I will not attend the meeting on Wednesday that we are
supposed to be having with Bob Goodlatte. I have some potential
problem with my sister-in-law over in Lynchburg who has cancer and
I'm not sure what things are going to be like this week. I just
want to leave things open. I may show up at the meeting but then
again, I probably won't.

To: Virginia members of CUED and the Virginia tirban Partnership
The federal role in assisting communities with economic development programs and projects is in jeopardy this year, particularly with the
termination of the Economic Development Administration looming as a real possibility. EDA is one of the agencies that would be lost in budget
plans to eliminate the U. S. Department of Commerce.
But there is some hope that this federal economic development program can be saved. The House Subcommittee on Appropriations for the
Commerce Department is recommending an appropriation of $328 million for EDA programs in the next fiscal year. 'This is a marked reduction
from the current level of $4U8 million but it comes at a time when EDA was not expected to receive any funds. It remains to be seen how this
appropriation will survive ui the budget process.
In the meantime, there is a proposal to replace EDA with a network of six multi-state regional commissions. These commissions, called
economic development partnerships, would be similar to the Appalachian Regional Commission. The states would have a strong role with
projects selected by the commissions and approved by the Governors. The state Governors would be members of the commission along with
a federal representative. The Governors would have one vote and the federal representative one vote.
The agenda of the commissions would be to assist rural areas and small communities with infrastructure, local revolving funds and other
activities. This proposal is unacceptable because it does not provide for the continuance of EDA as a source for assisting cities and
urban areas.
There is a way to insure a continued federal role in economic development while, at the same time. giving more responsibility to the states.
It is important that any new proposal continue to provide assistance to cities and urban core areas as well as to rural communities.
Alternative Proposal Being Developed
An alternative proposal is being developed that would insure a continued federal role in economic development and assistance for urban
communities. This proposal would also create a network of multi-state regional commissions but would retain the federal EDA as well. Under
this proposal, the commissions would receive grants from EDA for initial operations and planning. When a commission is ready to undertake
projects it chooses with approval of the state Governors in the region, EDA would grant funds to the commission. EDA would continue to fund
other projects of strategic importance in economically distressed communities. EDA programs such as economic adjustment, defense conversion,
technical assistance, university centers. disaster assistance, etc., would remain intact.
This proposal has merits for support because it would assure the continuance of EDA with its federal perspective and its support
for cities and urban areas.
Senator Warner in Key Position
Senator John Warner of Virginia is in a key position to advance this latter proposal in the Senate. As Chairman of the Senate
Subcommittee on Transportation and Infrastructure of the Senate Committee on Environment and Public Works, he has important legislative
jurisdiction over IDA which puts him in a critical position to initiate legislation to reauthorize EDA. It is important that business leaders, public
officials and residents of Virginia let Senator ~~'amer know of the importance of EDA and the projects and programs that the agency has been
assisting in their communities. EDA's continuance as a source to assist cities and urban areas is important this year in the face of other proposals
to significantly reduce funding for HUD's Community Development Block Grant program.
The other members of the Virginia Congresssional delegations should also be informed about the importance of EDA. Appropriations for
EDA, which have overcome a first hurdle at the subcommittee level in the House will have to be approved by the full House.
