UW 2 AT A JOINT MEETING OF THE BOARD OF SUPERVISORS OF ROANORE COUNTY, VIRGINIA, AND BOTETOURT COUNTY BOARD OF SUPERVISORS HELD AT THE READ MOUNTAIN FIRE STATION ON MONDAY, SEPTEMBER 26, 1994 RESOLUTION 92684-1 CERTIFYING EXECUTIVE MEETING WAS HELD IN CONFORMITY WITH THE CODE OF VIRGINIA WHEREAS, the Board of Supervisors of Roanoke County, Virginia and the Board of Supervisors of Botetourt County, Virginia have convened an executive meeting on this date pursuant to an affirmative recorded vote and in accordance with the provisions of The Virginia Freedom of Information Act; and WHEREAS, Section 2.1-344.1 of the Code of Virginia requires a certification by the Board of Supervisors of Roanoke County, Virginia, that such executive meeting was conducted in conformity with Virginia law. NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke County, Virginia, hereby certifies that, to the best of each members knowledge: 1. Only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting which this certification resolution applies, and 2. Only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Board of Supervisors of Roanoke County, Virginia. FUQUA CHIEF MEMORANDUM TO: Roanoke County Board of Supervisors Botetourt County Board of Supervisors FROM: Chief T.qua DATE: September' 26, 1994 SUBJECT: Update -Read Mountain Fire Station Since the inception of the joint fire and rescue station in 1990, the following changes and/or enhancements have been implemented: o The commission established to operate the station until the volunteers were able to operate on their own has been abolished. O The station has proved to be an asset in reducing the response times to incidents in both counties. o The department has received certification from the Virginia Department of Health as anon-transporting Advanced Life Support Agency. This has provided on scene trained ALS personnel who work in concert with the surrounding rescue squads to provide a quicker response. O The agreement is currently being up-dated to include changes and removing items that are no longer relevant to the operation. o Major equipment needs have been projected in the fire and rescue department's comprehensive plan. Funding would be on a 50-SO match. The Blue Ridge Library opened on April 11, 1988. It is the result of cooperation between Botetourt County and Roanoke County. Botetourt and Roanoke Counties own the facility equally although management of the library rests with Botetourt County. Roanoke County currently pays 25% of the operating expenses of the library. When the library opened in 1988 it had approximately 6,500 ~ items in its collections. Today the library has over 33,000 items in its collections. The library now has nearly 8,000 registered borrowers. Library circulation during 1988-89 (our first full year) was 60,066 with 29,706 patron visits. Library circulation during 1993-94 was 83,572 with 55,03 patron visits. i f Library services include all the usual functions such as loan of materials, reference services, children's services, and access to copiers. Our children's programming includes a weekly story time for preschoolers and a summer reading program during July and August. There is also a public meeting room which is used by ~ local clubs and organizations as well as library and government functions. The meeting room serves as a voting place during ~ elections. BY HAVING A NEW TRUCK, OUR PRESENT TRUCK WOULD LAST LONGER BECAUSE WE WOULD SWITCH IT TO THE SECOND RUN TRUCK. BOTETOURT COUNTY DOES NOT HAVE ANY RESERVE TRUCKS. ROANOKE COUNTY HAS A RESERVE TRUCK, BUT IT IS OLD AND DOES NOT SERVE AS A GOOD FIRST RUN TRUCK. BY GETTING A NEW TRUCK, WE WOULD STILL HAVE ONE GOOD TRUCK AND THE RESERVE FROM ROANOKE COUNTY IF EITHER TRUCK WAS OUT OF SERVICE. ALSO, BY HAVING ONLY ONE TRUCK, WHEN WE GET THE RESERVE FROM ROANOKE,IT DOESN'T HAVE A BOTETOURT RADIO, THUS HAVING NO COMMUNICATIONS WITH BOTETOURT DISPATCH- ERS. BOTH COUNTIES WOULD GET THE BENEFIT OF A SECOND TRUCK FOR ONLY HALF THE COST. WE HAVE THE PERSONNEL TO STAFF A SECOND TRUCK.
