Good afternoon and welcome to our meeting for July 14, 2009. Regular meetings are
held on the second Tuesday and the fourth Tuesday at 3:00 p.m. Public hearings are
held at 7:00 p.m. on the fourth Tuesday of each month. Deviations from this schedule
will be announced. The meetings are broadcast live on RVTV, Channel 3, and will be
rebroadcast on Thursday at 7:00 p.m. and on Saturday at 4:00 p.m. Our meetings are
now closed-captioned, so it is important that anyone addressing the Board speak
directly into the microphones at the podium. Individuals who require assistance or
special arrangements to participate in or attend Board of Supervisors meetings should

SUMMARY OF INFORMATION:
John Chambliss, Assistant County Administrator, will retire on July 31,2009 after thirty-six
years and one month of service to Roanoke County. He will attend the meeting to accept a
resolution of retirement.

RESOLUTION EXPRESSING THE APPRECIATION OF THE BOARD OF
SUPERVISORS OF ROANOKE COUNTY TO JOHN M. CHAMBLISS, JR.,
ASSISTANT COUNTY ADMINISTRATOR, UPON HIS RETIREMENT
AFTER THIRTY-SIX YEARS OF SERVICE
WHEREAS, John M. Chambliss, Jr. was first employed by Roanoke County on June
11, 1973, as Assistant Finance Officer and was promoted to Assistant Director of Finance
on July 1, 1976, where he served until July 1, 1978, when he was promoted to Director of
Finance; and
WHEREAS, he was promoted to Assistant County Administrator on March 1, 1986,
and acted as Interim County Administrator, from July 1, 2008 through March 15, 2009,
during which time he skillfully guided staff and departments through an extremely
challenging budgetary period; and
WHEREAS, Mr. Chambliss will retire from Roanoke County on July 31, 2009, as
Assistant County Administrator after thirty-six years and one month of service; and
WHEREAS, Mr. Chambliss, has been influential in the design and success of
numerous projects which have benefited not only the citizens of Roanoke County, but those
in the surrounding region as well, including the Community Policy and Management Team,
the Regional Juvenile Detention Center and a new facility for the Society for the Prevention
of Cruelty to Animals and its governing Municipal Panel; and
WHEREAS, Mr. Chambliss was responsible for the CORTRAN program since its
inception, providing much needed public transportation for the elderly and handicapped
citizens of the County; and

WHEREAS, most recently, he was instrumental in the formation of the Western
Virginia Regional Jail Authority, serving on its Board and as Roanoke County's
administrator for the site selection, development and successful completion of the facility;
and
WHEREAS, Mr. Chambliss represented Roanoke County on numerous advisory
boards and committees to include the Court Community Corrections Program Regional
Community Criminal Justice Board, the Regional Center for Animal Control and Protection,
the Roanoke Valley Juvenile Detention Commission and the Roanoke Valley Resource
Authority; and
WHEREAS, he also served the community for thirteen years as a volunteer
firefighter, reaching the rank of Volunteer Captain of Company 3, and currently serves as
President for that organization; and,
WHEREAS, throughout his tenure with Roanoke County, Mr. Chambliss has
displayed the highest standards of integrity, honor, and character and has, with
compassion, consistently improved the quality of life for his fellow employees and citizens.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke
County, Virginia, expresses its deepest appreciation and the appreciation of the citizens of
Roanoke County to JOHN M. CHAMBLISS, JR. for more than thirty-six years of capable,
loyal, and dedicated service to Roanoke County; and
FURTHER, the Board of Supervisors does express its best wishes for a happy and
productive retirement.

SUMMARY OF INFORMATION
The County of Roanoke recently notified the City of Roanoke of our intentions to terminate
the agreements for the joint operation of the firing range and driving range located near
Dixie Caverns in the western part of Roanoke County.
In each of the agreenlents, language was included whereby "the City will be reimbursed for
the value of improvements and equipment for which the City has been invoiced and paid".
The value of said improvements has been reviewed by the Roanoke City Manager,
Roanoke County Administrator and their staff and the calculated value is $195,204.
FISCAL IMPACT:
Funding is available in the Minor Capital Fund.
STAFF RECOMMENDATION:
Staff recommends appropriating $195,204 from the Minor County Capital fund for payment
to the City of Roanoke for the fair value of the firing range and driving range.

Thank you for your letter of June 26 outlining the City's calculation of the fair value of $205,486.
Upon review with staff, two items were noted for correction. The spreadsheet appears to have a
mathematical error on the 2008 year line for both the firing range and driving range details. This change
is minor and may be rounding based on the percentage used for the (PI (shown as 3.8%). Our staff also
looked at the Table 24 identified in the notes and find that the percentage for 2008 should be 0.1%, not
the 3.8% noted (see copy attached). While we understand the logic of the concern for the energy costsJ
if we plan to deviate from the language of the agreements to determine the value of the cost using a CPI
factor, we must be consistent in the application, meaning using the chart for all of the years. Attached is
a revised chart showing the arnount using the CPI basis calculated at $195}204 as compared to your
calculation of $205,468 for a net change (increase) from the original cost calculation methodology
($174/109) of $21,095. If you concur with this determination, please E-mail me your response and we
will prepare a check for delivery to you. As I stated before.. the Board of Supervisors asked for the
original agreement to be terminated and we consider the date of June 30, 2009 as indicated in the
County's letter of March 26 to be the last date for training at the site.
As we discussed before, the County will be closing the firing range for upgrade and repairs
shortly after July 1, 2009. Our Board of Supervisors has asked us to consider opening the range to other
agencies on a contractual basis once the repairs are completed, and we will be in discussion with you on
this matter in the near future. I would like to thank you and your staff for working on this matter with
us. I look forward to your response to the calculated settlernent so that we can prepare the check and
finalize this matteL

Regjonal Firing and
Driving Ranges
Dear Clay:
It was a pteas ure to meet with you and yo ur staff Wednesday to discuss
the regional firing and driving ranges. Attached is a copy of the Clty's
calculation of $2051486 as fair value due from the County under
Paragraph No. 14 of the two Memorandums of Agreement.
As we discussed, this amount includes a cost of living Index adjustment
for the City's investment in the two regional facilities and depreciation of
that investment. In exchange for payment of $205.486, the City will
abandon the pending mediation process and vacate both the driving and
firing range by July 1 r 2009.
Until the City receives a response to this proposal. our public safety
departments will continue to utiljze these two regIonal facilities In
accordance with the Memorandums of Agreement. Should you have any

SUMMARY OF INFORMA-rION:
Firstchoice Public Private Partners, LLC is requesting a waiver to the County's noise
ordinance in order to operate a 1 ,200 kilowatt diesel generator on a continuous basis
between the dates of August 1, 2009 and September 30, 2009 in order to climatize the
Green Ridge Recreation Center on Woodhaven Road. The operation of the generator
is necessary to provide climate control in order to ensure the quality of the application of
the interior building finishes. Permanent power may be provided as early as August 21,
2009, possibly shortening the duration of the operation of the generator.
The attached letter submitted by English Construction, one of the partner firms that
comprise Firstchoice, documen~s the request for the noise ordinance waiver.
STAFF RECOMMENDATION:
It is recommended that the Board favorably consider the adoption of the attached
resolution granting this waiver.

Dear Dan:
This request is for a noise ordinance waiver to utilize the use of a temporary generator
(1200 kw Cat Diesel) to install and temporarily operate the following equipment until
the permanent power for the center has been installed by AEP; the elevator, HVAC
equipment, light fixtures and additional equipment required by subcontractors to
complete their work.
Time Frame: Start August 1st end September 30th. 24 hours per day.
Purpose: To climatize the interior of the building for the installation of finishes.
Location of Generator: West side of Gymnasium.
AEP will start offsite construction of the permanent power on July 13th, originating
from the intersection of Concourse Drive and Valleypointe Parkway, and be complete
in 2 to 3 weeks. They expect to energize the building approximately 1 to 2 weeks after
the completion of the underground work, weather permitting. The earliest would be
August 21 st to turn permanent power on.

RESOLUTION GRANTING A WAIVER UNDER SECTION 13-23 OF THE

MISCELLANEOUS OF THE ROANOKE COUNTY CODE, TO
FIRSTCHOICE PUBLIC PRIVATE PARTNERS, LLC
WHEREAS, Firstchoice Public Private Partners, LLC, the contractor for the Roanoke
County Multigenerational Recreation Center, for the purposes of climatizing the interior of
the structure in order to apply building finishes, has requested a waiver of the County's
noise ordinance as contemplated under Section 13-23. Undue hardship waiver to permit
the running of a large generator beginning on August 1,2009 and ending on September 30,
2009; and
WHEREAS, Section 13-23 of the Roanoke County Code establishes certain
standards for the Board of Supervisors to grant waivers from the provision of the Roanoke
County Noise Ordinance Article II. Noise of Chapter 13. Offenses - Miscellaneous to avoid
undue hardship upon consideration of certain factors set forth in subsection (b) of Section
13-23 and after making certain alternative findings.
BE IT RESOLVED by the Board of Supervisors of the County of Roanoke, Virginia,
as follows:
1. In making its determination as to whether to grant the requested waiver to the
Firstchoice Public Private Partners, LLC from the County's noise ordinance, the
Board of Supervisors has considered the following factors:
a. The time of day the noise will occur and the duration of the noise: Beginning
at approximately 5:00 p.m. on August 1, 2009, and ending 12:00 p.m. on
September 30,2009; the noise will occur and last 24 hours a day. Although
permanent power may be at the building as soon as August 21 allowing for
the generator to be discontinued, the date of September 30 is the date
requested in case of possible delays.
b. Whether the noise is intermittent or continuous: The noise produced by the
generator at the Multi-Generational Recreation Center, located at the
intersection of Woodhaven Road and Valleypointe Parkway, will be
continuous.
c. The extensiveness of the noise: The generator will be located to the rear of
the building, between the structure and Route 581. The sound will not be
audible at any residence except for the possibility of one house located
across the street from the construction entrance on Woodhaven Road. The
noise level at the one house will be minimal.
d. The technical and economic feasibility of bringing the noise into conformance
with the noise ordinance: The generator has to be operated for 24 hours per
day, 7 days per week in order to climatize the building to ensure finishes are
properly applied until permanent power can be delivered, therefore it is not
technically feasible to conform with the noise ordinance unless completion of
the project is delayed several weeks.
e. Other matters related to the impact of the noise on the health, safety and
welfare of the community and the degree of hardship resulting from
enforcement of the ordinance: none.
f. The extent to which the noise is necessary and incidental to the commercial

and industrial use generating the sound: The operation of the generator is
necessary for the completion of the Multi-Generational Recreation Center
unless significant delays are accepted by the County. Not granting the waiver
would result in the contractor being unable to complete the project in
accordance with the project schedule, thereby suffering substantial penalties
for non-compliance with the Comprehensive Agreement. Furthermore,
denying the waiver request would cause the facility opening to be delayed to
the detriment of the community.
2. The Board of Supervisors makes the following finding: Compliance with the
provisions of the County's noise ordinance concerning the specific act of noise
disturbance by construction machinery or operations under subsection (1) of Section
13-21. Specific acts as noise disturbance or under the provision of Section 13-20.
General prohibition would produce serious economic hardship for Firstchoice Public
Private Partners, LLC, without producing any substantial benefit to the public.
3. That the provisions of Section13-21. Specific acts as noise, subsection (1) and
Section 13-20. General prohibition of Article II. Noise of Chapter 13. Offenses -
Miscellaneous be WAIVED for a period from August 1, 2009 until September 30,
2009.
4. This Waiver is granted specifically to Firstchoice Public Private Partners, LLC, its
officers, employees and agents for the operation of a generator at the Multi-
Generational Recreation Center construction site in Roanoke County, Virginia for
work performed between August 1, 2009 and September 30, 2009.
5. That this Waiver may only be extended upon written application and approval by the

SUMMARY OF INFORMATION:
Mr. Jeff Todd and Mr. Stephen Stillwell, the developers of The Manor at Kingston Court,
located in the Windsor Hills Magisterial District, request that the Board of Supervisors
approve a resolution to abandon 1 ,326 square feet of existing Right-Of-Way and convert it
to a public utility easenlent as shown on Exhibit A. This 1 ,326 square feet section of
property will be added to the property of Lot 1 which is owned by C. Allen Wilkerson and
Debra L. Wilkerson D.B. 1609, P.G 867. Also the developers request that the Board of
Supervisors approve a resolution to abandon 3,385.95 square feet of existing Right-of-Way
and retain a 15 foot public utility easement within said Right-of-Way as shown on Exhibit B.
This 3,385.95 square feet section will be added to the property of Lot 16 which is owned by
Michael S. and Cheryl Kirkbride D.B 1703 P.G. 1360.
In a previous action by the Board, the County of Roanoke approved a request to accept
0.08 miles of Brentwood Court (VA Sec. Rte. 1983) to the end of its cul-de-sac and
abandonment of this existing right-of-way.
Staff from the County of Roanoke reviewed the request and recommends an approval.
Second reading and public hearing will be scheduled for July 28, 2009.

ROANOKE COUNTY CIRCUIT COURT CLERK'S OFFICE, AND
RETAINING PUBLIC UTILITY EASEMENTS, SAID RIGHT-OF-WAY
LOCATED IN THE WINDSOR HILLS MAGISTERIAL DISTRICT
WHEREAS, by Resolution 10990-4.c of the Roanoke County Board of
Supervisors, a street designated as Brentwood Court extending from Chippenham Drive
to a turnaround or cul-de-sac, has been accepted into the State Secondary Road
System, as shown on the plat of Section NO.3 of Kingston Court subdivision, recorded
in the Clerk's Office of the Circuit Court of Roanoke County, Virginia, Plat Book 11,
page 39; and
WHEREAS, by subsequent action of the Board of Supervisors on September 9,
2008 and January 27, 2009, the street designated as Brentwood Court, Virginia
Secondary Route 1983, after the abandonment of the initial length of Brentwood Court,
was extended from its original point of beginning to the end of a new permanent cul-de-
sac in this subdivision, as shown on the plat of The Manor of Kingston Court, recorded
in the aforesaid Clerk's Office in Plat Book 27, page 156; and
WHEREAS, the extension of Brentwood Court has resulted in the abandonment
of portions of the initial cul-de-sac which served as the initial terminus of that street and
the Commonwealth Transportation Commissioner has expressed his approval of the
vacation or "quit" of those portions of the original cul-de-sac of Brentwood Court which
no longer serve public convenience so as to warrant their maintenance at public
expense; and
WHEREAS, the developers of The Manor at Kingston Court, Jeff Todd and
Stephen Stillwell, and the property owners of Lot 1, Block 3 and Lot 16, Block 2, of
Kingston Court, Section 3, which adjoin the original cul-de-sac of Brentwood Court,
have requested, pursuant to Section 15.2-2272 of the Code of Virginia (1950, as
amended), the vacation of 1 ,326 square feet and 3,386 square feet, respectively, so as
to add and combine these areas to their existing properties; and

WHEREAS, the portion of the above described street or road to be vacated is
more clearly indicated as "PORTION OF RIGHT OF WAY ON BRENTWOOD COURT
TO BE CONVERTED TO A PUBLIC UTILITY EASEMENT AND COMBINED WITH LOT
1 BY BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA", attached
hereto as Exhibit "A" and "PORTION OF RIGHT OF WAY ON BRENTWOOD COURT
TO BE COMBINED WITH LOT 16 AND RETAIN A 15' PUE BY BOARD OF

WHEREAS, no other property owner will be affected by the vacation of this
abandoned portion of said Brentwood Court and that its current existence imposes an
impediment to the adjoining property owners making improvements to their properties
adjoining this previously dedicated street; and
WHEREAS, this vacation will not involve any cost to the County and the affected
County departments have raised no objection; and
WHEREAS, notice has been given as required by Section 15.2-2204 of the Code
of Virginia (1950, as amended); and
THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That pursuant to the provisions of Section 18.04 of the Roanoke County
Charter, the acquisition and disposition of real estate can be authorized only by
ordinance. A first reading of this ordinance was held on July 14, 2009, and a second
reading and public hearing of this ordinance was held on July 28, 2009.
2. That pursuant to the provisions of Section 16.01 of the Roanoke County
Charter, the subject real estate (a portion of Brentwood Court, Route 1983, previously
dedicated to public use, Plat Book 11, page 39) is hereby declared to be surplus and
the nature of the interests in real estate renders it unavailable for other public use.
3. That so much of this street, Brentwood Court, Route 1983, being designated
and shown as "PORTION OF ROAD TO BE COMBINED W/LOT 1" on Exhibit "A"
attached hereto, said portion of street being located adjacent to Lot 1, Block 3, Section
No. 3 of Kingston Court (PB11, page 39), and "PORTION OF ROAD TO BE

added and combined with Lot 16, Block 2, Section No.3, Kingston Court, Tax Map #
086.08-07-09.01, currently the property of Michael S. & Cheryl Kirkbride.
7. That all costs and expenses associated herewith, including but not limited to
publication, survey and recordation costs, shall be the responsibility of the Petitioners.
8. That the County Administrator, or any Assistant County Administrator, is
hereby authorized to execute such documents and take such actions as may be
necessary to accomplish the provisions of this ordinance, all of which shall be on form
approved by the County Attorney.
9. That this ordinance shall be effective on and from the date of its adoption and
a certified copy of this ordinance shall be recorded in the Clerk's Office of the Circuit
Court of Roanoke County, Virginia, in accordance with Section 15.2-2272 of the Code of

SUMMARY OF INFORMATION:
F & W Community Development Corporation, the developer of Samuel's Gate, Section 16,
at "the Orchards," in the Hollins Magisterial District, requests that the Board of Supervisors
approve a resolution to the Virginia Department of Transportation requesting that they
accept 0.07 mile of Tolman Circle from the intersection of Crumpacker Drive to its cul-de-
sac, 0.16 mile of Crumpacker Drive from 0.01 mile east of Apple Harvest Drive (Virginia
Secondary Route 1271) to the intersection with Tolman Circle, and 0.15 mile of
Crumpacker Drive from the intersection of Tolman Circle to 0.01 mile west of Apple
Harvest Drive (Virginia Secondary Route 1271).
-rhe staff has inspected these roads along with representatives of the Virginia Department
of Transportation and finds the road acceptable.
FISCAL IMPACT:
No county funding is required.
STAFF RECOMMENDATION:
The staff recommends that the Board approve a resolution to VDOT requesting that they
accept Tolman Circle and a portion of Crumpacker Drive into the Secondary Road System.

RESOLUTION ACCEPTING TOLMAN CIRCLE AND A PORTION OF
CRUMPACKER DRIVE INTO THE VIRGINIA DEPARTMENT OF
TRANSPORTATION SECONDARY ROAD SYSTEM
WHEREAS, the streets described on the attached VDOT Form AM-4.3, fully
incorporated herein by reference, are shown on plats recorded in the Clerk's Office of the
Circuit Court of Roanoke County; and
WHEREAS, the representative for the Virginia Department of Transportation has
advised this Board that the street(s) meet the requirements established by the Virginia
Department of Transportation's Subdivision Street Requirements; and
WHEREAS, the County and the Virginia Department of Transportation have entered
into an agreement on March 9, 1999 for comprehensive stormwater detention which applies
to this request for addition.
NOW, THEREFORE, BE IT RESOLVED, this Board requests the Virginia
Department of Transportation to add the street(s) described on the attached Additions
Form AM-4.3 to the secondary system of state highways, pursuant to ~33.1-229, Code of
Virginia, and the Department's Subdivision Street Requirements, after receiving a copy of
this resolution and all outstanding fees and documents required of the developer,
whichever occurs last in time.
BE IT FURTHER RESOLVED, this Board guarantees a clear and unrestricted right-
of-way, as described, and any necessary easements for cuts, fills and drainage; and
BE IT FURTHER RESOLVED, that a certified copy of this resolution be forwarded to
the Residency Administrator for the Virginia Department of Transportation.

SUMMARY OF INFORMATION:
Roanoke County Fire and Rescue, Roanoke City Fire-EMS, and the City of Salem Fire-
EMS Departments participate in the State of Virginia's Heavy and Tactical Rescue
Program as the Division-6 Technical Rescue Team (TRT). The Division-6 TRT is
responsible for providing emergency response to most of Southwest Virginia and has been
placed on alert for State and National emergencies. The funding is for the purchase of
equipment and/or training expenses to support the activities of the Regional Technical
Rescue Team.
FISCAL IMPACT:
""rhis grant does not require a monetary match; however, does require staff time to
coordinate with Roanoke City and the City of Salem to expend the funds. If the grant is not
accepted, the program will not be able to purchase needed equipment to support the team.

BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia that
B. Clayton Goodman, III, County Administrator, or his designee, is hereby authorized to
execute for and on behalf of Roanoke County, a public entity established under the laws
of the State of Virginia, this application and to file it in the appropriate State Office for
the purpose of obtaining certain Federal financial assistance under the National
Preparedness Directorate, United States Department of Homeland Security (DHS),
administered by the Commonwealth of Virginia.
That, Roanoke County, a public entity established under the laws of the
Commonwealth of Virginia, hereby authorizes it agent to provide to the Commonwealth
and to the DHS for all matters pertaining to such Federal financial assistance any and
all information pertaining to these Grants as may be requested.
FURTHER, the Board of Supervisors of Roanoke County authorizes the

The Roanoke County Police Department made application to the Department of Justice-
Office of Justice Programs for funding under the Recovery Act Edward Byrne Memorial
Justice Assistance Grant Program Local Solicitation in the amount of $143,832 for the
purpose of providing replacement Mobile Data Terminals over a three-year period. There
are no matching funds required to receive this grant. The Police Department estimated in
the application to spend an aggregate of $6,219 from its yearly budget during the grant
period, which runs from March 1 J 2009 through February 28, 2013.

SUMMARY OF INFORMATION:
In accordance with Section 46.2-809 of the Code of Virginia through trucks can be
restricted on certain primary and secondary routes in the limited number of cases where
doing so will promote the health, safety and welfare of the public without creating an undue
hardship on any transportation users. Such restriction may apply to any truck or truck and
trailer or semitrailer combination, except a pickup or panel truck that has no point of origin
or destination along the subject route.
During the work session, representatives from the Virginia Department of Transportation
and County staff will review with the Board the criteria and the process to restrict through
truck traffic on primary and secondary roads.

GUIDELINES FOR CONSIDERING REQUESTS TO
RESTRICT THROUGH TRUCKS ON PRIMARY AND SECONDARY HIGHWAYS
Section 46.2- 809 of the Code of Virginia provides:
The Commonwealth Transportation Board, or its designee, in response to a formal
request by a local governing body, after such body has held public hearings, may, after
due notice and a proper hearing, prohibit or restrict the use by through traffic of any
part of a primary or secondary highway if a reasonable alternate route is provided.
The Board, or its designee, shall act upon any such formal request within nine
months of its receipt, unless good cause is shown. Such restriction may apply to any
truck or truck and trailer or semitrailer combination, except a pickup or panel truck:,
as may be necessary to promote the health, safety, and welfare of the citizens of the
Commonwealth. Nothing in this section shall affect the validity of any city charter
provision or city ordinance heretofore adopted.
Background
It is the philosophy of the Commonwealth Transportation Board that all vehicles should have access
to the roads on which they are legally entitled to travel. Travel by any class ofvehicle on any class of
highway should be restricted only upon demonstration that it will promote the health, safety and
welfare of the citizens of the Commonwealth without creating an undue hardship on any of the users
of the transportation system. The Board recognizes that there may be a limited number of instances
when restricting through trucks from using a segment of a primary or secondary roadway will reduce
potential conflicts, creating a safer environment and one that is in accord with the current use of the
roadway. The Board has adopted these guidelines to govern and regulate requests for through truck
restrictions on primary and secondary highways.
Process
The Commonwealth Transportation Board delegates the authority to restrict through truck traffic on
secondary highways to the Commissioner of the Virginia Department of Transportation. Such

restrictions can apply to any truck, truck and trailer or semi trailer combination, or any combination of
those classifications. Consideration of all such restrictions by the Commissioner is subject to these
guidelines as adopted by the Board. The Commonwealth Transportation Board retains the authority
to restrict through truck traffic on primary highways.
In order to conform to the requirements of the Code of Virginia and to insure that all concerned
parties have an opportunity to provide input, the local governing body must hold a public hearing and
mak:e a formal request of the Department. The following must be adhered to:
(A) The public notices for the hearing must include a description of the proposed through
truck restriction and the alternate route with the same termini. A copy of the notices
must be provided.
(B) A public hearing must be held by the local governing body and a transcript of the
hearing must be provided with the resolution.
(C) The reso lution must describe the propo sed through truck restriction and a description
of the alternate, including termini.
(D) The governing body must include in the resolution that it will use its good offices for
enforcement of the proposed restriction by the appropriate local law enforcement
agency.
Failure to comply with (A), (B), (C) and (D) will result in the request being returned. The
Commonwealth Transportation Board and the Commissioner shall act upon any such formal request
within nine months of its receipt, unless good cause is shown.
Criteria
Travel by any class of vehicle should be restricted only upon demonstration that it will promote
the health, safety and welfare of the citizens of the Commonwealth without creating an undue
hardship on any users of the transportation network. The Virginia Department of Transportation
will consider criteria 1 through 4 in reviewing a requested through truck restriction. The proposed
restriction must meet both the frrst and second criteria in order to be approved:
1. Reasonable alternate routing is provided. The alternate route will be evaluated for traffic and

safety related impacts. To be considered "reasonable", the alternate route(s) must be
engineered to a standard sufficient for truck travel, and must be judged at least as appropriate
for truck traffic as the requested truck restriction route. If an alternate route must be
upgraded, the improvement shall be completed before the truck restriction can be
implemented. The termini of the proposed restriction must be identical to the alternate routing
to allow a time and distance comparison to be conducted between the two routings. Also, the
alternate routing must not create an undue hardship for trucks in reaching their destination.
2. The character and/or frequency of the truck traffic on the route proposed for restriction is not
compatible with the affected area. Evaluation will include safety issues, accident history,
engineering of the roadway, vehicle composition, and other traffic engineering related issues.
In addition to meeting the frrst two criteria, the proposed restriction must meet either the third or the
fourth criteria in order to be approved.
3. The roadway is residential in nature. Typically, the roadway will be judged to be residential if
there are at least 12 dwellings combined on both sides within 150' of the existing or proposed
roadway center line per 1,000 feet of roadway.
4. The roadway must be functionally classified as either a local or collector.
Failure to satisfy criteria 1 and 2, and either criteria 3 or 4 will normally result in rejection of
the requested restriction.
The Commonwealth Transportation Board when deemed necessary may modify or revise any
provisions or criteria contained in these guidelines.

PROCEDURES FOR CONSIDERING REQUESTS FOR
RESTRICTING THROUGH TRUCKS ON PRIMARY AND
SECONDARY HIGHWAYS
The following actions constitute a complete and thorough procedure for considering requests to
restrict through traffic on primary or secondary roads in accordance with Section 46.2-809 of the
Code of Virginia:
1. Before submitting a through truck restriction to VDOT, the local governing body
must hold a legally advertised public hearing with adherence to the following:
A. Public notices for the hearing must contain a description of the route(s) of
the proposed through truck restriction and the alternate route(s) with the
same termini. A copy of all Public Notices must be provided with the
request.
B. The governing body must hold a public hearing and a transcript of that
hearing must be provided with the request.
C. A copy of the adopted resolution describing the proposed through truck
restriction and the alternate including termini must be provided with the
request.
D. The local governing body must include in the resolution that it will use its
good offices for enforcement of the proposed restriction by the appropriate
local law enforcement agency.
A failure on the part of the local governing body to comply with A, B, C and D
will result in the return of the request to the locality for compliance.
2. The local governing body must make its formal request through the Resident
Engineer, certifying that it has met all the requirements noted in item #1. The
Resident Engineer, upon acceptance of the truck restriction request, will forward
it to the District Administrator. The District Administrator will forward the
request to the State Traffic Engineer.
3. The State Traffic Engineer will secure and evaluate the following data:
A. The functional classification for the route(s) proposed for restriction
and the route(s) proposed as alternate.
B. Review of the Six- Year Improvement Program to determine any
improvements scheduled for the proposed restricted route(s) and the
proposed alternate route(s).
C. A traffic engineering study to include:
(1) Traffic volumes by vehicle type including the number and
percentage of trucks on the route(s) proposed for restriction, and
the date(s) the data is collected.
(2) Comparison of driving runs on the route(s) proposed for restriction
and the alternate route(s), to indicate travel time/distance penalties
or savIngs.

D. An inventory of roadway characteristics and geometrics for the route(s)
proposed for restriction and the alternate route(s). This inventory should
include:
(1) Roadway length in miles
(2) Pavement width
(3) Number of travel lanes
(4) Shoulder width
(5) Pavement type and condition
(6) Speed limit
(7) Number and Type of adjacent land uses (i.e., residential and/or
commercial)
(8) Vertical and horizontal alignment
(9) Parking restrictions and/or parking observed
4. The State Traffic Engineer will secure and evaluate all available accident data or
the data for the previous three (3) years for the route(s) proposed for restriction
and the alternate route(s).
5. Following receipt of all requested data and information, the State Traffic Engineer
will conduct a traffic engineering study of the restriction request and a report will
be prepared. This report will be sent to the District Administrator for one or more
of the following actions:
A. Publish a public notice of the proposed restriction, requesting written
comment only
B. Publish a public notice of the proposed restriction and advise of the
Department's willingness to hold a public hearing if requested
C. Publish a public notice of the time and place of a public hearing on the
proposed restriction
If a public hearing is required, the District Administrator or his representative will
hold the hearing in accordance with established procedures.
In conjunction with the publishing of the public notice, signs will be erected at the
terminus of the proposed restricted route(s) advising of the proposed restriction
and listing contact information for receiving public comments. This signing shall
be erected for a period of at least thirty (30) days. A copy of the public notice will
be sent to the Virginia Trucking Association for distribution to the trucking
industry and other interested parties. If a proposed alternate route(s) includes
route(s) in another locality, the locality should be notified of this proposal for
their comments.
6. The District Administrator will prepare a report that will include his
recommendation and all pertinent materials (i.e., transcript of public hearing if
held, copy of published public notice and any written or oral comments received).
This report will be sent to the State Traffic Engineer.

7. The District Administrator will inform the Commonwealth Transportation Board
(CTB) member representing the area containing the proposed restricted route(s) of
the restriction request and obtain the CTB member's opinion. The District
Administrator will provide the State Traffic Engineer with the board member's
concurrence or disagreement with the recommendation.
8. The State Traffic Engineer will review all data and material including the District
Administrator's recommendation. A report will be prepared which will consider
the criteria outlined in the CTB approved "Guidelines for Considering Requests to
Restrict Through Trucks on Primary and Secondary Highways". This report and a
recommendation to approve or deny the proposed restriction will be submitted to
the Chief of System Operations.
9. For restrictions on secondary routes, the recommendation of the State Traffic
Engineer, if approved by the Chief of System Operations will be presented to the
Commissioner for approval or denial of the proposed restriction.
10. For restrictions on primary routes, the recommendation of the State Traffic
Engineer, if approved by the Chief of System Operations will be presented to the
Commissioner for consideration by the Commonwealth Transportation Board for
their approval or denial of the proposed restriction.
11. Following Commissioner or Board action the State Traffic Engineer will make all
appropriate notifications. The residency will be requested to post appropriate
signs if the restriction is approved
12. If a request is received to rescind or modify an existing "through truck" restriction
these same procedures must be followed.

TRAFFIC INFORMATION 1
STATE ROUTE 116 IS AN IMPORTANT LINK between the Roanoke
Valley and Smith Mountain Lake in Franklin County. Many residents of
Roanoke make frequent trips to Smith Mountain Lake for recreation or
to second homes, while full-time residents in Franklin County use Rt. 116
to travel to Roanoke for employment or shopping. The full extent of Rt.
116 extends from Rt. 122 in Burnt Chimney, Franklin County to Rt. 101 in
the City of Roanoke.
The purpose of the Route 116 Corridor Review is to provide data and
information for Roanoke County, the City of Roanoke, and the Virginia
Department of Transportation (VDOT) to use in their planning process. It
examines the portion of Rt. 116 from the Franklin County line to Jeffer-
son Street in the City of Roanoke. The information collected will be use-
ful in developing the Roanoke
County and City of Roanoke
Comprehensive Plans, as well as
[Purpose and Need" statements
for projects along the corridor.

OVERVIEW
State Route 116 is a two lane highway that runs in a southwest-northeast heading
from State Route 122 in Franklin County to State Route 101 in Roanoke City. This
corridor study will focus on the section of the road between Franklin County and Jef-
ferson Street in Roanoke City. Route 116 is known by several names in this section.
When it first enters Roanoke County it
is known as Jae Valley Road. Its name
changes to Mt. Pleasant Boulevard in the
/j community of Mount Pleasant. After its
!/ intersection with Route 658 in Roanoke
City, its name changes to Riverland Road SE.
Riverland Road SE continues until it reaches
Piedmont Street SEe Route 116 briefly uses
Piedmont Street SE until it reaches Walnut
Avenue SEe It then turns west onto Wal-
nut Avenue SE and remains there until it
reaches Jefferson Street.
This section provides brief a summary of
Franklin County the physical characteristics of the road in
the studied corridor. This information is
also available in Table 1.
FRANKLIN COUNTY LINE TO BLUE RIDGE PARKWAY
State Route 116 enters Roanoke County from Franklin County through a pass in
the Blue Ridge Mountains known as Windy Gap (Elevation 1257 ft.). The road's
elevation decreases 330 feet in the first 0.7 miles of the corridor as it descends into
the Back Creek basin. This portion of the road contains steep grades and several
tight turns. After it passes over Back Creek, the road straightens and assumes a
more level course for the next 1.41 miles
until it reaches the Blue Ridge Parkway
overpass.
Route 116 is given a functional classi-
fication of "major collector road" from
the Federal Highway Administration in
this section. The U.S. Census classified
this area as "rural." The speed limit is
55 mph. The road has an average lane
width of 10 feet and, as noted earlier,
has several tight turns as it descends
the Blue Ridge Mountains. The road I
has earth shoulders that are 1 foot wide I -I
between the Franklin County Line and I -- - - - -- - I

Back Creek and the Blue Ridge Parkway. There is one bridge in this section of the
road (Virginia Structure 1087) that is used to cross over Back Creek.
BLUE RIDGE PARKWAY TO RIVERLAND ROAD SE
After State Route 116 passes under the Blue Ridge Parkway, it enters into a census-
designated "Urbanized (3C)" area. From this point until the end of the studied cor-
ridor, its Federal Functional Classification is "Urban Minor Arterial." Route 116
passes through the most densely populated areas of the Mt. Pleasant community in
this section and serves as the primary transportation artery for that community.
The speed limit decreases to 45 mph in this section. The road has an average lane
width of 12 feet and 4 foot wide earth shoulders between the Blue Ridge Parkway
and the Roanoke City boundary, which is 1.17 miles away. After the road enters
the City of Roanoke, the average lane width decreases to 10 feet and shoulders are
eliminated entirely.
MOUNT PLEASANT ROAD SE TO 9TH STREET SE
This section begins at the intersection of State Route 116 and State Route 658. At
that point, Route 116's name changes from Mt. Pleasant Blvd. SE to Riverland Rd.
SEe Additionally, the average lane width increases to 12 feet. The road continues to
have no shoulders.
Between the beginning of this section and the Riverland Rd. SEjBennington St. SE
intersection, which is only 0.16 miles away, the speed limit is 30 mph. After it passes
that intersection, the speed limit increases to 35 mph. Between Bennington St. SE
and 9th St. SE there are two traffic signals. The first is located at the intersection of
Riverland Rd. SE and Garden City Blvd. SEe The second is at the Riverland Rd. SEj
9th St. SE intersection. Both are three-way intersections. There is one bridge in this
section (Virginia Structure 1828), which is located a short distance to the east the of
the Garden City Blvd. SE intersection.

9TH STREET SE TO JEFFERSON STREET
Shortly after State Route 116 (Riverland Rd. SE) passes the 9th St. SE intersection, it
enters a residential neighborhood known as Riverland. Sidewalks have been con-
structed along portions of both sides of the street as it passes through the neighbor-
hood. Street parking is permitted on the north side of the road in the neighborhood.
The speed limit is 25 mph and the average lane width varies between 11 and 12 feet.
Riverland Rd. terminates at its intersection with Piedmont St. SEe At this point,
Route 116 turns to the left (southwest) while it briefly uses Piedmont St. SEe Less
than one-tenth of a mile later, Piedmont St. SE terminates at its intersection with
Walnut Avenue SEe Route 116 then turns to the right (northwest) and continues
along Walnut Avenue until it reaches Jefferson Street.
Two large bridges are found on Walnut Avenue SE during the short distance that
Rou te 116 uses the road. The first - Virginia Structure 1816 - passes over the Roanoke
River. Immediately after this bridge ends, another- Virginia Structure 1815- begins.
This bridge carries the road over Norfolk and Southern Rail-lines and Williamson
Road. Shortly after this bridge ends, the road reaches the end of the studied corridor
at its intersection with Jefferson Street.
VEHICLE TYPE AND TRAFFIC VOLUMES
CURRENT TRAFFIC
Table 2 lists 2006 Average Annual Daily Traffic (AADT) data, 2006 truck traffic data,
and 2005 vehicle-per-hour (VPH) counts for the studied corridor. According to this
information, the busiest section of State Route 116 is found between Bennington St.
SE and 9th St. SE in the City of Roanoke. 9th St. SE and Bennington St. SE-whose
intersections designate either end of this section-are urban collector and minor arte-
rial roads, respectively, in southeast Roanoke City. Route 116 is the southern termi-
nal of both roads and, as a result, is frequently used as a connection or access road for
vehicles moving between or to those routes. In addition, Garden City Blvd. SE also

terminates at its intersection with Route 116 in this section. Garden City Blvd. SE is
one of the primary routes for vehicles traveling between Garden City and downtown
or southeast Roanoke.
Three of the other sections of the road that are located in the City of Roanoke reported
vehicle counts in excess of 7,000 per day. The only two sections that did not exceed
this level are found at the end of the corridor when the route briefly travels down
Piedmont Street SE and Walnut Street SEe At the other end of the study corridor in
Roanoke County, traffic counts were between five and six thousand vehicles per day.
Truck traffic was reported to constitute only 1 % of the total traffic in every section of
the corridor.
FUTURE TRAFFIC
Table 3 shows the projected traffic volumes for Route 116 in 2035. The growth rates
used in this calculation (and shown in the table) are based on estimates provided by
VDOT.
If the historic growth rates remain consistent in the future, the greatest increases of
traffic will occur in the southern sections of the corridor in Roanoke County. This
area has a greater capacity to accommodate new growth (in terms of undeveloped
land) than any other areas surrounding the studied corridor, so it is likely that this
prediction will be accurate. In regards to overall traffic volume, however, the sec-
tions in Roanoke City (especially between 9th St. SE and Roanoke County) are ex-
pected to remain the busiest in the corridor.
In addition to being available in Tables 2 and 3, current and future traffic volumes
are shown on Map 1. This map identifies the approximate locations at which the
counts were recorded. In addition to traffic count information, accident locations
and 2005 Level of Service (LOS) data for Rt. 116 is also presented. "Level of Service"
is a rating that is used to describe a road's ability to accommodate the amount and
type of traffic that normally uses it. These ratings range from A (high efficiency) to
F (lowest efficiency).

ACCIDENTS
The intersection of Riverland Rd. SE (Rt. 116) and Bennington St. SE.
Detailed accident data was only available for Rt. 116 within the City of Roanoke, as
shown on Table 4 and Map I, which contains locations that had at least 3 accidents
from 2005-2007. The intersection of Riverland Rd. and Bennington St. stands out
as having a high number of accidents. It should be noted that this intersection will
likely be reconstructed in 2009. A VDOT accident database containing locations with
3 or more accidents from 2004-2006, did not show any for the Roanoke County por-
tion of Rt. 116. At the time of this Review, information such as the type of collision
or conditions was not readily available for each of the accidents.

BRIDGE CONDITIONS
Four bridges are located in this studied corridor of State Route 116. Basic informa-
tion about these structures has been provided in Table 5. Of these four, one has been
classified by VDOT as "structurally deficient" (Bridge 1087, crossing Back Creek)
and two others have been classified as "functionally obsolete" (Bridge 1816, cross-
ing the Roanoke River, and Bridge 1815, crossing Williamson Road and Norfolk and
Southern Railroad). VDOT has provided the following explanations for these clas-
sifica tions:
What is a "structurally deficient"
bridge? Bridges are considered struc-
turally deficient if they have been re-
stricted to light vehicles, closed to traf-
fic or require rehabilitation. Structurally
deficient means there are elements of
the bridge that need to be monitored
and/ or repaired. The fact that a bridge
is "structurally deficient" does not im-
ply that it is likely to collapse or that it
is unsafe. It means the bridge must be
monitored, inspected and maintained.

What is a "functionally obsolete" bridge? A functionally obsolete bridge is one that
was built to standards that are not used today. These bridges are not automatically
rated as structurally deficient, nor are they inherently unsafe. Functionally obsolete
bridges are those that do not have adequate lane widths, shoulder widths, or ver-
tical clearances to serve current traffic demand, or those that may be occasionally
flooded.

FEW FACTORS HAVE MORE INFLUENCE on a roadway than its sur-
rounding land uses. They playa large role in determining the type and
amount of traffic that will use the road, as well as the need for traffic
safety and control measures.

Pleasant. located in Roanoke County
The majority of the land surround-
ing State Route 116 in the stud-
ied corridor is currently used for
single-family residential develop-
ments. These properties can be
found in settings ranging from the
traditional urban neighborhoods
in the City of Roanoke to rural
residential properties in Roanoke
County. A small number of com-
mercial and industrial properties
are intermingled between these
developments.
RESIDENTIAL DEVELOPMENT
The majority of residential development along State Route 116 is concentrated in one
of two areas (see Map 2). The first is a neighborhood in South Roanoke City known
as Riverland. The second is a rural community in Roanoke County known as Mt.
Pleasant.
Riverland is one of the oldest neighborhoods in the City of Roanoke. Recently, it was
deemed eligible for classification as a historic district. Route 116 enters the neighbor-
hood from the south on Riverland Rd. SEe Riverland Rd. SE is the busiest street in
the neighborhood and accommodates a significant amount of through traffic in ad-
dition to resident traffic. In the Riverland Neighborhood Plan, the City of Roanoke
stated that it intended to maintain the residential nature of the road in the neighbor-
hood. The City plans to complete continuous sidewalks on both sides of the street,
maintain a consistent structural setback, and add street trees where possible. In ad-
dition, they want to continue to provide and encourage on-street parking in order to
narrow the width of travel lanes on Rt. 116 and, consequently, slow traffic.
The second residential area is a rural community located just south of the Roanoke
City limits that is known as Mount Pleasant. Some of the homes have direct drive-
way access to Route 116. Most, however, have been built on surrounding streets and
attain access to it by one of the four streets that intersect Route 116 in Mt. Pleasant.
Although Riverland Neighborhood and Mount Pleasant host the greatest concentra-
tions of residential development on the Route 116 corridor, residential properties
can be found almost continuously along the entire studied corridor.

COMMERCIAL DEVELOPMENT

Few commercial properties are found along the studied corridor of State Route 116.
Those that can be found are concentrated in three locations (see Map 2).
The first commercial area is located on Piedmont St. SE in Riverland Neighborhood.
Route 116 uses this section of the road as a connection from Riverland Rd. SE to Wal-
nut Ave. SEe The area has been designated as the "Village Center" of the Riverland
Neighborhood. All the businesses here are small and generate little traffic.
A second commercial area, and the
largest along the corridor, is found at

and Route 116/Riverland Rd. SEe On
the northwest corner of the intersec-
tion is a medium-sized shopping cen-
ter that contains a grocery store and
several small businesses in a strip-mall
development pattern. A larger grocery

Mt. Pleasant, Garden City, Riverland Neighborhood, or Southeast Roanoke via 9th
Street must use Route 116 to reach it.
The third commercial area is found in the community of Mt. Pleasant at the intersec-
tion of Valley Stream Dr. and Route 116/Jae Valley Rd. It includes a gas station and
two small businesses.
INDUSTRIAL DEVELOPMENT
Very few industrial properties are located along State Route 116 (see Map 2). Near
the Roanoke County/Franklin County border, two properties have been zoned as
"light manufacturing or warehouse." In the City of Roanoke, a large electric trans-
former station is located along the road near the Garden City Blvd. SE intersection.
A small cluster of properties next to this station are also zoned as "Industrial," but
their current land use is single family housing.
A large industrial park can be found near Route 116 in Roanoke City. It is located
on the north side of the Roanoke River in Southeast Roanoke. The only driveways
available for the park are found on 9th St. SEe Given Route 116's close proximity to
those 9th St. SE access points, it is likely that it serves as one of the primary arteries
for traffic traveling to and from the park.
INSTITUTIONAL PROPERTIES
The Western Virginia Water Authority has constructed facilities on the northeast
corner of the intersection of State Route 116 and Bennington St. SEe It also owns two
large undeveloped properties to the south of this intersection. The undeveloped
properties have been zoned by the City of Roanoke as Open Space.
Two fire stations are located along the studied corridor. The City of Roanoke has

a station located at the intersection of Riverland Rd. SE and Bennington St. SEe In
Roanoke County, The Mount Pleasant Fire and Rescue station is located on Route
116 immediately north of Valley Stream Dr.
FUTURE LAND USE
In the City of Roanoke, most of the land surrounding State Route 116 has already
been developed. Consequently, it is unlikely that major land-use changes will occur
here. Some additional housing may be added between Bennington Street SE and the
Roanoke City/County border. Most of the future land development, however, is
likely to occur in Roanoke County.
Roanoke County recently prepared a future development plan for the community
of Mt. Pleasant and its surrounding areas (referred to collectively as Mount Pleas-
ant). This is one of the few areas of Roanoke County that has not been extensively
developed. According to the plan, the county intends to preserve the rural character
of the area as much as possible. The growth that does occur will be directed in and
around the already-developed areas of Mt. Pleasant. This growth will primarily be
residential (specifically, single family homes) in nature. Some commercial develop-
ment may also occur, however.
Two significant development projects are already in the planning or development
stages in Roanoke County. The first is a golf-course community known as Balley-
hack Golf Club that will be located on Pitzer Road. Vehicles traveling to Balleyhack
will turn off of Route 116 at Mount Pleasant Boulevard, which eventually intersects
Pitzer Road. This club is intended to be highly exclusive, so it should not generate
large amounts of traffic. The property will include 75 home sites.
The second proposed development is a gated subdivision known as Loblolly Mill.
This subdivision, which will be located off of Sterling Road, will contain about thirty
homes. Route 116 will be the nearest arterial road to both of these developments
and, as a result, will most likely accommodate the majority of the traffic that travels
between them and the City of Roanoke or Franklin County.
A final project that should be mentioned is the proposed development of a family-
style resort on the property that used to be home to Explore Park, which is bounded
by the Roanoke River to the north and the Blue Ridge Parkway to the west. The park
was forced to close in June 2008 due to a lack of funding. Virginia Living Histories,
the development company that is currently leasing the land, has expressed interest
in creating a family-based destination attraction on the site. Existing access to the
property can only found on the Blue Ridge Parkway. If the park is developed more
extensively, however, additional road access may be needed. Given Route 116's
proximity to the property, it is possible that one of these access roads may connect to
it near Mount Pleasant.

ON JAN UARY II 1970 the National Environmental Policy Act of 1969
(NEPA) was signed into Law. NEPA established a national environmental
policy and provided a framework for environmental planning and deci-
sion-making by Federal agencies. When Federal agencies are planning,
funding, or issuing permits for projects, NEPA directs them to conduct
environmental reviews to consider the potential impacts on the human
and natural environment by their proposed actions. NEPA also estab-
lished the Council on Environmental Quality (CEQ), which is charged
with the administration of NEPA. The NEPA process consists of a set of
fundamental objectives that includes interagency coordination and co-
operation and public participation in planning and project development
decision-ma ki ng.

The NEP A process is now strongly embedded in the federal project development
process and continues to have broad-based legislative support; however there have
been concerns about its effect on the timely completion of projects. These concerns
led to the signing of Executive Order 13274 in 2002 and to language in the 2005 fed-
eral transportation legislation, Safe, Accountable, Flexible, Efficient Transportation
Equity Act: A Legacy for Users (SAFETEA-LU), which emphasized the importance
of expedited transportation project delivery while being good stewards of the en-
vironment. As a result, the Federal Highway Administration (FHW A) has worked
with States to implement an environmental streamlining process that requires trans-
portation agencies to work together with natural, cultural, and historic resource
agencies to establish realistic timeframes for the environmental review of transpor-
tation projects. FHW A has also encouraged transportation planning agencies (State
DOT's, MPO's and RPO' s) to link planning and environmental review in order to
streamline both processes.
This section attempts to provide such a linkage by identifying human and natural
resources that could be affected by future transportation projects along State Route
116 in Roanoke County and Roanoke City. Unless stated otherwise, an environmen-
tal resource was included in this group if it was located within 500 feet of the road.
This is not a comprehensive review of such resources and includes only those with
which the MPO can reliably and consistently identify their location and significance.
Maps 3 and 4 show the locations of many of these resources along the Rt. 116 cor-
ridor. Endangered species locations and archaeological sites are not included on the
maps due to the fragile nature of these resources. Specific information about any of
the resources discussed in this section can be obtained by contacting the RV ARC.
NON-MoTORIZED FACILITIES
Walkable and bike able communities offer a high quality of life and positively impact
mobility, safety, and recreational opportunities. The desire for efficient motorized
travel must be balanced with community development patterns as well as the needs
of pedestrians and bicyclists. Preserving a well-planned and well-maintained non-
motorized system, which provides recreational opportunities and connects commu-
nity activity centers, is key to overall transportation goals.
r ..... Possible impacts on nonmotorized facilities should be
considered during the planning, design, construction, and
maintenance of transportation projects. Nonmotorized
facilities are considered impacted if they are removed, if
travel patterns are changed to the detriment of pedestrian/
bicyclist safety, or if existing nonmotorized pathways are
bisected (e.g., by a bridge not accessible to non-vehicular
traffic) thereby reducing connectivity along the pathway
or between destinations. (SEMCOC)
PEDESTRIAN CROSSINGS
Frequent pedestrian crossings occur at several places on
Route 116 on the studied corridor. Many of these cross-
ings are directly related to greenway or trail use, which
will be discussed more extensively below. In addition
to these locations, pedestrian traffic can be expected at
various locations in Riverland Neighborhood, around the

shopping centers at the intersection of Bennington St. SE and Riverland Rd. SE, and
in the community of Mount Pleasant. Special attention could be given in Mount
Pleasant for children who might cross the road en route to Mount Pleasant Elemen-
try School, which is located a short distance to the north of Route 116.
GREENWAYS, TRAILS, AND BIKE PATHS
Mill Mountain Greenway
The Mill Mountain Greenway is a three and one-half mile long path that connects
downtown Roanoke with Mill Mountain. Its route uses State Route 116 on Wal-
nut Avenue between Jefferson Street and Piedmont Street. Although sidewalks are
available for pedestrians in this section, bike riders must use the on-road lanes of
Route 116.
Roanoke River Greenway
The Roanoke River Greenway includes a two and one-half mile long path that fol-
lows the Roanoke River in South and Southeast Roanoke. The path passes under
State Route 116 at Walnut Street Bridge 1816. This point also serves as a connection
between the Roanoke River Greenway and the Mill Mountain Greenway.
The greenway path, like the river, assumes a close parallel route to Route 116 be-
tween Riverland Neighborhood and Bennington Street. It runs along the southern
bank of the river between the river and the road.
Mill Mountain Star Trail
The Mill Mountain Star Trail is a natural footpath that connects Riverland Rd. SEj
State Route 116 with Mill Mountain Park. A small parking lot has been constructed
near Route 116 to provide access for trail us-
ers. The parking lot is accessed by a short
driveway that connects directly to Route
116.
Roanoke Valley Horse Trail
The Roanoke Valley Horse Trail is a 18.5
mile equestrian trail that runs parallel to the
Blue Ridge Parkway as it passes through
Roanoke County and the City of Roanoke.
The trail crosses Route 116 immediately
south of the parkway's overpass.
PARKS AND OPEN SPACE
The Blue Ridge Parkway

The Blue Ridge Parkway passes over Rt. 116
The Blue Ridge Parkway, which is a linear park and scenic road that is owned and
managed by the National Park Service, intersects State Route 116 approximately 2.1
miles north of the Franklin County line. The property surrounding Route 116 is
contained in the Parkway's land for a linear distance of approximately .17 miles.
An overpass was constructed for the Parkway's road at this intersection. No access
ramps were constructed to allow traffic to transfer between the two roads.

Mill Mountain Park
Mill Mountain Park is a five-hundred acre park in the City of Roanoke that contains
the land on and around Mill Mountain. State Route 116 serves as the northern bor-
der of the park for over half a mile between Primrose Street and the driveway to the
Mill Mountain Star Trail parking lot.
OTHER OPEN SPACE
A large area of undeveloped land is found to the south and west of Route 116 near its
intersection with Bennington Street. It is owned by the Western Virginia Water Au-
thority and has been zoned by the City of Roanoke as Recreation and Open Space.
HISTORIC RESOURCES
Preservation of key historic resources contributes to stronger communities, economic
development and tourism, and an overall higher quality of life for citizens. Under-
standing and developing a future consistent with the past is essential. The ultimate
goal is integrating historic preservation into all aspects of current and future com-
munity and transportation planning, so that, ultimately, there is a balance.
Historic resources are generally considered to be any building, district, archeologi-
cal site, structure, or object that is at least fifty years of age and is either listed or
eligible for listing in the National Register of Historic Places. Possible impacts on
historic resources should be considered during the planning, design, construction,
and maintenance of transportation projects. A historical resource is considered im-
pacted if the resource and/ or its site features are damaged, relocated or destroyed;
altered inconsistent with preservation standards; exposed to incompatible visual,
atmospheric, or audible elements; or neglected. (SEMCOC)
HISTORIC STRUCTURES
Five structures or places that are within five-hundred feet of State Route 116 in Roa-
noke County have been deemed eligible for consideration to be designated as histor-
ic places. Four of these structures are homes and the fifth is a small cemetery. None
have been listed on the Virginia or National Register of Historic Places.
In the city of Roanoke, thirty structures or places within 500 feet of the road have
been identified in historic surveys. Two of these-the Virginia Railway Passenger
Station and the Southwest Historic District-are listed on both the Virginia and Na-
tional Register of Historic Places. The other eligible structures include bridges, fac-
tory and warehouse buildings, homes, and two neighborhood districts (Riverland
and Southeast Roanoke).
ARCHAEOLOGICAL SITES
Four identified archaeological sites are located within 250 feet of State Route 116 in
the vicinity of the Roanoke River. Although their specific locations are withheld here
in the interest of protecting the sites, any projects that are undertaken along the cor-
ridor in this area should be prepared to properly accommodate them as necessary.
ENDANGERED SPECIES
The Roanoke River and Back Creek are home to an endangered fish species known

as the Roanoke Logperch. This fish has been documented many times in the sections
of these water bodies immediately adjacent to the State Route 116 corridor. It should
also be noted that there are several documented sightings of endangered species in
both the Roanoke River and Back Creek that do not specifically identify a species
(in the data that was available for this study). Although it is likely that these cases
also identify Logperch, additional research should be done for any projects that are
undertaken in these areas.

RIVERS AND STEAMS
State Route 116 passes over two major rivers or streams in the studied corridor. Both
bodies of water are classified as "Impaired" by the Virginia Department of Environ-
mental Quality.
Roanoke River
In addition to passing over the Roanoke River on Walnut Avenue's Bridge 1816,
State Route 116/Riverland Rd. SE runs parallel to it along its southern banks be-
tween Riverland Neighborhood and Bennington Road SEe The Virginia Department
of Environmental Quality lists the Roanoke River as a Virginia Category 5D impaired
waterway because of Benthic-Macroinvertebrate Bioassessments (Streams), Escheri-
chia coli, and Polychlorinated biphenyl (PCB) in Fish Tissue. A Virginia Category
5D waterway is one in which the Water Quality Standard is not attained where Total
Maximum Daily Loads (TMDLs) for a pollutant(s) have been developed but one or
more pollutants are still causing impairment requiring additional TMDL develop-
ment. The possible sources of the listed pollutants include: Discharges from Mu-
nicipal Separate Storm Sewer Systems (MS4); Drought-related Impacts; Municipal
(Urbanized High Density Area); Sanitary Sewer Overflows (Collection System Fail-
ures); Sediment Resuspension (Contaminated Sediment); Wastes from Pets; Wild-
life Other than Waterfowl.
Back Creek
State Route 116 passes over Back Creek 0.7 miles after the road enters Roanoke Coun-

ty from Franklin County. The Virginia Department of Environmental Quality lists
the creek as a Virginia Category 5A impaired waterway because of fecal coliform
levels. This listing means that the water is impaired or threatened for one or more
designated uses by the pollutant and requires a TMDL (303d list). Fecal Coliform is
a bacteria that originates from the following possible sources: Livestock (Grazing or
Feeding Operations); Municipal (Urbanized High Density Area); Unspecified Do-
mestic Waste; Wastes from Pets; Wildlife Other than Waterfowl.
FLOOD PLAINS
Use of the land adjacent to a stream has a major impact on protecting water quality,
avoiding flood damage, maintaining fish and wildlife habitat, and accessing water-
related recreation. Also known as the floodplain, this area adjacent to the stream
channel serves as a natural reservoir for storing excess water during a flood. When
the main stream channel cannot accommodate the level of runoff from precipitation,
the spreading of floodwaters into the floodplain helps reduce the amount of damage
incurred by flooding.
Possible impacts to floodplains should be considered in the planning, design, con-
struction, and maintenance of transportation projects. Floodplains are considered
impacted if fill is added, vegetation is removed, or heavy equipment is placed in the
floodplain. (SEMCOC)
Three areas along the State Route 116 Corridor could potentially be impacted by
100-year floodplains. One is located in Roanoke County where the road crosses the
Back Creek floodplain. The second area is located in Roanoke City between River-
land Neighborhood and Bennington St. SEe In this section, the road is located imme-
diately adjacent to the Roanoke River floodplain and passes through the floodplain
of a small creek that runs parallel to Garden City Blvd. The third area is found on
Walnut Ave. SE when the road passes through the Roanoke River floodplain on
Bridges 1815 and 1816.
WETLANDS
Wetlands playa vital role in water resource protection, recreation, tourism, and the
economy. Specifically, they provide:
-Flood and storm control via hydrologic absorption and storage capacity
-Wildlife habitat for breeding, nesting, feeding grounds, and cover for many forms
of wildlife, specifically waterfowl (including migratory waterfowl) and rare, threat-
ened, or endangered species
-Protection of subsurface water resources, valuable watersheds, and recharge for
groundwater supplies
-Pollution treatment by serving as a biological and chemical oxidation basin
-Erosion control by serving as a sedimentation area and filtering basin, absorbing silt
and organic matter
Wetlands are defined by Part 303, Wetlands Protection, of the Natural Resources and
Environmental Protection Act, 1994, P A451 as "land characterized by the presence
of water at a frequency and duration sufficient to support, and that under normal

circumstances does support, wetland vegetation or aquatic life, and is commonly
referred to as a bog, swamp, or marsh./I

This corridor of Virginia Route 116 passes within 500 feet of only one wetland area
that is listed on the National Wetland Inventory. This wetland consists of the river-
ine area surrounding and including the Roanoke River. As with the river, Route 116
passes over the wetland on Walnut Avenues Bridge 1816 and then runs immediately
south and parallel to it between Riverland Neighborhood and Bennington Road SEe
