A. Banks Park. COUNTY ADMINISTRATOR'S COMMENTS: tJ"~'~S-~'*'~~ ~U `~ -roz' EXECUTIVE SUMMARY: The Craig Avenue Advisory Committee has formally requested that the Board of Supervisors rename Gladetown ParF; in honor of the late Mr. Matthew A. Banks. BACKGROUND: Mr. Banks was a citizen of the Craig Avenue Community for over seventy years and a notable civic leader who served Craig Avenue residents faithfully. Among his many community accomplishments, Mr. Banks formed the first Boy and Girl Scout Programs for the community, organized the first Youth Baseball League and was nominated for the Roanoke County Senior Citizen's Hall of Fame in 1990. In addition, Mr. Banks served on the Vinton Town Council, Chairman of the Craig Avenue Advisory Committee, Vinton Historical Society, Vinton Transportation Committee and as Past Grand Potentate of the Sahara Grand Temple Shrine for the Commonwealth of Virginia. SUMMARY OF INFORMATION: Mr. Banks dedicated his adult life to serving the residents of the Craig Avenue Community. The Craig Avenue Committee's request to rename Gladetown Park to M. A. Banks Park is a fitting tribute to a man who has done so much for his community and who consistently showed a sincere interest in the value of Parks and Recreation services. COUNTY ADMINISTRATOR' S COMMENTS : ~ ~~~~ ~-,~ ~ ~ ~%~:~` EXECUTIVE SUNIIKARY: This proposed program is a volunteer leaf program for the elderly or disabled who are financially disadvantaged and need assistance in bagging their leaves and a referral service to other citizens who may wish to contract this service. BACKGROUND: The curbside leaf vacuum service has been discontinued in Roanoke County due to costs of equipment repair and replacement, and because of inequities in being able to service only urban areas and not rural areas of the County. This may cause hardships on the elderly or disabled who are financially disadvantaged who depended on this service to help maintain the appearance of their property after the leaves have fallen. The Board of Supervisors has requested that the County Administrator design this program to help fill the void of no longer having a leaf vacuum service in Roanoke county. SUNIlKARY OF INFORMATION: This program would be staffed strictly by volunteers from the community who would bag leaves at the homes of qualified citizens for pick up by the Refuse Division. The County would provide a coordinator to oversee the "matching" of volunteers and qualified citizens. The coordinator would also inform other citizens of available professional services that would help them with leaf removal. The coordinator would be selected from existing staff and would not cause an increase in payroll expenditures. Qualified citizens would be identified through existing tax relief rolls, and would have to demonstrate a "need" for this program. The County would assume no liability for this program other than acting as a medium to put volunteers and qualified citizens in touch with one another. (See attachment for detail of plan.) ALTERNATIVES AND IMPACT: #1 To offer leaf bagging to the elderly or disabled citizens who are financially disadvantaged, and to provide a referral service to other citizens who may wish to contract this service through the private sector. This alternative would help the citizens who are the most in need of this type of service without committing the County to a program bigger than it can manage. It would maintain the County's commitment and consistency in handling the elderly or disabled citizens who are financially disadvantaged and would also provide a listing of available professional services that would assist the remaining citizenry in leaf removal. Costs would be minimal as only rakes, gloves, and trash bags would be required. #2. To privatize all leaf collection operations. This alternative does not address the needs of Roanoke County's elderly or disabled who are financially disadvantaged citizens who may not be able to perform this task without help. Leaves left on lawns creates an eyesore and damages the grass underneath causing a deterioration of appearance in the neighborhoods. Onan Gardner Smith, Director, General Services Steve Carpenter, Director, Parks & Recreation Anne Marie Green, Public Information Officer .1/ ~" VOLUNTARY LEAF BAGGING FOR ELDERLY, DISABLED, OR FINANCIALLY DISADVANTAGED CITIZENS SCOPE: On a voluntary basis to bag leaves for elderly, disabled, or financially deprived citizens who reside in Roanoke County and who are unable to remove leaves from their homesites during the months of November through January. In addition, staff would mail, upon request, a listing of available professional services that would assist the remaining residents in removing leaves from their property. OVERVIEW: Leaf collection for citizens of Roanoke County who are either elderly or disabled and who are financially disadvantaged could be accomplished by using volunteer groups who are directed by a bagged leaf coordinator. Qualified citizens could be easily identified by using the Commissioner of Revenue's "Tax Relief" programs roll. The citizens who qualify for tax relief fit the profile of the citizen we would be trying to identify for leaf collection in as much as they must be 65 years old or older, or disabled as certified by the Social Security Administration, be of low income, etc. Equipment needs would be minimal because the volunteers would bag the leaves and let the refuse department collect them on their normal leaf pick up schedule. Only rakes, work gloves, and plastic bags would be needed by the work force. A leaf collection sign-up prior to the leaf collection should be done so that scheduling areas of collection could be done which would prevent the work force from crisscrossing the County and wasting time and fuel. Advanced scheduling of qualified citizens would also keep refuse trucks from doubling back to pick up bagged leaves after they have already picked up in an area. Two groups must be "reached" so that the leaf collection program is widely known. 1. The Volunteers. - Contacts with volunteer groups could be done through public service announcements, newspaper articles, League of Older Americans, County publications, and personal contacts, etc. 2. The Qualified Citizen - The qualified citizen could be reached most easily by a direct mail insert in the utility bills mailed out monthly. However, this would reach only citizens who are connected to County water or sewer lines. An article in the Roanoke County Todav_ publication would probably reach the most citizens at the lowest cost. An application for this service could be included in the article. -~ LEAF BAGGING Page 2 September 5, 1991 Leaves should be raked to the curb or edge of yard nearest to the street as was done during the past when leaf vacuums removed leaves. This will prevent work crews from being expected to pick up leaves from large tracts of land and wooded areas. The purpose of the program should be to help the qualified citizens to keep their homesite presentable, so that they do not become an eyesore in their neighborhood. This would help neighborhoods maintain their property value and civic pride and help the qualified citizen to maintain their dignity as homeowners. It would also allow rural areas to be serviced in a uniform manner with urban areas, thus helping to dispel the notion of unequal services throughout the County. The following are local groups and organizations that may like to participate as volunteer labor in~this program: American Association for Retired Persons Boy Scouts of America - Blue Ridge Mountains Council Green Thumbs, Inc. (Federally Funded Program) Virginia Skyline Girl Scout Council 4-H Clubs Civic Leagues Of the above-mentioned organizations only Green Thumb, Inc., pays their workers, but funding is strictly their responsibility. Additionally, VPI & SU has become involved in a model professional development program to specifically assist beginning vocational teachers on an individual basis and in group activities. Included among the components are a professional development center located within the local school division and a local professional development coordinator. The County agrees to provide operational staff support and personnel to the Authority from existing County employees. This support shall include administrative, clerical, financial, engineering, and -legal services required by the Authority in order that a new solid waste facility or facilities can be permitted, designed, and constructed in the Roanoke Valley. In addition, this personnel support shall be for any and all of the purposes and powers of the Authority as set out in Chapter 28 of Title 15.1, "The Virginia Water and Sewer Authorities Act." 2. That this staff support shall be subject to availability as determined from time to time by the County. 3. That the Authority shall reimburse the County for all personnel costs and charges arising from the allocation of County employees to the Authority. This reimbursement shall be calculated upon the hourly cost (payroll costs plus fringe benefits and a proportionate share of that employee's department's operational budget) of those employees performing services for the Authority. 4. The parties hereby validate, ratify, approve, and confirm the allocation of County personnel and the reimbursement by the Authority to the County of these personnel costs and expenses from the creation of the Authority to the date of this agreement. 5. The County shall be reimbursed by the Authority within sixty (60) days for its payments to contractors of fees, expenses, and charges arising under contracts relating to the purposes of the Authority incurred by the County. Upon receipt of appropriate documentation submitted by the County to the Authority. 6. The County shall be reimbursed by the Authority within sixty (60) days for all personnel costs and charges incurred by the County in support of the Authority, upon receipt of appropriate documentation submitted by the County to the Authority. 7. The Authority hereby designates the County purchasing agent as the purchasing official for the Authority and hereby incorporates the provisions of Chapter 17, "Procurement Code," of the Roanoke County Code as its policies and procedures with respect to public procurement. Except that the small purchase procedures found in Chapter 17 of the Roanoke County Code shall apply to contracts not expected to exceed Fifteen Thousand Dollars ($15,000). 8. This agreement shall not be construed so as preclude the Authority from hiring its own personnel or from adopting its own personnel rules and regulations or its own procurement policies or regulations. 9. Should it become necessary for the County to advance funds to the Authority, the parties shall determine the amount to be so advanced and such advancement shall be made. That at the option of the County, instead of reimbursement from the Authority for personnel costs and expenses and for any advancement of funds as described above, the County may choose to receive the value of such expenditures as a credit towards its share of any tipping fees charged to it upon commencement of operations of solid waste management facilities; and further, that if solid waste management facilities are not in fact hereafter established, that these contributions shall be a charge against the assets of the Authority. SUMMARY OF INFORMATION: Mary Viola Bush is the owner of a tract of land, designated upon the Roanoke County Land Records as Tax Map No. 79.03-5-80, lying at the intersection of Bushdale Road and Mayfield Road. Improvement and relocation of Bushdale Road involves the acquisition of a parcel of land, consisting of 0.412 acre of land as shown on Attachments A and B, from Mary Viola Bush. County staff has negotiated with Diane Carpenter, acting on behalf of her mother, Mary Viola Bush, for the purchase of the subject parcel. (It is believed that Mary Viola Bush is incapacitated and that Diane Carpenter is her attorney-in-fact, but ~~~ the Power of Attorney has not been recorded in the Clerk's Office of the Circuit Court of Roanoke County.) No agreement has been reached. Pursuant to authorization of the Board on December 19, 1989, Staff proceeded to obtain an appraisal of the estimated fair market value for the proposed acquisition from Earl G. Robertson, MAI, SRPA, of Commonwealth Appraisal Company. The appraiser's opinion is that the estimated market value of the proposed acquisition is $5,510.00. A written offer to purchase the parcel for $5,510.00 has recently been made to Mary Viola Bush, subject to approval by the Board. This offer has been sent by certified mail to document and confirm the previous offer made in person to Diane Carpenter several months ago. To date, the offers have been neither accepted nor declined. FISCAL IMPACTS: An estimated sum of $5,510.00 would be paid from the funds previously allocated by the Board for this project; it should be noted that the acquisition cost may be increased by court award in the condemnation proceedings. Additional costs involved are court costs, litigation expenses, and county staff time and expenses related to the eminent domain proceedings. It is not anticipated that the direct costs will exceed the amount previously allocated by the Board for this project. BACKGROUND' On April 9, 1991 the Board of Supervisors authorized the County Administrator to execute an agreement with the Roanoke Symphony Association for the use of Green Hill Park for its annual major fund raising event, the polo match. As a result of discussions between attorneys representing the Association and the County Attorney, the execution of a formal lease between the parties appears to protect the interests of all concerned. SUMMARY OF INFORMATION: Section 18.04 of the Charter for Roanoke County requires that the granting of a lease to use public property be accomplished only by ordinance. The first reading of this proposed ordinance will be held on September 10, 1991; the second reading will be held on September 24, 1991. This lease agreement identifies that portion of Green Hill Park over which the Association shall have exclusive use each year for the annual polo cup and related functions, grants the right for non-exclusive use of the park for additional fund-raising events (subject to the County's normal schedule of events), addresses the mutual responsibilities of the parties, and imposes certain termination and liability insurance requirements. The Association has scheduled the polo cup for October 4 and 5, 1991. :.~ FISCAL IMPACTS• The County shall be responsible for normal maintenance, removal of soccer goal posts, benches and other structures from the property during the Association's use of the property, providing a yard hydrant for potable drinking water, providing electrical service, and installation and removal of approximately 1200 bleacher seats and 20 picnic tables. In addition, the County is incurring a one-time expenditure of funds and in-kind services to assist in the preparation of the site. Staff has selected a parcel of land that will be suitable for the Glenvar intake and has negotiated a purchase price with the owner. SUMMARY OF INFORMATION: The parcel selected for the location of the Glenvar intake and pump station is Tax Map No. 65.00-2-55. The parcel contains 13.88 acres and has approximately 1900 feet of frontage on the Roanoke River. This parcel meets the requirements of a "Glenvar intake" as required in the Spring Hollow Reservoir Permit. Additionally, the County will need a 40 foot easement through this property for construction of a water and sewer line to serve the West County area. The Roanoke River frontage will also serve as a river front greenway that is not available on the opposite bank of the river. The agreement of sale for this property is contingent upon satisfactory results of an environmental survey and final approval by the Board of Supervisors. Staff has obtained a property appraisal for this parcel from Mr. Earl Robertson, MAI, SRA of Commonwealth Appraisal Company. The market value including improvements is $69,300. COUNTY ADMINISTRATOR' S COMMENTS : l~' ~~ ~-'>'ti°-y`4~( BACKGROUND• In 1988, Roanoke County enacted the Statewide Fire Prevention Code with the adoption of Ordinance 52388-13. This code is adopted by the Virginia Board of Housing and Community Development from the seventh edition of the BOCA National Fire Prevention Code, with amendments as the Virginia Statewide Fire Prevention Code. Every three years the existing code is updated to reflect current needs. The Fire Prevention Division of the Fire and Rescue Department is currently enforcing the 1987 code. The existing conveyance of powers to the fire marshal and his designees is not specific as to the actual powers of trained inspectors and investigators. SUMMARY OF INFORMATION: The Board of Housing and Community Development has now adopted the eighth edition of the BOLA National Fire Prevention Code, with amendments as the Virginia Statewide Fire Prevention Code, effective April 15, 1991. In order to enforce the updated code, formal adoption of that code is required by the governing body. Action is further required to authorize the fire marshal and his designees to be sworn as officers with full police powers after completion of the courses required by the Department of Criminal Justice and the Virginia Department of Fire Programs. The police power statute will enhance the ability of the fire marshal and his assistants to issue tickets, and summons; furthermore, this change will grant the authorization to take the necessary actions during the investigation and prosecution of arson, fire bombings, bombings, and false alarms. Police Chief John Cease and members of the Public Safety Team are in agreement with the proposed changes to the Fire Prevention Code. µ-I FISCAL IMPACT' No fiscal impact STAFF RECOMMENDATION: Staff Recommends that the board move forward with the adoption of the 1990 edition of the Statewide Fire Prevention Code, and authorize full police powers for the fire marshal and his designees. Obenchain COUNTY ADMINISTRATOR' S COMMENTS : ~~~,,.,,,,,, ~, `~~ ~~~ BACKGROUND' The Board of Supervisors adopted Ordinance 52891-8 for authorization to acquire necessary easements to construct the Roanoke River Sewer Interceptor Phase III Project. The ordinance authorized consideration for each easement acquisition not to exceed a value equal to 40% of the 1991 tax assessment for the permanent easement area to be acquired. SUMMARY OF INFORMATION: Staff has negotiated with H. M. and Learleen D. Obenchain to acquire the necessary easement on the parcel identified by Tax Map No. 55.03-2-12. The property owner has requested an amount of $2,000 as consideration for the easement. The land is currently in land use and the calculated value using the 40% value for the easement is $390. Staff has offered the owner $1,400 consideration for the permanent easement, temporary construction easement and crop damage for a two year period. The owner will not accept the offer and demands a consideration of $2,000. The first reading of the ordinance was held on August 27, 1991. ALTERNATIVES AND IMPACTS: (1) The Board of Supervisors would adopt an ordinance authorizing acquisition of the easement at a consideration of $2,000. (2) The Board of Supervisors would authorize Staff to initiate Eminent Domain proceedings by which to acquire the easement. i~ -~- FISCAL IMPACT (1) Funds are available within the project account to pay the requested $2,000 for the easement. (2) Funds are available within the project account to acquire the easement by Eminent Domain. However, the total acquisition and legal costs will most likely exceed $2,000. STAFF RECOMMENDATION: Staff recommends the Board of Supervisors adopt the ordinance after the second reading authorizing acquisition of the easement at a cost of $2,000 in order to expedite the project and acquire the easement at the overall lowest cost. Acceptance of a Local Government Challenge Grant from the yirQinia Commission of the Arts A-81391-4 Management and Budget Director Reta Busher explained that the Board approved an appropriation of $2,500 each for the Arts Council of the Blue Ridge and the Roanoke Symphony, and applied for a matching Challenge Grant. The County was awarded $2,400 for 1991-92. The funds will be divided equally between the two cultural organizations. Supervisor Nickens pointed out that the purpose of the County funding is to receive a matching grant of $5,000 and the County only received $2,400. He suggested that the Board may wish to adjust the County funding in the future. Supervisor Robers moved to accept the grant. The motion was carried by the following recorded vote: AYES: Supervisors Eddy, Robers, Johnson, Nickens, McGraw. NAYS: None Auqust 13, 1991 ~7~ total combined income provision for real estate tax exemption for the elderly and handicapped. Supervisor Eddy asked for a general estimate of the loss of revenue. He was concerned about raising the income provision and felt that $30,000 was a comfortable income for most people. Budget Director Reta Busher advised that the loss of revenue is estimated at $75,000 to $100,000. She presented a survey of income provisions in other localities. Supervisor Nickens suggested that the exemption be kept at $4,000 rather than $6,500. Prentiss Webb, President of the League of Older Americans, spoke in support of the proposed increase. Supervisor Johnson moved to approve first reading of the ordinance. Supervisor Eddy offered a substitute motion to approve the first reading changing the income provision from $30,000 to $25,000. He also felt the increase in water and utility tax rates was unfair. IN RE: REPORTS Supervisor Johnson moved to receive and file the following reports. Explore Advisory Committee Pam Glover, Chairman of the Explore Advisory Committee introduced members of the committee. She reported that the Committee concerned itself with not only the land use review process but also with issues such as protection and preservation of the natural beauty of the area while reaping the economic benefits of the project. She advised that the committee felt that revenue would come equally from taxes on buildings and equipment, taxes on visitor admissions and taxes on employee households, estimated to be $177,500 to Roanoke County. The tax impact on the region is expected to be even greater. The committee recommended that the zoning on Rutrough Road and Hardy Road should be restricted to residential with lot sizes no smaller than two acres, and that the buffer zones should be August 13, 1991 5 9 ~ retained as .they were shown in the 1987 xnlore Park Ma~tPr p~a;~.-== -__ The further recommended that Roanoke County should enter into a public-private partnership with Explore. Ms. Glover reported that the Advisory Committee recommended that they be established as a standing committee to act as a liaison between the County and Explore. The proposed corridor for the line was determined by a university team from West Virginia University and VPI&SU. The Virginia portion crosses the landscape known as the Ridge and Valley Province. There are no large population areas except for the extreme eastern portion of the line as it enters the Cloverdale station near Roanoke. The proposed corridor has 17 residences in Virginia within 500 feet of the centerline. Roanoke County has several concerns about the proposed corridor. The corridor crosses through the eastern boundary of the Smith Gap landfill site. County staff is concerned that the life of the landfill could be shortened substantially, depending upon the exact location of the transmission line. The County is also concerned about the visibility of the transmission line from Interstate 81. The report advises that the corridor will parallel an existing 345 kV transmission line to a point approximately 2.5 miles north of the Dixie Caverns interchange on Interstate 81 and then turn northeast, paralleling an existing 765 kv line. The proposed corridor crosses Route 311 north of Hanging Rock Route 785, both of which are designated scenic highways. It also crosses the proposed Catawba Rural Historic District. The proposed corridor will also traverse certain lots in the western portion of Equestrian Hills subdivision on Route 624, paralleling an existing 345 kV line. No houses have yet been built in this portion of the subdivision. i .. Staff has met several times with APCO officials. The tentative schedule regarding the application before the State Corporation Commission is as follows: - Completed Application - End of 1991 - SCC public hearings - Early 1992 - Approval of need and site by SCC - mid to late 1992 APCO advised there will be numerous public hearings for citizen comments regarding the need for the transmission line and the proposed corridor. A letter of information will go to each home located in the corridor. APCO has agreed to work with the County regarding the potential impact to the Smith Gap landfill, and will participate in a preliminary analysis with County staff and Olver, Inc. They further reported that the towers could be designed to conform with our landfill needs. Changes to the proposed corridor will be considered during the SCC public hearing process. Appalachian Power Company officials are willing to meet with the Board in a work session to answer any questions you may have regarding impact to the landfill site or communities in Roanoke County. If the Board wishes, a work session can be set in October. In the meantime, staff will continue to meet with APCO. STAFF RECOMMENDATION If the APCO/Roanoke County studies reveal that the transmission line in any way reduces the life of the landfill or jeopardizes the state permitting process, I recommend that the Board of Supervisors insist that the preferred corridor be relocated. Replace Outdoor Sports Lightinct $100,000 The Roanoke County park system currently maintains 24 outdoor sports lighting sites for baseball/softball fields and tennis courts. The 24 sites have a total of 187 wooden light poles, which hold 933 light fixtures. The majority of outdoor sports lighting facilities, including associated electrical systems, were originally installed 15-20 years ago. The general condition of the systems are in question. Recently, two 60 ft wooden poles had to be removed from the Old William Byrd Junior High School baseball field due to dry rot. An engineering study should be completed of all County outdoor sports lighting systems to determine relative public safety of all poles and electrical systems and repairs should then be made of all items found to be unsafe. 2. Roof Replacements $ 30,500 The two most critical roof replacement projects are: Ft Lewis Library, $16,500 and the Vinton Park District Maintenance Center, $14,000. Other roof repair/replacement projects are listed in the adopted Capital Improvement Program: Fiscal Years 1992-1996. 3. Baseball) Softball Field Renovations $104,000 The Roanoke County park system currently maintains 52 baseball/softball fields located within 20 public park sites. Age and weather have taken their toll on the condition of a majority of existing backstops and player protection fencing. Several athletic fields have unsafe backstops, which are either ill placed or constructed of materials that are past their usefulness. In other sites, existing chain link backstops do not have required overhangs to stop foul balls and players and spectators are fully exposed to any foul tip. The $104,000 would be the first phase of renovations to these various ball fields . The remaining cost of this project is listed in the CIP. 4. Courthouse HVAC System $ 40,000 This project includes the expansion and modification of the existing courthouse heating and cooling system. Currently, the system is inadequate and does not properly heat and cool the courthouse. The humidity is causing mildew problems with court records and other legal documents. 2 --~? 5. Tennis and Basketball Court Renovations $260,000 The Roanoke County park system currently maintains 39 tennis courts located within 10 public park sites. In addition, a total of 18 outdoor basketball courts are maintained within 16 sites throughout the County. Several courts are currently in unplayable condition which not only compromises functional use, but creates a safety hazard. An engineering study should be completed to determine the extent of deterioration and the repairs required to bring all outdoor tennis and basketball facilities up to a level consistent with our public use standards. This work session was scheduled for August 27, 1991 and held over to the evening session of the September 10, 1991 board meeting. SUMMARY OF INFORMATION: During a meeting of the Strategic Management Team it was agreed the Department Head Team should be given the opportunity to collectively evaluate current County services, brainstorm for new areas of possible privatization and submit a list of services which may be better served by the private sector for consideration by the Board. Since the time the original board report was submitted another service was identified for privatization by the Public Safety Team with concurrence by the School Board administration. The staff is in the process of arranging for a private security service to provide school crossing guards for the 1991-92 school year. FISCAL IMPACT: None at this time. The attached report is submitted as an initial response to that request. For purposes of this report, the term "privatization" means that the County would provide a services through a sub-contract arrangement while retaining responsibility for funding. SUMMARY OF INFORMATION: A committee consisting of affected department heads was formed. The department heads were requested to review their operations and determine 1) which services are currently privatized, 2) which may be candidates for privatization, 3) which services would not be recommended for privatization, and 4) which services have been privatized and subsequently returned to in-house. The chairperson interviewed each department head, consulted other jurisdictions, reviewed published privatization studies and compiled the report. Studies confirm that there is a growing trend toward privatization of services and it is appropriate and timely for us to review our own opportunities. In doing so we have attempted to determine both the advantages and disadvantages in each instance. Generally, government services have been privatized to reduce costs and/or to employ the expertise of specialized skills and resources. Some potential disadvantages are the displacement of current employees; reduced levels of service delivery, adverse impact on employment practices, relinquished control and diminished levels of commitment to the County's overall goals. From available data it seems clear that privatization of new services has been more successful than the transition of those currently in place. Our study reveals that we have attained a high level of automation within the various County functions and are continuing to seek out further opportunities to reduce ,..,,~ .. I'~-~ ~"' costs through that process. The attached material also identifies areas where various forms of privatization are now being used in whole or in part. The most prevalent of these are: buildings and grounds maintenance, vehicle repair, recreation, towing, janitorial and solid waste disposal. FISCAL IMPACT: None at this time. RECOMMENDATION• It is recommended that, on an on-going basis, our department heads seriously consider automation and various forms of privatization as excellent possibilities for maximizing their effectiveness in the delivery of services. Decal fees and personal property taxes can be paid at First Virginia Bank at a cost to the County of $.15 per transaction. Initial results from this trial support expanding the program to all area banks for the 1992 tax season. Banks would be reimbursed at the rate of $.25 per transaction and required to provide a daily transactions tape for use by MIS. The Treasurer anticipates the elimination of two part-time employees normally hired during tax season and the elimination of the Vinton satellite operation (approximately $1,400 from County budget). The Treasurer's Office has secured direct computer access with the Division of Motor Vehicles, Virginia Employment Commission and xhe State Corporation Commission records to obtain information for processing delinquent collections. The Treasurer's Office tax collection rate, in excess of 99% after three years, is among the highest in the state. Automation: The mail processor installed approximately eight years ago reduced the need for seasonal help by an estimated 10 part-time employees. This piece of equipment has become outdated and needs to be considered for replacement. Also, automating the cashier operation to data entry via bar code would increase accuracy. However, the Treasurer does not foresee this type of automation reducing the work force. ECONOMIC DEVELOPMENT ~vlr. Gubala has approached the city's Economic Development Office and the Regional Partnership to determine their position regarding combining the County's and City's departments with the Regional Partnership. Both organizations have responded that this proposed structure would not be feasible due to their conflicting missions. All three directors agree that each organization has defined goals which are separate and viable only within the current framework. (See appendix 1 and 2) This department has privatized in the following areas: Advertising Video productions for marketing purposes Site development Relocation assistance 1 . r,,~ .,.~ SHERIFF'S OFFICE The Sheriffs Office has presented an alternative to privatization by promoting the use of inmate labor within the County. Inmates have been providing labor in the areas of leaf collection, mowing, landscaping, trash pickup, car washing, painting, building maintenance and construction. Inmate labor will be used exclusively to produce the road signs required for the E911 system. The Sheriff's Office has initiated a small scale flower propagation program which could be expanded to provide landscaping plants for use throughout the County at minimal cost. Another potential area of contribution would be the utilization of the jail kitchen and inmate labor to provide catering for County functions or to supplement the school cafeterias. Inmate labor is currently utilized in the jail kitchen. Should this function be considered for privatization for profit, inmate labor could not be used nor would they be eligible for USDA subsidies. The available inmate labor force is currently limited by the restrictions requiring direct deputy supervision. The inmate work program could be expanded in the areas of grounds and building maintenance, janitorial service, and refuse pickup among others if this restriction is modified or with additional deputies. Statistics for the use of inmate labor for the first 8 months of operations are: Labor savings at a full time rate of $6.81 (Including benefits) $71,708 Labor savings at a part time rate of $5.75 $60,546 Actual deputy costs for same period - 31308 Net savings $40,400 or $29,238 Although legislation was introduced to allow for privatization within the penal system, the bill did not pass. Consideration for privatizing the management of the County jail should be given low priority until legislation is passed. Although the Sheriff could privatize. the serving of court papers this would have minimal impact on the County budget as .the deputies currently assigned to serve in this function are state reimbursed employees. 2 .* ~~ MANAGEMENT INFORMATION SYSTEMS MIS currently allocates billable time as follows: Maintenance of existing systems 30% Requests for minor enhancements 30% Requests for major enhancements 40% Seventy percent of this Department's time is directed toward the increased automation of services within the County. The attached memo (appendix 3) lists the current systems in place, those systems presently under development, and requests for future development. MIS reviews, prioritizes and coordinates these requests in what is felt to be the best interests of the County. Approved requests are reviewed by the director of MIS to determine if it is more cost effective to purchase an off-the-shelf package, purchase development time from an outside source or utilize County staff. As a result of this process, privatization can be viewed as an ongoing process in this internal service area of the County. A major project now being undertaken by a committee represented by MIS, Engineering, and Utility is the generation of a geographic information data base to be shared by Engineering, Planning and Zoning, Assessments, Utility, Clerk of the Courts, Treasurer, Commissioner of the Revenue, Fire & Rescue, Police and Sheriff's Office. The emrisioned system will be used primarily to coordinate and thus eliminate redundancy of transactions related to any given parcel of land. It is estimated that 70% of the data handled by a local government is directly related to one or more parcels of land. The demand for this type of comprehensive data base is present both internally and externally and... could eventually become a revenue generating activity. REAL ESTATE ASSESSMENTS Legislation passed in 1979 transferred the responsibility for assessments from a state department to the localities, allowing the locality to privatize or to develop internal staffing. Roanoke County chose to staff a department of professionals and.. provide ongoing training in this area. Montgomery County has privatized its reassessments at a rate of $11.71 Per parcel. There are additional charges to process new residential and commercial building permits. of $12 and $18 respectively. Roanoke County provides both services at $11.30 per parcel. Additionally, the County department has an administrative budget to provide public access 3 . I~ F 1."~ to this information, which we would need to provide under either scenario, and to pro rate assessments which is revenue generating, and to administer the land use program. GARAGE Each jurisdiction is required to provide its vehicle operating costs to the department of education on a yearly basis. Roanoke County has consistently ranked among the top five jurisdictions in providing low cost/pupil transportation services. These figures indicate that Transportation Operations provides this service at a lower cost than comparable jurisdictions including jurisdictions which have privatized their bus operations. There are several areas of service currently privatized by the garage. Equipment, facilities, expertise and time are the considerations which are taken into account before making a decision to privatize this work. Currently contracted: Automatic transmissions Radiators Recapped tires Body work-based on available shop time or insurance reimbursements Hydraulic work-primarily refuse Welding-packers Exhaust -except buses Windshields Fire tanks and ladders Towing The County's ability to purchase in bulk at below wholesale costs produces significant savings. During the month of May 64,000 gallons of mixed fuel was purchased. At an average saving of thirty cents per gallon, Transportation Operations saved the County $19,200 in fuel costs. This equates to a saving of $238,000 annually less minimal overhead expenses. The purchase of engine oil in bulk is estimated to save $15k to $20k annually, again less minimal overhead expenses. A comparison of the cost from a private garage for work done on a County vehicle and the cost our garage would have charged indicates that the County can perform repairs in- house at a lower cost. The private garage charged 80 percent more for the parts used in repairing the vehicle and 50 percent more in labor costs using the approved Coumy rate of $25 per hour rate. (The garage would need to bill in the range of $40-45 per hour in order to be completely self sufficient. The charges for records maintenance, coordination of state investigations, vehicle preparation for surplus sales and other administrative-costs as requested would need to be backed out of the $40-45 per hour rate in order to make 4 ~* r ~" proper comparisons with private rates.) Safety records are an important consideration in making decisions regarding the privatization of the garage operations. By controlling vehicle records and performing preventative maintenance the County has been able to extend the useful life of its vehicles and report a very low accident rate due to mechanical failure. PARKS AND RECREATION This is an area recommended for privatization in many studies, specifically in the areas of grounds maintenance and facilities operations (i.e., coliseums, civic centers, etc.). Although the County does not have facilities in comparable scope, the Board was recxntly updated on the commission's findings regarding senior citizens' needs. Anew center was discussed with an interest in involving the entire valley. As stated, new services are more easily privatized than existing services. The Board may want to suggest. that the commission consider the pros and cons of privatizing this service. This Department has already reviewed the cost/benefit analysis of providing grounds maintenance internally versus externally. As of July 1, 1991, 42 new sites added within the past five years, comprising 97.22 acres, will be privatized at a cost of $107,000 per year. These additional grounds cannot be maintained by current personnel. This work had been performed by the inmate work force which could be continued if a reliable inmate work force with the required deputy supervision could be guaranteed. An initial study indicates the remaining 26 sites, comprising 121.72 acres, could_ also be sub-contracted at the cost of $134,000 per year. This service is considered by the staff to be a legitimate area for privatization and is recommended for further review. In general, it is not recommended that the County further privatize recreation.seivices. Quality, participation and. professionalism are factors to be considered in such a decision. However, due to the number of private firms in the area providing comparable .outdoor adventure activities this program could be considered for privatization. Attached is a listing of recreation programs which have already been privatized primarily becausea of the available facilities in the private community (appendix 4). As stated earlier, this is one of the primary reasons for privatizing. FINANCE The Finance Department has updated the automated meter reading operation. 'I'bis automation will allow a reduction of staff by one through attrition. Microfiche records, annual audits and cost allocations for indirect welfare cost reimborse- menu are currently privatized. 5 ~npp ~.lb -3 COUNTY ATTORNEY The County Attorney is currently privatizing portions of his responsibilities after considering the level of expertise within the current staff, the time requirements, and potential areas of conflict. Examples of sub-contracted services are bond attorneys, landfill, reservoir and Dixie Cavern issues and certain areas of requests from social services. The Attorney's operation costs the County approximately $45 per hour based on 6000 billable hours per year. When a request for proposal was issued approximately four years ago rates were quoted in the $55 to $100/hour rate. Current rates would be equal to or greater than those previously quoted. ENGINEERING The Engineering Department currently sub-contracts all major drainage projects while providing in-house response to minor ones. This may be an area for further review toward privatization. However, the County would still need to provide staff to oversee and coordinate these projects. The building permits process is currently being automated. Although this will not reduce staff it will offset the need to increase staff under current operating conditions. We should carefully review the costs and the potential opportunities for conflicts of interest if other areas of Engineering services were to be considered for privatization, particularly the areas of permits and plan reviews. Also, the costs of these services are passed on to the applicant and staff feels this would result in significant fee increases to contractors and homeowners. GENERAL SERVICES Several services within this Department have been identified as potential areas for privatization by national studies. General Services currently privatizes many of the services within Building Maintenance, Communications Support and Solid Waste Services with consideration of price, expertise, equipment and time. Studies indicate that localities can realize substantial savings by privatizing janitorial service. Experience in Roanoke County supports these findings. However, the County also experienced an unacceptable decrease in the quality of the service and has elected to return to in-house labor to provide this service in the majority of the buildings. 6 ,r ~~ ~' ' Each component of Building Maintenance has some portion, if not all, of the total service contracted to private firms. For instance, HVAC repairs, elevator service, extermination, soil contamination and glass replacement are 100% contracted. The balance of the services including electrical support, building repair, plumbing repair, major structure repair, roof repair, generator repair, janitorial and small engine repairs are completed with a mixture of in-house labor and contracted labor after considering the above mentioned factors. Solid waste disposal is another service commonly privatized at substantial savings. The County currently contracts the coilection of school building dumpsters, a portion of the small business service, and the large County containers. The balance is completed by County personnel. The staff is committed to providing the most cost effective service delivery to its customers with the equipment available to them. While it is not known if a private contractor could provide this service at a lower cost we do know that this Department has a 95% customer satisfaction rate. This is a result of commitment which may not be duplicated in the private sector where decisions are by nature based on profit margin. The only way for the County to determine if this service can be privatized at reduced costs is to issue an RFP. One area particularly suited to privatization is recycling. The County will be privatizing a portion of the solid waste disposal after January 1, 1993 when the new landfill is opened. The transportation of waste from the transfer site..to the landfill will be 100% privatized by the resource authority. Communications support is the third area of General Services which is a combination of in-house and contracted services. This area is crucial in terms of the safety of the citizen and the efficiency of County operations. Changes in either direction must be carefully considered before implementation. Components which are currently 100% privatized include 800 MHZ site maintenance and microwave service. Low band site service, 800 MHZ portable/mobiles, low band pagers, radio installation, emergency signal installation and internal telephone listings are completed in house. This has been my opinion since coming to The Partnership in 1988. Each locality has different economic development needs based on its program. The Partnership's mission is to market the Roanoke Valley for industrial, large service, and large office development and expansion. We are not responsible for many of the activities of a governmental economic development department. Many day-to- day economic development issues, such as taxes, utilities, zoning, etc, can not be addressed from outside local government. The Partnership relies on economic development departments in each jurisdiction to assist in helping meet prospects needs. Roanoke County and other jurisdictions must be committed to The Partnership's original goal if they are truly interested in making the Valley's economic development marketing effort more effective and cost-efficient. The following is five-point plan to accomplish that. 1. Individual jurisdictions should discontinue ad placement and direct mail. Rely on The Partnership's marketing plan to generate prospects. For example, Roanoke City and County recently placed ads in an in-flight publication of United Express. The two ads, on the same page, not only confused readers outside the Valley, but implied waste, duplication, and in-fighting to local readers. 2. Marketing materials for each jurisdiction should reflect the same theme, image, and presentation as The Partnership's. The Partnership proposes it develop coordinated materials that each jurisdiction could use independently. All would be consistent with the. image The Partnership is creating for the Roanoke Valley. We all know that the jurisdictions are selling the entire Valley. No locality can stand totally on its own when recruiting. Multiple ads, marketing materials, videos etc., only confuse prospects and weaken the Valley's sales story. The Malley needs a strong, coordinated marketing effort. The Partnership has the- resources to develop quality materials. It makes no sense for jurisdictions to spend money on the same materials The Partnership produces on an on-going basis. 3• Jurisdictions will always receive their own inquiries and prospects. And a jurisdiction has the right to_sell a prospect on its area. However, once a prospect asks to see options in other jurisdictions, The Partnership should take the lead. This is not being done. Referrals are being made to other jurisdictions, to the Chambers of Commerce, and to realtors. This duplicates.effort, wastes time, makes it harder and more confusing on the prospects, and keeps the Valley from putting its best foot forward. It has also created situations where no one followed up and prospects were lost. 4. Let The Partnership coordinate and handle consultant requests for the Valley. Jurisdictions need not waste their staff time duplicating The Partnership's service. 5. One of the founding premises of The Partnership was cost efficiency through economies of scale. Jurisdictions should rely on The Partnership to make marketing trips. It is costly for a jurisdiction to send its staff on the road. Marketing trips are a service of The Partnership. The services of The Partnership can make the Valley's industrial marketing effort more consistent, effective, and cost efficient. ~s~Mc~escy. r *,, 3PPENDIX 1 ...`~"_, -~ I appreciate Roanoke County's consistent support of The Partnership and its interest in merger. The issue, however, should not be how to merge local economic development programs. It should examine how to utilize what is already in place to get the most for the tax dollars. There are other long term considerations which would help move the Valley forward. First, The Partnership should be the conduit for multijurisdictional site development. Each locality must be involved heavily in this process. But, a facilitator is needed. The Partnership is the obvious choice. The Partnership should coordinate private efforts to develop an on- going shell building program for the Roanoke Valley as a whole. Quality building options are part of a successful :~arketing program. Finally, The Partnership should assist the chambers of commerce as they determine how to avoid duplication by working together. If the chambers agree to form one Roanoke Valley Chamber of Commerce, the chamber and The Partnership should explore formalizing their working relationship. These suggestions are intended to make the Valley's economic development effort more professional and less confusing. Virginia's confusing structure of independent cities and counties is a factor prospects don't have to deal with in other states. we must do all we can to level the playing field in a game that already has too many participants, too few prospects, and not enough dollars. As I understand it, Supervisor Robers has requested that the County explore the privatization feasibilities including combining the County's department of Economic Development, the City's Office of Economic Development and Regional Partnership. I'm a little confused as to what the City of Roanoke's Office of Economic Development has to do with the County's Economic Development office being merged with the Regional Partnership. Certainly, if Roanoke County decided, in its wisdom, that it was best to merge its department with the Regional Partnership, it can do that without the City of Roanoke's involvement. However, I will try to lay out for you why this office would not have any interest in that idea. The trend in regional economic development organizations, is towards 100$ private funding. Probably the most successful regional organization in the state today is Forward Hampton Roads, which covers the South Hampton Roads area of Virginia. It is the successor to several failed regional economic development organizations in that area which had combinations of local government and private funding. Over the years, most if not all of the governments eventually pulled out of the regional organization. Finally, the private sector, through the combined regional chamber in the South Hampton Roads area raised money to fund the regional marketing effort. That organization is now 100$ privately funded. That might be something you want to recommend if your goal is saving public money. Each jurisdiction in the South Hampton Roads area, however, still has its own separate economic development offices, some, in fact, much larger than the regional organization itself. There are two very sound reasons why cities in that area and the jurisdictions in this area should keep separate organizations. one is that the function for regional organizations around the state of Virginia is very narrow in scope. In pact, the definition of business recruitment (basic industry) narrows their work even further. It would not include things like hotel, retail, restaurant, and institutional type activities. Urban cities in Virginia as well as sophisticated ccunties.around Virginia, of ccurse, have much broader, diverse activities beyond just basic industry recruitment. Those activities range from business retention to financing assistance to zoning assistance to road and utility assistance to site acquisitior. and development, shell building construction, retail, restaurant and hotel recruitment, institutional recruitment, developer recruitment, infrastructural improvements in support of development, tourism and sutporting activities, convention activities, community development projects, such as in Roanoke, the Jefferson High School redevelopment, the redevelopment o= communities, the list goes on and on. Each jurisdiction has its own set of limiting factors, whether it be land or utility infrastructure, work force, etc „ as well as its own opportunities like the City of Roanoke with its emerging downtown Farmer's Market area, a large retail and restaurant base, a large cultural base, etc. Therefore, each sophisticated jurisdiction needs to develop its own strategy to overcame its limitations and take advantage of its opportunities. Roanoke City's strategy would not be the same as Roanoke County`s. The City of Norfolk's strategy would not be the same as Chesapeake's. The City of Richmond's strategy would not be the same as Henrico County and on and on. It is unrealistic to expect a regional organization to develop a multitude of strategies to carry out a multitude of programs, in a position totally independent and separate `rom the local government and the general public. The other sound reason that sophisticated local governments in Virginia have separate economic development programs and the scope of the regional organizations in the state are limited is because of the broad powers that local governments have, such as zoning, planning, utility improvement and construction, road improvement and construction, condemnation, etc. Certainly not many localities that I know of want to give away those kinds of rights. The public deserves to have elected officials accountable for those kinds of items. Certainly in Roanoke City that is the case as well as the other cities and counties and the regional organizations around the state. Of course, a lot of dealings with various development projects, whether it is with a developer, like Valley Pointe, or a business prospect, like Allied Signal, can result in the expenditure of public funds. The expenditure of public funds requires the highest level of trust and accountability. Certainly Roanoke County, as with every other jurisdiction that is a part of these other regional organizations around the state, does not want to give up its duty. Otherwise, it is like trying play a game of poker with someone while you are in separate rooms. It would be awfully difficult to know when someone is bluffing and when they aren't. There have been too many instances during the life of the Regional Partnership, past and present, where they have urged us to give things away and said they were necessary. Our assessment was that they were not. We turned out to be correct and the businesses came here anyway and saved the City hundreds of thousands of dollars in unnecessary aiveawavs. Regional or^anizations don't have the same sense of saving the jurisdictions money. They are only interested in successfully locating the business at any cost. Again, that is why these other sophisticated communities around these other regions in Richmond, Peninsula, South Hampton Roads, limit the activities of their regional organizations to basic industry recruitment only. As you know, we do have an independent form of government in Virginia. That is the only tax revenue we get is from business and individuals located within our boundaries. If Roanoke County would like to have some kind of discussion about tax sharing on specific pieces of property or some area in general, maybe some more cooperative effort between the City and the County on business recruitment can be explored. Otherwise, someone has to be responsible for meeting budget needs and feeping the tax base of the City sound and keeping the tax rate down. T'.:ey need to be held accountable for what revenue is being generated. Again, that right can't be given away to some regional organization which wasn't elected by the citizens to represent them. Childress II, Chairman of the Craig Avenue Advisory Committee (Vinton Magisterial District). The committee's recommendation to change the name of Gladetown Park to M. A. Banks Park is a fitting tribute to a man who has done so much for his community and who consistently showed a sincere interest in the value of parks and recreation services throughout his adult service to the community. This Department always had a positive relationship with the late Mr. Banks and have appreciated the encouragement he has given us aver the years. He had the ref reshi ng attitude of recognizing the service efforts of the Parks and Recreation Department in a positive light regardless of resource difficulties that developed from time to time. The community kickoff to each college's year-long celebration will be a presidential luncheon hosted by Presidents Maggie O'Brien and David Gring on Tuesday, September 17. The event, co-sponsored by the colleges and C&P Telephone Company, will be held at the Patrick Henry Hotel in downtown Roanoke. The purpose of the event is two-fold: 1) to bring recognition to Hollins and Roanoke colleges for their contributions to liberal arts education in the Roanoke Vally for the past 150 years; and 2) to consider the value of liberal arts in today's world. The keynote speaker is David Breneman, noted author, visiting professor at Harvard Graduate School of Education, and visiting fellow at the Brookings Institute. On behalf of Hollins and Roanoke College, I have written Steven McGraw requesting his presence at this important event and to ask him to participate in the 1130 a.m. press conference which preceeds the luncheon. The press conference is scheduled as an opportunity for valley government leaders to recognize the contributions of Hollins and Roanoke Colleges to education in the Roanoke Valley. As you suggested, I have enclosed a draft of a proclamation to provide a starting point from which to work.
