Good afternoon and welcome to our meeting for July 8, 2008. Regular meetings are
held on the second Tuesday and the fourth Tuesday at 3:00 p.m. Public hearings are
held at 7:00 p.m. on the fourth Tuesday of each month. Deviations from this schedule
will be announced. The meetings are broadcast live on RVTV, Channel 3, and will be
rebroadcast on Friday at 7:00 p.m. and on Sunday at 4:00 p.m. Our meetings are now
closed-captioned, so it is important that anyone addressing the Board speak directly into
the microphones at the podium. Individuals who require assistance or special

SIIMMARY OF INFORMATION:
Time has been set aside forArlene Murphy, Chair, Roanoke County Prevention Council, to
present the results of the 2008 survey of Roanoke County's youth. The survey measures
changes in the types and amounts of high risk behaviors among the child and adolescent
population. There has been some improvement shown in several categories this year.

Roanoke County Public Library has been named as a beneficiary of the estate of Mary T.
Pasley. Ms. Pasley was a frequent patron of area libraries but was especially appreciative
of the staff and services at the Hollins Branch Library. The terms of her will stipulated that
$10,000 be given to the Library system, with the intention that it be used for the benefit of
the Hollins Library. There were no other restrictions placed on the use of the fi.inds.
Martha Robertson, Ms. Pasley's sister, and executor of her estate, plans to attend the
meeting, and accept a certificate of appreciation for the bequest.
FISCAL IMPACT:
The funds will be deposited in an escrow account set up for the Hollins Branch Library.

SUMMARY OF INFORMATION:
This action reappoints Eldon James & Associates, Inc. as Roanoke County's Special
Assistant for Legislative Relations. It also continues the agreement with Mr. James
previously approved. Finally, it appropriates funds for this agreement from the
Unappropriated Balance.
FISCAL IMPACTS
The County will pay Eldon James & Associates, Inc. for the services of the Special
Assistant $22,560 annually (240 hours at the rate of $94 per hour) which is an increase
of $4 per hour for these services (due to the dramatic increase in fuel costs). Additional
hours will be paid at a rate of $94 per hour and shall not exceed a total of 256 hours
annually or a total payment of $24,000 annually.
STAFF RECOMMENDATION:
It is recommended that the Board (i) reappoint Eldon James & Associates, Inc. as
Special Assistant for Legislative Relations, and (ii) appropriate $24,000 from the Board's
FY 2008-2009 Unappropriated Balance for these purposes.

SUMMARY OF INFORMATION:
The Western Virginia Water Authority (WVWA) is requesting thatthe Board of Supervisors
convey a waterline easement across property at the Roanoke County Public Service
Center and along the Hanging Rock Battlefield Trail, Catawba Magisterial District, as
follows:
As shown on engineering plans prepared by DraperAden Associates, the new 20-foot wide
waterline easement would contain 3,931 square feet at its location in the vicinity of the
entrance to the Roanoke County Public Service Center, 4,935 square feet along the
Hanging Rock Battlefield Trail at its location adjacent to the Roanoke County Public
Service Center and 1,552 square feet at its location near the old railroad trestle adjacent to
Kessler Mill Road near its intersection with Thompson Memorial Drive, Route 311, on
properties owned by Roanoke County and designated as Tax Map Numbers 036.03-01-
01.01-0000 and 036.03-01-62.00-0000. The waterline easement request totals 10,418
square feet.
The WVWA has indicated that this is a joint project that will help the WVWA, Roanoke
County and the City of Salem. Specifically, the WVWA has indicated that the City of
Salem needs the new waterline for fire protection along Route 419 and Penguin Lane, as
the present water pressure is too low. The WVWA has also indicated that the loop system
will give better pressure to the Route 419 waterline, will benefit the Regional Fire Training
Center, and provide better service to citizens along Thompson Memorial Drive.
Consistent with the Policy For The Granting Of Easements Across County Property
adopted by the Board of Supervisors iri December 2007, this use of County property is for
a public purpose and therefore no compensation is required by Roanoke County.
Staff members have met on site with representatives from the Western Virginia Water
Authority to discuss the requested easement locations as identified on the attached plats
labeled Exhibit A and B. Staff members have approved the easement locations subject to
the following provisions:
The Western Virginia Water Authority shall coordinate all work with the Department of
Parks, Recreation and Tourism.
2. All work shall be conducted in a timely manner so as to have as little adverse impact
as possible on the access driveway at the Roanoke County Public Service Center and
to users of the Hanging Rock Battlefield Trail.
3. The repair of all disturbed areas shall be completed to the satisfaction of the
Department of Parks, Recreation and Tourism at ~l:he cost of the Western Virginia
Water Authority.
FISCAL IMPACT:
None.
AL"fERNATIVES:
1. Authorize the conveyance of a waterline easement on property owned by the County at
the Roanoke County Public Service Center and along the Hanging Rock Battlefield
Trail to the Western Virginia Water Authority and the creation of a waterline easement
for the purpose of improving fire protection along Route 419 and Penguin Lane in the
City of Salem.
2. Decline to authorize the requested conveyance and creation of the waterline
easement.

ORDINANCE AUTHORIZING THE CREATION OF AND CONVEYANCE OF
A WA"fERLINE EASEMENT TO THE WESTERN VIRGINIA WATER
AUTHORITY THROUGH PROPERTY OWNED BY THE ROANOKE
COUNTY BOARD OF SUPERVISORS AT THE ROANOKE COUNTY
PUBLIC SERVICE CENTER (TAX MAP NO. 036.03-01-01.01-0000) AND
THE HANGING ROCK BATTEFIELD TRAIL (TAX MAP NO. 036.03-01-
62.00-000), CATAWBA MAGISTERIAL DISTRICT
WHEREAS, the Board of Supervisors of Roanoke County, Virginia, is the owner of
two parcels of land adjacent to Kessler Mill Road in the County of Roanoke, Virginia,
designated on the Roanoke County Land Records as Tax Map No. 036.03-01-01.00-0000
and Tax Map No. 036.03-01-62.00-0000; and
WHEREAS, the City of Salem and the Western Virginia Water Authority have
requested the conveyance of easements across these properties to provide for the
installation of a new loop waterline system along Route 419 and Penguin Lane to improve
water pressure for adjoining properties and the Regional Fire Training Center; and
WHEREAS, Section 18.04 of the Roanoke County Charter directs that the
acquisition or conveyance of an interest in real estate, including easements, shall be
accomplished by ordinance; the first reading of this ordinance was held on July 8, 2008
and the second reading and public hearing was held on July 22, 2008.
THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That pursuant to the provisions of Section 16.01 of the Charter of Roanoke
County, the interests in real estate to be conveyed are hereby declared to be surplus, and
are hereby made available for other public uses by conveyance to the Western Virginia
Water Authority for the extension of water service for the purpose of improving water
pressure along Route 419 and Penguin Lane in the City of Salem for increased fire
protection and other reasonable uses.
2. That conveyance to the Western Virginia Water Authority of waterline
easements as shown and described as "New 20' Waterline Easement" (1,552 sq. ft.) on a
plat entitled "Plat showing New 20' Waterline Easement & Temporary Construction
Easement to be granted to THE WESTERN VIRGINIA WATER AUTHORITY through the
property of Roanoke County Board of Supervisors situated along Kessler Mill Road,
Roanoke County, Virginia" prepared by Draper Aden Associates, dated April 7, 2008, a
copy of which is attached hereto as Exhibit A, and as "New 20'Waterline Easement" (3,931
sq. ft.) and "New Waterline Easement (4,935 sq. ft.) on a plat entitled "Plat Showing New
Waterline Easement & Temporary Construction Easement to be granted to THE
WESTERN VIRGINIA WATER AUTHORITY through the property of Roanoke County
Board of Supervisors situated along Kessler Mill Road, Roanoke County, Virginia" prepared
by Draper Aden Associates, dated April 7, 2008, a copy of which is attached hereto as
Exhibit B, are hereby authorized and approved.
3. That consistent with the Policy For The Granting Of Easements Across
County Property adopted by the Board of Supervisors in December 2007, this use of
County property is for a public purpose and therefore no compensation is required by
Roanoke County.

4. That the Acting County Administrator, or any assistant county administrator,
is hereby authorized to execute such documents and take such further actions as may be
necessary to accomplish this conveyance, all of which shall be on form approved by the
County Attorney.
5. That this ordinance shall be effective on and from 'the date of its adop~kion.

SUMMARY OF INFORMATION:
1. Capital Improvement Program (CIP) Review Committee (Appointed by
District)
The following one-year terms will expire on August 31, 2008. Brian Hooker, Nlike
Jeffrey, and Wes Thompson are completing their first terms while Steve Campbell
and Charles Wertalik are completing their second terms.
Mr. Thompson has advised the Clerk's Office that he wants to serve an additional
term. If the Board wishes to make the appointment at this meeting, confirmation
will be added to the Consent Agenda.

2. Length of Service Awards Program (LOSAP) for Fire & Rescue
Leon Martin, volunteer member-at-large, submitted his resignation on June 19,
2008, and Cragg Sheets, representing the volunteer rescue squads, submitted his
resignation effective July 1, 2008. Their four-year terms will expire January 1,
2010. Members of this Board are recommended for appointment by the
Volunteer Fire and Rescue Chiefs Board and then confirmed by the Board of
Supervisors.
3. Parks, Recreation, and Tourism Advisory Commission (appointed by
district)
The three-year term of Lee Blair, Cave Spring Magisterial District, expired on
June 30, 2008.
4. Roanoke Valley Convention and Visitors Bureau
The three-year term of Elmer Hodge will expire on June 30, 2009. If the Board
wishes to appoint John Chambliss, Interim County Administrator, to serve for the
period of time that he is Interim County Administrator, confirmation of his
appointment will be added to the Consent Agenda.
5. Roanoke Valley Economic Development Partnership
Elmer Hodge, as County Administrator, served on the Roanoke Valley Economic
Development Partnership as an administrative director. If the Board wishes to
appoint John Chambliss, Interim County Administrator, to serve for the period of
kime that he is Interim County Administrator, corrFirmation of his appointment will
be added to the Consent Agenda.
6. Social Services Advisory Board (appointed by district)
The four-year term of Douglas C. Forbes, Vinton Magisterial District, will expire on
July 31, 2008. Mr. Forbes is not eligible for reappointment as he has served two
consecutive terms.
The representative from the Catawba Magisterial District has resigned. This four-
yearterm will expire on July 31, 2009.
7. Western Virginia Water Authority
The four-year term of Richard E. Huff, II, member at large, expired on June 30,
2008. At-large members are selected by the majority vote of the other six
members of the Board and confirmed by Roanoke City Council and the Roanoke
Coi.inty Board of Supervisors.

COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
Adjacent property owners are requesting that the Board of Supervisors approve a
resolution to the Virginia Department of Transportation (VDOT) requesting that 0.30 mile of
Ivyland Road, Route 775, and .014 mile of Huffman Lane, Route 761, be added to the
Rural Addition List for improvements to include re-surfacing and construction of a turn-
around on both projects.
Ivyland Road and Huffman Lane were originally added to the 2006-2007 Revenue Sharing
List for improvements. VDOT has informed Roanoke County that a portion of both roads
are not in the state maintained system and additional right-of-way may be necessary;
therefore, staff is requesting that both roads be added to the Rural Addition List.
Speculative interest may exist on Ivyland Road, and the property ownerwould be expected
to provide the necessary amount to fund their financial requirement.
County staff will discuss the status of current Rural Addition projects.
VDOT representatives and County staff will review the proposed reduction in funding for
2009-2014 Six-Year Transportation Improvement Program.

closed meeting on this date pursuant to an affirmative recorded vote and in accordance
with the provisions of The Virginia Freedom of Information Act; and
WHEREAS, Section 2.2-3712 of the Code of Virginia requires a certification by the
Board of Supervisors of Roanoke County, Virginia, that such closed meeting was
conducted in conformity with Virginia law.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke
County, Virginia, hereby certifies that, to the best of each member's knowledge:
