RESOLUTION 1891-1 OF APPRECIATION TO RICHARD W. ROWERS
FOR HIS CHAIRMANSHIP OF THE ROANORE COUNTY BOARD
OF SUPERVISORS FOR TAE YEAR 1990
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia as follows:
WHEREAS, Richard W. Robers has served with distinction
as Vice Chairman of the Roanoke County Board of Supervisors in 1988
and 1989 and as Chairman in 1990; and
WHEREAS, Mr. Robers' leadership provided the initiative
in establishing the Economic Bridges program and the Smart Highway
program which will bring needed economic growth to our area; and
WHEREAS, Mr. Robers has devoted countless hours to
serving the residents of Roanoke County during his tenure as Vice
Chairman and Chairman and as a member of the Roanoke Regional
Airport Commission.
NOW, THEREFORE BE IT RESOLVED that the Board of
Supervisors of Roanoke County, Virginia, on behalf of all citizens
of Roanoke County, does hereby extend its gratitude and
appreciation to Richard W. Robers for his many significant
contributions to the County as Vice Chairman and Chairman of the
Board of Supervisors, and
FURTHER, the Board expresses its hope that Mr. Robers
will continue his dedication, involvement, and concern for the
citizens of Roanoke County.

AGENDA ITEM: Presentation on Metro Basketball Tournament
COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION
The Roanoke Valley will host the Metro Basketball Tournament on
March 7 - 9, 1991. The tournament is a real drawing card for the
Roanoke Valley and will provide a financial boost for the motels,
merchants and other businesses in the community.
John Clark, Regional Executive Officer, Dominion Bank, is assisting
in planning the tournament, and has asked to make a presentation
to the board members. He is making similar presentations to other
governments in the Roanoke Valley.

AGENDA ITEM: Ratification and Appointments of Board of
Supervisor memberships on Committees,
Commissions and Boards
COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION
Attached is the 1991 proposed appointments to various committees,
commissions and boards. The only changes from the 1990 list is the
removal of the Consolidation Negotiating Committee which is no
longer necessary and the addition•of the 1990 appointment of
Supervisor McGraw to the Cablevision Negotiating Subcommittee.
There are several committees on which the chairman automatically
serves and those changes have been made also. All other
appointments have set terms. Listed below is a new appointment
request from the Virginia Association of Counties.
County Liaison to VACo
James D. Campbell, Executive Director of the Virginia Association
of Counties has also requested that each County designate a
Supervisor to serve as a liaison to VACo (see attached letter).
This would be the appropriate time for the board, to make this
appointment.
RECOMMENDATION'
It is recommended that the attached list of proposed appointments
be ratified by the Board of Supervisors and that the Board appoint
a supervisor to serve as liaison to the Virginia Association of
Counties.

The County ordinance states:

article." However, in R-E and A-1 districts with larger acreage, a
resident may keep an unlimited number of dogs with a private kennel
license.
The resident who appeared before tie Board of Supervisors lives in
Montgomery Village which has a residential zoning designation. The
Planning Department has determined that the lot is approximately one-
quarter acre.
STAFF RECOMMENDATION:
The Chief Animal Control Officer and County Administrator concur that
the current ordinance should not be changed. The is the first time in
five years that a citizen has complained and requested an increase in
the number of dogs that may be kept on residential property.

RESOLUTION 1891-3 REPEALING RESOLUTION 12390-
8 AND ADOPTING A NEW SECTION OF THE DESIGN AND
CONSTRIICTION STANDARDS MANUAL ENTITLED
"DRAINAGE STANDARDS"
WHEREAS, the Department of Development is in the process of
preparing a manual to assist the public, and especially the
development community, for clarification of rules, regulations, and
policies applicable to land development in Roanoke County; and
WHEREAS, a Design and Construction Standards Committee
composed of area engineers, surveyors, members of the Roanoke
Valley Homebuilders Association, and County staff was assembled to
develop the content of the manual and the design standards; and
WHEREAS, it was the consensus of the committee to address the
areas of water, sewer, street and parking, and drainage in the
manual; and
WHEREAS, at its meeting on February 14, 1989, the Board of
Supervisors of Roanoke County, Virginia, by resolution, adopted a
manual of regulations and policies entitled "Design and
Construction Standards Manual" to assist the public in the
clarification and interpretation of rules, regulations, and
policies applicable to land development in Roanoke County, and in
particular, the areas of water, sewer, street and parking; and
WHEREAS, the water design standards, street and parking design
standards and specifications, and subdivision approval for on-site
sewage disposal and well systems standards chapters of the manual
have been previously completed and adopted; and
WHEREAS, at its meeting on January 23, 1990, the Board of
Supervisors of Roanoke County, Virginia, adopted Resolution 12390-
8, which adopted a new section of the Design and Construction
Standards Manual entitled "Stormwater Management Criteria"; and
WHEREAS, these standards should be revised and amended.
NOW, THEREFORE, be it resolved that the Board of Supervisors
of Roanoke County, Virginia, as follows:
1. That Resolution 12390-8 adopted on January 23, 1990, is
hereby repealed as of the effective date of this Resolution.
2. That there is hereby adopted the revised fourth component
of the Design and Construction Standards Manual entitled "Drainage
Standards" which is attached hereto and incorporated herein by
reference.
3. That this Resolution shall be in full force and effect
from and after , February 1, 1991.

EXECUTIVE SUMMARY:
BACKGROUND'
The Board may recall that in January 1990, we adopted the
stormwater management section of the Design and Construction
Standards Manual. Several additional chapters have now been
completed by the staff and coordinated with the various
professional associations involved.
Sections 502 through 504 have been added. There are no
changes to the section previously adopted by the Board in 1990.
SUMMARY OF INFORMATION:
The Standards proposed for adoption outline the Design
Methodology required for culvert, open-channel, storm sewer and
stormwater management facilities. The only requirements that are
more stringent than the Virginia Department of Transportation's
Drainage Standards, are the material classifications for culverts
and storm sewers (concrete vs. corrugated metal).
After action by the Board of Supervisors, County staff will
meet with the professional associations and construction industry
to explain the new standards and their enforcement.
FISCAL IMPACT'
ALTERNATIVES'
STAFF RECOMMENDATION:
No public hearing is necessary to adopt the manual, however,
staff recommends that Resolution #12390-8 be repealed entitled
stormwater Management Criteria and that the attached revision,
Drainage Standards, be adopted with an effective date of February
1, 1991.

DRAINAGE STANDARDS
Purpose
1. Inhibit deterioration of existing waters and
waterways by requiring stormwater Management
Plans that will restrict postdevelopment runoff
characteristics, as nearly as practicable, to
be equal to or better than predevelopment run-
off characteristics.
2. Establish procedures to administer all drainage
and stormwater planning.
3. Establish long-term responsibility for the
maintenance of stormwater management installa-
tions.
4. Develop Design Standards to control drainage
and stormwater management installations in
Roanoke County.

501.00 DEFINITIONS
Special terms used in this Stormwater Management Criteria are
defined as follows:
ACRE-FOOT - Volume of water that would cover one (1) acre to
a depth of one (1) foot. One acre-foot is equal to 43,560
cubic feet.
ADEQUATE CHANNEL - Manmade channel or pipe which is capable
of conveying the runoff from a 10-year storm, without over-
topping its banks or eroding the channel lining. Natural
channel capable of conveying the runoff from a 2-year storm
without overtopping its banks or eroding the channel lining.
BACKWATER - (a) A flow retarding influence due to a dam,
bridge, culvert, or another stream. (b) The increase in water
surface elevation, due to a constriction, above the normal
unconstricted elevation.
BACKWATER CURVE - A particular form of the surface curve of
a stream of water which is concave upward. It is caused by
an obstruction in the channel such as an overflow dam.
BRIDGE - A structure erected over a watercourse, depression,
or obstacle. As distinguished from a culvert it is a large
structure spanning a watercourse, the bed of which is left
comparatively undisturbed.
CHANNEL - An elongated depression having a definite bed and
bank which serves to confine the flow of water.
COEFFICIENT OF ROUGHNESS - A roughness factor in the Kutter,
Manning (n), Hazen and other formulas expressing the charac-
teristics of a channel to handle flowing water.
CONDUIT - A general term for any facility intended for the
conveyance of water, whether open or closed.
CONTROL SECTION - A section or a reach of a conduit or channel
where conditions exist that make the water level a stable
index of discharge. A control may be partial or complete.
A complete control is independent of downstream conditions and
is effective at all stages . An overflow dam or rock ledge
crossing a channel are examples. Controls may be either
natural or artificial.
CULVERT - A closed conduit carrying water through a highway,
railroad, or other embankment. A culvert is distinguished
from a bridge by generally having the same material all around
its perimeter, and having a regular, symmetrical shape.

CUTOFF - A wall, collar, or other structure intended to reduce
percolation of water along otherwise smooth surfaces, or
through porous strata.
DEBRIS - Any material, including floating trash or suspended
sediment moved by a flowing stream.
DIRECTOR - Director of Development and Inspections for Roanoke
County.
DISCHARGE - (a) The quantity of water, silt, or other mobile
substances passing along a conduit per unit of time: rate of
flow expressed as cubic feet per second, liters per second,
million of gallons per day, etc. (b) The act involved in
water or other liquid passing through an opening or along a
conduit or channel. (c) The water or other liquid which
emerges from an opening or passes along a conduit or channel.
DITCH - An artificial channel.
DRAINAGE AREA - The drainage area of a stream at a specified
location, measured in a horizontal plane, which is enclosed
by a topographic divide such that direct surface runoff from
precipitation normally would drain by gravity into the drain-
ageway at that point.
DRAINAGE BASIN - A geographical area or region that is so
sloped and contoured that surface runoff from streams and
other natural watercourses is carried away by a single
drainage system by gravity to a common outlet or outlets.
Also referred to as a watershed or drainage area.
FLOOD PEAK - The maximum discharge of a particular flood at
a given point along a stream.
FLOOD PLAIN - (a) Any plain which borders a stream and is
covered by its water in time of flood. (b) Stream bed areas
subject to recurrent overflow or inundation.
FLOOD ROUTING - Determining the changes in the rise and fall
of floodwater as it proceeds downstream along a drainageway,
including the effects of structures.
FLOODWAY j 100-year frecruencvl - The channel of a river, stream
or other watercourse and the adjacent land area that must be
reserved to discharge a 100-year flood.
FRE UENCY OF STORM - The anticipated period in years that will
elapse, based on average probability of storms in the design
region, before a storm of a given intensity and/or total
volume will recur. A 10-year storm can be expected to occur
on the average of once every 10 years.

FRICTION LOSS - The head or energy loss caused by the contact
between a moving stream of water and its containing conduit.
HEADWATER - (a) The water upstream from a structure. (b) The
source of a stream.
HYDRAULIC GRADE LINE - In a closed conduit, a line joining the
elevation at which water could stand in risers. In an open
conduit, the hydraulic grade line is the water surface plus
the piezometric head.
HYDROGRAPH - A graph showing for a given point on a stream or
for a given point in any drainage system the discharge, stage
(depth), velocity, or other property of water with respect to
time.
HYDROLOGY - The science dealing with the waters of the earth
in their various forms; precipitation, evaporation, runoff,
and ground water.
IMPERVIOUS - Condition of a material that prevents significant
percolation.
INVERT - The floor, bottom, or lowest part in the cross
section of conduit.
PEAK DISCHARGE - The maximum instantaneous flow from a given
storm condition at a specific location.
PERCOLATION - The movement of water through soil.
POSTDEVELOPMENT - Runoff conditions that may reasonably be
expected or anticipated to exist after completion of the land
development activity on a specific site or tract of land.
PREDEVELOPMENT - Runoff conditions that exist at the time that
plans for the development of a tract of land are approved by
the plan approval authority. For staged development, the
first item approved or permitted shall establish the time at
which predevelopment conditions are fixed. In the case of
land development by governmental agencies, the initiation of
land acquisition shall establish the time at which predevelop-
ment condition are fixed.
RECEIVING NATURAL WATERCOURSE - Natural watercourse with
definite banks and bottoms, with flow either intermittently
or at all times.
RUNOFF COEFFICIENT - The ratio of runoff to precipitation.
RUNOFF CURVE NUMBER - (CN) An index developed by the United
States Soil Conservation Service and used to represent the

combined hydrologic condition and antecedent soil moisture.
STORM SEWER - A sewer that carries only storntwater, drainage
and other surface water, but not domestic sewage or industrial
wastes. A storm sewer system consists of underground con-
duits, inlets, manholes, open channels, swales and special
appurtenances.
STORMWATER MANAGEMENT FACILITIES - A facility constructed for
the purpose of reducing the post-developed stormwater rate
and/or volume.
TAIL WATER - The water just downstream from a structure.
TIME OF CONCENTRATION - The time it takes for runoff to travel
from the hydraulically most distant part of the watershed to
the point of reference.

502.00 GENERAL
502.01 Drainage Systems
A. Drainage systems are to be divided into two (2)
distinct parts; the major and minor systems.
1. The minor svstem consists of drainage systems
designed to convey the more frequent storms,

sewers, culverts, roadside ditches, outlet
ditches and stormwater management facilities.
2. The major svstem consists of drainage systems
designed to convey less frequent storms. The
major system consists of emergency spillways,
overland swales, natural watercourses and
temporary ponding areas. Major systems are
used to protect buildings and other important
features from flooding and to prevent
catastrophic failures.

C. General Provisions
The construction materials and methods used for this
Section shall conform to the current Virginia
Department of Transportation Road and Bridge
Specifications unless otherwise modified within
these standards.
D. Conflicting Provisions Policv
Whenever any provisions of these Storm Drainage
Standards impose a greater requirement, or a higher
standard, than is required in any State or Federal
regulation or other provision of the Construction
Standards Manual, or other County Ordinance, or
regulation, the provisions of the Storm Drainage
Standards shall govern. Whenever any provision of
any State or Federal statute or other provision of
the Construction Standards Manual or other County
Ordinance or regulation impose a greater require-
ment, or a higher standard, than is required by the
Storm Drainage Standards, the provisions of the
State or Federal statue or other provisions of the
Construction Standards Manual or other County
Ordinance, or regulation, shall govern.
E. Due to the complexity of storm drainage, designers
are encouraged to pursue innovative solutions.

However, such design shall be accompanied by
documentation as to the appropriateness of design
and maintenance requirements.

505.00 STORMWATER MANAGEMENT
505.01 General Requirements
A. Every land developer/owner shall provide a storm-
water management plan with all site plan and
subdivision submissions. An acceptable stormwater
management plan can be obtained by:
1. Providing necessary on-site stormwater
management facilities.
2. Providing joint facilities with another
development.
3. Entering into an agreement with the County for
off-site stormwater management facilities, if
the following conditions are met:
a. Development site is located in the lower
or upper third of a named watershed,
and/or
b. The land developer/owner contributes to
other watershed drainage improvements the
equivalent cost of providing on-site
stormwater management (appraised land
value + facility cost).
4. With prior approval, granting easement or
dedicating land for a regional stormwater
management facility in lieu of a required
onsite stormwater management facility.
5. Meeting the following exemptions:
a. Minor land disturbing activities, less
than 1,000 cubic yard volume, less than
10,000 square feet disturbed surface area,
and promptly stabilized with vegetation.
b. Accepted agricultural management practices
permitted by E&S Handbook.
c. Individual private septic and utility
(sewer, water, storm, etc.) systems which
do not alter the natural terrain.
d. Minor development activities where the
increase in impervious area is less than
500 sq. feet.

e. Single family houses on Platted lots of
record unless stormwater management re-
quirements are noted on the Subdivision
Plat.
B. The following, when submitted in writing, can be
considered for a waiver by the Director of Develop-
ment and Inspections. The Director may require that
the owner, or .Developer, provide information neces-
sary to making such a determination.
1. Subdivision of detached single family resid-
ential that meets the following:
a . One (1) acre minimum lot size and ten ( 10 )
acre maximum subdivision size.
b. 1/2 acre minimum lot size and four (4)
acre maximum subdivision size.
c . 1/3 acre minimum lot size and two ( 2 ) acre
maximum subdivision size.
d. Two (2) acre minimum lot size.
2. Subdivision of multi-family residential
developments which total a maximum of two (2)
acres and have a density of less than four (4)
units/acre.
3. Minor site developments with less than 0.5
cubic feet per second increase in peak dis-
charge based on a 10-year frequency peak
discharge rate.
4. A waiver request of stormwater management will
be evaluated based on the following conditions:
a. The hydraulic characteristics of the re-
ceiving stream or the environment char-
acteristics of the stream or the site are
such that on-site management or detention
of flows are contrary to sound engineering
practices or detrimental to the environ-
ment;
b. The increased quantity or velocity of
stormwater generated by the development
will have a minor effect on the receiving
stream.

5. Each request for waiver will be considered in-
dividually by the Director. All applications
for a waiver will receive a written response
outlining the reasons for approval, or denial,
within 30 days of receipt of all information
requested by the Director
In reviewing the waiver application, the
Director shall closely examine all storm
drainage outfalls, receiving channels and
channel capacities, velocities and other
related storm drainage discharge considerations
to determine the need for additional outfall
treatment and/or channel protection needs.
C. Any additions, extensions and/or modifications to
development which were previously exempted under
these standards shall provide stormwater management
for the entire combined development when the acreage
limitations are exceeded.
D. For purposes of clarity and administrative efficien-
cy, the following conditions shall apply to these
guidelines and the resultant plans developed under
them:
1. Building on, or resurfacing, an existing
impervious area shall not require stormwater
management nor shall it be included as an
additional impervious area.
2. Impervious area calculations for buildings
shall include all overhanging projections such
as eaves, canopies and porticoes.
505.02 Design Methodology
A. Detention Basins:
1. Refer to Section 503.02 for design hydrographs
and Section 503.03 for applicable design
storms.

1. When a facility is next to a public
road right of way, the owner/devel-
oper must define a method of main-
tenance acceptable to the County of
Roanoke.
2. Access easements shall be a minimum
of 15 feet in width.
b. If the facility is over four (4) feet
deep, takes over two (2) hours to drain,
the interior slope exceeds 3(H):1(V), or
is in a congested area; permanent fencing
may be required.
1. Fences shall be a minimum of six (6)
feet high, a minimum of standard nine
(9) gauge chain link fence with one
(1) or more double gates (minimum
10 feet wide) for access.
c. Minimum slope of basin "floor": one (1)
percent to principal spillway. (Does not
apply to "wet" ponds.}
B. Infiltration Trenches
1. The use of infiltration trenches shall be
limited to areas where runoff will be relative-
ly free of chemicals and silt. The use of
"grass filter" strips between small parking

areas and infiltration trenches should reduce
chemicals and silt sufficiently to protect the
groundwater from chemicals and the trenches
from clogging with silt.
2. Refer to Section 503.02 for the design hydro-
graphs and Section 503.03 for applicable design
storms.
3. Refer to NEH-4 for routing procedures.
4. Determination of Infiltration Rates:
a. An observation hole shall be excavated
four (4) feet below the planned depth of
the infiltration trench.
b. Two (2) metal cylinders shall be driven
into the soil such that the soil is
relatively undisturbed. The bottom of the
center cylinder (6-14" diameter) shall be
driven six (6) inches below grade. The
bottom edge of the outer cylinder (16-
30 " diameter ) shall be two ( 2 ) to four ( 4 )
inches below grade. The center cylinder
shall include a mark one (1) inch from
the leveled top edge.
c. Water shall be poured into the center
cylinder until the water overflows into
the outer cylinder to an equal height.
d. The water level in the center cylinder
shall be allowed to drop one (1) inch to
the mark noted above . The time required
to drop one (1) inch shall be recorded.
The center and outer cylinder shall be
filled again and the test repeated. The
test shall be repeated until the time
required to drop one (1) inch is constant .
The constant time for the water to drop
one (1) inch is the infiltration rate, I
(min/inch).
5. Infiltration trenches shall be constructed in
accordance with Fig. 17.
6. Initial trench size (A) in square feet shall
be based on ten (10) percent of the total
impervious area of the site.

The degree of flood and drainage protection required by
these standards is considered reasonable for regulatory
purposes. Larger floods or unusual circumstances may
occur on rare occasions, or flood heights may be
increased by manmade or natural causes, such as bridge
openings restricted by debris. This article does not
imply that areas outside the 100 year flood plain or land
uses permitted within such districts will be free from
flooding or flood damages. Additionally, the grant of
a permit, or approval of a site, subdivision or land
development plan in an identified flood hazard area shall
not constitute a representation, guarantee or warranty
of any kind by any official or employee of the County of
the practicability or safety of the proposed use and
shall create no liability upon the County, its officials
or employees.

510.00 MAINTENANCE OF STORM SEWER SYSTEMS AND STORMWATER
MANAGEMENT SYSTEMS
Easements shall be dedicated during the land development
process when the topography and the natural drainageways
are altered. Drainage easements are required for the
maintenance of storm sewer systems, open channels as
defined by the Virginia Erosion and Sediment Control
Handbook, improved drainageways, and for stormwater
management facilities. Access easements are necessary
to maintain a drainageway, stormwater management
facilities, or storm sewer system located on private
property. Furthermore, drainage easements are intended
to restrict private property owners from disturbing land
contained in the easement in such a manner as to alter
the drainageway to the detriment of neighbors upstream
or downstream. Similarly, easements for underground
pipes assure that no other permanent structures will be
allowed.
The purpose of this section is to define the respon-
sibility for the maintenance of storm drainage and storm-
water management facilities located in the dedicated
easements. Public maintenance responsibility will not
be accepted for detention/retention facilities with a
permanent pool, or for underground storage tanks.
510.01 Single family, townhouse and condominium develop-
ments
The maintenance of the storm sewer systems and
stormwater management facilities located in properly
dedicated easements will be the responsibility of
the related Homeowners' Association or property
owner. Roanoke County may accept maintenance
responsibility for storm drainage facilities which
are in open common areas with adequate access, all
subject to written application and consideration on
an individual basis.
The following note shall be added to the easement
plat:
"The Homeowners' Association or
property owner of this development
shall assume the maintenance respons-
ibility of the storm drainage system
and of the storm-water management
facility located therein, and con-
tained within an easement properly

dedicated."
The note shall be modified accordingly where main-
tenance of the storm sewer system is accepted by
the County.
510.02 Offices, shopping centers, rental multi-family
dwelling, mobile home parks, commercial, industrial
and institutional development
For maintenance of storm drainage systems and
stormwater management facilities located in commer-
cial, office, industrial, rental multi-family
dwellings, mobile home parks or similar uses, the
following note shall be added to the plat:
"The owner of fee title to the
property on which an easement is
shown is responsible for maintenance
of the storm drainage and stormwater
management facilities located there-

EXECUTIVE SUMMARY•
This ordinance authorizes the conveyance of certain real
estate owned by the Roanoke County School Board to the Virginia
Department of Transportation, the City of Salem Electric
Department, Appalachian Power Company, and C & P Telephone Company
for the construction and improvement of Route 460 West in Roanoke
County.
BACKGROUND•
The Virginia Department of Transportation is in the process of
acquiring right-of-way for the construction and improvement of
Route 460 West in Roanoke County. VDOT is requesting from the
School Board a temporary construction easement approximately twenty
(20) feet wide in front of Fort Lewis Elementary School. The
conveyance of this temporary construction easement will not
interfere with any school programs.
In addition, certain public utilities must be relocated as a
result of this highway construction project. A permanent utility
easement must be conveyed to the City of Salem (electric
department). This easement measures 20' by 45'. A permanent
utility easement for Appalachian Power Company then continues
across the front of the Fort Lewis Elementary School property. A
permanent utility easement for C & P Telephone Company extends
across the front of the school property in conjunction with the
City of Salem and APCo easements. These utilities will share
common utility poles.
VDOT has offered to pay $2,383 for the acquisition of a
temporary construction easement, utility easement, metal rail,

ORDINANCE AUTHORIZING THE ACCEPTANCE AND
ACQUISITION OF SURPLUS REAL ESTATE FROM THE
ROANOKE COUNTY SCHOOL BOARD, AND FURTHER,
AUTHORIZING THE CONVEYANCE OF SAME TO VARIOUS
OTHER PARTIES
BE IT ORDAINED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That pursuant to the provisions of Section 18.04 of the
Roanoke County Charter, the acquisition and disposition of real
estate can be authorized only by ordinance. A first reading of
this ordinance was held on January 8, 1991; and a second reading
was held on January 22, 1991.
2. That the County School Board of Roanoke County on December
6, 1990, adopted a resolution declaring twenty (20) feet of the
Fort Lewis Elementary School property to be surplus property
pursuant to Section 22.1-129 of the Code of Virginia (1950), as
amended.
3. That the acceptance and acquisition of certain real
estate located in front of the Fort Lewis Elementary School along
State Route 460 as further identified on Sheets 8 and 9 of the
plans for Route 460, State Highway Project 0460-129-104 PE101, from
the Roanoke County School Board is hereby authorized.
4. That pursuant to the provisions of Section 16.01 of the
Charter of Roanoke County, the subject real estate is being made
available to the Commonwealth of Virginia and various public
utilites for other public uses, namely, improvements to State Route
460.

5. That the offer of the Virginia Department of
Transportation in the amount of $2,383.00 for the acquisition of a
temporary construction easement, utility easements, metal rail,
landscaping and any and all damages is hereby accepted and shall be
credited to the School Capital Outlay Fund, and the conveyance of
the real estate described above to the Virginia Department of
Transportation, the City of Salem Electric Department, Appalachian
Power Company, and C & P Telephone Company for other public uses is
hereby authorized and approved.
6. That the County Administrator is hereby authorized to
execute such documents and take such actions as may be necessary to
accomplish these transactions, all of which shall be on form
approved by the County Attorney.

1. That this matter came this day to be heard upon the
proceedings herein, and upon the application of Glade Hill Circle,
from its intersection with Carson Road, South to the cul-de-sac,
for a distance of 0.06 miles, and Cundiff Drive, from its
intersection with Carson Road, South to the cul-de-sac, for a
distance of 0.23 miles to be accepted and made a part of the
Secondary System of State Highways under Section 33.1-229 of the
Virginia State Code.
2. That it appears to the Board that drainage easements and
a fifty (50) foot right-of-way for said road have heretofore been
dedicated by virtue of a certain map known as Glade Hill Estates
Section 1 Subdivision which map was recorded in Plat Book 11, Page
33, of the records of the Clerk's Office of the Circuit Court of
Roanoke County, Virginia, on October 4, 1990 and that by reason of
the recordation of said map no report from a Board of Viewers, nor
consent or donation of right-of-way from the abutting property
owners is necessary. The Board hereby guarantees said right-of-
way for drainage.

Drive and which is shown on a certain sketch accompanying this
Resolution, be, and the same are hereby established as public roads
to become a part of the State Secondary System of Highways in

the records of the Clerk's Office of the Circuit Court of Roanoke
County, Virginia, on April 26, 1990 and that by reason of the
recordation of said map no report from a Board of Viewers, nor
consent or donation of right-of-way from the abutting property
owners is necessary. The Board hereby guarantees said right-of-
way for drainage.

SUMMARY OF INFORMATION
This time has been scheduled for a work session with the Planning
Commission on the 1992-1996 CIP. Because it is a lengthy document,
the report has been distributed to the board members separately.
I am very pleased with the format of the report and the effort put
into the report by the staff . The challenge will be in setting
priorities for funding of the projects. Budget reductions from the
state and changing economic conditions may make it necessary to
postpone a number of these projects, but there is a real benefit
to using this for future planning.
The document is in draft form and this is the first of many
meetings on the CIP.

The Board of Supervisors have asked me to express on their behalf
their sincere appreciation for your previous service to the
Planning Commission. Citizens so responsive to the needs of their
community and willing to give of themselves and their time are
indeed all too scarce.
This is to advise that at their meeting held on Tuesday, January
8, 1991, the Board of Supervisors voted unanimously to appoint you
as a member of the Planning Commission for a four-year term
beginning December 31, 1990, and ending December 31, 1994.
State law provides that any person elected, re-elected, appointed,
or re-appointed to any body be furnished a copy of the Freedom of
Information Act; your copy is enclosed. We are also sending you
a copy of the Conflicts of Interest Act. Both of these acts were
amended by the Virginia General Assembly in July, 1989.
It is necessary that you take an oath of office before the Clerk
of the Roanoke County Circuit Court. This oath must be
administered prior to your participation on this Committee. Please
telephone Mrs. Elizabeth Stokes, Clerk, at 387-6208, as soon as
possible and arrange to have the oath administered.

RE: any meeting about Crystal Creek Road
Called VDOT - they have nothing scheduled except Jan 24 public
hearing.
Called Burton Claxton, President of Crystal Creek Homeowners
Association and Civic League. He said they usually have one
meeting a month but because of public hearing, they will be meeting
January 9, 16, and 23 at 7 p.m. January 9 at Dale Parsons house
and other two hopefully at Library. He said county staff would be
certainly welcome to attend any of these meeting.
He said he was planning to call us today to request that he be put
on the agenda for January 8, and 22, under citizens comments.

We are aware that there are viable alternatives to this plan, as well as communities that are
eager for this type of road reconstruction. These communities have not expressed the potential for
environmental and cultural disaster and are located nearby in an area that would compensate for
county expansion in the future.
In view of the numerous community concerns and your ability to embrace the essence of the
spirit of Virginia and the dignity and pride that accompanies it, we feel that your consideration and
support in this matter is of utmost importance. Because the public hearing concerning this plan is in
January, we would certainly appreciate your immediate response so that we have ample time to
prepare for the hearing. We hope that the County/ State will take the opportunity to preserve
Crystal Creek Drive for its historical, environmental, aesthetic and recreational value, rather than
burdening the community and the state with the misuse of 4.5 million dollars and a unique and
highly potential area.
