MEETING DATE: April 22, 1992
SUBJECT: Declaration of Local Emergency
COUNTY ADMINISTRATOR'S COMMENTS:
BACKGROUND'
Rain began falling on the Roanoke Valley during the morning
hours of April 20, 1992. Rain continued throughout that day and
into April 21. At 4:10 a.m. on the 21st, the National Weather
Service issued a flash flood watch for the Roanoke area. Staff
began monitoring the rainfall and made periodic checks throughout
the day in the various parts of Roanoke County. As the rain
continued to fall and the weather front appeared to stall in the
Roanoke Valley, a flash flood warning was issued by the National
Weather Service at 1:12 p.m. At that time all previous flood prone
areas were routinely surveyed to evaluate the necessity for further
action.
SUMMARY OF INFORMATION:
At approximately 3:00 p.m., the Emergency Operations Center was
opened and staffed by fire and rescue personnel. As the intensity
of the rain increased and the forecast for conditions favorable for
serious flooding was issued by the National Weather Service,
projections were issued that the Roanoke River would crest at 20
feet (10 feet is flood stage). Based on these predictions, the EOC
was placed into full operation with other key county personnel.
This involved the use of career and volunteer Fire and Rescue
personnel, Police Department employees, General Services, County
Schools, Utility Department, County Assessors, Public Information
Officer, County Administrator, the Ameteur Radio Emergency Services,
and the American Red Cross.
During the major part of the flood alert, we responded to 55
fire and rescue incidents, 82 police incidents. These incidents
involved the evacuation of approximately 100 people from flooded
residences, rescues of people trapped by rapidly rising water, and
calls for normal emergency services. Emergency personnel processed
70 reports of blocked streets and 24 requests for pumping water from
basements.
Based on the number of reported problems, the amount of
structural damage seen, the damage to roadways, and the forecast for
additional flooding, a local state of emergency was declared by the
Emergency Services Coordinator at 9:20 p.m. At this time the county
assessors office was activated and began preliminary assessments to
determine the amount of structural damage. Preliminary estimates
are that approximately 50 residences were damaged for an initial
cost estimate of $500,000 in structural damage. Estimates for
personal property and contents have not been made. In addition to
the structural damage, we sustained heavy damage to 10 roads in the
county, with no estimate of the cost to repair these roads. There
was minimal loss of county equipment; however, rental trucks were
used to move voting machines out of the Public Service Center. No
major purchases were made to contain this disaster. The official
declaration of a local emergency will allow the state to offer
services and possible reimbursement for costs associated with
preparation, response, and recovery for this disaster.
FISCAL IMPACT•
Declaration of a local emergency sets aside the normal
procurment process so that necessary equipment may be purchased to
control the emergency and assist with returning county departments
to pre-emergency conditions. Additional funding is possible to
offset the impact of overtime costs used during the emergency. Cost
estimates are being prepared to determine Roanoke County's
actual expenditures during the emergency.
STAFF RECOMMENDATION:
Staff recommends that the Board of Supervisors ratify the Local
State of Emergency as declared by the Coordinator of Emergency
Services on April 21, 1992. Also, staff recommends the County
Administrator be authorized to end the declared emergency when
appropriate.

RESOLUTION 42292 - 1 DECLARING A LOCAL
EMERGENCY TO EXIST IN ROANOKE COUNTY, VIRGINIA
WHEREAS, the Board of Supervisors of the County of Roanoke,
Virginia, does hereby find as follows:
1. That due to the occurrence of major flooding by the
Roanoke River and its tributaries on April 21 and 22, 1992, the
County of Roanoke is facing a condition of immediate peril to the
lives, safety and property of the residents of Roanoke County; and
2. That as a result of this immediate peril, the
proclamation of the existence of an emergency is necessary to
permit the full powers of government to deal effectively with this
condition of peril.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Board of
Supervisors of the County of Roanoke, Virginia, that a local
emergency now exists throughout the County of Roanoke; and
IT IS FURTHER RESOLVED AND ORDERED that during the existence
of this emergency the powers, functions, and duties of the Director
of Emergency Services and the Emergency Services organization of
the County of Roanoke shall be those prescribed by the laws of the
Commonwealth of Virginia and the ordinances, resolutions, and
approved plans of the County of Roanoke in order to mitigate the
effects of said emergency.
IT IS FURTHER RESOLVED AND ORDERED that the County
Administrator be authorized to end the declared emergency when
appropriate.

Emergency, Roanoke County citizens may be eligible for special
local and/or state assistance. We expect questions from our
citizens concerning eligibility for assistance, along with requests
for numbers to call concerning drainage, flooding, livestock
damage, structural damage, road repairs and utility problems. Most
of these issues will be coordinated through our Fire and Rescue
Department, where we will have extra staff available to handle the
questions and prioritize the requests.

RESOLUTION CERTIFYING EXECUTIVE MEETING WAS
HELD IN CONFORMITY WITH THE CODE OF VIRGINIA
WHEREAS, the Board of Supervisors of Roanoke County,
Virginia has convened an executive meeting on this date pursuant
to an affirmative recorded vote and in accordance with the
provisions of The Virginia Freedom of Information Act; and
WHEREAS, Section 2.1-344.1 of the Code of Virginia
requires a certification by the Board of Supervisors of Roanoke
County, Virginia, that such executive meeting was conducted in
conformity with Virginia law.
NOW, THEREFORE, BE IT RESOLVED, that the Board of
Supervisors of Roanoke County, Virginia, hereby certifies that, to
the best of each member's knowledge:

SUBJECT: Declaration of Local Emergency
COUNTY ADMINISTRATOR'S COMMENTS:
BACKGROUND'
Rain began falling on the Roanoke Valley during the morning
hours of April 20, 1992. Rain continued throughout that day and
into April 21. At 4:10 a.m. on the 21st, the National Weather
Service issued a flash flood watch for the Roanoke area. Staff
began monitoring the rainfall and made periodic checks throughout
the day in the various parts of Roanoke County. As the rain
continued to fall and the weather front appeared to stall in the
Roanoke Valley, a flash flood warning was issued by the National
Weather Service at 1:12 p.m. At that time all previous flood prone
areas were routinely surveyed to evaluate the necessity for further
action.
SUMMARY OF INFORMATION:
At approximately 3:00 p.m., the Emergency Operations Center was
opened and staffed by fire and rescue personnel. As the intensity
of the rain increased and the forecast for conditions favorable for
serious flooding was issued by the National Weather Service,
projections were issued that the Roanoke River would crest at 20
feet (10 feet is flood stage). Based on these predictions, the EOC
was placed into full operation with other key county personnel.
This involved the use of career and volunteer Fire and Rescue
personnel, Police Department employees, General Services, County
Schools, Utility Department, County Assessors, Public Information
Officer, County Administrator, the Ameteur Radio Emergency Services,
and the American Red Cross.
During the major part of the flood alert, we responded to 55
fire and rescue incidents, 82 police incidents. These incidents
involved the evacuation of approximately 100 people from flooded
residences, rescues of people trapped by rapidly rising water, and
calls for normal emergency services. Emergency personnel processed
70 reports of blocked streets and 24 requests for pumping water from
basements.
Based on the number of reported problems, the amount of
structural damage seen, the damage to roadways, and the forecast for
additional flooding, a local state of emergency was declared by the
Emergency Services Coordinator at 9:20 p.m. At this time the county

assessors office was activated and began preliminary assessments to
determine the amount of structural damage. Preliminary estimates
are that approximately 50 residences were damaged for an initial
cost estimate of $500,000 in structural damage. Estimates for
personal property and contents have not been made. In addition to
the structural damage, we sustained heavy damage to 10 roads in the
county, with no estimate of the cost to repair these roads. There
was minimal loss of county equipment; however, rental trucks were
used to move voting machines out of the Public Service Center. No
major purchases were made to contain this disaster. The official
declaration of a local emergency will allow the state to offer
services and possible reimbursement for costs associated with
preparation, response, and recovery for this disaster.
FISCAL IMPACT•
Declaration of a local emergency sets aside the normal
procurment process so that necessary equipment may be purchased to
control the emergency and assist with returning county departments
to pre-emergency conditions. Additional funding is possible to
offset the impact of overtime costs used during the emergency. Cost
estimates are being prepared to determine Roanoke County's
actual expenditures during the emergency.
STAFF RECOMMENDATION:
Staff recommends that the Board of Supervisors ratify the Local
State of Emergency as declared by the Coordinator of Emergency
Services on April 21, 1992. Also, staff recommends the County
Administrator be authorized to end the declared emergency when
appropriate.

SUMMARY OF INFORMATION: With the declaration of a Local
Emergency, Roanoke County citizens may be eligible for special
local and/or state assistance. We expect questions from our
citizens concerning eligibility for assistance, along with requests
for numbers to call concerning drainage, flooding, livestock
damage, structural damage, road repairs and utility problems. Most
of these issues will be coordinated through our Fire and Rescue
Department, where we will have extra staff available to handle the
questions and prioritize the requests.

WHEREAS, the Board of Supervisors of Roanoke County,
Virginia has convened an executive meeting on this date pursuant
to an affirmative recorded vote and in accordance with the
provisions of The Virginia Freedom of Information Act; and
WHEREAS, Section 2.1-344.1 of the Code of Virginia
requires a certification by the Board of Supervisors of Roanoke
County, Virginia, that such executive meeting was conducted in
conformity with Virginia law.
NOW, THEREFORE, BE IT RESOLVED, that the Board of
Supervisors of Roanoke County, Virginia, hereby certifies that, to
the best of each member's knowledge:
1. Only public business matters lawfully exempted from
open meeting requirements by Virginia law were discussed in the
executive meeting to which this certification resolution applies,
and

PUBLIC PETITION
4/22/92
We the undersigned are property owners in Roanoke
City and Roanoke County and have been flood victims of
both 1985 and April, 1992.
After flood reduction has been a much debated subject
without any positive results along Glade Creek in the City
and County, we hereby submit this petition before members
of Roanoke City Council and Roanoke Co. Board of Supervisors
to remedy the situation once and for all.
As it is imposible for our respective properties to
sell on the open market for obvious reasons, we strongly
request the municipalities to purchase the following
properties at fair market value to alleviate the perpetual
problem:
