DISCUSSION ITEMS: Update on Project Impact (City of Roanoke). PRESENTED BY WANDA REED, ROANOKE CITY AND ANNE MARIE GREEN, ROANOKE COUNTY. ONLY LOCALITY IN THE STATE OF VIRGINIA TO PARTICIPATE. GOAL IS TO BE TOTALLY DISASTER RESISTANT. THERE WILL BE A SIGNING CEREMONY IN EARLY DECEMBER. Update on Joint Economic Development Department (Mr. Hodge). ECH REPORTED THAT HE BOB HERBERT MAYOR BOWERS AND CHAIRMAN JOHNSON MET AND DISCUSSED. THEY CONSIDERED INCLUDING VISITORS BUREAU AND REGIONAL PARTNERSHIP. ALSO MET WITH BETH DOUGHTY. THEY BEEN IN TOUCH WITH UVA AND VPI TO SEE IF OTHER LOCALITIES HAVE DONE THIS. BLJ POINTED OUT THERE ARE 25 PEOPLE AND $2.5 MILLION DEVOTED TO ECONOMIC DEVELOPMENT. MAYOR BOWERS POINTED OUT THE NEED TO INCLUDE TRANSIT AUTHORITY AND HOUSING AUTHORITY IN ANY DISCUSSIONS BECAUSE MUCH OF CITY'S ECONOMIC DEVELOPMENT IS IN THE INNER CITY. Allen ~~`'LiL-/~ Subj: Joint Meeting with Roanoke City Council and Date: September 17, 1998 The joint meeting with Roanoke City Council which is scheduled for Wednesd~, October 7 at 12.15 p m will be held at Sanctuary Youth Home which is adjacent to the Coyner Springs Juvenile Detention Facility. Plans have also been finalized for the Juvenile Detention Facility Signing Ceremony as follows: Wednesday, October 7 11:00 a.m. Outside the Coyner Springs Facility You will be receiving an invitation with directions to the facility. BRIEFING ON PROJECT IMPACT Project Impact is an initiative of the Federal Emergency Management Agency (FEMA) that challenges the nation to undertake actions that protect families, businesses and communities by reducing the effects of natural disasters. After testing the project with pilot programs last year, FEMA chose one locality from each state to participate in the first year of the program. The Roanoke Valley was chosen as the State of Virginia's Project Impact Community and the program also involves the State Department of Emergency Services and the private sector. Contrary to what you may have read in the newspaper, Project Impact is not aimed solely at flood reduction. The goal is to become disaster resistant, whether that disaster is an ice storm on Bent Mountain, an overturned tank car at Shaeffer's crossing or high water in downtown Salem. A steering committee has been set up with representatives from the four local governments (Roanoke County, Roanoke, Salem and Vinton) and the Fifth Planning District Commission is serving as coordinator for that Committee. Subcommittees have been set up to address different issues, and Wanda Reed will tell you about those committees and their missions. The success of the Project depends not just on the four local governments, but also on the involvement of all segments of the community, from large businesses to individuals in their homes. To date, several businesses have already offered to help, including Norfolk Southern, Carilion, Hooker Furniture, AEP and Roanoke Gas. The Valley will probably receive between $300,000 and $500,000 if the grant application is successful, and these funds will be partially matched by the local governments through the use of stafftime, resources, etc. An announcement ceremony last week kicked off Project Impact in the Roanoke Valley. Subcommittees have been formed to address various topics: o Land Use Work Group -will address consideration of hazard mitigation in land use planning to prevent development that makes individuals or the community more vulnerable to damage during disasters. o GIS Work Group -will address various issues in development and implementation of a regional geographic information system for the purpose of flood hazard identification, mitigation, planning and project implementation. o Public Information and Community Relations Work Group -will raise awareness of Project Impact within the community, thereby assisting with recruitment of private partners, and develop education program to educate citizens in resources available in efforts to become disaster resistant. o Stormwater Management Work Group -will plan and implement strategies for flood mitigation in the Roanoke Valley. o Partnership and Resource Development Work Group -will encourage the private sector to become involved in Project Impact through funding, resources, expertise, etc., and assist with development of emergency plans and education for employees. o Hazard Analysis -will be involved with examining hazards particular to the Roanoke Valley, and identifying probabilities, resources and mitigation approaches. The steering committee is also charged with drafting the grant application to FEMA, which should be done during the month of October, and arranging for the signing of a Memorandum of Understanding between the local governments, FEMA, the State and the private sector. The • Valley will probably receive between $300,000 and $500,000 if the grant application is successful, and these funds will be partially matched by the local governments through the use of staff time, resources, etc. It is expected that the private sector will also participate, either financially, or through expertise, to the success of the project. The announcement on Tuesday, September 29, kicks off Project Impact in the Roanoke Valley, and is a prelude to the signing ceremony later this year for the Memorandum of Understanding.
