanoke County, Roanoke City, City of Salem, and Town of Vinton together for training and they just recently graduated the tenth recruit class. He advised that the current burn building, which is used for live fire training, is 20 years old and no longer a safe building in which to train. He stated that the Regional Training 12 January 8, 2008 Committee submitted a grant application to the Virginia Department of Fire Programs and received a grant in the amount of $430,000 for a new burn building. He explained that in addition to the four participating localities, the counties of Botetourt, Craig, and Floyd also train in the burn building; therefore, the new building needs to be enhanced and enlarged. In order to accomplish enlarging the burn building, he stated that the localities are requesting an additional $350,000 which will be divided among the four localities using the same funding formula that was established in the Roanoke Valley Regional Fire/EMS Training agreement. He stated that Roanoke County was able to obtain an internal loan through the Finance Department for the original construction of the Regional Training Center in the amount of approximately $800,000. He report that the loan has been paid back with State grant money, and there are no local dollars involved. He explained that staff is recommending that this loan be extended by $154,000 to fund the County's portion of the additional funds needed for the new burn building. Supervisor Church stated that the Regional Training Center is an excellent facility and pulls the jurisdictions together. He asked Chief Burch to explain the concept of the burn building. Chief Burch explained that the current burn building is a cinderblock and mortar building with temperature linings on the inside to protect the concrete. He stated that pallets and bales of hay are set on fire in the burn room, which creates some smoke, and smoke machines are also used to create smoke. He explained that this is January 8, 2008 13 where the recruits get their live fire training. He explained that in the new burn building, the fire will be ignited by propane or natural gas and controlled by computer. He advised that if there is a safety problem, an emergency button can be pushed and within 30 seconds the building will be cleared of heat and smoke. In answer to a question from Supervisor Flora, Chief Burch confirmed that Roanoke County is acting as fiscal agent for this project. Supervisor Church moved to approve the staff recommendation (accept and appropriate funds for the construction of a new burn building from the following sources: (a) $430,000 from the Virginia Department of Fire Programs; (b) $154,000 from the County's insurance reserve fund, to be added to the existing loan balance of $231,559, and to be repaid at a rate of $60,000 per year from the funds received from the State Fire Programs Fund - the debt will be repaid over the next six years; and (c) $196,000 from the participating localities of the City of Roanoke, City of Salem, and Town of Vinton). The motion carried by the following recorded vote: AYES: Supervisors Moore, Church, Altizer, McNamara, Flora NAYS: None 14 January 8, 2008 IN RE: FIRST READING OF ORDINANCES 1. First readim::t of an ordinance authorizina the conveyance of three parcels of real estate to the Commonwealth of Virainia in connection with road widenina improvements to Route 11/460, Catawba Maaisterial District (Paul Mahoney, County Attorney) Mr. Mahoney stated that the intent of this project is to improve a 2.13 mile section of Route 11/460 and create a four-lane, divided highway. He stated that this has been on the County's Legislative Program for a number of years. He advised that County staff has worked with the Virginia Department of Transportation (VDOT) , and VDOT has identified three parcels that need to be acquired from the County for this road widening project. He stated that one parcel is in front of the Glenvar Library, the second parcel is in front of the Fort Lewis Fire Station, and the third parcel is near Fort Lewis Elementary School. He stated that VDOT is offering to acquire the three parcels for approximately $135,000. He advised that Mr. Driver, Director of Real Estate Valuation, has worked with the VDOT engineer to make sure the taxpayers and citizens of Roanoke County are compensated for the fair market value of this property. Mr. Mahoney explained that there is one issue with respect to the acquisition which involves the operational impact on the fire station. He advised that Chief Burch was present to answer specific questions. He stated that there are no issues with the library with respect to the acquisition; however, the Board may want to allocate some of the proceeds from the library site to the library project. He explained January 8, 2008 15 that this is the first reading of the ordinance and that the second reading is scheduled for January 22, 2008. Supervisor Church asked Chief Burch to explain the effects of the road- widening project on the Fort Lewis Fire Station. Chief Burch explained that the widening will make it impossible to use the front ramp of the station. He stated that when the trucks pull out of the front of the station to turn left or right onto West Main Street, the ladder truck will be out in the roadway. He stated that they will have to pull the vehicles out of the back of the station. He stated they will now have to go into a side street (Daugherty Road) and then into the main intersection of West Main Street. He stated this has caused some concern. He also explained that when the right turn lane is widened on Daugherty Road, it will come close to the bunk room of the fire station and traffic will be going by the bunk room. Chief Burch also expressed concern about school traffic that may be coming down Daugherty Road. He stated that VDOT will help place the Opticom, which changes the traffic light to green, from the front of the station to the back of the station so they will have control of the traffic light when they come out of the back of the station. Supervisor Flora explained that this is the acquisition of real estate for right-of-way. He added that it is generally a long time between acquisition of right-of- way and construction of the project, and that perhaps this time can be used to look at solutions to these issues. 16 January 8, 2008 Supervisor Church moved to approve the first reading and set the second reading for January 22, 2008. First readina of an ordinance to authorize the emeraencv relocation of the Northside votina precinct pollina place from Northside Hiah School to the former Public Safety Center at 3568 Peters Creek Road. Catawba Maaisterial District (Judv Stokes. General Reaistrar) 0-010808-4 Ms. Stokes explained that voters in the Northside voting precinct, Catawba Magisterial District, usually vote in the auditorium lobby of Northside High School. She advised that this part of the school is undergoing renovation, and construction will not be completed in time for voters to cast ballots in the February 12, 2008, Presidential primary. Ms. Stokes stated that the Board authorized the emergency relocation of the Northside voting precinct for the November 2007 election from Northside High School to the former Public Safety Center at 3568 Peters Creek Road, also known as the former Southview Elementary School. She stated that the Peters Creek facility is located only a short distance from Northside High School and worked well for the November election. She advised that all individuals registered to vote in the Northside January 8, 2008 17 voting precinct will be notified in writing of the change of location immediately upon Board approval of this measure. She further advised that an official notice will be published in the Roanoke Times, information about the change will be available on the county's website, and additional signage will be posted on Election Day. She stated that staff recommends dispensing with the second reading and adopting the ordinance as an emergency measure by a four-fifths (4/Sth) vote of the Board. Supervisor Altizer asked Supervisor Flora about the date of completion of the renovations to Northside High School. Supervisor Flora stated that completion is about 18 months away. Supervisor Altizer then asked if it would be feasible to change the location for the November gubernatorial elections at this time and notify the citizens of the change of both of these at the same time and avoid doing another mass mailing. Ms. Stokes stated that it was her understanding construction of Northside High is being done in two parts - in the front and in the back of the school. She noted that if the front of the school is completed by November, then the auditorium lobby can be used in November. Mr. Mahoney stated that he and Ms. Stokes talked about this issue in preparation of this item for the Board, and there was also concern about the renovation of Southview. He stated that staff is optimistic that the front part of Northside will be completed by the November election. Supervisor Church moved to approve the first reading, waive the second reading upon a four-fifth (4/Sth) vote of the Board and adopt the ordinance as an emergency measure. The motion carried by the following recorded vote: 18 January 8, 2008 AYES: Supervisors Moore, Church, Altizer, McNamara, Flora NAYS: None ORDINANCE 010808-4 AUTHORIZING THE EMERGENCY RELOCATION OF THE NORTHSIDE VOTING PRECINCT WHEREAS, Section 24.2-310 D of the Code of Virginia, 1950, as amended, provides that if a polling place becomes inaccessible due to an emergency, that the electoral board shall provide an alternative polling place subject to the prior approval of the State Board of Elections; and WHEREAS, Section 24.2-307 of the Code of Virginia, 1950, as amended mandates that the governing body of each county shall establish the polling place for each precinct in that jurisdiction by ordinance; and WHEREAS, the Northside High School building has recently become unavailable for use as a polling place for the February 12, 2008 Presidential Primary due to problems with the renovations to this building; and WHEREAS, the former Public Safety Building (formerly the Southview Elementary School) at 3568 Peters Creek Road is available to serve as the new polling place for the Northside precinct; and WHEREAS, an emergency exists due to the urgent need to notify voters in the Northside precinct of the new location of their polling place which necessitates the adopting of this Ordinance on an emergency basis in accordance with the Roanoke County Charter; and WHEREAS, the first reading of this ordinance was held on January 8, 2008; and the second reading of this ordinance has been dispensed with, since an emergency exists, upon a 4/5ths vote of the members of the Board. NOW, THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That an emergency exists due to the continued unavailability of the Northside High School as the polling place for the Northside precinct of the Catawba Magisterial District of Roanoke County. 2. That the former Public Safety Building at 3568 Peters Creek Road is hereby designated as the polling station for the Northside precinct, Catawba Magisterial District for the February 12, 2008 Presidential Primary. 3. That the General Registrar for the County of Roanoke, Virginia, is hereby authorized to take all measures necessary to comply with Virginia law and regulations regarding a change in a polling precinct and for reasonable notification to the voters of the Northside precinct of this change in their polling location. 4. That the County Administrator and the General Registrar are hereby authorized and directed to take such others actions as may be necessary to accomplish the intent of this Ordinance. January 8, 2008 19 5. That this Ordinance shall take effect immediately. The first reading of this ordinance was held on January 8, 2008; and the second reading of this ordinance has been dispensed with since an emergency exists, upon a 4/5ths vote of the members of the Board. On motion of Supervisor Church to waive the second reading and adopt the ordinance as an emergency measure upon a four-fifth (4/Sth) vote of the Board, and carried by the following recorded vote: AYES: Supervisors Moore, Church, Altizer, McNamara, Flora NAYS: None 3. First readina of an ordinance authorizina and approvina execution of ! renewal lease aareement with Cisco Systems. Inc. for office space in the Salem Bank & Trust Buildina at 220 East Main Street. Salem. Virainia. owned !rl the Board of Supervisors of Roanoke County. Virainia (Anne Marie Green. Director of General Services) Ms. Green stated that this a request for renewal of the lease agreement with Cisco Systems who currently occupies space on the second floor of the Salem Bank & Trust Building in addition to space on the roof for an antenna and small satellite dish. She explained that the current lease expires on February 29,2008. She advised that they have requested that this be amended and extended for an additional three years beginning March 1, 2008. She stated that Cisco Systems has agreed to a 3 percent increase in the rental, including the roof space. She reported that Cisco Systems has also requested that they be granted the ability to terminate the lease at the end of each lease year. Ms. Green advised that the new rental is $18,354 per year for the office space and $2,472 per year for the roof space. First readina of an ordinance approvina the second amendment to the rooftop lease with Virainia PSC Alliance, L.C., D/B/A NTELOS at 220 East Main Street. Salem, Virainia (Anne Marie Green, Director of General Services) Ms. Green stated that the County has an agreement with Virginia PSC Alliance, better known as NTELOS, for a lease of space on the roof of Salem Bank & Trust. She advised that the original lease agreement did not contain a provision for reimbursement of utilities to the County. She explained that in a previous amendment to the lease entered into in August 2003, NTELOS agreed to pay $110 per month for utility services for its rooftop antenna. She stated that since 2003, utilities have been going up dramatically, and the County has entered into a new agreement with NTELOS in which they have agreed to pay for the actual costs of electricity they use for the roof. She further advised that NTELOS has agreed to reimburse the County for the difference AYES: NAYS: January 8, 2008 21 between the $110 per month and the actual cost for the period February 2007 through the end of September 2007. First readinQ of an ordinance authorizinQ the exercise of the option to aCQuire approximately 12 acres of real estate from EnQlish Construction, Inc. for the proposed Multi-Generational Recreation Center and to authorize the conveyance of approximately 1 acre identified as Tax Map Parcel Number 37.07- 1-5.1 to EnQlish Construction, Inc. for road wideninQ purposes (Paul Mahoney, County Attorney) Mr. Mahoney advised that this ordinance would authorize the exercise of the option agreement that the Board approved approximately four months ago. He explained that the ordinance would accomplish two different real estate transactions: (1) the acquisition of approximately 12 acres from English Construction for the multigenerational center; and (2) conveyance of approximately one acre of County- owned land to English Construction for widening Valleypointe Boulevard. He further 22 January 8, 2008 explained that the option agreement provided that the County would pay $150,000 per acre for the 12 acres for a total of $1,800,000. He stated that the staff is estimating another $5,000 for closing costs and associated fees. He advised that the funds are available in the Multigenerational Center account in the County's capital fund. He stated that the second reading of the ordinance is scheduled for January 22, 2008. He advised that assuming the ordinance is approved by the Board, the closing of this real estate transaction will take place at the end of January or first week of February and the revenue bond closing will be early to mid-February. He reported that the Environmental Report Phase I is complete. He reported that staff just received a survey of the property today and this will require a subdivision review. He stated that hopefully this will be completed in the next two weeks, and the Board should receive a copy of the survey in their agenda packet at that time. There was no discussion. January 8, 2008 23 Supervisor Moore stated that she has always felt the citizens should have been given an opportunity to voice their opinion on the multi-generational center. She stated that the survey that the County sent out was a good, general survey, but she did not think a majority of the citizens received it, and she did not think it disclosed the $32 million price tag. She advised that she thought the taxpayers should have the right to be more involved in the decision-making process, and this is why she cannot justify supporting the center. Mr. Hodge explained that VDOT realizes there is a bump where the new paving stops that is a little higher than it should be, and in the spring when the weather is warmer, they will smooth or extend the pavement farther down Route 220. Supervisor Church: (1) He asked Arnold Covey to schedule a meeting with R. L. Moran to look at a road that was recently paved and other issues. He stated there is a possibility they may need to meet with another citizen in that same area and asked Mr. Covey to set aside a few hours for both of these meetings. (2) He asked Mr. 26 January 8, 2008 Hodge about the status of the Andrew Lewis Place sewer extension. Mr. Hodge stated that the required number of households needed to sign up for connection has been met. Mr. Hodge stated that the staff will bring a report to the Board for approval of the funds for the County match. Supervisor Church stated that this is a tremendous opportunity for the residents in this area. Supervisor Altizer: (1) He recognized Sarah Franklin who was in the audience. (2) He thanked the citizens in the Villages of Stone Creek for their input at last night's meeting. (2) He asked Mr. Hodge and the Community Development staff to conduct a corridor study for Route 24 (Hardy Road) as it is becoming a gateway for east Roanoke County. Mr. Hodge stated that he believed a meeting has been scheduled to discuss this issue and he would let Supervisor Altizer know the date. The motion carried by the following recorded vote: AYES: Supervisors Moore, Church, Altizer, McNamara, Flora NAYS: None IN RE: WORK SESSION .1: Work session to discuss concept plan for Kessler Mill Road site (Elmer C. Hodae. County Administrator) The work session was held from 5:48 p.m. until 5:59 p.m. The following staff members were in attendance at the meeting: Elaine Carver, Chief Information Officer; Rick Burch, Chief of Fire and Rescue; and Ray Lavinder, Police Chief. Mr. Hodge stated the staff would be giving the Board a preliminary review of the development of the Kessler Mill Road site into a public safety training complex for police, sheriff, and fire and rescue. He stated that with the construction of the new burn building and the success of the Regional Fire and Rescue Training Center, the facility needs to be expanded. He further stated that there is a probability that the Police January 8, 2008 29 Department will get funds from a variety of sources for their work on certain issues in the amount of $2 million, which will allow funds for construction of a facility on the Kessler Mill site. He explained that a few years ago, Virginia Tech's Department of Architecture reviewed the site for long-range plans for the County. He further explained that the offices of General Services and Parks, Recreation and Tourism, which are currently housed at the Kessler Mill site, will need to remain at this location for the long- range future. Mr. Hodge explained that Ms. Carver is heading up a comprehensive plan for Roanoke County and reviewing all Roanoke County facilities. Ms. Carver stated she was looking forward to the challenge of heading up the facilities comprehensive plan. She showed a display of an aerial map showing the location of the buildings on the Kessler Mill site, and also an updated map showing the 100-year and 500-year flood plains. She explained that buildings can be constructed in the 100-year flood plain if they are raised, and the existing buildings in the 500-year flood plain were not considered in the flood plain at the time the buildings were built. Ms. Carver noted that the rear of the property is steep. She explained that the adjoining property owners to the rear of the property (Parker) have not been interested in selling any of their property. Chief Burch stated that the Regional Fire and Rescue Training Center had been a tremendous success and that he was looking forward to working together with the Police and Sheriff's Departments on this concept. 30 January 8, 2008 Chief Lavinder stated that the County is scheduled to receive the funds for their assistance in certain issues by mid-February and hope to use those funds to construct a training facility in the future. Mr. Hodge explained that the staff would like to use grant funds for construction of the facility instead of money from the general fund. He advised that the Virginia Tech architects have proposed that a County facility be built on the upper corner of the site. Supervisor Flora suggested to staff that when they look at the master plan, that they look at the possibility of demolishing some of the existing Public Service Center building and redesigning the topography of the site.
