SUMMARY OF INFORMATION:
Attached is the first draft of a Roanoke County Affirmative
Action Plan as requested by Mr. Garrett and the Board. While
there is no requirement for the County to implement such a
program, there are many reasons to do ortunit ies ototywo en mandd
progress in providing employment opp
minorities but more can be done in promoting, recruiting and
training of these employees.
The attached plan was prepared by Mary Hicks of the County
Administrator's Office. Guidance was provided by the Department
of Human resources and the plan was reviewed by an outside
consultant.
At this time, the Board will be asked to review the proposed
plan. Questions and suggestions can be incorporated in a final
document which should be brought to the Board fo o ram eshould be
the next meeting. To ensure its success, the p g

II. DISSEMINATION OF EEO POLICY
When the Affirmative Action Plan has been approved, copies
of the complete text shall be distributed to every County

III. RESPONSIBILITY FOR IMPLEMENTATION
While final accountability for this Affirmative Action Plan
remains with the Roanoke County Administrator, overall
responsibility for its implementation and success is assigned to
the Director of the Human Resources Department. This
responsibility includes ensuring that classification, discipline,
educational reimbursement, hiring, layoff and return from layoff,
pay, placement, posting, promotion, recruiting, selection,
termination, testing, training, transfer, and all other formal or
informal County benefits and activities are free of
discrimination.
This responsibility also includes ensuring that all
County-owned facilities are available to employees °and
non-discriminatory basis and that all educational, social,
recreational programs sponsored for employees are open to
participation by all employees.
Secondary responsibility for successful implementation of
this Affirmative Action Plan belongs to the entire o°tnof
administrative and managerial staffressotoward meeting the
affirmative action and demonstrable prog
affirmitive action goals set annually shall be factors in the
evaluation of every management-level employee's job performance.
Overt or covert obstruction by any County employee of affirmative
action implementation shall result in disciplinary action.

IV. IDENTIFICATION OF PROBLEM AREAS
The composition of the County workforce as of June 1989, is ~-
shown in Appendices A, B, and C.
Appendix A, Workforce Analysis, provides information on
County employment of females and minorities for the years 1987,
1988 and 1989. As indicated, County employment of these two
groups has remained stable with a one percent overall net
increase in employment of females and a one percent overall net
decrease in employment of minorities, for this three-year period.
Appendix B, Utilization Analysis, provides information on
the current composition of the County workforce. Females and
minorities are grouped according to the eight broad cateortunitf
employment used by the federal Equal Employment Opp Y
Commission (EEOC). Females and minorities are further grouped by
specific occupational category. Appendix B shows a comparison of
the percentage of females and minorities in the occupational
categories with the percentage of females and minorities
currently available in the community. The EEOC refers to this
comparison as utilization. The Utilization Analysis shows that
the County meets or exceeds the available community percentage of
females in twelve occupational categories, and meets or exceeds
the available community percentage of minorities in eight
occupational categories. The County does not meet the available
community percentage of females in eleven occupational
categories, and does not meet the available community percentage
of minorities in fifteen occupational categories. This is
referred to as under utilization.
Appendix C, Establishment of Goals, identifies goals for
increasing County employment of females and minorities. Appendix
B identified eleven occupational categories of females and
fifteen occupational categories of minorities where county
employment does not meet available community percentages of these
groups. Appendix C establishes specific percentage goals to
increase County employment of females and minorities at least to
the available community percentages.

To begin implementation of an Affirmative Action Plan, the
Department of Human Resources shall perform an analysis of the
work force on an annual basis in each County office or
department, grouping the County employees into the EEOC
categories. Relevant statistics are available from the Virginia
Employment Commission (Affirmative Action Compliance Planning
[Metropolitan Statistical Areas and Standard Metropolitan
Statistical Areas]) and from the U. S. Department of Labor's
Employment and Training Administration (Labor Market Projections
Model [SMSA Roanoke, Virginia]). Information from these or
other appropriate sources shall be used to compare Roanoke
County's percentage of minority/female employees and its
percentage of minority/female managers with the percentage of
minorities and females within the available labor market for this
area in specified job categories.
No county employee shall be counted twice or included in more
than one EEOC category.
The County Administrator and the Director of Humari Resources
shall meet with the County department heads to discuss imple-
mentation of the County's Affirmative Action Plan. In those
offices or departments where minorities and women are under
employed or under utilized, goals and timetables shall be set for
employment; education or training in preparation for advancement
shall be outlined. If a job opening becomes available in
addition to those projected, overall County goals may be modified
or adjusted.
The goals established are goals which we feel could
reasonably be attained if business were to remain at its present
level. Each of the goals which have been set are, significant and
we believe attainable by putting forth our good faith effort to
make the overall program work. The goals which have been set in
each of the underutilized categories are not to be considered
rigid and inflexible.
Each of the goals has been set in relation to the
underutilization compared to the labor market availability in
each of the job categories. Thus, each affirmative action
commitment shown within this report has been designed to correct
identifiable deficiencies within the job categories of the
organization as compared to the labor market figures. Our
ultimate goal is to eliminate any area where we are under-
utilized in any job category. However, our work force may
undergo temporary layoffs/recalls due to changing economic
conditions. Therefore, our annual Affirmative Action Program
is established with the purpose of meeting our long range goals.
A survey of the county work forces shall be repeated
annually by the Department of Human Resources to ensure that once
a balanced ratio of minorities and women in County employment and
in County management positions is achieved, it is maintained
through annual updating.

Many affirmative action plans have failed because all
efforts have been concentrated upon hiring minority, female, or
handicapped persons. To fulfill the intent of affirmative
action, equal emphasis must be placed upon training those classes
of employees to prepare them for advancement within County
employment.
Roanoke County presently provides no formal career
counseling program nor are in-house, County-sponsored training or
educational programs available on a regular basis. Many
employees would like to improve their performenarelthemselves for

can only choose, at will and at random, the classes, seminars, or
programs which they hope will prove

VII. SPECIAL PROVISIONS
1. Roanoke County's Constitutional Officers and Chief Deputy
Constitutional Officers are not covered by this Affirmative
Action Plan. However, all other employees in the offices of
those constitutional officers are included in the Plan.
2. Employees of the Roanoke County School Board are not covered
by this Affirmative Action Plan.
3. Employees of the Health Department are not covered by this
Plan.
4. Employees of the Social Services Department are included in
the statistical workforce analysis and utilization figures.
Although these employees are not covered by the county
personnel rules and regulations or hiring processes, the
Department of Human Resources acts in a liaison role with
social services employees and departmental management. The
Department of Human Resources will work with the Director of
Social Services to assist them in affirmative action.

I. B. Heinemann, President of the Julian Stanley Wise Foundation
has asked for time on the agenda to request a $50,000
contribution towards the establishment of a rescue squad museum.
The foundation has been established to raise money for a proposed
museum for volunteer rescue squads. The museum will be located in
Roanoke City and will be named in honor of Julian Wise, who in
Roanoke, founded the world's first volunteer rescue squad in
1928.
The foundation hopes to raise $1.8 million dollars for the
establishment of the museum and an endowment fund. They
plan to seek grants, and contributions from local and state
government and businesses.
Mr. Heineman may be accompanied by other members of the
Foundation who will present their plans for the proposed museum.

account from their fund raising activities. They are to be
commended for their success at raising these funds and for the
outstanding events that were held during our Sesquicetennial
celebration. Expenses yet to be paid include payment for a CPA
to audit the financial records and sales tax for the history book.

On June 14, 1989, the Board of Supervisors approved the 1989-90
fiscal year budget which included $20,000 for .the funding of
cultural enrichment organizations.
In addition to the $20,000, the County has applied for and
received a Local Government Challenge Grant from the Commission
for the Arts. The Commission will match, uove~nmenOtsO~to Darts

commission/council or directly by the governing board. A local
government that has not approved its budget appropriation by the

1989-90 will therefore be $25,000.

1. The grant application was completed conditionally with
the Administration's recommendation that the County

BACKGROUND'
SUMMARY OF INFORMATION:
The County has received an offer to enter into an option
agreement for a six month period of time to purchase approximately
200 acres, more or less, (Tax Map No. 52.00-1-3). The purchase
price for this property is $75,000.00, and the option deposit is
five percent (5%) or $3,750.00. The owner of the property is Mary
E. Moore.
This property is adjacent to the property proposed for the
site of the Smith Gap solid waste disposal facility. Staff
believes that this property could be utilized as a buffer for the
proposed landfill site in this area, or for other appropriate uses.
The option term is for six (6) months. Staff believes that
this period of time should be sufficient to receive a response from
the Division of Waste Management concerning the Part A application
for a permit for a solid waste disposal facility in this area. If
the permit is granted, then the County could exercise the option.
If the permit is not granted, the County would forfeit the option
deposit. If the Board determines to exercise the option, it would
have to adopt an ordinance authorizing the acquisition of this real
estate.
ALTERNATIVES AND IMPACTS:
The option deposit in the amount of $3,750.00 to be ap-
propriated from Board contingency.
1. To authorize the County Administrator to execute the
option agreement on behalf of the Board of Supervisors of Roanoke
County, Virginia.
2. Do not authorize the County Administrator to execute the
option agreement on behalf of the Board of Supervisors of Roanoke
County, Virginia.
STAFF RECOMMENDATION:
It is recommended that the Board authorize the County
Administrator to execute the option agreement with Mary E. Moore
concerning the acquisition of approximately 200 acres, more or

BACKGROUND'
In April 1983, the Board of Supervisors for Roanoke County,
by ordinance, established a Driver Improvement Program for the
Juvenile and Domestic Relations District Court for the County of
Roanoke. This program provides a dispositional alternative to the
judges of this court for individuals before the court on traffic-
related offenses. The judges of that the Juvenile and Domestic
Relations Court have found this program to be a success.
SUMMARY OF INFORMATION:
The Judges of the General District Court for the Twenty-Third
Judicial District, which encompasses Roanoke County, have requested
the Board to establish such a Driver Improvement Program in this
court as authorized by Section 46.1-16.1 of the Code of Virginia,
1950, as amended. If such a program is adopted by the Board of
Supervisors for this jurisdiction as required by law, it will be
administered by the Chief Judge of the District and operated
through the Roanoke Valley Alcohol Safety Action Program. The
program will be limited in participation to those individuals
referred by the General District Court as a result of violations
of Articles 1 through 6 of Chapter 4 of Title 46.1 of the Code of
Virginia or any ordinance of Roanoke County regulating traffic.
ALTERNATIVES AND IMPACTS:
This program will be entirely self-supporting and operated
wholly from funds collected as fees from participants in the
program; therefore, no fiscal impact upon the County is antici-
pated. The only alternative is not to authorize such a program for
the General District Court at this time.
STAFF RECOMMENDATION:
It is recommended that the Board favorably consider the
establishment of a General District Court Driver Improvement

FOR THE SUPERVISION AND CONTROL OF SUCH PROGRAM; AND
PROVIDING FOR AN EMERGENCY
WHEREAS, the Board of Supervisors of Roanoke County, Virginia,
is desirous of authorizing the "General District Court Driver
Improvement Program," in cooperation with the Roanoke Valley
Alcohol Safety Action Program; and
WHEREAS, the "General District Court Driver Improvement
Program" to be established by the General District Court, Twenty-
third Judicial District, will be self-supporting, operating from
money collected as fees from program participants, and will not
involve expenditure of any funds appropriated by the County of
Roanoke.
THEREFORE, BE IT ORDAINED by the Board of Supervisors of
Roanoke County, Virginia, as follows:
1. The establishment of the "General District Court Driver
Improvement Program" by the General District Court, Twenty-third
Judicial District, be, and hereby is, ratified, confirmed, and
approved.
2. Such program shall be administered by the Chief Judge of
the General District Court, Twenty-third Judicial District, through
the Roanoke Valley Alcohol Safety Action Program in accordance with
the provisions of the Code of Virginia, as amended, with
participation restricted to referrals from the General District
Court.

3. The "General District Court .Driver Improvement Program"
shall be self-supporting and operated wholly from funds collected
as fees from program participants, with each person participating
in the program to be required to pay a fee of $30.00, or such other
sum as may be fixed pursuant to law for participating in this
program.
4. In order to provide for the usual daily operation of the
municipal government, an emergency is deemed to exist, and this
ordinance shall be in full force and effect upon its passage.

BACKGROUND:
Charles M. and Mary H. Vandergrift is requesting the Roanoke
County Board of Supervisors, by Ordinance, to vacate a portion of
Jones Street shown on a previously Platted subdivision referred
to as Section 1, Dwight Hills, recorded on May 22, 1947.
The portion of Jones Street requested to be vacated, is from
the intersection of Jones Street and Nover Ave., east
approximately 130 feet.
The petitioner is requesting the vacation in order that they
may improve their property.
SUMMARY OF INFORMATION:
Roanoke County is requesting that the described
right-of-way, be vacated in accordance with Chapter 11, Title
15.1-482 (b), Code of Virginia, 1950, as amended, by the adoption
of the attached Ordinance.
The Departments of Engineering and Utility have commented
that they have no objections to the proposed vacation on the
following condition:
1. That a 20 foot water/sewer eaement be retained as
shown on the attached map.
The first reading of the proposed Ordinance is scheduled for
July 11, 1989; the Public Hearing and the second reading is
scheduled for July 25, 1989.

WHEREAS, Charles M. and Mary H. Vandergrift have requested
the Board of Supervisors of Roanoke County, Virginia to vacate a
25-foot unimproved right-of-way known as "Jones Street" as shown
in Plat Book 3, at page 5 of record in the Clerk's Office of the
Roanoke County Circuit Court; and,
WHEREAS, Section 15.1-482 (b) of the 1950 Code of Virginia,
as amended, requires that such action be accomplished by the
adoption of an ordinance by the governing body; and,
WHEREAS, notice has been given as required by Section 15.1-
431 of the 1950 Code of Virginia, as amended, and a first reading
of this ordinance was held on July 11, 1989; and the public
hearing and second reading of this ordinance was held on July 25,
1989.
BE IT ORDAINED by the Board of Supervisors of Roanoke County,
Virginia, as follows:

OF AN UNDERGROUND STORM DRAIN
WHEREAS, a 10-foot drainage was thought to have been conveyed
by developers to Roanoke County across the eastern edge of Lot 1,
Block 4, Section 2, of Deer Run Estates in 1979 or 1980 for
purposes of providing storm water drainage from lots in Block 1,
Section 1 of Deer Run Estates to an existing drainage easement
along the southern edge of said Lot l; and
WHEREAS, no evidence of such easement can be found entered of
record in the Clerk's Office of the Circuit Court of Roanoke
County, Virginia; and
WHEREAS, the construction of a storm drain under Starmount
Avenue which terminates in an 18-inch pipe opening upon said Lot
1 results in the discharge of water and debris collected from
numerous lots upon the property of this lot's owner; and
WHEREAS, the owner of said lot has a legal claim for the
taking of his property for public uses without just compensation
and has presented a claim, through counsel, for damage to his
property occasioned by such drainage where no public easement
exists.
THEREFORE, BE IT ORDAINED by the Board of Supervisors of
Roanoke County, Virginia, as follows:
1. That the County Administrator is hereby authorized to
enter into a contract for the purchase of a 10-foot wide drainage
easement across Lot 1, Block 4, Section 2 of Deer Run Estates in
an amount not to exceed Five Thousand Dollars ($5,000) which shall
be paid out of the Board's contingency fund.
2. That the County Administrator is authorized to construct
an underground storm sewer extending from Starmount Avenue to the
existing drainage easement on the eastern edge of this lot through
the easement to be acquired upon the review and recommendation of
the County Engineer or his designee which shall be funded out of
the existing drainage fund.
3. That the County Administrator is authorized to execute
such documents and take such actions on behalf of Roanoke County
in this matter as are necessary to accomplish the acquisition of
this easement and the construction of any storm sewer, all of which
shall be approved as to form by the County Attorney.
4, An emergency being in force, this ordinance shall be in
effect as of July 11, 1989.

easement at 942 Starmount Avenue, Roanoke County,

COUNTY ADMINISTRATOR'S COMMENTS:
BACKGROUND'
In 1979, a 10-foot drainage easement across Lot 1 of Block 4,
Section 2 of Deer Run Estates on Starmount Avenue, as shown on a
survey by Buford T. Lumsden & Associates, dated March 15, 1979, was
thought by County staff to have come within the possession of
Roanoke County. Subsequently a storm drain was constructed under
Starmount Avenue terminating in an 18-inch pipe emptying into the
back yard of the owner of this property, John D. Kelly.
In April 1988, Mr. Kelly called the County to complain about
stormwater run-off into his yard and damage to a brick retaining
wall located within the area assumed by the County to be part of
its easement.
SUMMARY OF INFORMATION:
In March of 1989, the County received a claim from Mr. Kelly's
legal counsel in the sum of $9,820.00 for damages attributed to
Roanoke County and the Virginia Department of Transportation from
surface water drainage onto this land. Subsequent investigation
has revealed that, in fact, Roanoke County has no easement for
drainage across this property. Virginia law clearly establishes
that a private property owner has been damaged by a taking without
just compensation where drainage of a public nature occurs across
property which could lawfully be condemned for such public use.
This homeowner would appear to have a legally enforceable claim for
damages in a suit for inverse condemnation or implied contract.
Extensive negotiations with Mr. Kelly including at least two site
visits have resulted in a settlement agreement for the purchase of
a 10-foot drainage easement for $5,000 in lieu of any damages and
the County's undertaking to construct an underground storm drain
from the current open terminus to the existing drainage easement
at the eastern edge of this lot. The County has agreed use all
reasonable efforts to complete this construction within 90 days
from July 1, 1989.
ALTERNATIVES AND IMPACTS:

The estimate cost of the installation of an underground drain
at this location is approximately $12,500 which would come out of
the current drainage fund. The $5,000 for purchase of this
easement will come out of the Board's contingency fund. The
alternative is to deny the claim and proceed to litigation upon the
property owner's claim for taking without just compensation and
related damages. A judgment against the County might be several
times the current settlement figure.
STAFF RECOMMENDATION:
Staff recommends acceptance of the settlement negotiated with
the property owner for purpose of an easement and construction of
an underground storm drain.

The first reading of the ordinance authorizing the conveyance
of this real estate from the County to the School Board was held
on June 27, 1989; and the second reading is scheduled for July 11,
1989.
SUMMARY OF INFORMATION:
The Board of Supervisors will convey this 26.742 acres tract
of real estate to the School Board in exchange for the conveyance

5. That if the Commonwealth of Virginia ceases to utilize
said property for a forensics laboratory, then said property shall
revert to the County. Further, if the Commonwealth does not
commence construction of a forensics laboratory facility on this
property by June 30, 1993, then said property shall revert to the
County.

execute such documents and take such actions as may be necessary

BACKGROUND'
The County Administrator and the Superintendent of schools
have been discussing the exchange of real estate between the Board
of Supervisors and the School Board to implement the utilization
of the Southview facility as a Public Safety Center. In addition
the Administrator has been contacted by the State Forensics
laboratory for the donation of land at this site to construct a new
facility.
This ordinance authorizes the acceptance of this real estate
from the School Board. In addition it authorizes the conveyance
of a portion of this property to the Commonwealth of Virginia for
a forensics laboratory. The first reading of this proposed
ordinance was held on June 27, 1989; and the second reading is
scheduled for July 11, 1989.
SUMMARY OF INFORMATION:
This ordinance completes the transaction between the Board of
Supervisors and the School Board, exchanging tracts of real estate
around the Northside High School complex. In addition it
authorizes the conveyance of a portion of the Southview tract of
real estate to the Commonwealth of Virginia for a forensics
laboratory.
Based upon Board direction at the first reading, the ordinance
has been amended for the second reading to provide for a reversion
to the County if this facility is not constructed by June 30, 1993,
or if this property ceases to be utilized as a forensics labora-
tory.

AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY,
VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER
ON TUESDAY, JUNE 27, 1989
ORDINANCE AUTHORIZING THE ACCEPTANCE AND
ACQUISITION OF 6 ACRES OF REAL ESTATE
(SOUTHVIEW) FROM THE ROANOKE COUNTY SCHOOL
BOARD, AND FURTHER, AUTHORIZING THE CONVEYANCE
OF 2.281 ACRES, BEING A PORTION THEREOF, TO
THE COMMONWEALTH OF VIRGINIA
BE IT ORDAINED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That pursuant to the provisions of Section 18.04 of the
Roanoke County Charter, the acquisition and disposition of real
estate can be authorized only by ordinance. A first reading on
this ordinance was held on June 27, 1989; and a second reading was
held on July 11, 1989.
2. That pursuant to the provisions of Section 16.01 of the
Charter of Roanoke County, a portion of the subject real estate is
being made available to the Commonwealth of Virginia for other
public uses, namely, the State Forensics Laboratory.
3. That the acceptance and acquisition of six (6) acres of
real estate from the Roanoke County School Board is hereby
authorized.
4. That the conveyance of 2.281 acres or real estate, being
a portion of that real estate conveyed to the County by the Roanoke
County School Board, to the Commonwealth of Virginia for the
purpose of constructing a forensics laboratory, is hereby
authorized and approved.
5. That if the Commonwealth of Virginia ceases to utilize
said property for a forensics laboratory, then said property shall
revert to the County. Further, if the Commonwealth does not
commence construction of a forensics laboratory facility on this
property by June 30, 1993, then said property shall revert to the
County.
6. That the County Administrator is hereby authorized to
execute such documents and take such actions as may be necessary
to accomplish these transactions, all of which shall be on form
approved by the County Attorney.

Council/Youth and Family Services Advisory Board
COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
On December 13, 1988, the Board of Supervisors voted to continue
this Board and appoint new members. Michael Lazzuri, Director of
Court Services has contacted the present members of the Court
Service Unit Advisory Council/Youth and Family Services Advisory
Board to determine whether they wished to continue serving.
The following terms expired in 1988 or will expire in 1989.
Appointments to this committee are not made by magisterial
district; however, the magisterial district is listed for each
member.
Two-year term of James L. Trout, Vinton Magisterial District,
will expire March 22, 1989. Mr. Trout has not responded to Mr.
Lazzuri's letter.
Two-year term of Ted R. Powell, Cave Spring Magisterial District,
will expire March 22, 1989. Mr. Powell would like to be
reappointed.
Two-year term of Hoyt C. Rath, Vinton Magisterial District, will
expire March 22, 1989. Mr. Rath does not wish to serve another
term.
Two-year term of Dr. Andrew Archer, Vinton Magisterial District
expired March 22, 1988. Dr. Archer does not wish to be
reappointed.
In addition to the appointments listed above, it is necessary to
appoint four youth members, one each from Cave Spring High
School, Northside High School, Glenvar High School, William Byrd
High School. Mr. Lazzuri recommends that these appointments run
from September through September. Therefore, appointment made in
1989 will expire September lwitht he s pool year, all
expire September 1, coinciding

request County support for the establishment of the Julian Stanley Wise
Rescue Squad Museum Exhibit.
I am providing you a copy of the speech I gave to Roanoke City Council,
and thought the contents of which may be helpful to you and your Board of
Supervisors in understanding the Wise Foundation's role and goal.
Certainly, if I were allowed to appear before the Board, I would change
the emphasis on Roanoke City's role - not that their contribution is not
important, but rather that they are among many other institutions and
agencies contributing to the recognition of the world's first volunteer
rescue squad, and its' corresponding service to mankind.
Elmer, while I know you support our request, I realize you have a huge
budget to balance and many publics to satisfy. I do, however, feel County
support is essential to the success of our cause.

ON A SERIOUS NOTE, YOU UNDOUBTEDLY WOULD LIKE TO KNOW WHAT HAS BEEN
ACCOMPLISHED TO DATE, AND WHAT OUR GOALS AND OBJECTIVES LOOK LIKE.
HISTORICALLY, SEVERAL YEARS AGO MAYOR TAYLOR, APPEARING BEFORE AN

MR. HERBERT, SUBSEQUENTLY, APPEARED BEFORE THIS SAME AUGUST BODY AND
ECHOED HIS CONCURRENCE OF THE MAYOR'S VISION.
MAYOR TAYLOR LATER INCLUDED THIS MUSEUM VISION IN HIS STATE OF THE
CITY ADDRESS, AND RECENTLY, THE ROANOKER MAGAZINE EXPOUNDED ON MAYOR
TAYLOR'S MUSEUM VISION.
LIFELONG ROANOKE LIFE SAVING CREW MEMBERS, SUCH AS GORDON WATSON, TOOK
UP THE CHALLENGE, AND CONVINCED MR. HERBERT TO APPOINT A COMMITTEE TO
STUDY WHAT IT WOULD TAKE TO MAKE A MUSEUM EXHIBIT A REALITY.
FROM THIS HUMBLE BEGINNING, WE HAVE ACCOMPLISHED THE FOLLOWING:
1. WE CONVINCED THE ROANOKE HISTORICAL SOCIETY BOARD (LOCATED AT CENTER
IN THE SQUARE), AND THE BOARD OF DIRECTORS OF THE VIRGINIA ASSOCIATION
OF VOLUNTEER RESCUE SQUADS (VAVRS) TO SIGN A CONTRACT WHEREIN THEY

WOULD MUTUALLY AGREE TO WORK TOWARDS ESTABLISHING A MUSEUM EXHIBIT IN
OUR EXPANDED CENTER IN THE SQUARE. VIRGINIA H~~u~iH~~v~~ ~~ ~~~~~~~~~~•
RESCUE SQUAD BOARD MEMBERS WOULD SIT ON THE HISTORICAL SOCIETY'S
BOARD, AND THEY JOINTLY WOULD APPOINT A JULIAN STANLEY WISE FOUNDATION
BOARD CHARGED WITH THE FUND-RAISING FOR THE MUSEUM.
2. THE VIRGINIA ASSOCIATION OF VOLUNTEER RESCUE SQUAD BOARD OF DIRECTORS
PUT UP $8,000 TO PAY FOR THE SERVICES OF A MUSEUM CONSULTANT TO
OUTLINE A SUGGESTED MUSEUM CONFIGURATION, AND TO HELP ESTABLISH AN
ESTIMATED BUDGET.
3. FOLLOWING THIS WORK, THE VCR TAPE YOU JUST WATCHED WAS CREATED, AND
THIS SHOW, MUSEUM CONFIGURATION, AND BUDGET WAS SHARED WITH CITY
OFFICIALS - MAYOR TAYLOR, MR. HERBERT, AND OTHERS.
4. CONCURRENT TO THE FOUNDATION BOARD BEING ORGANIZED, WE TURNED OUR
ATTENTION TO THE #1 TASK OF RAISING 1.8 MILLION DOLLARS BUDGETED BY
THE CONSULTANTS, AND APPROVED BY THE HISTORICAL SOCIETY BOARD, AND
ULTIMATELY OUR FOUNDATION BOARD. INCIDENTALLY, THE 1.8 MILLION
DOLLARS BREAKS OUT (IN BROAD TERMS) AT APPROXIMATELY $800,000 FOR THE
ESTABLISHMENT OF THE MUSEUM, AND $1,000,000 FOR AN ENDOWMENT FUND
ADEQUATE TO PERPETUATE THE MUSEUM.

5. PRIOR TO A FORMAL, FULL-BLOWN FUND-RAISING EFFORT, OUR BOARD CONCLUDED
BOTH STATE AND LOCAL MONIES WERE ESSENTIAL.
A DELEGATION OF OUR BOARD WENT TO SEE DELEGATE RICHARD CRANWELL TO
SEEK HIS ADVICE AND GUIDANCE IN SECURING STATE MONEY FOR OUR CAUSE.
TO MAKE A LONG STORY SHORT, HE CONVINCED GOVERNOR BALILES, IN THE LAST
SHORT SESSION OF THE LEGISLATURE, TO INCLUDE IN HIS BUDGET A FIGURE OF
$500,000 IN MATCHING FUNDS. TO OUR GOOD FORTUNE THESE FUNDS WERE
APPROPRIATED AND MAY BE DRAWN BEGINNING JULY 1, 1989, UT THE FUND
TERMINATES JUNE 30, 1990.
THESE FUNDS MAY BE DRAWN IN ANY AMOUNT, BUT ARE RESTRICTED TO CAPITAL
EXPENDITURES, ARCHITECT FEES, ETC.
IN ADDITION TO FAVORABLE DISCUSSIONS WITH BOTH SALEM AND VINTON TOWN
MANAGERS, WE HAVE ALSO APPEARED BEFORE BOTH COUNCILS, AND HAVE BEEN
ASSURED OF FINANCIAL SUPPORT.
WE HAVE ALSO FAVORABLY DISCUSSED SUPPORT WITH COUNTY ADMINISTRATION.
LASTLY, A LOCAL BANK AND HEALTHCARE INSTITUTE HAVE EACH PLEDGED
$25,000 TOWARDS THIS CAUSE.

6. TO FURTHER BOLSTER OUR OPTIMISM, ROANOKE CITY FATHERS WERE KIND ENOUGH
TO PAY FOR A PRELIMINARY FUND-RAISING STUDY - THE NET RESULTS OF WHICH
WERE FAVORABLE. CERTAINLY WE WOULD NOT BE STANDING BEFORE YOU TODAY
WITHOUT THIS ASSISTANCE. I UNDERSTAND YOU HAVE RECEIVED AND REVIEWED
A COPY OF THE STUDY.
7. THE EXECUTIVE COMMITTEE OF OUR BOARD OF DIRECTORS HAS REVIEWED A
PROPOSED CONTRACT WITH GEOFF WHITTAKER, THE SAME FUND-RAISER THAT
SUCCESSFULLY WORKED WITH CENTER IN THE SQUARE. WE HOPE TO EXECUTE
THIS CONTRACT DURING JUNE.
8. A MUSEUM ARCHITECT WILL HAVE TO BE SELECTED TO DESIGN THE MUSEUM, AND
TO HELP WITH ITS CONSTRUCTION.
9. OUR BOARD, WHICH I WILL INTRODUCE IN A MOMENT, WAS PLEASED BY THE
RESCUE SQUAD ENDORSEMENT OF SALEM, VINTON, ROANOKE, AND THE BOARD OF
DIRECTORS OF THE EMERGENCY MEDICAL SERVICES.
10. WE FEEL THIS MUSEUM WILL PROPERLY BRING ATTENTION TO THE HUGE
CONTRIBUTION OF THE THOUSANDS OF VOLUNTEERS GIVING FREELY OF THEIR
TIME IN AIDING AND ABETTING MANKIND IN DISTRESS.

WHILE GENERATING ADDITIONAL INCOME TO OUR CITY, IT WILL ACT AS AN
EDUCATIONAL MEDIUM FOR OUR SCHOOL CHILDREN, AND MOST IMPORTANTLY,
STIMULATE INTEREST IN MAINTAINING A VOLUNTEER SYSTEM OF RESCUE
SERVICE.
MAINTAINING A VOLUNTEER SYSTEM CAN AND WILL SAVE THE CITY BIG TAX
DOLLARS BY OFFSETTING THE COST OF FUNDING A FULLY PAID EMERGENCY
SERVICE.
WE HAVE DISCUSSED WITH MR. HERBERT AND ENCOURAGE YOU TO APPROVE OUR
REQUEST FORA $50,000 CONTRIBUTION FOR THE JULIAN STANLEY WISE MUSEUM
EXHIBIT.
THE WORLD'S FIRST RESCUE SQUAD, AND A MUSEUM EXHIBIT COMMEMORATING
WHAT EMERGENCY LIFE SAVING IS ALL ABOUT CAN BE A ROANOKE REALITY.

MUNICIPAL WRITER
The Julian S. Wise Foudation will try to raise more
than S 1 million to help pay for a proposed museum for
the volunteer rescue squad movement and to create an
endowment fund for the museum.
The General Assembly has appropriated SS00,000
for a proposed state-of-the-art exhibit of rescue squads
that will be a wing in the Roanoke Valley History
Museum in Center in the Square.
I.B. Heinemann, president of the Wise Foundation,
said today that consultants have estimated that the
museum would cost about 5800,000.
The foundation also hopes to raise at least S 1 mil-
lion for an endowment for the museum, he said.
The state money can only be used for plans, equip.
meat and capital outlay cost for the museum, Heine-
mann said, not as part of the endowment. The pnccise
amount of the fund-raising campaign will depend on
final cost estimates for the museum, he said.
The recent study by Whittaker Associates conclud-
edthat the foundation, which was formed to honor the
founder of the first volunteer rescue squad in the world,
should proceed with plans for auund-raising cam
to pay for the museum. ~~'

and civic leaders who were inter-
viewed by the consultants felt that
the $1.8 million goal is "achievable
with the $500,000 matching state
funds."
But the consultants found that
the "major financial support will
have to be found outside the
Roanoke Valley," he said.
City Council coon but 50,000 for

The city paid for the 55,000
study by Whittaker Associates, Inc.,
that evaluated local perceptions
about the proposed museum and the
level of local financial support for it.
Herbert has recommended that
the SS,000 payment for the consul-
tants'study becounted as part of the

Heinemann said that the
fund-raising campaign will be fo-

Since Sig Davidson and I called on you April 19th, we have likewise called
on officials of Salem, Vinton, and Roanoke City. All have been eagerly
supportive, both in time and money.
You undoubtedly have read recent newspaper reports that the City voted
approval of $50,000 that will go along way in matching State funds
equaling $500,000.
At the time we called on you, I got the impression you were very
supportive of our museum goal, and in fact, offered your personal time in
calling on community leaders to raise money. You also suggested that it
may be appropriate for Sig and I to appear before the Board of Supervisors
to explain our program and request funds.

- SUGGESTED ORDINANCE -
AN ORDINANCE providing for the establishment of the "General
District Court Driver Improvement Program" and providing for the
supervision and control of such program; and providing for an
emergency.
WHEREAS, the Board of Supervisors is desirous of authorizing
the "General District Court Driver Improvement Program", in cooperation
with the Roanoke Valley Alcohol Safety Action Program; and,
WHEREAS, the "General District Court Driver Improvement Program"
to be established by the General District Court, Twenty-third
Judicial District, will be self-supporting, operating from money
collected as fees from program participants, and will not involve
expenditure of any funds appropriated by the County of Roanoke.
THEREFORE, BE IT ORDAINED by the Board of Supervisors of
the County of Roanoke as follows:
1. The establishment of the "General District Court Driver
Improvement Program" by the General District Court, Twenty-third
Judicial District, be and is hereby ratified, confirmed and approved.
2. Such program shall be administered by the Chief Judge
of the General District Court, Twenty-third Judicial District,
through the Roanoke Valley Alcohol Safety Action Program in
accordance with the provisions of the Code of Virginia, as amended,
with participation restricted to referrals from the General District
Court.
3. The "General District Court Driver Improvement Program"
shall be self-supporting and operated wholly from funds collected
as fees from program participants, with each person participating
in the program to be required to pay a fee of $30.00, or such
other sum as may be fixed pursuant to law for participating in
this program.
4. In order to provide for the usual daily operation of
the municipal government, an emergency is deemed to exist, and
this ordinance shall be in full force and effect upon its passage.

PART I. REFERRAL PROCEDURE
A. Referral to RVASAP-Driver Improvement Program
1. Individual referrals are submitted to the RVASAP
by the referring Court on an individual basis.

form which will be provided to the Court by the
RVASAP.
4. Upon receipt of the referral, the RVASAP office
will complete the course roster and establish

Court, of the scheduled dates by letter.
6. Courses will be scheduled no sooner than two (2)
weeks prior to receipt of letter in order to
allow for the participant to arrange his personal
calendar.

PART II. SUCCESSFUL COMPLETION
A. A SUCCESSFUL COMPLETION is defined as having satisfactorily
completed the required Driver Improvement Program as
approved by the Court and, who has not violated any of the
provisions of this program.
PART III, UNSUCCESSFUL COMPLIANCE
A. An UNSUCCESSFUL COMPLIANCE is defined as having violated
any one, or combination of the following:
1. Failing to attend any part or section of the
Driver Improvement Program, without proper excuses.
2. Causing a disruption to the learning process or
creating other annoyances which, in the mind of the
instructor, serves as a negative influence on
the class.
3. Attending sessions with alcohol and/or drugs in
their system (body).
4. Violating any of the established rules and
regulations of the host agencies where the classes
are being held.
5. Failure to pay the required fee as ordered by the Court.
PART IV, FEE COLLECTIONS
A. The collection of the $30.00 fee will be assumed by the
RVASAP.
PART V, RESCHEDULING FEE
A. Any participant,after having been returned to the Court as
an unsuccessful Compliant, will be required to pay an
additional fee of $20.00 (unless otherwise directed by the
Court).
PART VI. PROVISIONS FOR INDIGENTS/PARTIAL FEES
A. Any individual deemed by the Court to be indigent
or otherwise under fiscal duress and so ordered,
will be processed and afforded the same treatment
as any standard referral.
PART VII. ATTENDANCE
A. All participants will be required to attend the entire
Driver Improvement Program.
Failure to complete the program in its entirety will
result in the case being returned to the Court as
Non-Compliant.
B. Excused Absences.
1. The following reasons are acceptable as excused absences:
a. Death in the immediate family (Father, Mother,
Brother or Sister, Aunts and/or Uncles) verified by
official or public record.
b. Sickness or illness verified by a physician, in
writing.
C. Participants falling under the category of an excused absence
will be rescheduled into the next immediate Driver Improvement
Course with no additional charges applicable.

diction to the county or city of residence of the convicted violator for such period
as shall be specified in the order requiring such attendance; provided that the

RE Affirmative Action Plan
Attached is a copy of the completed Affirmative Action Plan
which is scheduled for review by the Board of Supervisors on
July 11, 1989. By copy of this memorandum we are transmitting
the Affirmative Action Plan to Mary Allen for inclusion with the
Board of Supervisors packet.
We are also transmitting copies to Mary Hicks and Anne Marie
Fedder. We will contact Anne Marie to brief her on the contents
of the Affirmative Action Plan, so that she may advise on the
dissemination of appropriate information to county staff and the
media.
Please let us know should you wish to discuss this further prior
to the Board of Supervisors meeting.
