Hodge County Administrator CGUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INF~RMATI~N: The Marine Corps Mud Run continuesto be one of the RoanokeValley'ssignature running and fundraising events. This event is one that draws the interest of many individual and its team competition has become popular with school groups, athletic teams, as well as teams made up offriends and neighbors. The event represents a long running partnership, lead bythe Marine Corps League and the Marine Corps Reserve Unit, Company B, 4t"Combat Engineer Battalion, in cooperation with the Roanoke County Department of Parks, Recreation, and Tourism and many other corporate sponsors. The beneficiaries of this event are the nationally recognized Marine Toys for Tots program and on the local level, Camp Roanoke. This year there were over 1,5oD participants and well over 4,500 spectators. We are proud of our partnership with the Marines and look forward to working with them for yearstocome. This year's $3,000 contribution bringsthetotal amo~~ntcontributed overthe years to $60,200. These funds will be ~~sed forfacility improvements at the camp. A visit to Camp Roanoke will document the many improvements these funds have made over the years. Our record camp registrations for this summer are a testament to these improvements! r~he presentation will be made by Marine Corps League Commandant Gene Narvo; Junior Vice Commandant Moses Stevens; Paymaster James Stokes, I I I; and Mud Run Treasurer Frank Kristoff. FISCAL IMPAGT: The funds will be appropriated to the Camp Roanoke Fee ClassAccountfarimprovements at the camp. Scofit was first employed part-time by Roanoke County on April 13, 1994, as a Clerk in the Treasurer's Office; and became afull-time employee on October 15,1991; and WHEREAS, Ms, Scott retired from the Roanoke CountyTreasurer'sOffice on April 1, 2008, after fourteen years and six months of service; and WHEREAS, Ms. Scott has served as an active member of the Roanoke County Employee Advisory Committee (EAC) since 1999; and WHEREAS, Ms. Scott was instrumental in establishing the first Annual Employee Appreciation Picnic in May 2004 sponsored by the County and the EAC, and continues to give of her time and talents to support the annual picnic which will be held on May 1l, 2008; and WHEREAS, during her tenure in the Treasurer's Office, Ms. Scott demonstrated the higheststandards ofprofessionalism and positivecustomerservice;and WHEREAS, Ms. Scott, through her employment with Roanoke County, has been instrumental in improving the quality of life for its citizens. Hodge, Jr. County Administrator CGUNTY ADMINISTRATOR'S GoMMENTS: SUMMARY of INFORMATION: Roanoke County Fire and Rescue requests that the Board accept and appropriate the following grant: 1Nal-Mart S#ores has awarded the Fire and Resc~ae Department a grant of $1,3oD to purchase public education materials for fire and life safety community education programs. Each year, the Prevention Division of the Fire and Rescue Department facilitates public education programs in the schools and at other community events often utilizing the fire safety trailer and severe weather simulator. During these events; brochures, hats, flyers, coloring books, and other publications are given out to participants. This grant will enable the purchase of these supplies for use with the fire safety trailer and ensure that valuable fire and life safety information reaches County citizens. FISCAL IMPACT: None. There is no match required. ALTERNATIVES: The Department will not be able to purchase these materials in the quantity and variety needed far all of the public education events without these funds. Roanoke CountySchaols and Virginia Western Community Collegehave anagreement whereby the college provides college level courses in English, US History, AP Calculus and certain technical and science subjects. These courses are taught by Roanoke County teachers who meet the college's criteria for adjunct professors. Monies that have been collected exceed the expenses; therefore, there is a request for these additional funds to be appropriated. Roanoke County Schools collected $138,980.40 tuition from 1005 students. VWCC will reimburse $189,157.23 for services rendered teachers, administrating expenses, rooms, utilities, and maintenance}. Roanoke County Schools owes VWCC $252,249.64 for tuition and technology fees and college service fees. The difference between what was collected and what was spent is $75, 917.59. FISCAL IMPACT: 1. Adds $26,000 to the Regional Alternative School Fund for FY 2007-08. 2. Adds $10,000 to the special education program for use at an elementary school. 3. Adds $75,917.59 to the instructional program. Mahoney County Attorney COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION: English Construction Company, Inc. is donating to the County an easement to use a storm water retention pond located in the westerly portion of its property at the site of a former quarry and anon-exclusive easement 20 feet in width to receive storm and surface water drainage from the County's multi-generational recreation center. A sketch map is attached showing the location of this easement. Vlrhen the business park is developed in the future, a commercial association will take over the responsibilityfor maintenance of the easement and retention pond. "fhe County Administrator or his designee is authorized to execute the necessary documents to signify the County's acceptance of this donation. STAFF RECOMMENDA'~ION: It is recommended that the Board authorize and approve the acceptance of this donated easement. VIIHEREAS, Section 33.1-70.1 of the Code of lrginia, permits the improvements and hard surfacing of certain unpaved roads deemed to qualify far designation as a Rural Rustic Road; and VIIHEREAS, any such road must be located in alow-density development area and have a minimum of 50 vehicles per day ~vpd}, and have no more than 1,004 vehicles per day; and UICHEREAS, the Board of Supervisors of Roanoke County, Virginia ~"Board"} desires to consider whether Rocky Road, Route 744 From: 1.24 miles from the intersection with Bent Mountain Road, Route 221 To: Bottom Creek Road, Route 607 should be designated a Rural Rustic Road; and VIJHEREAS, the Board is unaware of pending development that will significantly affect the existing traffic on this road; and WHEREAS, the citizens that utilize this road have been made aware that this road maybe paved with minimal improvements; and UVHEREAS, the Board believes that this road should be so designated due to its qualifying characteristics and will endeavor to retain these characteristics through its comprehensive plarir~ing process; and UI~HEREAS, this road is in the Board's six-year plan for improvements to the secondary system of state highways. NGW, THEREFGRE, BE IT RESaLVED, that the Board herby designates this portion of Rocky Road as a Rural Rustic Road, and requests that the Residency Administrator for the Virginia Department of Transportation concur in this designation. BE IT FURTHER RESOLVED, that the Board requests that this road be hard surfaced and, to the fullest extent prudent, be improved within the existing right of way and ditch-lines to preserve as much as possible the adjacent trees, vegetation, side slopes, and rural rustic character along the road in their current state. BE IT FURTHER RESOLVED, that a certified copy of this resolution be forwarded to the Residency Administrator for the Virginia Department of Transportation. Hodge County Administrator COUNTY ADMINISTRATQR"S CQMMENTS: Recommend approval of the award of the bid. This is consistent with the information the staff shared with the Board in work session on April 22, 2008. SUMMARY OF INFORMATION: Roanoke County is in the process of constructing a new fleet service center at the intersection of Carlos and Hollins Roads in North Roanoke County. The facility will serve bath Roanoke County and the Western Virginia Water Authority, and bonds for financing of the project have already been approved. The estimated total project cost for the new Center is $7,701,390, with the construction portion estimated at $5,305,440. The County issued a requestfor bidsforthe construction of the center in March 2008, and the bids were received on April 21, 2008. The bid documents provided for either athree- or four-bay heavy truck area, and bidders were requested to provide pricing for each. Four bids were received, and the lowest bid for four bays was submitted by Thor Construction, in the amountof$5,314,500. The lowest bid forthree bayswassubrr~itted by Avis Construction in the amount of $5,215,000. At a work session with the Board of Supervisors on April 22, 2008, the Board reviewed the bids and the plans forthe center, and the consensus was to proceed with construction of the facility by Thor Construction, with a four bay heavy truck area. FISCAL IMPACT: The total cost of this project is approximately $7.7 million and funding is available through the bonds which have already been approved and a capital contribution from the Western Virginia Water Authority. STAFF RECOMMENDATION: Staff recommends that the Board approve the award of the contract for construction for the Roanoke County fleet service center to Thor Construction in the amount of $5,314,500.
