COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
Roanoke County Schools and Virginia Western Community College VWCC) have an
agreement wherebythe college provides college level courses in English, US History, AP
Calculus and certain technical and sciencesubjects. Thesecourses aretaughtby Roanoke
County teachers who meet the college's criteria for adjunct professors. Monies that have
been collected exceed the expenses; therefore, there is a request for these additional funds
to be appropriated.
Roanoke County Schools collected $146,490.00 tuition from 1025 students. VWCC will
reimburse $251,359.19 for services rendered (teachers, administrating expenses, rooms,
utilities and maintenance}. Roanoke County Schools owes VWCC $335,145.59 for tuition
and technology fees and college service fees. The difference between whatwas collected
and what was spent is $62,703.60.
FISCAL IMPACT:
Roanoke County Schools requests $62,703.60 be appropriated to the instructional
program.

RESOLUTION 051110-2.d EXPRESSING THE SUPPORT OF THE
BOARD OF SUPERVISORS OF ROANOKE COUNTY TO THE
VIRGINIA SESQUICENTENNIAL OF THE AMERICAN CIVIL WAR
COMMISSION
WHEREAS, The Board of Supervisors of the County of Roanoke (the County} is
dedicated to the furtherance of economic development and tourism in Roanoke County;
and
WHEREAS, The Virginia Sesquicentennial of the American Civil War
Commission (the Commission) was created in 2006 by the General Assembly for the
purpose of preparing for and commemorating the 150th anniversary of Virginia's
participation in the American Civil War; and
WHEREAS, The Commission has requested that each locality form a
sesquicentennial committee to aid in planning for the commemoration period; and
WHEREAS, Roanoke County is involved in the regional sesquicentennial
committee; and
WHEREAS, the sesquicentennial committee will plan and coordinate programs
occurring within the locality and communicate regularly with the State Commission; and
WHEREAS, the Board of Supervisors wishes to undertake this endeavor with the
Commission to promote and commemorate this important historic milestone.
NOW, THEREFORE, BE IT RESOLVED, The Board of Supervisors hereby
desires to support the Virginia Sesquicentennial of the American Civil War Commission
and their efforts to commemorate the 150th anniversary of Virginia's participation in the
American Civil War; and

FURTHER, Roanoke County's Tourism and Event Coordinator, Wendi Schultz
will serve on the regional sesquicentennial committee to aid in the planning for the
commemoration period.

SUMMARY OF INFORMATION:
This Consent Agenda item involves acceptance of the following easement conveyed to the
Board of Supervisors of Roanoke County for stormwater drainage easement on the
property of Third Capital, Inc. in the Hollins Magisterial District of the County of Roanoke:
a) Donation by Third Capital, Inc. of a perpetual public drainage right and
easement, containing three hundred twenty (320) square feet, being variable in width, to
construct, install, improve, operate, inspect, use, maintain and repair or replace a drainage
easement, together with related improvements, including slope(s), if applicable, together
with the right of ingress and egress thereto from a public road, upon, over, under and
across a tract or parcel of land belonging to the Grantor, (the "Easement") as being shown
and designated on "Plat showing new 320 s.f. variable drainage easement on the property
of Third Capital, Inc., being portions of Tracts 5 and 6Jamison Industrial Park(P.B. 6, Pg.
21), 7704 Enon Drive, Hollins Magisterial District, Roanoke County, Virginia" by Lumsden
Associates, P.C., Engineers-Surveyors-Planners, Timothy Hoelzle, Land Surveyor dated
April 7, 2010 (the "Plat"}. The location of the easement is more particularly described on
the plat which is attached hereto as "Exhibit A" and by reference incorporated herein.
This being a portion of the same property conveyed to Third Capital, Inc., by deed recorded
in the Clerk's Office of the Circuit Court of Roanoke County, Virginia, as Instrument No.

The location and dimensions of this easement have been reviewed and approved by the
County's engineering staff.
STAFF RECOMMENDATION:
Staff recommends acceptance of this easement and that the County Administrator, or any
Assistant County Administrator, be authorized to execute such documents and take such
further actions as may be necessary to accomplish this conveyance, all of which shall be
on form approved by the County Attorney.

SUMMARY OF INFORMATION:
The Roanoke County Fire and Rescue Department requests that the Board accept and
appropriate the following grant:
The Virginia Department of Health, Office of Emergency Medical Services has awarded the
Fire and Rescue Department a $5,500 matching fund grant for the purchase of five (5)
tracked stair chairs. The new technology of this device reduces the stress/strain required
to move patients down steps translating to fewer injuries to staff and patients.
FISCAL IMPACT:
The Roanoke County Fire and Rescue Department has budgeted for the $5,500 required
match in their existing budget.
ALTERNATIVES:
The departmentwould have to fund 100 percent of the implementation of this equipment
and procedure. Without this grant, the implementation of this procedure could be delayed
or cancelled.
