SUMMARY OF INFORMATION: 9
The following items need to be taken into consideration for
an adjustment to the 1986-87 budget:
1. The County should receive $125,000 on June 1, 1987 from
its settlement agreement with Friendship Manor. These
additional revenues should be used for the following:
a. Professional fees incurred in the litigation with
Friendship Manor amounted to $84,700. Of this
amount, only $9,700 was budgeted. Therefore, an
additional $75,000 is needed.
b. The County is considering purchasing property
adjacent to the Regional Landfill. $50,000 should
be set aside for this offer.
2. Because of increased insurance premiums, an additional
$45,000 is needed to cover expenses related to the
County's current insurance coverage. This money is
needed to cover public officials' liability, law
enforcement liability, and vehicle insurance liability.
These policies have already been extended in order to
assure continued coverage. These funds will need to be
transferred from the Board Contingency.
3. The County has been actively purchasing property and
right-of-ways in relation to West County Reservoir. In
prior years, the Board has appropriated $927,826 to this
project. To date, the County has spent $1,036,404 on
purchase of land, engineering fees, consultant fees, and
sampling fees. In addition, the County is committed to
spending an additional $200,000 in the next few months
for purchase of land already under contract or in
condemnation proceedings and engineering fees. An
additional $310,000 needs to be transferred from
Unappropriated Balance to cover these expenditures.

The above appropriations will reduce the Board Contingency
from $83,930 to $38,930, and the Unappropriated Balance from
$1,484,637 to $1,174,637.
RECOMMENDATION:
Staff recommends that the Board approve an appropriation
which would amend the 1986-87 budget to include the above
amounts.

SUMMARY OF INFORMATION:
After the 1986-87 School budget was adopted, the County
Schools reported that they anticipated having an additional
balance of $180,000 left over from 1985-86 operations. The
excess would result from revenues being over the budgeted amount
and expenditures being under the budgeted amount. The Schools
understood that they were to be allowed to keep this excess
amount to be used as a beginning balance to fund their 1986-87
school operations. In anticipation of receiving this money, the
Schools hired additional personnel.

Staff suggests that the Board consider the fact that this
transfer will further deplete the County's Unappropriated
Balance.

Education. Increased the local appropriation aver fiscal year 1986-87 by
$758,000 or 3 percent. This includes $458,000 in new debt service and
$300,000 in discretionary funds. With the $2.4 million in new state and
federal funds, the schools will receive a total of $3.2 million new monies.
The school budget includes a 6.5 percent increase for teachers and administra-
tive personnel and a 6.0 percent increase for classified personnel.
Public Safety. The proposed budget includes two new dispatchers and a com-
munication technician for the E911 system which will become operational in
October, 1987. Two fire engines will be lease/purchased for the Fort Lewis
and Mount Pleasant stations.

SUMMARY OF INFORMATION:
The attached Design and Construction Standards for Water
Facilities were prepared by the Utility Director with input and
review of a committee established by the Department of
Development. The committee was comprised of staff members of the
County Utility, Engineering, Facilities, Fire, and Development
Departments, as well as, representatives from local engineering
and surveying firms, and the construction and building
associations. A work session was held with the Board on
March 10, 1987, at which time the proposed standards were
discussed and public comment was received.
RECOMMENDATION:
The Staff recommends that these standards be adopted by
resolution. These standards would become effective immediately
and would apply to all water utility plans which have not been
accepted for review by the Department of Development prior to
this time; provided said plans, in the review process, receive
final approval by the County within 60 days of the effective date
of these standards.
It is further recommended that any developer that has received
final approval or who currently has plans under review prior to
the effective date of these standards, be given the option to
fully comply with the new standards in lieu of the existing
standards, if they so desire.

RESOLUTION ADOPTING DESIGN AND
CONSTRUCTION STANDARDS FOR WATER
FACILITIES
WHEREAS, the Utility Director and other County staff
have developed certain design and construction standards for
water facilities; and
WHEREAS, these design and construction standards may be
adopted by resolution by the Board of Supervisors pursuant to
Section 20.1-11 of the 1971 Roanoke County Code (Chapter 22 of
the 1985 Roanoke County Code); and
WHEREAS, these design and construction standards for
water facilities shall take effect as of March 25, 1987.
NOW, THEREFORE, BE IT RESOLVED by the Board of Super-
visors of Roanoke County, Virginia, as follows:
1. That the attached design and construction standards
for water facilities are incorporated herein by reference; and
2. That these standards are effective immediately and
apply to all water utility plans which have not been accepted for
review by the Department of Development prior to this time; pro-
vided said plans, in the review process, received final approval
by the County within 60 days of the effective date of these stan-
dards .

SUMMARY OF INFORMATION:
At the meeting of the Roanoke County School Board on
Thursday, March 12, 1987, a resolution was adopted requesting the
Board of Supervisors to authorize the School Board to apply for a
supplementary literary fund loan to fund the construction of the
addition to the Cave Spring Elementary School. The supplementary
loan request is in the amount of $175,000.00. The Commonwealth
of Virginia has previously approved a loan in the amount of
$200,000.00 for this project.
The amount of this request is based upon the bids received
by the School Administration during March of 1987 and includes
the appropriate costs and fees which are eligible for
reimbursement through the literary fund loan program.
The attached schedule shows the current status of the
various projects for which literary fund loan applications have
been approved, the anticipated completion date for the project,
and the projected result (deficiency). The project marked with
an asterisk is the one discussed in this report.
Literary loans are reimbursement programs and the County
must first obtain preliminary approval from the State for the
program, have the plan documents approved by the State, spend the
monies (local) and then seek reimbursement. The reimbursement
process may take up to 24 months depending upon the demand in
Richmond for these monies and how high the project is on the
reimbursement schedule. The Board of Supervisors has previously
authorized the County to advance the literary loan monies as
required and to seek reimbursement as quickly as possible to
minimize the impact on cash flow.
A representative from the School Administration will be
available to discuss this project with you.

FISCAL IMPACT:
Reimbursement of this loan will not begin until the
1988-89 fiscal year.
RECOMMENDATION:
The staff suggests concurrence in the school's request,
which will enable the school administration to apply for said
supplemental loan.

WHEREAS, projected construction costs for the addition to
Cave Spring Elementary School will exceed the approved Literary
Loan Fund amount of $200,000.00 by $175,000.00;
BE IT RESOLVED, that the County School Board of Roanoke
County, on motion of Barbara B. Chewning and duly seconded,
requests the Board of Supervisors of Roanoke County to authorize
said school board to submit an application to the Commonwealth of
Virginia for a supplemental Literary Fund loan in the amount of
$175,000.00 for the Cave Spring Elementary School project.

Section 20.1-11 (a), (b), and (c) of Chapter 20,
"Water," of the 1971 Roanoke County Code, which is
Chapter 22, "Water," of the 1985 Roanoke County Code
COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
The current Water Ordinance, Section 20.1-11, parts (a), (b) and
(c) contains standards and specifications which conflict with the
proposed "Design and Construction Standards for Water Facilities."
These parts will be repealed in order to remove this conflict.
Affected Section 20.1-11 is attached.

RECOMMENDATION:
The staff recommends that this ordinance be adopted after a
Second Reading on March 24, 1987, concurrently with the resolu-
tion adopting the proposed "Design and Construction Standards for
Water Facilities."

CENTER, ON TUESDAY, APRIL 7, 1987
ORDINANCE AMENDING SECTION 20.1-11 OF
THE ROANOKE COUNTY CODE (1971) BY THE
REPEAL OF SUB-SECTION (a), (b) AND (c)
PERTAINING TO CERTAIN STANDARDS AND
SPECIFICATIONS
WHEREAS, pursuant to the provisions of Section 18.04 of
the Charter of Roanoke County, a first reading of this ordinance
was held on March 10, 1987, a second reading was held on March
24, 1987 and April 7, 1987,and a public hearing was held thereon
on March 24, 1987 and April 7, 1987, concerning an ordinance
amending and repealing portions of the Roanoke County Code
pertaining to the design of water mains, valves and hydrants; and
WHEREAS, Section 20.1-11 of Chapter 20, "Water," of the
1971 Roanoke County Code (Chapter 22, "Water," of the 1985
Roanoke County Code) provides for certain standards and specifica-
tions for water mains, valves and fire hydrants; and
WHEREAS, said standards and specifications conflict
with certain proposed "Design and Construction Standards for
Water Facilities"; and
WHEREAS, said proposed "Design and Construction Stan-
dards for Water Facilities" were adopted by resolution of the
Board of Supervisors of Roanoke County, Virginia, contemporaneous-
ly with the adoption of this ordinance.
NOW, THEREFORE, BE IT ORDAINED by the Board of Supervi-
sors of Roanoke County, Virginia, as follows:

1. That Section 20.1-11 of the Roanoke County Code
(1971) is amended and portions thereof repealed to read and pro-
vide as follows:
Sec. 20.1-11. Design of mains; valves and hydrants.
All mains, valves, hydrants, fittings and accessories shall
be designed to withstand a normal working pressure of not less
than one hundred and fifty pounds per square inch and shall con-
form to the specifications of the American Water Works Associa-
tion, state regulations and county specifications and standards
adopted by the board by resolution and in effect at the time of
approval.

SUBJECT: Public Hearing to establish the tax rates for the 1987
calendar year.

SUMMARY OF INFORMATION:
At the direction of the Board of Supervisors, staff has
appropriately advertised the proposed tax rates for the calendar
year 1987 as follows:
1. Real Estate Taxes at a rate of not more than $1.15 per one
hundred dollars assessed valuation.
2. Personal Property Taxes at a rate of not more than $3.50
per one hundred dollars assessed valuation.
3. Machinery & Tools Tax at a rate of not more than $3.00 per
one hundred dollars assessed valuation.
Some concern has been raised as to the format of the ad
which appeared in the March 31 addition of the Roanoke Times and
World News concerning attached) sedThiselem al addisapriant df in
the 1987 tax year (copy g
the format prescribed by State Code and indicates that the Board
of Supervisors does not intend to increase the tax rate ($1.15
per one hundred dollars of assessed valuation), however that the
County will obtain additional tax revenues as a result of the
increase in real estate assessments, as a result of the
reassessment which became effective January 1, 1987.
Since the budget has been presented to you anticipating the
continuation of the current tax rates, staff recommends that the
rates be adopted after a public hearing as indicated above.

I would like the Chairman of the Board of Supervisors to
recognize me during the public hearing on the above matter so
that I may comment. I agree to follow the guidelines listed
below. WHEN CALLED TO THE PODIUM, I WILL GIVE MY NAME AND
ADDRESS FOR THE RECORD.
1. Each speaker will have between three and five minutes
available whether speaking as an individual or
representative. The chairman will decide the time limit
based on the number of citizens speaking on an issue, and
will enforce the rule unless instructed by the majority of
the Board to do otherwise.
2. Speakers will be limited to a presentation of their point of
view only. Questions of clarification may be entertained by
the Chairman.
3. All comments must be directed to the Board. Debate between
a recognized speaker and audience members is not allowed.
4. Both speakers and the audience will exercise courtesy at all
times .

Each of the local units listed below give their permission for a representa-
tive of Roanoke County Council PTA to speak to the Board of Supervisors
regarding the school budget.

NOTICE OF PROPOSED TAX INCREASE
The County of Roanoke proposes to increase property tax levies.
1. Assessment Increase: Total assessed value of real
property, excluding additional assessments due to new
construction or improvements to property, exceeds last year's
total assessed value of real property by 7.5 percent.
2. Lowered Rate Necessary to Offset Increased Assessment: The
tax rate which would levy the same amount of real estate tax as
last year, when multiplied by the new total assessed value of
real estate with the exclusions mentioned above, would be $1.07
per $100 of assessed value. This rate will be known as the
"lowered tax rate."
3. Effective Rate Increase: The County of Roanoke proposes to
adopt a tax rate of $1.15 per $100 of assessed value. The
difference between the lowered tax rate and the proposed rate
would be $0.08 per $100, or 7.5 percent. This difference will be
known as the "effective tax rate increase."
Individual property taxes may, however, increase at a
percentage greater than or less than the above percentage.
A public hearing on the increase will be held on Tuesday, April
7, 1987 at 7:00 p.m. at the Roanoke County Administration
Center, 3738 Brambleton Avenue, Roanoke, Virginia.
SPECIAL INSTRUCTIONS
Such notice shall be at least the size of one-eighth page of a
standard size or a tabloid size newspaper, and the headline in
the advertisement shall be in a type no smaller than 18-point.
The notice shall not be placed in that portion, if any, of the
newspaper reserved for legal notices and classified
advertisements.

BUDGET HEARING ON GENERAL
REVENUE SHARING
The County of Roanoke will hold a public hear-
ing at 7:00 p.m. on Tuesday, April 7, 1987, in the
Community Room of the Roanoke County Adminis-
tration Center, 3738 Brambleton Avenue, SW,
Roanoke, Virginia, for the purpose of hearing writ-
ten and oral comment from the public concerning
the proposed annual budget for fiscal year 1987-88,
summarized below.
General revenue sharing (GRS) is a program of
general fiscal support from the federal government
to state and local governments with only limited
federal requirements about how the money should
be spent. Decisions on the use of these funds are i
made at the local level by the government and '
people closest to local problems. The revenue shar-
ing regulations require a hearing on the proposed
use of these funds in relation to the overall budget
before the budget is adopted each year.
All interested citizens, groups, senior citizens,
and organizations representing the interest of se-
niorcitizens are encouraged to attend and to submit
comments.

SUBJECP: Transfer of Monies to Schools
During the 1985-86 fiscal year, the Schools received an additional $180,000 in
sales tax revenues over the budgeted amount. I understand that the Schools
were promised that they could keep this amount. Various school officials have
been questioning Dr. Hardy about the location of these funds. In addition, I
understand that currently the Schools have been promised that they can keep
any unused portions of the local appropriation to Schools for the 1986-87
fiscal year.
It is my understanding that it requires a formal action from the Board of
Supervisors to transfer these amounts. ~b date, I have seen no such action on
either of these items. I do not feel I can transfer these funds based on the
