The Board of Supervisors of Roanoke County, Virginia, met this day at the
Roanoke County Administration Center, this being a special meeting for the purpose of
attending a work session with the Planning Commission, presenting special
recognitions, and receiving funding requests from cultural, tourism, and other agencies
for fiscal year 2009-2010.
IN RE: CALL TO ORDER (PLANNING COMMISSION)
Chairman Hooker called the Planning Commission to order at 6:00 p.m.

IN RE: WORK SESSION
1. Joint work session with the Planning Commission to review Wolf
Creek Planned Residential Development Amendment. Phili
Thompson, Deputy Director of Planning; David Holladay, Planning
Administrator; Megan Cronise, Principal Planner
The work session was held from 6:00 p.m. until 6:55 p.m.
Ms. Cronise made a PowerPoint presentation, a copy of which is on file in
the Clerk's Office. She reviewed the history, timeline of events, and the substance of
the current Wolf Creek Planned Residential Development (PRD) amendment. She
advised that Wolf Creek, the first PRD approved in the County, is located off Mountain
View Road in the Vinton area, covers approximately 38 acres and is comprised of five
individual neighborhoods: Wolf Run/Wolf Crest, Beech Cove, Village at Stone Creek,
Richard's Wood, and Rockbridge. She reported that the Master Plan that governs the
development of Wolf Creek was first adopted by the Board in 1995, and the Board
approved a second amendment application to the PRD in 1997 with the proffered
Master Plan document. She stated that the Master Plan was updated as of December
1, 2001, to include the 1997 amendments. She advised that a third amendment
application was submitted on July 13, 2007, to address discrepancies between the

constructed and remaining amenities required by the Master Plan and an updated third
amendment application was submitted on February 6, 2009.
Ms. Cronise reported that Wolf Creek residents and developers,
Supervisor Altizer, and County staff have been working together since the amendment
application was submitted in July 2007 to create a plan that all parties could agree
upon. She stated that the residents worked with County staff through the Wolf Creek
Committee and community meetings to determine which of the remaining unmet
amenities to request of the developers. She advised that all of the Homeowners'
Associations have approved the settlement agreements between the County and the
developers to determine future actions and compliance. She reported on the details
contained in each of the settlement agreements.
Ms. Cronise advised that a public hearing for the Planning Commission on
the Wolf Creek PRD amendment has been scheduled for April 7, 2009, and a public
hearing for the Board has been scheduled for April 28, 2009.
IN RE: RECONVENEMENT
At 7:10 p.m., Chairman Altizer advised that the Board met earlier today in
a work session with the Planning Commission, and he was reconvening the meeting
with all Supervisors present.

IN RE: REQUESTS TO POSTPONE, ADD TO, OR CHANGE THE ORDER OF
AGENDA ITEMS
Mr. Goodman advised that he was requesting the addition of a resolution
of appreciation to John M. Chambliss, Jr. for his service as County Administrator. It was
the consensus of the Board to add the item to recognitions.
IN RE: PROCLAMATIONS, RESOLUTIONS, RECOGNITIONS AND AWARDS
1. Certificate of recognition to Megan Marsico, Glenvar High School,
for winning the Group A State Championship in cross country
Chairman Altizer presented the certificate of recognition to Ms. Marsico.
Also attending the meeting were Ms. Marsico's family; James Soltis, Assistant Principal,
Glenvar High School; Dickie Myers, Coach; and Dr. Lorraine Lange, School
Superintendent.
2. Resolution of congratulations to William Byrd High School Cheer
Team for winning the State Group AA Championship in
cheerleading

Chairman Altizer presented the resolution to Coach Monica West and
members of the team who were present. Also attending the meeting were Dr. Richard
Turner, Principal, William Byrd High School; Dr. Lorraine Lange, School Superintendent;
and families of the team members.

Supervisor Altizer moved to adopt the resolution. The motion carried by
the following recorded vote:

RESOLUTION 031709-1 OF CONGRATULATIONS TO WILLIAM BYRD
HIGH SCHOOL CHEER TEAM FOR WINNING THE STATE GROUP AA
CHAMPIONSHIP IN CHEERLEADING
WHEREAS, team sports are an important part of the curriculum at schools in
Roanoke County teaching cooperation, sportsmanship and athletic skill; and
WHEREAS, the Virginia High School League competition affords the participating
student-athletes an opportunity to showcase their athleticism and skill, shifting the
spotlight from the athletes on the field or court to the cheerleaders themselves; and
WHEREAS, the William Byrd High School Cheer Team is comprised of members
from the Junior Varsity and Varsity squads who have been selected to become
members of the competition team; and
WHEREAS, the Cheer Team won the Blue Ridge District, Region III, and the
Group AA State championship for 2008, and during the past seven years, the team has
won five state championships; and
WHEREAS, the Cheer Team is actively involved in community service and
organized the Battle at Byrd, which raised approximately $3,000 to donate to Susan G.
Komen for the Cure; and
WHEREAS, the Cheer Team is coached by Monica West, and Assistant
Coaches Marcia Patterson and Mike Bass.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of
Roanoke County, Virginia, does hereby extend its sincere congratulations to the
members of the WILLIAM BYRD HIGH SCHOOL COMPETITION CHEER TEAM:
Hannah Angel, Lindsey Bass, Karla Bennington, Lindsey Booth, Jared Brammer,
Amber Cannaday, Morgan Canterbury, Danielle Carr, Ragen Drew, Brittney Ellis,
Courtney Ellis, Caitlin Gerig, Taylor Lafferty, Ashley Lester, Kimberly Lyon,
Brittany Sands, Ashley Simmons, Kayla Smith, Hallie Spradlin, Jordan Veasey,
Chelsea Williams, for their athletic ability, their team spirit, and their commitment to
each other; and
BE IT FURTHER RESOLVED that the Board of Supervisors extends its best
wishes to the members of the team, the coaches, and the school in their future
endeavors.

3. Resolution of congratulations to the William Byrd Planers for
awards received at the Disney National Performing Arts Festival

Chairman Altizer presented the resolution to Carol Lyn Webster, Director
of the William Byrd Players, and the members who were present. Also attending the
meeting were Dr. Richard Turner, Principal, William Byrd High School; Dr. Lorraine
Lange, School Superintendent; and families of the team members. A video of the
competition team was shown and the group sang the closing song "Stand by Me" from
Smokey Joe's Cafe.
Supervisor Flora moved to adopt the resolution. The motion carried by the
following recorded vote:

RESOLUTION 031709-2 OF CONGRATULATIONS TO WILLIAM BYRD
PLAYERS FOR AWARDS RECEIVED AT THE DISNEY NATIONAL
PERFORMING ARTS FESTIVAL
WHEREAS, the William Byrd Players' "Smokey Joe's Cafe" Competition Team,
under the direction of Carol Lyn Webster, won the Players' second consecutive National
Performing Arts Festival; and
WHEREAS, the William Byrd Players won the highest number of medals and
trophies for any group at the festival which was held at Walt Disney World in Orlando,
Florida; and

WHEREAS, the William Byrd Players received 13 medals ranging from vocal
performance to choreography and including the most outstanding performance, and two
trophies, one in excellence and one in outstanding male performance; and
WHEREAS, the William Byrd Players was one of two youth groups chosen to
showcase at the Festival and they presented "Rollin'/Searching" on the outdoor
Waterside stage at downtown Disney; and
WHEREAS, as two-year National Performing Arts Festival Winners, the William
Byrd Players have earned a reputation of excellence in the arts in the area of acting,
vocal, and dance.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of
Roanoke County, Virginia, does hereby extend its sincere congratulations to the
members of the cast and crew of the "Smokey Joe's Cafe Competition Team" of the
WILLIAM BYRD PLAYERS: Mackenzie Brewer, Stephanie Broyles, Dorian Dozier,
Ryan Gilley, Lauren Hypes, Aaron Kasey, Diana Lackey, Sarabeth Landrum, Mark
MacCadden, Maegan Puckett, Ryan Ramos, Shaun Reid, Whitney Short, Noah
Sterling, Jenny Swortzel, Meghan Upchurch, Christie Vernon, Megan Walker,
Michael Webster, William Webster, Layne White, and Tyler Wiggins for awards
received at the Disney National Performing Arts Festival; and
BE IT FURTHER RESOLVED that the Board of Supervisors extends its best

4. Resolution of appreciation to John M. Chambliss, Jr. for service
as County Administrator

Chairman Altizer stated that the Board and staff wanted to recognize Mr.
Chambliss for his willingness to serve as County Administrator in an interim capacity for
eight months. He advised that Mr. Chambliss did a great job as County Administrator,
and the County was fortunate to have his leadership during the tough budget
deliberations. He presented the resolution to Mr. Chambliss.

Each of the Board members expressed their appreciation to Mr.
Chambliss for his services as County Administrator and praised him for all that he has
done for the County during his many years of employment. Mr. Goodman advised that
he had worked with Mr. Chambliss previously in various capacities and looks forward to
working with him in the future. He advised that Mr. Chambliss is truly a public servant,
and he thanked him for doing a great job as County Administrator.
Mr. Chambliss thanked the Board for giving him the opportunity to assist
during this transition period. He advised that the staff, citizens and Board have been
able to accomplish many things and the ongoing projects today are a result of the
Board's foresight.
Supervisor Altizer moved to adopt the resolution. The motion carried by

RESOLUTION 031709-3 EXPRESSING THE APPRECIATION OF THE
BOARD OF SUPERVISORS AND THE STAFF OF ROANOKE COUNTY
TO JOHN M. CHAMBLISS, JR., COUNTY ADMINISTRATOR
WHEREAS, John M. Chambliss, Jr. assumed the position of County Administrator
on July 1, 2008 following the retirement of long-time County Administrator Elmer C. Hodge;
and
WHEREAS, Mr. Chambliss' willingness to step into this position gave members of
the Board of Supervisors the time they needed to conduct a nationwide search for Mr.
Hodge's permanent successor; and
WHEREAS, Mr. Chambliss' foresight helped County staff recognize and prepare for
the worsening economic conditions facing the nation, Commonwealth, and Roanoke
County as it became apparent that increased costs and a loss in revenues would total

nearly $7 million in the current budget year and approximately $8 million in the next fiscal
year; and
WHEREAS, Mr. Chambliss worked cooperatively and openly with County staff, the
Board of Supervisors and School Board to find solutions to the County's current and future
budget challenges without significant harm to services or existing employees; and
WHEREAS, Mr. Chambliss set an example of hopefulness and determination during
difficult times through his calm demeanor and cheerful spirit while encouraging the County
staff to maintain a positive attitude and to work as a team; and
WHEREAS, Mr. Chambliss continued his hard work and steadfast commitment to
the Western Virginia Regional Jail project ensuring that it would open on schedule in March
2009, including working with local legislators to guarantee receipt of $11.3 million in state
funding pledged for capital construction of the Regional Jail; and
WHEREAS, Mr. Chambliss has earned the support of the Board of Supervisors,
County staff, and citizens by demonstrating an unwavering commitment to Roanoke County
and its people.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke
County, Virginia, does hereby express deep appreciation to JOHN M. CHAMBLISS, JR. for
the past eight months of service as County Administrator and offers sincere congratulations
and best wishes in all future endeavors.
On motion of Supervisor Altizer to adopt the resolution, and carried by the

IN RE: FUNDING REQUESTS FOR FISCAL YEAR 2009-2010 BUDGET
1. Cultural, Tourism, and Other Agencies
Chairman Altizer advised that this time had been set aside for cultural,
tourism and other agencies to submit funding requests to the Board for the fiscal year
2009-2010 budget. The agencies were called to speak in alphabetical order from Z to
A. The following representatives spoke on behalf of their agencies: (1) Young

IN RE: CITIZENS' COMMENTS AND COMMUNICATIONS
Paul Webb, 5364 Sallie Lane, spoke about his concerns regarding the
continued industrial zoning on West Main Street in West County and felt that more
monitoring of that area was needed. He advised that he had specific questions and

concerns about the junk yard. He presented photographs to the Board to illustrate his
concerns.
IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS
Supervisor Church: (1) He advised the citizen who spoke tonight that he
agrees that he has some valid concerns and that the County zoning enforcement staff
has been investigating improprieties in West County. He advised that it takes many
weeks or months sometimes to get violators into courts and the specific items he
mentioned could be dealt with next month. (2) He advised that there is a community
plan being developed for the Glenvar area, and he and the citizens of the Catawba
District are looking forward to making positive changes. (3) He welcomed Mr.
Goodman, the new County Administrator, and expressed his wish to him for great
success in the future.
Supervisor Flora: He wished everyone a Happy St. Patrick's Day.
Supervisor Moore: (1) She congratulated Sara Clark, Cave Spring High
School, for earning the Silver Award, which is the highest award a Girl Scout Cadette
can achieve, for her fire safety presentation. (2) She expressed condolences on behalf
of the Board and staff to the family and friends of the late Brenda King and to the
Hidden Valley Basketball Team.
Supervisor Altizer: (1) He welcomed Mr. Goodman to Roanoke County.
(2) He advised that he was very proud of the young people who attended the meeting
tonight for recognition and congratulated them.

Chairman Altizer adjourned the meeting at 9:36 p.m. to the regularly
scheduled meeting on March 24, 2449, at 3:44 p.m. and advised that the evening
