SUMMARY OF INFORMATION:
In its 14t" year, the Marine Corps Mud Run continues to be one of the Roanoke Valley's
signature running and fundraising events. This event is one that draws the interest of
many individuals and its team competition has become popular with school groups and
athletic teams, as well as teams made up of friends and neighbors. The event represents
a long running partnership, lead by the Roanoke Valley Detachment 426 of the Marine
Corps League with support from Marine Corps Reserve Unit, Company B, 4t" Combat
Engineer Battalion, in cooperation with the Roanoke County Department of Parks,
Recreation and Tourism and many other corporate sponsors. The beneficiaries of this
event are the nationally recognized Marine Toys for Tots program and on the local level,
Camp Roanoke.
We are proud of our partnership with the Marines and look forward to working with them for
years to come. This year's $10,000 contribution brings the total amount contributed over
the years to $73,200. These funds will be used for facility improvements at the camp. A
visit to Camp Roanoke will document the many improvements these funds have made over
the years and with the current economy, these types of donations are more important than
ever. The presentation will be made by Doug Phillips, Commandant.

COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
Prior to this fiscal year, the Western Virginia Water Authority (1~JVUUA) processed after-
hours calls for service at the Careens Cove watertreatmentfacility. The U~JVINA had staff
on site at that facility to monitor equipment, so they were also available to answer after-
hourscalls for service. Recently however, U~JVWA updated their equipment to make things
more automated. This in turn ended the requirement for after-hours staffing and the
U~JVWA was seeking an alternative for handling customer calls for service after normal
business hours.
Roanoke County conducted a pilot program to determine the feasibility and the call volume
during a 3 month period from March until May 2009. It was determined during that period
that after-hours U~JVWA calls could be received and processed by the Emergency
Communication Center without adversely affecting the emergency call taking capability or
services to our citizens. The full details of this agreement are located in a Service Level
Agreement dated July 1, 2009, which is attached.
U~JVWA has agreed to pay an annual fee of $10,000 in monthly installments, due on the
first of each month. In exchange for this monthly fee, the Roanoke County Emergency
Communications Center will provide after-hours service call processing.

FISCAL IMPACT:
The County will receive funding in the amount of $10,000 annually from the U~JVWA for
receiving and processing their after-hours service calls. We request these funds be
appropriated to the County's Emergency Communications Center to offset costs incurred
for handling this service.
ALTERNATIVES:
1) Appropriate funding in the amount of $10,000 to the County's Emergency
Communications Center for the purpose of receiving and processing WVWA after-
hours service calls.
2) Return the funding to the Western Virginia Water Authority and not handle their after-
hours service calls.
STAFF RECOMMENDATION:
Staff recommends alternative 1, "Appropriate funding in the amount of $10,000 to the
County's Emergency Communications Center for the purpose of receiving and processing
U~JVWA after-hours service calls."

ORDINANCE 020910-3 AUTHORIZING AND APPROVING EXECUTION
OF A ROOFTOP LEASE AGREEMENT WITH CITY OF SALEM FOR A
WEB CAMERA AND WIRELESS ACCESS POINT ON THE SALEM
BANK & TRUST BUILDING AT 220 EAST MAIN STREET, SALEM,
VIRGINIA, OWNED BY THE BOARD OF SUPERVISORS OF ROANOKE
COUNTY; AND INSTALLATION AND USE OF A FIBER CONNECTION
BETWEEN THIS BUILDING AND THE COUNTY COURT SERVICES
BUILDING
WHEREAS, the Board of Supervisors of Roanoke County, Virginia, is the owner
of several parcels of land, containing .68 acre, located at 220 East Main Street in the
City of Salem, Virginia, and designated on the Salem Land Records as Tax Map #106-
13-6, #106-13-2, and #106-13-1, and commonly referred to as the Salem Bank and
Trust Building (hereafter the "Building"); and
WHEREAS, said property was purchased on May 15, 2001, subject to leases
with the County of Roanoke to provide office space for the Department of Social
Services and Blue Ridge Behavioral Health Care on the third, fourth and fifth floors of
the Building, and subject to a number of commercial leases for the first and second
floors of the Building and the rooftop for antenna space; and
WHEREAS, the Department of Social Services currently is connected to
Roanoke County's computer network only through an unreliable and slow wireless
connection from the roof of the Building to the Roanoke County Courthouse. This
unreliable connection requires the County to maintain a dedicated computer server at
this Department to permit its staff to continue using their computers when connection to
the County's network is lost; and

WHEREAS, the City of Salem is currently installing fiber connections in the
downtown area of the Building and has offered to provide, without charge, the materials
and labor to install a hard fiber connection between the Building and the Court Services
Building to serve the Department of Social Services. In return, the City of Salem is
requesting authority to install a web camera with their own wireless access point on the
roof of the Building; and
WHEREAS, Section 18.04 of the Roanoke County Charter directs that the
acquisition or conveyance of an interest in real estate, including leases, shall be
accomplished by ordinance; the first reading of this ordinance was held on February 9,
2010; and an emergency being found to exist, the second reading was waived upon a
four-fifths vote of the Board.
THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That a Rooftop Lease between the Board of Supervisors of Roanoke
County, Virginia, successor in interest to East Main Properties, L.L.C, and the City of
Salem, Virginia, for installation of a web camera and related wireless access point on
the premises at 220 East Main Street, Salem, Virginia, commencing March 1, 2010, is
hereby authorized and approved. No charge for electrical utility services for the camera
and related equipment will be made to the City of Salem.
2. That in consideration of the authorization to install a web camera and related
wireless access point on the roof of the Salem Bank & Trust Building, the City of Salem,
at its own expense, will provide to the County of Roanoke a dedicated fiber connection
between this Building and the Roanoke County Court Services Building.

3. That the County Administrator or an Assistant County Administrator is
hereby authorized to execute a lease agreement on behalf of the Board of Supervisors
of Roanoke County and to execute such other documents and take such further actions
as are necessary to accomplish this transaction, all of which shall be upon form and
subject to the conditions approved by the County Attorney.
4. That this ordinance shall be effective on and from the date of its adoption.

ORDINANCE 020910-4 AMENDING SECTION 2-6. ASSESSMENT OF
FEES IN COURTS FOR CONSTRUCTION, RENOVATION OR
MAINTENANCE OF COURTHOUSE, JAIL OR COURT-RELATED
FACILITIES OF THE ROANOKE COUNTY CODE
WHEREAS, the first reading and public hearing of this ordinance was held on
January 26, 2010, and the second reading was held on February 9, 2010.
BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as
follows:
1. That the Roanoke County Code be amended to read and provide as
follows:
Sec. 2-6. Assessment of fees in courts for construction, renovation, or maintenance
of courthouse, jail orcourt-related facilities.
(a) Pursuant to the authority found in section ~^.~ ~~'~.' 17.1-281 of the Code of
Virginia, as amended, there is hereby assessed a fee to be taxed as the costs in each
civil, criminal, and traffic case in the district and circuit courts serving Roanoke County
the sum of two dollars ($2.00).
(b) The fees assessed by this section shall be expended for the purposes as
provided in said statute, specifically, for the construction, renovation and maintenance
of the courthouse or jail and court-related facilities and to defray increases in the cost of
heating, cooling, electricity, and ordinance maintenance. This assessment shall be in
addition to other fees and costs prescribed bylaw.
(c) This assessment shall be collected by the clerk of the court in which the action is
filed and remitted to the Treasurer of Roanoke County and held by him subject to
disbursements appropriated by the Board of Supervisors for the purposes specified
herein.
2. That this ordinance shall be in full force and effect from and after its
adoption.

SUMMARY OF INFORMATION:
The Bulletproof Vest Partnership Grant provides funds to assist in the purchase of
protective vests for lawenforcementand corrections officers. This is a fifty percent match
which provides for half the cost of each vest up to a total of $4,137.50 of federal funds.
Matching funds from the Sheriff's Office budget will be $4,137.50.
STAFF RECOMMENDATION:
Staff recommends acceptance of the Bulletproof Vest Partnership Grant in the amount of
$4,137.50.

SUMMARY OF INFORMATION:
Roanoke County Public Library has received a grant in the amount of $450 from the
Commonwealth of Virginia Commission for the Arts. If accepted and appropriated by the
Board, the grant will be used to help offset expenses associated with bringing a
professional troupe of puppeteers to appear at the libraries during the Summer Reading
Program. The performances are designed to encourage early literacy activities with and
among young children.
FISCAL IMPACT:
No additional funding is required.
STAFF RECOMMENDATION:
Staff recommends acceptance and appropriation of the $450 grant from the
Commonwealth of Virginia Commission for the Arts.

SUMMARY OF INFORMATION:
The Salem Sheriff's Office applied for this grant and included the Roanoke Sheriff's Office
in a cooperative effort. An award was received, of which $58,725 was awarded to the
Roanoke County Sheriff's Office. The grant will be used to upgrade and implement x-ray
machines and CCTV cameras in the Roanoke County Courthouse. This is a 100% grant
award with no match required.

Staff recommends acceptance of the Homeland Security Grant in the amount of $58,725.

RESOLUTION 020910-5.e EXPRESSING THE APPRECIATION OF THE
BOARD OF SUPERVISORS OF ROANOKE COUNTY TO GERALD S.
HOLT, SHERIFF, UPON HIS RETIREMENT AFTER MORE THAN THIRTY-
THREEYEARS OF SERVICE
WHEREAS, Gerald Holt was first hired on June 15,1970, as a Deputy Sheriff Jailor
and later became a Patrol deputy; and
WHEREAS, during his time as a Deputy Sheriff, Mr. Holt served in numerous
capacities within Roanoke County including Corrections Deputy, Uniform Patrol Deputy,
Uniform Patrol Supervisor-Lieutenant and Crime Prevention Officer; and
WHEREAS, during his time as the Deputy Sheriff-Sergeant-Crime Prevention
Deputy, he assisted more than one hundred communities in establishing Neighborhood
Watch Programs. In 1973, Mr. Holt initiated the Roanoke County Auxiliary Force, in which
volunteer citizens were trained to be auxiliary Deputy Sheriffs; and
WHEREAS, Mr. Holt became a Roanoke County Police Officeron July 1,1990, and
served in this capacity until January 1, 1992, when he took Office as Sheriff of Roanoke
County; and
WHEREAS, Sheriff Holt was instrumental in the creation of the Roanoke County
Criminal Justice Academy; and
WHEREAS, Sheriff Holt is responsible for the daily operation of the Roanoke
County/Salem Jail, Civil Process Service and security for all courtrooms in the County of
Roanoke. Since being elected, Sheriff Holt has been actively involved in the community
and has had the pleasure to serve on numerous criminal justice boards and committees
including the following:

Criminal Justice Academy; and
WHEREAS, Sheriff Holt will retire on March 1, 2010, as Sheriff after more than
thirty- three years of devoted, faithful and expert service with the Roanoke County Sheriff's
Office.
NOW, THEREFORE, BE IT RESOLVEDthatthe Board of Supervisorsof Roanoke
County, Virginia expresses its deepest appreciation and the appreciation of the citizens of
Roanoke County to GERALD S. HOLT for more than thirty-years of capable, loyal, and
dedicated service to Roanoke County; and
FURTHER, the Board of Supervisors does express its best wishes for a happy and
productive retirement.

RESOLUTION 020910-5.f REQUESTING FEDERAL RECOGNITION
AND FINANCIAL SUPPORT FOR THE INTERSTATE 81 CORRIDOR
COALITION
WHEREAS, the Interstate 81 Corridor is a national strategically significant
transportation thoroughfare through which people and material goods pass by highway,
rail and aviation; and
WHEREAS, the nature of the thoroughfare offers many collective opportunities
but also presents many challenges and issues; and
WHEREAS, 12% of the nation's Gross Domestic Product flows through this
Corridor thereby contributing to a multitude of economic opportunities to communities
along the Corridorwhile also shielding economic downturns; and
WHEREAS, the I-81 Corridor Coalition has been formed to collectively and
constructively address our mutual concerns and take advantage of our mutual
opportunities; and
WHEREAS, the Coalition has representation and perspectives from federal, state
and local governments, as well as transportation organizations from all six states in the
Corridor: New York, Pennsylvania, Maryland, West Virginia, Virginia and Tennessee.
NOW, THEREFORE, BE IT RESOLVED, that the Roanoke County Board of
Supervisors hereby urges the collective elected federal representatives of the I-81
Corridor to join together in obtaining federal recognition for this effort, in addition to
sponsorship of a $1.7 million appropriation through the 2011 Transportation, Housing
and Urban Development Appropriations Bill.

Request for public hearing to consider the formation of a

SUMMARY OF INFORMATION:
Attached to this board report is a draft resolution which expresses the intent of the
Board of Supervisors to consider the adoption of an ordinance creating a community
development authority for the South Peak project.
Chairman Church has requested that notice of a public hearing be published, and that a
public hearing be scheduled before the Board considers this resolution. Therefore, it is
recommended that the Board schedule a public hearing on this resolution for February
23, 2010. Notices for this public hearing would be published on February 14, 2010 and
February 21, 2010.
After the public hearing on February 23, 2010, the Board will consider the approval of
the draft resolution.
STAFF RECOMMENDATION:
It is recommended that the Board schedule a public hearing on this resolution for
February 23, 2010.

RESOLUTION 020910.7 CERTIFYING THE CLOSED MEETING WAS
HELD IN CONFORMITY WITH THE CODE OF VIRGINIA
WHEREAS, the Board of Supervisors of Roanoke County, Virginia has convened a
closed meeting on this date pursuant to an affirmative recorded vote and in accordance
with the provisions of The Virginia Freedom of Information Act; and
WHEREAS, Section 2.2-3712 of the Code of Virginia requires a certification by the
Board of Supervisors of Roanoke County, Virginia, that such closed meeting was
conducted in conformity with Virginia law.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke
County, Virginia, hereby certifies that, to the best of each member's knowledge:
1. Only public business matters lawfully exempted from open meeting requirements
by Virginia law were discussed in the closed meeting which this certification resolution
applies, and
2. Onlysuch public business matters aswere identified in the motion conveningthe
closed meeting were heard, discussed or considered by the Board of Supervisors of
Roanoke County, Virginia.
On motion of Supervisor Church to adopt the resolution, and carried by the following
recorded vote:
