Welcome to the Roanoke County Board of Supervisors meeting. Regular
meetings are held on the second Tuesday and the fourth Tuesday at 3:00
p.m. Public hearings are held at 7:00 p.m on the fourth Tuesday of each
month. Deviations from this schedule will be announced.

Roy Lochner. 3536 Brambleton Avenue expressed concern about: (1)
what he felt was a "glitch" in the land use program, where landowners were
not informed of the market values until they sold the land. Tohn
Birckhead explained hav the land use program worked. (2) felt that
responses to burglaries and other problems he has experienced on his
property oa Brambleton Avenue had been handled slowly by Police
Department and pointed out that County only had 18% clearance of
burglaries. ECH described efforts to work with Mr. Lochner to resolve the
problems. LBE asked that statistics on crimes in Windsor Hills be
provided to Mr. Lochner. ECH advised they had been offered to him and
he refused. Chief Cease described efforts to communicate with Mr.
Lochner.

WHEREAS, American public education has been the pillar
of our democratic system of government for more than 200 years; and
WHEREAS, advances in technology have increased the
necessity for all students to be better educated; and
WHEREAS, the future of America in the twenty-first
century depends on students who are in our public schools today;
and
WHEREAS, it takes the whole community to educate and

We have received a number of inquiries regarding this matter. Staff wou/d /ike to proceed with a
decision at this time. Since much of this increase (5199,000 per year/ is mandated for professiona/
schoo/ and constitutional officer retirees, it is on/y fair that non professiona/ schoo/ and County
emp/oyees are deserving of the same consideration. That wi//require an additional 5163,000 per year.
Because the state is on a biennium assessment, additions/costs wi//notbe incurred unti/Ju/y 1, 1996,
which is the budget after the upcoming one. Staff requests authorization for this information in
emp/ogee benefits.
SUMMARY OF INFORMATION: Senate Bi112008 enacted by the 1994 Special Session of the
General Assembly and approved by the Governor provides a three percent increase in the
monthly retirement allowance for current and future 1)State retirees, 2)retired elected
Constitutional Officers and their retired State funded staff and 3)professional School Board
retirees (teachers, administrators and clerical staff). While this action is not directly related to
the settlement of the Federal retirees case, it is intended to address a commitment made to VRS
recipients in 1989 when their retirement benefits became subject to taxation for the first time.
Retirees of political subdivisions and non professional School Board retirees are not eligible for
the increase unless their employer authorizes the benefit increase by providing Virginia
Retirement System (VRS) with an irrevocable resolution. For purposes of approval, this
retirement increase can be divided into four separate categories related to County and School
personnel:
1. Professional School Board Retirees -Senate Bill 2008 provides that these individuals will
be included automatically in the three percent benefit increase. The cost of this increase
will be partially offset by state funding of education through the SOQ formula. We
currently estimate that the annual impact on the County School Board after the SOQ
supplement will be approximately $162,000 per year.
2. Non-Professional School Board Retirees -Senate Bi112008 requires that the School Board
adopt an irrevocable resolution if it chooses to authorize the benefit increase. The cost
of the increase will be partially offset by State monies through the SOQ formula. Staff
currently estimates the portion that will be the responsibility of the County School Board
to be approximately $27,000 annually.
3. Constitutional Officers -Senate bill 2008 provides automatically for the three percent
benefit increase for Constitutional Officers. It does not appear at this time that the State
will cover any of the expense for this increase. The amount of the increase that will be
assed along to the County will be approximately $37,000 per year.
4. Political Subdivisions Employees -Senate Bill 2008 requires that the County adopt an
irrevocable resolution if it chooses to authorize the three percent benefit increase for

of the County. The State will provide no funding for this benefit increase. Staff estimates the
annual cost for this increase to be approximately $136,000.
In order to provide the benefit increase for the employees in the above group 2 and 4, a resolution must
be adopted by the County School Board and the County Board respectively. If the resolution is received
by VRS by January 1, 1995, the three percent benefit increase will be made retroactive to October 1,
1994 for the retirees. If the resolution is received after January 1, 1995, the benefit increase will be
effective by the next available retirement payroll processed following receipt of the resolution or the
effective date specified in the resolution, whichever is later.
FISCAL IMPACT: The incremental costs of this benefit increase will be reflected in the VRS employer
contribution rate effective July 1, 1996. Staff estimate of costs is based upon preliminary incremental
rate adjustment figures from the State which are not guaranteed. The mandated groups (1 and 3 above)
will require an additional $199,000 during the FY 1996-97 budget process. The non-mandated groups,
(2 and 4 above) will require an additional $163,000 during the FY 1996-97 budget process.
STAFF RECOMMENDATTnN~ A resolution is attached authorizing the three percent benefit increase
for the employees of the County of Roanoke (group 4 above) to be effective October 1, 1994. The
School Board will be considering a similar resolution for the non-professional School employees (group
2 above) on their meeting November 10, 1994.

EXECOTIVE SUMMARY:
Staff is asking that the Roanoke County Board of Supervisors
participate as a charter member of the Foundation. The Board is
requested to appoint the Director of Economic Development as its
representative to assist in the planning, design, and
implementation of projects that will improve the historic and
tourism resources of this area of the County.
BACKGROUND:
Interested historical groups have been meeting with County staff
since the fall of 1993 to explore ways in which to better recognize
the historic significance of the Battle of Hanging Rock and the
Valley Railway in the Roanoke County-Salem area. The groups
include; the Salem Historical Society, United Daughters of the
Confederacy, Sons of Confederate Veterans, Roanoke Valley
Historical Society, and National Railway Historical Society
(Roanoke Chapter). The consensus is that the groups should join
together under an "umbrella" organization to carry out educational,
charitable, and historic preservation activities. Projects
discussed included; an accessible public monument/memorial
commemorating the battle, a descriptive kiosk of Valley tourism
attractions, facade/appearance improvements to the commercial
"strip," a roadside parking area, and development of a hikers/
biking trail to Salem using the abandoned railway line.
The Articles of Incorporation of the Hanging Rock Battlefield and
Railway Preservation Foundation have been drafted. Each of the
above referenced organizations, the Salem City Council, and the
Board of Supervisors are being requested to appoint a member to
represent them.
After incorporation, the members will meet and organize, develop a
plan for the area, and seek resources to implement the plan.

FISCAL IMPACT:
Allocate no more than $5,000 of public-private partnership funds
from the Department of Economic Development. These funds should be
matched with other local or private funds for master planning in
the project area. No funds will be expended until a project is
identified and reviewed with the County Administrator and Board of
Supervisors.
ALTERNATIVES:
1. Join the Hanging Rock Battlefield and Railway Preservation
Foundation and allocate $5, 000 as planning funds to be matched
by other private and public sources.
2. Do not join the Foundation.
STAFF RECOMMENDATION:
Staff recommends Alternative #1 and proposes that the Director of
Economic Development be appointed as the Board's representative on
the Foundation.

Recommend approval with funds appropriated from the Courthouse
Maintenance Fund.
BACKGROUND: In 1991, the Roanoke County Board of Supervisors
approved a long-term lease of the property lying between Thompson
Memorial Drive, Craig Avenue, Clay Street and East Main Street,
Salem, for the purpose of expansion of badly needed Roanoke County
Courthouse parking. This "auxiliary" parking lot has been greatly
appreciated and frequently used by staff members of the various
judges, constitutional officers, and other departments housed
within the courthouse complex, as well as by members of the public.
Last winter's severe weather, especially the incessant ice storms,
pointed up the need to further improve this facility (currently a
dirt, grass and gravel parking lot) to bring about its full
utility. The paving and marking of egress and ingress areas as
well as individual parking spaces will achieve this purpose, making
the lot capable of handling more vehicles and safer for use by our
employees and the public.

The Planning Commission will study rezoning and special use permit requests to determine the need and
justification for the change in terms of public health, safety, and general welfare. Please answer the following
questions as thoroughly as possible. Use additional space if necessary.
Please explain how the request furthers the purposes of the Zoning Ordinance (Section 30-3) as well as the
purpose found at the beginning of the applicable zoning district classification in the zoning ordinance.
The purpose of this request is to encourage economic
development activities that provide desirable employment and
enlarge the tax base. By reducing the buffer from 200 feet to
100 feet and designing a mix of landscaping and berm area, the
view will be enhanced. Existing grades of the proposed buffer
range from 1,230 to 1,270 feet. These will remain constant.
The proposed finished floor level is 1,235, with a finished
ceiling of 23 to 26 feet or an elevation of 1, 258 to 1, 261
feet. Thus, much of the building will be screened or lower
than the natural topography.
Please explain how the project conforms to the general guidelines and policies contained in the Roanoke County
Comprehensive Plan.
The site has been planned for an industrial-park since 1990
when Allied-Signal announced plans to build a facility on the
179 acre tract. In 1990, the citizens of Roanoke County
approved a bond referendum that included $7.50,000 for
infrastructure improvements at the site. Currently, Phase I
of these infrastructure improvements are being made.
Additional improvements would be made to facilitate the
location of a manufacturer on lots-4 and 5. The 1985 County
Land Use Plan identified the site as an area where growth
should be stimulated.
Please describe the impact(s) of the request on the property itself, the adjoining properties, and the surrounding
area, as well as the impacts on public services and facilities, including water/sewer, roads, schools,
parks/recreation, and fire/rescue.
In regards to infrastructure improvements, the County is
funding these improvements. Regarding emergency services, all
are readily available. Adjoining property owners are aware
that they reside near an industrial park.
