ADJOURNIVIENT 5 f AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANORE COUNTY, VIRGINIA, HELD AT THE ROANORE COUNTY ADMINISTRATION CENTER ON TUESDAY, OCTOBER 13, 1992 RESOLUTION 101392-1 DECLARING THE WEEKEND OF OCTOBER 16-17, 1992 AS 'THE FIRST ANNUAL ROANORE VALLEY NATIVE AMERICAN HERITAGE FESTIVAL AND POW WOW" WHEREAS, nearly 500 years ago, the first English settlers to reach this continent encountered natives who called this land home for over 10,000 years; and WHEREAS, these Native Americans greeted the colonists with grace and hospitality and shared with them their knowledge of the land and its resources; and WHEREAS, the first encounters with these original Americans played an important role in the history of Virginia and the Roanoke Valley; and WHEREAS, the Shenandoah Valley translated means "Daughter of the Stars", and Roanoke being one of the first native words taken into the English language meaning "the place of white shells". NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke County, Virginia, on its own behalf and on behalf of the citizens of Roanoke County, does hereby declare the weekend of October 16-17, 1992, as "THE FIRST ANNUAL ROANORE VALLEY NATIVE AMERICAN HERITAGE FESTIVAL AND POW WOW", and extends its best wishes for an authentic and successful event. AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: October 13, 1992 AGENDA ITEM: Resolution Declaring the Weekend of October 16 - 17, 1992, "The First Annual Roanoke Valley Native American Heritage Festival and Pow Wow" COUNTY ADMINISTRATOR'S COMMENTS: BACKGROUND' Staff from the County's Department of Parks and Recreation has worked with The Science Museum of Western Virginia and Explore to establish a festival and pow wow to recognize the heritage of the Native Americans. This event has been scheduled for the weekend of October 16 and 17, 1992 and will be held at Glenvar High School in Roanoke County, Virginia. Festivities will include dancers from across Virginia and throughout the nation who will compete for traditional Indian prizes. Staff hopes the community so individuals on an FISCAL IMPACT' None. that this type of event will be well received by that we may continue to work with this group of annual basis. STAFF RECOMMENDATION: Staff recommends adoption of the attached resolution welcoming this group to the Roanoke Valley. Certification is accomplished by a combination of education, experience and activity in the professional organization. Minimum requirements include three years of training sponsored by Old Dominion University. The remaining requirements include education such as a bachelors degree or continuing education credits, experience as a Municipal Clerk and professional activities. r Elmer C. OSHA has determined that employees face a significant health risk as the result of occupational exposure to blood and other potentially infectious materials because they may contain bloodborne pathogens. These pathogens include Hepatitis B (HBV), a serious liver disease, and HIV which causes Acquired Immunodeficiency Syndrome (AIDS). OSHA further concludes that this hazard can be minimized or eliminated by using a combination of engineering and work practice controls, personal protective clothing and equipment, training, medical surveillance, hepatitis B vaccination, signs and labels, and other precautions. On February 25, 1992, the Virginia Safety and Health Codes Board adopted the identical federal standard with an effective date of June 1, 1992. In order to be in full compliance with the Bloodborne Pathogens Standard, the following items must be in place: • Written Exposure Control Plans must be completed and implemented. • Training must be provided to all occupationally exposed employees. • HBV Vaccine must be provided to employees at risk of exposure at no cost to the employee. • Personal protective equipment, such as gloves and masks, must be available to all at-risk employees. • Provisions must be made for the proper disposal of waste materials. 1 ~~. - / SIIMMARY OF INFORMATION: In Roanoke County, the following departments are affected by the new Bloodborne Pathogen Standard: • Fire and Rescue • Police • Sheriff/Jail • Custodial Services • Youth Haven II • Solid Waste • Parks and Recreation • Communication To date, the affected departments have completed their written Exposure Control Plans and they are job specific. Training has been provided by Pat Bryant, the County Health Nurse, for all at risk employees. Personal protective equipment has been issued or is on order for issue in the near future. Also, the Hepatitis B vaccine is on order through the Roanoke County Health Department. The vaccine should be available in approximately two weeks. As the aerial ladder was extended, a popping noise was heard and a piece of metal fell off of the extended main ladder. Further inspection by fire and rescue personnel revealed that some of the rungs were bent and that the locking mechanism for the ladder was not operating properly. With the ladder truck in the Vinton station out of service, immediate arrangements were made to have the Cave Spring ladder taken to a repair facility for emergency repairs. During the time that this truck was gone, only one ladder truck was in service for the entire county. SUMMARY OF INFORMATION: The ladder truck was taken to a factory repair center in Bluefield~Virginia. An evaluation of the damage to the truck was completed and a recommendation for correction was made by the repair center. An entire section of the ladder had worn below acceptable metal thickness and had to be replaced. Two rungs on the top section of the ladder had to be replaced. Ladder locks were damaged and had to be replaced, and various section rollers were worn flat and required replacement. Twenty minor weld flaws were identified on the ladder itself due to wear, and a deficiency was noted on the stabilization system of the ladder. Total cost estimate for the repairs to bring the truck back to acceptable standards and be tested by Underwriters Laboratory was $19,001.00. Due to the critical nature of the damage and the loss of use of the ladder truck with the Vinton truck already out of service, the authorization was given to complete the repairs. The truck has been repaired and has met all requirements for full use by a certified testing company. ~.a FISCAL IMPACT' $19,001.00 STAFF RECOMMENDATION: Staff recommends that $19,001.00 be appropriated from the capital reserve account to pay for the emergency repairs. COUNTY ADMINISTRATOR'S COMMENTS: /~ ~-7/`~-7 BACRGROUND In 1991, staff determined that the current Hewlett Packard computer hardware utilized for County Administrative applications would be unable to continue providing full support to its users . The current equipment has become obsolete even though it was considered state of the art when purchased four years ago. Due to the economic situation last year, staff instituted procedures to maintain support without requesting funds to alleviate the problem. A limitation was placed on the number of concurrent users to assure adequate response, and occasionally, some users were requested to sign off to allow access for critical applications. The County is currently operating well above the equipment utilization level. This hinders the provision of good customer service to our citizens and lowers the productivity of employees. SUMMARY OF INFORMATION: New equipment with twice the power can now be purchased at a 25~ of the cost of the current equipment. There is an additional savings of approximately $620 per month for hardware and software maintenance. There will be additional savings from reduced power consumption to run the equipment and provide air conditioning. Until October 31, 1992, the vendor is offering a savings of $35,000 to all current users of their model HP950 computers if they trade in their existing equipment and upgrade to a model HP957. This is a one-time opportunity for the County to replace the current equipment with minimal additional funds. ThE new equipment would provide for lower operating costs and address critical capacity and utilization problems. Delaying the decisior± to purchase the equipment could cost the County an additional $35,000, could result in increased maintenance costs, and will nom solve the utilization problems that exist with the current HP model. ~ -3 FISCAL IMPACT: There would be no additional funds required in the current year. The current lease/purchase agreement would be extended an additional two years and three months at a reduced monthly payment. The annual operating expenses would be reduced by over $7,400. Attached is a funding schedule showing the additional funds needed through 1995-96. The total appropriation of $119,641 would be included in future budget requests. STAFF RECOMMENDATION: Staff recommends that the Board of Supervisors approve the replacement of the current Hewlett Packard System. Staff further requests authorization to execute a three-year lease/purchase agreement taking advantage of the trade-in and promotional incentives offered by Hewlett Packard until October 31, 1992. A status of these current projects are shown in EXHIBIT "A", PREVIOUSLY APPROVED PROJECTS. Staff is now submitting projects P-116 through P-158 for approval and inclusion to the Drainage Maintenance Priority List for FY 1992-93. These projects are estimated to cost $135,400, as shown in EXHIBIT "B", PROPOSED PROJECTS. Funding is available for projects remaining on the priority list from fiscal year 1990-91. Funding is available for proposed projects P-116 THROUGH P-151 for Fiscal Year 1992-93. During the Board work session on February 23, 1988, the Board of Supervisors approved a procedure for establishing a priority of proposed projects. The procedure for evaluating projects is based on a rating or point value for a specific situation. For example, more points are given for the potential damage to a house or structure than what would be considered only a minor nuisance. In addition to assigning a point value to a specific situation, the frequency of a problem is considered. The proposed projects submitted are prioritized according to the approved procedure during the work session. D-`I Due to a potential traffic hazard, project P-116 was included both on the priority list and bond project list. If the Bond Referendum is approved, project P-116 will be funded with Bond dollars. Based on project scope and size, the remaining drainage projects on the Bond Referendum could not be funded through the Drainage Maintenance Program in one given fiscal year. COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION: On June 9, 1992, the Board of Supervisors approved the staff recommendation to hire an outside consultant to perform a space evaluation study for the County Administrative Offices. Jones & Jones Associates, Architects was hired to perform the following services: • Survey the existing County facilities and employment characteristics; • Evaluate the existing and projected needs of the surveyed departments; • Evaluate the desires or needs for shared elements between departments; and • Provide a report to document the information obtained above. The results of the study were reviewed with the Board of Supervisors on September 22, 1992. The report identified a need for additional space of approximately 10,000 square feet for the offices currently located in the Administration Center and the offices located at the Brambleton Corporate Center. The lease with Brambleton Corporate Center will expire on January 31, 1992. The School Administration estimates a future need of 5,000 square feet for their Administrative Offices. Prior to the expiration date of the Brambleton Corporate Center lease, staff should study potential options to alleviate the current space shortage in the County and Schools administrative offices. FISCAL IMPACT' The cost of the study performed by Jones & Jones Associates, Architects was $5,000. STAFF RECOMMENDATION: Staff recommends an appropriation of $5,000 from the Board Contingency for the Jones & Jones Associates, Architects Space Evaluation Study. Staff further recommends that the Board authorize the County staff to study potential options for meeting the current and future space needs of the County and that a report be brought back to the Board on November 17, 1992 outlining the alternatives and financial implications. The Read Mountain Fire Department will assume maintenance responsibilities for this vehicle. I have received a memorandum from Chief Fuqua who concurs in the request to accept said vehicle. The cost of adding said vehicle to the County's fleet will be absorbed within the Risk Management budget. No additional appropriation is required. Musselman, the current owners of most of the property surrounding the right-of- way including the property on both sides of the road in question, are requesting the Roanoke County Board of Supervisors, by ordinance, to vacate an unimproved and unnamed 50 foot right-of- way, shown on the plat of the Skyview Subdivision, recorded on November 2, 1950. Vest COUNTY ADMINISTRATOR' S COMMENTS : ~~~,,,,,~ ~~~we BACKGROUND• The Forest Edge and Carriage Hills area experiences water shortages during the low rainfall periods. The County has had to restrict water use in the area by limiting outdoor water use and by not allowing additional water connections. The Board of Supervisors directed staff to obtain additional wells in the Forest Edge area in order to increase the supply of water to the existing customers. SUMMARY OF INFORMATION• Groundwater wells in the Forest Edge and Carriage Hills area are generally low yield due to the underlying geological foundation. In order to provide an adequate supply of water, staff proposes to drill a series of shallow wells to make maximum use of the available groundwater. The county's geotechnical consultant has selected a potentially suitable area along Back Creek at the point where Martins Creek flows into Back Creek. The area is a 13.74 (more or less) acre tract of land owned by Roger E. and Sharon M. Vest. The staff has received an appraisal report for the above property from Earl G. Robertson. The appraisal report establishes a fair market value of $58,000 for the 13.74-acre tract. The property owners have agreed to sell the 13.74 acre-tract to Roanoke County for $50,000 with the condition that the property be used for water supply or a public park. Additionally, the owners would have first right of refusal if the County sold the property. The property owner has agreed to give the County an option to purchase the property contingent upon the County `~ obtaining adequate water from wells on the property to make their use feasible. The purchase option would contain provisions for a non-refundable $5,000 deposit that would be applied to the purchase price when the County executes the option. FISCAL IMPACT: Funds are available for this purchase from the Well Drilling Account. STAFF RECOMMENDATION: Staff recommends that the Board of Supervisors hold the first reading of an ordinance on October 13, 1992, and the second reading and public hearing on October 27, 1992, to authorize the acquisition of the 13.74 (more or less) acre tract of land at a cost of $50,000. BACKGROUND' By Resolution No. 84-123, adopted on July 24, 1984, the Board of Supervisors of Roanoke County authorized staff to undertake the necessary action to fund and complete the Hollins Community Development Project. The project involved installation of sewage treatment facilities, water supply facilities and bathrooms in dwelling units without such facilities, and reconstruction of the roadways. Construction was substantially completed by 1989, but involvement by the County in the development project is on-going. SUMMARY OF INFORMATION: The project has involved acquisition of water and sewer easements and parcels of land for the road improvements by the County. The real estate interests which have been acquired are described by parcel number, with reference to the set of plans for the "Hollins Community Development Project" on file in the Office of the Roanoke County Department of Public Facilities, and by tax map number. Questions have been raised regurdoses tof property specificity of the legal descriptions for p p reconveyances, title certification, title insurance, and surveys. In order to serve the interests of the individual property owners and the County, it would be advisable to take the necessary steps `? to clarify the descriptions and clear the titles to the extent possible by entering into deeds, agreements, or other appropriate legal instruments, which involves conveyance and/or acceptance of the respective interests in real estate. As County Treasurer, I would like to implement this practice in Roanoke County. ~U~RY OF INFO~TTO.~ As part of an ongoing effort to improve customer service, I propose that we implement the use of credit cards for the following reasons: 1. It provides the taxpayer with an alternate method of paying. 2. It gives constituents an additional cash management tool. 3. The County will benefit from the good will received as a result of providing an expanded service. Those citizens choosing to use the service will pay the service fee charged by the provider which is not to exceed 4~ of the bill being paid. In addition, the County cannot charge the citizen a fee which is higher than that charged by the provider. FISCAL MPA $380 annually for the rental of equipment and telephone line. The staff has inspected these roads along with representatives of the Virginia Department of Transportation and finds the roads are acceptable. FISCAL IMPACT: No county funding is required. SUMMARY OF INFORMATION: In 1991, LVA RV began a computer assisted instruction (CAI) program using several interactive software packages that learners use with their tutors or that can be used for self-instruction by the learners. LVA RV has limited funding and is unable to purchose new computer equipment. The program uses donated computer equipment. The organization has requested that the County donate surplus equipment that can be used in the CAI program. Staff has identified a hard drive and monitor in the Finance Department that is not being used. This computer is obsolete for County use but could be used by LVA RV. The estimated value of the computer and monitor is $150. For several years the Roanoke County School System has received a federal entitlement through the Carl D. Perkins Vocational Education Act for improvement to vocational education programs. Additionally, the Virginia Department of Education allocates funding for various phases of the vocational education program, including equipment. SUMMARY OF INFORMATION: For the 1992-93 school year, Roanoke County Schools budgeted the anticipated entitlement of $122,000 through the Carl D. Perkins Vocational Education Act. Subsequent to budget adoption, the entitlement was increased by $29,375 for a total entitlement of $151,375. This increase will be used for inservice training of both vocational and academic instructors working with integration of the two areas, the tech-prep program, payment for a special population coordinator to ensure that students are receiving adequate services and job skill training, and programs which train adults and students for all aspects of the occupation in which job openings are projected or available. The Virginia Department of Education provides reimbursement on purchase of equipment. The allocation for 1992-93 is $8,500. FISCAL IMPACT: No county matching funds are required for the Carl Perkins entitlement. The Department of Education allocation is matched with local funds. Roanoke, Virginia 24015 Dear Alan: I have located a very nice computer with monitor, hard drive, and two floppy drives that the County can donate to the Literacy Volunteers. It does not have a printer and I have not been able to locate one because of the demand for those devices. I am going to take this to the Board at their next meeting (October 13) because they have to declare it surplus.
