SUBJECT: Presentation of Plaque to Roanoke County for
Participation in the Constitution's Bicentennial
COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
E. La ban Johnson, Chairman of the Roanoke Valley Constitution's
Bicentennial Commission has requested time on the agenda to
present a plaque to the County for its participation in the
Bicentennial activities.
As the Board may recall, Roanoke County and Roanoke City decided
to form a joint commission several months ago to plan activities
throughout the Valley in celebration of this event.

ROAN OKE COUNTY RECOGNIZES
EMPLOYEE OF THE YEAR
At the April 14, 1987, Board of Supervisors meeting, Janice K. Stout was
recognized as 1986 Roanoke County Employee of the Year. The Board of
Supervisors also recognized fifteen employees selected as Employee of
the Year within their departments.
The Employee of the Year Program was adopted by the Board of Supervisors
in November, 1986, in order to recognize outstanding employees. This is
the first year of program operation. As Employee of the Year, Ms. Stout
will receive a monetary bonus, a savings bond, a plaque and her portrait
placed in the Roanoke County Administration Center. Those selected as
departmental employees of the year will receive a Resolution of
Appreciation and an engraved Jefferson Cup this year.
Ms. Stout was selected from a group of employees nominated by their
departments. A special committee made up of five representatives from
the Employee Advisory Committee selected Ms. Stout based on criteria
including; excellence in performance of job duties, display of service
to the public and to fellow employees, and contribution of money-saving
and labor-saving ideas.
Ms. Stout is a Personnel Assistant in the Department of Human Resources.
Her responsibilities include coordination of employee benefits,
conducting new employee orientations and exit interviews, in addition to
acting as office manager. Roanoke County congratulates Ms. Stout for
her accomplishments.

SUBJECT; Proposal for Selection of an Employee of the Year
COUNTY ADMINISTRATOR'S COMM/ENTS:
SUMMARY OF INFORMATION:
An Employee of the Year Program will recognize outstanding.
Roanoke County employees, and encourage other employees to strive
for excellence in the performance of job duties: This program
was recommended by the Board of Supervisors and demonstrates
support for outstanding job performance.
The Employee of the Year is selected from a group of
departmental nominations at the end of each calendar year. A
five-person committee, appointed by the County Administrator,
selects the Employee of the Year on the basis of pre-established
criteria including; excellence in performance of job duties,
display of service to the public and to fellow employees, and
contribution of money-saving or labor-saving ideas. Once
selected, the Employee of the Year receives a monetary bonus, a
savings bond, a certificate of recognition presented by the Board
of Supervisors, and his or her picture in the Roanoke County
Administration Center lobby. Those employees selected as
departmental nominees receive a certificate of recognition.
The Employee Advisory Committee reviewed the Employee of the
Year proposal and is supportive of the concept and the selection
process.

RECOMMENDATION:
It is recommended that the Board of Supervisors approve the

- PROPOSAL
EMPLOYEE OF THE YEAR

II.
Background
This award is designed to recognize Roanoke County
employes who have made outstanding contributions during
the year. The Employee of the Year concept was proposed by
the Board of Supervisors and demonstrates their support for
recognition of outstanding performance.
Selection Process
During the month of January, one Employee_ of the Year may
be selected in each department or office. Departments that
select an Employee of the Year may accept nominations, and
establish a review committee. However, all nominations
must meet the criteria listed in Section III.
Departments and offices that have selected an Employee of
the Year must submit the selection and all accompanying
documentation to the Department of Human Resources by the
first day of February. A five-person committee appointed
by the County Administrator reviews the departmental
selections for Employee of the Year, including all
documentation. The committee uses the selection criteria
listed below to make a recommendation for a County Employee
of the Year. The County Administrator must approve the
committee's recommendation in order to validate the
selection.
III. Selection Criteria
Nominations must be submitted on an Employee of the Year
nomination form to the department head. Nomination forms
may be obtained from the Department of Human Resources and
include the name and department of the nominee. The
following criteria should also be addressed in the
nomination:

Award
A. Employee of the Year
The-County employee selected as Employee of the Year
receives a $300 monetary bonus, a $100 savings bond
($50 purchase price), a certificate of recognition, and
his or her picture in the Administration Center lobby.
The Chairman of the Board of Supervisors makes this
presentation with assistance from other Board members.
B. Departmental Nominees
Those employees selected as departmental Employee of the
Year receive a certificate of recognition.

SUMMARY OF INFORMATION:
The Board of Supervisors approved an Employee of the Year
Program in November, 1986, to recognize outstanding employees and
encourage excellence in performance of job duties.
The 1986 Employee of the Year was selected from a group of
departmental nominations. The selection is based on criteria
including; excellence in performance of job duties, display of
service to the public and to fellow employees and contribution of
money-saving or labor-saving ideas.
The employees listed on the attached page were selected as
Employee of the Year by their peers within their departments.
These individuals will be present and deserve special recognition
for their accomplishments. A committee made up of five
representatives from the Employee Advisory Committee, selected
one of these departmental nominees as the 1986 Roanoke County
Employee of the Year.
FISCAL IMPACT: ~,r~~7
No additional appropriation of funds is required for the
fiscal year ending June 30, 1987. This program is funded through
the Department of Human Resources budget. Each employee will be
presented a Resolution and a Sesquicentennial Jefferson Cup.
RECOMMENDATIONS:
It is recommended that the Board of Supervisors approve the
accompanying resolution which recognizes the departmental
Employee of the Year selections and the individual selected as
1986 Roanoke County Employee of the Year.

SUMMARY OF INFORMATION:
The Horse Center Advisory Committee has requested an opportunity
to present to the Board their plans for the Green Hill Horse
Center.
Don Sutton, Chairman of the Committee, Eldon Karr, and Supervisor
Steve McGraw will present a brief slide presentation, a
rendering of the complete site, and planned phases of the project.
Other members of the Advisory Committee will also be present.

SUMMARY OF INFORMATION:
The use of lap and shoulder safety belts is an effective device
for saving lives and preventing injuries in vehicle accidents.
Each year, about 21,000 Americans are killed and 330,000 are
seriously injured while driving or riding in the front seats of
their cars. Many of these people could be saved if lap and
shoulder safety belts were used. The General Assembly of
Virginia enacted legislation during the 1987 session requiring
certain motor vehicle drivers and passengers to use lap and
shoulder safety belts. This legislation has been signed into law
by Governor Baliles, with an effective date of January 1, 1988.
RECOMMENDATIONS:
The Department of Human Resources has developed a Safety Belt
Policy which is included as Attached A for your consideration. A
draft of this Safety Belt Policy was forwarded to the Employee
Advisory Committee and Employee Safety Task Farce Committees for
suggestions and recommendations. The Safety Belt Policy was
developed after taking into consideration suggestions offered.
The recommended penalty for noncompliance with this policy will
be considered a Group I Offense, as outlined in Section IVBl of
the Employee Handbook, which is included as Attachment B.
The staff also recommends that upon adoption an educational
program be conducted for all employees, that enforcement of this
policy begin on July 1, 1987, and that this policy be
incorporated in the Vehicle Management Manual.

SAFETY POLICY AND PROCEDURE
Use of Safety Belts
1.0 PURPOSE
To establish a policy to require the use of safety belts in
vehicles to protect the well being of drivers and passengers in
vehicles operated on county business.
2.0 POLICY
2.1 Every driver of and passenger in a county vehicle which is in
use for transportation is required to use seat/shoulder belts,
where safety belts are provided, while the vehicle is in
motion. Because of its liability for the payment of Workers'
Compensation, the county requires the same policy when an
employee uses a private vehicle on county business.
2.2 Drivers of buses will be required to wear safety belts;
however, passengers will_not be required to wear safety belts.
2.3 This policy shall apply to law enforcement personnel on patrol
or in transit, except when circumstances would cause an
officer to be unsafe; i.e., positioning to watch a prisoner.
2.4 This policy shall apply to Fire and Rescue personnel, except
when rescue squad personnel have to render medical attention
to persons being transported in a county rescue vehicle (e.g.
ambulance) and the wearing of safety belts would prevent
rescue personnel from performing essential medical assistance.
2.5 Because certain motorized equipment is designed in ways that
render the use of safety belts unsafe to the employee, belts
will not be required to be used under the following
circumstances:
2.5.1 When the driver must enter and exit the vehicle every
500 feet or less in the course of his work.
2.5.2 When the equipment is top heavy and is not equipped
with anti-roll bars.

SUMMARY OF INFORMATION:
In 1979, Roanoke County initiated an Industrial Access request on
behalf of Bolling Steel off of Route 11/460. Due to the exorbi-
tant cost of constructing the proposed road, the County was
forced to drop the original request.
During the last several months, staff has consulted with Virginia
Department of Transportation (VDOT) officials and one of the
adjoining property owners. Based on these meetings, we can antic-
ipate approval for Industrial Access Funds for a road within a
donated right of way.
Actual construction should begin between July 1 - October 1, 1987.
FISCAL IMPACT:
Roanoke County will request VDOT to reopen the 1979 request for
Bolling Steel. Since the right of way will be donated and the
construction cost, estimated to be $50,000 to 60,000, will be
funded by VDOT and the Industrial Access Fund, this project will
have no fiscal impact on Roanoke County.
RECOMMENDATION:
The staff recommends that Roanoke County request VDOT to reopen
the 1979 request for Industrial Access Funds to Bolling Steel and
accept the right of way from the adjoining property owner.

At their November 25, 1986 meeting, the Board accepted the
donation of an easement for drainage purposes from the trustees
o:E the Fort Lewis Christian Church. The Church had previously
agreed to donate the easement; however, at the trustees meeting,
they voted to ask the County for the fair market value of the
property to be taken. This drainage easement will resolve a long-
standing problem in the Fort Lewis Village Subdivision concerning
drainage from subdivision streets to be accepted into the state
secondary system.

RECOMMENDATION:
It is recommended that the previous action by the Board be
rescinded and the County Administrator be authorized to execute
such documents and take such action as may be necessary to accomp-

Interconnection Project, it is necessary to authorize the acquisi-
tion of easements across the real estate of approximately five
property owners. Section 18.04 of the County Charter requires
that the acquisition of real estate or any interest therein be
accomplished only by ordinance.
The proposed ordinance authorizes the County Administrator
to execute such documents and take such actions as may be neces-
sary to accomplish these transactions. The first reading of the
proposed ordinance was held on March 24, 1987; the second reading
is scheduled for April 14, 1987.

The County Administrator has commenced negotiations with
Roanoke College to sell the old Courthouse in Salem. Any con-
tract for the sale of the old Courthouse would require that the
purchasers would undertake to renovate and maintain this struc-
ture consistent with the rules and regulations for the preserva-
tion of historic buildings.
Section 18.04 of the County Charter requires that any sale
of public property be accomplished by ordinance. The first read-
ing of this proposed ordinance was held on March 24, 1987; the
second reading and public hearing is scheduled for April 14,
1987.
The Board's policy for the sale of real estate provides that
any person may submit an offer in writing for the purchase of
property. Any written offer should be received by the County on
or before April 13, 1987.

Office Park

SUMMARY OF INFORMATION:
The Developer of Cave Spring Office Park, Cave Spring Office
Park, a Virginia General Partnership, has requested that Roanoke
County accept the deed conveying the water and sewer lines
serving the subdivision along with all necessary easements.
The water and sewer lines are installed as shown on engineering
plans prepared by Buford T. Lumsden & Associates entitled
Development plans for Cave Spring Office Park, dated March 1,
1984 with latest revision dated March 2, 1987, which are on file
in the Public Facilities Department. The water and sewer line
construction meets the specifications and the plans approved by
the County.
FISCAL
IMPACT : (~~~
The values of the water and sewer construction are $17,625.00 and
$15,912.00, respectively.
RECOMMENDATION:
The staff recommends that the Board of Supervisors accept the
water and sewer facilities serving the subdivision along with all
necessary easements, and authorize the County Administrator to
execute a Deed for the transfer of these facilities.

SUMMARY OF INFORMATION:
Roanoke County has $300,000 available from the Virginia Depart-
ment of Transportation for industrial access purposes, yet the
demand for industrial access funds has exceeded the supply.
Requests for these funds have included Bolling Steel, the Town of
Vinton (Industrial Park), and Roanoke County (Southwest Indus-
trial Park), among others.
Roanoke County has received an initial denial for industrial
access funds at the Southwest Industrial Park based on nonqualify-
ing industry. However, Roanoke County can post a bond with the
Virginia Department of Transportation (VDOT) to guarantee qualify-
ing industries within twenty-four months. By Bonding qualifying
industries, Roanoke County can receive industrial access funds
now and construct the necessary roads so that we can market the
product in an effort to encourage qualifying industries to locate
in Southwest Industrial Park.
FISCAL IMPACT:
Roanoke County will request from VDOT $125,000 for industrial
access at Southwest Industrial Park. In order to obtain these
funds Roanoke County must post a bond for $125,000 over a
twenty-four month period. If a qualifying industry does not
relocate within twenty-four months, Roanoke County will have to
reimburse VDOT the total cost of the project, thereby forfeiting
the bond up to a maximum cost to the County of $125,000.
RECOMMENDATION:
Staff recommends that Roanoke County bond qualifying industries
for twenty-four months and pursue industrial access funds from
VDOT.

Board of Supervisors unanimously approved the request of the
North Cross School for a permit for a Raffle.
The fee has been paid

suggest it be displayed on the premises where the Raffle is to be
conducted. The State Code provides that raffle and bingo permits
be issued on a calendar-year basis; therefore, the permit will
expire December 31, 1987. This permit, however, is only valid
for the dates specified on your application.

Application is hereby made for a bingo game or raffle permit.
This application is made subject to all County and State laws,
ordinances, rules, and regulations now in force, or that may be
enacted hereafter and which are hereby agreed to by the under-
signed applicant and which shall be deemed a condition under
which this permit is issued.
APPLICATION FOR PERMIT TO CONDUCT RAFFLES OR BINGO
All applicants should exercise extreme care to ensure the accura-
cy of their responses to the following questions. Bingo games
and raffles are strictly regulated by Title 18.2-340.1 et. seg.
of the criminal statutes of the Virginia Code, and by Section
4-86 et. se of the Roanoke County Code. These laws authorize
the County Board of Supervisors to conduct a reasonable investiga-
tion prior to granting a bingo or raffle permit. The Board has
sixty days from the filing of an application to grant or deny the
permit. The Board may deny, suspend, or revoke the permit of any
organization found not to be in strict compliance with county and
state law.
Any person violating county or state regulations concerning these
permits shall be guilty of a Class 1 misdemeanor. Any person who
uses any part of the gross receipts from bingo or raffles for any
purpose other than the lawful religious, charitable, community,
or educational purposes for which the organization is specifi-
cally organized, except for reasonable operating expenses, shall
be guilty of a Class 6 felony.

Roanoke County, Virginia
It is the pleasure of the Roanoke County Planning Commission, the
Board of Zoning Appeals, and the Department of Planning and
Zoning to present this 1986 annual report to the Board of County
Supervisors and the citizens of Roanoke County.
The Planning Commission has been involved in a variety of
activities in the last year. Since the completion of the Roanoke
County Comprehensive Development Plan, the Commission and the
staff have concentrated on evaluating the plan and developing
implementation strategies such as the "Capital Improvement Plan,"
the "Land Use Management Guide" and a new zoning ordinance. The
Commission has also focused on the development of a sector plan,
the "419 Frontage Development Plan," as well as the creation of
several new ordinances. Ongoing activities of the Planning
Commission include the review of rezoning requests, subdivision
waivers, and street vacations.
The Board of Zoning Appeals continues to review variance requests
of the zoning ordinance. With the implementation of the
manufactured housing ordinance, the number of variances has
decreased. In addition to the review of variance requests, the
Board also has the authority to interpret zoning district
boundaries and to hear appeals of administrative decisions made
by the Zoning Administrator.

assistance to both the Planning Commission and the Board of
Zoning Appeals. Their contribution enables these bodies to
function in an effective and efficient manner. The department is
also involved in project planning and management as well as

PLANNING COMMISSION ACTIONS
1986
The Roanoke County Planning Commission considers requests for rezoning
at their regular monthly meeting held on the first Tuesday of the month.
The bylaws were amended in February of 1986 to change the public
hearing dates from the third Tuesday to the first Tuesday of the month
to coordinate with the Board of Supervisors' public hearing dates. Work
sessions are usually held the third Tuesday of the month. Deadlines for
filing for rezoning requests are established by the Department of
Planning and Zoning to allow for an adequate public hearing notification
period as required by the Code of Virginia.
The planning staff reviews all requests for rezoning and prepares a
staff report containing information to sufficiently outline basic facts
concerning the requests. Staff reviews the relationship of the request
to the Roanoke County Comprehensive Development Plan, Virginia
Department of Highways and Transportation Plan, fire and emergency
services, and utility availability.
The Planning Commission hears the requests at its monthly meetings and
renders a recommendation to the Board of Supervisors. The applicant is
required to submi t a Recommendation and Final Order to the Clerk of the
Board of Supervisors within 90 days from the Planning Commission action.
The Board of Supervisors makes the final decision on rezoning requests.
During 1986, the Planning Commission reviewed 34 rezoning requests. Of
the 34 requests, the Board of Supervisors heard 27; approving 24 and
denying 3; seven were withdrawn.
Table I lists the request, the recommendation forwarded by the Planning
Commission, and the final action by the Board of Supervisors.
The County Planning Commission reviewed and rendered decisions on other
planning related requests. These include:
A. Subdivision Waiver Requests
Under the provisions of the County Code (Chapter 17,
Subdivisions), the Planning Commission may permit a variation
in the design requirements for subdivisions, if, in its opinion
"The topography or other special or unusual conditions
necessitate such variations." These variations are termed
"waivers" and require staff review and recommendations by the
County Subdivision Agent. Five subdivision waiver requests
were brought before the Planning Commission in 1986. Of this
number, one was approved, two were denied, and two withdrawn.

B. Vacation of Public Right-of-Way
Vacations of dedicated streets or portions thereof on
subdivision plats may be petitioned to be "closed, vacated, and
discontinued." The staff and Planning Commission conduct
reviews on street vacations in accordance with Virginia law,
and recommendations are forwarded to the Board of Supervisors
for action. In 1986, there were two requests; one was approved
and one was withdrawn.
C. Use Not Provided For
If a use is not specifically permitted in any zoning district
and a property owner applies for such use, the request is
referred to as a Use Not Provided For request. The Planning
Commission reviews such requests and makes recommendations to
the Board of Supervisors. In 1986, there were four requests
for Use Not Provided For permits. The requests included
permits to operate an open air market, an advertising and
services complex, a camping area, and an old time Bluegrass
string band competition. Three of the four requests were
approved. The request for the band competition was withdrawn.

BOARD OF ZONING APPEALS
1986
The Board of Zoning Appeals of Roanoke County consists of five persons
appointed by the Court of the twenty-third Judicial Circuit according to
Section 15.1-494 of the Code of Virginia, 1950 (as amended). Powers and
duties of the Board of Zoning Appeals as defined by the Code of Virginia
and the Roanoke County Code are as follows:
- to hear and decide appeals from any order, requirements,
decisions or determination made by an administrative officer in
administration or enforcement of the Zoning Ordinance and other
ordinances related thereto;
- to authorize upon appeal or original application specific
variances from the terms of the Zoning Ordinance when literal
enforcement will result in undue hardship;
- to hear and decide appeals from the decision of the Zoning
Administrator;
- to hear and decide applications for interpretations of the
zoning district map where there is uncertainty as to the
location of a zoning district boundary.
The Board of Zoning Appeals heard 60 requests in 1986. Of the total
number of requests reviewed, 88 percent were approved. Table II
provides a breakdown of the nature of requests during the year.
Requests for variances from provisions of the Zoning Ordinance are heard
only after published legal notice as required by the Code of Virginia.
Costs for required legal advertising are paid by the petitioners.
Planning and Zoning personnel advise the Board of Zoning Appeals.
County staff provides initial review, investigation, and comment on all
requests to be heard by the Board of Zoning Appeals, whose actions are
not subject to review by the Board of Supervisors and may be appealed
only to the Circuit Court.

DEPARTMENT OF PLANNING AND ZONING
1986 ACCOMPLISHMENTS
For the purposes of project management, the Department of Planning and
Zoning is divided into three sections; Administrative and Community
Services, Land Use and Zoning, and Community Development. All three
sections as well as the Planning Commission emphasize community
involvement.
Community involvement is recognized by the commission and the staff as a
crucial component in making any type of public decision, whether it is
creating a plan or developing a policy or ordinance. Not only does
involving citizens in planning stages insure that policies correspond to
citizens' needs, citizen involvement also insures a smoother
implementation process. The emphasis on citizen involvement is based on
the premise that the more citizens who understand the broad concepts and
purposes of what is being proposed, the greater the chance of acceptance
and ultimately, of success. The Roanoke County Planning Commission
encourages private developers to present their proposals to neighborhood
groups prior to Planning Commission public hearings.
I. ADMINISTRATIVE AND COMMUNITY SERVICES
The Administrative and Community Services section manages all department
activities, provides administrative assistance and clerical services,
and implements the citizen involvement activities. Staff members of
this section include: Robert Stalzer, Elizabeth Bradley, Audrey Bower,
Jack Ashworth and Todd Booth. Todd Zecher and Linda Ray, interns from
Roanoke College, worked for approximately three months. 1986 projects
include:
A. Explore Project
The Roanoke County Department of Planning and Zoning is sponsor-
ing a series of community meetings on the location and design
of the Explore Project. Proposed by the River Foundation, a
nonprofit organization, the $117 million project would consist
of a state park and zoo located in the eastern portion of the
County and a river parkway that would extend from Dixie Caverns
to Smith Mountain Lake. Three of ten scheduled meetings were
held in 1986 on the proposed state park and zoo. Two of six
scheduled meetings were held in Glenvar on the proposed parkway.
The purpose of the meetings is to insure that citizens'
concerns are identified and incorporated into the planning
process for the master plan. The master plan is expected to be
completed and submitted to the County nor review in November of
1987.

B. Virginia Citizens' Planning Association Awards
The Virginia Citizens' Planning Association awarded a citation
to the Virginia Extension Homemakers for their contribution to
the community meetings held between 1983 and 1985 on the
Roanoke County Comprehensive Development Plan. The homemakers
conducted workshops with approximately 800 citizens of Roanoke
County to determine their concerns and interests pertaining to
land use, transportation, environment, housing, and public
services and facilities in the community. The concerns were
documented and used as basis for the plan.
C. Public Information
The staff responds to requests for census, survey, and other
development data regarding Roanoke County. Data needs arise
from the general population, school administration, students,
teachers, developers, banks, commercial interests, journalists,
and other interested groups.
D. Downtown Vinton Parking Analysis
With the assistance of two interns from Roanoke College, staff
completed a parking analysis for the Town of Vinton in
conjunction with their downtown revitalization efforts.
Existing and potential parking needs in the central business
district were identified and recommendations for improvements
were presented.
E. Roanoke County Portion/Regional Geographic Information System
In conjunction with the Fifth Planning District Commission, the
Department of Planning and Zoning is preparing the Roanoke
County Regional Geographic Information System (GIS). The
computer based system will facilitate both short and long range
decision making by insuring the provision of complete and
accurate geographic information. Thirty-eight data elements
are being stored for each parcel of property in each of the
County's 12 community planning areas. The GIS will have the
capability of listing or mapping each of these elements
individually or completing cross-sectional analyses involving
one or more selected elements. Currently, 8 of 12 community
planning areas are complete. Those completed areas are
Bonsack, Catawba, Mason's Cove, Peters Creek, Glenvar, Bent
Mountain, Back Creek, and Windsor Hills.
F. Enhanced-911
Initiating the Enhanced-911 system has required the naming and
renaming of approximately 450 public and private streets in
Roanoke County. Approximately 7,000 or one-fourth of the total
number of County households and 3~usinesses were assigned a new
address. For those residents dissatisfied with their new
street name, an appeals process was established. Sixty-five
petitions were reviewed and resolved through the appeals
process.

A Transportation and Safety Grant application for $15,000 was
submitted to the Virginia Department of Motor Vehicles for the
installation of reflective street signs at the intersections of
heavily traveled primary highways. Preliminary approval has
been given. Staff members will be responsible for developing
street sign specifications, bid documents, and for overseeing
the installation of street signs at 1,350 intersections.
In conjunction with a user committee composed of
representatives from Fire and Emergency Services, Data
Processing, and the Sheriff's Department, staff members
evaluated seven computer aided dispatch systems. This
evaluation as well as a recommendation has been forwarded to
the County Administrator for his action.
Staff has worked to coordinate the activities of other County
departments to insure the timely and proper installation of a
new 800 MHz radio system and the preparation of the emergency
operation center to be located at the Southview School.
The counties of Floyd, Franklin, and Botetourt were approached
with respect to the possibility of installing E-911 services
for those areas of their county which share Roanoke County
telephone exchanges. Thus far, only Floyd County will
participate; providing E-911 services to 197 homes. At the
request of C&P Telephone, staff has become a technical contact
for other counties throughout the state involved in installing
E-911 facilities.
G. Appearance Improvement Program
In 1986, the Roanoke County Planning Commission adopted the
concept of an Appearance Improvement Program. Implemented by
the Appearance Improvement Committee, the program will promote
excellence in urban and environmental design as well as take
measures to protect valuable, natural, historical, and cultural
resources. When created, the Appearance Improvement Committee
will function as a subcommittee of the Planning Commission.
II. LAND USE AND ZONING
The Land Use and Zoning section is responsible for maintaining and
implementing effective land use policies that reflect the needs and
growth management priorities of Roanoke County. Staff members of the
Land Use and Zoning section include: James Lehe, Claude Lee and Timothy
Beard. Lynn Johnson, an intern from The Pennsylvania State University,
worked with this section for approximately six months. 1986 projects
include:
A. Land Use Management Advisory Committee
The Land Use Management Advisory Committee (LUMAC), a sub-
committee of the Planning Commission, assisted with the
preparation of the "Land Use Management Guide," which was added
to the "Roanoke County Land Use Plan" as an implementation
strategy. The committee is currently assisting with the
development of a new zoning ordinance. The committee is
composed of 21 neighborhood, agricultural, housing, retail,
industrial, and technical representatives as well as liaisons
from the County Planning Commission and staff, the cities of
Roanoke and Salem, and the Town of Vinton.

B. "Land Use Plan Glossary"
The "Land Use Plan Glossary" is composed of words and phrases
used throughout the "Roanoke County Land Use Plan." The Fifth
Planning District Commission prepared the document.
C. "Land Use Management Guide"
The "Land Use Management Guide," developed with the assistance
of the Land Use Management Advisory Committee, is an
implementation strategy for the policies and objectives
identified in the "Roanoke County Land Use Plan." Regulatory,
administrative, fiscal, and partnership strategies are
described as well as procedures for amending the Land Use Plan.
An action program prioritizes 30 recommendations as high, low,
or ongoing activities. One recommendation ranking a high
priority is the creation of a new zoning ordinance.
D. Final Publication of the "Roanoke County Land Use Plan"
VPI&SU landscape architecture students prepared the plan for
final publication. The final copy includes a new cover design,
illustrations, and maps among other graphic improvements.
E. "419 Frontage Development Plan"
By year's end, the staff and an intern from Penn State
completed the "419 Frontage Development Plan" to guide the
future development of frontage properties along one of the
County's major highway corridors. The plan evaluates existing
conditions which might affect future development; identifies
critical public issues through a unique community participation
process; contains development guidelines for land use, urban
design, transportation, and environmental quality; and
recommends a strategy for implementing the plan guidelines.
This amendment to the "Roanoke County Land Use Plan" was
adopted early 1987.
F. Proposed Zoning Ordinance
Preparation of a new zoning ordinance, as recommended in the
"Roanoke County Land Use Plan," has begun. The Land Use Plan
proposes a modified version of performance zoning as a solution
to public controversies surrounding land development and as a
method to encourage innovation and quality in land development.
G. Sign Ordinance Study
The staff, with the assistance of an intern from Penn State,
tested the current sign ordinance standards in the Tanglewood
Core. The study revealed severe problems with the ordinance,
especially the sizes of permitted signs and the number of
freestanding signs permitted. The staff researched alternative
sign standards and developed a preliminary set of guidelines to
be used in developing a new sign ordinance.
H. Comprehensive Manufactured Home Regulations
The manufactured housing ordinance takes a balanced and
comprehensive approach to regulating manufactured (mobile)
homes. The ordinance establishes five types of manufactured
homes; a new MH Manufactured Housing Combining District, and
performance standards for manufactured homes on individual
lots, mobile home parks, and manufactured housing subdivisions.
The ordinance has received extensive acclaim by the Virginia
Manufactured Housing Association and has been studied
extensively by other localities.

I. Inoperative Motor Vehicle Ordinance
The Board of Supervisors adopted this new ordinance which
expedites enforcement procedures and clearly prohibits the
keeping of junk, dismantled, or unlicensed vehicles in open
areas. The ordinance gave joint authority for enforcement to
the Zoning Administrator and the Sheriff.
J. Used Tire Storage
The Board of Supervisors adopted a new used tire storage
ordinance in 1986. Awarded a merit by the Roanoke Valley Clean
Valley Council, the ordinance restricts the location of used
tire storage facilities to certain zoning districts and
requires certain standards to prevent tire fires and other
hazards.
K. Automobile Graveyard Provisions
The Board of Supervisors adopted an automobile graveyard
ordinance which restricts by special permit the operation of
automobile graveyards to certain zoning districts.
L. Emergency Communications Overlay Zone
The Board of Supervisors adopted an ordinance which restricts
the height of buildings and natural growth within the
transmission paths of emergency radio communications for fire
protection, law enforcement, and emergency services.
M. Contaminated Site Ordinance
A contaminated site ordinance is currently being drafted to
restrict activities on designated contaminated sites.
N. Revised Landfill Permit Procedures
The staff revised t'ie procedures necessary for obtaining a
special use permit i:o operate a landfill. The new procedures
require an applicant to first submit an application to the
regional consultant of the Virginia Department of Solid Waste
Management. The consultant's comments are then forwarded to
the Board of Supervisors along with the special use permit
request.
0. Zoning Administration and Enforcement
During 1986, staff members found 336 violations of the zoning
ordinance and other County codes. These violations are noted
in 'T'able III. Of the total number of violations, ten were
taken to General District Court and two of these were appealed
to the Circuit Court. The ten court cases are described in
Table IV. Ninety-seven percent of violations were corrected
before court action. Procedures adopted in 1985 have proven
effective.

The staff reviewed approximately 200 business and home
occupation license applications in 1986.
2. Site Plan Review
The staff completed 140 site plan reviews, including
resubmittals for second and subsequent reviews in 1986.

Four mobile home permits were issued between January and

III. COMMUNITY DEVELOPMENT
The Community Development section is responsible for developing,
maintaining, and implementing effective capital planning, housing,
community development and informational system policies and programs
that reflect the needs and priorities of Roanoke County. Staff members
of the Community Development section include: Bonnie Newlon and Sue
Palmer. 1986 projects include:
A. Sesquicentennial Committee
In 1988, Roanoke County will celebrate its 150th birthday. To
plan for the commemoration, the Sesquicentennial Committee was
farmed. During 1986 the executive director of the committee
was a member of the Planning and Zoning staff . Among the
events currently being planned include an evening gala,
festival day at Tanglewood Mall, a beach music festival, a
county fair, a time capsule burial. Committee members include
representatives from Roanoke College, local historical
societies, local Chamber of Commerces, and many other
distinguished citizens and community leaders. Within the
Sesquicentennial Committee there are ten functioning
subcommittees dealing with the history of Roanoke County,
special events, fund raising, and commemoratives. The
Sesquicentennial Committee has recently submitted an
application for $20,000 to the Virginia Foundation for the
Humanities. If the money is awarded, it will be used to fund a
series of historical forums as well as to produce a series of
television and radio historical minutes.

B. Hollins Community Development Project
The Hollins Community Development Project is a multiphased
neighborhood improvement program which involves residents in
Roanoke and Botetourt counties. Water, sewer, road, and
housing improvements will be funded through grants and loans
totaling $2.3 million from Virginia Water Project, Farmers'
Home Administration, Virginia Department of Highways and
Transportation, and the Virginia Community Development Block
Grant. Fifty percent of the housing rehabilitation has been
completed. Sewer, water, and road construction is expected to
begin in early 1987. Participation by the private sector
providing specialized services coupled with the existing
cooperation of residents, funding agencies, and the governing
bodies of the two counties increase the positive impact in
meeting critically needed improvements in this community.
C. Roanoke/Botetourt County Joint Library
The Virginia State Library Board recently awarded over $214,000
to the counties of Roanoke and Botetourt for the Roanoke/
Botetourt County Joint Library. The library will be the first
joint library in the Commonwealth of Virginia. Donated by the
Greater Roanoke Valley Development Foundation and the Roanoke
Valley Development Corporation, the site for the library is
located on the border of the two counties between Bonsack and
Blue Ridge. Drawings for the library have been completed and
bids for construction will be sought early in 1987. The
counties are currently requesting additional land to help with
the construction of the entrance which had to be moved due to
the finding of an archaeological site.
D. Roanoke County Capital Improvement Plan: 1986-87/90-91
The Capital Improvement Plan (CIP) is a schedule. of public and
private improvements which may be made over the next 5-year
period. Projects, the majority of which were identified in the
"Community Facilities Plan," are inventoried, prioritized, and
funding sources are identified. The CIP provides a systematic
approach to planning, evaluating, monitoring, and financing
capital projects on an annual basis. The 1986-87 to 1990-91
Roanoke County Capital Improvement Plan is the first 5-year
capital program prepared and adopted by the Roanoke County
Board of Supervisors.
E. Section 8 Housing
In June of 1984, Roanoke County applied for an allocation of
Section 8 Housing Existing Rental Units through the Virginia
Housing and Development Authority. In 1986, an allocation of
25 units was awarded to the County. A private contractor will
administer the program under the auspices of the Department of
Planning and Zoning. The program will make affordable housing
more available to lower income County residents.

F. Back Creek/Bent Mountain Schools Study
In November 1986, the Roanoke County School Board established a
citizens' advisory committee to study the facility and
educational needs of the elementary schools in Back Creek and
Bent Mountain. Staff members have been working with the
committee to determine facility needs and future population
trends. Both elementary schools are currently operating at
capacity and have experienced major increases in enrollment.
Staff members prepared a detailed map showing the surge in
subdivision activity in Southwest County during the last three
years. The Citizens Advisory Committee report which was
recently completed recommended rehabilitation of both existing
elementary school buildings.
G. Old Courthouse Renovation
The Commonwealth of Virginia awarded Roanoke County an historic
preservation grant of $100,000 for the renovation of the Old
Courthouse. The grant money will be used to assist the
construction phase of the renovation project. The County is
currently seeking designation of the Old Courthouse as an
historic landmark.

Robert Stalzer and James Lehe spoke on "Updating the
Comprehensive Plan" at the Rural Planning Caucus' annual
conference.
3. Virginia Chapter of the American Planning Association.
Robert Stalzer spoke on "Conditional Zoning."
4. Report to the Governor's Commission on Farmland Preservation.
James Lehe presented recommendations on types of state planning
activities which would promote farmland preservation.
5. "Community Comprehensive Planning."
Robert Stalzer taught "Community Comprehensive Planning," a
course offered at Roanoke College. Elizabeth Bradley completed
the course.
6. The Business Women's Training Institute "Leadership
Development." Sue Palmer and Elizabeth Bradley participated.
7. "Basic Economic Development Course."
Robert Stalzer completed the "Basic Economic Development
Course," accredited by the American Economic Development
Council. The course is designed to provide intensive
instruction in the fundamentals of comprehensive economic
development.
8. Economic Development Institute (EDI), Norman, Oklahoma.
Robert Stalzer completed Year I of the EDI program. The Year
I curriculum is focused around preparing the community for
economic development.
9. "Issues for Local Planning Commissioners Workshop on Local
Planning: Planning at the Grassroots." Robert Stalzer and the
five Planning Commissioners participated in this program
offered by the Fifth Planning District Commission.
10. Roanoke Valley Board of Realtors. James Lehe presented
"Everything You Wanted to Know about Zoning" at the realtors'
quarterly meeting.

SUBJECT: Adoption of the Budget for Fiscal Year 1987/88

SUMMARY OF INFORMATION:
Following a public hearing on April 7, 1987, the tax rates were
established for 1987/88. It is highly desirable to adopt the
budget when the tax rates are set, but this was not done at that
time.
The Town of Vinton has included in their proposed budget the
transfer of refuse fees from Roanol~e County and are waiting for a
decision on this fee. They are unable to adopt their budget
until they are assured that Roanok,'~e County will be transferring
this fee to them. Also, the '~,reasurer's Offices in Roanoke
County and the Town of Vinton must begin preparing tax bills.
These must be mailed by May 5, 197 to receive payment on June 5,
1987. Postponement of this process could result in cash flow
difficulties. I~
RECOMMENDATION:
It is recommended that the Board adopt the proposed budget for
fiscal year 1987/88. The Appropriation Resolution will be
brought to the Board in June.

In Virginia, the last diagnosed rabid dogs were reported in
1982 (2 cases). To date there continues to be rabies activity and
exposure in the cat population in Virginia. The distribution of dog
and cat rabies reflects the distribution of wildlife vectors which
infect these domestic species. It is also proven that rabies in the
U.S. is now primarily controlled by creating an immune barrier of
vaccinated dogs and cats between the rabid wild animals and humans.
It is encouraged and endorsed by public health directors and
public health veterinarians for all cities and counties to implement
effective programs to remove stray and unwanted animals and to in-
sure vaccination of all dogs and cats. We know that cat rabies cases
now exceed annually all reported cases in dogs. North Carolina
passed a state law in January, 1984, requiring vaccination of all
cats against rabies. Before the state enacted legislation requiring
this, there were progressive counties and cities that had already
seen the need and passed local ordinances and codes requiring cat
rabies vaccination. Presently there are 30 jurisdictions within
the state of Virginia which are progressive enough to have passed
laws requiring cat rabies vaccinations.
On a local basis we need to be aware of the benefits of a
mandatory cat rabies vaccination law, the public protection from
it, and how it would strengthen our ability to deal with the
currently surmounting problems. The key to dealing effectively with
all of our counties animal problems is having laws that will
support each other and be broad enough in spectrum to any animal
related situation they may encounter to be better able to serve
the tax paying public.

Dear Mr. Hodge:
Although Roanoke County has not had a rabid animal within my ten years as
Health Director, the opportunity for that record to be broken is, unfortu-
nately, rapidly approaching. The raccoon population appears to be migrat-
ing westerly so that surrounding localities have already experienced an
upsurge in the number of rabid animals. Botetourt County had one rabid
animal in 1985, one 1986; Allegheny County had four in 1986 and Shenandoah
County had two in 1984, 14 in 1985, and 24 in 1986 (a twelve-fold increase
in just two years).
Roanoke County has a very effective dog ordinance and this has cer~'ainly
contributed in helping to make Roanoke County rabid free. However, we now
find that there are more rabid cats than dogs and yet we have no ordinance
which might afford some degree of protection from the occurrence of rabies
in cats. I would like to propose that the Roanoke County Board of Super-
visors adopt a cat ordinance similar to the dog ordinance that requires
vaccination of cats.
I have conferred with Mr. Ken Hoqan, the Animal Control Officer, regarding
this issue and find him to be a strong proponent of such an ordinance and
eager for the county to take this action.
Please feel free to call the Health Department for any additional questions
or concerns you might have about such an ordinance and to know that we will
be more than happy to provide any resources toward the creation of a local
ordinance requiring vaccination of cats.
