Good afternoon and welcome to our meeting for December 2, 2008. Regular meetings
are held on the second Tuesday and the fourth Tuesday at 3:00 p.m. Public hearings
are held at 7:00 p.m. on the fourth Tuesday of each month. Deviations from this
schedule will be announced. The meetings are broadcast live on RVTV, Channel 3,
and this meeting will be rebroadcast on Friday (Dec 5) at 7:00 p.m. and on Sunday (Dec
7) at 4:00 p.m. Our meetings are now closed-captioned, so it is important that anyone
addressing the Board speak directly into the microphones at the podium. Individuals
who require assistance or special arrangements to participate in or attend Board of
Supervisors meetings should contact the Clerk to the Board at (540) 772-2005 at least

SUMMARY OF INFORMATION:
Integrity Windows has received the highest designation in the VPP which recognizes its
members as leaders in their respective industry in health and safety performance.
Integrity Windows will be the 48th site in Virginia to receive this award out of thousands of
possible sites.
It requires approximately one year to complete the application process to be eligible forthe
STAR worksite status award. "fhe award is employee driven, and Integrity's employees are
commended for their hard work to achieve this recognition.
FISCAL IMPACT:
There is no negative fiscal impact with this project.
STAFF RECOMMENDATION:
Staff recommends approval of the resolution of congratulations and naming December 2,

RESOLUTION OF CONGRATULATIONS TO INTEGRITY
WINDOWS AND DOORS FOR ACHIEVING STAR WORKSI'fE
STATUS IN 'fHE VIRGINIA OCCUPATIONAL SAFETY AND
HEALTH VOLUNTARY PROTECTION PROGRAM
WHEREAS, Integrity Windows and Doors is the world's largest manufacturer of
windows and doors made from state-of-the-art pultruded fiberglass material, offering a
complete line of standard-sized window and door options that are Energy Star qualified,
built to perform, and backed by first-class customer service; and
WHEREAS, Integrity Windows erriploys 187 employees in a 450,000 square foot
facility located in Roanoke County; and
WHEREAS, Integrity Windows was notified in September 2008, that the company
had achieved STAR worksite status in the Virginia Occupational Safety and Health
Vol-.intary Protection Program (VPP), the highest designation in the VPP which recognizes
its members as leaders in their respective industry in health and safety performance on
injury and illness rates, management commitment, employee involvement, and written
procedures; and
WHEREAS, Integrity Windows' Roanoke Manufacturing Division holds the only
STAR certi~Fication for all manufacturers of windows and doors iri Region 3 which covers
the states of Virginia, West Virginia, Pennsylvania, Delaware, Maryland, and Washington,
D.C. and will be the 48th site in Virginia to receive this award out of thousands of possible
sites; and
WHEREAS, Integrity Windows has a strong management corrirnitment to safety
culture and employee involvement, two of the key elements in achieving this status.
NOW, "THEREFORE BE IT RESOLVED, that the Board of Supervisors of Roanoke
County, Virginia, offers its congratulations to INTEGRITY WINDOWS AND DOORS for
achieving STAR worksite status in the Virginia Occupational Safety and Health Voluntary
Protection Program; and
FURTHER, the Board of Supervisors, in recognition of this outstanding
achievement, declares December 2, 2008, as INTEGRITY WINDOWS DAY in Roanoke
County, the date that the Company will celebrate its STAR worksite status desggnation.

SIIMMARY OF INFORMA"PION:
Rita J. Gliniecki was first appointed by the Board of Supervisors to serve as a County
representative to the Board of Directors of Blue Ridge Behavioral Healthcare (BRBH) in
January 1989. During her first two terms which expired in December 1994, she assumed
positions of responsibility and was elected twice to serve as Chair of the organization.
In January 2000, Mrs. Gliniecki was again named as a County representative to the BRBH
Board. She will complete her third consecutive three-year term on December 31, 2008,
and is not eligible for reappointment. During this period of enormous growth and change at
the Community Services Board, she twice served as Chair for two-year terms and was
instrumental in guiding the agency through the transition of two executive directors.
Mrs. Gliniecki is recognized for her dedicated advocacy on behalf of Roanoke County's
children and adults in need of mental health services and forthe strong leadership she has
always brought to'the Community Services Board wl-iich encompasses not only Roanoke
County but four other neighboring localities. Through her Board membership she has been
involved with the Comprehensive Services Act for Children from its beginning and has
been a key player among the leadership of the Virginia Association of Community Service
Boards (VACSB).
The Board wishes to express its appreciation to Mrs. Gliniecki for her fifteen years of
service to the BRBH Board and will present her with a certificate of recognition. Mrs.
Gliniecki; Tim Steller, Executive Director, BRBH; and Keith Beasley, recently appointed
County representative to the BRBH Board, will be present at the meeting.

Keith Beasley, Pastor of Good Shepherd Lutheran Church and Roanoke County resident,
was appointed by the Board of Supervisors on October 28, 2008, to serve as a County
representative on the Board of Directors of Blue Ridge Behavioral Healthcare (BRBH).
Rita Gliniecki, who has served on the BRBH Board as a County representative for a total of
15 years and whose term will expire on December 31, 2008, will introduce Pastor Beasley
to the Board at this meeting. Mrs. Gliniecki and the BRBH recommended the appointment
of Pastor Beasley. The appointment of a County representative to the BRBH Board is not
made by district.

SUMMARY OF INFORMATION:
Peter Lampman, President of Virginia Amateur Sports, Inc. has requested time on the
agenda to present a plaque of appreciation to the Board for their continued support and to
report on the economic impact of the 2008 Coventry Commonwealth Games of Virginia.
The attached report outlines the total economic impact for the Roanoke Valley which
totaled $3,620,645 for the 2008 Games, and provides information about the estimated
regional distribution for the games.
Over 40 states have state games competitions. The concept of the state games
movement is to provide an avenue for positive personal development through sports, to
recognize dedication and achievement, to promote health, fitness, and the camaraderie of
competition. Overthe past 19 years, approximately 161,000 athletes have competed in the
Coventry Commonwealth Games of Virginia which is known throughout Virginia as
Virginia's Olympics.

SUMMARY OF INFORMATION:
This time has been set aside to brief the Board of Supervisors and the public on the status
of significant capital projects that are currently in-process. These projects are currently part
of the approved Capital Improvements Program. Attached are project summary sheets
that outline recent activity and upcoming events related to the specific projects.
A presentation will be made outlining recent developments of each project and will include
major components, projected timelines, and relevant issues pertaining to the projects.
Staff will be present to answer specific questions about each project.

Corporation Commission on the proposed APCo 138 kV
Transmission Line and Substation in southwest Roanoke
County ("Sunscape" project)

SUMMARY OF INFORMATION:
Attached for review and approval by the Board of Supervisors are draft public
comments that the County may submit to the State Corporation Commission (SCC) in
response to the application Filed by Appalachian Power Cornpany to construct a 138 kV
double circuit transmission line and sub-station in southwest Roanoke County (the
Sunscape Project.)
A public hearing on this application will be held on December 10, 2008, at 10:00 a.m. at
the SCC in Richmond, VA. Written comments must be filed with the SCC on or before
December 3, 2008.
These comments generally support the preferred route for the construction of this
transmission line. The preferred route runs west of Starkey Road heading north across
Route 419 paralleling the NS rail line to Ogden Road and ending at the proposed sub-
station. These comments also support the proposed preferred location for the
substation which is located southwest of Ogden Road near the end of Leslie Lane and
adjacent to the NS railroad.
These comments also request the SCC to require APCo to place the new transmission
line underground.
STAFF RECOMMENDATION:
It is recommended that the Board review these draft comments. If the Board of
Supervisors approves these draft comments, then the County Attorney will submit these
comments on behalf of the County to the SCC.

Dear Mr. Peck,
In response to the above mentioned Order For Notice and Hearing, and on behalf of the Board of
Supervisors for the County of Roanoke, the County submits to the Commission the following
comments:
In a letter dated May 5, 2008, the County of Roanoke offered comments to Appalachian Power
Company (APCo) regarding the proposed Sunscape project. In the May 5 letter, the County
commented on the preliminary study routes and substation sites. The County commented that the
preferred alternative paralleling the Norfolk Southern rail line would have the least impact on
existing residential properties, and suggested that APCo investigate available land near the Ogden
Road bridge over the rail line as a potential substation site. This site is now identified by APCo as
the preferred substation location. In addition, in the May 5, 2008 letter to APCo, Roanoke County
requested that the chosen transmission line route include the co-location of a Greenway corridor.
All comments from the May 5 letter remain valid, and are reiterated by reference for this order for
notice and hearing.
The preferred alternative generally follows the Norfolk Southern rail line, an established industrial
land use, and as such will have minimal impact on the natural environment. The visible impacts of
the proposed new structures along the preferred alternative will vary depending on the perspective of
the viewer and the context of the new structures within the built environment. Some of the new
transmission structures and lines will be along an existing grade that is significantly higher than the
surrounding topography, and thus the views from residences and streets below will be more impacted
than those views from higher surrounding topography.
Due to the impacts of the proposed new structures along the preferred alternative the Roanoke
County Board of Supervisors have asked APCo to construct the new transmission facilities
underground, in order to reduce or eliminate the visual impact of the new structures and lines.
The Board also requests the Commission to direct APCo as part of any Order authorizing this project
(i) to construct any new transmission facilities in southwest Roanoke County underground, (ii) to
approve the construction of the new transmission facilities along the preferred alternative paralleling
the Norfolk Southern rail line, (iii) to require the co-location of a Greenway corridor along the new
transmission line, and (iv) to approve the site for the preferred substation location near the Ogden
Road bridge over the rail line.

This is the first reading of a proposed ordinance to approve the Revision to the
Intergovernmental Agreement Establishing the Roanoke Valley Greenway Commission.
The second reading of the ordinance will be held at the December 16, 2008, Board
meeting.
The Intergovernmental Agreement establishing the Roanoke Valley Greenway Commission
was originally signed in 1997 and will expire in 2009. A committee was formed to review
and revise the agreement. It consisted of one representative from each of the four
localities participating in the Commission which include the County of Roanoke, Town of
Vinton, and Cities of Salem and Roanoke. Each committee member was appointed by the
chief executive officer of the locality they represent. Janet Scheid was appointed to
represent Roanoke County.
Attached is the revised agreement. Minor changes have been made to clarify language
and update code sections. "fhe revised agreement allows for additional localities to join the
Commission, specifies that the Commission can solicit private funding, and provides for
staff membership on the Commission. "fhe revised agreement does not have an expiration
date but rather will remain in force until dissolved or modified by action of the governing
bodies of the participating localities.
The other localities will consider approval of the agreement at their meetings on the
following dates: the City of Salem on December 8, 2008; the City of Roanoke on
December 15, 2008; and the Town of Vinton on December 16, 2008.
FISCAL IMPACT:

WHEREAS, the County of Roanoke, the City of Roanoke, the City of Salem, and
the Town of Vinton in 1997 jointly entered into an Intergovernmental Agreement
Establishing the Roanoke Valley Greenway Commission pursuant to authority granted
to local governments by Section 15.2-1300 of Title 15.2, Counties, Cities and Towns, of
the Code of Virginia, 1950, as amended, in order to coordinate the efforts of the
participating localities for the planning, development and maintenance of a system of
greenways throughout the Roanoke Valley; and
WHEREAS, as a result of a decade of progress through regional cooperation in
the establishment and expansion of the greenway system throughout the Roanoke
Valley, changes were needed in the 1997 intergovernmental agreement in order to
improve the operational effectiveness of this Greenway Commission; and
WHEREAS, representatives from each of the participating governments have
drafted proposed amendments to said agreement which have been reviewed and
approved by the responsible officials of each of the participating governments; and
WHEREAS, the proposed Revision to the Intergovernmental Agreement
Establishing the Roanoke Valley Greenway Commission is being submitted to each of
the participating local governing bodies for their formal adoption; and
WHEREAS, formal approval of the proposed Revision to the Intergovernmental
Agreement Establishing the Roanoke Valley Greenway Commission by 'the County of
Roanoke, Virginia requires adoption by ordinance; and
WHEREAS, the first reading of this ordinance was held on December 2, 2008,
and the second reading was held on December 16, 2008.
NOW, THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That the Revision to the Intergovernmental Agreement Establisf ling the
Roanoke Valley Greenway Corrimission, dated December 2008, attached
hereto as Exhibit "A", is hereby approved and adopted on behalf of the
County of Roanoke, Virginia.
2. "that the chairman of the Roanoke County Board of Supervisors is authorized

work closely with the Western Virginia Land Trust and similar
nonprofit organizations, and facilitate cooperation among
Valley governments in developing, constructing, and
maintaining a system of greenways throughout the Valley; a~
(g) To coordinate the efforts of the federal, state and local
jurisdictions in the Valley to create aValley-wide system of
greenways and trails that satisfy the needs of all the residents
of the Valley, including those with special needs; -
(h) To assist the participating localities with developing project
plans and timetables for greenways and with defining roles
and responsibilities for each project; and
(i) To coordinate with Pathfinders for Greenways, Inc. in its use
of volunteers to assist participating localities with construction
and maintenance of greenways and in its solicitation of private
sector funding for greenway development.

6. MEETINGS
(a) The Commission shall hold regular meetings at least once per
quarter each calendar year. All meetings and hearings of the

Virginia Freedom of Information Act. Reasonable notice of the

7. OPERATING REVENUE
(a) The Commission shall not operate as a fiscal agent.

This is the second reading of the proposed ordinance to vacate a 15-foot drainage
easement recorded by deed of easement, Instrument #200400160 for Edgefield
Subdivision. The first reading was held on November 11, 2008.
By deed of easement, Instrument #200400160 on January 6, 2004, recorded in the Clerk's
Office of the Circuit Court of Roanoke County, Virginia, Charles R. Simpson Inc. and
Greystoke Partnership conveyed to the Board of Supervisors of Roanoke County a 15-foot
drainage easement extending from Edgefield, Section 1, in a northwestern direction
through the remaining property of Charles R. Simpson, Inc., Tract "A-2" (Tax #61.01-01-
02.3) and property of Greystoke Partnership, Tract "B" (Tax #61.01-01-02) towards the
existing natural watercourse (shown on attached Exhibit "A").
By plat of Edgefield, Section 2, on August 31, 2004, recorded in the Clerk's Office of the
Circuit Court of Roanoke County, Virginia, Plat Book 28, Page 45, Charles R. Simpson,
Inc. created by said plat, building lots, right of way and a Stormwater Management
Easement. The existing 15-foot drainage easement as recorded in instrument
#2004000160, is an encumbrance on Lots 19, 20 and 21, a portion of the right of way of
Matthew Drive and the Stormwater Management Easement of Edgefield, Section 2 (shown
on attached Exhibit "B").
The petitioners, Charles R. Simpson, Inc., developer and owner of Lot 21 of Edgefield,
Section 2, Greystoke Partnership, Sai Xian & Wen Yu Lin Zheng, owner of Lot 20, and
Dominick and Selina Emlen, owners of Lot 19, are requesting the Board of Supervisors to
vacate a drainage easement as described above, for the following reasons:
1. To remove encumbrance from their properties.
2. In order that Charles R. Simpson, Inc. can move forward with the acceptance of
Matthew Drive into the Virginia Department of Transportation Secondary Road System.
Roanoke County Department of Community Development has determined that the above-
referenced drainage easement is no longer necessary due to the plan approval and platting
of Edgefield, Section 2, and will not affect the operation and maintenance of the storm
drain system associated with Edgefield, Sections 1 & 2.
FISCAL IMPACT:
All costs associated with the adoption of this ordinance will be the responsibility of Charles

WHEREAS, a 15-foot drainage easement was dedicated to the County o~F Roanoke
by deed of easement, instrument #200400160, from Edgefield subdivision, Section 1,
through the property of Charles R. Simpson, Inc., Tax Map # 61.01-01-02.3, and the
property of Greystoke Partnership, Tax Map # 61.01-01-02, Tract "A-2" and Tract "B",

County, Virginia, in Plat Book 28, page 45, on August 31, 2004, Charles R. Simpson, Inc.,

way, designated as Matthew Drive, and a stormwater management easement; and
WHEREAS, the aforesaid 15-foot drainage easement is a recorded encumbrance
on Lots, 19, 20 and 21 of Edgefield Subdivision, Section 2, and underlying Ma't'thew Drive,
a public street proposed for acceptance into the Virginia Secondary Road System, all as
shown on "Vacate a 15-foot Drainage Easement recorded by Deed of Easement,
instrument # 200400160, located in the Vinton Magisterial District", prepared by Roanoke
County Department of Community Development, attached as Exhiibit "B"; and
WHEREAS, the Virginia Department of Transportation (VDOT) has requested that
this easement relocation be accomplished by formal action of the Roanoke County Board
of Supervisors in accordance with Section 15.2-2272 (2), Code of Virginia, 1950, as
amended, in order to permanently vacate that portion of the easement underlying Matthew
Drive so as to permit the proper acceptance of Matthew Drive into the State Secondary
Road System; and
WHEREAS, this formal board action of vacation will serve to remove potential title
questions affecting the property owners of Lots 19, 20 and 21 in Edge~field Subdivision,
Section 2; and
WHEREAS, the developer and lot owners of Lots 19, 20 and 21, as Petitioners,
have requested that, pursuant to §15.2-2272 of the Code of Virginia (1950, as amended),
the Board of Supervisors of Roanoke County, Virginia, vacate the existing 15-foot drainage
easement dedicated by instrument # 200400160, as now shown on the attached Exhibits

WHEREAS, this vacation will not involve any cost to the County and the affected

SUMMARY OF INFORMATION:
1. Library Board (appointed by district)
Lisa Boggess, who represents the Vinton District, has notified Supervisor Altizer that
she is no longer a County resident. Her four-year term expires on December 31, 2008.
2. Roanoke County Planning Commission (appointed by district)
The four-year term of David Radford, Windsor Hills Magisterial District, will expire on
December 31, 2008. Mr. Radford was appointed on November 13, 2007, to complete
the unexpired portion of the term left vacate by the death of AI Thomason.
3. Social Services Advisory Board (appointed by district)
The four-year term of Douglas C. Forbes, Vinton Magisterial District, expired on July 31,
2008. Mr. Forbes is not eligible for reappointment as he has served two consecutive
terms.
The representative from the Catawba Magisterial District has resigned. This four-year
term will expire July 31, 2009.
Supervisor Church has advised that Janice H. Tawney is willing to serve on this Board
as the Catawba representative. He wishes to appoint her to serve the reminder of the
four-yearterm which will expire July 31, 2009, and to an additional four-yearterm whiich
will expire July 31, 2013. Supervisor Church has requested that confirmation of her
appointment be placed on the Consent Agenda.
4. Western Virginia Regional Jail Authority
The following one-year terms will expire on December 31, 2008:
(1) Michael W. Altizer, elected representative;
(2) Joseph B. "Butch" Church, alternate elected representative;
(3) Jol-in M. Charribliss, administrative official; and

SUPERVISORS OF ROANOKE COUNTY TO WANDA G. RILEY, CLERK
TO THE BOARD OF SUPERVISORS, UPON HER REl'IREMENT AFTER
THIRTY-FIVE YEARS OF SERVICE
WHEREAS, Wanda G. Riley was employed by the Roanoke County Public Service
Authority (PSA) on January 1, 1973, and in July 1980, when the PSA became part of the
County, she served as Secretary to the Director of Utility Engineering and Administration;
and
WHEREAS, Ms. Riley also served as Secretary to the Superintendent of Public
Facilities; Administrative Secretary to an Assistant County Administrator; Administrative
Secretary in the Coi"inty Attorney's Office; Executive Secretary to the County Administrator,
and was appointed Clerk to 'the Board of Supervisors in May 2007; and
WHEREAS, Ms. Riley retired on November 1, 2008, after thirty-five years of service
to Roanoke County; and
WHEREAS, Ms. Riley earned the designation of Certified Professional Secretary,
and was a member of the Roanoke Chapter, International Association of Administrative
Professions since 1988; the Virginia Municipal Clerks Association; and the International
Institute of Municipal Clerks; and
WHEREAS, during Ms. Riley's many years of employment, her administrative
expertise and leadership abilities were greatly valued by County staff and her co-workers,
and contributed to the growth and development of the County; and
WHEREAS, Ms. Riley, through her employment with Roanoke County, has been
instrumental in improving the quality of life and providing services to the citizens of
Roanoke County.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke
County expresses its deepest appreciation and the appreciation of the citizens of Roanoke
County to WANDA G. RILEY for thirty-five years of capable, loyal, and dedicated service to
Roanoke County; and
FURTHER, the Board of Supervisors does express its best wishes for a happy and
productive retirement.

Roanoke County Schools requests that 'the Board accept and appropriate the following:
This request is for appropriation of funds to cover the costs of personnel, instructional
materials, supplies, equipment, staff development, travel and other expenses relating to
the educational services to be provided at the Western Virginia Regional Jail. These
services are mandated for individuals aged 18-22 who were identified as special education
students prior to incarceration.
The proposed budget of $37,028 is for the current school year and will be reimbursed
quarterly by the Virginia Department of Education. The quarterly reimbursement schedule
is January 12, 2009; April 10, 2009; and July 10, 2009.
FISCAL IMPACT:
The appropriation increases the school operating fund by $37,028.

SUMMARY OF INFORMATION:
On December 4, 2007, the Board of Supervisors approved the transfer of up to $175,000
to the County Schools to pay for half of the architect and engineering (A&E) fees to design
the renovations needed at Southview Elementary School. The Schools have now decided
to surplus and sell this building, so the money for A&E fees is no longer needed.
On November 11, 2008, the Board approved a resolution allowing the School Board to sell
the Southview Elementary School building. At that time, Supervisor Altizer asked to
unappropriate 'the $175,000 that had been set aside for the A&E work. Supervisor
McNamara asked that this $175,000 be transferred to the General Fund Unappropriated
Balance.
FISCAL IMPACT:
The General Fund Unappropriated Balance will be increased by the $175,000 that is no
longer needed for Southview A&E work.
STAFF RECOMMENDATION:
Staff recommends unappropriating $175,000 From Southview A&E, and depositing the
money into the General Fund Unappropriated Balance.

SUMMARY OF INFORMATION:
Stonegate Properties, LLC, the developer of Stonegate, Phase 2 in the Hollins Magisterial
District, requests that the Board of Supervisors approve a resolution to the Virginia
Department of Transportation requesting that they accept the addition of the street
segment B-C, 0.339 mile of Stoneledge Drive from the County Line (0.201 mile east of
Stonegate Drive) to its cul-de-sac that concur with portions of Stoneledge Drive that
encroach into Botetourt County, upon Botetourt County's concurrence, being inventoried,
maintained, and, if necessary, improved in the future as part of the Roanoke County
secondary system of state highways.
"fhe staff has inspected these roads along with representatives of the Virginia Department
of Transportation and finds the road is acceptable.
FISCAL IMPACT:
No county funding is required.
STAFF RECOMMENDATION:
The staff recommends that the Board approve a resolution to VDOT requesting that they
accept a portion of Stoneledge Drive into the Secondary Road System.

RESOLUTION REQUESTING ACCEPTANCE OF A PORTION OF
STONELEDGE DRIVE INTO THE VIRGINIA DEPARTMENT OF
TRANSPORTATION SECONDARY SYSTEM
WHEREAS, the streets described on the attached VDOT Form AM-4.3, fully
incorporated herein by reference, are shown on plats recorded in the Clerk's Office of the
Circuit Court of Roanoke County, and
WHEREAS, the representative for the Virginia Department of Transportation has
advised this Board that the street(s) meet the requirements established by the Virginia
Department of Transportation's Subdivision Street Requirements, and
WHEREAS, the County and the Virginia Department of Transportation have entered
into an agreement on March 9, 1999 for comprehensive stormwater detention which
applies to this request for addition,
NOW, THEREFORE, BE IT RESOLVED, this Board requests the Virginia
Department of Transportation to add the street(s) described on the attached Additions
Form AM-4.3 to the secondary system of state highways, pursuant to §33.1-229, Code of
Virginia, and the Department's Subdivision S'tree't Requirements, after receiving a copy of
this resolution and all outstanding fees and documents required of the developer,

BE IT FURTHER RESOLVED, this Board guarantees a clear and unrestricted right-

SUMMARY OF INFORMATION:
Charles R. Simpson, Inc., the developer of Edgefield, Section 2, in the Vinton Magisterial
District, requests that the Board of Supervisors approve a resolution to the Virginia
Department of Transportation requesting that they accept 0. 16 mile of Matthew Drive from
the intersection of Fountain Lane (Sec Rte 1275) to the intersection of Edgefield Drive,
0.18 mile of Matthew Drive from the intersection of Edgefield Drive to the end of the road,
and accept 0.06 mile of Edgefield Drive from the intersection of Matthew Drive to the
intersection of Fountain Lane.
The staff has inspected these roads along with representatives of the Virginia Department
of Transportation and finds the road is acceptable.
FISCAL IMPACT:
No county funding is required.
STAFF RECOMMENDATION:
The staff recommends that the Board approve a resolution to VDOT requesting that they
accept a portion of Matthew Drive and Edge~Field Drive into the Secondary Road System.
THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, IN REGULAR MEETING ON
THE 2ND DAY OF DECEMBER 2008 ADOPTED THE FOLLOWING:
RESOLUTION REQUESTING ACCEPTANCE OF A PORTION OF
MATTHEW DRIVE AND EDGEFIELD DRIVE INTO THE VIRGINIA
DEPARTMENT OF TRANSPORTATION SECONDARY SYSTEM
WHEREAS, the streets described on the attached VDOT Form AM-4.3, fully
incorporated herein by reference, are shown on plats recorded in the Clerk's Office of the
Circuit Court of Roanoke County, and
WHEREAS, the representative for the Virginia Department of Transportation has
advised this Board that the street(s) meet the requirements established by the Virginia
Department of Transportation's Subdivision Street Requirements, and
WHEREAS, the County and the Virginia Department of Transportation have entered
into an agreement on March 9, 1999 for comprehensive stormwater detention which
applies to this request for addition,
NOW, -THEREFORE, BE IT RESOLVED, this Board requests the Virginia
Department of Transportation to add the street(s) described on the attached Additions
Form AM-4.3 to the secondary system of state highways, pursuant to §33.1-229, Code of
Virginia, and the Department's Subdivision Street Requirements, after receiving a copy of
this resolution and all outstanding fees and documents required of the developer,
whichever occurs last in time.
BE IT FURTHER RESOLVED, this Board guarantees a clearand unrestricted right-
of-way, as described, and any necessary easements for cuts, fills and drainage, and
BE IT FURTHER RESOLVED, that a certified copy of this resolution be forwarded to
the Residency Administrator for the Virginia Department of Transportation.

SUMMARY OF INFORMATION:
Roanoke County Fire and Rescue, in cooperation with 'the Roanoke Valley Chapter of the
American Red Cross and other localities in the region, have formed and maintained a
regional Citizens Corp Council (CCC). While several programs are available under the
federal CCC umbrella, our regional emphasis has been on the delivery of Community
Emergency Response Team (CERT) training. The acceptance of this grant will allow
additional citizens to be trained and to offer updates to the over 675 citizens previously
trained.
The CERT program is designed to prepare individuals to act as a member of a team to
assist others in times of major or catastrophic events prior to arrival of emergency
responders. The individuals are also trained to better prepare themselves and otherfamily
members by having emergency preparedness kits. Several individuals have continued
training through the Red Cross and have assisted them on several deployments with the
most recent being the hurricanes affecting Texas along the gulf coast.
FISCAL IMPACT:
This grant does not require a monetary match but does require staff time to coordinate with
the Red Cross for scheduling and delivery of the programs. If the grant is not accepted,
the program will be unable to continue due to the equipment required for each student.

AS NATIONAL FAMILY DAY
IN THE COUNTY OF ROANOKE
WHEREAS, Families gathering together to celebrate Thanksgiving underscore the
comforting and positive role families play in our society; and during
National Family Week, the contributions of families everywhere are
celebrated; and
WHEREAS, Families strengthen our communities by teaching important values
such as compassion and honesty to their children, offer a supportive
environment, and help ensure that children grow into responsible
members of society; and
WHEREAS, Parents shape the character of their children by providing guidance and
unconditional love; and
WHEREAS, the Roanoke County Board of Supervisors believes that the strength of
our community is built upon the foundation of strong families and is
committed to promoting positive youth development and supporting
families in their efforts to successfully raise healthy, well adjusted
children.
NOW THEREFORE, WE, Richard C. Flora, Chairman, and Michael W. Altizer, Vice-
Chairman, of the Board of Supervisors of Roanoke County, Virginia, do
hereby proclaim November 23 through November 29, 2008, as
National Family Week
and invite all citizens of the County of Roanoke and neighboring
