MEETING DATE: January 3, 1990
AGENDA ITEM: Resolution Establishing a Schedule of Board
Meetings and Rules of Procedure
COUNTY ADMINISTRATOR'S COMMENTS:
BACKGROUND: During the organizational meeting of the Board of
Supervisors, the days, times and places of regular meetings to be
held during the ensuing twelve months shall be established.
Adjustments in the regular meeting schedule of the second and
fourth Tuesday of each month have been recommended from time to
time by staff to accomodate holidays or other meeting schedules.
The Board has also adopted rules of parliamentary procedure
for the conduct of all Board meetings. These rules have been
modified to address the individual and unique characteristics of
the Board.
SUMMARY OF INFORMATION: The attached resolution establishes a
schedule of regular meetings for the Board of Supervisors for
calendar year 1990. Generally this schedule follows the histori-
cal format of meetings of this Board: the second and fourth
Tuesdays of each month. The first meeting of each month shall
begin at 3:00 p.m.; the second meeting of each month shall begin
at 3:00, and all public hearings shall be scheduled for this
meeting to begin at 7:00.
This schedule is modified as follows: in September the first
meeting is moved to Wednesday, September 12, 1990 to accomodate the
annual Virginia Municipal League meeting (to be held September 9-
11, 1990 in Williamsburg); in November only one meeting is
scheduled for Wednesday, November 14, 1990 to accomodate election
day (November 6), the VACo meeting (November 11-13) and Thanksgiv-
ing (November 22); and in December meetings are scheduled for
December 4, 1990 and December 18, 1990.
Finally the organizational meeting is scheduled for Thursday
January 3, 1991 at 9:00 a.m.
The rules of parliamentary procedure submitted to the Board
in the resolution are the same as in previous years. Several
Board members have requested that these rules be modified to
eliminate the requirement that a second to a motion be required
in order to consider that motion. The Board may want to consider
eliminating this requirement.

SUMMARY OF INFORMATION:
The Roanoke County Employee Handboook was approved by the Board
of Supervisors and incorporates a holiday schedule for County
Employees. The Employee Handbook also authorizes County offices
to be closed on any day appointed by the Board of Supervisors or
the Governor of Virginia as a legal holiday or for State or
County offices to close.
RECOMMENDATIONS:
It is recommended that the Board of Supervisors ratify the
following holiday schedule for the 1990 Calendar Year:

Total Action Against Poverty suffered a devastating fire at their
headquarters on Shenandoah Avenue on December 23, 1989. The fire
destroyed records, 150,000 pounds of food and most of its
offices.
Officials from the organization have requested time on the agenda
to speak to the Board of Supervisors on their proposed recovery
efforts.

We are all aware that TAP is a community action agency and not a
Hart of any particular local government. At this time, TAP needs
all of the support the entire community can offer to it. In the
interest of public safety and in order to minimize TAP's
liability exposure, it appears urgent that TAP pursue demolition
of the remaining portion of the gutted building on Shenandoah
Avenue, and approximately $78,000 must be raised to pay fcr this.
Hopefully, insurance will assist with this, but obviously those
funds are not immediately available as it will take some time to
process their claim. It is urgent that demolition take place
now. The TAP Board of Directors is requesting that Roanoke
County and Raanoke City waive the dumping fee at the Regional
Landfill. Services rendered would allow some tax advantages for
local government.

Background:
following the disastrous fire of December 24, 1989, and
recurring flare-ups on December 25 and December 26, Mr.
Theodore Edlich, TAP's executive director, directed Eldon
1{arr o.f The Architects Design Group <on December 26) to
represent TAP in regard to pursuing demolition of the
remains of the building in the interest of public safety and
to minimize TAP's liability exposure. As decisions had to
made immediately with regard to extinguishing hot spots
within the building, and in the absence of Mr. Edlich, Mr.
Cabela Brand gave Mr. I{arr the authority to act on TAP's
behalf on llecember 26.
!'uesday, December 2G:
Eldon Kr+rr visited the site of the fire as TAP' s
representative and provided authorization for demolition of
portions of the exterior wall in response to requests from
the Roanoke City Fire Department. The demolitions were
performed by Amos Wrecking Co., Inc. to allow the fire
department to extinguish remaining hot spots. Access
through the property of F.L. Hatcher tip Sons to the west end
of the building was obtained by the Roanoke fire department.
During the morning, an extensive area of the rear wall fell.

blocking use of the siding serving Hunter ~ Cummings Coal &

Background
1990 marks the 25th anniversary of Total Action Against Poverty in Roanoke Valley.
As 1989 drew to a close, those of us in the TAP family were eagerly looking forward
to commemorating a quarter century of history. Even at its most conservative, it has
been an impressive history:
12,000 preschoolers given the Head Start experience;
4,000 homes weatherized;
25,000 youth and adults provided with education and employment
training;
6,000 families kept from losing their homes through housing
counselling;
10,000 teens provided summer jobs and remedial education;
50,000 families provided emergency and/or crisis intervention.
Statewide, the Virginia Weatherization Program has weatherized over 60,000 houses of
the low income and elderly. Virginia CARES has provided counselling, training, and
support to over 25,000 inmates and ex-offenders. The Virginia Water Project has
provided potable water and sanitary waste facilities to over 75,000 Virginians.
Project Discovery, Inc. has, in its brief history, provided encouragement,
information, and support activities for over 5,000 minority and low-income students
to consider post-secondary education.
In addition to the statewide networks which began at TAP, a number of local human
service agencies owe their existence to TAP. Among them are the League of Older
Americans, the Legal Aid Society, RADAR, and the Southwest Virginia Community
Development Fund.
TAP's history also includes 25 years of impact on the Roanoke Valley's economy --
over $100 million of outside resources brought into the Valley; twice that figure in
local economic activity generated from millions of dollars in direct staff and
participant income; $20 million in local tax revenue generated and an equal amount in
savings to local governments.
In the last 25 years, TAP has made a significant difference in the quality of life in
the Roanoke Valley of Virginia.
Our Loss
The loss of TAP's headquarters in the fire Saturday, December 23, 1989, at its most
optimistic, was a devastating loss. We estimate the loss of the facility and
replaceable contents alone in the neighborhood of $10 million. The building housed
TAP, Virginia CARES, Virginia Water Project, and Project Discovery, Inc., with office
space for 170 staff and all the equipment and supplies to manage and support TAP's 31
individual programs and the .administration of three statewide community action
networks.
An equal or perhaps, in the long term, more significant loss was the vast amount of
information which was destroyed in Saturday's fire. The TAP headquarters was the
repository for 25 years' worth of information:
records on a quarter of a million people who have participated in our
programs and received services over the years;
every grant proposal or application TAP had ever submitted for funding
(which were heavily relied upon for formatting and information used to
generate new grants);
personnel information on every TAP employee in its history;
fiscal information relating to the management of a ~6 million annual
budget;
the agency library of statistics and resource material and the
archives containing priceless photographs, clippings, brochures, and
annual reports documenting the history of TAP and depicting the people
who have been a part of TAP over the years.
The loss of the TAP building in Saturday's blaze was tremendous because the TAP
building brought together so many activities and programs under one roof. The
operation was not only a showcase for TAP locally, but also for Community Action
both state- and nationwide.
Our Immediate Plans
Despite the vastness of our loss, Saturday's fire did not mark the end of TAP.
Instead, it is the signal of a new beginning.
Immediate plans for TAP and the statewide agencies include "business as usual."
Staff are stationed at various sites in and near the center city. Program components
are providing services as usual. Planning has been going on around-the-clock and
support components are implementing the reconstruction of TAP's fiscal, program, and
administrative systems and seeking space to bring the agency back together
physically. TAP has 31 programs (see attached list), which remain in operation.
There are several projects still in the development and early implementation stages -
the Northwest Supermarket, the Henry Street Music Center, the Comprehensive Health
Investment Project, and the expansion of the statewide networks -- which we will
continue and bring to fruition.
Our Needs
Nevertheless, TAP has and will continue to be a Cowunity Action Agency. We have
been strong because the community has been strong in its support. All of us at TAP
are deeply touched by the many phone calls and written expressions of support and
offers of assistance.
One thing which we have done in our planning is spend time looking at our needs (see
attached information).

Let me end my remarks with a word about TAP's future goals.
Today in the City of Roanoke, nearly 50 percent of the public school children are
poor; 5,000 children have no health insurance; and 10,000 families are at risk of
being homeless.
TAP intends our next 25 years to be as productive as the first 25 have been. Our
plan is to extend programs and services to the 75 percent of the low-income
population who have not been served. Our goal is to reduce that number by at least
one-half.
With the help of the community and the dedication of TAP staff and volunteers, we can
make it happen.

AGENDA ITEM: Report by Rev. Otis L. Burgher on the Recovery
Efforts of Shenandoah Homes
COUNTY ADMINISTRATOR'S COMMENTS:
BACKGROUND•
Rev. Otis L. Burgher has requested time on the Board of
Supervisor's agenda at the January 3, 1990 meeting to publicly
express his appreciation to the County of Roanoke for the
assistance provided to Shenandoah Homes as a result of their recent
tragic fire. Recovery operations are proceeding nicely and some
of the residents have already returned to Shenandoah Homes. This
ability to return to their "home" is important to the individuals
as it tends to reduce the stress and uncertainty in their
individual lives.
Rev. Burgher is very much concerned for the safety of his
residents and wishes to launch a fund raising campaign to fund the
installation of a sprinkler system. The estimated cost of this
capital improvement is $150,000.
Rev. Burgher and his staff should be commended for attempting
to go beyond the letter requirements of the law by providing a
sprinkler system for this facility and you are encouraged to
support his efforts of raising money through the private sector.
