STATEMENT BY LEE B. EDDY - 1/3/91 AT THE LAST MEETING OF THIS BOARD, THEN-CHAIRMAN ROBERS GAVE AN EXCELLENT "STATE OF THE COUNTY" ADDRESS IN WHICH HE OUTLINED THE BOARD'S ACCOMPLISHMENTS IN 1990 AND LISTED MAJOR CHALLENGES FOR 1991. IN KEEPING WITH THAT SPIRIT, AND AS THE MINORITY MEMBER OF THIS BOARD, I WOULD LIKE TO STATE SOME PERSONAL OBJECTIVES FOR 1991. THESE ARE SOME OF THE GOALS I PLAN TO PURSUE AS AN INDIVIDUAL, AND AS A TEAM MEMBER OF THIS BOARD, DURING THE COMING YEAR. FIRST, I WILL CONTINUE TO LOOK FOR WAYS THAT ROANOKE COUNTY CAN ECONOMIZE, WITHOUT SACRIFICING THE QUALITY OF BASIC SERVICES PROVIDED TO ITS CITIZENS. I HOPE WE CAN BENEFIT FROM THE RESULTS OF THE PEER REVIEW STUDY, AVOID UNNECESSARY FRILLS, AND SIGNIFICANTLY IMPROVE OUR PRODUCTIVITY AND EFFICIENCY. NEXT, WE MUST MAKE SURE THE BASIC QUALITY OF OUR SCHOOL SYSTEM DOES NOT SUFFER FROM THE EFFECTS OF THE STATE BUDGET SHORTFALL. WE NEED TO DO A BETTER JOB OF ENCOURAGING GOOD COMMERCIAL DEVELOPMENT, BY WORRING BETTER WITH DEVELOPERS DURING THE DESIGN REVIEW PROCESS, AND BY MAKING OUR COMMERCIAL WATER CONNECTION FEES MORE COMPETITIVE. WE ALSO NEED TO ACCELERATE THE WORK OF OUR PLANNERS AND ACCOMPLISH NEEDED UPDATES TO THE ZONING ORDINANCE WITHOUT FURTHER DELAY. THERE IS A NEED TO DEVELOP A TRULY USEFUL CAPITAL IMPROVEMENT PROGRAM THAT WILL PROVIDE A PRIORITIZED BLUEPRINT AND FUNDING PLAN FOR A LONG PERIOD OF TIME, IN CONTRAST WITH PAST TENDENCIES TO LOOK AT THE COUNTY'S NEEDS ONLY ONE YEAR AT A TIME. AND FINALLY, IT'S TIME TO BENEFIT FROM SEVERAL YEARS OF PILOT PROGRAMS AND ADOPT A PERMANENT, COMPREHENSIVE RECYCLING PLAN THAT WILL MEET STATE MANDATES AND THAT WILL SATISFY THE DEMONSTRATED DESIRE OF OUR CITIZENS TO HELP PRESERVE THE ENVIRONMENT. ROANORE COUNTY IS FACED WITH A NUMBER OF OTHER IMPORTANT CHALLENGES, BUT I HAVE LISTED SOME OF THOSE IN WHICH I AM ESPECIALLY INTERESTED, AND WHICH I PLAN TO PURSUE AS PERSUASIVELY AS I CAN IN 1991.
