SUMMARYGF INFGRMATIGN:
The Vinton War Memorial building will continue to serve as a monument for the Vinton
community for the World War II veterans. As part of the reconstruction project, a new
monument will be erected to memorialize those from the area who gave their lives for their
country in World War II and the other wars up to the present time. It is my understanding
that the names of those soldiers who were residents of the Town of Vinton as well as the
other parts of Roanoke County will be included on the mon~~ment.
A competition was held for the design of the new monument. A design by Larry Bechtel,
John Kirtley, Jr., and Mary Babcockwas chosen and photos of the model areattached as
Exhibit A. The estimated cost of the new monument is $300,000, and the Vinton War
Memorial Vision Committee has been actively fund raising for this project. Matching a
contribution from the Town of Vinton, Roanoke County made a previous contribution in
fiscal year 2007-2008 of $30,000. 'rhe Board has indicated their desire to share in the cost
of the monument and to match the Town of Vinton's additional contribution forfiscal year
2008-2009 up to $20,000.
FISCAL IMPACT:
Funds in the amount of up to $20,000 are available in the fiscal year 2008-2009 Board
Contingency Fund.
STAFF REC~MMENDATI~N:
Staff recommends appropriating up to $20,000 from the fiscal year 2008-2009 Board
Contingency Fund to the Town of Vinton as the County's additional contribution towards
the construction of the new veterans' monument at the Vinton War Memorial.

RESOLLII'ION 451949-2 OF CONGRATULATIONS TO HIDDEN
VALLEY HIGH SCHOOL GIRLS SWIM TEAM FOR WINNING A STATE
GROUP AA CHAMPIONSHIP
V1IHEREAS, team sports are an important part of the curriculum at schools in
Roanoke County teaching cooperation, sportsmanship, and athletic skill; and
VIJHEREAS, the Hidden Valley High School girls swim team won their first Group
AA swimming championship at the University of Virginia Aquatic and Fitness Center on
February 28, 2449; and
VIJHEREAS, the team won with outstanding performances and outscored second-
place Lafayette by 398 to 182; and
VIJHEREAS, in addition to winning the team championship, the Titans also won
individual state titles while setting new state records for the following events: 199
freestyle, 199 backstroke, 5a0 freestyle, 2a9 medley relay, and 4a0 freestyle relay; and
VIIHEREAS, the members of 'the team include the following: Jill Bair, Caroline
Caldwell, Katie Campbell, Danielle Dillon, Drew Dillon, Lauren Gray, Devin Henry,
Lauren Hines, Ellen Hurley, Katherine Moles, Sami Norman, Lindsay Skalraad, and
Katie Young; and
VIIHEREAS, the team is coached by Sheri Vaughn.
N~VIJ, THEREFaRE, BE IT RESOLVED that the Board of Supervisors of
Roanoke County, Virginia does hereby extend its sincere congratulations to the
HIDDEN VALLEY HIGH SCHOOL GIRLS SWIM TEAM for winning a State Group AA
Championship; and
BE lT FURTHER RESOLVED that the Board of Supervisors extends its best
wishes to the members of the team, the coaches, and the school in their future
endeavors.

WHEREAS, the Hidden Valley High School Archery team won the Virginia National
Archery in the Schools Program (NASP) State Tournament on February 28, 2009, in
Fishersville, Virginia; and
WHEREAS, the State Tournament is the culminating event for Virginia schools
participating in the NASP; and
WHEREAS, the Titans finished first in the High School Division, scoring 2,912
points; and
WHEREAS, bywinning the state championship, theTitans qualified to participate in
the National Tournament in Louisville, Kentucky; and
WHEREAS, the members of the team include the following: Molly Christopher,
Jessica Clervoi, Evan Clower, Alex Ekirch, Mariah Howell, Brad Hugus, Patrick Jenks,
David Jol~nson, Hannah Kocher, Varun Kuvuru, Kristi McBride, Zack McRoy, Jacob Muce,

RESOLUTION 051909-4 OF CONGRATULATIONS TO THE NORTHSIDE
MIDDLE SCHOOL ARCHERY TEAM FOR WINNING THE VIRGINIA
NATIONAL ARCHERY IN THE SCHOOLS PROGRAM (NASP) STATE
TOURNAMENT
WHEREAS, the Northside Middle School Archery team won the Virginia National
Archery in the Schools Program (NASP) State Tournament on February 28, 2009, in
Fishersville, Virginia; and
WHEREAS, the State Tournament is the culminating event for Virginia schools
participating in the NASP; and
WHEREAS, the Northside team finished first in the Middle School Division, scoring
2,714 points to win its second consecutive state championship; and
WHEREAS, by winning the state championship, the Northside Middle School Team
qualified to participate in the National Tournament in Louisville, Kentucky; and
WHEREAS, the members of the team include the following: Giovanni Allen-Masu,
Corey Besase, Jeremy Brown, Jordan Calloway, Amanda Cosgrove, Will Echols, Daniel
Feivor, Preston Feivor, Chris Gallimore, Anna Henley, Emily Huffman, Devin Jones, Daniel
Johnson, Jovana Kalinic, Becca Lester, Matthew McBee, Roberk IVlinnis, Tim Shay, Andrew
St.Clair, Tommy Swisher, and Nick Williamson; and
WHEREAS, the Northside team is coached by Bob Shelton and Glenn Surface.

HIGH SCHQQL AIR FARCE JUNIQR RQTC PRQGRAM FQR BEING
SELECTED TQ RECEIVE THE 2008-2009 DISTINGUISHED UNIT AWARD
WHEREAS, the Air Force Junior Reserve Officer Training Corps (ROTC) was
established in 1955 with twenty units and has grown to 393 units throughout the world,
with more than 102,000 cadets; and
WHEREAS, the objectives of the Air Force Junior ROTC program are to educate
and train high school cadets in citizenship and life skills; promote community service;
instill responsibility, character, and self-discipline through character education; and to
provide instruction in air and spacefundamentals; and
WHEREAS, the Air Force Junior ROTC Distinguished Unit Award is given in
recognition of units that have performed above and beyond normal expectations,
distinguished themselves through outstanding service to their school and community,
and meet the Air Force Junior ROTC mission of producing better citizens for America;
and
VIlHEREAS, the William Byrd High School Air Force Junior ROTC is comprised of
81 cadets who continually achieve the requirements for the Distinguished Unit Award,
and are to be commended for their dedication to the success of the unit.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of
Roanoke County, Virginia, does hereby extend its sincere congratulations to the
WILLIAM BYRD HIGH SCHQQL AIR FARCE JUNIQR RQTC PRQGRAM for being
selected to receive the 2008-2009 Distinguished Unit Award; and
BE IT FURTHER RESOLVED that the Board of Supervisors extends its best
wishes to the cadets, the instructors, and the school in their future endeavors.
