SUMMARY QF INFORMAI'IQN:
The Department of Social Services receives, thro~~ghout the year, additional appropriations
for public assistance and services delivery. The State has made available $345,000 in
Federal IV-E fundsforfosterchildren, $130,000 forspecial needs adoption, $100,000 for
auxiliary grants, $219,493 for administration, $265,000 for TANFIVIEW work and
transitional child care, $11,218 for non-view childcare, $32,000 forHead Start child care,
$2,000 for FSET, $5,419 for refugee reset~l;lement, and $19,524 for VIEW purchase of
service. The Board of Supervisors is requested to appropriate $1,135,654 to the FY 2001-
2008 Social Services budget and to appropriate ~khe related revenues from the State.
FISCAL IMPACT:
This report will add an additional $1,135,654 to the Social Services revenue budget and
expenditure budget. Any local required matcr~ is currently available in the budget.
STAFF RECOMMENDATIGN:
Staff recommends appropriation of $1,135,654 to the FY 2007-2008 Social Services
budget and appropriation of the same revenues from ~khe state, to be dis~krib~~ited for the
following programs:

RESOLUTION 0240$-4 AMENDING AND REENACTING THE
COMMUNITY USE POLICY OF THE ROANOKE COUNTY
DEPARTMENT OF PARKS, RECREATION AND TOURISM TO
ESTABLISH POLICIES AND PROCEDURES FOR THE OPERATION OF
REMOTE CONTROL AIRCRAFT IN ACCORDANCE U~ITH CHAPTER
~5. PARKS AND RECREATION, OF THE ROANOKE COUNTY CODE
WHEREAS, Section 15.1-271, Cade of Virginia, 1950, as amended, confers
authority upon Roanoke County to establish and operate a system of public recreation
and parks and to adopt and maintain rules of conduct and procedures for the effective
operation and maintenance of its parks and recreational facilities and programs; and
WHEREAS, the Board of Supervisors of the County of Roanoke on March 25,
2008, approved by resolution revisions to the Comm~inity Use Manual of the
Department of Parks, Recreation and Tourism; and
WHEREAS, the Board of Supervisors has this day adopted an amendment to the
County's Parks and Recreation ordinance, contained in Chapter 15 of the Roanoke
County Cade, governing the use of remote con#rolled model aircraft in County parks by
permit premised upon the development of a policies and procedures through
consultation with County citizens with experience and expertise in the operation of radio
or remote controlled model aircrafts and under the guidelines established by the
Academy of Model Aeronautics (AMA); and
WHEREAS, the proposed changes to the Community Use Manual strike an
appropriate balance between the needs for safety of citizens using County parks and
the needs and desires of responsible operators of remote controlled model aircraft who
are residents of Roanoke County to enjoy the use of public parks for their recreation,
exercise and enjoyment; and
VIIHEREAS, the reading of this resolution was held on June 24, 2ooS.
NQW, THEREFQRE BE IT RESQLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That the Roanoke County Park Flyer Program, attached to this Resolution
as Exhibit "A", is hereby adopted and incorporated into the Community Use Manual of
the Roanoke County Department of Parks, Recreation and Tourism and that said
Community Use Manual is thereby approved and re-adopted for the benefit of the
citizens of Roanoke County and guests by this Board.
2. That this resolution shall be in full force and effect from and after its
passage.

Roanoke County Park Flyer Program
Park Flyer Rules and Regulations
Background:
The County of Roanoke recognises the need for policies for a radio control mode)
aircraft program. 'this program is designed to allow approved radio controlled model
aircraft to be flown within a designated facility through a permit process. A model
aircraft is defined as a non-human carrying device capable of sustained flight. It shall
not exceed limitations established in the Academy of Model Aeronautics Safety
Code, and is intended to be used exclusively for recreation activity.
Management of the Roanoke County Park Flyer Program
The Roanoke County Parks, Recreation, and Tourism Department is responsible for
the management of the program and reserves the right to modify the Roanoke
Cou~~ty Park Flyer program in order to promote the best interest and safety of
Roanoke County citizens, programs and facilities of the Parks, Recreation and
Tourism department.
Flying Field~s~
1. Roanoke County Parks, Recreation, and Tourism will approve all designated
flying areas and types of aircraft, for each approved location,
~. A designated flying facility will display an Informa~tionlFrequency Board for a pilot
operating aircraft under "old tecf,~nology transmitters" to post their ~rlying frequency.
3. The Information Board will list the approved type of aircraft permitted for that
facility. Available flying dates and times will be posted.
4, No flying will be perrr~itted when ~khe Flying Field Sign is affixed in the "Closed"
position.
Approved Roanoke County Flying Fields
Green Hill Park sections A & B as posted. Approved aircraft for this site are radio
con~krolled gliders and electric powered models only. Roanoke County will consider
the flying of internal combustion engine aircraft only through a Special Event Permit
on a facility that is approved forthis type of aircraft,

Permit Application ProcesslCriteria:
~, Persons must be a member of the Academy of Model Aircraft open Membership
category,
~. Permits are to be obtained by appointment only at the Roanoke County Parks,
Recreation, and Tourism ~fFces located at ~ 206 Kessler Mill Road in Salem,
Virginia. Phone 540-351-6015.
3. Applicants are req~,ired to submit thefollowing:
a, proof of identification with photo
b, Completed Park FlyerApplication. {See Attachment}
c. Submit copy of c~.~rrent Academy of Model Aeronautics open
Membership providing single limit liability of $2,500,000.
d. Sit for a photo Id.
e, Application fee.
If approved, Roanoke County will issue a photo ID1Perrnit that will serve as the valid
Park Flyer Permit. The permit will be valid for one year from Jan~aary ~ -- December
31. Permits purchased after January 3~ will not be pro rated, full fees apply.
ID1Permit mN~st be worn at all times when operating radio control aircraft in a county
designated flying area.

Approved radio controlled model aircraft may be flown within restricted flying areas in
Roanoke County parks as designated by the Roanoke County Parks, Recreation,
and Tourism Department under the following rules and regulations.
1. Each flyer must have an approved Park Flyer Permit prior to flying in Roanoke
County Parks.
2. All flying shall be in accordance with the Academy of Model Aeronautics Rules
and Regulations and existing park ordinances.
3. A pilot is required to adhere to the operating dates and times that are
established at a designated Roanoke County flying facility.
4. A pilot with limited experience should call the Parks, Recreation, and Tourism
Office at ~54g~ 357-078 to be connected with an experienced flyer for proper
training.
5. All radio control model aircraft should be designed within the Academy of
Model Aeronautics guidelines. Aircraft equipped with metal blade propellers
are not permitted in Roanoke County parks.
fi. All aircraft shall have the pilot's name and address, or their AMA number
affixed to the model aircraft.
7. Each pilot is responsible for any damage to park property or to personal
property of spectators or personal property of other pilots or to their own
personal property.
8. A pilot using old radio technology is responsible to maintain frequency control
with all other pilots using the same radio technology to eliminate frequency
conflict.
9. Pilots are responsible to maintain a safeflight line.
10.A11 aircraft will be launched with no one in the flight path, and the aircraft sha11
be clown in a pattern to avoid flying over people.
11. Pilots must ar~nounce their intention to launch and land their radio control
model aircraft.
12. The pilot of a radio control aircraft shall maintain control during its entire flight
and remain in visual contact. No model aircraft shall be equipped with devices
which allow it to be flown to a selected location which is beyond the visual
range of the pilot.
13. No combat flying or flying with the intent to strike a streamer attached to
another aircraft is permitted.
14.Failure to abide by the safety rules and regulations may result in a suspension
or a revocation of the Park Flyer Permit.

GRDINANCE ~824~8-5 AMENDING AND REENACTING SECTION ~ 5-8,
PROHIBITED USES OF PARKS, PARAGRAPH 13, REMOTE
CONTROL PLANES, OF CHAPTER 15. PARKS AND RECREATION,
OF THE ROANOKE COUNTY CODE
WHEREAS, Section 15.1-211, Code of Virginia, 1950, as amended, confers
authority upon Roanoke County to establish and operate a system of public recreation
and parks and to adopt and maintain rules of conduct and procedures for the effective
operation and maintenance of its parks and recreational facilities and programs; and
WHEREAS, the Board of Supervisors of the County of Roanoke has recently
adapted on March 25, 200$, a comprehensive ordinance which updated ~~he County's
existing Parks and Recreation Ordinance contained in Chapter 15 of the Roanoke
County Code; and
WHEREAS, the Board of Supervisors deferred action upon proposed language
governing the use of remote controlled model aircraft in County parks pending
development of a permit procedure and other policies in consultation with County
citizens with experience and expertise in the operation of radio or remote controlled
model aircrafts and under the guidelines established by the Academy of Model
Aeronautics (AMA); and
WHEREAS, the first reading of this ordinance was held on June 10, 200$; and
the second reading was held on June 24, 200$.
NOW, THEREFORE BE IT ORDAINED by the Board of Supervisors of Roanoke
County, Virginia, as follows;
1. That Section 15-8, Prohibited uses of parks, of Chapter ~5. Parks and
Recreation, of the County Cade is hereby amended andlor reenacted as follows:
Sec.1 ~-8. Prohibited uses of parks. No person in a park shall:
X13} Remote control planes. Operate a remote control plane, glider, or motor
propelled aircraft in any park without a permit from the Director.
2. That this ordinance shall be in full force and effect from and after its
passage.

HER RETIREMENT AFTER THIRTYYEARS QF SERVICE
WHEREAS, Ellen N. Groff was employed by Roanoke County on May 8,1918, as a
Social Worker in the Social Services Department, where during her tenure, she provided
employment services, mediation, foster care and child abuselneglect services to the
citizens of Roanoke County and Salem; and
WHEREAS, Ms. Groff retired from the Roanoke County as a Social Work
Supervisor on J~~ine 1, 2008, after thirty years and one month of service; and
WHEREAS, Ms. Groff, through her employment with Roanoke County, has been
instrumental in improving the qualityof life for its citizens and serving as an advocatewhen
working with parents to resolve family issues in order to preserve that family. Ms. Groff
assisted in the establishment of the Child Advocacy Center and many community
education programs and was an active participant in Best Practices Court.
NOW, THEREFORE, BE IT RESOLVED~~hatthe Board of Supervisors of Roanoke
County expresses its deepest appreciation and the appreciation of theci~l:izensof Roanoke
County to ELLEN N. GRQFF on the occasion of her retirement after more than thirty years
of capable, loyal, and dedicated service to Roanoke County; and
FURTHER, the Board of Supervisors does express its bestwishesfora happyand
productive retirement.

This consent agenda item involves acceptance of the following easement conveyed to the
Board of Supervisors of Roanoke County for a new 20-foot width public drainage easement
across the property of Russell Short, Inc., from ~khe sou~~hern edge of Toddsbury Drive, in
the Falling Creek Estates subdivision, Section 8, in the Vinton Magisterial District of the
County of Roanoke:
Donation by Russell Short, Inc,, of a new20-foot width public drainage easement, across
property located adjacent to the southern edge of Toddsbury Drive, in the Vinton
Magisterial District. The location of said easement is shown on a plat entitled "PLAT
showing NEW 20' DRAINAGE EASEMENTDEDICATED FORPUBLIC USE ~ROANOKE
COUNTY LOCATED IN VINTON MAGISTERIAL DISTRICT, ROANOKE COUNTY, VA"
dated May 30, 2008, prepared by LMW P.C and labeled Exhibit A. This new drainage
easement will replace an existing 15-foot drainage easement dedicated in Plat Book 21,
page 20 which existing easement will be vacated subsequent to the acceptance of this new
easement.
The location and dimensions of this easement have been reviewed and approved by the
County's engineering staff.

SUMMARY OF INFORMATION:
This consent agenda item involves acceptance of the following easements to the Board
of Supervisors on property of Richfield Retirement Corr~mur~ity in the Catawba
Magisterial District of Roanoke Co~..~nty.
This is a conveyance of non-exclusive easements on, across, over, and under the
parcel shown and labeled as "Knollridge Road" ~a private road on Richfield's property}
on the plat dated April 2, 2008, prepared by Balzer & Associates, Inc. which was
recorded in the Roanoke County Clerk's Gffice as Instrument No. 2008-D6482.
Knollridge Road also provides access to the Co~anty's cemetery which is located
adjacent to the Richfield property. This easement will improve access to the cemetery.
These easements are described as follows:
~1} An easement for pedes~krian and vehicular ingress and egress between
U.S. Routes 111460 ~VUest Main Street} and the parcel benefitted by the easement, as
described below, together with the right to maintain, repair, and reconstruct the surface
of the roadway and the drainage facilities serving the roadway, and
~2} An easement for the installation, construction, operation, maintenance,
repair, removal, and replacement of surface, underground and overhead lines, and
other facilities for the conveyance and transmission of water, sewage, storm water,
electricity, gas, telephone, and such other utility services as may from time to time be
necessary or desirable to serve the parcels benefitted by the easement, as described
below.
The parcel benefitted by the easements hereby conveyed is awned by Richfield
Retirement Can~imur~ity and iden~l:i~fied as Tax Map No. ~5.~9-~ -18. ~ . The location and
dimensions of these easements have been reviewed and approved by County staff.

WHEREAS, the Virginia Department of Transportation has applied for and
received federal funding for access management highway improvement program
projects for Route 4~ 9 and Route 220; and
WHEREAS, the Route 4~ 9 project involves the extension of the northbound left-
turn lane at the intersection with Colonial Avenue; and
WHEREAS, the Route 220 project involves the addition of a northbound left-turn
lane at the intersection with Back Creek Road Route Gl6} and the closure of a
package of crossovers lying between Crowell Gap Road Route 65l} and Yellow
Mountain Road Route 6fi8}; and
WHEREAS, these projects will reduce congestion and will improve highway
safety by reducing the number of accidents on these principal arkerials; and
WHEREAS, the Virginia Department of Transportation must receive a resolution
of support from the local governing body before construction can begin on these
projects.
NOW, THEREFORE, BE IT RESOLVED, that the Board herby supports the
access management highway improvement program projects for Route 4~ 9 and Ro~~te
220.
BE IT FURTHER RESOLVED, that a certified copy of this resolution be
forwarded to the District Transportation Planning Manager for the Virginia Department
of Transportation.

Description
This project will address the extension of the NB left-turn lane at the intersection with
Calorual Avenue. Traffic volume, level of service, accident rate, and congestion issues
make Rt. 419 in Roanoke County one of the Salem District's leading entries on the Highway
Safety Corridor list. Rt, 41.9 is a 4-lane uxban thoroughfare with many signalized
intersections and commercial entrances. Traffic routinely backs up, in the existing left-turn
lane at this intersection, extending into the left through lane, impeding traff c, and causing
congestion. There is also an opportunity to upgrade this signal to run protected-permissive
lefts and thus reduce delay.

Description
This project will address the addition of a NB left-turn lane at the intersection with Rt. 676
Back Creek Rd.~ and the closwre of a package of cross~avers Iying between Rt. 657
Crowell Gap Rd.~ and Rt. 668 tYellow Mountain Road), These improvements were
identified during development of the Rt. 220 Safety Improvements Project, developed by
the Salem District in 2004-D5. Due to Iirnited funds at that time, the District was unable to
construct the improvements identified in this application. Rt. 220 in this area handles a high
volume of traffic which includes a dangerous mix of high speed through traffic and local
traffic, as well as 14% truck traffic. Constructed in the 1950s and 60s, Rt. 220 was built
using the design standards of that earlier era.

and Testing.

WHEREAS, Elmer C. Hodge, Jr., was appointed as Administrator for the County
of Roanoke, Virginia, on November 7, ~ 985; and
WHEREAS, Mr. Hodge has earned the respect and support of the Board of
Supervisors, county staff, and citizens by demonstrating an unwavering commitment to
Roanoke County, its people, and communities; and
WHEREAS, Mr. Hodge is highly regarded by leaders across the Roanoke Valley
and throughout the Commonwealth of Virginia where he is known for facilitating
cooperative approaches to regional issues; and
WHEREAS, with his collaborative, even-tempered style and focus on innovation
and customer service; Mr. Hodge built a strong management team encouraging
individual decision making while fostering a group approach to problem solving; and
WHEREAS, under Mr. Hodge's capable leadership, Roanoke County has

a special use permit to operate a commercial indoor amusement to be located at G449
Williamson Road, Unite G431 Tax Map No. 21.18-3-13~ in the Hollins Magisterial
District; and
WHEREAS, the Planning Commission held a public hearing on this matter on
June 3, 2005; and
WHEREAS, the Board of Supervisors of Roanoke County, Virginia, held a first
reading on ~khis matter on April 22, 2x05; the second reading and public hearing on this
matter was held on June 24, 2005.
NOW, THEREFORE, BE IT RESOLVED by ~~he Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That ~khe Board finds that the granting of a special use permit to Terry and
Tammy Small DBA 3~d Day Arcade to operate a commercial indoor amusement to be
located at fi449 Williamson Road, Unite 6431, in the Hollins Magisterial District is
substantially in accord with the adopted 2005 Community Plan, as amended, pursuant
to the provisions of Section 15.2-2232 of the ~ 950 Code of Virginia, as amended, and
that it shall have a minimum adverse impact on the surrounding neighborhood or
community, and said special use permit is hereby approved with the following
conditions:
~1}Hours of operation shall be limited to 12 p.m. until 11 p.m., Sunday through
Thursday, and 12 p.m. ur~~kil 11:30 p.m., Friday and Sat~~irday.
~2} Entrance to 3~d Day Arcade shall only be at the front of ~khe building, adjacent
to Williamson Road.
(3) The applicant shall provide a private licensed and bonded security service
Friday and Saturday nights 5 pm to 12 am.
(4) An Administrative Review regarding this use shall be held after one (1) year.
(5) The Special Use Permit shall be limited to 6449 Williamson Road, Unit #6437.
2. That this ordinance shall be in frill force and effect thirty X30} days after its
final passage. All ordinances or parts of ordinances in conflict with the provisions of this
ordinance be, and the same hereby are, repealed. The Zoning Adrr~iriistrator is directed
to amend ~khe zoning district map to reflect the change in zoning classification authorized
by this ordinance.

DISTRICT, UPON THE APPLICATION qF MARTHA J. BDUSH AND
RANDY M. GANTT
WHEREAS, the fiirst reading ofi ~khis ordinance was held on May 2l, 2008, and the
second reading and public hearing were held June 24, 2008; and
WHEREAS, the Roanoke County Planning Commission Feld a public hearing on
tr~is matter on June 3, 2008; and
WHEREAS, legal notice and advertisement has been provided as required bylaw.
BE IT ORDAINED by the Board afi Supervisors of Roanoke County, Virginia, as
follows:
1. That the zoning classification of a certain tract of real estate containing
approximately 1.5 acres, as described herein, and located at 4900 Starkey Road Tax Map
Number 81.11-3-2 and 3} in the Cave Spring Magisterial District, is hereby changed firom
the zoning classification of I-1, Low Intensity Industrial District and l-2, High Intensity
Industrial District, to the zoning classification of C-2, General Commercial District.
2. Thatthis action istaken upon the application of Martha J. Boush and Randy
M. Gantt.
3. That the owner of the property has voluntarily proffered in writing the following
conditions which the Board of Supervisors of Roanoke County, Virginia, hereby accepts:
1. The propertywill be developed in substantial conformancewith ~~he Concept
Plan prepared by Parker Design Group, dated March 25, 200$, with a latest
revision of June 16, 2005.
2. No more than 10,500 square feet of building space will be constructed.
3. No more than 5,400 squarefeet of the proposed building will be dedicated to
retail space.
4. The proposed building will be constructed in substantial conformance with
the Architectural Floor Plan prepared by Interactive Design Group, dated
April 1 G, 2008.
5. The Starkey Road elevation of the proposed building will be constructed in
substantial conformance with the Architectural Front Elevation Study
prepared by Interactive Design Group, dated April 1 S, 2005.
6. No more than one freestanding sign will be constructed which will be no
more than ten ~10~ feet in height and will be constructed in substantial
conformance with Proposed Sign Details prepared by Interactive Design
Group, dated April 15, 200$.
7. The proposed dumpster screening will be in substantial conformance with
building materials shown on Architectural Front Elevation Study prepared by
Interactive Design Group, dated April 18, 2008.
4. That said real estate is more fully described as follows:
Approximately 1.5 acres located at 4909 Starkey Road, Cave Spring Magisterial
District, and being all of Tax Map No. $7.11-3-2 and 87.11-3-3.
5. That this ordinance shall be in full farce and effect thirty ~30~ days after its
final passage. All ordinances or parts of ordinances in conflict with the provisions of tl~is
ordinance be, andthesame herebyare, repealed. The Zoning Administratorisdirectedto
amend the zoning district map to reflect the change in zoning classification authorized by
this ordinance.

recorded vote:
