FOR THE PURPOSE OF A BUDGET WORK SESSION. s C-~ AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANORE COUNTY, VIRGINIA, HELD AT THE ROANORE COUNTY ADMINISTRATION CENTER, ON TUESDAY, APRIL 9, 1996 PROCLAMATION OF APPRECIATION TO THE PUBLIC SAFETY TELECOMMUNICATORS OF ROANORE COUNTY AND DECLARING APRIL 14 - 20, 1996 AS PUBLIC SAFETY TELECOMMUNICATORS WEER WHEREAS, thousands of dedicated public safety telecommunications personnel daily serve the citizens of the United States and Roanoke County by answering their telephone calls for police, fire and emergency medical services and dispatching the appropriate assistance as quickly as possible; and WHEREAS, the Public Safety Telecommunicators also perform non-emergency services for the County, such as those related to utility operations, highway safety and the work of federal, state, and local government agencies; and WHEREAS, the Public Safety Telecommunicators work through all types of emergency situations, including floods and blizzards, often having to neglect their own homes and families to ensure that the safety of Roanoke County citizens is protected; and WHEREAS, the Public Safety Telecommunicators work to improve the emergency response capabilities of these communications systems through their leadership and participation in training programs and other activities; and WHEREAS, the week of April 14 - 20, 1996 has been designated as National Public Safety Telecommunicators Week to honor and recognize Public Safety Telecommunicators and their crucial role in protecting life and property. NOW, THEREFORE, BE IT PROCLAIMED, that the Roanoke County Board of Supervisors, on its own behalf and on behalf of its ~~ - ~_, citizens, does hereby express its deepest appreciation for the services provided by the Public Safety Telecommunicators; and FURTHER, the Board of Supervisors does hereby declare the week of April 14 - 20, 1996 as PUBLIC SAFETY TELECOMMUNICATORS WEEK in Roanoke County. Action No. Item No. AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: April 9, 1996 AGENDA ITEM: Proclamation declaring April 21-27, 1996 as the WEEK OF THE YOUNG CHILD, in the County of Roanoke, Virginia. BACKGROUND: The National Association for the Education of Young Children (NAEYE) and the S.W. Virginia Association for Early Childhood Education are celebrating the National Week of the Young Child. Many of our community's public and private preschool daycare providers are members of these organizations. They have planned a week long series of activities and special events to celebrate with the community and the children. The local organizing committee approached the Parks and Recreation Department to invite our participation in this celebration. The result of this partnership is Celebration Day. SUMMARY OF INFORMATION: Roanoke County Parks and Recreation is proud to be a cosponsor of the Young Child Celebration on April 23, 1996 from 9:00 a.m. to 2:00 p.m. at Green Hill Park. Hundreds of children from the valley's preschool daycare programs and the community will be entertained with music by Melody Makers, Native Americans, magicians, and carnival rides. At lunch they will enjoy a picnic in the park. The raindate is April 25. We are very excited about our association with the celebration and look forward to hosting the first major event for preschoolers at Green Hill Park. FISCAL IMPACT: There is no direct cost to the County. No additional funding is required. The local organizing committee is raising funds to cover the direct cost of Celebration Day, cosponsored by the Parks and Recreation Department. The department has provided staff support in the planning of the event, advertising in our existing publications, and will provide staff logistical support for the event. STAFF RECOMMENDATION: Staff recommend that the Board of Supervisors recognize the week of April 21-27, 1996 as the WEEK OF THE YOUNG CHILD in Roanoke County and encourage everyone to join in the celebration. COUNTY ADMINISTRATOR'S COMMENTS: BACKGROUND• An oral presentation of the Conceptual Greenway Plan will be made by Mrs. Lucy Ellett, Chair of the Roanoke Valley Greenways/Open Space Steering Committee. This Committee was established in December 1994 by the four Valley Governments to oversee the development of a valley wide greenway/open space plan. County Representatives on the Steering Committee are Charlie Blankenship, Don Witt and Butch Kelly. Mrs. Ellett will also present a framed copy of the Best of 1996 Award received from the Roanoker Magazine and encourage the Board to continue support of the Greenway effort, including the request for the County's share of the funds to hire a greenway coordinator. Hodge County Administrator Action Vote No Yes Abs Approved ( ) Denied ( ) Received ( ) Ref erred to Motion by Eddy Harriso Johnson Minnix Nickens :~~- . ~-i AT A REGULAR MEETING OF THE ROANOKE COUNTY PLANNING COMMISSION HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, APRIL 2, 1996 BE IT RESOLVED by the Roanoke County Planning Commission as follows: WHEREAS, the Roanoke Valley Greenway/Open Space Committee was established in December 1994 by the four Valley governments to oversee the development of a Valley wide greenway/open space plan; and WHEREAS, under the auspices of the Committee, a conceptual plan has been prepared by the consulting firm Greenways, Inc. with funding from each of the Valley jurisdictions that proposes a system of 50 or more greenway trails linking the Valley together and accommodating a variety of modes of travel; and WHEREAS, the Greenway/Open Space Committee sponsored and supported a grant application prepared by the City of Roanoke for funding a greenway trail from Mill Mountain to the City Market in the City of Roanoke as the most visible, versatile model greenway that could be constructed; and, WHEREAS, the Steering Committee for the Vision 2010 recently completed by the citizens and staff of the County identified the development of a system of greenways throughout the Valley as one of a number of critical goals in protecting valuable scenic resources in the Valley, and WHEREAS, the Greenway/Open Space Committee supports a transportation planner at the Fifth Planning District associated with bikeways and greenways funded by VDOT, but also firmly believes that the only way to maintain the public interest and momentum for greenways in the Valley is to hire a full time coordinator. NOW THEREFORE BE IT RESOLVED that the Roanoke County Planning Commission fully endorses the appropriation of 521,600 during FY 1996-97 for the County's share in hiring a Valley greenway coordinator under the auspices of the Roanoke Valley Greenway/Open Space Committee. On a motion by Mr. Don Witt the above resolution was Approved by the Roanoke County Plannin4 Commission on April 2, 1996 by a unanimous vote. AI G. We are pleased with the results and feel optimistic about the future of greenways in the Valley. For example, the Hanging Rock Battlefield Trail is an excellent project and we look forward to its completion. In addition, we feel that the Valley needs to watch for all types of opportunities for the establishment of greenways. I am writing you today about one such opportunity. At its March 21, 1996 meeting, the Roanoke Valley Greenways/Open Space Steering Committee unanimously passed the following resolution regarding the sewer interceptor upgrade along the Roanoke River and Tinker Creek in Roanoke City. Since the sewer upgrade is a regional project, the Committee is making this request of the governing bodies of Roanoke City, Roanoke County, Botetourt County, Salem, and Vinton. The Roanoke Valley Greenways/Open Space Steering Committee recommends that the sewer interceptor project along the Roanoke River and Tinker Creek be planned and engineered in a way that will enable future construction of a greenway along the river and creek. The Committee specifically asks that (1) the reconstruction of the riverbank and streambank be designed in a way that will make greenway construction easier in the future (i.e., consider how grading, benching, or other changes in topography will facilitate future use as a greenway), and (2) while officials are discussing utility easements with property owners, they ask for recreational or trail easements also, where feasible. In January, we asked Roanoke City, Roanoke County, Salem, and Vinton to contribute in the following amounts for this position. Once such a position is established at the Fifth PDC, this person would be able to devote approximately half of his/her work hours on greenway planning activities (and the other half on bikeway and pedestrian planning). The planner would work with all jurisdictions in the Fifth Planning District (Alleghany Highlands, Botetourt and Craig Counties, and the Roanoke Valley). We are happy about the possibility of VDOT involvement in these planning activities within the Fifth Planning District. However, I would like to clarify that the position of Greenway, Bikeway, and Pedestrian Planner at the PDC is not identical to what the Roanoke Serving Alleghany County, Botetourt County, Clifton Forge, Covington, Craig County, Roanoke City, Roanoke County, Salem, and the Town of Vinton STAFF REPORT: Summary of Differences Between Two Greenway Positions March 30, 1996 Two Greenwav Positions Under Consideration The Greenway, Bikeway, and Pedestrian Planner would be funded with Virginia Department of Transportation (VDOT) funding to the Fifth PDC (with 10~ match from the PDC). Preliminary approval has been given by the Fifth PDC and VDOT for this position to be filled shortly after 7-1-96. The Greenway Coordinator is the additional position being requested by the Roanoke Valley Greenways/Open Space Steering Committee. If funded by local government contributions, the person would start shortly after 7-1-96 and would work in addition to and in conjunction with the VDOT-funded planner. Distinctions Between Positions Major distinctions between the two greenway-related positions are: 1. Jurisdictions Covered The VDOT-funded Planner would conduct planning studies for all the jurisdictions within the Fifth Planning District Commission. The locally-funded Coordinator would cover the jurisdictions in the Roanoke Valley that fund the position. At present, Roanoke County, Roanoke City, Salem, and Vinton have been asked for funding. 2. Time Spent on Greenway-Related Activities - The VDOT-funded Planner would spent approximately one-half of his/her time on greenway planning. The rest of his/her time would be spent on bikeway and pedestrian planning. An example of the latter is a proposed study for Valley Metro of the adequacy and safety of sidewalks near Valley Metro bus-stops. The locally-funded Coordinator would spend all his/her time on greenway activities, as defined and directed by the localities and the Roanoke Valley Greenways Steering Committee. 3. Allowable Activities - For the position that VDOT would fund, VDOT would have the authority of determining the types of activities that person could undertake. Advocacy, promotion, detailed greenway design, and marketing of greenways would not be part of the VDOT-funded Planner's position. Advocacy, promotion, detailed greenway design, marketing of greenways, and other related activities could be part of the locally-funded Coordinator's position if the localities so desire. ., 4. Salary - In order to be in line with the salaries for the same level of planner within the Fifth PDC's Transportation Division, the VDOT- funded Planner's salary would be approximately $25,000. The Roanoke Valley Greenways Steering Committee had hoped to hire a more experienced person as the Greenway Coordinator, possibly paying $30,000 in salary. 5. Relationship With Greenways Steering Committee - The VDOT-funded Planner would answer directly to the Executive Director of the Fifth PDC and would be assisted by various PDC committees, including the Metropolitan Planning Organization and its Transportation Technical Committee, Bikeway Advisory Committees (urban and rural) , the Rural Transportation Advisory Committee, and the Roanoke Valley Greenways Steering Committee. This person would meet with the Greenways Steering Committee every other month (instead of monthly). A locally-funded Greenway Coordinator, while housed at the Fifth PDC and under its administrative system, could be more independent and more directly related to the Roanoke Valley Greenways Steering Committee than the VDOT-funded Planner would be. (The exact relationship and line of authority has not been determined for the locally-funded Greenway Coordinator yet.) 6. Time Spent Searching for Funding for Future Activities The VDOT-funded Planner be able to provide some assistance to local governments for the completion of grant applications for greenways. A locally-funded Greenway Coordinator could devote a substantial amount of time to the duties of grant-writing and soliciting donations of money, land, easements, building materials, labor, etc. It might be possible for the Coordinator to raise funds for his/her future salary. In addition, he/she would be able to more actively search-out greenway opportunities (such as establishing greenways along with utility upgrades) that would save the community money when greenways are constructed in the future. 7. Working with Volunteers Volunteers serving on the advisory committees would advise the VDOT-funded Planner on projects and studies. A locally-funded Greenway Coordinator would work with volunteer advisory committees also. In addition, they could coordinate and provide training to clubs of citizen volunteers that agree to undertake maintenance of sections of the greenway (similar to volunteer maintenance of sections of the Appalachian Trail). ~ . ` ~ A-040996-1 ACTION # ITEM NUMBER ~ ..' AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: April 9, 1996 AGENDA ITEM: Request to Approve a Sanitary Sewer Extension along West Main Street COUNTY ADMINISTRATOR'S COMMENTS: The Board may recall that this concept was discussed at the last budget work session. A policy will be developed over the next several months which will be a variation of the public private partnership policy already in place. The current policy will be opened up to allow more people to participate. The objective is to assist neighborhoods having a certain critical mass that are already located near utility lines. The County benefits by increasing the number of citizens on the water system and the citizens benefit by improved utilities. The staff and l want to proceed with this request for four reasons: (1) several businesses in the area are having difficulties with septic systems; (2l two vacant lots are being considered at this time for economic development and will need public sewer; (3J this extension gets us closer to Cherokee Hills and Dixie Caverns landfill, both of which are in need of public sewer; (41 if we are able to work this through, we will develop a model for use in other areas of the County. This funding request is for general fund money. For future requests we should identify an allocation. General fund and/or utility money should be allocated to these projects. The projects will be identified bystaff, reviewed by the Board and prioritized as we now do with road and drainage projects. BACKGROUND• The section of West Main Street between Fort Lewis Church Road and Daugherty Road is presently developed with a mixture of commercial and residential structures. Currently, these facilities utilize septic systems as a means of handling sanitary wastes. The Health Department has found that most of the soil in this area is not suitable for drain fields and has rejected several requests for new septic systems and/or expansions of existing systems. SUMMARY OF INFORMATION: The Roanoke County Utility Department has received a petition from several property owners in this area. This petition requests assistance from Roanoke County to provide public sewer to this area. (See Attachment "A") Staff has reviewed this request and feels that sanitary sewer should be installed in this area for the following reasons. ~~ ~. ..• _ L-- eliminates potential health hazard from failing septic systems; allows existing business to expand (i.e., Glenvar Minute Market); allows public sewer to be in close proximity to Cherokee Hills subdivision which also has septic problems. The cost estimate for this project is approximately $175,000. Staff has received pledges from five property owners in the area totaling $54,520 for participation in the construction. Cost Participation: Glenvar Minute Market $ 8,020 Fort Lewis Baptist Church 10,380 Bohon Est. 7,840 McNew Property 8,280 City of Salem 20,000 $54,520 These costs are based on a minimum charge of $6,500 plus $20/foot for road frontage in excess of 100 feet. This charge also includes the $1,500 off-site facility fee based on a 5/8 inch water meter. Should a larger water meter be utilized this fee would increase accordingly. If the project is approved, it is suggested that this fee structure remain in effect for a period of ten years. The fee structure would be applicable to any property included in the West Main Street Sewer Service Area (as shown on Attachment "A"). Should a property owner not participate at this time, they would pay the construction charges as shown above in addition to the off-site facility fees applicable at the time of connection. The property owner would be given credit on these fees for costs they incur to bring the lateral to their property line. FISCAL IMPACT' Funding for this project would come from the following sources: Property Owner Participation $ 54,520 General Fund to Provide for Economic Development 120,480 TOTAL $175,000 Alternatives' Alternative 1. Participate in public/private partnership as described above. Alternative 2. Do not participate in the project and require the property owners pay all construction costs. The property owners could then be given a reimbursement contract that would allow them to recover a portion of their costs as other property owners in the service area connected. ~_ . ~~ STAFF RECOMMENDATION: Staff recommends that the Board approve Alternative 1, allowing sanitary sewer to be installed along this area at a reasonable costs to property owners. A site has been identified in the Final Environmental Impact Statement (FEIS) for the 1.5 mile Roanoke River Parkway to Virginia's Explore Park. As part of the FEIS the 1992 Record of Decision established the Interpretive Center site on the north side of the Roanoke River. This site on the north side of the Roanoke River is being removed from consideration by the National Park Service through an internal planning process. The new site for the Interpretive Center is proposed to be located near the intersection of the Parkway spur road and the Blue Ridge Parkway. SIIMMARY OF INFORMATION: The Virginia Community Development Block Grant Program provides an opportunity for Roanoke County to apply for $25,000 of funds under the Planning Grant Program to carry out a variety of preliminary studies for an Interpretive Center. This Planning Grant can provide the basis for a future application for Community Improvement Grant funds to construct an Interpretive Center. Staff requests that the Board of Supervisors approve the attached resolution supporting and endorsing the grant application. The resolution must be filed by April 19. 1996. Fiscal Impact: $10,000 in public-private partnership funds from the FY 1996-1997 Economic Development Budget is needed as a local match for this project. IN GENERAL OF CHAPTER 4, AMUSEMENTS TO PROVIDE AUTHORITY FOR HEALTH DEPARTMENT INSPECTIONS OF PUBLIC SWIMMING POOLS WHEREAS, Sec. 32.1-248.1 of the Code of Virginia, 1950, as amended, authorizes the state Board of Health to promulgate regulations to require the daily posting of water quality test results at swimming pools and other water recreational facilities operated for public use based upon the direct public health risks associated with water quality standards; and WHEREAS, the diverse nature of swimming pools and the varieties of their settings makes it difficult to establish specific safety regulations for all pools by ordinance, but certain minimum standards are desirable to enhance the safety of pool users; and WHEREAS, it is in the interest of the public health and safety of the citizens of the County of Roanoke, Virginia to continue inspections no less often than annually of public swimming pools by the Roanoke County Health Department and to continue to require certified pool operators for each public swimming pool; and WHEREAS, the first reading of this ordinance was held on March 12, 1996, and second reading was held on April 9, 1996. i BE IT ORDAINED by the Board of Supervisors of the County of Roanoke, Virginia, as follows: 1. That Article I. In General of Chapter 5, AMUSEMENTS of the Roanoke County Code be amended as follows: Sec. 4-4. Definitions. For the purposes of this article, the following words and phrases shall have the meaning ascribed to them by this section, unless otherwise indicated to the contrary: Anent: Shall mean a legally authorized representative of the owner; Disinfectant: Shall mean the chemical that disinfects by inhibiting, neutralizing, or destroying the growth of harmful microorganisms; Free residual disinfectant: Shall mean the amount of measurable chlorine or bromine remaining in the water following disinfection; Health Director: Shall mean the Health Director of the Roanoke County - Vinton Health Department, or his authorized representative; Lifeguard: Shall mean an individual who is currently certified as a lifeguard in accordance with the standards as recommended by the American Red Cross or other accredited agency recognized by the Health Director, or qualified by a reputable water safety organization; Operator: Shall mean an individual who is currently a Certified Pool Operator in accordance with the standards as 2 recommended by the National Swimming Pool Foundation, the National Recreation and Park Association, or other accredited agency recognized by the Health Director; Owner: Shall mean any person who owns, leases or has signed a contract to own or lease a public swimming pool; Swimmer Capacity or Load: Shall mean the maximum number of persons permitted in the pool at a given time, to be determined by dividing the total square footage of swimming pool water surface area by 27. Swimming Pool: Shall mean any structure, basin chamber, or tank, located either indoors or outdoors, containing an artificial body of water intended to be used for swimming, diving or recreational bathing, and having a water depth of 24 inches or more at any point; Public swimming pool: Shall mean any swimming pool, other than a private residential swimming pool, intended to be used collectively by numbers of persons for swimming or bathing and operated by any person, whether as owner, lessee, operator or concessionaire for which any fee or consideration is charged directly or indirectly for such use. The term "public swimming pool" includes, but is not limited to, tourist establishment pools, pools owned or operated by hotels and motels, condominium, private club, apartment, or any association of persons. The term "public swimming pool" shall not include single occupant tubs and showers used exclusively for therapeutic purposes nor spas or hot tubs regulated by Article VI of this Chapter. 3 Sec. 4-5. Recirculation Systems. (a) All equipment shall be maintained in satisfactory operating condition during the operation of a public swimming pool. (b) The filtration system of all public swimming pools shall have sufficient clarifying capacity so as to permit the main drain to be clearly visible from the pool deck at distances up to 10 feet in a horizontal direction from the projection of the drain on the pool surface. (c) All filters on public swimming pools shall be designed and installed so as to provide easy accessibility for backwashing, operation, maintenance, and servicing. (d) All filters on public swimming pools shall be designed and installed with the necessary valves and piping which may be needed to drain the filters and piping completely. (e) A permanent waterproof specification placard shall be conspicuously displayed on or adjacent to the filter and shall be adequately lighted. Specifications shall be printed or typed and readily legible. The following information shall be included on the placard: (1) name and location of facility; (2) date of construction; (3) capacity of gallons; (4) water surface area in square feet (square meters); (5) turnover rate in hours; (6) rate of flow in gallons per minute; (7) swimmer capacity; (8) pool operating procedures to include: a. instructions on proper operation of pumps and filter; b. instructions on proper cleaning procedures; 4 c. instructions on proper backwashing procedures; d. instructions for emergency procedures to be followed in case of contact with hazardous chemicals. Sec. 4-6. Water Treatment. (a) Public swimming pools, when open or in use, shall be disinfected continuously by a chemical disinfectant which imparts a residual effect and shall be maintained in a non-acidic condition. (b) Public swimming pools, when open or in use, shall be disinfected using a chemical feeding device capable of maintaining an easily measured disinfectant residual. Manual feeding of disinfectant chemicals is prohibited except as provided in §4.9(a), (3) & (4) . (c) Chemicals other than chlorine, bromine, sodium hypochlorite, calcium hypochlorite, muriatic acid, lime, soda ash, sodium bicarbonate, aluminum sulfate, calcium chloride, cyanuric acid and sodium bisulfate shall not be used to treat pool water without permission from the Health Director. 5 (d) Chemical water quality standards for public swimming pools and wading pools: (1) Free chlorine, combined chlorine, bromine and Ph values shall be continuously maintained within the following ranges: Minimum Ideal Maximum Indoor a~dxr Pools Pools Free chlorine residual parts per million (ppm) 1.0 1.0-1.5 2.0 3.0 Combined chlorine (ppm) None None 0.2* 0.2* Bromine (ppm) 2.0 2.0-4.0 4.0 4.0 p8 7.2 7.4-7.6 7.8 7.8 *Remedial action shall be taken by the operator if combined chlorine exceeds 0.2 ppm as it will result in reduced chlorine efficacy and increase swimmer irritation. a. If pool water disinfectants other than those above are used, residuals of equivalent disinfecting strength shall be maintained. b. If chlorinated cyanurates are used as pool water disinfectants, the cyanuric acid levels shall be maintained within the following ranges: Minimum Ideal N~mxn cyanuric Acid (ppm) 30 40-50 60 (e) Pool water shall have a total alkalinity of not less than 50 ppm and not greater than 150 ppm or a water balance between total alkalinity and calcium hardness that is neither scaling or corrosive. (f) Other disinfectant agents or methods may be accepted after they have been demonstrated to provide the equivalent disinfection of chlorine and are readily measurable. 6 (g) Test Kits: Acceptable test kits for the easy measurement of all required water chemistry parameters in these regulations shall be provided and maintained at each pool. The test kits shall be capable of measuring the disinfectant residuals accurately to within five-tenths (0.5) ppm. (h) Microbiological Test: When the Roanoke County-Vinton Health Department determines that bacteriological samples are required, the quality of water in the pool shall be determined to be unacceptable by the presence of organisms of the coliform group, or a standard plate count of more than two hundred (200) bacterial per milliliter, or both, in two (2) consecutive samples or in more than ten (10~) percent of the samples in a series. Sec. 4-7. water Supply Systems. (a) Water supply systems serving public swimming pool establishments shall comply with the waterworks regulations and/or private well regulations. (b) The water supply distribution system shall be designed, constructed, and maintained in compliance with the Virginia Uniform Statewide Building Code. (c) Where drinking fountains are provided, they shall be of an angle jet type with adequate water pressure at all times. Sec. 4-8. Sewage Disposal. (a) Public swimming pools which have showers, water closets, or lavatories shall provide an adequate and safe sewerage system. (b) Sewage and waste water shall be disposed of into a public sewerage system or by a sewage system constructed and operated in accordance with applicable law and regulations. (c) No untreated or partially treated sewage, liquid waste, or septic tank effluent shall be discharged directly or indirectly onto the surface of the ground or into the public waters. 7 Sec. 4-9. General Safety Provisions. (a) All chemicals, cleaning compounds and similar materials shall be stored in a cool, dry, and well ventilated place, out of reach from children and, for public pools, in a locked space. All chemicals used in pool water treatment shall be stored in their original containers. (1) There shall be no smoking in any areas where pool chemicals are stored. (2) All persons while handling pool chemicals which may be strongly acidic or basic, or which may be strong oxidizing agents, shall wear protective eyewear and other protective clothing as deemed necessary by the Health Director or as recommended by the chemical manufacturer. (3) No harsh or irritating chemical in concentrated form shall be added manually and directly to any pool water except under emergency conditions. (4) Whenever it is necessary to add any harsh or irritating chemical in concentrated form directly into the water of any pool, use of the pool shall be stopped until such time as the chemical is dissolved completely in and is diffused thoroughly throughout the pool water. (5) All persons before handling pool chemicals shall read thoroughly the manufacturer's recommendations for proper use and adhere to those recommendations. (6) Disinfectants and oxidizing chemicals shall be stored in a physically separate manner from other chemicals such as acids or base compounds. Sec. 4-10. Operation. (a) Each public swimming pool owner shall require a certified operator to be available except when the pool is out of service. (b) Lifeguard(s) shall be required and be present at all times during operation based on the following criteria: 8 1. A minimum of one lifeguard shall be present and observing swimmers at all times during operation of the pool. 2. Lifeguards must be of sufficient number and placement to maintain an unobstructed view of all areas of the pool. The use of elevated observation chairs is encouraged. 3. An exemption to items 1 and 2 above shall be considered by the Health Director for public swimming pools having low usage if the following requirements are met: a. A sign is posted containing the following: (1) "WARNING: No Lifeguard on Duty." (2) "Children under 14 years of age are not allowed to use the pool unless accompanied by an adult." (3) "No one shall be allowed to be in the pool alone." (4) "Swimming is not permitted when there is thunder or lightning observed or within 15 minutes afterwards." b. All safety and equipment and code standards in Sec. 4-12 are followed. (c) Children under 8 years of age must be accompanied by an adult; 9 • (d) Where no lifeguard is present, children under 14 years of age must be accompanied by an adult; (e) Operators and lifeguards shall be required to possess a current certification meeting the current standard for a pool operator or lifeguards as recommended by the National Swimming Pool Foundation, the National Recreation and Park Association, the American Red Cross, or other accredited agency recognized by the Health Director. In the event a pool operator leaves the employment of a pool owner during the pool season, the owner shall be permitted a reasonable period of time, not to exceed four (4) weeks to obtain or employ a certified operator, provided the pool had been inspected by and had received a permit from the Health Director within the immediately preceding four (4) months and that the owner notifies the Health Director within ten (10) days of the resignation of the pool operator. (f) A bound log shall be maintained by the swimming pool operator on the premises which shall contain the time and dates of the chemical test performed, results of those tests and initials of the persons who performed the necessary testing. The log shall be retained for a period of twelve (12) months. 1. The log shall include the following at the specified intervals: a. all chemicals added, including quantity and time added - as needed; b. personnel and changes in personnel - as necessary; c. injuries - as necessary; l0 - d. maintenance operations including backwashing and vacuuming - as necessary; e. disinfectant levels - every twenty-four (24) hours; f. pH balance - every twenty-four (24) hours; g. stabilizer - weekly; h. alkalinity and calcium hardness - weekly; i. lifeguard(s) on duty for each shift. (g) Swimmer load shall not exceed a density of one (1) person per twenty-seven (27) square feet of pool surface area. (h) Animals, fowl and/or pets shall not be permitted within the pool area. This section shall not apply to working dogs, such as seeing eye dogs. Sec. 4-11. Security. Swimming facilities shall be maintained in a manner which will not create a nuisance or hazard to the public safety and well- being, and the pool area shall be adequately secured against unauthorized entry by the public in general. The impounded water shall, at all times, be treated in a manner which will prevent the growth of algae and the breeding of mosquitoes or other vermin. Sec. 4-12. Safety and Rescue Equipment and Code Standards; Other Safety Features. (a) Every public swimming pool shall be equipped with the following aids to safety and rescue which shall be readily accessible at all times: (1) One (1) or more light but strong poles with blunted ends not less than 12 feet in length. 11 (2) One or more throwing buoys with sufficient attached line to reach twice the width of the pool. The line shall be of sufficient size and strength to offer an appropriate handhold and to support loads normally imposed by swimmers. (3) A first aid kit which shall be kept filled and readily accessible for emergency use. (4) On all swimming pools, the depth of the water shall be marked plainly and permanently at appropriate locations to prevent misunderstanding of the water depth. (5) Lifeguards shall maintain unobstructed views of all areas of the pool. The use of elevated lifeguard chairs are encouraged. Specific chair needs should be based on pool size, design, and occupancy, in order to maintain unobstructed view of all areas of the pool. (6) When pools are used after dark, the swimming pool area shall be equipped with lighting fixtures of such number and design as to light all parts of the pool, the water therein, and the entire surrounding area. Fixtures shall be maintained so as to create no hazard to the swimmers. The lighting shall be such that lifeguards can clearly see every part of the swimming pool including decks, sparing boards and other appurtenances without being blinded by glare. (7) Each public pool shall have a posted, permanent and easily read set of safety rules covering such matters as age restrictions, hours of allowed use, activity restrictions, allowance of glass containers or alcohol or drugs, and such other rules as appropriate for the safety of all pool users. (8) A lifeline shall be provided at the 3 or 5 foot break in grade between the shallow and deep portions of the pool, with its position marked by visible floats at not greater than 7 foot intervals. The life line shall be securely fastened to wall anchors of corrosion resistant material and of a type which shall be recessed or have no projection which shall constitute a hazard when the line is removed. The line shall be of sufficient size and strength to offer a good handhold and support loads normally imposed by swimmers. 12 - (b) Pumps, filters and other mechanical and electrical equipment for pools shall be enclosed in such a manner so as to be accessible only to authorized persons. Drainage shall be such as to avoid the entrance and accumulation of water in the vicinity of the electrical equipment. (c) The crossing of outdoor swimming facilities by overhead electrical conductors is prohibited, except as permitted by the State Electrical Code. (d) All metal fences or railings on which a broken electrical conductor might fall shall be effectively grounded according to the State Electrical Code. (e) All lighting fixtures shall be prohibited directly above the water surface area except as permitted by the State Electrical Code, and shall be protected in a manner which will prevent broken glass from falling on any surface within the pool area. All electrical switches and receptacles shall be of weatherproof construction and resistant to corrosion. (f) Lights shall be prohibited directly above or within three feet horizontally of the pool rim in any indoor or covered swimming pool, except as permitted in the State Electrical Code. (g) Access to the pool area shall be maintained and unobstructed to provide for emergency service vehicles and emergency attendants to the pool area. (h) Swimming is not permitted when there is lightning or thunder, or within 15 minutes afterwards. 13 Sec. 4-13. Entry and Inspections; Enforcement; Penalties. (a) In accordance with the provisions of § 32.1-25 of the Code of Virginia, 1950, as amended, the Health Director or his designee shall have the right to enter any property to conduct inspections and to ensure compliance with this ordinance. All public swimming pools in the county may commence operations each year only after being inspected by the Health Director or his designee and receiving a permit from the Director and after complying with all licensing requirements of the Commissioner of the Revenue. The Health Director is authorized to require each owner to complete and submit an annual application, all in such form as the Director shall approve. Each application shall be accompanied by a fee in the amount of Fifty Dollars ($50.00) to partially reimburse the county for the cost of this inspection. (b) When the Health Director finds that the provisions of this Article are not met or that any condition exists that endangers the life, health or safety of the users of any public swimming pool, he may order the facility closed until the condition is corrected. When the Health Director finds that any provisions of this Chapter are not met, he shall give written notice to the owner of the specific sections of this code which are being violated and afford the owner an opportunity to respond to such notice. Failure of any owner to respond to the Health Director's notice either in writing or in person, within ten calendar days, shall be considered an admission of fact as to the existence of the violations set forth in the notice of violation. Upon the 14 Y occurrence of any violation of this Chapter, which does not threaten the life, health or safety of any user of the pool, the Health Director shall have the authority to develop reasonable steps for the correction of any violations in consultation with the pool owner. Continued failure to comply with these regulations shall be cause for revocation of any permit or business license issued, as required in subsection (a). Any person aggrieved by the refusal of the Health Director to grant, or by the revocation or suspension of, a permit or license shall have the right to appeal therefrom to the Circuit Court of the County of Roanoke, Virginia within thirty (30) days of such refusal, revocation or suspension. (c) Any owner, agent or operator in charge of or control of any public swimming pool which is in violation of the provisions of Sections 4-4 through 4-12 shall be guilty of a Class 4 misdemeanor. Any owner, agent or operator who shall operate a public swimming pool without a license or permit shall be guilty of a Class 1 misdemeanor. Each day of operation of such pool without a valid license or permit shall constitute a separate offense. (d) The Health Director shall utilize the inspection process to develop recommendations designed to promote safety and health in swimming which are responsive to the unique needs and situations of each pool. 2. This ordinance shall be effective from the date of its enactment. The effect of these amendments was to focus the Health Department's inspection efforts on making recommendations for compliance with the ordinance provisions and not on enforcement. As a result of the experience gained during the past year, the Health Department has determined to focus its efforts on water quality and direct public health issues and to remove itself from detailed safety regulation and enforcement. SUMMARY OF INFORMATION: As amended, the County's Swimming Pool Ordinance will require that a certified pool operator be available when the pool is in operation and provide standards for replacing certified operators. The daily testing of water quality standards and posting, as ~_i currently required by state regulations, are retained along with standards for handling and storage of chemicals and for filtration equipment.... .Under language proposed by Supervisor Eddy [?t `~~~~ ~ ~ ` ~~ ~~ an ublic swimmin ool which char es a fee for ~a~iiiission or is operated by a public agency will be required to have at least one lifeguard on duty plus additional lifeguards if appropriate. This proposal would also require all children under age 8 to be accompanied by an adult and children under 14 to be accompanied by an adult when no lifeguard was present. Certain specific requirements for safety equipment for public swimming pools are also included. The Health Department's alternative language [found in bold type] would require at least one lifeguard for public swimming pools but permit an exemption for low usage pools which post a specified warning sign. The Department is in agreement with the inclusion of certain provisions for safety equipment with some slight variations and one additional provision for a lifeline at the 5 foot break in grade. An annual application will be required of each pool owner which will trigger an inspection prior to the pool opening. The $100.00 application fee will be retained. The Health Department will continue to make recommendations on safety issues specific to individual pools, and imminent safety problems can be addressed under a general clause in the Ordinance. Sec. 4-5. Recirculation Systems. (a) All equipment shall be maintained in satisfactory operating condition during the operation of a public swimming pool. (b) The filtration system of all public swimming pools shall have sufficient clarifying capacity so as to permit the main drain to be clearly visible from the pool deck at distances up to 10 feet in a horizontal direction from the projection of the drain on the pool surface. (c) All filters on public swimming pools shall be designed and installed so as to provide easy accessibility for backwashing, operation, maintenance, and servicing. (d) All filters on public swimming pools shall be designed and installed with the necessary valves and piping which may be needed to drain the filters and piping completely. (e) A permanent waterproof specification placard shall be conspicuously displayed on or adjacent to the filter and shall be adequately lighted. Specifications shall be printed or typed and readily legible. The following information shall be included on the placard: (1) name and location of facility; (2) date of construction; (3) capacity of gallons; (4) water surface area in square feet (square meters); 4 <-i (5) turnover rate in hours; .(.6.~........rate...of....flow....in...c~allons per minute; .... Sec. 4-6. 1Pater Treatment. (a) Public swimming pools, when open or in use, shall be disinfected continuously by a chemical disinfectant which imparts a residual effect and shall be maintained in a non-acidic condition. (b) Public swimming pools, when open or in use, shall be disinfected using a chemical feeding device capable of maintaining an easily measured disinfectant residual. Manual feeding of disinfectant chemicals is prohibited except as provided in §4.9(a), (3) & (4) . If chlorinated cyanurates are used as pool water disinfectants, the cyanuric acid levels shall be maintained within the following ranges: Minimum Ideal N~mm cyanuric Acid (ppm) 30 40-50 60 (-€) Pool water shall have a total alkalinity of not less than 50 ppm and not greater than 150 ppm or a water balance between total alkalinity and calcium hardness that is neither scaling or corrosive. (fig) Other disinfectant agents or methods may be accepted after ~~they have been demonstrated to provide the equivalent disinfection of chlorine and are readily measurable. (~) Test Kits: Acceptable test kits for the easy measurement of all~~'required water chemistry parameters in these regulations shall be provided and maintained at each pool. The test kits shall be capable of measuring the disinfectant residuals accurately to 6 k- i within five-tenths (0.5) ppm. (~#;}) Microbiological Test: When the Roanoke County-Vinton Health"Department determines that bacteriological samples are required, the quality of water in the pool shall be determined to be unacceptable by the presence of organisms of the coliform group, or a standard plate count of more than two hundred (200) bacterial per milliliter, or both, in two (2) consecutive samples or in more than ten (10$) percent of the samples in a series. Sec. 4-7. Water Supply Systems. (a) Water supply systems serving public swimming pool establishments shall comply with the waterworks regulations and/or private well regulations. (b) The water supply distribution system shall be designed, constructed, and maintained in compliance with the Virginia Uniform Statewide Building Code. (c) Where drinking fountains are provided, they shall be of an angle jet type with adequate water pressure at all times. Sec. 4-8. Sewage Disposal. (a) Public swimming pools which have showers, water closets, end lavatories shall provide an adequate and safe sewerage system. (b) Sewage and waste water shall be disposed of into a public sewerage system or by a sewage system constructed and operated in accordance with applicable law and regulations. (c) No untreated or partially treated sewage, liquid waste, or septic tank effluent shall be discharged directly or indirectly onto the surface of the ground or into the public waters. Sec. 4-9. General Safety Provisions. (2) All persons while handling pool chemicals which may be strongly acidic or basic, or which may be strong oxidizing agents, shall wear protective eyewear and other protective clothincr as deemed necessary by (3) No harsh or irritating chemical in concentrated form shall be added manually and directly to any pool water except under emergency conditions. (4) Whenever it is necessary to add any harsh or irritating chemical in concentrated form directly into the water of any pool, use of the pool shall be stopped until such time as the chemical is dissolved completely in and is diffused thoroughly throughout the pool water. (5) All persons before handling pool chemicals shall read thoroughly the manufacturer's recommendations for proper use and adhere to those recommendations. (6) Disinfectants and oxidizing chemicals- shall be stored in a physically separate manner from other chemicals such as acids or base compounds. Sec. 4-10. Operation. (a) Each public swimming pool owner shall require a certified operator to be available except when the pool is out of service. ................................................................................................................................................................................................... 8 { 1' (b) Lifeguard(s) shall be required and be present at all times during operation based on the following criteria: 1. A minimum of one lifeguard shall be present and observing swimmers at all times during operation of the pool. 2. Lifeguards must be of sufficient number and placement to maintain an unobstructed view of all areas of the pool. The use of elevated observation chairs is encouraged. 3. An exemption to items 1 and 2 above shall be considered by the Health Director for public swimming pools having low usage if the following requirements are met: a. A sign is posted containing the following: (1) "WARNING: No Lifeguard on Duty." (2) "Children under 14 years of age are not allowed to use the pool unless accompanied by an adult." (h) Swimming is not permitted when there is lightening or thunder, or within 15 minutes~'afterwards. 16 IG Sec. 4-13. Entry and Inspections; Enforcement; Penalties. (a) In accordance with t$he provisions of § 32.1-25 of the Code of Virginia, 1950, as amended, the Health Director or his designee shall have the right to enter any property to conduct inspections and to ensure compliance with this ordinance. All public swimming pools in the county may commence operations each year only after being inspected by the Health Director or his (b) When the Health Director finds that the provisions of this Article are not met o~ that any condition exists that endangers the life, health or' safety of the users of any public swimming pool, he may order the facility closed until the condition is corrected. When the Health Director finds that any provisions i of this Chapter are not met, ~e shall give written notice to the owner of the specific sectipns of this code which are being violated and afford the owner an opportunity to respond to such notice. Failure of any owner 'to respond to the Health Director's ' 17 k-- notice either in writing or in' person, within ten calendar days, shall be considered an admission of fact as to the existence of the violations set forth in thel notice of violation. Upon the occurrence of any violation lof this Chapter, which does not threaten the life, health or safety of any user of the pool, the Health Director shall have thle authority to develop reasonable steps for the correction of any violations in consultation with the pool owner. Continued failures to comply with these regulations shall be cause for revocation~of any permit or business license issued, as required in subsectiion (a). Any person aggrieved by the refusal of the Health Director! to grant, or by the revocation or suspension of, a permit or license shall have the right to appeal therefrom to the Circuit Court of the County of Roanoke, Virginia within thirty (30) days of sucH refusal, revocation or suspension. (c) Any owner, agent or operator in charge of or control of any public swimming pool which pis in violation of the provisions of Sections 4-4 through 4-12 shall be guilty of a Class 4 misdemeanor. Any owner, agent or operator rho shall operate a public swimming pool without a license or permit shall be guilty of a Class 1 misdemeanor. Shelor designated as Roanoke County Tax Map Parcel #43.00-1-45 for a distance of approximately 4.3 miles to the top of Fort Lewis Mountain; and, WHEREAS, staff has negotiated the purchase of said easement from David W. and Constance R. Shelor for the sum of $10,000.00 and the exchange of other real estate; and, WHEREAS, Section 18.04 of the Roanoke County Charter directs that the acquisition of real estate be accomplished by ordinance; the first reading of this ordinance was held on March 26, 1996; and the second reading was held on April 9, 1996. THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the County Administrator is hereby authorized to acquire from David W. Shelor and Constance R. This was necessary to permit the County's contractor, Motorola, access to a radio tower on the mountain as part of the upgrade of the E- 911 radio system. As its share of consideration for use of this easement the County intended to convey to the Shelors a tract of land containing 5.25 acres adjoining the Shelor's mountain land which was originally purchased by the County's Public Service Authority. Additionally, the Shelors were to convey to the County a small parcel on which a County water tank is located. A title defect to the 5.25 acre parcel caused by a competing branch of deeds involving this same tract prevented the County from conveying a clear title to the Shelors up to this time. SUMMARY OF INFORMATION: Following extensive negotiations between the County Attorney's Office and the Shelor's attorney, agreement has been reached for a permanent easement to the County's radio tower on Fort Lewis Mountain. The County will pay the Shelors the sum of $10,000 in two annual installments for a perpetual non-exclusive easement across their property in the same location as the present roadway K- a for access to its E-911 radio tower. The County will undertake legal efforts to remove the cloud upon the title to the 5.25 acre parcel at its own expense and convey that property to the Shelors. At that time the Shelors will convey a permanent easement and the small parcel containing the water tank to the County. The Shelors will continue to permit access over the easement to the radio tower upon the annual payments of $5,000 until the final conveyances are completed. FISCAL IMPACT• Annual payments of $5,000.00 for not less than two years and any costs incurred in obtaining clear title to the parcel of 5.25 acres are to come from the E-911 budgeted expenditures. STAFF RECOMMENDATION: Staff recommends the approval of the proposed ordinance as the best possible resolution of longstanding problems obtained through extensive, good faith negotiations by both parties. The water and sewer facilities are installed, as shown on plans prepared by Balzer & Associates entitled Bear Ridge, Section 2, dated February 15 1994, which are on file in the County Engineering Department. The water and sanitary sewer facility construction meets the specifications and the plans approved by the County. FISCAL IMPACT: The value of the water and sanitary sewer construction is $8,400 and $ 9,300 respectively. I live at 7652 Wineberry Trail in Roanoke County. I have children at Penn Forest Elementary and Cave Spring High. I am glad that the bond referendum failed; yet I worked for its passage and voted for it, out of loyalty to the dedication of my colleagues and the urgent needs of their constituents. Why the apparent contradiction? Please allow me to explain. In plarLning for new school facilities in South Roanoke County, I have served as a motivated volunteer on the Steering Committee which met for the past 16 months. In addition, during the same period, I served, at your request, on the Steering Committee for Roanoke County's Visioning Process, and as co-chairperson of the transportation focus group. I also work professionally as a planner and civil and environmental engineer. The failure of the bond referendum provides us with the opportunity to start anew and take a fresh look, with a broader perspective. It calls upon us to be more creative and to be better predictors of what the future holds. It demands that we pay closer attention to trends and to the forces which will re-shape our social institutions. Eight months ago, I was the lone dissenter who proposed alternatives and the only member of the Steering Committee who expressed doubts about the likelihood of the bond referendum's passage. At that time -- before the barrage of letters-to-the-editor, newspaper articles, and hype- the-bond community meetings -- my hesitance was based on a sense that the direction in which we were headed was not truly the future, but rather the present, that is, doing what we believed was right for 1995. It did not represent what I thought was best for 2005, or 2025 -- a 30-year life. I did not feel that our planning was being done in the context of a Vision for Roanoke County's future. I subsequently observed, to my disappointment, that opposition to the bond referendum seemed to rest not on preferred visions of the future, but rather on selfish monetary motives. Thus, I coined a new planrLng term: Noomp - N-O-O-M-P -Not-out-of-my-pocket! - to explain the nature of such opposition. Many of us are familiar with the expression Nimby - N-I-M-B-Y -Not-in-my-back-yard! We use it to recognize that we all need and want landfills, sewage treatment plants, industrial parks, and highways, just "not in my back yard!" Likewise, we all recognize the -need to finance improved educational facilities, just "not out of my pocket!" Hence, Noomp came to epitomize for me the basis of the mounting opposition to the bond referendum. To move forward today, I urge you and the School Board to act promptly by jointly appointing a creative and motivated team to pursue a new mission. Their work should be characterized by ideas such as: Develop an on-going innovative planning process from the outset Be positive Think future Be responsive to the County's Visioning process Apply advanced technology Involve the entire County -not just South County Incorporate the broader community in the process Be multi-purpose -expensive projects must serve multiple functions: Use for economic development - "Heyl Look at what we're doing herel" Use for enhancing community identity and community activities Decentralize No bond issue Do partnerships -With businesses, other County agencies, non-profits, etc. Accent life-long learning Include transportation (access) in the plan from the start Build on small tracts of land, Not in the floodplain I would be honored and delighted to serve on such a team. CSJ Mr. Chairman, to our County Administrator, our Attorney and to every Board Member, it is again a privilege to speak to you. It was publicly reaffirmed at the county School Board Meeting last Thursday evening that one area of our County is not being offered the same instructional program in our schools as the rest of the county. That area is South County. Three problems must be solved to correct this inequality. None of the three are more critical or less important than the other. 1. 9th graders must be housed in the high school 2. CSHS science labs must be replaced 3. Cave Spring Junior must be renovated Of these three problems, one of them, Cave Spring Junior, sits before you in the form of a Literary loan request for $2.5 million. I am here to address Cave Spring Junior's renovation. On September 12, 1995 you voted to defer acceptance of the $2.5 million Literary loan funds. Action must be taken on or before May 28. If not accepted by that time the 3% money will be forfeited. However, because of the deferment of action, the project must now be re-engineered because 1993 codes now apply. Re-engineering, which will take up to 8 weeks and must be completed before the project can go to bid, after awarding the bid, the construction company can only then place orders for materials which will take 12-16 weeks. And what all this means is that Homer Duff believes no work can be done on Cave Spring Junior this Summer. We must wait until the following Summer, June 1997, before this $2.5 million project could begin. Since September 12, 1995 much has taken place: a Bond Referendum has been defeated and we have learned a great deal about the inadequacy of Cave Spring Junior school through the Moseley McClintock study conducted this Fall. We now know that the facility is inadequate in every program area according to state guidelines. Those areas are Classrooms Art Music Science Gym Specialized labs Special Education Library/Media Center Cafeteria/Kitchen Technology Administration Space Furniture Equipment Storage Teacher Prep. Space The Teacher preparation space that was available in when the school was evaluated, no longer exists because the elevator has eliminated it. And because we have an auditorium, we got only a partially inadequate rating, however, everything must be replaced within that physical space to receive an adequate rating. The $2.5 million Literary loan which would add air-conditioning, upgrade the electrical system and replace all windows does nothing to remedy any of these inadequate program areas. The Moseley-McClintock report does tell us what must be done to bring this school up to state guideline standards. A Major renovation is required costing an estimated $7.8 million. These figures assume that Cave Spring Junior will become a 750 student middle school. Our ninth graders will be housed in their own school. The cost is broken down accordingly: Building 30,000 S.F. @ $90 = $2,700,000 Site Work 30,000 S.F. @ $15 = $ 450,000 Building Ren. 64,000 S.F. @ $45 = $2,880,000 Construction Cost: $6,030,000 Total Project Cost: $7,839,000 Project Cost Includes: A/E Fees Surveys & Bonding Testing Services Furnishings & Equipment Technology Contingency The building refers to a 30,000 square foot building which would replace both the North wing and the tech ed. building. The $450,000 would pay for the demolition of those two buildings and the additional site preparations. The inside of the main building would basically be gutted and replaced, at which time the electrical replacement and addition of air conditioning would take place along with the window replacement. Now let's look at the square footage. The renovations would increase the building area to 94,000 square feet for 750 students. This translates to 128 square feet per student which allows us to fall into national averages which are from 125 to 160 sq. ft. per pupil. Presently with 935 students and 85,103 sq. ft. we enjoy a 91 S.F. per pupil situation. Jim Copeland, the vloseley-McClintock employee who helped produce the report, stated to me by telephone on Friday April 4th that this project would require two summers and the school year in between, or 15 months to complete if students continued to attend the school while construction was ongoing. Continued student attendance would double the length of the project, hence requiring this 15 month time period. He sighted the following would need to take place to accomplish this major renovation: 1. Transfer as many students as possible to Hidden Valley to reduce student population 2. Approximately 1/3 of student population would be housed in trailers during the renovation 3. An adequate number of trailers, 6-8, must be rented for one year to house students 4. Work in the main building would be done in sections to allow the remaining 2/3 of students to attend classes. These areas would be rotated as work was completed. The preceding figures do not cover the cost of additional trailers. One might now be asking how Cave Spring Junior has deteriorated to such a state that even its furniture is found to be inadequate. It is without question the most deficient of all county schools as it houses 935 of our children. This chart tell the story of amazing inequality over the last ten years. Throughout the Bond Referendum debate we heard about unfairness. Well, opponents of the Referendum were right, only they were talking about the wrong area. This chart is based on the number of students per area versus the amount of money spent for improvements in that area. It is a per student breakdown: West: $5,941 3.8 times as much as South County East: $3,757 2.4 times as much as South County North: $2,639 1.7 times as much as South County South: $1,551 By containing 40.2% of the student population, South County should have received $15.7 million of the S39 million spent over the last ten years. The received $8.5 million. The difference is $7.2 million Cave Spring Junior Children and their teachers have been suffering through a rotten situation with their hopes for relief dashed many times. The $2.5 million Literary Loan was a stop gap measure to provide relief for a period of 7-9 years. Had it been acted upon when first proposed in 1990, Cave Spring Junior parents and teachers would not be feeling the tremendous frustration that is now palpable at certain times. The emergence of the Bond Referendum in late November provided hope for a back door approach to get our children to a better place. The referendum's result now tells us the following: Cave Spring Junior will be used forever!! There is no more use for shortsightedness concerning this building. It will always house students. If through some miracle, and we're talking a big miracle, a new high school materializes over night and middle school children are moved to the high school, we have a whole bunch of elementary schools- Penn Forest, Oak Grove and Cave Spring Elementary who would love to have an empty renovated school to help with their overcrowding. What is be asking is for you to take this 14 months until June 1997 before any work could begin on Cave Spring Junior anyway, and make this renovation the major project, the $7.8 million improvement that is needed TO DO IT RIGHT. It will probably require forfeiting the present $2.5 million loan request, redesigning the entire project, submitting a new literary loan application at 4°Io interest for $5 million and the money before the Literary loan become available to start work in June 1997. You had the foresight to authorize two state of the art facilities, our Spring Hollow Reservoir and the Smith Gap land fill. We have people from all over the county coming to observe those facilities. They happened because you made them happen. You have the power to do it right. Please allow our children to attend a school that meets state guidelines. Gauthier (312) 977-9700 ****************************************************************************** Chicago--The Government Finance Officers Association of the United States and Canada (GFOA) is pleased to announce that the County of Roanoke, Virginia has received the GFOA's Distinguished Budget Presentation Award for its budget. The award represents a significant achievement by the entity. It reflects the commitment of the governing body and staff to meeting the highest principles of governmental budgeting. In order to receive the budget award, the entity had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well an entity's budget serves as: • a policy document • a financial plan • an operations guide • a communication device Budget documents must be rated "proficient" in all four categories to receive the award. When a Distinguished Budget Presentation award is granted to an entity, a Certificate of Recognition for Budget Presentation is also presented to the individual or department designated as being primarily responsible for its having achieved the award. This has been presented to the Department of Management & Budget. Since the inception of the GFOA's Distinguished Budget Presentation Awards Program in 1984, approximately 700 entities have received the Award. Award recipients have pioneered efforts to improve the quality of budgeting and provide an excellent example for other governments throughout North America. Waldo, Director of Youth Haven II for Roanoke County, recently obtained accreditation as a Licensed Clinical Social Worker (LCSW). This is the highest accreditation level available in social work. To obtain accreditation, a candidate must have a Master's degree in social work; complete three years of full-time clinical supervision experience by a LCSW; complete a total of 200 hours of supervision by a LCSW in the areas of individual, family and group therapy; and achieve a score of 75 or better on the national exam for LCSW. This accreditation allows a social worker to work in public or private practice and collect third party reimbursement, such as Medicaid or private insurance. Ms. Waldo has worked for Roanoke County for 12 years and belongs to the following professional organizations: National Association of Social Workers, Virginia Association of Social Workers, Mental Health Association of the Roanoke Valley, Virginia Community and Residential Care Association and Phi Kappa Phi Honor Society.
