I am Steve Strosnider, a member of the Board of Directors of the Mental Health Association of Roanoke Valley and a resident of Roanoke County. The Mental Health Association is anon-profit, non-governmental organization with more than 500 members who work to educate citizens of the Roanoke Valley about issues related to mental health and mental illness and advocate for quality care and services for those who suffer from mental illnesses. As advocates, we support the request from Blue Ridge Community Services for funds for the next fiscal year. Blue Ridge Community Services provides mental health, mental retardation., and substance abuse services to the citizens of the counties of Botetourt, Craig, and Roanoke and the cities of Roanoke and Salem. The funding request submitted by Blue Ridge Corrnnunity Services was prepared in accordance with the Department of Mental Health, Mental Retazdation, and Substance Abuse Services policy which requires that all State Base Funds are to be matched in a 90~ 1 Q ratio with local tax dollars. The requested allocation represents the amount necessary to rnainlain alI programs at their current level of service, Blue Ridge Community Services provided mental health, .mental retardation, and substance abuse treatment or counseling services to 1,116 Roanoke County residents during the fiscal year which ended in June, 1995. The value of these sen~ices was $2,043,343. This represents $2.76 in services for cash local match dollar which the County provided. For FY96, Roanoke County allocated X79,332 in local tax dollars to the Blue Ridge Community Services. The agency has requested an allocation of S 120,OI0 from Roanoke County for the fiscal year 1996-97. Appropriations in a lesser amount than that requested will jeopardize state funds and existing service delivery. The unmet needs of clients throughout this system are staggering. We cannot continue to deny individuals with mental disabilitites the services they need to enable them to live successfully in our community. I am Susan Scheibe, a member of the Board of Directors of Blue Ridge Community ~ Services, appointed by Roanoke County. Roanoke County s support for Blue Ridge Community Services goes back to 1970. During this 26 year period of time we have steadily increased our services for Roanoke County residents who have mental disabilities. In Fiscal Year 1994-1995 your local tax allocation of $79,332 made it financially possible for Blue Ridge Community Services to provide direct clinical services to 522 citizens with mental illness, 319 with mental retardation, and 275 with problems associated with dru and alcohol 9 addictions - a total of 1 116 Roanoke Count citizens. The Y total value of these services amounted to $2,043,343. This means, that for every dollar of Roanoke County tax dollars invested in Blue Ridge Community Services, $26 worth of services were provided to Roanoke County Citizens. The Department of Mental Health, Mental Retardation and Substance Abuse Services has stated that all State Base Funds are to be matched by local tax funds on a 90:10 ratio. In order to achieve this ratio for Fiscal Year 1996-1997, we need an increase of local tax funds of $212,150 in addition to the $517,257 currently provided by our five member governments. Based on the service utilization formula established in 1983, Roanoke County's share is $120,010. ~__.~ 1 While this amount represents a significant increase over •Fiscal Year 1995-199b, we ask you to consider that this increase if granted would still place Roanoke County well below average for allocations to Community Services Boards by other Virginia Counties. A table provided by the Department of Mental Health, Mental Retardation and Substance Abuse Services again this year ranks Roanoke County 93rd among the 95 Counties of Virginia in per capita Community Services Board funding. Roanoke County continues to be one of only #hree out of the 95 Counties that provide less than $1.00 per capita for its Community Services Board. We noted in our report to you last November thatour agency operates In uncertain times. Health care and welfare reform both impact our agency and clients very significantly. Most of our consumers have severe disabilities, coupled with very low incomes. Blue Ridge Community Services continues to be the only viable alternative to them for these vitally needed services. While it may not be possible to provide funds at the level the State requires us to request, we ask that you give serious consideration to raising the allocation to an amount above $1.00 per capita. NATIONAL D-DAY MEMORIAL The National D-Day Memorial Foundation is a nonprofit foundation chartered to plan, design, build, and operate a memorial to Allied Forces who invaded the Normandy coast of France on June 6, 1944. The $8 million National D-Day Memorial will be ten acres in size, constructed on 88 acres of land in Bedford, Virginia. ABOUT D-DAY D-Day, the Normandy Invasion of June 6, 1944, was the turning point in World War II -the decisive battle that spelled the beginning of the end for Hitler's dream of Nazi domination of the world. It was the largest air, land, and sea invasion ever undertaken, and included 4,870 ships, 7,200 planes, and 250,000 soldiers. The invasion resulted in 9,758 casualties for the Allied forces, including 6,603 for the United States. There is no national memorial to D-Day in the United States. WHY VIRGINIA Virginia is forever linked with D-Day, the symbol of America's sacrifice. The Virginia National Guard, the 116th Infantry Regiment of the 29th Division, was one of the two first assault regiments on Omaha Beach, scene of the bloodiest fighting on D-Day. The Virginia unit was the only National Guard contingent to land on D-Day; all others were regular Army units composed of recruits from across the United States. Therefore, the men from Virginia who landed together suffered devastating casualties and the Commonwealth endured devastating losses. The 116th Regiment sustained 797 casualties, and the highest death toll was concentrated in Virginia. WHY BEDFORD Bedford, Virginia, with a 1944 population of only 3,200, was the home location for Company A of the 116th Infantry Regiment. Of the 170-soldier company, 91 men died, 64 were wounded, and only 15 were able to continuing fighting. Of 35 Bedford soldiers, 19 died in the invasion's first fifteen minutes, and four more died later in the day. War historians say that the 23 deaths from the tiny Town of Bedford were the largest per-capita loss from a single community in the invasion. ABOUT THE FOUNDATION The National D-Day Memorial Foundation is anon-profit, 501(c)(3) tax exempt Foundation as described by the Internal Revenue Code section 501 (a). The Foundation is a citizen-based group chartered to build a memorial complex commemorating the Normandy Invasion of World War II. The Foundation is charged with designing, building, and operating aworld-class memorial that will provide a place of reverence and solemnity for honoring the memory of all Allied Armed Forces who fought on D-Day. The Foundation is also committed to educating citizens of the world, especially young people, about the critical importance of D-Day; the scope of the invasion; the role of individual American soldiers; and the significance of the event. ABOUT THE MEMORIAL The National D-Day Memorial is planned for construction on an 88-acre site located in the City of Bedford, adjacent to the intersection of State Route 122 and U.S. Route 460 Bypass. The hill site is perfect for the memorial, with its easy access and direct view of the Blue Ridge Mountains, and overlooking the Town of Bedford. The program of development includes a Center with visitor facilities and museum wing with video rooms; an educational outreach program; as well as a ten-acre memorial on the 88-acre site. The memorial will feature a granite arch Monument with the words "Operation Overlord" across the top. Operation Overlord was the Allied Forces' code name for the Normandy Invasion. The arch itself will frame a view of the Peaks of Otter as the visitor approaches across the Victory Plaza. On top of the monument arch will be the featured piece of statuary, a bayonet affixed to a rifle and stuck into the ground, with the rifle topped by a helmet. Titled "The Final Tribute," the statuary will represent the temporary graves of soldiers who fell in combat. Water will flow from the memorial into a series of reflecting pools. A bridge crosses the water flow, near steps that depict the beaches where soldiers stormed ashore. The memorial also envisions three dioramas, incorporating sculptures around the reflecting pools to commemorate the historic event. Large out-parcels on the grounds encompassing the memorial have been reserved for France, England, Canada, and other Allied nations, in order for these countries to add monuments to their troops. The memorial will serve as a lasting tribute to all who took part in D-Day, as a reminder of the price paid for freedom and peace, and as a resource to educate future generations about the significance and sacrifice of D-Day. Its arrival and the corresponding impact on the region is an event that will amaze and shock much of the general public. Large numbers of gypsy moth caterpillars can completely defoliate trees in such areas as the Blue Ridge Parkway, along Interstate 81, and in virtually everyone's neighborhood. The impacts of defoliation by the gypsy moth include both economic and aesthetic losses. Economic losses include those factors that can be measured monetarily (e.g., cost of prevention, cost of control, tree loss, etc.). Additionally, tourism can be impacted if trees are defoliated and stricken by disease and death along the Blue Ridge Parkway, Explore Park, Mill Mountain and other ridge lines and parks used by the public. Aesthetic losses also include those factors that can be measured monetarily, but usually include human stress and anxiety caused by tree defoliation, tree loss, and large numbers of caterpillars and their droppings. Perhaps the biggest drain on the resources of a region are the seemingly infinite number of phone calls received by county and city agencies, asking, "What are you going to do about the gypsy moth?" How have the counties in Virginia addressed this problem in the past? They have brought in experienced gypsy moth program coordinators who have facilitated the development and implementation of education and management programs. Gypsy moth coordinators have also acted as a liaison between the public (including homeowners), the scientific community, county administrators, city/town managers and elected ofFcials. Resources to support gypsy moth program coordinators have come from individual localities, thus allowing each of the localities to have closer ties with the program coordinator and better access to their programs. The imminent gypsy moth problem in the Fifth Planning District provides an excellent opportunity to coordinate gypsy moth program efforts on a regional basis. The benefits of such an approach would include savings in resources due to the distribution of costs among regional partners (i.e., representatives from participating localities). In addition, the sharing of resources and materials among partners would eliminate redundancy with regard to educational and training materials, and especially, management and control efforts. The Fifth Planning District Commission has the resources and experience necessary to coordinate a regional effort to the benefit of all participating jurisdictions. It is the goal of this proposal to develop a short term strategic plan to cope with the gypsy moth in the region. Solution While the gypsy moth and the problems it causes are difficult to confront, there exist a number of preparatory steps that can be taken to minimize its impact. The state has formulated different strategic plans for localities which create the framework for specific program development. Public Affairs Officer I After checking with a variety of sources concezning gypsy moth populations in urban and residential areas in western Virginia, Y have concluded that we viii not be able to find a suitable location for members of the 5th Planning District to familiarize themselves with tits impacts of this insect this year. Populations of gypsy moth are dawn throughout the western mountains region of Virginia this year. This does not mean. that the ggply moth is not, or will not, be a problem for the localities in the 5th Planning District in the future. Although populations of gypsy moth are down, currently, they are still spreading south into our area. I feel it is important to continue to provide educational material on the gypsy math to landowners in our area. The cause of the collapse of damaging populations of the gypsy moth are two natural enemies. One natural enemy is the insect pathogenic fungus, Entomophaga maimaiga, and the second natural enemy is the gypsy moth nucleopolyhedrosis virus, which!is known as NPV, for short. The fungus made its appearance in North America~in 1989 in the Nev England area, spread rapidly south, and is now found in most; gypsy moth populations I have examined in western Virginia. The fungus has proven to be extremely effective at reducing gypsy moth populations daring years when there is considerable rainfall during the months of April, May, and early June, During dry springs the fungus is not particularly effective. The fungus is native to Asia, particularly Japan. No one really knows how it managedlto be introduced into Nev England. NPV was introduced into North America in the early 1900's from Europe. Although pest management specialists are heartened by the appearance of the fungus, we cannot lose sight of~the fact that the gypsy moth wi21 continue to be a serious pest problem for communities and localities throughout 'Virginia. Pest management specialists agree that public information programs are critically important in preparing citizens for the appearance of the gypsy moth and its impacts in their communities. We undoubtedly will see instances where this insect causes severe defoliation of the oak woodlands in the 5th Planning District area of V~.rginia in the future. .~~-~ r~ Jeffrey J. The Museum's collection also includes antique automobiles, trucks, buses, carriages, and a complete model circus train that took one man 15 years to build. A gallery of interactive exhibits called "Making It Move: A Hands-On World of Transportation," is designed to educate and entertain visitors while they learn about the physics of motion and mechanical engineering. Unique for an industrial museum because of the size and weight of the artifacts the exhibits are changed every four to six months to provide new and exciting opportunities for learning. The O. Winston Link Resource Library contains over 9,000 architectural drawings, books, photographs, films and slides that document our transportation heritage. The Virginia Museum of Transportation, Inc. is a museum for the people with artifacts built by Virginia citizens that have made the Commonwealth a leader in the transportation industry. 5. Educational Frograms: The Department of Visitor Relations meets regularly with area educators to refine Museum programs to meet curriculum objectives of participating school systems. In 1994 the Museum provided a comprehensive education program that served 46 school systems. The Museum hires three part time outreach coordinators that facilitate school .outreach programs, in-Museum workshops, comprehensive tours, lunchtime programs for preschoolers, and summer camps. In April, 1995 the Museum provided a day long experience for school classes called "Big Lick to Roanoke 1820-1880." Over 2,000 area school children participated in the daily activities that occurred over a week. Participants traveled a wagon road simulating the Great Wagon Road and learned about the coming of the railroad to Big Lick (soon to be called Roanoke.) Another day long experience for school classes will be held this Fall titled "After Big Lick." The Museum is committed to providing many educational, opportunities. The O. Winston Link Resource Library provides educational resources for teachers and students on transportation heritage. The VA TECH College of Architecture and Urban Studies have a satellite classroom and exhibit area in the Museum's new administrative offices. The students regularly present designs for exhibits and new use of Museum space. The Department of Visitor Relations also sponsors workshops throughout the year. Some of the workshops in 1995 have focused on the hobby of building model train layouts and building soap box derby cars. 6. Special Events: The Virginia Museum of Transportation, Inc. celebrates the social history of transportation and urbanization in transportation technology. The theme of the Museum's special events for 1995 is "A Year at the Races." Special exhibits and The Virginia Museum of Transportation, Inc., the official transportation museum for the Commonwealth of Virginia, exhibits and interprets the rich transportation heritage of Virginia's rail and road industries. The Museum chronicles the history of the Nortolk & Western railroad and its effect on the economic development of Western Virginia. In its collection of over 46 pieces of rolling stock is the largest collection of diesel locomotives in the United States, passenger and freight railcars, and many vintage steam locomotives, including the N&W Class J No. 611 steam engine. This fully restored steam locomotive, a recognized National Landmark, was recently retired from excursion service on the Norfolk Southern line.. 1n the 1950's the 611 was one of a limited series of locomotives that provided elegant passenger service up and down the East coast. The Museum exhibits antique automobiles, buses, trucks, carriages, trolleys, and a model circus train exhibit that took one man 15 years to build. The Virginia Museum of Transportation, Inc. is an emerging leader in industrial museums in the United States. Industrial museums have challenges that are unique in cultural institutions. Specifically, the mere weight of their collection (each major artifact averages in the thousands of pounds) makes transferring of the artifact from one place to another a major undertaking. The size of the artifacts also require a minimum of 10 ft. per artifact. To adequately preserve and maintain the collection the industrial museum must ascertain a facility that can adequately accomplish this. The Virginia Museum of Transportation, Inc. has determined a long range plan that will adequately care for its ,significant collection as well as provide a comfortable setting for visitors. Phase 2 and Phase 3 of the Museum's plan includes building a cover for the Museum's valuable outside rail collection (please see Picture 4). The Museum's 46 pieces of rolling stock are exhibited in a railyard that extends for approximately a quarter of a mile with four lines of tracks. The proposed cover was designed to give the visitor the impression of a working rail station with platforms-running between the trains. Skylights provide natural lighting. The cover has been designated the Robert B. Clayton and W. Graham Clayton, Jr. Pavilion in honor of two brothers who were giants in railroad history: Robert W. Clayton, former President of the Norfolk & Western Railway and the first Chairman and Chief Executive Officer of Norfolk Southern ,was instrumental in preserving and returning to operating condition the Class J No. 611 and Class A No. 1218 steam locomotives. Graham Clayton, former president of the Southern Railway and. AMTRAK, Deputy Secretary of Defense, and Secretary of the Navy under President Jimmy Carter, was a champion of steam railroading who began the steam excursions on the Southern Railway in 1966. Both men were devoted supporters of the Virginia Museum of Transportation. In November, 1994 the citizens of the City of Roanoke approved a bond referendum that included $830,000 to build the Robert B. Clayton and W. Graham Clayton, Jr. Pavilion. This money requires a 100% match. Concurrently, Norfolk Southern Corporation announced the termination of its excursion program and returned the Class J No. 611 steam locomotive to the Museum. BACKGROUND A. January, 199511riike Olsen submitted a proposal for the 1Jxpert System for Tourism Information to be performed by Virginia Tech for $105,433.00. In addition, prograanming for the database would cost $30,000.00. B. June 1995, Funding not received to complete these projects C. November, 1995 ~l Net Present Value analysis was performed and a decision was made by the Board that a computer information system was top priority for the Convention & Visitors Bureau. II. CURRENT SITUATION A. Nine (9) full time and two (2) part time employees with five (5) computers B. Five computers consist oftwo (2) 386 models and three (3) 486 models. - The 386 models are ciurently obsolete and are unable to run compatible software with the rest of the office. This has resulted in ineti~xtive use oftime as documents are often retyped or employees are having to double and sometimes triple up on one computer. - The 48G models are fast heconvng obsolete as technology continually changes. Cost to upgrade these computes is more than half the cyst to purchase new computers tivith all requirements. C. No means of shared files - Software is not compatible - No network established D. Five (5) printers - Two (2) of the five (5) printers are obsolete. - Extremely slow - Prirtrcrs overload and are unable to print all documents - Not functioning properly due to age and use of printer E. One (1}fax machine for all employees (The fax machine is in high demand and often inaccessible as employees fax all members/hotels; i.e. leads, housing, etc.} F. Information on the Izlternet e~sts rn~ly through the Virginia Di~rision of Toiu~ism and through lnfinet (The Roanoke Times article) G. Visitors are unable to obtain explicit directions to area hotels, attractions, restaurairts, etc. H. No tracking mechanism established for inquiries received through advertising plac;ctnent (approximately 20,000 inquiries annually). - Equipment unable to handle a database this size - Sofficuare can not accommodate this task - Man power does not exist I. REC~MMENDATIUNS Recommend that this proposal be approved in full. All aspects of this proposal are interrelated malting it more efficient and cost effective to take place simultaneously. Due to level funding in the past several years, the Roanoke Valley Convention & Visitors Bureau has been unable to purchase or upgrade equipment. It is critical that we address this situation in order to further increase tourism and tourism dollars spent in the Roanoke Valley. This proposal with e.YOeption to the new position is a one time capital cost. Through funding this proposal, the Bureau will not only increase production but the Bureau will now have a new means of advertising on the Internet, informing the visitor of area attractions, hotels and restaurarrts and gathering pertinent information on the Roanoke Valley visitor so that we are better able to attract them andlor service them in the futum.
