MAJOR ACCOMPLISHMENTS - 1993
I would like to congratulate the Roanoke County Board of Supervisors on what I feel was
one of the most productive years that Roanoke County has experienced in some time. Credit
should also go to previous Board members, as well as County Staff, who worked on the many
projects that are now reaching completion. Listed below are some of the major projects.
I. Dedication of the Transfer Station and Smith Gap Landfill with the following assets:
A. A landfill that will meet EPA standards, that is programmed to last 70 years or longer as
we continue to emphasize recycling.
B. A rail delivery system that will keep the highways clean and free of heavy trash truck
traffic, preventing damage to road surfaces.
C. State-of--the-art technology at both the transfer station and landfill now being studied by
other governments.
D. A regional approach that will benefit the entire Roanoke Valley.
II. Spring Hollow Dam and water facilities that will provide for Roanoke County's water
needs well into the 21st century. The following has taken place thus far:
A. The dam is finished and ready to receive water at any time.
B. The pumping station will be finished, ready to pump water by March 1.
C. Due to the efforts of Mr. Cliff Craig, significant savings have been realized in various
parts of the project.
D. It was possible to mine much of the limestone needed in the dam from the site itself,
thus providing additional storage space in the reservoir.
III. Salary Survey Study for County Employees
A. Study was accomplished with a minimum of confusion, due in a large part to the hard
work of the County Staff, whom I would like to thank.
B. This brought the salary of County employees more closely in line with other governmental
and industrial organizations.
C. I view the action by the Board as a positive morale factor for our employees and an
indication of the Board's commitment to the County work force.
IV. Purchase of and move to the new County Administration Building, with the following
results:
A. Much needed space for employees and equipment. I am sure in some cases we must
have been in violation of our own safety standards.
B. Alleviated the need to secure an additional 10,000 square feet of rented space.
C. Rent in the next 10 years would have been in excess of 1.5 million dollars, which has been
placed toward owning our own building.
D. Better service to the public with most of our offices in one building.
E. It is now possible to meet handicapped citizens' needs much better than we have in the
past.
F. Building ownership, in 20 years, with an estimated value of four to five million dollars.

V. Ground breaking and construction for the new Regional Forensic Lab, to be built in
Roanoke County.
A. Special thanks to the County Administrator for his coordination with officials from the
State of Virginia to make this project a reality.
B. Thanks to the State of Virginia who helped plan and furnish funds for this project.
VI. Ground breaking and construction of the new Cox Cable state-of--the-art facility in the
Tanglewood area of Roanoke County.
A. Special thanks to our Economic Development staff for their hard work to make this an
easier transition for Cox Cable.
VII. New County rezoning ordinance, which took a tremendous amount of work by the staff' as
well as the Board. Special thanks to the staff for:
A. The many meetings held with developers and builders to hear their concerns about the new
ordinance.
B. The large number of meetings held in various communities to have maximum citizen input.
C. Willingness to listen to the concerns of our people and address their problems.
VIII. New Senior Citizen and Youth Center established in the old Administration Building.
A. A meeting place that represents the respect and care that we wish for our Senior
Citizens.
B. Another indoor facility with multipurpose usage available for our young people.
C. Made available for sale the highly desirable property on Ogden Road which housed the old
Senior Citizens Center.
D. Strengthens our commitment to the Senior Citizens and Youth of our community.

MAJOR CHALLENGES WE FACE
I. Reemphasize schools and the needs of teachers and school staff, with special emphasis
on drug and discipline problems. I believe the solid base we once took for granted in
our school system is now being eroded. If we attend to it now, we could save millions in the
future. We mud address the drug problem that lies in wait for our young people and, as a
result, continues to fill the prisons in the Commonwealth of Virginia.
II. Dixie Caverns Landfill closeout. This could cost, as you already know, millions of dollars
more, and we are at the mercy of the Federal Government that seemingly accepts no course of
action but its own.
III. Renewed efforts toward annexation and/or consolidation, especially from Roanoke City.
There is an effort in this area to make all valley governments one. In my opinion, we must
vigorously oppose any state legislation that would permit this.
1V. Cooperation with other valley governments. We need to explore various ways in which
we can, to the maximum extent possible, unite with other valley governments to provide more
and better services as economically as possible. I sense that we in Roanoke County are
willing to consider almost anything, short of annexation or consolidation, to make this a
reality.
V. Economic Development. This is a challenge that we must accept on a day to day basis. My
personal opinion is that the Economic Development Partnership has done an excellent job of
contacting potential industries for the Roanoke Valley. I recommend a renewed emphasis
toward the Partnership, with consideration also being given to the New Century Council. It
would appear that the New River Valley region would be our next logical move if the people
in that area are willing.
VI. To be as fiscally responsible with the taxpayers' money as humanly possible. This means
more of the same: watch every dollar -hold down the size of county staff -use and reuse
until it becomes cost prohibitive -look for the most economical prices when we shop -turn
off the lights when not needed -turn down the thermostats -avoid unnecessary paperwork.
In short, do everything possible to save the taxpayers' money.
VII. We must always be willing to hear the voice of the people we serve. And I give each of
you an A+ here. This is not to be viewed as a courtesy, but rather as an obligation. And I
believe that staff shares this obligation with us.
VIII. Staff, like other industries, must continue to do more with less. I know they probably
don't like to hear it, but it's just a fact of life.

Gentlemen:
I want to say a word of special thanks to each of you for your work during
the past year. Together as a Board, we met head-on the needs and problems that
faced the County of Roanoke. I viewed our approach as non-partisan and in the
best interest of the people we serve. Our debate, although heated at times, served
as a refining process to make possible the very best decision available to the
problem being considered.
I commend each of you for your willingness to serve, your sense of
responsibility toward the citizens of Roanoke County, and your desire to see your
community a better place to live, with opportunities and advantages for everyone.
It is my firm belief that your interest in the Roanoke Valley, your commitment to
the people, and your unselfish and sometimes unappreciated efforts have made
Roanoke County awell-planned, most desirable, and very special place to live.
For this and all you do, I offer my sincere appreciation.

BE IT RESOLVED by the Board of Supervisors of Roanoke County,

1. That for calendar year 1994, the regular meetings of the
Board of Supervisors of Roanoke County, Virginia, are set forth

Question Again Before the Board.

BOARD OF SUPERVISORS OF ROANOKE COUNTY FOR CALENDAR
YEAR 1994 AND ADOPTING RULES OF PROCEDURE FOR SUCH

COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
In January of every year the Board of Supervisors reorganizes
itself by electing a chairman and vice-chairman, by establishing a
meeting schedule for the upcoming year, and by adopting rules of
procedure. The attached resolution suggests a meeting schedule for
the calendar year 1994 and certain rules of procedure to govern
your meetings.
In reviewing the proposed meeting schedule you should note the
following:
Regular meetings twice a month on the second and fourth
Tuesdays (the evening public hearing meeting being scheduled
for the fourth Tuesday of each month).
Three meetings being scheduled for April to accommodate the
review and adoption of the budget. Staff recommends meeting
on April 5, 12, and 26; however, this recommendation may
conflict with Easter (which is April 3, 1994) and Spring Break
for the schools.
Only one meeting scheduled for August (August 23, 1994) (often
the need for formal board action decreases in the summer
months, an abbreviated meeting schedule is followed by many
localities).
Staff recommends meeting on November 8 and November 22, 1994.
Election Day is November 8; however, the new administration
center will not be used as a polling place (except for
absentee voting). Thanksgiving is November 24. Chanukah is
scheduled to begin November 28, 1994.
Only one meeting in December (December 13, 1994) (the December
meeting schedule change is suggested to accommodate the

holiday season).
The 1995 organizational meeting is scheduled for Tuesday,
January 3, 1995.
Next, the Board will note that the rules of procedure are the
same as previously adopted by the Board.
STAFF RECOMMENDATION:
It is recommended that the Board consider the adoption of the
attached resolution.

WHEREAS, the Board of Supervisors of Roanoke County,
Virginia has convened an executive meeting on this date pursuant to
an affirmative recorded vote and in accordance with the provisions
of The Virginia Freedom of Information Act; and
WHEREAS, Section 2.1-344.1 of the Code of Virginia
requires a certification by the Board of Supervisors of Roanoke

WHEREAS, the Board of Supervisors of Roanoke County, Virginia,
and the Industrial Development Authority of Roanoke County (IDA)
desire to promote and encourage the economic development of Roanoke
County, Virginia, and the Roanoke Valley by the recruitment of new
industry for the Roanoke Valley, in order to provide for increased
employment and corporate investment in the County; and
WHEREAS, this increased employment and investment constitutes
a valid public purpose for the expenditure of public funds; and
WHEREAS, the County desires to support these economic
development efforts of the IDA by donating public funds to the IDA
in accordance with the provisions of § 15.1-511.1 of the Code of
Virginia.
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of
Roanoke County, Virginia, as follows:
1. That the sum of $272,500 is hereby appropriated and
donated to the Industrial Development Authority of Roanoke County.
That this appropriation of public funds is made from the County's
unappropriated balance.
2. That this appropriation and donation to the IDA is made
for the following economic development purpose:
a. To acquire 15 acres of real estate on the west side
of State Route 601, Hollins Road, from the Friendship Manor

COUNTY ADMINISTRATOR'S COMMENTS:
EXECUTIVE SUMMARY
This is an appropriation and donation of public funds to the
Roanoke County Industrial Development Authority.
BACKGROUND•
An economic development prospect has indicated an interest in
relocating its warehousing and distribution facilities to Roanoke
County. This prospect has requested certain incentives to relocate
its facilities to the Roanoke Valley. This appropriation and
donation of public finds to the Roanoke County Industrial
Development Authority (IDA) will allow the IDA to undertake certain
activities to assist in accomplishing the relocation of this
prospect to the Roanoke Valley.
SUMMARY OF INFORMATION:
The IDA requires County funding to accomplish the following
purpose:
1) acquire 15 acres of real estate on the west side of State
Route 601 Hollins Road from the Friendship Manor Apartment Village
corporation for $272,500; and
Section 15.1-511.1 of the State Code authorizes the
county to "give, lend or advance in any manner that to it may seem
proper funds or other county property" to any authority created by
it, including the IDA.
FISCAL IMPACTS•
1
An appropriation and donation of $272,500 to the IDA from the
Unappropriated Balance.
STAFF RECOMMENDATION:
It is recommended that the Board of Supervisors favorably
consider the appropriation and donation of public funds to the IDA.
