T~RATOR' S COMMENTS f/ SUMMARY OF INFORMATION: 9 The following items need to be taken into consideration for an adjustment to the 1986-87 budget: 1. The County should receive $125,000 on June 1, 1987 from its settlement agreement with Friendship Manor. These additional revenues should be used for the following: a. Professional fees incurred in the litigation with Friendship Manor amounted to $84,700. Of this amount, only $9,700 was budgeted. Therefore, an additional $75,000 is needed. b. The County is considering purchasing property adjacent to the Regional Landfill. $50,000 should be set aside for this offer. 2. Because of increased insurance premiums, an additional $45,000 is needed to cover expenses related to the County's current insurance coverage. This money is needed to cover public officials' liability, law enforcement liability, and vehicle insurance liability. These policies have already been extended in order to assure continued coverage. These funds will need to be transferred from the Board Contingency. 3. The County has been actively purchasing property and right-of-ways in relation to West County Reservoir. In prior years, the Board has appropriated $927,826 to this project. To date, the County has spent $1,036,404 on purchase of land, engineering fees, consultant fees, and sampling fees. In addition, the County is committed to spending an additional $200,000 in the next few months for purchase of land already under contract or in condemnation proceedings and engineering fees. An additional $310,000 needs to be transferred from Unappropriated Balance to cover these expenditures. F I SCAL IMPACT : ~; ~Z~S ~'~ The above appropriations will reduce the Board Contingency from $83,930 to $38,930, and the Unappropriated Balance from $1,484,637 to $1,174,637. The excess would result from revenues being over the budgeted amount and expenditures being under the budgeted amount. The Schools understood that they were to be allowed to keep this excess amount to be used as a beginning balance to fund their 1986-87 school operations. In anticipation of receiving this money, the Schools hired additional personnel. The audited reflected that the year end was $65, taken by the Board budgeted amounts Fund. figures for the year ended June 30, 1986 actual excess amount that the Schools had at 128. However, since no formal action had been of Supervisors at June 30, 1986, all unspent for operations reverted back to the General If the Board desires at this time to appropriate this $65,128 to the Schools, it will need to be taken from the County's Unappropriated Balance. FISCAL IMPACT: The $65,128 requested by the Schools will need to be transferred from the County's Unappropriated Balance. Increased the local appropriation aver fiscal year 1986-87 by $758,000 or 3 percent. This includes $458,000 in new debt service and $300,000 in discretionary funds. With the $2.4 million in new state and federal funds, the schools will receive a total of $3.2 million new monies. The school budget includes a 6.5 percent increase for teachers and administra- tive personnel and a 6.0 percent increase for classified personnel. Public Safety. The proposed budget includes two new dispatchers and a com- munication technician for the E911 system which will become operational in October, 1987. The Spring Hollow Reservoir project will ITEM NUMBER ~ "" AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: April 7, 1987 (Continued from March 24, 1987) SUBJECT: Resolution Adopting Design and Construction Standards for Water Facilities COUNTY ADMINISTRATOR'S COMMENTS: a-a0aa~~~~ SUMMARY OF INFORMATION: The attached Design and Construction Standards for Water Facilities were prepared by the Utility Director with input and review of a committee established by the Department of Development. The committee was comprised of staff members of the County Utility, Engineering, Facilities, Fire, and Development Departments, as well as, representatives from local engineering and surveying firms, and the construction and building associations. A work session was held with the Board on March 10, 1987, at which time the proposed standards were discussed and public comment was received. RECOMMENDATION: The Staff recommends that these standards be adopted by resolution. These standards would become effective immediately and would apply to all water utility plans which have not been accepted for review by the Department of Development prior to this time; provided said plans, in the review process, receive final approval by the County within 60 days of the effective date of these standards. It is further recommended that any developer that has received final approval or who currently has plans under review prior to the effective date of these standards, be given the option to fully comply with the new standards in lieu of the existing standards, if they so desire. NOW, THEREFORE, BE IT RESOLVED by the Board of Super- visors of Roanoke County, Virginia, as follows: 1. That the attached design and construction standards for water facilities are incorporated herein by reference; and 2. COUNTY ADMINISTRATOR'S COMMENTS: ~~ SUMMARY OF INFORMATION: At the meeting of the Roanoke County School Board on Thursday, March 12, 1987, a resolution was adopted requesting the Board of Supervisors to authorize the School Board to apply for a supplementary literary fund loan to fund the construction of the addition to the Cave Spring Elementary School. The supplementary loan request is in the amount of $175,000.00. The Commonwealth of Virginia has previously approved a loan in the amount of $200,000.00 for this project. The amount of this request is based upon the bids received by the School Administration during March of 1987 and includes the appropriate costs and fees which are eligible for reimbursement through the literary fund loan program. The attached schedule shows the current status of the various projects for which literary fund loan applications have been approved, the anticipated completion date for the project, and the projected result (deficiency). The project marked with an asterisk is the one discussed in this report. Literary loans are reimbursement programs and the County must first obtain preliminary approval from the State for the program, have the plan documents approved by the State, spend the monies (local) and then seek reimbursement. The reimbursement process may take up to 24 months depending upon the demand in Richmond for these monies and how high the project is on the reimbursement schedule. The Board of Supervisors has previously authorized the County to advance the literary loan monies as required and to seek reimbursement as quickly as possible to minimize the impact on cash flow. A representative from the School Administration will be available to discuss this project with you. " .L...-* FISCAL IMPACT: Reimbursement of this loan will not begin until the 1988-89 fiscal year. RECOMMENDATION: The staff suggests concurrence in the school's request, which will enable the school administration to apply for said supplemental loan. These parts will be repealed in order to remove this conflict. Affected Section 20.1-11 is attached. 9 ` FISCAL IMPACT: N/A RECOMMENDATION: The staff recommends that this ordinance be adopted after a Second Reading on March 24, 1987, concurrently with the resolu- tion adopting the proposed "Design and Construction Standards for Water Facilities." AT A SPECIAL MEE'T'ING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER, ON TUESDAY, APRIL 7, 1987 ORDINANCE AMENDING SECTION 20.1-11 OF THE ROANOKE COUNTY CODE (1971) BY THE REPEAL OF SUB-SECTION (a), (b) AND (c) PERTAINING TO CERTAIN STANDARDS AND SPECIFICATIONS WHEREAS, pursuant to the provisions of Section 18.04 of the Charter of Roanoke County, a first reading of this ordinance was held on March 10, 1987, a second reading was held on March 24, 1987 and April 7, 1987,and a public hearing was held thereon on March 24, 1987 and April 7, 1987, concerning an ordinance amending and repealing portions of the Roanoke County Code pertaining to the design of water mains, valves and hydrants; and WHEREAS, Section 20.1-11 of Chapter 20, "Water," of the 1971 Roanoke County Code (Chapter 22, "Water," of the 1985 Roanoke County Code) provides for certain standards and specifica- tions for water mains, valves and fire hydrants; and WHEREAS, said standards and specifications conflict with certain proposed "Design and Construction Standards for Water Facilities"; and WHEREAS, said proposed "Design and Construction Stan- dards for Water Facilities" were adopted by resolution of the Board of Supervisors of Roanoke County, Virginia, contemporaneous- ly with the adoption of this ordinance. NOW, THEREFORE, BE IT ORDAINED by the Board of Supervi- sors of Roanoke County, Virginia, as follows: ~. - / 1. That Section 20.1-11 of the Roanoke County Code (1971) is amended and portions thereof repealed to read and pro- vide as follows: Sec. 20.1-11. Design of mains; valves and hydrants. COUNTY ADMINISTRATOR' S COMM TS: ,~` 1~~~/~~2~~ SUMMARY OF INFORMATION: At the direction of the Board of Supervisors, staff has appropriately advertised the proposed tax rates for the calendar year 1987 as follows: 1. Real Estate Taxes at a rate of not more than $1.15 per one hundred dollars assessed valuation. 2. Personal Property Taxes at a rate of not more than $3.50 per one hundred dollars assessed valuation. 3. Machinery & Tools Tax at a rate of not more than $3.00 per one hundred dollars assessed valuation. Some concern has been raised as to the format of the ad which appeared in the March 31 addition of the Roanoke Times and World News concerning attached) sedThiselem al addisapriant df in the 1987 tax year (copy g the format prescribed by State Code and indicates that the Board of Supervisors does not intend to increase the tax rate ($1.15 per one hundred dollars of assessed valuation), however that the County will obtain additional tax revenues as a result of the increase in real estate assessments, as a result of the reassessment which became effective January 1, 1987. Since the budget has been presented to you anticipating the continuation of the current tax rates, staff recommends that the rates be adopted after a public hearing as indicated above. Assessment Increase: Total assessed value of real property, excluding additional assessments due to new construction or improvements to property, exceeds last year's total assessed value of real property by 7.5 percent. 2. Lowered Rate Necessary to Offset Increased Assessment: The tax rate which would levy the same amount of real estate tax as last year, when multiplied by the new total assessed value of real estate with the exclusions mentioned above, would be $1.07 per $100 of assessed value. This rate will be known as the "lowered tax rate." 3. Effective Rate Increase: The County of Roanoke proposes to adopt a tax rate of $1.15 per $100 of assessed value. The difference between the lowered tax rate and the proposed rate would be $0.08 per $100, or 7.5 percent. This difference will be known as the "effective tax rate increase." Individual property taxes may, however, increase at a percentage greater than or less than the above percentage. A public hearing on the increase will be held on Tuesday, April 7, 1987 at 7:00 p.m. at the Roanoke County Administration Center, 3738 Brambleton Avenue, Roanoke, Virginia. SPECIAL INSTRUCTIONS Such notice shall be at least the size of one-eighth page of a standard size or a tabloid size newspaper, and the headline in the advertisement shall be in a type no smaller than 18-point. General revenue sharing (GRS) is a program of general fiscal support from the federal government to state and local governments with only limited federal requirements about how the money should be spent. Decisions on the use of these funds are i made at the local level by the government and ' people closest to local problems. I understand that the Schools were promised that they could keep this amount. Various school officials have been questioning Dr. Hardy about the location of these funds. In addition, I understand that currently the Schools have been promised that they can keep any unused portions of the local appropriation to Schools for the 1986-87 fiscal year. It is my understanding that it requires a formal action from the Board of Supervisors to transfer these amounts. ~b date, I have seen no such action on either of these items.
